Sustainability for whom? : A study on Sami perspectives on inclusion and rights within sustainable development in Sweden / Hållbarhet för vem? : En studie om samiska perspektiv på inkludering och rättigheter inom hållbar utveckling i Sverige

The Sami in Sweden have lived on and managed their lands since time immemorial. The strong connection to the environment and nature has given them centuries of knowledge that is still applicable to this day. With the help of their ancestral knowledge the Sami have preserved their Indigenous land. With constant work towards sustainability and extractive projects of natural resources for renewable energy that takes place in Sápmi, the question is raised of who is included in the transition towards sustainable development and who the transition is for. The purpose of this study is to investigate and get a deeper understanding of Sami perspectives on sustainability and the connection to their rights. Applied methodology for this qualitative study is semi-structured interviews with nine Sami, followed by a thematic analysis of the collected empirical data. This was done to understand and analyse perceptions of sustainable development and how it relates to Sami inclusion and Sami rights, using frameworks of colonial governmentality and green colonialism. The findings suggest that a differentiation can be made concerning how the Sami perceive actions for sustainable development and the concept of sustainable development. Further, the Sami view their inclusion in policy-making and implementation in regards to questions of sustainable development in Sweden as being somewhat low or not applied at all. In relation to environmental sustainability this study shows that the implementation of Sami rights varies depending on the context, but that it is generally experienced as insufficient, and that rights are often applied to the economic units of the samebys, and not all Sami, creating a division within the Sami community. The results also show a perception of lack of political will and a neglectance to include and implement Sami rights, as state interests are prioritised. The societal and institutional conditions for the Sami to claim their rights and require inclusion within sustainable development prove that the theories of colonial governmentality and green colonialism are applicable to the current situation in Sápmi.

Bakgrund: Nationellt eftersträvas en digital omställning där digital och fysisk vård integreras inom hälso- och sjukvården. Incitament för denna omställning är att ge invånare ökad tillgänglighet till vård men också att nå en ökad delaktighet för invånare. Den digitala omställningen av vården och därmed integrering av digitala vårdkontakter är inom regionalt driven psykiatri ännu i sin linda. Detta trots växande evidens, framsteg i utveckling och tillgång till digitala verktyg, en pandemi som forcerat barriärer och ökad samhällelig acceptans för vård på distans. En förutsättning för att digitala vårdtjänster integreras som en legitim del av vård och behandling vid psykisk ohälsa är att vårdpersonal integrerar digitala arbetssätt och vårdkontakter i yrkesvardagen.  Idag är lite känt om hur vårdpersonal inom specialiserad öppenvårdspsykiatri i Sverige uppfattar en sådan omställning.   Syfte: Studiens huvudsyfte är att undersöka möjligheter och hinder som vårdpersonal inom regionalt driven öppenvårdspsykiatri upplever vid omställning där patienter erbjuds kombination av fysisk och digital vård.  Metod: Ett webbaserat frågeformulär med öppna och slutna frågor utformades. Insamlade data analyserades med kvalitativ innehållsanalys utifrån en deduktiv ansats utifrån Theoretical Domains Framework (TDF). Deltagare i studien var vårdpersonal verksamma i regionalt driven psykiatrisk öppenvård för vuxna i en region i Södra Sverige. Resultat: Baserat på TDF ramverket identifierades områden som påverkar vårdpersonalen genom att utgöra möjligheter eller hinder för att använda digitala vårdformer som arbetssätt.  Resultatets höga överensstämmelse med tidigare forskning antyder att identifierade TDF- domäner kan användas för att stärka acceptansen och implementeringen av digitala vårdformer inom ramen för psykiatrisk öppenvård. / Background:  In Sweden, a digital transition is sought where digital and physical care, Digi-physical healthcare, are integrated into public health care. A digital transition is one approach to meet the increasing need for health services that significantly challenges the health system but also aims to achieve increased patient participation. The digital transformation of care and the integration of e-mental health is still in its infancy in public psychiatry. This is despite growing evidence, progress in development, and access to digital tools, a pandemic that has pushed through barriers and increased acceptance of Digi-physical healthcare. A prerequisite for the integration of Digi-physical healthcare as a routine in public psychiatry depends on the acceptance of health care professionals. Aim: This study aims to investigate barriers and facilitators, as perceived by health care professionals, for implementing a combination of physical and digital care in Swedish public psychiatry.   Methods: Participants were health care professionals active in public outpatient psychiatry in a region in Southern Sweden. A web-based questionnaire with open and closed questions was designed. Collected data was analyzed with qualitative content analysis based on a deductive approach using the Theoretical Domains Framework (TDF). Results: Based on the TDF framework, barriers and enablers that influence mental health care professionals to apply the distance format as a way of working were identified. The result`s high agreement with previous research, suggests that identified TDF domains can be used to strengthen the acceptance and implementation of Digi-physical healthcare within psychiatric outpatient care.

Rättvis omställning : En narrativ studie om Norrlands industriomvandling / Just Transition : A narrative study focusing on the Industrial Transformation in Norrland

För att stödja regioner och industrier att minska växthusgasutsläppen och nå Europeiska unionens mål om klimatneutralitet till år 2050 har EU tagit fram färdplanen “Den gröna given” och fonden för en rättvis omställning (FRO). FRO syftar till att minska negativa socioekonomiska konsekvenser som följer av omställningen mot mindre kolintensiva processer i sårbara regioner och industrier. Två av fyra utpekade svenska regioner är Västerbotten och Norrbotten samt deras metall- respektive stålindustri. Studiens syfte är att med en narrativ analys av Västerbottens och Norrbottens territoriella omställningsplaner och semistrukturerade intervjuer undersöka hur tre policynivåer (nationell, regional och kommunal) uttrycker tolkningar av rättvis omställning. Med hjälp av en abduktiv ansats har tidigare studier fungerat som ett stöd för att identifiera rättviseanspråk (processuell, fördelning, erkännande och återställande) samt berättelser i studiens empiriska material. Studiens narrativa analys har belyst vilka aktörer det är som förväntas genomföra arbetet av omställningen och vilket utfall av vinster och förluster som kan följa. Dessutom tyder studiens berättelser att ett gemensamt arbete är viktigt för en rättvis omställning. Likaså framkommer det att den nationella politiska berättelsen präglar hur den regionala och kommunala berättelsen formas, samt vilka rättviseanspråk som dominerar. Studiens slutsatser är bland annat att återställande-rättvisa dominerar i den nationella berättelsen och att ett fokus finns på tekniska lösningar. Den regionala berättelsen använder främst processuell-rättvisa och betonar vikten av politiskt ansvarstagande. Den kommunala berättelsen använder också processuell-rättvisa men även fördelnings-rättvisa genom att uttrycka att medborgare också bör inkluderas i en rättvis omställning. / To support regions and industries in decreasing their greenhouse gas emissions and reaching the European union's goal regarding climate neutrality by 2050, the EU has presented a set of proposals named “The Green Deal” as well as the Just Transition Fund (JTF). JTF aims to limit the negative socioeconomic consequences that a transition towards less carbon intensive processes in vulnerable regions and industries could result in. Two of the four designated Swedish regions are Västerbotten and Norrbotten and their metal- and iron-industry. The study aims to, with a narrative analysis of Västerbotten’s, and Norrbotten’s Territorial Plans and semi-structured interviews, investigate how three policy levels (national, regional and local) express interpretations of Just Transition. With an abductive approach, previous studies have worked as a support in identifying justice claims (procedural, distributional, recognition, restorative) and stories within the empirical material. The study's narrative analysis has elucidated which parties that are expected to contribute to the transition and what wins and losses that the transition could result in. Furthermore, the studies stories highlight that working together is important in reaching a Just Transition. It also becomes clear that the national political story influences the regional and local policy stories, as well as which justice claims that are dominating. The study’s conclusions are, for example, that the spatial and temporal aspects of the story deepen the understanding of justice, and that recognitional justice is the least used justice claim in the study's policy stories.

There has recently been an increased interest in hydrogen, both as a solution for seasonal energy storage but also for implementations in various industries and as fuel for vehicles. The transition to a society less dependent on fossil fuels highlights the need for new solutions where hydrogen is predicted to play a key role. This project aims to investigate technical and economic outcomes of different strategies for production and storage of hydrogen based on hydrogen demand and source of electricity. This is done by simulating the operation of different systems over a year, mapping the storage level, the source of electricity, and calculating the levelized cost of hydrogen (LCOH). The study examines two main cases. The first case is a system integrated with offshore wind power for production of hydrogen to fuel the operations in the industrial port Gävle Hamn. The second case examines a system for independent refueling stations where two locations with different electricity prices and traffic flows are analyzed. Factors such as demand, electricity prices, and component costs are investigated through simulating cases as well as a sensitivity analysis. Future potential sources of income are also analyzed and discussed. The results show that using an alkaline electrolyzer (AEL) achieves the lowest LCOH while PEM electrolyzer is more flexible in its operation which enables the system to utilize more electricity from the offshore wind power. When the cost of wind electricity exceeds the average electricity price on the grid, a higher share of wind electricity relative to electricity from the grid being utilized in the production results in a higher LCOH. The optimal design of the storage depends on the demand, where using vessels above ground is the most beneficial option for smaller systems and larger systems benefit financially from using a lined rock cavern (LRC). Hence, the optimal design of a system depends on the demand, electricity source, and ultimately on the purpose of the system. The results show great potential for future implementation of hydrogen systems integrated with wind power. Considering the increased share of wind electricity in the energy system and the expected growth of the hydrogen market, these are results worth acknowledging in future projects.
