Do mesmo modo, destaca a importância dos movimentos sociais para a Democracia como irritação sistêmica ao poder Judiciário. Com efeito, frisa-se que o presente trabalho propõe uma análise a partir da matriz pragmático-sistêmica, evidenciando, sobretudo, a complexidade dos temas tratados e a importância de se observar quem são os experts que tiveram acesso aos procedimentos jurisdicionais na Suprema Corte brasileira. Por fim, como estudo de caso, propõe-se uma análise comparativa direcionada às audiências públicas acerca da temática meio ambiente, mais especificamente relativo aos temas que versam sobre: importação de pneus usados, queimadas de canaviais, proibição ao uso de amianto e Novo Código Florestal, ao passo que se aborda quem foram os participantes destes eventos e quais foram os principais argumentos invocados na Suprema Corte Brasileira para legitimação ou revogação do direito vigente. / The following research focuses on the importance of Brazilian participatory Democracy and on the communicative denunciation of social movements through the public hearings held in the Federal Supreme Court in cases of great public interest and of notable general repercussion. Furthermore, it highlights the importance of social movements for Democracy as a systemic irritation of the Judiciary power. It should be noted that the present work proposes an analysis based on the pragmatic-systemic matrix, evidencing, above all, the complexity of the subjects treated and the importance of observing who are the experts that have access to the legal procedures in the Brazilian Supreme Court. Finally, as a case study, a comparative analysis is proposed on the public hearings regarding Environmental Law, more specifically on the subjects related to: import of used tires, burning of sugarcane, prohibition on the use of asbestos and Brazilian New Forest Code, addressing who were the participants of these events and what forms the main arguments invoked in the Brazilian Supreme Court to legitimize or repeal the current law.

The practice of social control goes beyond the places called Municipal Councils of Social Assistance; however the field of study was delimited to the councils operating in the cities of Cabo Frio, Campos dos Goytacazes and Itaperuna, located in the state of Rio de Janeiro. This study restates that the presence of the social worker in this place allows us to see a building place of ethic-political professional project that affirms mass democracy within the profession as well as the commitment to the democratization of social assistance policy. It was found that the social worker expresses a differentiated and qualified presence in a management council of public policy. Supported by Alice of Lewis Carroll as a metaphor, the study aims to see "Through the Looking Glass" and identifies initiatives that are being implemented by social workers to affirm the ethic-political professional project within the Municipal Councils of Social Assistance. The study also addresses the responsibility of forming units and representing bodies of the category in creating conditions that enable the professional action of social worker committed with the democratization of social assistance policy. It concludes that the existence of the Municipal Councils of Social Assistance is not enough, and nor even the occupation and / or the guarantee of the presence of social workers inside of it. If the professional is not prepared to understand and answer why he/she is there / O estudo desenvolvido se ocupa do trabalho do profissional assistente social no âmbito do controle social exercido junto a políticas sociais nos espaços institucionais de conselhos locais. O exercício do controle social excede os espaços denominados de Conselhos Municipais de Assistência Social, todavia delimitou-se o campo de estudo aos conselhos que operam nos municípios de Cabo Frio, Campos dos Goytacazes e Itaperuna, localizados no interior do estado do Rio de Janeiro. Reafirma-se neste estudo que a presença do assistente social nesse espaço permite enxergar um espaço de construção do projeto ético-político profissional que afirma a democracia de massas no âmbito da profissão bem como o compromisso com a democratização da política de assistência social. Verificou-se que o assistente social expressa presença diferenciada e qualificada em um conselho de gestão de política pública. Apoiado em Alice de Lewis Carroll como uma metáfora, o estudo busca enxergar Através do Espelho e identifica iniciativas que estão sendo aplicadas pelos assistentes sociais para afirmação do projeto ético-político profissional no interior dos Conselhos Municipais de Assistência Social. O estudo aborda ainda a responsabilidade das unidades formadoras e dos órgãos de representação da categoria, em construir condições que viabilizem a ação profissional do assistente social comprometida com a democratização da política de assistência social. With the objective of studying the participation ways and how s, observing the limits and possibilities of a political democratic education on Diadema-SP, which intends to follow a city school in which the participation is already a construction process, identifying and analyzing at school, the influence of Freire referential for this participative construction. The analysis is based on Paulo Freire experience as the Educational Secretary of São Paulo s City and on Freire categories: the praxis, conscientization and becoming more. Corroborating with participation studies, this research uses as a referential too Diaz Bordenave and Licínio Lima. It is also supported on Vitor Paro and Rubens Camargo for study of the participation limits and conditions. The study focuses on the assumptions and objectives, presented in the political and pedagogic design of the Program, that support the goals of citizenship promotion and youth participation in public life. It looks to reclaim the concepts of participative democracy, citizenship, civil rights, public space, and civil society, as developed by various authors. De l'infrapolitique à la révolution démocratique : ethnographie culturelle du mouvement ATD Quart Monde / From infrapolitics to democratic revolution : cultural ethnography of the ATD Forth World movement

Cette thèse de sociologie est une monographie du mouvement ATD Quart Monde. Fondée en 1958 par le prêtre Joseph Wresinski dans un camp de sans-logis, cette association porte la voix politique des « personnes en situation d’extrême pauvreté » en France et dans le monde. C’est à partir d’un travail de mobilisation sur le long terme et d’une stratégied’émancipation que cette voix émerge au sein de groupes de réflexion. Il s’agit de rendre audible et d’organiser par l’action collective ce que le politiste James Scott appelle le domaine infrapolitique, c'est-à-dire les formes de résistances quotidiennes à la domination qui s’exercent « sous les radars » de la sphère publique. À travers l’ethnographie culturelle de quelques expérimentations démocratiques, ce travail de recherche analyse le processus d’empowerment par lequel des acteurs affaiblis socialement se renforcent collectivement par la construction d’un engagement militant. Ces personnes incarnent la possibilité de l’inclusion politique des catégories de population marginalisées. Avec différents mouvements sociaux, ATD Quart Monde façonne ainsi une révolution démocratique et culturelle. Pour ce faire, la méthode participative de l’association consiste à construire des revendications et des alliances par la confrontation du savoir expérientiel des plus pauvres avec d’autres formes de savoirs. Ceci vient approfondir les connaissances du mouvement qui a recours au registre de l’expertise dans son mode d’action. Avec quelques points de comparaison, l’exemple d’ATD Quart Monde permet finalement d’explorer trois dimensions de l’action collective : réflexive, culturelle et délibérative. / This doctoral dissertation in sociology is a monograph of ATD Forth World: an « extreme poor people »’s advocacy worldwide organization founded in a French homeless camp in 1958 by the priest Joseph Wresinski. The voice of the poorest is emerging in thinking groups after a long work of mobilization and emancipation process. The shapes of daily resistance against domination existing « under the radar » of the public sphere, which is called infrapolitics, is becoming visible and collectively organised. This research is a cultural ethnography of several democratic experimentations, which analyses the empowermentprocess of socially weakened actors. Poor people are becoming activists and are embodying the possibility of the inclusion of marginalized groups. By this way, ATD Forth World is progressively shaping a cultural and democratic revolution with other social movements. The participative methodology of the organization consists of building demands and alliances from the confrontation between poor people’s knowledge and other forms of knowledge. This work is helping to build an expertise for the organization. With the example of ATD Forth World and several points of comparison, this doctoral dissertation ultimately explores three different dimensions of collective action: cognitive, cultural and deliberative.

Governmentality, pedagogy and membership categorization : a case of enrolling the citizen in sustainable regional planning

Over the past twenty years, the idea that planning and development practices should be ‘sustainable’ has become a key tenet of discourses characterising the field of planning and development. As part of the agenda to balance and integrate economic, environmental and social interests, democratic participatory governance arrangements are frequently purported to be necessary to achieve ‘sustainable development’ at both local and global levels. Despite the theoretical disjuncture between ideas of democratic civic participation, on the one hand, and civic participation as a means to achieve pre-determined sustainability goals on the other, notions of civic participation for sustainability have become integral features of sustainable development discourses. Underpinned by a conceptual and methodological intent to perform an epistemological ‘break’ with notions of civic participation for sustainability, this thesis explicates how citizens are enrolled in the sustainable development agenda in the discourse of policy. More specifically, it examines how assumptions about civic participation in sustainable development policy discourses operate, and unpacks some discursive strategies through which policy language ‘enrols’ citizens in the same set of assumptions around their normative requirement for participation in sustainable development. Focussing in on a case study sustainable development policy document – a draft regional plan representing a case of ‘enrolling the citizen in sustainability’ - it employs three sociological perspectives/methods that progressively highlight some of the ways that the policy language enjoins citizens as active participants in ‘sustainable’ regional planning. As a thesis-by-publication, the application of each perspective/method is reported in the form of an article prepared for publication in an academic journal. In a departure from common-sense understandings of civic participation for sustainability, the first article examines the governmentality of sustainable development policy. Specifically, this article explores how civic community – particularly community rights and responsibilities – are deployed in the policy discourse as techniques of government that shape and regulate the conduct of subjects. In this respect, rather than seeing civic community as a specific ‘thing’ and participation as corresponding to particular types of ‘activities’, this paper demonstrates how notions of civic participation are constructed and mobilised in the language of sustainable development policy in ways that facilitate government ‘at a distance’. The second article begs another kind of question of the policy – one concerned more specifically with how the everyday practices of subjects become aligned with the principles of sustainable development. This paper, therefore, investigates the role of pedagogy in establishing governance relations in which citizens are called to participate as part of the problematic of sustainability. The analysis suggests that viewing the case study policy in terms of relationships of informal pedagogy provided insights into the positioning of the citizen as an ‘acquirer’ of sustainability principles. In this instance, the pedagogic values of the text provide for low levels of discretion in how citizens could position themselves in the moral order of the discourse. This results in a strong injunction for citizens to subscribe to sustainability principles in a participatory spirit coupled with the requirement for citizens to delegate to the experts to carry out these principles. The third article represents a further breakdown of the ways in which citizens become enrolled in ‘sustainable’ regional planning within the language of the case study policy. Applying an ethnomethodological perspective, specifically Membership Categorization Analysis, this article examines the way ‘the citizen’ and ‘civic values and obligations’ are produced in the interactional context of the text. This study shows how the generation of a substantive moral order that ties the citizen to sustainable values and obligations with respect to the region, is underpinned by a normative morality associated with the production of orderliness in ‘text-in-interaction’. As such, it demonstrates how the production and positioning of ‘the citizen’ in relation to the institutional authors of the policy, and the region more generally, are practical accomplishments that orient the reader to identify him/herself as a ‘citizen’ and embrace the ‘civic values and obligations’ to which he/she is bound. Together, the different conceptual and methodological approaches applied in the thesis provide a more holistic picture of the different ways in which citizens are discursively enrolled in the sustainability agenda. At the substantive level, each analysis reveals a different dimension of how the active citizen is mobilised as a responsible agent for sustainable development. In this respect, civic participation for sustainability is actualised and reproduced through the realms of language, not necessarily through applied occasions of civic participation in the ‘taken-for-granted’ sense. Furthermore, at the conceptual and methodological level, the thesis makes a significant contribution to sociological inquiry into relationships of governance. Rather than residing within the boundaries of a specific sociological perspective, it shows how different approaches that would traditionally be applied in a mutually exclusive manner, can complement each other to advance understanding of how governance discourses operate. In this respect, it provides a rigorous conceptual and methodological platform for further investigations into how citizens become enrolled in programmes of government.

A dissertação trata da construção da municipalização do licenciamento ambiental de Porto Alegre, realizado no âmbito da ampliação das formas de participação na cidade, conhecida como democracia participativa. A questão que a pesquisa enfrentou é se a hierarquia dos processos de globalização em relação aos governos municipais (global/local) limita esses à produção de políticas públicas destinadas a melhor posicionar as cidades à lógica dos fluxos necessários ao mercado, ou podem construir alternativas capazes de valer-se das possibilidades abertas e colocá-las a serviço da lógica da cidadania. A pesquisa identificou que a experiência de participação social na gestão pública em Porto Alegre – reconhecida mundialmente – permitiu inovações institucionais, como induzir ao consorciamento das empresas de telecomunicações e a criação de uma empresa pública na área, a “Infovia Porto Alegre”; além de tornar a cidade referência para vasta rede alternativa à globalização hegemônica. / This thesis deals with the municipalization of environmental licensing in Porto Alegre carried out in what is known as participative democracy, an amplification of the forms of participation in the city. The question placed by this research is if the hierarchy of the processes of globalization in regards to municipal administrations (global/local) limits these processes to the creation of public policies which aim at improving the positions of cities in light of the necessary directions of the market; or if they enable the construction of alternatives that can make use of the possibilities that are open and place themselves at the service of the logic of citizenship. The research found that the world renowned experience of social participation in Porto Alegre’s public administration allowed institutional innovations, such as encouraging the consortium of telecommunication companies and the creation of a public enterprise in this area, the “Infovia Porto Alegre”; besides making the city a reference for a vast alternative to hegemonic globalization.

Para compreender este fenômeno, conduziu- se um estudo de caso sobre a relação entre os coletivos urbanos e a Prefeitura Municipal de São Paulo, no período de 2013 a 2016, durante a gestão do então Prefeito Fernando Haddad. Neste sentido, considerando o debate sobre participação social e a sua efetividade na construção das políticas públicas bem como a literatura sobre interfaces socioestatais, a tentativa da presente análise foi identificar as interações existentes entre a PMSP e os coletivos urbanos a fim de perceber se os mecanismos criados por parte do município, como a Coordenação de Promoção do Direito à Cidade (CPDC), consolidaram-se como um novo tipo de interface socioestatal dedicada a esta relação. Com esse estudo, foi verificado que, apesar de ser identificada enquanto canal de comunicação entre sociedade civil e município, a baixa efetividade da CPDC em realizar ao que se propunha inicialmente, fez com que não se consolidasse enquanto interface de fato, pois não obteve legitimidade interna ao governo. / The purpose of this research is to analyze the process by which are constituted social-state interfaces between social actors and local governments. In order to understand this phenomenon, a case study was conducted about the relation between urban collectives and São Paulo City Hall (PMSP) between 2013 and 2016, during the administration of former Mayor Fernando Haddad. In this sense, considering the debate on social participation and its effectiveness in the construction of public policies, as well as the literature related to socio-state interfaces, the attempt of the present analysis was to identify the interactions existing between the PMSP and the urban collectives. This study hereby intends to verify if the mechanisms created by the municipality, such as the Coordination for Promotion of the Right to the City (CPDC), have consolidated themselves as a new type of socio-state interface dedicated to this relationship. The findings point to the fact that, despite being identified as a communication channel between civil society and municipality, the low effectiveness of the CPDC in achieving its initial goal meant that it did not consolidate itself as an interface, since it did not obtain internal legitimacy inside the government.

An analysis and appraisal of the Imbizo as an instrument of democracy in South Africa

The imbizo was introduced in the light of the problems associated with indirect democracy, as well as attempts to bring democracy closer to the people in ways with which they are more familiar. The problem of the study was approached by putting the imbizo in perspective. Hence, a cybernetics model was used with the two information systems, namely the GCIS and the spider-web. They were used to describe the workings of the imbizo in the political system. A mixed method using both the quantitative and qualitative approaches investigated the problem by surveying students‟ understanding of the imbizo. A case study regarding service delivery and public participation was conducted at villages where the imbizo had been held. Generally, findings confirm the imbizo’s role as an instrument to enhance service delivery. The findings have some far-reaching implications for democracy: Unlike indirect democracy, the imbizo “takes the government closer to the people” through unmediated engagement of the people in order to realise direct democracy and accountability. / M.A. (Politics) / Political Science
