Voluntariado e participação política: o caso da ONG Teto / Volunteering and political participation: the case of NGO Teto

A prática de voluntariado, embora antiga, tem ganhado espaço de uma forma muito distinta das ações de caridade informais e de matizes religiosas que predominavam há até algumas décadas. Imerso em um complexo processo de institucionalização, o voluntariado ganhou novos valores a partir dos anos 90, relacionados à mudança social e à participação política, ao mesmo tempo em que se distanciou cada vez mais da idéia da caridade e do assistencialismo. Neste trabalho, buscamos entender em que medida o engajamento de indivíduos neste novo modelo de voluntariado, sendo ele uma ação coletiva e focada em mudança social, pode contribuir para uma cultura política mais participativa, a partir da formação da consciência política dos voluntários. Escolhemos como estudo de caso a ONG Teto, presente no Brasil, na América Latina e no Caribe, que atualmente representa bem este novo voluntariado como fenômeno social. Com o foco na questão habitacional e com o objetivo de superar a extrema pobreza, a ONG Teto atrai milhares de jovens universitários como voluntários. Assumimos como referencial as reflexões teóricas dos autores da psicologia política e especialmente o modelo Analítico da Consciência Política de Salvador A. M. Sandoval. Assim, buscamos entender, a partir de entrevistas, as dimensões sociais e psicológicas que constituem a consciência política dos voluntários nessa organização, a disposição deles em agirem de acordo com essa consciência e a relação desta com as atividades sociais que eles exercem na ONG. Como resultados, identificamos que ainda há um forte caráter de caridade e assistencialismo na atividade da ONG, mas com grande potencial de formação política dos jovens voluntários, especialmente a partir das vivências nos assentamentos precários. Por outro lado, identificamos pontos que desfavorecem a constituição de uma consciência política mais crítica e que, portanto, fazem com que aquele potencial não seja explorado de forma eficiente. Esses obstáculos relacionam-se principalmente à falta de posicionamento político da ONG, à falta de orientação política aos voluntários, à ausência de questionamentos mais profundos sobre as questões que buscam combater e também ao desencontro entre o discurso de erradicação da pobreza e as ações propostas / Volunteering is an old practice that nowadays unfolds in very distinct ways from the informal charity and mostly religious forms which used to prevail until some decades ago. As a contemporary society product, volunteering is now immersed in a complex institutionalization process. It has been redefined and gathered new values, related to social change and political participation while gets increasingly distant from charity speech and assistentialism. In this study, we seek to understand how taking part in this new formal volunteering, as a colective action, can contribute to a more participative political culture, from volunteers\' political awareness. NGO Teto is our case study. It is based in Latin America and the Caribbean and best represents the new volunteering as a social phenomenon. Aiming at habitation issues and at overcoming poverty, the NGO has attracted millions of university students. We take as reference the theoretical thoughts of political psychology authors, especially Salvador A. M. Sandoval\'s Analytical Model of Political Consciousness. This way, we have tried to comprehend the social and psycological dimensions that form the volunteers\' political consciousness, their willingness to act in accordance to it and its bonds to the social activities they develop at the NGO. In the analysis, we have found a model of volunteering that is still very close to charity, but with great potential of critical formation, especially as a result of volunteers\' experiences in poor communities. On the other hand, we have found out issues that are obstacles to a more critical political sonsciousness, which consequently turns this potential inexplored efficiently. The obstacles are mostly related to the NGO\'s lack of guidance and political positioning, the absence of deeper questioning about the problems the NGO and volunteers work to solve, as well as the clash between the discourse of poverty eradication and the proposed actions

The research question that forms the body of this thesis is: ‘What methods, skills and processes does the participatory development practitioner require for effective practice?’The intention behind this research topic has been to identify how to create socially relevant spaces within todays contemporary conditions of society. This is a reflection of an understanding of myself as someone within the ‘idealist’ stream of endeavour as defined by Charles Jencks in ‘Modern Movements in Architecture.’As I have a design background, I chose a design methodology to undertake the study. The methodology is documented by Donald Schön in the book ‘The Reflective Practitioner’ and is, in a general sense, also the methodology David Kolb documented in ‘Experiential Learning: Experience as the Source of Learning and Development’. An element of this learning approach is for a designer to create a useful artefact that can be considered and evaluated, thus the thesis also comprises the DVD: ‘Outside the Gates, Development Processes for the Real World’.In writing the thesis I became aware that this learning process has been, and still is, central to development itself within our culture of generative change. I first arrived at this intuitively while building the DVD, but it became more explicit during the DVD evaluation. The thesis thus commences with a description and rationale for the methodology.After describing the methodology I devote three chapters to providing the background to both the form and content of the DVD. This draws almost exclusively from personal experience, though with references to architectural history, theory and practice. This includes observations on the theme of technological development, generative change and one of the real needs for our physical and psychological well being - shelter. Thus the DVD sits at a mid point in the thesis. Following the creation of the DVD, I have in accordance with the methodology evaluated its content. To do this I used a literature review generally based on Grounded Theory practice. There are four sections in the DVD, with a chapter dedicated to each of these sections.The thesis concludes with a chapter that fits in the final part of Kolb’s learning cycle, abstract conceptualisation, that considers the meaning of the findings. Ultimately there is an epilogue that outlines the next ‘concrete output’, a recently completed project based on the learnings from the thesis. Pastebima, kad tėvai pasyviai dalyvauja mokyklos gyvenime, nesilanko mokykloje kuomet yra kviečiami, tuo labiau nesilanko savo iniciatyva. Siekiant sėkmingų ugdymo(si) rezultatų būtinas tėvų įtraukimas į mokyklos veiklą. Tik nuolat bendraujant tėvams ir mokytojams, bendradarbiaujant sprendžiant įvairius klausimus bei skatinant tėvus teikti pagalbą mokyklai, kuriama saugi mokiniui aplinka. Šio tyrimo objektas – šeimos įtraukimas į mokyklos veiklą. Tyrimo tikslas – išanalizuoti šeimos įtraukimo į mokyklos galimybes bei įvertinti klasės auklėtojo vaidmenį įsitraukimo proceso metu. Tyrimo uždaviniai: 1) apibrėžti šeimos ir mokyklos sąveikos svarbą ugdymo procese; 2) apibūdinti šeimos įtraukimo į mokyklos veiklą galimybes bei aprašyti bendradarbiavimo problemų priežastis; 3) atskleisti tėvų požiūrį į mokyklos ir šeimos bendravimą, bendradarbiavimą, savanorystę bei įvertinti klasės auklėtojo vaidmenį bendradarbiavimo procese; 4) nustatyti dažniausiai naudojamas įsitraukimo į mokyklos veiklą formas bei bendradarbiavimo sritis. Buvo naudoti šie tyrimo metodai: literatūros šaltinių apžvalga, anketinė apklausa (tyrimas atliktas VDU „Rasos“ gimnazijoje, apklausti 100 tėvų), statistinių duomenų analizė (tyrimo duomenys sisteminami ir analizuojami naudojant programa Microsoft Excel). Tyrimas rezultatai atskleidė, kad įsitraukimas į mokyklos veiklą vyksta: bendraujant, bendradarbiaujant bei teikiant pagalbą mokyklai. Trying to reach successful results of education is needful to involve parents into school’s life. Safety environment for schoolchild is created constantly teachers communicating with parents, in participation of solving various questions also motivating parents to contribute school. The object of this research is family’s involvement into school work. The goal of research is to analyze possibilities of family’s involvement into school work, also to evaluate the role of class educator during involvement process. Tomamos como referência o processo de Avaliação desenvolvido pela Universidade do Estado de Mato Grosso (UNEMAT), cujo período de implementação teve início em 1997, sustentado nos princípios do PAIUB. Atualmente, este processo está adequado às leis do SINAES. A pergunta norteadora da pesquisa é: para que tem servido os resultados da A.I? Utilizamos como metodologia a abordagem quanti-qualitativa, aplicando, inicialmente, um questionário (por amostragem) aos professores, alunos e funcionários. Constatamos como limites no processo de A.I, a pouca divulgação, discussão e implementação de ações sugeridas pelos resultados e, como avanços, o reconhecimento da comunidade acadêmica de que a avaliação é importante e necessária para obtenção de melhorias. Posteriormente, realizamos grupos focais com uma amostra dos sujeitos participantes, além dos membros da CPA e Chefes de Departamento, buscando entender, aprofundar e desvendar os entraves que distanciam os resultados das tomadas de decisão. Para melhor compreensão, organizamos os resultados da pesquisa em duas grandes categorias. Na primeira, as concepções de avaliação sustentam o viés regulatório, causando temor nos sujeitos sobre ¿como¿ e ¿para que¿ tais dados serão utilizados. Na segunda, as concepções de avaliação sustentam o viés emancipatório, propiciando aos sujeitos conceberem os resultados como potencializadores da qualidade institucional. Desse modo, torna-se evidente que os resultados da avaliação têm sido usados, porém, em níveis insuficientes ao se considerar os fundamentos da avaliação participativa. As tomadas de decisão também têm se efetivado apenas no nível das mudanças físicas, administrativas e organizacionais. Todavia, as mudanças decorrentes são insuficientes. Tal constatação pode estar relacionada com o fato de que a participação restringe-se, mais intensamente, no preenchimento dos instrumentos para coleta de opiniões. Essa forma de participação é insuficiente para produzir efeitos sobre as práticas e mudanças nas concepções. Concluímos, é necessário repensar as formas de participação, enfatizando o aprender a participar, como forma de alcançar resultados confiáveis nos processos de avaliação. Assim, a CPA e toda instituição poderá utilizá-los como estratégia potencializadora da (re)organização dos espaços de discussão. Esses diálogos podem gerar mudanças de concepções, engendrando novos sujeitos dispostos a usarem os princípios emancipatórios em suas práticas, rompendo com o medo instalado sobre o fim a que se destinam os resultados da avaliação. Portanto, não são os resultados da avaliação que engendrarão as mudanças de concepções de qualidade ou fortalecerão os processos de tomadas de decisão, mas a possibilidade de discuti-los coletivamente, devidamente, referenciados ao projeto pedagógico da instituição / Abstract: We aim to understand the production and utilization of the results derived from the process of Institutional Evaluation (I.E.). We understand them as strategies of (Re)organization of rooms of discussion in university context. We have taken as reference the process of Institutional Evaluation developed by the State University of Mato Grosso (UNEMAT), which the period of implementation had begun in 1997 and it was based on the PAIUB principles. Nowadays this process is adequate to SINAES lows. The main question of this research is: what are the results of the I.E. for? We have used as methodology a quanti-qualitative approach. We have initially a questionnaire applied (at random) to professors, students and employees. We have attested as limits in the process of I.E. the lack of divulgation, discussion and implementation of some action suggested by the results. We have attested as a forward step the recognition of the academic community toward the importance of evaluation and its need to obtain some gains. Lately, we have made local groups with a sample of participants, members of CPA and Chefs Departments, in order to understand, get deeper and discover the problems that separate the results obtained from the decisions to be taken. In order to have a better understanding, we have organized the results of this research into two big categories. In the first one, the conceptions of evaluation sustain the regulatory point of view, which makes the subjects afraid about ¿how¿ and ¿what for¿ these dates should be used. In the second, the concepts of evaluation, sustain the emancipator point of view. It offers the subjects to understand the results as something to optimize the institutional quality. This way, it becomes evident that the results of the evaluation has been used but in insufficient levels if we consider the fundaments of participative evaluation. The decisions taken had been effectuated only in level of physical, administrative and organizational changes. Although the resulting changes had been insufficient, such conclusion can be related to the fact that participation had been restricted, more intensively, to the application of the instruments of collecting opinions, so that this form of participation is insufficient to produce effects over the praxis and changes in conception. We have concluded it is necessary to rethink the ways of participation, to emphasize the learning in participating as a way to reach trustful results in the process of evaluation. It is only this way that CPA and the Institution as a whole could utilize as an optimizer strategy of the (re) organization of the rooms of discussion. Those dialogues can generate changes in conception, putting together new subjects ready to use emancipator principles in their praxis and breaking up with the installed fear about the proposal of the results of evaluation. This way, it is not the results of the evaluation that would put together the changes in quality conception or would make stronger the decisions to be taken but the possibility of discussing them collectively and promptly attached to the pedagogical project of the Institution / Doutorado / Ensino, Avaliação e Formação de Professores / Doutor em Educação

Qualitatively exploring the suitability of tablet computers to encourage participation with activities by people with moderate stage dementia

No / Opportunities to participate with enjoyable activities is one of the most frequently reported unmet needs by the person living with dementia. Enabling and intuitive technologies may offer accessible ways to engage with such activities. Objectives: To explore how tablet computers might encourage participation in enjoyable activities by people with moderate levels of dementia and to consider how such technologies might be incorporated into the repertoire of activities currently provided through day care settings. Methods: A focused visual ethnographic approach was developed specifically to meet the research objectives. Twelve participants attending a community day care centre and nine supporters (both volunteers and paid staff) consented to take part in the research. Technology facilitated group activity sessions took place twice a week for a period of four weeks and all were video recorded. Findings: Video analysis demonstrated that the majority of people with dementia found the technology an effective means of participating in enjoyable activities. Analysis also revealed the extent to which participation relies on the existence of effective support. It showed how maintaining focus on retained strengths and abilities enabled the group overall to meet and often exceed their own and others perceived capacity to participate. Finally, analysis confirmed the importance of enjoyment of activities ‘in the moment’ and the need for those supporting people in the moderate stages of dementia to acknowledge and work with this. Conclusion: The use of tablet computers to enhance participation in sociable and enjoyable activities in day care settings is realistic and achievable if supported appropriately.

Co-management as an option for private protected areas : a case study of the Shongweni Resource Reserve.

Since the establishment of the first protected area in 1872, the Yellowstone National Park, the concept of protected areas and their management have witnessed several controversies and conflicts. Generally, ownership and management of most of these protected areas has in the past been restricted to state -governments. Other stakeholders and particularly local communities neighbouring these areas were excluded from their management and ownership. Since the last three decades, however, conservation bodies have been trying to encourage various other protected area governance (management) approaches to address failures in the existing management approach (in which state governments almost solely managed and owned these protected areas ) to achieve the conservation goals. Some of these include co-management and private protected area management approaches. In Component A of this study, "Co-management as an option for private protected areas: A case study of the Shongweni Resource Reserve", attempts were made to explore a selection of literature in order to gain an in-depth understanding of the concepts of private protected areas and co-management. Through this documentary review of literature from various sources (internet, libraries, personal communication, etc) the study identified, examined and documented various issues associated with the concepts. It also explored and documented the historical and current perspectives as well as the legal and policy context of these concepts in South Africa. In addition, the study examined the study area and the methods explored in the study. The study concludes in this Component that: 1. Protected area co-management is a pluralistic approach to the management of protected areas. It recognises a variety of stakeholders that are conducive to the achievement of sustainable conservation goals. 2. Private protected areas have tremendously increased in South Africa, with a total of 13% of the land surface under private protected area management. This is more than double the land surface under public protected area management. 3. Dans un contexte économique instable, résultant notamment de la mondialisation des échanges, de la financiarisationde l’économie et de l’accélération des mutations technologiques, caractérisé de surcroît par l’apathie endémique de lacroissance économique française, la prospérité et la survie des entreprises dépendent de leur capacité à s’adapter enpermanence aux évolutions du marché pour pouvoir sauvegarder leur compétitivité, assurer leur développement etfaire face à une concurrence toujours plus vive. Si les restructurations sont indispensables pour assurer la pérennité desentreprises dont dépendent le maintien de l’emploi, le dynamisme du marché du travail et la création de richesse, ellesmettent fréquemment en péril les intérêts des salariés. Nombre d’entre elles menacent ainsi leur emploi et partant leursécurité économique et matérielle, mais également leurs droits collectifs qu’il s’agisse des avantages issus de leurstatut collectif ou de leur droit à participer à la détermination de leurs conditions de travail et à la gestion del’entreprise via leurs représentants, dont le mandat peut être affecté par une restructuration. Si ces opérations mettenten péril les intérêts des salariés et génèrent un coût social largement assumé par la collectivité nationale, le droit, enparticulier le droit social, ne peut remettre en cause les projets de restructuration. Ces décisions et leur mise en oeuvrerelèvent en effet de la liberté d’entreprendre des dirigeants de l’entreprise à laquelle le droit social ne saurait porteratteinte en s’immisçant dans leurs choix économiques et stratégiques. L’objet de cette étude est donc d’exposercomment, en dépit de son incapacité à influer sur les décisions de restructurations, le droit social tente d’en limiter lecoût social, en préservant au mieux les intérêts des salariés. / In an unsettled economic climate, the result in particular of globalisation of trade, the financialisation of the economyand accelerating technological change, further marked by the endemic apathy of French economic growth, theprosperity and survival of companies depend on their capacity to adapt constantly to market trends in order tosafeguard their competitiveness, to ensure their development and to stand up to ever increasingly harsh competition.Whilst restructuring is essential to ensure the long-term survival of companies, on which maintaining jobs, a dynamiclabour market and the creation of wealth all depend, it frequently endangers the interests of employees. Manyrestructuring operations thus threaten their employment and consequently their economic and material security, butalso their collective rights when it comes to advantages resulting from their collective status or their right to participatein determining their working conditions and in the management of the company through their representatives, whosemandate may be impacted by a restructuring operation. While such operations endanger the interests of employees andgenerate a social cost borne to a large extent by the national community, law, and in particular social law, cannotchallenge restructuring projects. Such decisions and their implementation fall within the purview of the freedom to actenjoyed by corporate managers that social law cannot in any way impede by interfering in their economic and strategicchoices. The purpose of this study is therefore to show how social law, despite its inability to influence restructuringdecisions, seeks to limit the social cost by preserving as best as possible the interests of employees.
