Previous issue date: 2010-10-04 / Study of Teacher Education Policy: a reading from the analysis of Programa Especial de Forma??o de Professores para a Educa??o B?sica Proeb - aims to analyze the initial teacher training developed by the Universidade Federal do Maranh?o - UFMA. Proeb is a policy of in-service training of teachers, formulated and implemented in the context of current educational policies for basic education. This work assumes that the guidelines developed in the last decades of the twentieth century are linked to international organizations that spread in Latin America continent a homogeneous model of training which has as main features to be held in service through the mode the distance and the school as a leading locus. In Brazil, these guidelines are supported on the Law of Directives and Bases of National Education No. 9.394/96 and Report 09/2001, which deals with the Syllabus Guidelines for the formation of Basic Education Teachers. To carry out the study was taken as reference, the syllabus developed for the deployment of Proeb from 1998 to 2002, specifically the proposal operationalized in the Degree Course of Mathematics in the city of Vit?ria do Mearim in Maranh?o. To conduct the study, it was used literature as a way to deepen understanding, clarify and aim the conceptual aspect of the object researched. The documental research was consisted in the analysis of legal documents concerning the reform of education policies, teacher training and pedagogical project Proeb/UFMA and, finally, the semi-structured interviews were used to allow a better understanding of the subjects involved with research. The data analysis has shown that the curriculum designed to operationalize the course of undergraduate mathematics Proeb/UFMA, despite having guidelines that point to the separation of theory/practice dichotomy and establish as a principle work as an educational principle, has an disciplinary curriculum organization that reinforces the instrumental view of the syllabus, not enabling in practice, the execution of their initial proposal. Concerning to the view of graduates on the course, they highlight the weaknesses of the course, but also evidence that it has allowed an improvement of initial training, through the disciplines of the common core syllabus of courses and special training. It is possible seeing in graduates words, that the course have had repercussions in their teaching and improving their integration into the labor market and in the community of Vit?ria do Mearim. Overall, these developments have indicated evidence of teacher professionalization, although they are incipient. The work has shown that for the professionalization of teachers is introduced, the syllabus of undergraduate teacher education must overcome the traditional view of syllabus and implement contextualized curricula in a multidisciplinary approach involving, in equal proportions, the general education and training specific course. Accordingly, it is believed in need to review the role of the University in the formative process, as well as recovering as part of educational policies, the omnilateral size of teacher education / O estudo Pol?tica de Forma??o de Professores: uma leitura a partir da an?lise do Programa Especial de Forma??o de Professores para a Educa??o B?sica Proeb tem como objetivo analisar a forma??o inicial de professores desenvolvida pela Universidade Federal do Maranh?o UFMA. O trabalho parte do pressuposto de que as diretrizes elaboradas, nas ?ltimas d?cadas do s?culo XX, est?o articuladas aos organismos internacionais que disseminaram no Continente Latino-americano um modelo homog?neo de forma??o, que tem como principais caracter?sticas ser realizada em servi?o, por meio da modalidade a dist?ncia tendo a escola como l?cus principal. No Brasil, essas diretrizes encontram suporte na Lei de Diretrizes e Bases da Educa??o Nacional n? 9.394/96 e no Parecer 09/2001, que trata das Diretrizes Curriculares para a forma??o de Professores da Educa??o B?sica. Para a efetiva??o do estudo, foi tomado, como refer?ncia, a proposta curricular elaborada para a implanta??o do Proeb, no per?odo de 1998 a 2002, mais especificamente a proposta operacionalizada no Curso de Licenciatura de Matem?tica no munic?pio Vit?ria do Mearim no Maranh?o. Para a realiza??o da pesquisa, foi utilizada a pesquisa bibliogr?fica, como forma de aprofundar os conhecimentos, precisar e objetivar o aspecto conceitual do objeto pesquisado. A pesquisa documental se constituiu na an?lise de documentos legais relativos ? reforma da educa??o, pol?ticas de forma??o de professores e o Projeto Pedag?gico do Proeb/UFMA e, por fim, as entrevistas semiestruturadas que foram utilizadas por permitir uma melhor compreens?o dos sujeitos envolvidos com a pesquisa. A an?lise dos dados obtidos evidencia que o curr?culo elaborado para operacionalizar o curso da licenciatura de matem?tica do Proeb/UFMA, apesar de possuir diretrizes que apontam para a supera??o da dicotomia teoria/pr?tica e estabelecer o trabalho como princ?pio educativo, possui uma organiza??o curricular disciplinar, que refor?a a vis?o instrumental do curr?culo, n?o possibilitando, na pr?tica, a efetiva??o de sua proposta inicial. No que se refere ? vis?o dos egressos sobre o curso, eles real?am as fragilidades do curso, mas tamb?m evidenciam que ele possibilitou uma melhoria da forma??o inicial, por meio das disciplinas do tronco comum do curr?culo e das disciplinas de forma??o especial. Os egressos, nas suas falas, deixam perceber, tamb?m, que o curso teve repercuss?es na sua pr?tica pedag?gica e na melhoria da sua inser??o no mercado de trabalho e na comunidade de Vit?ria do Mearim. De modo geral, esses avan?os sinalizam ind?cios de profissionaliza??o docente, muito embora sejam incipientes. O trabalho evidencia que, para que a profissionaliza??o docente seja institu?da, os curr?culos das licenciaturas de forma??o de professores devem superar a vis?o tradicional e implantar curr?culos contextualizados e em uma vis?o interdisciplinar, que contemple, em igual propor??o, a forma??o geral e a forma??o espec?fica do curso. Previous issue date: 2006-03-31 / This work focuses on the educational policies, on the necessity of adopting new models of administration of the education, as well as the implementation of reforms in this filed during the 1990 s. It analyzes the strategies of decentralization of the education in Rio Grande do Norte, disclosing practices conceived in the governmental plans and programs. It also aims to evidence the aspects of the decentralization proposed in the educational system management model, adopted by the Department of Education and Culture of Rio Grande do Norte from 1995 to 1999. Bibliographic researches and documental analysis were used as sources and semi-structured interviews were held in order to collect data. This work also highlights the concepts of participation, autonomy and democratic management intrinsic to the process of decentralization in the education field. It is clear that decentralization, as the vector of democracy, requires not only certain conditions that assure the universal access to the necessary information, but also that all segments of the institution have a voice in the collegiates and that the management and decision-making processes be transparent. This analysis reveals the importance of creating means to promote autonomy, participation and democratic management in order to consolidate a decentralized system. It is also clear that these mechanisms have been proposed in a vague way by the governmental guidelines, which makes it harder to consolidate a democratic management model. Having this perspective as a parameter, it is possible to realize that the adoption of a management model prompted by the law hasn t established effective means of participation that, consequently, should provide decision centralizers which opposed to the democratic actions / As pol?ticas educacionais, a necessidade de ado??o de novos modelos de administra??o da educa??o e a implementa??o de reformas nesse campo, na d?cada de 1990, constituem-se no foco de interesse deste trabalho. Procura-se analisar as estrat?gias de descentraliza??o da educa??o no Rio Grande do Norte, desvelando as pr?ticas concebidas nos planos e programas governamentais. Busca-se, tamb?m, evidenciar os aspectos da descentraliza??o que est?o propostos no modelo de gest?o do sistema de ensino adotado pela Secretaria de Educa??o e Cultura RN, no per?odo de 1995 a 1999. Para isso, utiliza-se a pesquisa bibliogr?fica, a an?lise documental e, como instrumento de coleta de dados, a entrevista semi-estruturada. S?o real?adas, neste estudo, as concep??es de participa??o, de autonomia e de gest?o democr?tica inerentes ao processo de descentraliza??o na ?rea de educa??o. Compreende-se que a descentraliza??o, como vetor da democracia, requer n?o s? determinadas condi??es que assegurem o acesso universal ?s informa??es necess?rias mas que todos os segmentos da institui??o tenham assento nos colegiados, e que os processos de gest?o e a tomada de decis?es sejam transparentes. Previous issue date: 2006-11-27 / The present research to explorer the configurations that come being given to the autonomy of the school, since the decade of 1990. We investigate the implementation of the principle of the autonomy in the public system of education of the State of Pernambuco and, specifically, in four school units and this schools its in the quarters of Stubborn Brasilia Teimosa and Casa Amarela, both located in Recife. We try to know if the implementation of the autonomy of the school is circumscribed in the process of productive reorganization, it was evidenced that the inclusion of this principle in the educational politics - in the scopes national and state - obeyed the dynamics of retraction that, in the neoliberal context, the performance of the State in relation to the public education and the school characterizes, with consequence impact in the investigated schools. From the empirical inquiry it was identified to the occurrence of a movement realized for the social actors of the schools research in direction to the construction of the pertaining to school autonomy; this movement presenting some limits and fragilities. It was evidenced despite this movement varied of intensity in the measure where the social actors of the schools had developed levels of dinamics processes (in greater or minor degree) related with the diverse expressions of democratic management that can occur into the school, such as: elaboration of the Politician-Pedagogical Project, institution and functioning of the Pertaining to school Advice, etc. The set of the carried through analyses made possible that it concluded that, in the context neoliberal and delimited to the investigated time and space, the implementation of the autonomy of the school comes if giving in way to a complex movement of construction / O presente trabalho aborda as configura??es que v?m sendo dadas ? autonomia da escola, notadamente a partir da d?cada de 1990. Para a realiza??o da pesquisa foi dada ?nfase ? implementa??o do princ?pio da autonomia escolar no sistema p?blico de ensino do Estado de Pernambuco e, especificamente, em quatro unidades escolares sediadas nos bairros de Bras?lia Teimosa e Casa Amarela, ambos localizados na capital pernambucana. Verificando-se que a implementa??o da autonomia da escola est? circunscrita no processo de reestrutura??o produtiva, foi constatado que a inclus?o deste princ?pio nas pol?ticas educacionais nos ?mbitos nacional e estadual obedeceu ? din?mica de retraimento que, no contexto neoliberal, caracteriza a atua??o do Estado em rela??o ? educa??o e ? escola p?blicas, com conseq?ente impacto nas escolas investigadas. A partir da investiga??o emp?rica foi identificada a ocorr?ncia de um movimento encetado pelos atores sociais das escolas pesquisas em dire??o ? constru??o da autonomia escolar; movimento este apresentando v?rios limites e fragilidades. Previous issue date: 2006-09-29 / Politics of Continued Formation of Tachers: settings, directives and pratices is constituted in a study from politics of continued formation of teachers materialized for the actual government. It has for purpose to analyse aspects of experience of continued formation in techers service that work at initial levels of fundamental education desenvolved in Natal through Program Management of School Learning (GESTAR) at the period from 2002 to 2005. The empiric field of study privileged the experience of formation in service developed by GESTAR in a school located at the procedures that materialized the search, we can point out: bibliographic review of literature that analyses the new demands for education in view of occurred transformations at the word setting and studies about the thematic continued formation of teachers; documentary search about the politics of continue formation of teachers and the GESTAR program from municipal net of study of Natal, four teachers and pedagogic coordinater of searched school. The study established a positive evaluation by the teachers that took part at the program in Natal and they pointed out that politics strategy of continued formation in service made possible the study of contents of Portuguese Language and Mathernatics associated to a new form for working them in the classroom, understanding of certain contents that they had difficulties before, understanding that activitus realized should have meaning for the student, favouring the understanding of subject studied. Among some limits noticed, we can point out: absence of reading of the material by the teachers, difficulty of the teachers in reconcile the diary activities wiht the individual studies at distance, no realization of a systematic following of the pedagogic practical of teachers use the exam how the only instrument of evaluation used by the teachers and difficulties of them in going on with the pedagogic proposal of GESTAR after the end of this program / Pol?tica de Forma??o Continuada de Professores: cen?rios, diretrizes e pr?ticas se constitui em um estudo da pol?tica de forma??o continuada de professores materializada pelo governo no contexto atual. Previous issue date: 2006-05-19 / This work is a research about the policy of initial education of teachers made by the federal government, in the Brazilian educational view in the 1990 s. It is based on that the procedures to the initial education of teachers are in a much bigger context of the productive rearrangement and of the reconstruction of the State and they have in the international institutions, like the CEPAL, UNESCO and the World Bank, their main mediators. The dissertation aims to analyze the implementation of the policy of initial education of educators, having as empirical field the CEFET RN institution, and as reference the undergraduate course of Geography, more specifically the subject vocational practice. This study is advised by the theoretical and methodological fundamentals of the qualitative research, and it is being characterized by a case study. Among the methodological procedures which were used, some of them can be pointed out such as, the bibliographic research, the documental analysis, the application of questionnaires and the carrying out of interviews. The studies show up CEFETs and the Superior Education Institutes were considered by the Brazilian government suitable for the introduction of the initial education of vocational training, related to teaching, a proposed model by updated principles of international organizations. However, in the CEFET RN reality, although the difficulties listed by the teachers and students in the introduction of the subject vocational practice, the initial background in the undergraduate course of Geography got one point which is getting close to the teaching that is carried out in universities, privileging teaching, research and extension. For the people who have participated of researches, the subject vocational practice is relevant for the curriculum of teaching education because it makes the articulation between theory and practice possible, aspects considered essential ones for a teaching education of quality. Also, the studies show that one of the big obstacles faced in the introduction of the subject in question, was the lack of assistance to the students who are in a period of training and in the execution of research and extension projects caused by the insufficiency of educators to perform in the undergraduate course, as well as the lack of time of the teachers due to a large number of activities that they develop in their workplace (CEFET RN). This fact reveals the way how the policy of education of teachers came to educational institutions, imposed by MEC, without considering their structure conditions. Although the difficulties, the innovator character of the experience stood out, as in relation to the locus of education as because of being an educational model which involves theory and practice and the different kinds of knowledge, pretty necessary ones for the teaching education, as well as coming beyond a pragmatic education coherent with the immediate interests of the world of work / Esta ? uma investiga??o acerca da pol?tica de forma??o inicial de professores materializada pelo governo federal, no contexto educacional brasileiro, nos anos de 1990. No entanto, na realidade do CEFET RN, apesar das dificuldades pontuadas pelos professores e pelos alunos, na implementa??o do componente curricular pr?tica profissional, a forma??o inicial no curso de Geografia tomou uma configura??o, que se aproxima do ensino que se realiza nas universidades, privilegiando o ensino, a pesquisa e a extens?o. Para os sujeitos que participaram da pesquisa, o componente pr?tica profissional tem relev?ncia no curr?culo da forma??o docente, porque possibilita a articula??o entre teoria e pr?tica, aspectos considerados fundamentais para uma forma??o docente de qualidade. Os estudos evidenciam tamb?m que um dos grandes obst?culos enfrentados na implementa??o do componente curricular em apre?o foi a falta de assist?ncia aos alunos no exerc?cio do est?gio e na execu??o dos projetos de pesquisa e extens?o, ocasionada pela insufici?ncia de docentes para atuarem na licenciatura, bem como a falta de tempo dos professores devido ?s in?meras atividades que desenvolvem no interior do CEFET RN. Esse fato revela a maneira como a pol?tica de forma??o de professores chegou at? ?s institui??es formadoras, imposta pelo MEC, sem considerar as condi??es estruturais destas. Previous issue date: 2006-08-30 / Natal is a medium-sized coastal city (800.000 inhabitants), capital of the State of Rio Grande do Norte, in the Northeast of Brazil. According to statistics published by the IBGE (2000), the area of Natal that stretches from Redinha to Lagoa Azul holds about 12% of the municipal population. Part of this area is bordered by a watercourse, the Rio Doce, which has been afflicted by a range of socio-environmental problems over the years. This study was carried out with the aims of 1) identifying the socio-environmental processes related to urban expansion, with an emphasis on those causing environmental degradation in this region; b) analysing the perception of the target population in relation to the environment it occupies; and c) determining the socioeconomic profile of the local residents and the sanitary facilities available to them. A survey was carried out by conducting interviews and completing questionnaires with the residents to assess the situation both qualitatively and quantitatively in the communities of Caiana, Pajussara S?tio, Gramor? Povoado and Gramor? S?tio, as well as by conducting bibliographical and documentary research. It was discovered that the sanitary conditions of the riverside dwellers are precarious and only 1% of the houses in the suburbs mentioned are connected to the public sewers. It was established that the Rio Doce is intensively exploited through the extraction of sand for the building trade, irrigation of riverside vegetable plots and use of the water for bathing, washing of clothes and leisure. It was also found that about 40% of the population resident in this area has migrated from the rural zone, which is one of the factors rendering it difficult for them to adapt to the urban setting. O estudo foi realizado de forma a identificar/conhecer os processos s?cio-ambientais relacionados ? expans?o urbana, destacando as situa??es de degrada??o ambiental naquela regi?o; observar/analisar a percep??o do p?blico alvo em rela??o ao ambiente que ocupa; tra?ar o perfil s?cio-econ?mico dos agentes antr?picos ali residentes, concomitante ao levantamento das condi??es de saneamento b?sico da popula??o local. Atrav?s do m?todo quantitativo-qualitativo de investiga??o desenvolveu-se este trabalho, utilizando-se t?cnicas de entrevistas com formul?rios aplicados ?s comunidades Caiana, Pajussara S?tio, Gramor? Povoado e Gramor? S?tio, al?m de levantamentos bibliogr?fico e documental. As condi??es de saneamento b?sico nas comunidades ribeirinhas s?o prec?rias. Apenas 1% dos bairros supracitados apresenta esgotamento sanit?rio. Foram constatados altos ?ndices de explora??o do Rio Doce pela retirada de areia destinada ? constru??o civil, utiliza??o da ?gua para banho, lavagem de roupas, irriga??o de hortas instaladas ?s margens do rio e lazer. Verificou-se ainda que, cerca de 40% da popula??o a? residente ? origin?ria do interior do Estado, um dos fatores que compromete sua inser??o no ambiente urbano. Previous issue date: 2011-09-19 / The work aims to analyze the criteria that supported the geographic distribution of
credit with FNE funds for the private tourism sector in the period 1998-2004 the Northeast,
which is the maturing of a significant part of investments in the region I PRODETUR . The
working hypothesis is that the credit allocation for the tourism industry, with FNE funds
among the Northeastern states during the period analyzed broke with the trend towards
concentration of credit in the richer economies of the region. The investigation concluded that
there is enough evidence to enhance the degree of confidence in that hypothesis. However, the
allocation criteria do not only benefited the poorest economies, nor directed lending while

Previous issue date: 2014-01-24 / Conselho Nacional de Desenvolvimento Cient?fico e Tecnol?gico / The development has been a phenomenon in constant discussion today, whose fundamental importance should be to promote the welfare of humanity. Thus, the development becomes an element that adds political, economic, social and environmental values . In Mozambique the development model adopted by the State prioritizes the economic dimension, in this case favoring the growth of capitalist structure production. Thus , the basic conditions for human survival still leaves much to be desired and the Mozambican population in general and the district of Chibuto , in particular , continue to face several difficulties to have access to such conditions, and the lack of potable water is a that most of the problems afflicting this population . The water was always a factor related to the socio-economic development of the population, where great civilizations and major economic marks were always influenced by water availability, and today this feature is present in all sectors of production. In Mozambique, much effort has been made by the government, national and international organizations to enhance and guarantee the supply of potable and drinking water, and despite all this effort, most of the population does not have access to this precious resource. In this sense, this work presents an analysis of the effects of the National Water Policy in the study area, analyzes the shortage of potable water in the district of Chibuto, discusses the design and development contained in the official discourse of the state and, opposes the idea of human development. For such issues that help to understand the phenomenon under study, such as territory, public policy and criticism of hegemonic conception of development are addressed. To make the desired approach, we performed a characterization of the District of Chibuto, addressing the issue of poverty, with a brief discussion of this concept, from different approaches, and analyze the impact of the PARPA (Action Plan for the Reduction of Absolute Poverty) in fighting poverty in Mozambique, and became a description of the scenario of poverty and vulnerability in Chibuto district with the construction of Territorial Human Development Index. Research also brings up a discussion about territory and technicization which describes the senary of the water supply system in the District and territorial dynamics of Chibuto, from the analysis and description of existing structures and other technical objects that structure the territory under study. Thus, it was found that the development should be summarized in the satisfaction of human needs, and should be the cornerstone of the new type of development that is intended for the purpose of triggering urgently actions to overcome or combat bleak misery suffered by the majority of inhabitants of the District of Chibuto / O desenvolvimento tem sido um fen?meno em constante discuss?o na atualidade, cuja import?ncia fundamental deveria ser a promo??o do bem estar da humanidade. Assim, o desenvolvimento passa a ser um elemento que agrega valores pol?ticos, econ?micos, social e ambiental. Em Mo?ambique o modelo de desenvolvimento adotado pelo Estado prioriza a dimens?o econ?mica, privilegiando neste caso o crescimento da estrutura produtiva capitalista. Em Mo?ambique muito esfor?o tem sido feito pelo governo, pelas organiza??es nacionais e internacionais visando ampliar e garantir o abastecimento de ?gua pot?vel, e apesar de todo esse esfor?o, a maior parte da popula??o ainda n?o tem acesso a esse precioso recurso. Neste sentido, o trabalho traz uma an?lise dos reflexos da Pol?tica Nacional de ?gua na ?rea de estudo, analisa a escassez de ?gua pot?vel no Distrito de Chibuto e discute a concep??o de desenvolvimento contido no discurso oficial do Estado, contrapondo com a ideia de desenvolvimento humano. Para tal s?o abordados temas que ajudam a compreender o fen?meno em estudo, tais como territ?rio, pol?ticas p?blicas e cr?tica a concep??o hegem?nica de desenvolvimento. Para viabilizar a abordagem pretendida, realizou-se uma caracteriza??o do Distrito de Chibuto, abordando a quest?o da pobreza, fazendo uma breve discuss?o sobre este conceito, a partir das diferentes abordagens, al?m de analisar o impacto do PARPA (Plano de A??o para Redu??o da Pobreza Absoluta) no combate da pobreza em Mo?ambique e, fez-se uma descri??o do cen?rio da pobreza e vulnerabilidade no distrito de Chibuto com a constru??o do ?ndice Territorial de Desenvolvimento Humano. surgir quest?es pertinentes ? Governan?a da tecnologia de informa??o (TI) e ? Seguran?a da
Informa??o. Estudos acad?micos e pesquisas de mercado apontam que a origem da maior parte
dos acidentes com os ativos de informa??o est? no comportamento pessoas da pr?pria
organiza??o ao inv?s de ataques externos. Tendo como base a promo??o da cultura de seguran?a
entre os usu?rios e a garantia da prote??o da informa??o em suas propriedades de
confidencialidade, integridade e disponibilidade, as organiza??es devem estabelecer sua
Pol?tica de Seguran?a da Informa??o (PSI). Essa pol?tica consiste em formalizar as diretrizes
em rela??o ? seguran?a dos recursos de informa??es corporativas, a fim de evitar que as
vulnerabilidades dos ativos sejam exploradas por amea?as e possam trazer consequ?ncias
negativas para os neg?cios. Mas, para a PSI ser eficaz, ? necess?rio que o usu?rio tenha
prontid?o para aceitar e seguir os procedimentos e normas de seguran?a. ? luz desse contexto,
o presente estudo tem como objetivo investigar quais s?o os motivadores extr?nsecos e
intr?nsecos que afetam a predisposi??o do usu?rio em estar em conformidade com as pol?ticas
de seguran?a da organiza??o. O referencial te?rico aborda tem?ticas referentes ? Governan?a
de TI, Seguran?a da Informa??o, Teoria da Dissuas?o, Motiva??o e Comportamento Pr?-social.
Foi criado um modelo te?rico a partir dos estudos de Herath e Rao (2009) e D?Arcy, Hovav e
Galletta (2009) que se baseiam na Teoria Geral da Dissuas?o e prop?em os seguintes fatores
influenciadores no cumprimento das Pol?tica: Severidade da Puni??o, Certeza de Detec??o,
Comportamento dos Pares, Cren?as Normativas, Efic?cia Percebida e Comprometimento
Moral. A pesquisa utilizou uma abordagem quantitativa, de car?ter descritivo. Os dados foram
coletados atrav?s da aplica??o de question?rios com 18 vari?veis com uma escala Likert de
cinco pontos que representavam os fatores influenciadores propostos pela teoria. A amostra foi
composta por 391 alunos ingressantes dos cursos do Centro de Ci?ncias Sociais Aplicadas da
Universidade Federal do Rio Grande do Norte. Para a an?lise dos dados, foram adotadas as
t?cnicas de An?lise Fatorial Explorat?ria, An?lise de Cluster hier?rquico e n?o hier?rquico,
Regress?o Log?stica e Regress?o Linear M?ltipla. Como principais resultados, destaca-se que
o fator severidade da puni??o ? o que mais contribui para o modelo te?rico e tamb?m influi na
divis?o da amostra entre usu?rios mais predispostos e menos predispostos. Como implica??o
pr?tica, o modelo de pesquisa aplicado permite que as organiza??es possam prever os usu?rios
menos predispostos e, com eles, realizar a??es de conscientiza??o e treinamento direcionadas e
redigir Pol?ticas de Seguran?a mais eficazes. / The information constitutes one of the most valuable strategic assets for the organization.
However, the organizational environment in which it is inserted is very complex and
heterogeneous, making emerging issues relevant to the Governance of information technology
(IT) and Information Security. Academic Studies and market surveys indicate that the origin of
most accidents with the information assets is the behavior of people organization itself rather
than external attacks. Taking as a basis the promotion of a culture of safety among users and
ensuring the protection of information in their properties of confidentiality, integrity and
availability, organizations must establish its Information Security Policy (PSI). This policy is
to formalise the guidelines in relation to the security of corporate information resources, in
order to avoid that the asset vulnerabilities are exploited by threats and can bring negative
consequences to the business. But, for the PSI being effective, it is required that the user have
readiness to accept and follow the procedures and safety standards. In the light of this context,
the present study aims to investigate what are the motivators extrinsic and intrinsic that affect
the willingness of the user to be in accordance with the organization's security policies. The
theoretical framework addresses issues related to IT Governance, Information Security, Theory
of deterrence, Motivation and Behavior Pro-social. It was created a theoretical model based on
the studies of Herath and Rao (2009) and D'Arcy, Hovav and Galletta (2009) that are based on
General Deterrence Theory and propose the following influencing factors in compliance with
the Policy: Severity of Punishment, Certainty of Detection, Peer Behaviour, Normative Beliefs,
Perceived Effectiveness and Moral Commitment. The research used a quantitative approach,
descriptive. The data were collected through a questionnaire with 18 variables with a Likert
scale of five points representing the influencing factors proposed by the theory. The sample was
composed of 391 students entering the courses from the Center for Applied Social Sciences of
the Universidade Federal do Rio Grande do Norte. For the data analysis, were adopted the
techniques of Exploratory Factor Analysis, Analysis of Cluster hierarchical and nonhierarchical,
Logistic Regression and Multiple Linear Regression. As main results, it is
noteworthy that the factor severity of punishment is what contributes the most to the theoretical
model and also influences the division of the sample between users more predisposed and less
prone. As practical implication, the research model applied allows organizations to provide
users less prone and, with them, to carry out actions of awareness and training directed and
write Security Policies more effective.

programa significativo do Minist?rio do Turismo, surgiu como resposta a essa nova realidade,

descentraliza??o das a??es, valorizando a participa??o dos residentes na busca do permanente
di?logo entre pares e revaloriza??o dos lugares e territ?rios, pautado no processo de
regionaliza??o. Com base nesse vi?s, este trabalho tem como objetivo analisar o papel do
Conselho Estadual de Turismo do Rio Grande do Norte, no que concerne ao planejamento

membros no conselho, bem como diferentes tipos de representa??o de setores da sociedade
civil, como resultado de uma pol?tica p?blica de turismo, baseada em princ?pios de inova??o e
participa??o. Em rela??o ao problema de pesquisa, este estudo conceitua-se como qualitativo,
e o m?todo escolhido ? o dial?tico materialista. Ainda sobre as op??es metodol?gicas, utilizase
a An?lise de Conte?do. Os resultados evidenciam que a institucionaliza??o da inst?ncia de
governan?a como o Conetur n?o contribui, de forma ideal, no processo de planejamento e
gest?o da atividade tur?stica participativa e integrada, voltada para um direcionamento justo

para incutir desejos e vontades pessoais, que s?o decididos ? revelia do conselho. / In contemporary dynamics, a change is observed in the institutional structure of the state,
culminating in several policies for the tourist sector which promote a new management
format. The from this view, the Tourism Regionalization Macro Program (TRP), considered a
significant program to Ministry of Tourism, arose as an answer to this new reality, having as
strategy a joint working of structuring and promotion turned at decentralization of actions,
valuing the residents participation in the search of the permanent dialogue between peers and
revaluation of places and territories, based in the regionalization process. Based on this bias,
this study aims to examine the role of the Tourism State Council of Rio Grande do Norte,
with regard to the tourism planning, trying to understand it and solve it as governance
Instance, through the Tourism Regionalization Program interventions, given the participation
context of its actors and agents. For purposes of this study is delimited as time frame the year
2007 at 2014, understanding that it was this time, there was greater council members
accession, as well as different types of sectors representation of civil society, as a result of a
tourism public policy based on principles of innovation and participation. In relation to the
research problem, this study is conceptualized as a qualitative and the chosen method is the
materialist dialectic. Still on the methodological options, utilize the Content Analysis. The
results show that the institutionalization of governance instance as the Conetur does not
contributes, ideally, in the planning and management process of participatory and integrated
tourist activity, facing a fair direction of your space production. The research indicates that
there are debates, discussions and guidelines (still in a timely and targeted form), but not
reverberates practical effects, by act in a conjuncture that Is strategically designed for political
and economic power game, setting the hegemonic actors performance, which uses this arena
to instill personal desires and wishes, that are decided in absentia to the council.
