A??o p?blica na forma??o e transforma??o do destino tur?stico de Porto de Galinhas: um estudo dos referenciais no per?odo de 1970 a 2010

The research was based on the premise that the public actions are the result of the mediation process of state and non-state actors considered important in a section, which interact aiming for prevailing their interests and world visions above the others. The case of Porto de Galinhas beach, in Pernambuco, locus of the investigation of this thesis, allowed the analysis of a multiplicity of actors on the formation and implementation of local actions toward the development of the tourism between the years 1970 and 2010, as well as permitted the comprehension of the construction of the referential on the interventions made. This thesis, of a qualitative nature, has as theoretical support the cognitive approach of analysis of the public policies developed in France, and it has as main exponents the authors Bruno Jobert and Pierre Muller. This choice was made by the emphasis on the cognitive and normative factors of the politics, which aspects are not very explored in the studies of public policies in Brazil. As the source of the data collection, documental, bibliographic and field researches were utilized to the (re)constitution of the formation and transformation in the site concerned. The analysis techniques applied were the content and the documental analysis. To trace the public action referential, it started by the characterization of the touristic section frontiers and the creation of images by the main international body: the World Tourism Organization, of which analysis of the minutes of the meetings underscored guidelines to the member countries, including Brazil, which compounds the global-sectorial reference of the section. As from the analysis of the evolution of the tourism in the country, was identified that public policies in Brazil passed by transformations in their organization over the years, indicating changes in the referential that guided the interventions. These guidelines and transformations were identified in the construction of the tourist destination of Porto de Galinhas, of which data was systematized and presented in four historical periods, in which were discussed the values, the standard, the algorithms, the images and the important mediators. It has been revealed that the State worked in different roles in the decades analyzed in local tourism. From the 1990s, however, new actors were inserted in the formulation and implementation of policies developed, especially for local hotelkeepers. These, through their association, establishes a leadership relation in the local touristic section, thereby, they could set their hegemony and spread their own interest. The leadership acquired by a group of actors, in the case of Porto de Galinhas, does not mean that trade within the industry were neutralized, but that there is a cognitive framework that confronts the actors involved. In spite of the advances achieved by the work of the mediators in the last decades, that resulted in an amplification and diversification of the activity in the area, as well as the consolidation at the beach, as a tourist destiny of national standout, the position of the place is instable, concerned to the competitiveness, once that there is an situation of social and environmental unsustainability / O objetivo geral desta tese foi compreender como a a??o p?blica impulsiona a forma??o e transforma??o de destinos tur?sticos. A investiga??o baseou-se na premissa de que as a??es p?blicas s?o o resultado do processo de media??o de atores estatais e n?o estatais considerados importantes em um setor, os quais interagem visando prevalecer seus interesses e suas vis?es de mundo sobre os demais. O caso da praia de Porto de Galinhas, em Pernambuco, l?cus de investiga??o desta tese, permitiu a an?lise de uma multiplicidade de atores na forma??o e implementa??o de a??es locais voltadas ao desenvolvimento do turismo nos anos de 1970 a 2010, bem como permitiu a compreens?o da constru??o do referencial das interven??es realizadas. A tese, de natureza qualitativa, teve como suporte te?rico a abordagem cognitiva de an?lise de pol?ticas p?blicas desenvolvida na Fran?a, tendo como expoentes principais os autores Bruno Jobert e Pierre Muller. Esta escolha foi feita pela ?nfase conferida aos fatores cognitivos e normativos da pol?tica, aspectos estes pouco explorados nos estudos de pol?ticas p?blicas no Brasil. Foram utilizadas a pesquisa documental, a bibliogr?fica e a de campo como fontes de coleta de dados para a re(constitui??o) da forma??o e transforma??o deste destino. As t?cnicas de an?lises empregadas foram: a an?lise de conte?do e a documental. Para tra?ar o referencial da a??o p?blica, partiu-se da caracteriza??o das fronteiras do setor de turismo e a cria??o de imagens pelo principal ?rg?o internacional: a Organiza??o Mundial do Turismo. A partir da an?lise da evolu??o do turismo no pa?s, identificou-se que as pol?ticas p?blicas no Brasil passaram por transforma??es na sua promo??o ao longo dos anos, indicando mudan?as no referencial que nortearam as interven??es. Estas diretrizes e transforma??es foram identificadas na constru??o do destino tur?stico de Porto de Galinhas, cujos dados foram sistematizados e apresentados em quatro per?odos hist?ricos, nos quais foram discutidos os valores, as normas, os algoritmos, as imagens e os mediadores relevantes. Identificou-se que o Estado atuou em diferentes papeis nas d?cadas analisadas no turismo local. A partir da d?cada de 1990, contudo, novos atores foram inseridos na formula??o e implementa??o das pol?ticas desenvolvidas, com destaque para os hoteleiros locais. Estes, por meio da sua associa??o, instauraram uma rela??o de lideran?a no setor tur?stico local, com isso, eles conseguiram firmar sua hegemonia e disseminar seus pr?prios interesses. A lideran?a adquirida por um grupo de atores, no caso de Porto de Galinhas, n?o significa que as trocas no interior do setor foram neutralizadas, mas sim que existe um quadro cognitivo que se confronta com os atores envolvidos. The survey is qualitative of type exploratory and descriptive. The universe of survey is all Units of Food and Nutrition (UAN) of the Restaurantes Populares do Rio Grande do Norte. To collects of data were used two instruments: interview and form. The interviews were intended to analyze the four axes of the Food Safety: access, food quality, production and marketing of food and organizational arrangement. The form was used to check the quality of nutrition and sanitary-hygienic food served. We used two types of forms: a spreadsheet with the weekly menu and the portions served to verify that the meals serve the nutritional needs proposed by the program; and the check-list of ANVISA to verify the sanitary-hygienic conditions in each unit. Through the survey data and analyses made observe that the access category have some problems such as lack of registration, lack of advertising of Restaurants and wastage of public resources, making policy that should be of included in a policy of exclusion. In the nutritional aspect there is neglect on the daily nutritional goal, because it is not accomplished nutritional analysis of menu offered, the nutritionists do not know what should be the nutritional value of meals served; in the hygienic-health aspect trough the problems identified is concludes that there is no guarantee of food quality hygienic-sanitary, committing the program as a Food Safety Program. About the production and marketing of food is observed some problems as: the goal of sale of meals is not achieved in full, the purchase of genres does not stimulate the local economy, nor generates jobs and income, and inefficient performance of the MEIOS's supervision. In the analysis of organizational arrangement is concluded that the partnerships are beneficial, despite some negative points, therefore, are these partnerships the problems of non-compliance, as both the MEIOS and Nutriti of important criteria established in the partnership. Therefore, it is understood that the Programa Restaurantes Populares in its original formulation is proposed to be a food safety policy, but has some problems that impossible to meet its goal, making it unprofitable like Food Safety Policy / Esta pesquisa tem por objetivo geral avaliar a Pol?tica de Seguran?a Alimentar implementada atrav?s dos Restaurantes Populares do Rio Grande do Norte, A pesquisa ? qualitativa do tipo explorat?ria e descritiva. O universo da pesquisa abrange todas as Unidades de Alimenta??o e Nutri??o (UAN) dos Restaurantes Populares do Rio Grande do Norte. Para coleta de dados foram utilizados dois instrumentos: entrevista e formul?rio. As entrevistas tinham por objetivo analisar os quatro eixos da Seguran?a Alimentar: acesso, alimentos de qualidade, produ??o e comercializa??o de alimentos e arranjo organizacional, objetivos do Programa Restaurantes Populares. O formul?rio foi utilizado para verificar a qualidade nutricional e higi?nico-sanit?ria dos alimentos servidos. Foram utilizados dois tipos de formul?rios: uma planilha com o card?pio semanal e as por??es servidas para verificar se as refei??es suprem as necessidades nutricionais propostas pelo programa; e o check-list da ANVISA para verificar as condi??es higi?nico-sanit?rias em cada unidade. Atrav?s do levantamento de dados e das an?lises efetuadas observa-se que na categoria acesso encontram-se alguns problemas como a falta de cadastro, falta de propaganda dos Restaurantes e desperd?cio dos recursos p?blicos, tornando a pol?tica que deveria ser de inclus?o em uma pol?tica de exclus?o. No aspecto nutricional observa-se certo descaso em rela??o ? meta nutricional di?ria, pois n?o ? realizada an?lise nutricional dos card?pios oferecidos, as nutricionistas desconhecem qual deve ser o valor nutricional da refei??o servida; no aspecto higi?nico-sanit?rio atrav?s dos problemas identificados conclui-se que n?o h? garantia de alimentos de qualidade higi?nico-sanit?ria, comprometendo, assim, o Programa como um programa de seguran?a alimentar. Sobre a produ??o e comercializa??o dos alimentos se observa alguns problemas como: a meta de venda das refei??es n?o ? alcan?ada em sua totalidade, a compra de g?neros n?o estimula a economia local, nem gera emprego e renda, e a atua??o ineficiente do MEIOS quanto ? fun??o de fiscaliza??o. Na an?lise do arranjo organizacional conclu?-se que as parcerias s?o ben?ficas, apesar de alguns pontos negativos, pois, encontram-se nestas parcerias os problemas do n?o cumprimento, tanto do MEIOS quanto da Nutriti, de crit?rios importantes estabelecidos na parceria. The criteria of representation is related to the quality of politics of the representative over the representings. Legitimacy is related to the politics` quality of the process of participation based on norms and rules that stipulate the participation, the base participation is a necessary political support so that the power authorization directed to the representings can be effective and the self-responsibility refers to the capacity of being responsible when it concerns to the public service or property. Through the descriptive and exploratory study a qualitative method was adopted to consider the conditions of the participation of the twelve council members of the City council of Health of Pedras de Fogo, through a formulated Instrument based on the criteria of DEMO (1993). It was concluded that the quality of the participation of the council members of the CMS of Pedras de Fogo understands essential aspects of the criteria of quality considered by Demo (1993) but it shows fragilities as unfamiliarity with the norms that legitimize the performance of the council; unfamiliarity of its condition of being an agent and the importance of the participation of the base for the reinforcement of its participation, as well as inertia related to the check and rendering of accounts on its performance. This way it makes sense that the participation of the council in the four criteria of quality of politics considered in this paper needs to improve / O presente estudo visa compreender o processo de participa??o do Conselho Municipal de Sa?de - CMS na formula??o, implementa??o e controle do Plano Municipal de Sa?de de Pedras de Fogo, atrav?s dos quatro crit?rios de qualidade pol?tica da participa??o propostos por DEMO (1993): representatividade, legitimidade, participa??o de base e auto-responsabiliza??o. O crit?rio da representatividade relaciona-se ? qualidade pol?tica do representante em rela??o aos representados; a legitimidade se relaciona ? qualidade pol?tica do processo de participa??o fundamentada em normas e regras que condicionam a participa??o; a participa??o de base representa o apoio pol?tico necess?rio para que a delega??o de poder ao representante seja efetiva; e a auto-responsabiliza??o refere-se ? capacidade de responsabilizar-se quanto ao bem ou servi?o p?blico. Examines the case of shrimp in the state of RN, starting from the following problem: although the norteriograndense shrimp occupies the largest producer of farmed shrimp from Brazil, has a series of bottlenecks concerning the generation of industry innovation, concerning the social relationships and policies between the various actors in the network, whether private or public, and its consequences in terms of opportunity and limits generated for the innovative dynamics. The objective of the research is to understand how the social embeddedness of political actors affects norteriograndense shrimp within the context of structural relations, the industry generation of innovation, throughout its technological trajectory . The approach of social embeddedness balances atomised perspectives, undersocialized and oversocialized, of economic action, considering both the human capacity to act as sources of constraint, whose mechanisms are analyzed the structural and political. In methodological terms this is a case study, analyzed from the research literature, documentary and experimental. Primary data were collected through semi-structured interviews and analyzed in depth by the technique of content analysis. Was adopted a longitudinal approach, seeking to understand the phenomenon from the perspective of the subjects, describing it in an inductive process of investigation. After characterizing the sector and defining their technological trajectory, the analysis of the results followed its four stages: (1) Introduction of Technology: 1973-1980, (2) Intensification of Research: 1981-1991, (3) Technological Adaptation, 1992 -2003, (4) Technological Crisis: 2004-2009. A cross-sectional analysis along the evolutionary trajectory revealed the character of structural changes and policies over time, and implications on the generating process of innovation. Note that, the technological limit to which the sector reached requires changes in technology standards, but is more likely that the potiguar shrimp is entering a new phase of his career in technology rather than a new technological paradigm / Esta disserta??o trata da inova??o organizacional como processo n?o-linear, que ocorre em um contexto social e pol?tico, estando, portanto, socialmente imerso. Analisa-se o caso da carcinicultura potiguar, partindo-se da seguinte problem?tica: embora a carcinicultura norteriograndense ocupe a posi??o de maior produtor de camar?o cultivado do Brasil, apresenta uma s?rie de gargalos a respeito da gera??o de inova??o no setor, referentes ?s rela??es sociais e pol?ticas entre os diversos atores na rede, sejam privados ou p?blicos, e suas consequ?ncias em termos de oportunidade e limites gerados para a din?mica inovativa. If before these actions were located in geographical boundaries, today's demands and mobilizations extrapolate the location, connect to the global, and at the same time, return to the regional through digital virtuality. Within this context of the relationship between digital technology and global flow of sociability, emerges in October 2010 the social movement of the hashtag "#ForaMicarla", which means the dissatisfaction of cibernauts from Natal of Twitter with the current management of the municipality of Natal-RN, Micarla de Sousa (Green Party). We can find in the center of this movement and others who appeared in the world at the same time a technological condition of Twitter, with the hashtag "#". Given this scenario, this research seeks to analyze how the relationship of the agents of movement hashtag "ForaMicarla", based on the principle that it was formed in the Twitter network and is maintained on the platform on a daily basis, it can create a new kind of political culture. Thus, this study discusses theoretically the importance of Twitter and movements that emerge on the platform and through it to understand the social and political demands of the contemporary world and this public sphere, which now seems to include cyberspace / A fluidez espacial e temporal condicionada pelas tecnologias online de intera??o social vem possibilitando que a??es coletivas de protesto e ativismo surjam a cada dia no ciberespa?o o ciberativismo. Se antes essas a??es estavam localizadas em fronteiras geogr?ficas, hoje as reivindica??es e mobiliza??es extrapolam o local, conectam-se ao global e, ao mesmo tempo, retornam ao regional por meio da virtualidade digital. Dentro desse contexto da rela??o entre tecnologia digital e fluxo de sociabilidade global, surge em outubro de 2010 o movimento social da hashtag #ForaMicarla , que significa a insatisfa??o dos cibernautas natalenses do Twitter com a atual gest?o da prefeitura da cidade de Natal RN, Micarla de Sousa (Partido Verde). Podemos encontrar no centro desse movimento e de outros que surgiram no mundo na mesma ?poca uma condi??o tecnol?gica do Twitter, a hashtag # ? o s?mbolo # seguido de uma palavra ou frase. ? usada pelos cibernautas como forma de marcar assuntos na plataforma. Starting with such an unstable theoretical scenario, our research proposal scrutinized two civil society analysis traditions. Embodied by Antonio Gramsci and J?rgen Habermas, these politically conceptual differences are significantly divided into distinct interpretations of the relationship between the state and civil society. On one side, in Gramsci's work, we observe civil society as historically constituted through "molecular expansion of the state", organizing itself during its obligatory constitutive moment. On the other, Habermas shows us a civil society instituted from the structural differentiation process of society developed due to the contradiction existing between the different ways the state administration is organized, the economy and daily social interaction (in which it is found). As a consequence, civil society is no longer seen as a political arena and the hegemonic catalyst of the state, but as a social arrangement destined to increase the viability of the ethical and dialogical reconstruction of social life. It follows that the understanding of the distinctions between both models of civil society become crucial in the measure that they are divided in relation to the delineation of acting agents, fighting strategies, and to the objective of their actions.Despite the existence of analytical dissonance, we intend to outline the common points between both these civil society analysis traditions whose conflicting political action models lead us to a greater understanding of our contemporary political scene. Partindo de um cen?rio te?rico t?o inst?vel, nossa proposta de pesquisa se dirigiu no sentido de perscrutar duas tradi??es de an?lise do conceito de sociedade civil corporificadas nas obras de Antonio Gramsci e J?rgen Habermas cujas diferen?as pol?tico-conceituais se desdobram, de maneira bastante evidente, em interpreta??es distintas acerca das rela??es entre Estado e sociedade. Se, por um lado, observamos na obra de Gramsci uma sociedade civil constitu?da historicamente a partir de um processo de expans?o molecular do Estado , e se organizando enquanto seu inelimin?vel momento constitutivo; por outro, nos ? apresentada por Habermas uma sociedade civil que, contrariamente, se instituiu a partir do processo de diferencia??o estrutural da sociedade e se desenvolveu como resultado da contradi??o entre as formas administrativas de organiza??o do Estado, da economia e da intera??o social cotidiana (na qual ela se localiza). Como conseq??ncia, transitou-se de uma imagem de sociedade civil como palco de lutas pol?ticas e empenhos hegem?nicos dentro do Estado em sentido amplo, para uma imagem que a converte em um arranjo societal destinado a viabilizar a reconstru??o ?tica e dial?gica da vida social. Neste sentido, o entendimento das distin??es entre os dois modelos de sociedade civil torna-se crucial na medida em que eles se desdobram em projetos pol?ticos d?spares, seja no delineamento de seus atores, nas estrat?gias de lutas ou no alcance de suas a??es. Pretendemos, portanto, a partir da sistematiza??o das principais categorias dos dois autores selecionados, e atrav?s da introdu??o do conceito de esfera p?blica contra-hegem?nica , perceber, al?m das disson?ncias anal?ticas, as possibilidades reais de articula??o entre estas duas tradi??es de an?lise da sociedade civil, cujos modelos de a??o pol?tica t?o conflitantes nos ajudam a entender melhor nosso cen?rio pol?tico contempor?neo.

Such analysis arose due to concerns related to the disordered occupation in that Hill and also due to the environmental problems caused by this occupation. By opening roads and developing areas for housing and mineral extraction activities, man has altered considerably the landscape natural balance in that hill and caused among other difficulties, grave environmental problems, such as the erosin at the hill coast, deforestation, obstruction and pollution of the Verruga River. Therefore, in 1998 it was decreed by the Municipal Public Power that Periperi Hill became an Environmental Preservation Area with a Unit of Conservation known as Periperi Hill Municipal Park, an environmental policy implemented at the Hill that aims to hinder this occupation and to protect areas that are of great environmental importance to the city. It looking at what is now exposed and aiming to consider the Periperi Hill s environmental policy and the relationship of the occupation process, that this present work has the objective of understanding how the expansion of the city s urban network in Vit?ria da Conquista BA and the mineral activities cause an influence in the process of environmental degradation at the Periperi Hill / Esta disserta??o tem como objeto de estudo a an?lise da pol?tica ambiental e o desenvolvimento urbano na Serra do Periperi. Tal an?lise partiu de preocupa??es concernentes a ocupa??o desordenada na Serra e aos problemas ambientais advindos dessa ocupa??o. Ao construir loteamentos e estradas, e realizar atividades mineradoras o homem alterou consideravelmente o equil?brio natural da paisagem na Serra e ocasionou entre outras coisas, graves problemas ambientais, como a eros?o das encostas da serra, desmatamentos, assoreamento e polui??o do Rio Verruga. Assim em 1998 a Serra do Periperi foi decretada por parte do Poder P?blico Municipal como ?rea de Preserva??o Ambiental com uma Unidade de Conserva??o denominada Parque Municipal da Serra do Periperi essa pol?tica ambiental implementada na Serra visa coibir essa ocupa??o e proteger ?reas que s?o de extrema import?ncia ambiental para a cidade. The major goals of the student movement in this period was the fight against the authoritarian regime and for the democracy within and outside the university. In this context, events, activities, artistic and cultural productions were organized in order to make a critical policy for the procedure, trying to establish a dialogue between the university community and the population. Our work has made a research on cultural practices of the student movement in the 1980s. We did an analysis on the process of democratic transition in Brazil, the political participation of youth, their cultural practices in the country, society and politics in the RN, the student movement at UFRN and its cultural practices. We also discussed the concept of culture and cultural practices, but also pointed each of the the main activities and cultural productions organized by students of UFRN in that period. As methodological resource, were used the oral sources, the academic literature on the subject and newspaper pieces, newsletters and advertisement material of the students / Os anos 1980, na UFRN, representaram um momento de retomada das lutas estudantis. As principais bandeiras do movimento estudantil nesse per?odo era a luta pelo fim do regime autorit?rio e por democracia dentro e fora da universidade. Nesse contexto, foram realizados eventos, atividades e produ??es art?stico-culturais com o prop?sito de fazer uma cr?tica pol?tica ao regime, buscando fazer um di?logo com a comunidade universit?ria e com parte da popula??o. Nosso trabalho fez uma investiga??o sobre as pr?ticas culturais do movimento estudantil nos anos 1980. Fizemos uma an?lise sobre o processo de transi??o democr?tica brasileira, a participa??o pol?tica da juventude, suas pr?ticas culturais no pa?s, a sociedade e a pol?tica no RN, o movimento estudantil da UFRN e suas pr?ticas culturais. First, the symbolic dimension of politics and some of the elements that make up this universe, as the scenario, the representation, the myth, the spectacle, the media and the political and electoral marketing. We assume that the policy brings together a set of traits related to both reason and the human subjectivity, and can not be summed up in just a few calculations based on rationality. In the case of elections, in a process (ritual, according Irlys Barrier) of choice, there is a meeting of two systems of representations: to that transmitted by a political actor, in a scene from a particular context, based on a life trajectory unique, and the other from the public, crossed by social relations, situations own wishes, desires, expectations and unique perspectives. Between them there are the means of mass media (especially television), and with them the advent of language media and advertising applied to politics, changing the layout of public visibility and inaugurating what Rejane Accioly Carvalho will call the "aesthetics of mostrabilidade". This does not necessarily mean a preponderance of media on politics as a whole but only its adaptation to that with regard to contact with the public, the ad extra portion of the policy, according to Wilson Gomes. At first offer basic terms of survival, through the access the land and of the fundamental supports for exploration. The moment that follows the land conquest, and therefore, the settlements construction while life and work project, it is crossed for objective and subjective demands, with highlight for options of agricultural production and strategies of collective action. Originally formed as representation instance legitimates of the families - front to the government and social actors - the settlers associations are private spaces for political sociability, that guided by principles participative, can lead the settlers the new conquests through indeed democratic experiences. The goal of this work is to comprehend the participation forms in the scope of these associations and the way as that translates in life best terms for the group, from the settlements experiences located in the Territories of the Citizenship Mato Grande and A?u-Mossor?, in Rio Grande do Norte's State. The theoretical conceptions that guide this analysis are concentrate on discussions about democracy and participation (Patermam, Putnam, Bodernave) and in the reflections about the rural world (Medeiros, Martins, Woodman e Woodman and Bergamansco). About methodological, different point of view strategies were developed: The direct observation, the application in locate of questionnaires to the families settlers and interviews semi-structured with the internal leaderships. With that could verify that the participation forms in the associations operate in two heartfelt: Of a side, they promote assimilation opportunities of democratic abilities accompanied of notions of social rights and redefinition of political standards; Of another, it offers indeed the possibility of the settlers lead, with relative autonomy, the political organization and her changes in direction to a way of life that wish to have in the settling / Dentro do caro processo hist?rico de luta pela terra no Brasil, os assentamentos rurais representam um marco de conquista de trabalhadores rurais sem terra. A princ?pio, oferecem condi??es b?sicas de sobreviv?ncia, atrav?s do acesso ? terra e suporte inicial para sua explora??o. Ao mesmo tempo, s?o estimuladas formas de organiza??o pol?tica das fam?lias para que consigam lidar com os novos desafios do cotidiano.
