Crise econômica, sentimento anti-establishment e radicalização política na Europa após a Grande Recessão : a ascensão dos partidos radicaisCristófalo, Caio César Gazarini January 2018 (has links)

deterioração do contexto econômico e a ascensão eleitoral de partidos radicais
(PRs) de direita (PRDs) e de esquerda (PREs) entre 2003 e 2016 na Europa.
Partimos da hipótese de que a situação da economia não só gerou um sentimento
anti-establishment na população dos países europeus, mas também realçou
ressentimentos preexistentes, decorrentes de mudanças na estrutura produtiva e na
composição étnica da população desde a década de 1980, com o aprofundamento
da globalização produtiva. Estudamos 94 eleições para os Legislativos nacionais de
26 países das Europas ocidental e oriental, o que permite analisar a relação entre
indicadores socioeconômicos, variações do sentimento anti-establishment e o
desempenho de partidos radicais de ambos espectros políticos. Com o uso de dados
em painel, encontramos evidências de que o desemprego constitui a principal
variável econômica a afetar o sentimento anti-establishment da população no curto
prazo, enquanto a modernização da economia o faz no longo prazo. Além disso,
nossos dados mostram que o aumento do sentimento anti-establishment favorece
mais os PREs do que os PRDs. Concluímos, assim, que a Grande Recessão trouxe
consequências não só econômicas, mas, também, políticas para as democracias
europeias, que terão que se adaptar ao novo status alcançado pelos partidos
radicais. / This work aims at analyzing the existing relation between the economic deterioration
and the ascension of radical right (RR) and left (RL) parties in the period 2003 to
2016 in Europe. We test the hypothesis that the economic situation not only has
generated an anti-establishment sentiment in the population of European countries,
but also reinforced previous resentments, caused by changes in the productive
structure and ethnic composition since the 80s, as a result of the deepening of the
productive globalization. We study 94 national legislative elections from 26 Western
and Eastern European countries, which enables us to observe the relation between
socioeconomic indicators, variations in the anti-establishment and the performance of
radical parties from both ends of the political spectrum. Through the use of panel
data, we find evidences that the unemployment constitutes the main economic
variable affecting the anti-establishment sentiment of the population in the short-term,
whereas the modernization of the economy does it in the long-term. Besides, our
data show that the increase in the anti-establishment sentiment favors more the
RLPs than it does the RRPs. Therefore, we conclude that the Great Recession has
brought about not only economic but also political consequences to the European
democracies, which will have to adapt to the new status achieved by the radical
parties.

Previous issue date: 2013 / Resumo: Entre 1945 e 1964, o Brasil vivenciou um período de criação de partidos políticos e eleições diretas para os principais cargos dos poderes do executivo e legislativo. Foi também um contexto marcado pela euforia desenvolvimentista, por greves e por motins urbanos contra o aumento do custo de vida. O trabalhador na condição de eleitor tornava-se central para a conquista do poder público. Florianópolis, ao contrário de outras capitais ou de cidades com grandes indústrias, não tinha um grande contingente de operários. Sua dinâmica assentava-se na condição de centro administrativo do estado de Santa Catarina. Contudo, a ausência de uma classe operária em sentido "clássico¿ não significou a esterilização das lutas sociais. A partir da análise de fontes variadas ¿ como jornais, pesquisas de opinião, dados eleitorais, documentos parlamentares ¿ essa tese investigou os canais de diálogo estabelecidos entre classes trabalhadoras e grupos políticos. Verificou-se uma conjuntura mais complexa do que as tradicionais interpretações da história política catarinense. Alguns postulados que tomavam o estado como polarizado entre UDN e PSD, com um PTB fraco e restrito ao papel de "fiel da balança¿ no equilíbrio entre os dois maiores partidos, foram relativizados. Interpretações consagradas, tendo por base os resultados das eleições, afirmaram que Florianópolis apresentava "forte predomínio¿ do PSD. Todavia, a investigação das múltiplas experiências tecidas entre candidatos, partidos e trabalhadores, consubstanciada com a análise da distribuição dos votos dos candidatos por regiões da cidade, permitiu enxergar para além da prevalência de uma sigla. Lideranças políticas, lembradas posteriormente como "donos da cidade¿, como Aderbal Ramos da Silva, nem sempre tiveram esse reconhecimento. Personagens taxados de "agitadores¿ ou "demagogos¿, como Manoel de Menezes, foram forças políticas expressivas e, algumas vezes, colocaram em xeque o domínio dos chamados grandes partidos. A relação entre políticos e classes trabalhadoras florianopolitanas não foi e nem pode ser pensada como mera reprodução das movimentações nacionais tampouco como epifenômeno isolado em suas peculiaridades. A partir das relações entre o regional e o nacional, esse trabalho tentou compreender as instáveis alianças entre os atores sociais e os variados meios através dos quais as classes trabalhadoras inseriram a luta por direitos na pauta política da cidade / Abstract: Between 1945 and 1964, Brazil experienced a period of political parties creation and of the establishment of direct elections for the most important positions of the executive and legislative powers. The period was also marked by developmentalist euphoria, strikes and urban riots against the rising on the living cost. The worker, recognized in the voter condition, became central to the achievement of public power.Florianópolis, unlike other capitals or cities with large industries, had no significant contingent of workers. The city¿s dynamic relied on the condition of administrative center of the state of Santa Catarina. However, the absence of a working class in the "classic¿ sense did not mean the sterilization of social struggles. From the analysis of various sources ¿ such as newspapers, opinion polls, electoral data, parliamentary documents, this study investigated the channels of dialogues established between the working classes and political groups. It was verified a more complex conjuncture than the traditional interpretation of Santa Catarina political history. Some understandings of the state as polarized between UDN and PSD, with a weak PTB, restricted to the role of "true balance¿ in the equilibrium between the two major parties, were relativized. Interpretations based on the results of the elections equally affirmed that Florianópolis presented "strong predominance¿ of PSD. However, the investigation of multiple experiences woven among candidates, parties and workers, embodied with the analysis of the vote distributions of the candidate for city regions, allowed seeing beyond the prevalence of one acronym. Political leaders, such as Aderbal Ramos da Silva, later remembered as the 'city owner¿, was not always recognized. On the other hand, characters labeled as "troublemakers¿ or "demagogues¿, likeManoel de Menezes, were significant political forces, sometimes able to put into question the dominance of the so-called big parties. The relationship between politics and the working class from Florianópolis was not, nor can it be thought of, as mere reproduction of national movements, neither as epiphenomenon isolated in its peculiarities. [pt] Este trabalho propõe uma interpretação alternativa da eleição de Donald Trump à presidência dos Estados Unidos, a partir de uma releitura do conceito de ultraimperialismo, de Karl Kautsky. Para esta releitura, o trabalho se apoia na literatura marxista sobre o imperialismo, nas contribuições teóricas de Antonio Gramsci e Robert Cox, e no conceito de Classe Capitalista Transnacional. É empreendia uma análise histórica do desenvolvimento do império estadunidense em sua dimensão doméstica – a emergência do bloco hegemônico em torno do New Deal – e externa, a expansão do modelo hegemônico à ordem mundial. A partir de uma análise histórica e ideacional, é observado o papel do conservadorismo e do neoliberalismo, dentro dos EUA, na formação do novo bloco que alcança supremacia mundial a partir dos anos 1980. Este bloco tem orientação globalista, ou seja, tem por objetivo a integração de todas as economias nacionais ao capitalismo global. Argumenta-se que o bloco é liderado por classes capitalistas transnacionais que empregam o poder estatal para avançar essa integração, enquanto a articulação entre conservadorismo e neoliberalismo legitima o processo. Neste contexto, o império estadunidense assume o papel de Estado líder em um cartel de países capitalistas avançados – o ultraimpério – promovendo integração desigual e mantendo relações de dependência. As contradições deste arranjo, somadas às contradições do bloco globalista, contribuíram para a ascensão de Donald Trump, que foi capaz de articular, eleitoralmente, um desafio à agenda globalista. Conclui-se argumentando que a permanência dessas contradições resultará em novos fenômenos como Trump, no futuro. / [en] This work proposes an alternative interpretation of Donald Trump’s election to the presidency of the United States, through a rereading of Karl Kautsky’s concept of ultra-imperialism. For this, the work is supported by the Marxist literature on imperialism, on Antonio Gramsci’s and Robert Cox s theoretical contributions, and on the concept of Transnational Capitalist Class. It undertakes a historical analysis of the development of the US empire in its domestic dimension – the emergence of a hegemonic bloc around the New Deal – and external, the expansion of the hegemonic model to the world order. It is observed, through a historical and ideational analysis, the role of conservatism and neoliberalism, inside the US, in the formation of the new bloc that achieves world supremacy from the 1980s onwards. This bloc has a globalist orientation, that is, its objective is to integrate all national economies to global capitalism. It is argued that the bloc is led by transnational capitalist classes that employ state power to advance this integration, while the articulation between conservatism and neoliberalism legitimates the process. In this context, the US empire assumes the role of leading state in a cartel of advanced capitalist countries – the ultra-empire – promoting uneven integration and the persistence of relations of dependency. The contradictions of this arrangement, added to the contradictions of the globalist bloc, contributed to the rise of Donald Trump, who was able to articulate, in the elections, a challenge to the globalist agenda. In the conclusion, it is argued that the permanence of these contradictions will result in new phenomena like Trump, in the future.

[pt] A presente tese de doutorado tem por objetivo buscar evidências do
fenômeno denominado populismo penal na atividade legislativa brasileira, tendo
por base a análise das justificativas dos projetos de lei (PLs) que pretendem
aumentar penas, apresentados no período de 2006 a 2014 na Câmara dos
Deputados. O trabalho apresenta como problema de pesquisa a investigação das
intenções declaradas e as razões pelas quais o legislador persiste na proposição de
aumentos de pena. Por que o político insiste em aumentar penas? É hipótese desse
trabalho que o legislador assim tem atuado pois tem aderido ao populismo penal,
um fenômeno caracterizado por discursos e práticas de endurecimento penal,
pretensamente apoiados em um público homogêneo clamante por punição. Esse
recrudescimento viola a principiologia penal que deflui do modelo constitucional
brasileiro, bem como aposta invariavelmente nas finalidades da pena reconhecidas
como prevenção geral negativa (dissuasão) e retribuição. Por isso, no plano
teórico, estabelecemos as premissas teóricas para a análise dos PLs, (i) indicamos
cinco princípios limitadores do poder punitivo, (ii) apontamos as teorias dos fins
da pena reconhecidas pelo discurso oficial da penologia, e (iii) expusemos a nova
cultura do controle do crime (David Garland), na qual o populismo penal está
inscrito (John Pratt e Julian V. Roberts). No plano prático, foram analisadas 758
(setecentas e cinquenta e oito) proposições legislativas que, após depuração,
resultaram em 191 (cento e noventa e uma) que se inseriam no escopo da
pesquisa: aumentos de pena de crimes já existentes. O ano de 2006 foi escolhido
como termo inicial por duas razões. Em primeiro lugar, permite compreender duas
legislaturas na Câmara dos Deputados, a quinquagésima terceira e a quinquagésima quarta, respectivamente nos períodos
2007-2011 e 2011-2015. Em segundo lugar, possibilita a continuidade na
produção de conhecimento científico em matéria de produção legislativa de
normas penais, considerando pesquisa publicada pelo Ministério da Justiça, na
Série Pensando o Direito número 32 (Análise das justificativas para a produção de
normas penais), que abrangeu o estudo de proposições legislativas no período de
1987 a 2006. O marco final de 2014 se justifica por duas razões: encerramento da
quinquagésima quarta legislatura da Câmara dos Deputados (2011 a 2015) e necessidade de pôr
termo à etapa de levantamento de dados para este trabalho acadêmico. Os achados
de pesquisa deste estudo científico, após análise quantitativa e qualitativa das
justificativas dos 191 PLs, permitiu identificar que: (i) quase metade (48,16 porcento) das
proposições aposta no efeito dissuasório da pena (prevenção geral negativa),
finalidade que tem caracterizado o populismo penal; (ii) 63,35 porcento dos PLs não
fizeram quaisquer referências a dados, estudos e estatísticas relacionadas a norma
que pretende alterar, confirmando o processo de desestatisticalização do
populismo penal, a ausência do conhecimento técnico e a supremacia do senso
comum; (iii) um quinto (20,41 porcento) dos PLs versavam sobre crimes contra a pessoa,
enquanto apenas 2,09 porcento dos PLs compuseram o chamado Direito Penal
Econômico, confirmando a seletividade do legislador; (iv) quase um quinto
(19,37 porcento) das proposições indicaram responsividade do legislador à mídia, pela
qual a repercussão midiática criminal afeta o legislador para a propositura de PL
punitivista, sugerindo um comportamento populista punitivo dos parlamentares;
(v) os PLs mostraram-se diluídos entre os diversos partidos políticos de maior
representatividade, confirmando o caráter suprapartidário do populismo penal. A
conclusão da tese aponta para a ideia segundo a qual o legislador brasileiro realiza
política criminal legislativa irracional, flertando com o fenômeno mundial do
populismo penal, que tem caracterizado as democracias ocidentais
contemporâneas. Ignora os princípios penais regentes da produção legislativa.
Aposta na função dissuasória da pena, cuja eficiência não se provou na história.
Ao contrário, produziu encarceramento em massa, o qual se mostra incapaz de
reduzir índices de criminalidade. / [en] This doctoral thesis aims to find evidence of the phenomenon called penal
populism in the Brazilian legislative activity, based on the analysis of the
justifications of the bills (B s) which tends to increase penalties, presented for the
period 2006-2014 in the Chamber of Deputies. This work presents as research
problem the investigation of the stated intentions and the reasons why the
legislature persists in raising penalty. Why the political insists on increasing
penalties? It is hypothesis of this work that the legislator has acted as it has
adhered to the penal populism, a phenomenon characterized by speeches and
criminal hardening practices, allegedly backed on a homogeneous public
clamoring for punishment. This violates the criminal upsurge of principles that
derives from the Brazilian constitutional model and invariably bet on the purposes
of the sentence recognized as negative general prevention (deterrence) and
retribution. So, in the theoretical plan, we have established the theoretical
premises for the analysis of B s, (i) indicated five limiting principles of punitive
power, (ii) pointed out the theories of the purposes of punishment recognized by
the official discourse of penology, and (iii) we exposed the new crime control
culture (David Garland), in which the penal populism is inscribed (John Pratt and
Julian V. Roberts). In the practical plan, we have analyzed 758 (seven hundred
fifty-eight) legislative proposals that, after purification, resulted in 191 (one
hundred and ninety-one) that fell within the scope of this research: penalty raising
for existing crime. The year 2006 was chosen as the initial term for two reasons.
First, allows embracing two terms in the Chamber of Deputies, the 53rd and 54th
respectively in the periods 2007-2011 and 2011-2015. Second, it enables the
continuity in the production of scientific knowledge on legislative production on
penal law, considering research published by the Ministry of Justice, Thinking
Series Law No. 32 (Analysis of the justifications for the production of criminal
provisions), which covered the study of legislative proposals from 1987 to 2006.
The final point at 2014 is justified for two reasons: closing the 54th Legislature
Chamber of Deputies (2011 to 2015) and the need to end the data collection phase
for this academic paper. The research findings of this scientific study, after
quantitative and qualitative analysis of the justifications of 191 B s, identified
that: (i) almost half (48.16 percent) of the proposals focus on the deterrent effect of
punishment (negative general prevention), the aim of punishment that has
characterized the penal populism; (ii) 63.35 percent of B s have made no references to
data, studies and statistics related to standard targeted to change, confirming the
penal populism process of destatisticalization, a lack of technical knowledge
and the supremacy of common sense; (iii) a fifth (20.41 percent) of B s were about
crimes against the person, while only 2.09 percent of B s made up the so-called
Economic Criminal Law, confirming the selectivity of the legislator; (iv) almost a
fifth (19.37 percent) of the proposals indicated responsiveness of the legislator to the
media, in which the criminal media repercussion affects the legislature for
bringing punitive bill, suggesting a punitive populist behavior of parliamentarians;
(v) the B s proved to be diluted among the various most representative political
parties, confirming the nonpartisan character of penal populism. The conclusion
of the thesis points to the idea that the Brazilian legislator performs irrational
legislative criminal policy, flirting with the worldwide phenomenon of penal
populism that has characterized contemporary Western democracies. Ignores the
principles for criminal law making. Bet on the deterrent function of punishment,
whose efficiency has not been proven in history. rather, produced mass
incarceration, which is incapable of reducing crime rates.

[pt] Esta dissertação traz como tema a crise da democracia brasileira atual e como objetivo compreender a sua natureza. Através de uma abordagem interdisciplinar que une a Teoria Política e a Ciência Política ao Direito Constitucional, concedendo uma relevância central aos estudos teóricos da politóloga italiana Nadia Urbinati sobre modos de governabilidade desfiguradores da democracia representativa, quais sejam, a antipolítica, o populismo e o plebiscitarismo, a pesquisa bibliográfica busca, através de uma metodologia
hipotético-dedutiva, interpretar e compreender a fase atual da terceira república brasileira, sob a ordem da Constituição de 1988, iniciada após as eleições gerais disruptivas de 2018. Neste sentido, sugiro, com base em estudos recentes, que após um breve período iniciado em 2019 com a marca de um governo-movimento caracterizado não apenas pelas três desfigurações democráticas concebidas por Urbinati, mas também por ensaios de ruptura institucional, o Governo eleito em 2018 termina por se render aos mecanismos próprios de um governo de coalizão. Ao fim, concluímos que as desfigurações democráticas (a antipolítica, o populismo e o plebiscitarismo), ou as ameaças de ruptura institucional autoritária, têm sido
contidas pelas pressões do Congresso Nacional, com todos os seus custos lícitos e potencialmente ilícitos, pelo exercício da liberdade de imprensa, por pressões da opinião pública, bem como pelo contrapeso exercido pelo Poder Judiciário, dentro do seu papel no jogo de separação dos poderes, mas não impediram a criação de um ambiente de degradação constitucional (constitutional rot), conforme conceituação
de Jack Balkin exposta na dissertação. / [en] This dissertation has as its theme the crisis of current Braziliam democracy and aims to understand its nature. Through an interdisciplinary approach that unites Political Theory and Political Science to Constitutional Law, giving a central relevance to the theoretical studies of the Italian political scientist Nadia Urbinati on modes of governability that disfigure representative democracy, namely, anti-politics, populism and plebiscitary. , the bibliographic research seeks, through a hypothetical-deductive methodology, to interpret and understand the current phase of the third Brazilian republic, under the order of the 1988 Constitution, which began after the disruptive general elections of 2018. In this
sense, I suggest, based on recent studies, that after a brief period that started in 2019 with the mark of a government movement characterized not only by the three democratic disfigurements conceived by Urbinati but also by tests of institutional rupture, the elected government in 2018 ends up surrendering to the mechanisms of a coalition government. In the end, we conclude that democratic disfigurements
(anti-political, populist, and plebiscitary), or threats of authoritarian institutional rupture, have been contained by the pressures of the National Congress, with all its licit and potentially illicit costs, for the exercise of freedom press, by pressure from public opinion, as well as by the balance exercised by the Judiciary, in its role in the game of separation of powers, but they did not prevent the creation of an
environment of constitutional degradation (constitutional rot), according to Jack
Balkin s conceptualization exposed in the dissertation.

Populismo Penal no Brasil: do modernismo ao antimodernismo penal, de 1984 a 1990 / Penal Populism in Brazil: from penal modernism to late modernism, 1984 - 1990Paiva, Luiz Guilherme Mendes de 09 April 2015 (has links)
A tese discute a transformação dos discursos político-criminais sobre a pena de prisão no Brasil, no período que compreende os debates para a elaboração da Parte Geral do Código Penal e da Lei de Execução Penal, que reformaram o sistema penal em 1984, e os dispositivos penais e processuais penais discutidos na Assembleia Nacional Constituinte e contemplados na Constituição de 1988. Utilizando conceitos da literatura político-criminal anglo-saxã, as teorias tradicionais da pena e analisando os debates legislativos dos principais marcos legais do período escolhido, pretendeu-se verificar se o processo de superencarceramento brasileiro está inserido no contexto ocidental de valorização da prisão no final do século XX, ou se as peculiaridades do caso nacional indicam tratar-se de um fenômeno com causas endógenas. O trabalho parte da hipótese de que a virada punitiva brasileira está ligada ao processo de redemocratização, que atribuiu ao sistema de justiça criminal o papel de instrumento de resolução de problemas sociais complexos. Em um curto período, partiu-se de uma concepção de pena criminal como ultima ratio, instrumento de um sistema mais amplo de ressocialização e inclusão social, para um direito penal essencialmente punitivo. Nesse processo, a pena criminal foi revalorizada tanto por setores conservadores que se aproveitaram da utilidade eleitoral da política criminal para construir a narrativa da pena como instrumento de exclusão dos indesejáveis, em detrimento dos direitos humanos dos condenados quanto por setores progressistas que viram no potencial simbólico da prisão uma forma de assegurar pautas e de buscar direitos sociais. Assim, de maneira paradoxal, a pena de prisão assumiu o papel de síntese das demandas contraditórias que se apresentaram durante as disputas políticas nos anos 1980. Ao final, conclui-se que a prática contemporânea do sistema penal brasileiro está ligada à função atribuída à pena de prisão a partir da abertura política. O recurso a penas cada vez mais altas, o perene apelo a restrições processuais penais e a indiferença quanto à situação dos cárceres (agora concebidos como meros instrumentos de exclusão) refletem a lógica de colonização do sistema de justiça pelo aparato de segurança pública, característica constitutiva do antimodernismo penal no país. / The thesis presents a discussion about the transformation of criminal policy discourses on imprisonment in Brazil, from the 1984 criminal justice reform laws to the debates on the constitutional framework of the criminal justice system during the National Constituent Assembly, in 1988. Using concepts developed in the Anglo-Saxon criminology and the traditional justifications for criminal sanctions, the work analyses the legislative debates in order to verify if Brazilian overincarceration is part of the punitive turn wave which took place in the Western world in the late 20th century, or if its peculiarities should rather be explained by endogenous causes. It goes to illustrate how, in few years, Brazilian punitive turn departed from a welfare penal agenda to one essentially based on punitive sanctions. The hypothesis investigated along the work is that this phenomenon has direct links to the democratization process which attributed to the criminal justice system the role of solving complex social problems. Both conservatives, who discovered the electoral potential of penal populism, and new social movements, who relied on the symbolic nature of criminal law to support and organize civil rights demands, reinvigorated imprisonment. Paradoxically, prison became a synthesis of contradictory political forces and demands raised at the decline of military regime. The work concludes that contemporary practices of Brazilian criminal justice system are determined by the role assigned to imprisonment since democratization. Ever-higher prison sentences, limits on procedural rights for the accused and indifference towards inhumane prisons (now merely defined as a neutralization tool) reflects colonization of the criminal justice system by crime control apparatus, which is a constitutive feature of penal late modernism in Brazil.

Previous issue date: 2014 / Este estudo procura analisar e compreender alguns fenômenos políticos e culturais
presentes na história da cidade de Campina Grande no final da década de 1950 e início
da década de 1960, período em que o prefeito Severino Cabral canalizou, em suas
teatralizações do poder, os símbolos e representações sobre a cidade que a faziam se
identificar com os ideais de progresso e modernização, característicos da política
desenvolvimentista do Presidente da nação Juscelino Kubitschek. Ao mesmo tempo,
outros referenciais simbólicos da política nacional também pesariam na construção da
imagem política de Cabral na cidade, como as representações sobre coronelismo,
populismo e clientelismo. Tendo como fonte principal os jornais impressos do período
estudado e a literatura de cordel, este trabalho tem como ponto de partida a campanha
eleitoral municipal de 1959 na construção dessas representações, e apresentando as
diferentes faces de Cabral como personagem político, através das quais as diferentes
representações populares sobre Cabral tomaram forma, levando em consideração as
características peculiares da conjuntura política, social e cultural da Campina Grande do
período estudado. Através da análise do estilo de política conciliadora de Cabral,
algumas imagens sobre a cidade emergem neste trabalho: imagens de modernidade, do
passado agrário e comerciário da cidade, do estilo de política assistencialista e dos
anseios de progresso e industrialização, vislumbrando Cabral como uma figura política
arquetípica para a história política da cidade. / This study seeks to analyze and understand some political and cultural phenomena
present in the history of the city of Campina Grande in the late 1950s and early 1960s,
during which Mayor Severino Cabral channeled, in his theatralization of politics,
symbols and representations about the city that made her identify with the ideals of
progress and modernization, characteristic of the developmentalist policy of the nation's
President Juscelino Kubitschek. At the same time, other symbolic references of national
politics also weigh in building the political image of Cabral in the city, such as the
representations of Coronelismo, populism and clientelism. Taking as its starting point
the 1959 municipal election campaign in the construction of these representations, and
presenting the different faces of Cabral as a political figure, this study also aims to
outline the formation of a particular urban imaginary, in which popular representations
about Cabral took shape, leading into account the peculiarities of the political, social
and cultural Campina Grande of the studied period. Through analysis of the style of
Cabral’s conciliatory policy, several images of the city emerge in this work: images of
modernity, the city’s commercial and agricultural past, the policy of social handouts and
the wishes of progress and industrialization, glimpsing Cabral as an archetypal political
figure to the political history of the city.

A tese discute a transformação dos discursos político-criminais sobre a pena de prisão no Brasil, no período que compreende os debates para a elaboração da Parte Geral do Código Penal e da Lei de Execução Penal, que reformaram o sistema penal em 1984, e os dispositivos penais e processuais penais discutidos na Assembleia Nacional Constituinte e contemplados na Constituição de 1988. Utilizando conceitos da literatura político-criminal anglo-saxã, as teorias tradicionais da pena e analisando os debates legislativos dos principais marcos legais do período escolhido, pretendeu-se verificar se o processo de superencarceramento brasileiro está inserido no contexto ocidental de valorização da prisão no final do século XX, ou se as peculiaridades do caso nacional indicam tratar-se de um fenômeno com causas endógenas. O trabalho parte da hipótese de que a virada punitiva brasileira está ligada ao processo de redemocratização, que atribuiu ao sistema de justiça criminal o papel de instrumento de resolução de problemas sociais complexos. Em um curto período, partiu-se de uma concepção de pena criminal como ultima ratio, instrumento de um sistema mais amplo de ressocialização e inclusão social, para um direito penal essencialmente punitivo. Nesse processo, a pena criminal foi revalorizada tanto por setores conservadores que se aproveitaram da utilidade eleitoral da política criminal para construir a narrativa da pena como instrumento de exclusão dos indesejáveis, em detrimento dos direitos humanos dos condenados quanto por setores progressistas que viram no potencial simbólico da prisão uma forma de assegurar pautas e de buscar direitos sociais. Assim, de maneira paradoxal, a pena de prisão assumiu o papel de síntese das demandas contraditórias que se apresentaram durante as disputas políticas nos anos 1980. Ao final, conclui-se que a prática contemporânea do sistema penal brasileiro está ligada à função atribuída à pena de prisão a partir da abertura política. O recurso a penas cada vez mais altas, o perene apelo a restrições processuais penais e a indiferença quanto à situação dos cárceres (agora concebidos como meros instrumentos de exclusão) refletem a lógica de colonização do sistema de justiça pelo aparato de segurança pública, característica constitutiva do antimodernismo penal no país. / The thesis presents a discussion about the transformation of criminal policy discourses on imprisonment in Brazil, from the 1984 criminal justice reform laws to the debates on the constitutional framework of the criminal justice system during the National Constituent Assembly, in 1988. [pt] O governo Lula da Silva (2003-2010) tem sido tratado na Análise da Política
Externa Brasileira (APEB) principalmente sob uma abordagem de mudança versus
continuidade. Contudo, a forma como a área avalia mudança e continuidade pode
precisar ser reestruturada e, se mudança ou continuidade forem encontradas, podem ser
de um tipo diferente do que a literatura estabeleceu até agora. Resultado ilustrativo
disso é a redução da capacidade do campo de entender a recente guinada à extrema
direita no Brasil e como a forte polarização e as disputas de memória sobre os governos
Lula e Dilma poderiam se relacionar com a política externa, por exemplo. Esses
movimentos recentes parecem desafiar as análises tradicionais de custo-benefício, bem
como considerar a profunda influência entre os discursos domésticos de identidade e
a Política Externa oficial. Portanto, proponho olhar para abordagens pós-estruturalistas
e construtivistas de política externa, identidade e biografias nacionais, os quais
analisam os discursos da política externa no contexto de uma ontologia lacaniana de
falta e ansiedade, levando à busca contínua por uma (impossível) estabilidade e
segurança ontológica. Compreendendo a política externa como práticas discursivas que
traçam fronteiras entre o doméstico e o internacional e as narrativas biográficas do
passado, do presente e do futuro desejado, a literatura sugere um papel central para os
significantes mestres e os investimentos libidinais sobre eles. A partir daí, a principal
contribuição desta tese é apresentar a (re)construção das narrativas biográficas
brasileiras sob a ótica dos analistas da APEB, que inclui políticos e acadêmicos, com o
objetivo de mapear os significantes mestres em torno dos quais circulam suas narrativas
hegemônicas. De acordo com o campo, os significantes mestres encontrados como
norteadores das narrativas biográficas hegemônicas do Brasil foram
miscigenação/democracia racial, legalismo/pacifismo, desenvolvimento e autonomia.
Em torno deles, muitos outros relevantes circulam. Posteriormente, esses significantes
mestres e suas cadeias de significação foram contrastados com os discursos oficiais do
PEB durante o período Lula, tentando entender se e em que medida os discursos da
Política Externa de Lula poderiam ter deslocado significados sobre as narrativas da
identidade brasileira. Esta tese dá atenção especial aos discursos raciais e sua relação
com um sentimento de insegurança ontológica do self brasileiro. Não objetivando
apresentar respostas definitivas ao assunto e encontrando muitos elementos de
complexidade e ambiguidade discursiva durante o período Lula, levando também em
consideração a natureza deslizante/cambiante dos significantes, um dos principais
objetivos deste trabalho é mostrar o papel construtivo da academia da APEB na
compreensão brasileira de suas narrativas biográficas. Outro objetivo é explorar como
os discursos domésticos de identidade, parte da política externa, ativamente
informam e/ou limitam a Política Externa oficial e como esta influencia as
compreensões internas de eu e outro (política externa) no Brasil. Tal abordagem
rompe com a ideia tradicional de Política Externa como uma ponte entre o doméstico
e o internacional. Diferentemente, entende-a como uma construção discursiva
enraizada em narrativas libidinais e imaginárias, ancorada por significantes mestres (e
deslizantes), de seu eu ou ego, bem como do ideal do ego e dos outros. / [en] Lula da Silva s government (2003-2010) has been approached in Brazilian
Foreign Policy Analysis (BFPA) mainly under a framework of change versus
continuity. Nonetheless, the way the area assesses change and continuity might need
to be framed differently and, if either change or continuity are found, it might be of a
different kind than the literature has established so far. An illustrative result of this is a
reduced capacity of the field to understand the recent turn towards the far-right in Brazil
and how the strong polarization and memory disputes over the Lula and Dilma
governments could relate to foreign policy, for example. Those recent movements seem
to defy the regular cost-benefit calculus, as well as to consider the deep influence
between domestic discourses of identity and official Foreign Policy. Therefore, I
propose to look at post-structuralist and constructivist approaches to foreign policy and
identity and national biographies that analyze foreign policy discourses in the context
of a Lacanian ontology of lack and anxiety, which leads to the country s continuous
search for (impossible) stability and ontological (in)security. Understanding foreign
policy as discursive practices drawing frontiers between the domestic and the
international and the biographical narratives of past, present, and desired future, the
literature suggests a central role to master signifiers and the libidinal investments over
them. Henceforth, the main contribution of this thesis is presenting the (re)construction
of Brazilian biographical narratives under the lenses of the analysts of BFPA, which
includes both politicians and academicians, aiming to map the master signifiers around
which their hegemonic narratives circulate. According to the field, the master signifiers
found guiding Brazil s hegemonic biographical narratives were miscegenation/racial
democracy, legalism/pacifism, development, and autonomy. Around those, many other
relevant ones circulate. Later on, those master signifiers and their chains of significance
were contrasted to the official BFP discourses during Lula, trying to understand if and
to what extent Lula s Foreign Policy discourses could have dislocated meaning over
Brazilian identity narratives. This thesis pays special attention to racial discourses and
their relation to a sense of ontological insecurity of the Brazilian self. Not aiming to
present definitive answers to the matter and finding many elements of complexity and
discursive ambiguity during Lula, also taking into consideration the sliding/shifting
nature of signifiers, one of the main objectives of this work is to show the constructive
role of the BFPA academia in Brazil’s understandings of its biographical narratives.
Another central goal is to explore how the realm of domestic identity discourses, part
of foreign policy, actively inform and/or limit official Foreign Policy and how this one
influences back Brazil s domestic understandings of self and other (foreign policy).
Such an approach disrupts the traditional idea of Foreign Policy as a bridge between
the domestic and the international. Differently, takes it as a discursive construction
entrenched to libidinal and imaginary narratives, anchored by master (and sliding)
signifiers, of its self or ego, as well as the ideal of the ego and the others.
