Centralmente, argumenta-se que a ausência ou a escassa participação do Estado no compartilhamento das atividades familiares de assistência e cuidado com crianças pode gerar prejuízos a tal aproveitamento, seja por comprimir as possibilidades de engajamento produtivo das mulheres, seja por contribuir para a propagação dos riscos sociais de classe e intergeracionais que impactam negativamente as oportunidades das crianças. São analisadas as seguintes políticas de compartilhamento público das tarefas familiares de assistência aos menores de 6 anos: (i) as existentes na regulação do mundo do trabalho, basicamente, as garantias e direitos previstos na Consolidação das Leis do Trabalho (CLT) e na legislação previdenciária; (ii) os benefícios assistenciais a famílias com filhos, especificamente o Programa Bolsa Família (PBF); e (iii) o acesso a creches e pré-escolas. Examina-se o acesso da população a essas políticas, assim como o modelo de família sobre o qual repousam, implícita ou explicitamente. Nota-se que, a despeito do incremento no nível de compartilhamento público das tarefas de assistência e cuidado das crianças ocorrido principalmente a partir de 1988, a família ainda mantém-se como instituição primeira de gestão dos riscos sociais para parcela representativa da população. Ademais, o modelo de família subjacente aos serviços e benefícios analisados não os aproxima integralmente da diretriz constitucional da equidade de gênero, na medida em que mantém a vinculação entre o sexo feminino e as tarefas domésticas de cuidado. / Abstract: This research analyzes Brazilian child-care policies that facilitate work-family articulation, focusing its role on the use of the demographic window opportunity afoot in the country. Mainly, it's argued that the absence or scarce public child-care may harm the use of this opportunity, firstly, by comprising the possibilities of women productive insertion, and secondly, by contributing for the propagation of class and intergenerational risks that impact negatively on children opportunities. It's analyzed the following policies of public sharing of family assistance tasks to children under six years old: (i) the existing at the regulation of labor world, basically, the guarantees and rights present at the Labor Laws Consolidation (LLC) and at the laws of social welfare; (ii) the social benefits to family with children, specifically the Family-Grant Program (FGP); and (iii) the access to crèches and kindergarten. It's evaluated the population's access to these policies, so as the family model they are based upon, implicitly or explicitly. It's noted that, despite of the increase of the level of public sharing regarding children's assistance and care tasks, that took place principally after 1988, the family still is the main institution of management of social risks to a substantial share of population. No que concerne ao plano regional, verifica-se uma crescente participação institucional brasileira na mediação de crises, como no Paraguai (2012). Ressalta-se que a articulação brasileira em tal evento ocorreu por meio da União de Nações Sul-Americanas (Unasul), expandindo e reforçando a cooperação regional. Assim, a atuação do Brasil no gerenciamento de crises recentes foi o elemento motivador para o estudo e a análise da forma como se organiza a presença do país no contexto sul-americano atualmente. A partir do redescobrimento do espaço regional, com o marco de criação da Unasul em 2008, este trabalho objetiva verificar como a crise política paraguaia de 2012, que levou o então presidente Fernando Lugo à deposição, repercutiu na região, sinalizando o modus operandi da Unasul na gestão de crises, bem como qual foi o papel do Brasil no desenrolar dos fatos. Trata-se de uma pesquisa qualitativa, com investigação exploratória, de fundamentação bibliográfica e documental, apoiada na leitura de periódicos regionais e, em menor medida, de fora da região, relativos à ação da Unasul e às posturas brasileiras durante as crises ocorridas no período 2008-2012, com ênfase na crise do Paraguai. Acredita-se que a Unasul vem se constituindo como instituição regional detentora da primazia na resolução de crises. Ademais, as reações brasileiras frente aos recentes processos de instabilidade política regional podem ser vistas como uma nova compreensão acerca da articulação do Brasil na América do Sul, que ocorre sempre nos fóruns multilaterais, evitando assim possíveis desgastes diplomáticos nas relações bilaterais. / Two important strategic pillars have guided Brazil’s recent foreign policy: the global axis, with an emphasis in the multilateralism and the new global arrangements, which aspires an emerging power position for the country; and the regional axis, facing South America, aimed at increasing its projection and presence among their neighbors. Regarding the regional level, a growing Brazilian institutional participation in mediating crises can be found as in the Paraguay case (2012). It is noteworthy that the Brazilian coordination in such an event happened through the Union of South American Nations (Unasur), expanding regional cooperation. Thus, Brazil's performance in the recent crisis management was the motivating factor for the study and analysis of how it organizes the country's presence in the South American context nowadays. From the rediscovery of regional space, with the landmark creation of Unasur in 2008, this study aims to verify how the 2012’s Paraguayan political crisis, which led to then-President Fernando Lugo’s deposition, reflected in the region, signaling the modus operandi of Unasur in managing crisis, and to analyze what was Brazil's role during these events. It is a qualitative research, with exploratory investigation, bibliographic and documental foundation, based on the reading of regional newspapers and, to a lesser extent, from outside the region, relative to the action of Unasur and the Brazilian postures through the crises during the period 2008-2012, with an emphasis in the Paraguayan crisis. It is believed that Unasur is becoming a regional institution that holds the primacy in resolving crises. In addition, Brazilian forward reactions to recent regional political instability processes can be seen as a new understanding of Brazil's coordination in South America, which always occurs in multilateral forums, avoiding possible diplomatic wear in bilateral relations.

Esse estudo busca realizar reflexões sobre os significados, sentidos, tensões e contradições relacionados ao termo “independente” e sua contraparte, o termo “mainstream”, ligados ao processo de desenvolvimento das histórias em quadrinhos enquanto formação cultural. Essas reflexões são orientadas pelo conjunto de ideias de Raymond Williams, especialmente os conceitos de tecnologia, hegemonia e culturas alternativas, opositoras, residuais e emergentes. O trabalho está estruturado em cinco momentos. Primeiro as histórias em quadrinhos são abordadas como forma cultural e observamos as relações entre cultura e tecnologia no seu processo de formação. A seguir observamos particularidades desse processo dentro do contexto brasileiro. O terceiro momento apresenta os conceitos de Williams sobre culturas alternativas e antecipa a parte voltada para as intensas manifestações culturais da década de 1960 e seus desdobramentos. Finalmente, busca-se traçar uma visão geral do cenário de mudanças que se desenvolve a partir da década de 1980, enfatizando as histórias em quadrinhos publicadas no Brasil. A partir da observação do surgimento e consolidação de eventos como o Troféu HQ Mix e as feiras e bienais de quadrinhos, relacionados a novos processos de publicação e distribuição, buscamos analisar as obras e perfis de quatro autores contemporâneos de quadrinhos e compreender melhor os significados de termos como “independente”, “autoral”, “comercial”, “mainstream”, “alternativo” e outros, de uso comum nas diversas práticas das histórias em quadrinhos. Entre os resultados obtidos, notamos que: muitas das produções “independentes” contemporâneas apresentam características temáticas, estilísticas e materiais praticamente indistinguíveis das produções “mainstream”; algumas produções “mainstream” incorporam temas e propostas de culturas alternativas à hegemonia; o uso termo “independente” muitas vezes encobre as condições desfavoráveis de produção e sustento de diversos profissionais; considerando rigorosamente as culturas opositoras como um conjunto de ações de dimensão revolucionária, é difícil encontrar obras que efetivamente atendam a essa condição. / This study seeks to reflect on the meanings, senses, tensions and contradictions related to the term “independent” and its counterpart, the term “mainstream”, connected to the process of development of comics as a cultural formation. These reflections are guided by Raymond William’s set of ideas, especially the concepts of technology, hegemony and alternative, oppositional, residual, and emerging cultures. We structured the work in five moments. First, we approach comics as a cultural form and observe the relations between culture and technology in its process of formation. Next, we observe particularities of this process within the Brazilian context. In a third moment, we present Williams’ concepts on alternative cultures and anticipate the part devoted to the intense cultural manifestations of the 1960s and their unfolding. Finally, we attempt to give an overview of the scenario of changes that develops from the 1980s, emphasizing the comics published in Brazil. From the observation of the emergence and consolidation of events such as the HQ Mix Trophy and the comics fairs and biennials related to new publication and distribution processes, we sought to analyze the works and profiles of four contemporary comic authors and to better understand the meanings of terms such as "independent", "authorial", "commercial", "mainstream", "alternative" and others, commonly used in various comic book practices. Among the results obtained, we noticed that: many contemporary "independent" productions present thematic, stylistic and material characteristics practically indistinguishable from "mainstream" productions; some "mainstream" productions incorporate themes and proposals of cultures that are alternatives to hegemony; the use of the term “independent” often covers the unfavorable conditions of production and livelihood of several professionals; rigorously considering the opposing cultures as a set of actions of a revolutionary dimension, it is difficult to find works that effectively meet this condition.

That choice is based on the professional position occupied by the researcher, who works for the same state education system specifically with its racial relations issues. The research aims to describe and evaluate the insertion of those students in the school routine, through identifying the relations among the black African immigrant students, the other students, the teachers, the school administrators and the school staff in general, as well as the relations among cultures in the school environment. To reach those aims, the researcher observed the classes, free times, entrance and leaving of students, how they arrange themselves in the workrooms, the activities realized during the class times and the teacher’s and administrator’s meetings and activities. The purpose was to note in all those situations the presence or absence of actions of discrimination and/or prejudice and of conflicts and barriers directed to the black immigrant students in the scholar environment and routine. It was also analyzed the following documental fonts: documentation from the Centre of Register of the Education Secretary of the State of São Paulo, the document of the pedagogical plan of the school and the laws from union, state and municipal spheres relevant to the insertion of immigrant students and to the racial relations in school. The main authors adopted as theoretical support for this work are the following: Dominique Julia and António V. Frago, for the analysis of the scholar culture; Jacques A. Sayad, Stuart Hall e Pierre Bourdieu, for immigration; Valter Silvério, Nilma L. Gomes e Kabengele Munanga, for racism and racial prejudice. The analysis has shown that the insertion of the black African immigrant students in the secondary school of the state educational system of São Paulo is limited to the right of being registered, that there is no pedagogical politics to assure the proper appreciation of the cultures of immigrants and that the school environment is permeated by discrimination, prejudice and racism, which favors conflictive relations among black immigrant students, non-immigrant students, teachers and school staf / O presente trabalho analisa a inserção de alunos imigrantes africanos negros no Ensino Médio, em uma escola da rede estadual de ensino de São Paulo, na cidade de São Paulo, no período de 2014 a 2016. Tal escolha se justifica pelo envolvimento profissional da pesquisadora com as questões étnico-raciais na Secretaria da Educação do estado. A pesquisa objetiva descrever e avaliar como se estrutura a inserção desses alunos no cotidiano escolar, identificando as relações que se estabelecem entre os alunos imigrantes africanos negros, os outros alunos, os professores, os gestores e os demais funcionários da escola, bem como as relações entre as culturas no ambiente escolar. Para alcançar tais objetivos, foram observadas as aulas, os intervalos, a entrada e saída de alunos, a disposição de alunos em sala de aula e as atividades e reuniões de professores. Em todas estas situações, foram observadas a presença ou não de atitudes discriminatórias e/ou preconceituosas e de conflitos no cotidiano escolar relacionados à presença dos alunos imigrantes africanos negros. Foram ainda analisadas as seguintes fontes documentais: dados do Centro de Matrícula da Secretaria da Educação do Estado de São Paulo, a proposta pedagógica da escola selecionada e a legislação federal, estadual e municipal relacionada ao imigrante e às relações raciais na escola. Os autores que embasam teoricamente este trabalho são: Dominique Julia e Antonio V. Frago, para análise da cultura escolar; Pierre Bourdieu, Jacques A. No. of bitstreams: 1 Elisa.pdf: 6169996 bytes, checksum: f12b10eff2d94cb6c452fedc5dc22b1f (MD5) Previous issue date: 2011-10-14 / Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / With the overall aim to investigate the audiovisual production and organization of the collective Arte na Periferia (Art in the Periphery), in the context of processes of territorialization through art on the southern outskirts of São Paulo (Brazil), it was set three specifics goals: 1) To discuss the uses of the territory during the period of globalization from the clippings space proposed by Milton Santos, as well as the reflections of Stuart Hall, Jesús Martín-Barbero and other authors of visual arts and the humanities; 2) To discourse upon the part of contemporary artistic production, taking into account relevant aspects of the collective processes creation, digital culture, art and its relationship with activism and social movements; 3) To discourse and analyze systematically the artistic production of the Arte na Periferia in the context of its territorialization on the southern outskirts of São Paulo highlighting the degree of intentionality of actions and content of objects in the midst of the technical conditions of these artistic practices. For this reason, field activities developed through experiences with the group and interviews associated with the literature review, secured the theoretical, methodological and empirical bases for examination. We noticed that the Arte na Periferia, aligned to other contemporary collective, presents itself as an example of collective practice where political activism is manifested through art, and develops among the technical tools of our time, bringing them a new use and therefore a new meaning. We understand that the group in question contributed greatly through their audiovisual productions and its organizational form, the articulation between collectives of art, independent artists, neighborhood activists, social movements and residents entered in that artistic and cultural movement. In conclusion, we can say that, nowadays, the Arte na Periferia, is presented as a mediator for these social relations guided by horizontal uses of the territory / Com o objetivo geral de investigar a produção audiovisual e organização do coletivo Arte na Periferia, no contexto dos processos de territorialização por meio da arte na periferia sul de São Paulo, estabelecemos três objetivos específicos: 1) Discutir os usos do território no período da globalização a partir dos recortes espaciais propostos por Milton Santos, assim como pelas reflexões de Stuart Hall, Jesús Martín-Barbero e de outros autores do campo das artes visuais e das ciências humanas; 2) Dissertar sobre parte da produção artística contemporânea, levando em consideração aspectos relevantes de processos de criação em coletivos, da cultura digital e da arte e suas relações com os ativismos e movimentos sociais; 3) Discorrer e analisar de modo sistemático a produção artística do Arte na Periferia no contexto de sua territorialização na periferia sul de São Paulo, destacando o grau de intencionalidade de ações e conteúdos dos objetos em meio às condições técnicas dessas práticas artísticas. Para tanto, atividades de campo desenvolvidas através de vivências com o grupo e da realização de entrevistas, associadas à revisão bibliográfica, asseguraram as bases teórico-metodológica e empírica para a referida análise. Percebemos que o Arte na Periferia, em sintonia com outros coletivos contemporâneos, se apresenta como um exemplo de prática coletiva onde o ativismo político se manifesta através da arte, e se desenvolve em meio aos instrumentos técnicos de nosso tempo, trazendo a eles um novo uso e, por conseguinte, um novo sentido.Entendemos que o grupo em questão colaborou sobremaneira, através de suas produções audiovisuais e de sua forma organizativa, na articulação entre coletivos de arte, artistas autônomos, ativistas de bairro, movimentos sociais e moradores inseridos na referida movimentação artístico-cultural. Com origens na Europa no final do século XX, este movimento herda modos de expressões culturais aliados à uma construção crítica do aparato tecnológico, notadamente das mídias eletrônicas e informáticas. Situamos a discussão sociológica a partir do conceito de racionalidade emergido no debate sobre recentes mutações na configuração do capitalismo e da tendências à novas formas de dominação que se erguem apoiadas no desenvolvimento tecnológico e na mudança das condutas erigidas das transformações do século XX. Para isso, situamos a Mídia Tática no contexto e discussões que deram origem a esta percepção e discutimos aspectos de recentes manifestações de oposição enquanto culturas que se utilizam desta noção em seus diferentes aspectos de intervenção. A intenção é observar os módulos de conflito e contradições que se dão quando o aumento das manipulações tecnológicas entram em contato com novas formações coletivas e padrões individuais e verificar os elementos políticos e culturais que resultam desta junção. / Abstract: This research verifies the adaptation of the concept of "tactic" developed by Michel de Certeau and its use as a theoretical foundation of a movement called Tactical Media. With it's origins in Europe at the end of the twentieth century, this movement inherits modes of cultural expressions allied to a critical construction of technological apparatus, especially the electronic and informatics media. We locate the discussion based on the sociological concept of rationality emerged at the debate on recent changes in capitalism's configuration and it's trends to new forms of domination which appear supported by technological development and changes of conducts erected by some of the transformations on the twentieth century. For this, we alocate the Tactical Media in the context and discussions that led to this perception and discuss aspects of recent demonstrations of opposition as cultures that make use of this concept in its various aspects of intervention. O que o presente texto oferece é o sopro de uma criação que tem a incompletude como condição, a incerteza como única certeza. Em seu começo, uma disposição primeira: a cerimônia do jantar. Em seu percurso, a escultura de uma força criativa que se fez e refez no encontro com seus intercessores. Da inoperância temática, a abertura de possibilidades de seu dispositivo de escritura em diferentes montagens, por entre diferentes domínios do audiovisual / Abstract: This present work is resulted by the reflection about the audiovisual experience acquired from using the dinner ritual as a dispositif. It passes through six dinner rituals that took place in São Paulo and Salvador, two of which being done in the street with homeless people. These two particular dinners opened the possibility to go through a more creative path, here drawn by the Entre ruas e calçadas project, or to get into other audiovisual territories with different settings and different uses of its imagetic grid. This text offers a glimpse of a creation having the incompleteness as a condition, the uncertainty as the only assurance. When the project began, there was just one thought: the dinner ritual. Durante o processo investigativo constatou-se a necessidade de, preliminarmente, conceituar esta tipologia arquitetônica para, na sequência, apresentar suas transformações ao longo dos anos, fruto da constante busca por adequar o continente ao conteúdo e a sociedade. Enfatizando que as produções artísticas foram as causadoras das diversas necessidades de alterações espaciais também foi dedicada uma parte da monografia para apresentação do experimentalismo existente no período de reflexão. Cabe ressaltar que as variações nos suportes artísticos criaram novos desafios para os arquitetos no desenvolvimento dos projetos de museus, além da contaminação do seu imaginário com uma gama de infinitas possibilidades criativas. Para a criação destes espaços, por vezes, devem-se ponderar demandas antagônicas tais como: grandes ou pequenas áreas, claridade ou escuridão, silêncio ou ruído, cores ou neutralidade. Com o propósito de melhor entender estas edificações foram analisadas três instituições que apresentam condições específicas para a exibição de arte contemporânea, destacando-se duas distintas exposições em cada para melhor avaliarmos a conformação dos espaços às atuais demandas / Abstract: This dissertation aims to identify the ideal contemporary exhibition space, specifically museums, for showing contemporary art produced since the 1950s. In the research process, we primarily conceptualize this architectural typology and then presented its historical development related to its adequacy to social and artistic alterations. Considering that exhibition spaces must be adequate to show the wide range of artistic creations we also dedicated a chapter to understand and analyze all that happened in arts universe during the period. It¿s necessary to highlight that artistic developments in addition to being a big challenge to architects design are also a huge inspiration, mainly due to presenting infinity new possibilities. To design these spaces sometimes one must deal with antagonist forces like: amplitude or cosines, clarity or darkness, silence or noise, colorful or neutral. In this dissertation three reckon contemporary art institutions were analyzed highlighting two different shows in each one. Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES) / Esse trabalho foi dedicado às visualidades e materialidades ligadas às demandas populares de transporte público na cidade de Curitiba entre os anos de 1991 e 2011. O desenho da rede de transporte articulado ao planejamento nas décadas de 1960 e 1970 e a produção e divulgação de artefatos associados ao “futuro” e a ideia de “cidade ecológica”, nos anos 1990 e 2000, estimulou a produção de uma narrativa que buscou legitimar o sucesso do transporte coletivo curitibano. Em uma revisão da história desse transporte, indicamos que as materialidades e visualidades dos itinerários e veículos do Expresso, Ligeirinho e Ligeirão e das Estações-tubo foram moldadas e orientadas pelos valores e intenções de alguns grupos envolvidos e interessados na gestão e planejamento do transporte urbano. Por outro lado, a análise voltada para os usos cotidianos e as produções visuais e materiais que tratam das demandas populares de transporte mostrou que esse direcionamento do desenho da rede de transporte no sentido de atender os interesses privados e corporativos se manifestava no cotidiano como imobilidades. A partir das imagens e documentos produzidos como apoio para as demandas populares, na imprensa local e por meio nos requerimentos legislativos da Câmara Municipal, foi possível não somente perceber as mobilidades possíveis como a verificar a produção de modelos mais democráticos e inclusivos para a conquista do direito à cidade em um redesenho do transporte público curitibano. / The present work investigates the visualities and materialities related to the popular demands in Curitiba’s public transport between 1991 and 2011. The design of a transport network articulated to the urban planning in 1960’s and 1970’s and the production and advertising of artifacts connected to the idea of “future” and “ecological city”, stimulated narratives that aimed to legitimize the success of Curitiba’s public transport. In a historical review of this transport, we indicate that the materialities and visualities of the and the Tube Stations and the Expresso, Ligeirinho and Ligeirão routes and vehicles were shaped and guided by the values and intentions of some groups involved and interested in urban transport planning and management. However, the deep analysis of everyday uses and visual and material productions that deal with the popular transport demands showed that this narrowed design of the transport network to attending private and corporate interests was manifested in the daily life as immobility. From images and documents produced to support the popular demands, in the local press and through the legislative petitions of the Câmara Municipal, it was possible not only to realize the possible mobilities but also to verify the production of more democratic and inclusive models to achieve the right to the city by redesigning Curitiba’s public transport.

Having as reference Michel de Certeau´s conceptions, this dissertation takes Abril Despedaçado film as a investigation field, trying to think about revenge practices and their effects on them involved in the family contentions. Therefore, know that does such practice an institution, analyze their constituent elements and, above all, examine the ways like it is consumed by the habitants of Riacho das Almas - place of the interior baiano, stage of the conflict between Breves and Ferreiras -, are the main objectives. The "reflexivity" made possible by the estrangement and, consequently, the interpellation of the protagonists of the death cycle, is here a reflection object too. It is important to say, that this present work leaves of the idea that the cinema, as aesthetic experience, supplies tracks for understanding the social and cultural world. / RESUMO Sobre a tensão estabelecida entre as instituições e seus “usuários”, sobre as chamadas estratégicas e os desvios táticos, sobre lógicas e astúcias é que o presente trabalho visa a se erigir. Tendo como referencial as concepções de Michel de Certau, esta dissertação toma o filme Abril Despedaçado como terreno de investigação sócio-antropológica, procurando refletir acerca das práticas de vingança e de seus efeitos sobre os envolvidos nas contendas familiares. Assim, saber o que faz de tal prática uma instituição, analisar seus elementos constituintes e, sobretudo, examinar as maneiras como ela é consumida pelos habitantes de Riacho das Almas - localidade do sertão baiano, palco do conflito entre os Breves e o Ferreira -, são os principais objetivos. A “reflexividade” possibilitada pelo distanciamento e, conseqüente, a auto-interpelação dos protagonistas do ciclo de morte, também é aqui objeto de reflexão. É importante destacar, ainda, que o presente trabalho parte da idéia de que o cinema, enquanto experiência estética, fornece pistas para compreensão do mundo sócio-cultural.
