Le décalage entre la communication sociétale et les pratiques de l'entreprise : le cas de l'intérim / The gap between social communication and business pratices : the case of temporary employment sector

Le secteur de l’intérim s’est fortement démocratisé ces dernières décennies et génère de nombreuses externalités négatives pour la société civile. En effet, l’intérim est source de vulnérabilité sociale pour les intérimaires, dans une société où les individus s'intègrent socialement à travers leur emploi. L’intérim contribue à la précarisation des conditions de vie et de travail, à la relégation et à l’exclusion sociale. Pour limiter ces dérives sociales et internaliser les problématiques sociétales, les entreprises de travail temporaire (ETT) sont incitées, à travers le reporting extra-financier, à s’engager dans une démarche RSE. Les ETT valorisent leur engagement à travers une communication sociétale volontaire, qui repose notamment sur la production d’un rapport RSE/Développement Durable. La communication sociétale véhicule les engagements pris par les ETT pour protéger les intérêts des intérimaires. Les objectifs de la communication sociétale sont multiples : améliorer l’image et la réputation, favoriser l’autorégulation des activités, permettre un accès continu aux ressources intérimaires, diminuer l’encadrement des activités par les pouvoirs publics, légitimer l’existence des ETT malgré ces externalités négatives, générer une attitude positive des parties prenantes, contribuer à la performance globale et diminuer les coûts cachés relatifs au turn-over du personnel. L’engagement RSE doit être déployé au sein des ETT et susciter l’adhésion collective des parties prenantes internes. Cependant, la littérature académique relative à l’engagement RSE dans le secteur de l’intérim relève un décalage entre la communication sociétale et les pratiques réelles des ETT. Par contraste, ce décalage provoque des effets inverses et génère une attitude négative des parties prenantes envers les ETT. Compte tenu de ces enjeux, le manque d’informations dans la littérature académique ainsi que l’absence d’études empiriques relatives au décalage entre la communication sociétale et les pratiques réelles des ETT nous ont conduits à formuler notre problématique de recherche générale. Nos travaux de recherche ont pour objectif d’apporter des contributions significatives dans ce domaine de recherche émergent. / The temporary employment sector has greatly democratized in recent decades and generates numerous negative externalities for civil society. Indeed, the temporary employment sector is a source of social vulnerability for the temporary workers, in a society where individuals are socially integrated through their jobs. The temporary employment sector contributes in the precarious of life and work conditions, relegation and social exclusion. To limit these social deviations and internalize societal issues, the temporary work companies (TWC) are encouraged, through extra-financial reporting, to engage in CSR. The TWC value their commitment through a voluntary social communication, which is based in particular on the production of a CSR/Sustainable Development report. The societal communication vehicle commitments by TWC to protect the temporary workers’s interests. The objectives of social communication are numerous : improve the image and the reputation, promote self-regulation activities, allowing continuous access to temporary resources, reduce supervision activities by public authorities, legitimize the existence of ETT despite these negative externalities, generate positive attitudes of stakeholders, contribute to the overall performance and reduce hidden costs due to the staff turnover. The CSR commitment must be deployed within the TWC and arouse the collective membership of the internal stakeholders. However, the academic literature on the CSR commitment in the temporary employment sector is a gap between social communication and the actual practices of TWC. In contrast, this gap causes the opposite effect and generates negative attitudes of stakeholders towards TWC. Given these challenges, the lack of information in the academic literature and the lack of empirical studies on the gap between social communication and the actual practices of TWC led us to formulate our overall research problem. Our research aim to make significant contributions in this emerging area of research.

Examining Stakeholder Relationships in Chinese Public Relations Practice: A Case Study of LinkedIn China and Its Sub-Brand Chitu

This qualitative, single case study research analyzes the stakeholder relationship cultivation strategies employed by LinkedIn China and its sub-brand Chitu. It also examines the extent to which the propositions of stakeholder theory and relationship management theory are applicable in a Chinese public relations context. Observations were made through analysis of documentation, interviews, direct observations and participant-observation. The results show that stakeholder theory and relationship management theory alone could not adequately explain the ways in which LinkedIn China and Chitu establish and maintain relationships with their stakeholders. This research discovered that additional theories are needed to explain LinkedIn China's success in relationship building. These theories include the Arthur W. Page Society's Building Belief Model and its Page principles; moreover, relationships between LinkedIn China and its stakeholders were forged and cultivated through CEO communication, personal influence, and issues management. The study also reviews how Guanxi, as an evolving cultural factor, affects LinkedIn China's decision-making and public relations strategies. Finally, this study offers practical insights for foreign organizations that need to nurture relationships with stakeholders in China.

La "transparence", une norme et ses nouvelles pratiques transnationales : l’exemple de l’Initiative pour la Transparence dans l’Industrie Extractive / "Transparency", a norm and its new transnational practices : the example of the Extractive Industries Transparency Initiative

En 2002, l’Initiative pour la transparence dans l’industrie extractive (ITIE) est lancée par le Premier Ministre britannique en réponse à la campagne Publiez ce que vous payez (PCQVP). Celle-ci avait participé à la mise sur agenda de la malédiction des ressources, un ensemble de maux économiques et socio-politiques qui pèsent sur de nombreux Etats riches en ressources naturelles. L'ITIE reprend l’une des préconisations de PCQVP, à savoir l’injonction à la transparence : la publication des revenus pétroliers, gaziers ou miniers permettrait aux citoyens de demander des comptes à leurs dirigeants pour la gestion de la manne générée par l’extraction de matières premières. L’exercice de transparence de l’ITIE, à laquelle les états riches en ressources naturelles adhèrent librement, consiste à réconcilier les paiements déclarés par les entreprises extractives d’une part et les recettes déclarées par l’Etat d’autre part. Il s’appuie par ailleurs sur une gouvernance tripartite inédite dans l’industrie extractive : organisations de la société civile, compagnies extractives et gouvernements négocient ensemble pour déterminer les exigences du standard ITIE. Comment des acteurs d’horizons divers sont-ils venus à partager cet intérêt commun et que peut nous apprendre ce consensus sur la notion de transparence et ses usages contemporains dans les politiques de coopération internationale ? Cette recherche raconte l’histoire d’une conquête normative, ses enjeux, ses acteurs, ses batailles afin de réfléchir – par le biais du renouvellement des attributs de légitimité de ceux qui concourent à définir la norme – à la refonte de l’autorité politique dans le système international. / The British Prime Minister launched the Extractive Industries Transparency Initiative (EITI) in 2002 in response to the transnational Publish What You Pay campaign (PWYP). The NGOs, which are member of the PWYP coalition, had been fighting the resource curse by advocating for more transparency in the extractive industries. They argued that empowering citizens of resource rich countries by informing them about the wealth generated by extraction would help insure that those extractive revenues were properly accounted for. The EITI took over this idea and gathered representatives from civil society organisations, extractive companies and governments to design a global standard which resource rich countries can voluntarily decide to comply with. the EITI standard is based on a reconciliation of payments declared by companies on the one hand and revenues declared by the state on the other. The reports that come out of this reconciliation process are then disseminated and can lead to a general public discussion about the way extractive rents are managed. What lead actors from different backgrounds, with often conflicting interests, to agree on a transparency norm and what can this consensus tell us about the notion of transparency and its present (and profuse) use in international development programmes ? This thesis investigates the reasons for the emergence of the transparency norm and its fast diffusion on the international scene in the last 10 to 15 years. It also looks at some of the concrete practices that resulted from this normative evolution, which contributes to a thinking about the renewal of political authority in the international system.

How Organizational Communication Shaped the Hearst Ranch Conservation Easement

The purpose of this study was to show how organizations involved with the Hearst Ranch Conservation Easement negotiations might have used the feedback loop characteristic of two-way Symmetrical communication theory to reach consensus on the Hearst Ranch Conservation Agreement. Conservation easements are complex situations and each has separate and distinct goals, constraints, compromises, funding mechanisms, and public values. This study analyzed public documents from seven different organizations that provided input in the public consultations regarding the Hearst Ranch Conservation Easement, which completed in 2005. This study concluded that one of the communication methods adopted during the Hearst Ranch Conservation Negotiation was Hunt and Grunig’s two-way symmetrical communication theory.

Bottom-up adaptive management and stakeholder participation for clean water and healthy soils in a complex social-ecological system

Protection of water resources in a changing climate depends on bottom-up stewardship and adaptive management. From the ground up, a vital component is maintaining soil ecosystem services that regulate water, recycle nutrients, sequester carbon, provide food, and other benefits. Interacting spatial, social, and physical factors determine agricultural and stormwater management, and their impact on water. This dissertation explores these dimensions within a complex social-ecological system. The first chapter evaluates a participatory process to elicit solutions to complex environmental problems across science, policy, and practice. The second chapter studies on-farm soil assessment and its role in informing management decisions and supporting adaptive capacity. The third chapter investigates cross-scale dynamics of residential green stormwater infrastructure (GSI) for improved water resource management in a broader social-ecological context. Integrating participant feedback into current science, research, and decision-making processes is an important challenge. A novel approach that combines a Delphi method with contemporary “crowdsourcing” to address water pollution in Lake Champlain Basin in the context of climate change is presented. Fifty-three participants proposed and commented on adaptive solutions in an online Delphi that occurred over a six-week period during the Spring of 2014. In a follow-up Multi-Stakeholder workshop, thirty-eight stakeholders participated in refining and synthesizing the forum’s results. The stakeholders’ interventions from the crowdsourcing forum have contributed to the current policy dialogue in Vermont to address phosphorus loading to Lake Champlain. This stakeholder approach strengthens traditional modeling scenario development to include priorities that have been collectively refined and vetted. Healthy agricultural soils cannot easily be prescribed to farms and require knowledge and a long-term commitment to a holistic and adaptive approach. The second chapter addresses the questions: “to what extent do farmers use indicators of soil health, and does feedback inform management decisions?” A survey of farmers in two Vermont watersheds was conducted in 2016 showed relatively high use of fourteen soil indicators and high rankings of their importance. The finding that there were differences in use and perceived importance of soil indicators across management and land-use types has implications beyond the farm scale for agriculture, and the provision of ecosystem services. Soil management relates to broader adaptation strategies including resistance, resilience, and transformation that affects adaptive capacity of agroecosystems. Bottom-up adoption of environmental behaviors, such as implementing residential GSI, need to be understood in the context of the broader social-ecological landscape to understand implications for improved water management. A statewide survey of Vermont residents paired a cross-scale and spatial analysis to evaluate how intention to adopt three different GSI practices (infiltration trenches, diversion of roof runoff, and rain gardens) varies with barriers to adoption and household attributes across varying stormwater contexts from the household to watershed scale. Improved stormwater management outcomes at the watershed and local levels depend on management strategies that can be implemented and adapted along the rural-urban gradient, across the bio-physical landscape, and according to varying norms and institutional arrangements.

Stakeholders' Explanations of the State of Cricket in Barbados

Policy processes influence decision-making and when processes are influenced by multiple stakeholders, individual interests can go against the general good of the organization or community. The multiple stakeholders of cricket in Barbados have governed the development of cricket. Over the last 30 years the sport has been on a steady decline evidenced by the low attendance at games and the number of teams and individuals playing the sport. At a time when the sport has been growing at the international level, the decline in the fortunes of the sport in Barbados had led to a climate of mistrust and blame apportioning, which can only lead to further decay. This explanatory case study drawing from 2 focus groups and 15 individual interviews examined the views and perceptions of players, media personnel, officials, administrators, fans and concessionaires, as to the state of the sport, the factors that have contributed to that state and the role of the stakeholders in the process. Data analyzed using thick analysis methods revealed that the stakeholders believed that sport was in decline in Barbados and changes in the social and community structures, competition from other sports, unclear roles and uncooperative relations of stakeholders were key factors that acted against the development of the sport. The implications for positive social change are directed at the collaborative role of stakeholders that places the general good beyond individual pursuits and the need to change the current methods of governance.

Identification and Measurement of Two Factors Affecting the Long-Term Outcomes of Public Relations Programs: Public Image and Public Trust

This study explores the most current theories surrounding organization-public relationship measurement, which is one approach used to verify the effectiveness of public relations programs. The study attempted to define and test two new factors that may affect organization-public relationships, which are identified as public image and public trust. Existing factors used to test such relationships, such as trust, satisfaction, commitment, and control mutuality, focus on testing the perceptions stakeholders have about an organization based upon their interpersonal relationship with that organization. However, in organizations where the dominant coalition still does not view public relations as a management function, use of the existing scales to measure the long-term effectiveness of public relations programs can be dangerous and inaccurate, especially when public relations practitioners are not responsible for creating, maintaining, or managing those organization-public relationships. A 65-item questionnaire was administered via email to a convenience sample of 5,799 stakeholders. A total of 1,193 completed questionnaires were received; however, a response rate could not be reported because the questionnaire was posted to a popular Internet site. The survey instrument tested new items for public image and public trust, as well as the existing relationship items of trust, satisfaction, commitment, and control mutuality defined by Hon and J. E. Grunig (1999). Factor analysis defined two new indices for public image and public trust and Cronbach's alpha further supported the reliability of these measures. Also, Cronbach's alphas tested reliable for trust, satisfaction, commitment, and control mutuality. However, when all items for public image, public trust, trust, satisfaction, commitment, and control mutuality were subject to factor analysis, all but four items weighted into one factor. This suggests the need to further explore new measurement tools for assessing the long-term effectiveness of public relations programs beyond the organization-public relationship.

Poppins : The Service and Interaction Design of Babysitting Service

This master thesis is covering a project that focuses on developing both babysitting services and dog walking services and facilitating them through a mobile application. Only the user interface for the service of babysitting was created because the dog walking service was considered to be less of a complex service, and not add to more to the insights in this project. The project was started due to observations that the babysitting service is highly used in America, but it does not operate in a structured fashion. Many parents are new to babysitting which creates uncertainty when ordering and scheduling babysitter. Babysitter, on the other hand, are usually younger and inexperienced. The user interface is created with a service design approach. Developing the service though by creating stakeholder maps, customer journeys, and, service blueprints. Creating the user interface with the service blueprint as a reference. By taking this approach business insight where created and the babysitting service could be created as a hollow organization. An organization that combines more than one service to create greater value for the end user. / Den här examens rapporten innehåller arbetet att fram ta en barnvakts service och en service för att hjälpa hundägare att rasta hunden när de är frånvarande. Projektet startade på grund av en observation baserad på barnvakts tjänster använd i Amerika. Observationen visade att många föreldar använder sig utav barnvakter men kommunikationen mellan föräldrar och barnvakter varierade mycket. Variationen skapar svårigheter i servicen. Mång föräldrar som aldrig använt sig av barnvakts tjänster har svårt att bedöma vad som kan begäras och hur mycket de ska betala. Barnvakter som oftast är unga människor är de som lider av situation. Unga och oerfarna som är drar sig för att säga till när allt inte stämmer överens. Användargränssnittet är skapat med en servicedesign approach. Arbeta fram en service genom att ska stakeholder maps, customer journeys och service blueprints. Användargränssnittet skapades genom att använda service blueprinten som en referens till vilka funktioner som ska finnas med. Genom att ta använda sig av servicedesign för att ta fram gränssnittet har insikter skapat ur en organisatorisk synpunkt. Insikter som lede till skapandet av en ”hollow” organisation. En organisation som combinera fler typer av service för att skapa mervärde till slutanvändaren.

Contribution à la connaissance socio-écologique des opérations de restauration des hauts de falaises littorales de Bretagne / Contribution to social-ecological knowledge of maritime clifftops restoration projects in Brittany

Les hauts de falaises littorales peuvent être considérés comme des systèmes socio-écologiques dans lesquels cohabitent des habitats rares (landes littorales et végétations de hauts de falaises) et de multiples usages récréatifs (tourisme, pêche, randonnée). Ces usages ont entraîné, depuis plus d’une cinquantaine d’années, des dégradations importantes sur les habitats de certains hauts de falaises. En réponse à ces dégradations, de nombreuses opérations de restauration ont été menées depuis près de 30 ans. L’objectif de cette thèse est de réaliser un bilan de ces opérations afin de développer les connaissances de ces systèmes pour optimiser les opérations de restauration futures. Pour cela, l’étude se base principalement sur 23 entretiens semi-directifs et deux ateliers menés avec des acteurs de la restauration, 465 suivis de végétation répartie sur 18 sites le long du littoral breton et un échantillonnage d’arthropodes réalisé sur trois sites d’études. À partir de ces données, des études sociologiques, méthodologiques, des successions végétales et des communautés végétales et d’arthropodes ont été menées afin de proposer un certain nombre de préconisations pour des opérations futures. Ce travail fait ressortir le besoin d’une meilleure réflexion sur les objectifs de restauration lors de la planification, en particulier concernant les objectifs sociaux. L’étude des dynamiques de restauration a quant à elle montré que la restauration passive, bien que lente, est efficace sur le long terme lorsque l’habitat n’est pas trop dégradé. En revanche, en milieu fortement dégradé, l’usage de méthodes actives semble nécessaire afin d’enclencher la restauration. Des études complémentaires sont nécessaires pour adapter les méthodes de restauration aux différents contextes des sites à restaurer. / Maritime clifftops might be considered as social-ecological systems where rare habitats (maritime heathland and clifftop vegetation) and multiples recreational uses (tourism, fishing, hiking) are coexisting. For more than fifty years, these uses are leading to important maritime clifftop habitat degradations. In reaction to these degradations, many restoration projects have been conducted for nearly 30 years. The thesis purpose is to carry out an assessment of restoration projects in order to improve future restoration projects by increasing knowledge about those social-ecological systems. This study is mostly based on 23 semi-structured interviews and 2 workshops conducted with restoration stakeholders, 465 vegetation monitoring plots set on 18 restored sites along Brittany’s coast and arthropods sampling conducted on three different sites.From these data, sociological, methodological, plant succession, arthropods and plant communities’ studies have been performed in order to put forward recommendations for future restoration projects planning and to highlight scientific needs. The need for a better consideration of restoration goals, in particular social goals, has been pointed out. Succession study has shown that, when habitat degradation is not too heavy, passive restoration is slow, but efficient on the long term. In highly degraded habitat thought, active restoration seems required to start restoration process. Complementary studies are still needed to adapt restoration method choice to different degradation and site contexts.

The Effects of the Web as a Form of Stakeholder Communication: An empirical case study of a co-operative

This research aims to add some understanding to the existing stakeholder management literature with a focus on the management of stakeholder communication. It explores how the Web can assist the management of the communication between a dairy co-operative and its farmer supplier-shareholders. An exploratory case study and semi-structured in-depth interview research design is used to collect, analyse, and present the perceptions of interview participants. This research highlights a paradox, which results from the inconsistent needs of the farmers as both suppliers and shareholders of the co-operative. A number of factors that have influenced farmer interviewees' decisions to either reject or embrace the Web are also identified. These factors are divided into two categories, those closely associated with individual characteristics, namely, perceived values, perceived self-efficacy, and awareness; and these outside the individual's control, namely, infrastructure and media conflict. These findings suggest that the Web adds flexibility to organisations' stakeholder communication strategies by offering an additional communication form. In particular, this research shows that the Web contributes to overall management of stakeholder communication through 1) increased accessibility to personalised and up-to-date information, 2) added flexibility to self-service programs, and 3) a recreated sense of 'conventional' community. Furthermore, the Web should be used as a complement to, rather than a replacement for, conventional communication forms in stakeholder communication strategies. Although the Web may not be the answer for all stakeholder communication challenges; what seems undeniable is the tremendous potential of the Web in facilitating and leveraging the management of stakeholder communication. Three considerations are proposed for organisations planning to include the Web as part of their stakeholder communication strategy: organisational needs, stakeholder characteristics, and communication media factors. Research limitations are discussed, and recommendations for further study are outlined in the conclusion.
