Strategický plán rozvoje města / Strategic development plan of the town

The aim of this thesis is to elaborata a strategic plan of development for the town of Lomnice nad Lužnicí. The work begins with a literature review, which contains a list of findings related to strategic planning including strategy, a set of regional development strategy documents, funding sources and more. To obtain the information needed to draw up a strategic plan a method of documentary inquiry, survey and structured interview were used. In the analytical part of the documentary survey, it was found that in the area of regional development, the higher territorial units have detailed current strategic development documents. The primary points of development listed in these documents are consistent with each other. The practical part of this work is made up by a detailed outline of a strategic plan for the development of the Lomnice nad Lužnicí. This outline includes characteristics of Lomnice nad Lužnicí, SWOT analysis, proposed priority areas of development and also includes measures for individual priority areas and development activities.

The State of St Petersburg’s Municipalities : Conditions for Local Governance in Russia

<p>The study’s focus is put on the lowest level of Russian local politics, empirically represented by two municipalities in St Petersburg. It aims at identifying factors that influence the work of municipal councils. Municipal organs are since their establishment in 1998 officially self-governing and responsible for a wide array of activities within their territories. They are perceived as administrative domains in this paper, parts of a hierarchic domain-structure. The municipal domains are both fiscally and politically restricted by upper political levels – mainly the regional authorities – that heavily reduce the capabilities of the municipal councils’ activities. Besides being dependent on resources from the regional and federal level, the municipal councils’ budgets are reliant on taxing of commercial retailing within its boundaries. Joint with the basic social and demographic circumstances of a municipality, this factor is likely to shape the extent of the council’s activity. The field study conducted specifies that while a geographically central municipality is engaged in infrastructure-maintenance and cultural activities, a peripheral ditto is mainly concerned with social help. Deputies in both districts perceive the current prospects of local government as being limited by outer influence, most of the people involved in the councils are unpaid and the resources needed to communicate with the inhabitants do not exist. The general and actual weakness of local governments is mirrored in the public attitudes, influenced by state-controlled media and revealed in participatory election turnouts. The election in December 2004 produced turnouts exceeding the legitimate limit of 20 % in almost all municipalities. However, the figures are to some extent the results of administrative pressure and liberals claim that plain frauds determined many outcomes. Tendencies point towards a politicization of municipal organs, whereas presently many perceive them as simply administrative. The municipal domain is characterized merely by responsibility instead of actual authority, ownership and substantial spatial impact. It is reliant on higher-level domains while competing for resources with neighboring domains.</p>

Disciplining Freedom : Treatment Dilemmas and Subjectivity at a Detention Home for Young Men

This ethnographic study explores treatment practices and staff-resident interaction at a detention home for young men, drawing on video recorded conversations and interviews. It investigates ideological dilemmas inherent in the institutional setting and how these produce complex subject positions to uptake, negotiate or refuse. Study I explores a core treatment dilemma: coercion vs. freedom, involving the dual institutional goal of coercing residents into norm abiding behavior and of producing individuals who behave "properly" out of their own free will. It focuses on staff members’ talk about token economy, illuminating rhetorical resources deployed to avoid the troubled subject position of a disciplinarian. Study II investigates disciplinary humor, illuminating how humor is used both to impose and disrupt social order. It shows how staff members and youths skillfully deploy humor in negotiating local hierarchies related to authority, generation, and age. Humor was also found to be a useful way of navigating ideological dilemmas. Study III explores behavior modification practices, focusing on how selfassessment practices can be conceptualized as responsibilization that emphasizes self-regulation. It documents the participants’ engagement in strategic deployment of specific subject position relations, “young boy”-caregiver rather than delinquent-disciplinarian. In brief, the thesis shows that subject positions are essentially co-constructed, and how positions related to age are highly relevant in this institutional setting. Paradoxical aspects of subject positions provide discursive resources that can be deployed to navigate ideological dilemmas such as that of coercion vs. freedom, but also to handle issues of authenticity. / Denna etnografiska studie undersöker behandlingspraktiker och interaktion mellan personal och ungdomar på ett särskilt ungdomshem för unga män. Materialet består framförallt av videoinspelad interaktion och intervjuer. I studien utforskas ideologiska dilemman samt hur dessa producerar komplexa subjektspositioner att uppta, förhandla om eller neka. Studie I undersöker ett huvuddilemma: tvång vs. frihet, vilket involverar de dubbla institutionella målen att tvinga ungdomarna till önskvärt beteende och att producera individer som beter sig ”korrekt” av egen fri vilja. Fokus ligger på personalens tal om teckenekonomi och studien synliggör retoriska resurser som används för att undvika positionen ”disciplinär personal”. Studie II utforskar disciplinerande humor och synliggör hur humor används både för att skapa och omskapa den sociala ordningen. Studien visar hur personal och ungdomar skickligt använder humor i förhandlingar om lokala hierarkier relaterade till auktoritet, generation och ålder. Humor var också ett sätt att navigera ideologiska dilemman. Studie III undersöker beteendemodifieringspraktiker, med fokus på hur självutvärdering kan förstås som responsibilisering med fokus på själv-reglering. Studien dokumenterar deltagarnas strategiska användning av specifika subjektspositionsrelationer, ”liten pojke”-vårdare snarare än ungdomsbrottsling-disciplinär personal. Sammantaget visar avhandlingen att subjektspositioner i grunden är samkonstruerade och att positioner rörande ålder är ytterst relevanta i denna kontext. Paradoxala aspekter av subjektspositioner bidrar med diskursiva resurser vilka kan användas för att hantera ideologiska dilemman och för att hantera frågor rörande autenticitet.

A critical and systematic analysis of the democratic values of freedom and equality

This study critically and systematically analyses the purported democratic values of freedom and equality with a view to clarifying the meaning of the concepts of democracy, freedom and equality; and examining the nature of the relations between kinds of freedom and kinds of equality, their association with democracy, and assessing their reconcilability within the two broad schools of democratic theory, namely, Anglo American democratic theory and Continental democratic theory. Put slightly differently, the issue is whether freedom and equality are mutually compatible or incompatible within democratic contexts. The analysis necessitates exploring the possible reason or reasons for the reconcilability or incompatibility of freedom and equality. Hence, the arguments in democratic literature relevant to the meanings of freedom and equality, and the relations between them will be examined. The first set of arguments concern the question of whether kinds of freedom endanger kinds of equality, and conversely, whether kinds of equality erode or hamper kinds of freedom. The relation existing between freedom and equality, and equality and freedom, in both instances purport to demonstrate the tension existing between them in theory as well as in practice. The second set of arguments concern the question of whether kinds of freedom promote kinds of equality, and conversely, whether kinds of equality further kinds of freedom. The relation in both instances is deemed to demonstrate the affinity between freedom and equality, and equality and freedom. An attempt will thus be made to address the issue of the seemingly confusing array of meanings of democracy, freedom and equality, and the potentially problematic relations between them, and particularly those between freedom and equality as represented by the two sets of arguments within appropriate democratic contexts. The study will endeavour to examine the analytic and synthetic interplay of meanings and relations, their nature and compatibility or incompatibility, and the possible reasons for this state of affairs, in an attempt to identify and address the perceived misapprehensions concerning their meanings and relations in democratic literature. / Political Sciences / D. One of the duties of each municipality, regardless of the size of the administrative territory, number of citizens or type, is to protect its population against imminent danger, i.e. to be duly prepared for solution of extraordinary or crisis incidents that can affect the municipalities. I have chosen the name of the thesis, "Place and role of municipality bodies in preparation for extraordinary incidents and crisis situations" mainly due to the fact that, according to my experience, the area of safety is neglected and underestimated, or postponed, or the municipality bodies deal with this issue only marginally. Municipalities with extended competence or bigger municipalities have some advantage as they are better equipped in terms of staff, professionalism and material and a lot of tasks within preparation for extraordinary incidents and crisis situations are performed, for their benefit, by regional fire brigades. The first goal of the thesis consists in presenting the principles of working of the municipality and its bodies, in defining the duties and competences of the municipalities in extraordinary incidents and crisis situations. It consists further in drawing up a basic summary of legislative tools of territorial self-government units and their essential position within crisis management and safety system of the Czech Republic. The second goal consists in evaluating the crisis potential of the administrative territory of the municipality of Loučovice under use of crisis plan of the South Bohemian Region and of the crisis plan of the municipality with extended competence, Český Krumlov. The following research question was created to fulfil the goals of the thesis: Do risks and tasks of the municipality constitute a motive for the municipality bodies to elaborate a crisis preparedness plan? To answer the research question, I made use of specialized literature, lectures and legal standards. That allowed characterizing the public administration system with focus on the competence of territorial self-government units and their bodies when preparing for and dealing with extraordinary incidents. Subsequently, the safety risks of the municipality of Loučovice in case of potential danger to its territory were evaluated, and the acquired information served as base to elaborate a draft of crisis preparedness plan, as one of indispensable parts of crisis management, i.e. planning. The dangers and their causes were identified under use of the crisis plan of the South Bohemian Region, of the crisis plan of the municipality with extended competence, Český Krumlov, and of the extract from the plan of actions for protection of citizens under the Lipno I and II Dam against special flood for the municipality of Loučovice. Further important information was acquired thanks to the cooperation of the Fire Brigade of the South Bohemian Region, the employees of Povodí Vltavy, s. p., and from archive documents of the municipal authority. The own data collection served to elaborate a comprehensive document with a list of the most important tasks of self-government in preparation of and dealing with extraordinary incidents and crisis situations that will be used as a manual for the mayor and the bodies of the municipality of Loučovice within expansion of knowledge in the area of preparation for and dealing with extraordinary incidents and crisis situations. The practical part of the thesis includes the crisis preparedness plan of the municipality of Loučovice that can be used in case of emergence of and dealing with a crisis situation on the territory of the municipality. At the same time, the plan will be used for training of employees of the municipality and for familiarization of corporate bodies and citizens with the character of potential danger.

Self-government and self-defence in South Africa : the inter-relations between British and Cape politics, 1846-1854

Any person studying the history of the Cape Colony in the mid- Victorian years must soon grow aware of the contrast between what the imperial authorities said they intended to do and what they actually did. This is particularly obvious in the treatment of the frontier tribes, who lost their lands (and sometimes their lives) in the name of a policy described by one governor as based on 'morality and religion'. But it is also evident in many other spheres of government, and insistently raises the question of that British intentions really were and how far Ministers managed to achieve them. The evidence available is too vast and amorphous for a gene- ral survey to be attempted. In order to investigate the problem it is necessary to limit its scope. The period from 1846 to 1854 has been chosen because it embraced two frontier wars and a series of major administrative changes, involving prolonged consultation between Government House and Downing Street, and raising matters which affected the vital interests of the colonial population itself. It is also ground covered by other historians, but they have frequently differed as to the aims of the imperial government and the colonial reaction to them. One reason for their differences is plain: they have failed to take a comprehensive view of the sub- ject, such as the imperial government itself might have taken. Frontier policy is described as if it bore no relation to constitutional changes in Cape Town; local politics are discussed as if the British connection had little relevance. Britain's treatment of the Afrikaners led one of their leaders to style the nineteenth century a 'Century of Wrong.‘ But those sympa- thetic to the British approach have seen in it an attempt to infuse the spirit of British tolerance and justice into Cane society. They explain its contradictions by depicting an imperial power those 'high natives and worthy ends were frustrated by the inadequate resources which could be spared for the resolution of Cape problems. The material on which this conclusion rests is predominantly that found in official archives in Cape Town and London. A glance at the bibliographies of works by de Kiewiet, Galbraith, Morrell and Macmillan reveals no systematic attempt to study newspapers or other sources to check the accuracy or discover the undertones of official reporting from the Colony. Furthermore, large collections of private correspondence belonging to prominent politicians have recently been made public in Britain. Although often edited of financial or other sensitive items they still raise similar doubts about the comprehend- siveness of Colonial Office despatches. A new assessment of these sources is therefore required. In 1867 Bagehot differentiated between the 'distinguished' and the 'efficient' parts of the British constitution. The former he described as designed to 'excite and preserve the reverence of the population'; the latter as 'those by which it, in fact, works and rules'. This thesis attempts to show that Colonial Office pronouncements on the Cape likewise fall into two categories. Some were intended (again borrowing Bagehot's words) to 'win the loyalty and confidence of mankind'; others to 'employ that homage in the work of governmental. From this it follows that the statements in despatches are not invariably to be trusted, and that some are of greater significance in the interaction of Cape and British politics than others. The private correspondence helps us to differentiate. It also shows the Colonial Office less as a place where policy was made and more as one where decisions taken by Mini- sters were translated into a form understandable to governors and acceptable to the British public. The thesis called "The Development of Territorial Structure of Public Administration in the Czech Republic" deals with analysis of the actual territorial structure of municipal governance using identified criteria. It is refered here to the most serious flaws within the organization of individual territorial units. The main aim of this thesis is to find consensus between different views on reform of territorial administration including introduction of measures that might help to solve the flaws of the mentioned actual state of the territorial structure. In this thesis there is original approach especially to the cathegory of municipality with authorized municipal office which by both the Ministry of the Interior, as well as most of the cited experts suggest to abolish completely. For the more detailed description of the issue the thesis gives an overview of the development of individual territorial units since 1848.
