Forms, fields and forces : an exploration of state governance of the creative industries in South West England

This thesis explores the forms, fields and forces that relate to state governance of ‘the creative industries’ in South West England (1997-2010). Focusing on regional agencies that were involved in delivering Labour’s agenda for a ‘creative economy and elements of Creative Britain (DCMS et al., 2008), questions of multi-scalar governance, spatial-temporal ‘fix’ and re-scaling state space (Goodwin et al, 2005; Jessop, 2007) are examined. Despite the reported economic importance of ‘the creative industries’ (The Work Foundation, 2007), ‘joined up’ governance at the regional scale proved difficult to manage. A congested and turbulent institutional landscape at national and regional level was compounded by lack of fit between cultural and economic policies (Jayne, 2005; O’Connor, 2007; Pratt, 2005). Towards the end of Labour’s rule, Government fiscal reform and economic recession further threatened both economic and cultural 'state spaces' (Brenner, 2004) and by mid 2010 the regional experiment was over. Using a multi-level and in-depth case study approach, the thesis looks at how ‘historically specific configurations of state space are produced and incessantly reworked’ (Brenner, 2004: 76). Following discourse on ‘new state space’ (Jones and Jessop, 2010), a political geography of a state landscape is explored. Of particular significance, and highlighting the problematic interface between the economic and cultural spheres, are Culture South West, South West Screen and the South West Creative Economy Partnership. An argument is made that state bodies are both reactive and proactive mediators, whose ‘imaginaries of power’such as ‘the creative industries’, are hegemonic devices that evolve over time and space. Whether intentional or serendipity, the effects of structural and processual inter-relations are occasional ‘moments’ (Jones, 2009a) of coherence when governance success prevails. These moments are critical to state bodies for (re)producing hierarchies, (re)affirming power relations and (re)aligning political goals.

The principle of subsidiarity and its application to the state governance and local self-government / Subsidiarumo principas ir jo taikymas valstybės valdymui ir vietos savivaldai

The dissertation analyzes the subsidiarity principle as one of the key methods of social performance of modern jurisprudence, protection of human rights, social harmony, state governance and self-government. The dissertation presents the evolution of the concept of subsidiarity, analysis of the meanings of its use to enable the understanding of subsidiarity as an ethical and social value, which is important in shaping the value orientations, in further development of the social state, improving the efficiency of institutional system management, protection of individual rights and their effective implementation in the state organization. The dissertation analyzed the European Union legislation and documents of institutions important for the understanding of the concept of subsidiarity and its practical application, by demonstrating how through the application of this principle the competences of the institutions of the European Union and national authorities are identified and, based on the principle of decision making in the lowest link of the management chain (closest to the citizens) the state distributes authorisations for the institutions of the different management level (national, regional or local). Disertacijoje pateikiama subsidiarumo sampratos raida, jo vartojimo reikšmių analizė, leidžianti subsidiarumą suvokti kaip etinę ir socialinę vertybę, kuri yra svarbi formuojant vertybines nuostatas, toliau plėtojant socialinę teisinę valstybę, didinant institucinių sistemų valdymo efektyvumą, asmens teisių saugos ir jų įgyvendinimo veiksmingumą valstybės organizacijoje. 普丁時期俄羅斯的社會福利改革 / Russian social welfare reform in the putin era

本文探討俄羅斯的社會福利改革過程。透過說明俄羅斯社會福利制度改革模式的選擇,解釋影響改革的因素,具體描述了蘇聯解體以來的俄羅斯福利制度改革過程,特別是普丁政府的改革策略。討論主題為俄羅斯的福利制度改革模式為何?影響俄羅斯福利制度改革的因素有哪些?何以普丁政府得以克服阻礙推動福利制度改革? 本文套用Esping-Andersen的分類法來分析俄羅斯的福利模式,發現俄羅斯福利制度轉型採用自由模式作為改革方法。至於普丁政府何以克服困難進行福利制度改革,本文從經濟、政治和國家治理三個角度分析之,發現國家治理能力的改善是普丁政府得以推動福利改革的重要原因。 / This study aims at exploring the process of social welfare reform in Russia. To fulfill this goal, the author describes the pattern and factors of reform during the Post-Soviet era with a specific focus on the Putin government's policy. The main subjects of the study are the pattern of reform, the factors contributing to reform, and the Putin government’s reform strategy. By applying Esping-Anderson’s classification of welfare reform to Russia, the author finds that the Russian government has taken a liberal approach to reform. The thesis analyzes Putin government's reform policy from three perspectives, economy, politics, and state governance, and concludes that the improvement of state governance plays the main role in advancing Russian social welfare reform.

Il lavoro si propone di rendere conto del ruolo dell’associazionismo di auto-mutuo aiuto (self-help) nel contesto del modello di welfare regionale lombardo, il “quasi mercato”. Questa forma associata vive una nuova stagione di sviluppo e dimostra di essere una delle risposte possibili ai recenti mutamenti dei sistemi di welfare, soprattutto in un contesto socio-demografico caratterizzato dall’invecchiamento della popolazione, dalla riduzione dei componenti delle famiglie e dal prevalere di malattie croniche e di disabilità. L’associazionismo di auto-mutuo aiuto si dimostra una delle risorse emergenti della società civile, capace di trasformare soggetti passivi e marginalizzati in cittadini attivi e responsabili; è più difficile capire quale sia il suo ruolo all’interno della governance locale, in termini di partecipazione. La ricerca presenta un quadro complesso, in cui il self-help riesce a promuovere innovazioni capaci di divenire risorse per il territorio locale, ma anche una certa incapacità di essere valorizzate presso le istituzioni locali, in ragione della fragilità istituzionale di cui soffre ancora questo tipo di associazionismo. / Purpose of the present study is to explain the role played by self-help associations within the Lombardia regional welfare model, the so-called ‘quasi-market’. Such associative forms are undergoing a whole new deal of development and prove to be one of the possible answers to the recent changes typical of the welfare systems, especially in a socio-demographic context characterized by ageing processes, decrease in the number of family members, prevailing of chronic diseases and disabilities. Self-help associations prove to be one of the resources emerging from civil society, able to transform passive subjects into active and responsible citizens. However, it is still difficult to understand what role they play in the local governance, in terms of participation. Major finding of the research is a complex picture, where self-help associations are able, on the one hand, to encourage innovations able in their turn to become resources for the local communities; on the other hand, they still show a certain inability to be fully appreciated by the local institutions because of the institutional fragility that still characterize these specific associations.

Ibn Bádždža: Řízení osamoceného / Ibn Bājja: The Governance of the Solitary

The focus of the thesis is an explanation of specifics of Ibn Bâjja's political philosophy as it is presented in his most famous writing The Governance of the Solitary (Tadbír al-mutawahhid). The thesis should introduce how is Ibn Bâjja's thinking based on work of ancient authors and what are its foundations. This is the reason why it will be necessary to look into al-Fārābī and his political philosophy, however, it will be also important to see how much is Ibn Bâjja's work influenced by thinking of Plato's and Aristotle's politically oriented writings. Despite the historical aspect of the thesis, it will be crucial to show possible parallels to contemporary political thinking and the status of philosopher/intellectual in society. A part of the thesis is also Czech translation of the first chapter of The Governance of the Solitary focusing on two fundamental concepts of Ibn Bâjja's philosophy - "governance" and "solitary".

This dissertation focuses on continuity and change in a local knowledge culture, the nursing teacher education in Stockholm, during the years between 1958 and 1999, with a strong emphasis on conceptions of knowledge and learning. Concepts of analysis come from Basil Bernstein, Ludwik Fleck, Reinhart Koselleck and gender theory. The study is based on archived documents and interviews with nursing teacher educators. The results show continuity as well as change of the knowledge culture. The first period, 1958-1974, shows continuity in relation to the space of experience. Methodical knowledge is important. The second time period, 1975-1978, is characterized by great changes, starting with a distinct break when prior conceptions and values are discarded. The focus on important, external knowledge of the earlier period is replaced by the conception that the human being and her inner abilities and characteristics are the most important resources for the profession. Conceptions and values are not completely abandoned during the last time period, 1979-1999. Values connected to personality development remain, but new values appear as a consequence of state governance towards research basis. The spirit of time, new co-workers, changed state governance, the ideological characteristics of values as well as a female dominance within the education allow an understanding of the great change in conceptions and values in the middle of the 1970’s.  A stable staff of nursing teacher educators, the specific ideological and gender coded features of the values and a traditional distinctiveness and separation from other teacher education programs allow an understanding of the stability of the personality development element. The male gender coding of the content during the first period could be understood by the influence of physicians on the education, state governance towards education technology and harmony with the space of experience. During the whole of the studied time period, there are female coded conceptions regarding the work of the nursing teacher educators; collectivity, emphasis on practical action and control of - closeness to the student group. / När praktikgrundad kunskap möter högskolan
