Previous issue date: 2006-10-10 / This study intends to discuss the process of production and dissemination of the technological information, aiming at its role as innovation propeller in the business organizations as well as its importance concerning competitiveness. Generated because of scientific and technological productions, technological information tends to highlight this production while it can cause the approach of the productive section companies as well as generate institutions of that knowledge, attracting investments and stimulating the production of innovations. Previous issue date: 2017-11-30 / Conselho Nacional de Desenvolvimento Cient?fico e Tecnol?gico (CNPq) / O objetivo desta pesquisa ? compreender como as incubadoras de empresas de base tecnol?gica desenvolvem seu processo de incuba??o ? luz da gest?o de projetos. A fim de cumprir o objetivo da pesquisa o estudo adotou uma abordagem qualitativa atrav?s de uma estrat?gia de estudo de casos m?ltiplos. Os dados foram coletados por meio de documentos e entrevistas semiestruturadas com os gestores de quatro incubadoras de empresas. A partir da revis?o de literatura foi delineado um quadro conceitual que possibilitasse classificar as incubadoras de empresas na tipologia geracional, identificar como desenvolvem seu processo de incuba??o e identificar as ?reas de conhecimento em gerenciamento de projetos adotadas pelas incubadoras no desenvolvimento do seu processo de incuba??o. Os dados da pesquisa mostram que as quatro incubadoras de empresas estudadas se classificam na tipologia de incubadoras de empresas de segunda gera??o. A oferta de servi?os destas incubadoras se resume em servi?os de estrutura f?sica e tecnol?gica e servi?os de suporte empresarial. Esses resultados s?o coerentes com a afirma??o de Lalkaka (2001 a) em rela??o a que este modelo de incubadoras de empresas ainda prevalece nos pa?ses em desenvolvimento. Esta pesquisa, corroborou que as incubadoras de empresas desenvolvem seu processo de incuba??o conforme as diretrizes do modelo CERNE. Esses resultados explicam e justificam a sua ado??o, lembrando que esse modelo foi desenvolvido com o intuito de disponibilizar boas pr?ticas de gest?o e ajudar ?s incubadoras de empresas do Brasil a se alinhar com o conceito de incubadoras de terceira gera??o. Foram encontradas evid?ncias que indicam que as incubadoras adotam as ?reas de conhecimento em gerenciamento de projetos, destacando gerenciamento da integra??o, escopo, tempo, comunica??es, recursos humanos e qualidade. O gerenciamento de custos e partes interessadas foi parcialmente identificado nas quatro incubadoras. Quanto ao gerenciamento de riscos e das aquisi??es n?o se encontrou evid?ncias que permitissem identificar a ado??o dessas ?reas de conhecimento nas incubadoras das empresas estudadas. E, por fim, conclui-se como verdadeira a declara??o te?rica desta pesquisa que afirma que as incubadoras de empresas de base tecnol?gica adotam as ?reas de conhecimento de projetos para desenvolver o seu processo de incuba??o de empresas. / The aim of this research is to understand how incubators of technology-based companies develop their incubation process in the light of project management. In order to meet the research goal, the study adopted a qualitative approach through a multiple case study strategy. The techniques of data collection used were documents and semi-structured interviews with the managers of four business incubators. From the literature review, a conceptual framework was designed to classify Business Incubators in the generational typology, to identify how they develop their incubation process and to identify the areas of knowledge in project management adopted by the incubators in the development of their incubation process. The evidence allowed classifying the four Business Incubators in the typology of second generation of BI. The services offered by these incubators are summarized in services of physical and technological structure and business support services. These results are consistent with Lalkaka's (2001a) statement that this incubator model still prevails in developing countries. This research corroborated that incubators of companies develop their incubation process according to the guidelines of the CERNE model. The evidence confirms that the incubators studied are homogeneous and do not show great differences in how to develop their incubation process. These results explain and justify the adoption of the CERNE model by the incubators to develop their incubation process, noting that this model was developed with the aim of providing good management practices and helping incubators of Brazilian companies to align with the concept of third generation incubators. We found evidence that incubators adopt the areas of knowledge in project management, emphasizing integration management, scope of time, communications, human resources and quality. The management of cost and stakeholders were partially identified. No evidence was found regarding the adoption of risk management and procurement management. Finally, it concludes as a truth to the theoretical statement of this research, which states that incubators of technology-based companies adopt the areas of project management in their incubation process

regulamenta??o da pol?tica institucional de propriedade intelectual e inova??o tecnol?gica da
Universidade Federal dos Vales do Jequitinhonha e Mucuri (UFVJM). Com o advento do
marco regulat?rio de ci?ncia, tecnologia e inova??o (Lei n? 13.243/2016), o qual alterou a lei
de inova??o em vigor (Lei n? 10.973/2004), as chamadas Institui??es Cient?ficas,
Tecnol?gicas e de Inova??o (ICTs), caso da UFVJM, foram desafiadas no sentido de instituir
a sua pol?tica de inova??o, consoante ?s diretrizes e objetivos legalmente estabelecidos. Nessa
perspectiva, este estudo tem como objetivo geral propor considera??es que possam contribuir
para o debate junto ? comunidade universit?ria visando o aperfei?oamento do marco
regulat?rio das pol?ticas de propriedade intelectual e inova??o tecnol?gica da UFVJM.
Visando alcan?ar esse prop?sito, foram estabelecidos como objetivos espec?ficos aferir a
conformidade da regulamenta??o das pol?ticas de propriedade intelectual e inova??o
tecnol?gica da UFVJM com a Lei n? 10.973/2004 e discutir sua rela??o com as principais
quest?es tratadas no escopo metajur?dico deste trabalho; e avaliar a compatibilidade entre a
regulamenta??o das pol?ticas de propriedade intelectual e inova??o tecnol?gica da UFVJM
com as necessidades dessa universidade, tendo como base o Plano de Desenvolvimento
Institucional- PDI da institui??o. Nesse sentido, metodologicamente esta pesquisa ?
descritiva, com vi?s bibliogr?fico e documental, efetivada em livros, revistas, artigos e
p?ginas da internet. A pesquisa bibliogr?fica, que fundamenta este estudo, foi desenvolvida
com a contribui??o de diversos autores, precipuamente no referencial te?rico denominado
Escopos Jur?dicos e Metajur?dicos. Por sua vez, a pesquisa documental foi realizada tendo
como alicerce a Constitui??o da Rep?blica Federativa do Brasil de 1988, Lei n? 9.279/1996,
Lei n? 9.394/1996, Lei n? 10.973/2004, Lei n? 17.348, de 17 de janeiro de 2008 (lei mineira de
inova??o), Delibera??o da Funda??o de Amparo ? Pesquisa do Estado de Minas Gerais
(Fapemig) n? 72, de 13 de agosto de 2013, Lei n? 13.243/2016 e resolu??es da UFVJM.
Concluiu-se pela necessidade de a UFVJM regulamentar a sua pol?tica de propriedade
intelectual e inova??o tecnol?gica, de forma integral em um ?nico documento. Ponderou-se
ainda que a constru??o e regulamenta??o de tais pol?ticas levem em considera??o as principais
necessidades da UFVJM dispostas em seu Plano de Desenvolvimento Institucional (PDI). Por
fim, recomenda-se que a regulamenta??o de tais pol?ticas busque fomentar e consolidar o
desenvolvimento socioecon?mico da regi?o de abrang?ncia da UFVJM. Dessa forma, espera-se
que este trabalho possa contribuir para o desenvolvimento cient?fico, tecnol?gico e

institutional policy of intellectual property and technological innovation of the Federal
University of the Jequitinhonha and Mucuri Valleys (UFVJM). With the advent of the
regulatory framework for science, technology and innovation (Law n? 13.243 / 2016), which
amended the current innovation law (Law 10.973 / 2004), the so-called Scientific,
Technological and Innovation Institutions (ICTs) in the case of the UFVJM, were challenged
in order to establish their innovation policy, according to legally established goals and
guidelines. In this perspective, this study has as general objective to propose considerations
that can contribute to the debate with the university community aiming at perfecting the
regulatory framework of the intellectual property policies and technological innovation of the
UFVJM. In order to achieve this purpose, it was established as specific objectives to verify
the compliance of the regulation of intellectual property policies and technological innovation
of UFVJM with Law 10,973 / 2004 and discuss its relationship with the main issues addressed
in the metajuridic scope of this work; and to evaluate the compatibility between the regulation
of intellectual property policies and technological innovation of UFVJM with the needs of
that university, based on the Institutional Development Plan - PDI of the institution. In this
sense, methodologically, this research is descriptive, with a bibliographic and documentary
bias, carried out in books, magazines, articles and internet pages. The bibliographical
research, which bases this study, was developed with the contribution of several authors,
mainly in the theoretical framework called Juridical and Metajuridic Scopes. On the other
hand, documentary research was carried out with the foundation of the Constitution of the
Federative Republic of Brazil of 1988, Law 9,279 / 1996, Law 9,394 / 1996, Law 10,973 /
2004, Law 17,348, of January 17, 2008 (Mining Law for Innovation), Determination of the
Foundation for Support of Research of the State of Minas Gerais (Fapemig) n? 72, of August
13, 2013, Law n? 13.243 / 2016 and resolutions of the UFVJM. It was concluded by the need
for the UFVJM to regulate its policy of intellectual property and technological innovation, in
an integral form in a single document. It was also pointed out that the construction and
regulation of such policies take into account the main needs of the UFVJM set forth in its
Institutional Development Plan (IDP). Finally, it is recommended that the regulation of such
policies seek to foster and consolidate the socioeconomic development of the UFVJM's
region. Thus, it is expected that this work can contribute to the scientific, technological and
intellectual development of this federal institution of higher education.

Neste cen?rio, estabeleceu-se como objetivo desta disserta??o a an?lise da capacita??o tecnol?gica na firma e proposi??o de diretrizes para constru??o de modelo para gest?o tecnol?gica, de modo a fortalecer a empresa frente ? concorr?ncia e os mercados
setoriais. As contribui??es deste estudo constituem em: 1) identifica??o de recursos
estrat?gicos para capacita??o tecnol?gica; 2) levantamento de processos de tomada de
decis?o para aquisi??o e aprendizagem tecnol?gica; e 3) avalia??o das pr?ticas e formas de gest?o e, ent?o, indica??o de um modelo de refer?ncia para gest?o tecnol?gica da firma. Para estruturar este trabalho, foi elaborado um modelo de pesquisa a partir da
revis?o da literatura de competitividade da agroind?stria brasileira e das abordagens
te?ricas de capacita??o e gest?o tecnol?gica das firmas. O m?todo utilizado na pesquisa
de campo foi o explorat?rio e qualitativo com estudo de caso ?nico. Ressalta-se que o
modelo da pesquisa ? apresentado como uma contribui??o da disserta??o e poder? servir
a futuras investiga??es. Os resultados deste trabalho constituem uma contribui??o para
determina??o de condi??es para efici?ncia din?mica da agroind?stria. Concluiu-se que a
empresa sucroalcooleira estudada deve formalizar um processo para defini??o de sua
estrat?gia tecnol?gica, direcionado aos mercados industriais, assim como, manter uma
estrutura para gest?o tecnol?gica. Para isso ? proposto um modelo de capacita??o e de
gest?o tecnol?gica, com vis?o dos recursos tecnol?gicos da firma, considerando seu
posicionamento nas cadeias produtivas e de suprimento em que est? inserida. Espera-se
que o estudo de caso do problema em uma empresa possa servir como refer?ncia a
outras empresas agroindustriais e a novas pesquisas sobre o tema. ABSTRACT: The opening of Brazilian economy made the sugar and alcohol industries undertake the reorganization process of their productive structures aiming to increase their competency in product differentiation and in productive and market diversification in order to face the incitement of competition. Considering this scenario, the purpose of
the dissertation is to analyze technological qualification in the company and to suggest
policies for the construction of a model of technological management in order to reinforce the company so that it becomes able to face the competition and the setorial
markets. The contributions of this chapter are: 1) identification of the strategic resources for technological qualification; 2) survey of decision making processes for technological acquisition and learning; and 3) evaluation of practices and management means and, therefore, indication of a reference model for technological management of the company. To structure this work, a research model was elaborated taking into account the revision of literature regarding the competitiveness of Brazilian agroindustry as well as theoretical approaches of technological qualification and management of companies.The method used on the field research was an exploratory and qualitative one based on the study of only one case. It is emphasized that the research model is presented as a contribution acquired from the dissertation and that it can be used for investigations in
the future. The results of this work constitute a contribution for the determination of conditions for dynamical efficiency of the agroindustry. The conclusion is that the sugar and alcohol company studied should formalize a process for definition of its technological strategy aiming the industrial market, as well as to maintain a structure for technological management. For this, it is proposed a model of qualification and technological management, considering the technological resources of the company and its position on the productive and supply chains in which it is inserted. It is believed that the case study of the problem in one company can be used as reference by other agroindustrial companies and by new researches on this theme

competi??o e a necessidade de novos produtos (bens e servi?os), resultando na crescente
preocupa??o das organiza??es no desenvolvimento de avan?os tecnol?gicos, econ?micos e
sociais. O presente trabalho objetiva apresentar um panorama global do desenvolvimento das
tecnologias relacionadas ? energia e?lica e projetar suas tend?ncias. Para conduzir esta
pesquisa, faz-se (i) a revis?o bibliogr?fica sobre inova??o tecnol?gica, m?todos de prospec??o
tecnol?gica e fundamentos da energia e?lica; (ii) a an?lise de patentes, apresentando o
panorama atual da tecnologia estudada, por meio da busca de informa??es em bancos de
patentes; e (iii) a elabora??o do mapa da evolu??o tecnol?gica dos aerogeradores e constru??o
da tend?ncia futura a partir de informa??es da literatura e not?cias do setor estudado. A etapa
(ii) permitiu o estudo de 25.644 patentes entre os anos 2003 a 2012, no qual os EUA e China
lideram o ranking de depositantes e a empresa americana General Electric e a japonesa
Mitsubishi apresentam-se como os maiores detentores da tecnologia e?lica. A etapa (iii)
analisou e identificou que a maioria das inova??es apresentadas na evolu??o tecnol?gica da
energia e?lica s?o inova??es incrementais de produto para o mercado. A proposta de
tend?ncias futuras mostra que os aerogeradores do futuro tendem a ser de eixo horizontal,
s?ncrono, com a nacele mais alta que 194m e de di?metro do rotor superior a 164m, possuindo
gera??o superior a 7,5MW. Os materiais utilizados nas p?s ser?o novos materiais com
caracter?sticas de baixa densidade e alta resist?ncia. As torres est?o com tend?ncia h?brida de
materiais, aliando o a?o ao concreto. Essa disserta??o busca cobrir a lacuna existente na
academia sobre a utiliza??o de t?cnicas de prospec??o tecnol?gica para o setor de energia
e?lica, por meio do reconhecimento de que utilizar-se da an?lise de patentes, an?lise de

melhora da efici?ncia e efic?cia da gera??o de energia e?lica / The acceleration of technological change and the process of globalization has intensified
competition and the need for new products (goods and services), resulting in growing concern
for organizations in the development of technological, economic and social advances. This
work presents an overview of the development of wind energy-related technologies and
design trends. To conduct this research, it is (i) a literature review on technological
innovation, technological forecasting methods and fundamentals of wind power; (ii) the
analysis of patents, with the current technology landscape studied by means of finding
information in patent databases; and (iii) the preparation of the map of technological
development and construction of wind turbines of the future trend information from the
literature and news from the sector studied. Step (ii) allowed the study of 25 644 patents
between the years 2003-2012, in which the US and China lead the ranking of depositors and
the American company General Electric and the Japanese Mitsubishi stand as the largest
holder of wind technology. Step (iii) analyzed and identified that most of the innovations
presented in the technological evolution of wind power are incremental product innovations to
market. The proposed future trends shows that the future wind turbines tend to have a
horizontal synchronous shaft, which with the highest diameter of 194m and 164m rotor
nacelle top, the top having 7,5MW generation. The materials used for the blades are new
materials with characteristics of low density and high strength. The towers are trend with
hybrid materials, uniting the steel to the concrete. This work tries to cover the existing gap in
the gym on the use of technological forecasting techniques for the wind energy industry,
through the recognition that utilize the patent analysis, analysis of scientific articles and
stories of the area, provide knowledge about the industry and influencing the quality of
investment decisions in R & D and hence improves the efficiency and effectiveness of wind
power generation

Este estudo tem como objeto a forma??o inicial de professores. Delimitamos o seguinte problema de pesquisa: Quais as percep??es, fatores divergentes e convergentes entre esses cursos que formam os professores e sua contribui??o no desenvolvimento profissional e na constru??o das dimens?es pedag?gica, did?tica, tecnol?gica e cient?fica no Brasil e em Portugal? Especificamos como objetivo geral: Estudar, em uma perspectiva comparativa, os cursos de forma??o inicial de professores do Brasil e de Portugal, tendo em vista o desenvolvimento profissional e a import?ncia das dimens?es pedag?gica, did?tica, tecnol?gica e cient?fica. Os procedimentos te?ricos e metodol?gicos norteiam-se na pesquisa qualitativa/quantitativa. Como instrumentos e t?cnicas de pesquisa utilizamos: observa??o, question?rio e a entrevista semiestruturada. Fundamentamo-nos em autores, tais como: Freire (1996); Garc?a (1999); Ramalho, Nu?ez e Gauthier (2004); Houssaye (2004); Pintassilgo e Oliveira (2013); Shulman (2005); Saviani (2008); N?voa (1997); entre outros. Realizamos um estudo do tipo comparativo, com apoio dos documentos oficiais, Leis, Decretos, Pareceres e literatura especializada sobre forma??o de professores. Procedemos ? an?lise seguida de momentos de reflex?es, que propiciaram melhor compreens?o das duas realidades. Assim, defendemos como tese de trabalho, que o Curso de Pedagogia no Brasil e os Mestrados Profissionais em Portugal, como modelos formativos de professores, devem ter como base de conhecimento as dimens?es pedag?gica, did?tica, tecnol?gica e cient?fica, concebidas como refer?ncias orientadoras das pr?ticas educativas dos professores da Educa??o Infantil e dos anos iniciais do Ensino Fundamental, promovendo o desenvolvimento profissional docente e avan?os qualitativos para a Educa??o B?sica. Os resultados da pesquisa apontaram diferen?as e semelhan?as entre os cursos de forma??o de professor, no Brasil e em Portugal. Na forma??o inicial em Portugal h? o predom?nio das dimens?es pedag?gica e cient?fica, em detrimento da did?tica e tecnol?gica. Inclusive, os professores consideram oportuno uma reestrutura??o do curr?culo para aprimorar a utiliza??o das TICs. No Brasil, h? maior relev?ncia nas dimens?es pedag?gica e did?tica, desfavorecendo a tecnol?gica e cient?fica. Os professores e os alunos especificam a necessidade de melhor sistematiza??o do curr?culo para que sejam vivenciadas essas quatro dimens?es. Portanto, nas duas realidades estudadas, as dimens?es n?o est?o sendo trabalhadas de forma equilibrada, o que dificulta o direcionamento de uma forma??o que favore?a, no desenvolvimento profissional docente. No entanto, nos ?ltimos anos, houve a expans?o das fun??es, da ?rea de atua??o; melhoria na oferta de disciplinas; acr?scimo da carga hor?ria das atividades e reformula??o da matriz curricular. Sugerimos que a UEMA e a ESELx repensem a atual forma??o inicial, superem o distanciamento entre teoria-pr?tica e reestruturem o curr?culo, atualizando as dimens?es pedag?gica, did?tica, tecnol?gica e cient?fica, fundamentais para a forma??o do professor, que ensina e educa na escola do s?culo XXI. / In this study, entitled "The pedagogical, didactic, technological and scientific dimensions that training and professional development of teachers in Brazil and Portugal", we discuss in which perspective these courses are forming and contributing to the development of professional teaching, in order to experience those dimensions in a balanced way, aiming to qualify the pedagogical practice in the context of the 21th century. The center of this study is teachers? initial formation. We have defined the following research problem: What are the perceptions, divergent and convergent factors among these initial training courses for teachers, and their contributions relating to professional development and construction of the pedagogical, didactic, technological and scientific dimensions in Brazil and Portugal? Our main objective is analyzing with comparative basis the initial training courses for teachers in Brazil and Portugal, considering professional development and the importance of pedagogical, didactic, technological and scientific dimensions. The theoretical and methodological procedures are guided by qualitative and quantitative research. As instruments and research techniques we have used field observation, questionnaires and semi-structured interviews. We have based ourselves on authors such as Freire (1996); Franco, Lib?neo and Pimenta (20007); Garcia (1999); Ramalho, Nu?ez and Gauthier (2004); Houssaye (2004); Pintassilgo and Oliveira (2013); Shulman (2005); Saviani (2008); N?voa (1997); among others. We have conducted a study according to comparative methodology, by using official documents, laws, decrees, opinions and specialized literature on teacher training. After analyzing those and followed by a reflection period, which provided better understanding of the two realities. Thus, the thesis we defend, is that the Pedagogical Education University Course in Brazil and the Professional Masters in Portugal, as teacher training models, must be based on knowledge about pedagogical, didactic, scientific and technological dimensions, as guiding references for educational practices of teachers engaged to Early Childhood Education and early years of Primary Education, promoting professional teaching development and qualitative improvements of basic education. The survey results showed differences and similarities between teacher training courses in Brazil and Portugal. Initial training in Portugal counts with predominance of pedagogical and scientific dimensions at the expense of didactic and technological ones, and teachers consider propitious curriculum restructuring to improve utilization of ICT. In Brazil, a greater relevance is given to pedagogical and didactic dimensions; disadvantaging the scientific and technological ones. Teachers and students specify the urge to improve the systematization of the curriculum in order to promote these four dimensions experience. Therefore, for the two realities studied, the four dimensions are not being applied in a balanced way, making it difficult to guide a formation that can promote teachers? professional development in the future. However, in the past years, we have experienced the expansion of functions and action fields, the improvement regarding the disciplines offer, the increasing hours of activities and the reformulation of the study programs. We suggest that the UEMA and ESELx, rethink current initial training, overcome the gap between theory and practice and restructure the study programs by updating pedagogical, didactic, scientific and technological dimensions, which are fundamental to form teachers that are teaching and educating in 21th century schools.

importantes que contribuem para acelerar a melhoria da educa??o profissional e tecnol?gica. A
necessidade de se analisar os processos educativos est? correlacionada com essa din?mica,
visando dar respostas aos processos pedag?gicos e as necessidades inerentes ao mercado de
trabalho em evid?ncia. Nessa pesquisa a tem?tica est? centrada no processo de educa??o voltada
para atividade tur?stica que tem como premissa a melhoria na qualidade dos servi?os, tomando
como par?metro de an?lise o ensino superior tecnol?gico da rede federal de educa??o (IF),
abordando a concep??o, a similaridade e as diverg?ncias nos cursos ofertados, do eixo Turismo,
Hospitalidade e Lazer institu?do pelo Cat?logo Nacional dos Cursos Superiores e Tecnol?gicos
da Secretaria Nacional de Ci?ncias e Tecnologia no Brasil. A pesquisa, tamb?m visa investigar a
concep??o e forma??o destes cursos superiores e busca evidenciar a import?ncia dessa forma??o
para os discentes. A pesquisa ? do tipo qualitativo explorat?rio a partir de levantamentos de
dados nos sites do Minist?rio da Educa??o, adotou-se como procedimento de pesquisa o
question?rio, enviadas aos coordenadores dos cursos via email institucional, para a coleta de
dados, visando obter resultados acerca da Educa??o Tecnol?gica na Rede Federal de Educa??o.
Os resultados da pesquisa evidenciam que a maioria dos cursos oferecidos pelo ensino superior
tecnol?gico da rede federal de educa??o (IF) ? o de Gest?o de Turismo, evidenciamos que essa
op??o ? resultado da facilidade em se montar a estrutura dos cursos em rela??o aos demais; os
professores v?m nessa modalidade de ensino uma op??o mais pr?tica para o discente chegando a
considerar que os cursos passam por um processo de fragilidade, afirmando que a forma??o
reside apenas no interesse do discente na obten??o do diploma do curso superior sem a
preocupa??o com a qualidade dessa forma??o acad?mica, a demanda pelos cursos ocorre por ser
de gradua??o r?pida. Ainda como resultado sobre a concep??o e elabora??o dos Projetos
Pol?ticos Pedag?gicos verificou-se que os mesmos s?o constru?dos na maioria pelo colegiado
muitos deles sem a participa??o de um pedagogo; sobre a perman?ncia do aluno identificou-se
uma alta taxa de evas?o, ocorrendo em alguns campi ? migra??o para a Educa??o Superior
tradicional, o bacharelado em turismo. Deste modo, com este trabalho buscou-se contextualizar
a educa??o superior tecnol?gica em turismo, apresentando a realidade do atual cen?rio, com
intuito de discutir o fen?meno a partir da descri??o realizada por todos os sujeitos e objeto da
pesquisa, cujo conhecimento ? devido a experi?ncia na rede federal de educa??o que foi capaz de
aproximar a ess?ncia da quest?o. / The increasing pace of technological change and innovation in the labor market are important
landmarks that contribute to accelerate the improvement of vocational and technological
education. The need to analyze the educational processes is correlated with this dynamic in
order to respond to the pedagogical processes and inherent to the labor market needs in
evidence. This research theme is centered on targeted education process for tourist activity
that is premised on improving the quality of services, taking as analysis parameter
technological higher education in the federal education network (IF), covering the design,
similarity and the differences in the courses offered, the axis of Tourism, Hospitality and
Leisure instituted by the National catalog Technological Colleges and the National Science
and Technology Department in Brazil. The research also aims to investigate the design and
implementation of these upper and search courses emphasize the importance of training for
students. The research is exploratory qualitative from survey data on the websites of the
Ministry of Education, was adopted as a research procedure the questionnaire sent to
coordinators via institutional email courses, to collect data in order to obtain results about
Technological Education Federal Education Network. The survey results show that most
courses offered by technological higher education in the federal education network (IF) is the
Tourism Management, we noted that this option is the result of the ease in assembling the
structure of the courses in relation to others; teachers have this type of education a more
practical option for students coming to the conclusion that the courses undergo a fragile
process, stating that the formation lies only in the student's interest in obtaining the higher
diploma course without concern for quality this academic background, demand for courses is
by being fast graduation. Even as a result of the design and development of Political and
Pedagogical projects it was found that they are built in the most collegial many of them
without the participation of a pedagogue; about the permanence of the student identified a
high dropout rate, occurring in some campuses to migration to the traditional higher
education, a BA in tourism. Thus, this work aimed to contextualize the technological higher
education in tourism, presenting the reality of the current situation, aiming to discuss the
phenomenon from the description made by all subjects and the research object, knowledge of
which is due to experience the federal education network that was able to bring the essence of
the matter.

Discutiremos alguns aspectos associados ? ado??o de inova??es tecnol?gicas no setor da constru??o civil como estrat?gia do Mercado imobili?rio. A problem?tica desta pesquisa concentra-se em ampliar a compreens?o do uso das inova??es tecnol?gicas na produ??o imobili?ria como um reflexo das mudan?as nos sistemas construtivos e materiais. Pretende-se estudar ent?o a evolu??o no uso de inova??es tecnol?gicas relacionadas com os processos construtivos enquanto diferencial nas estrat?gias utilizadas pelos promotores imobili?rios no munic?pio de Natal entre 1990 e 2010. / In the present the technological innovations must be seen as a competitive strategy of the organizations in the sector of the civil construction. The diffusion of new technologies in this sector is very similar to the applied one in to too many industrial sectors, however, in case of the civil construction, still there happens certain degree of resistance of the wrapped parts. We will discuss some aspects associated to the adoption of technological innovations in the sector of the civil construction like strategy of the offer of the property Market. The problematics of this inquiry is concentrated in enlarging the understanding of the use of the technological innovations in the property production like a reflex of the changes in the constructive and material systems. Leaving from the empirical case and using the established base there is claimed to test the hypothesis of which the process of introduction of technological innovations in the market of the construction follows the logic of increase in value of the property undertakings privileging the undertakings of high standard and located in the most valued districts, with the adoption of materials and the most current and efficient constructive processes. It intends to study then the evolution in the use of technological innovations connected with the constructive processes while differential in the strategies used by the property promoters in the local authority of Natal / RN between 1990 and 2010. For so much there was taken like base the database lifted by QUEIROZ (2012), selecting a representative sample through the stratification of the elements inside the outlined universe, which turned in 83 vertical residential property undertakings investigated, distributed in four administrative regions of the local authority. Finally there is ended which property market of Natal / RN, did not use the moment of strong development in the city to grow and to develop his constructive processes to (innovate), relative of attracting consumers and even obtaining bigger profits in the property undertakings, in other words, they did not use the technological innovation as strategy in the offer of his property products

Previous issue date: 2015-02-27 / The use of Information and Communication Technologies (ICT) has been instrumental in the ongoing development of organizations, particularly governments. The use of ICT has hallenged governments to adapt to this new feature, in which different levels of government and society as a whole are connected. The use of these technologies allows governments to act efficiently, effectively and transparently. In Brazil, the adoption and implementation of e-government is still new and so the offer of services in government portals is something that has been put in place in recent years. For the government is aligned with the interests of the population is the constant monitoring and evaluation of these services is necessary. Thus, this work is to answer the following question: What is the level of quality perceived by e-Service users offered by portals of the West of Paran? municipalities? To answer it a literature review was performed identifying the existing quality assessment approaches in government. We adopted the Service Quality Model in Electronic Government (e-GovQual) developed by Papadomichelaki and Mentzas (2012). We used a quantitative approach to research, through an exploratory survey applied in western Parana municipalities. The results contributed to the development of e-government theme, especially in western Paran?. It also identified the profile of users and noted that the adoption of e-government services in these municipalities, is under implementation and the evaluation of services offered not to the satisfaction occurs. / A utiliza??o das Tecnologias de Informa??o e Comunica??o (TIC) tem sido fundamentais para o constante desenvolvimento das organiza??es, sobretudo dos governos. O uso das TIC tem desafiado os governos a se adaptarem a esta nova caracter?stica, na qual diferentes n?veis da administra??o e da sociedade como um todo est?o conectados.A utiliza??o destas tecnologias permite que os governos atuem de forma eficiente, eficaz e transparente.No Brasil, a ado??o e implementa??o do governo eletr?nico ainda ? recente e por isso a oferta de servi?os nos portais governamentais ? algo que vem sendo colocado em pr?tica nos ?ltimos anos. Para que o governo esteja alinhado com os interesses da popula??o se faz necess?rio o acompanhamento e avalia??o constantes destes servi?os. Neste sentido, este trabalho vem responder a seguinte quest?o:Qual o n?vel de qualidade percebido pelos usu?rios de e-Servi?os oferecidos pelos portais de munic?pios do Oeste do Paran?? Para respond?-la uma revis?o de literatura foi realizada identificando-se as abordagens de avalia??o de qualidade existentes em governo. Adotou-se o modelo de Qualidade de Servi?os no Governo Eletr?nico(e-GovQual), desenvolvido por Papadomichelaki e Mentzas (2012). Utilizou-se uma abordagem quantitativa de pesquisa, por meio de uma survey explorat?ria aplicada em munic?pios do oeste do Paran?. Os resultados obtidos contribu?ram para o desenvolvimento do tema governo eletr?nico, sobretudo na regi?o Oeste do Paran?.Al?m disso, identificou-se o perfil dos usu?rios e observou-se que a ado??o dos servi?os no governo eletr?nico nesses munic?pios,encontra-se em fase de implanta??o e que a avalia??o dos servi?os oferecidos n?o ocorre a contento.

Previous issue date: 2008-04-28 / The objective of this dissertation is to investigate the technological development process which
took place at Novartis Bioci?ncias S.A., at its Pharmochemical Plant in Resende-RJ. Following
the corporative strategy, the plant went through a huge technological structure build-up process
and started to play a key role in the Global Supply chain as Resende facility took over the
production of four intermediate steps of the company s main pharmaceutical ingredient,
exporting two of these steps. This is an atypical situation in the current Brazilian pharmaceutical
scenery, as importation is really remarkable in this sector. A study case was established on this
situation and the field research method was based on guided interviews with professionals of the
Finance, Engineering and Production areas who actively took part in the development process.
Among the observed difficulties regarding innovative activities, the ones related to infrastructure,
specialized service and labor qualification stood out. The low standard level of
Brazilian international marketing as well as the low investment towards research and
development in the pharmaceutical area show how important Novartis initiative is. Not only
because of the social and economical benefits observed, such as production volume increase,
creation of new jobs and increase of quality standards, but also due to the chance of technological
background development of the national industry. At last, it is also important to mention the
fundamental participation of public authorities who made the country a lot more attractive to
investments at the described level, resulting in changes in the direct foreign investment policy. / O objetivo geral nesta disserta??o consiste em investigar o processo de capacita??o tecnol?gica
ocorrido na empresa Novartis Bioci?ncia S.A., em seu estabelecimento de Produ??o
Farmoqu?mica localizado na cidade de Resende, no estado do Rio de Janeiro. Atrav?s da
estrat?gia corporativa, a planta sofreu um amplo processo de reestrutura??o tecnol?gica,
tornando-se uma planta chave no abastecimento da cadeia produtiva do grupo em n?vel global,
assumindo a produ??o e exporta??o de etapas do principal f?rmaco da companhia. Por tratar-se
de uma situa??o at?pica ao que ocorre com as grandes empresas transnacionais do ramo
farmac?utico instaladas no Brasil, sendo o mercado nacional fortemente marcado pelo alto n?vel
de importa??o de produtos farmac?uticos e farmoqu?micos, foi elaborado um estudo de caso. A
metodologia da pesquisa de campo baseou-se em entrevistas estruturadas com profissionais dos
Departamentos de Produ??o, Engenharia e Finan?as, que participaram ativamente do processo.
Entre os obst?culos observados em atividades inovativas, destacaram-se aqueles ligados ?
desqualifica??o da infra-estrutura de servi?os especializados e m?o-de-obra de opera??o. O baixo
padr?o de especializa??o do com?rcio exterior brasileiro, aliado ao baixo n?vel de investimentos
direcionados para inova??es do setor farmac?utico no pa?s justificam a import?ncia deste tipo de
investimento, primeiro, pelos benef?cios sociais e econ?micos observados atrav?s da atividade de
exporta??o (aumento significativo da produ??o anual, n?mero de empregados, padr?o de
qualidade e competitividade, entre outros) e, segundo, pela oportunidade de absor??o de knowhow
em novos processos para o setor industrial brasileiro. Finalmente, constatou-se a
