The experience of the consultant as container in a group relations training event with specific reference to the Robben Island Diversity Experience (RIDE)

Consulting to the RIDE from a systems psychodynamic stance is different from other group relations training events. Consultants found it difficult to take up their roles as consultants and containers. They were not prepared for the impact of the island on the event and especially on themselves as consultants. The consultants had to work harder to contain their own feelings and anxieties in order to take up their roles. The symbolically laden setting of the RIDE predetermined that the diversities of race and gender were worked with while other diversities were largely ignored. During the RIDE, the consultants felt more anxious, fearful and inhibited. The consultants had to provide containment for the event as a whole, for the group and their fellow consultants as well as for themselves. The problem of authority in democratic schooling

Educational authority in a situation where schooling is democratised is explored. The bases of authority such as social order, legal authority, knowledge, moral values and societal structures are established. The role of authority in education relationships and in the realisation of the educational aim is researched in order to attempt formulating criteria for accountable authority. The basic tenets of democracy that included aspects such as involvement, consultation, communication and reflective decision making are explored. Since fundamental human rights is a critical issue and precondition for a democracy, a focus on Chapter Two of the Constitution of the Republic of South Africa is related to the research. Attention is also given to the hierarchical school structure and the rights and responsibilities of those involved in this structure. Through an extensive literature study and a qualitative analysis of the responses to a questionnaire, conclusions are reached and recommendations made. / Educational Studies / M. Ed. The role of the Gauteng Education and Training Council in education policy-making

In the new democratic dispensation, the Gauteng Education and Training Council (GETC) is the first statutory council instituted in South Africa, allowing civil society to participate in education policy-making. Against this background, this study explored the policy process and the participation of stakeholders. A literature study investigated the theory on policy and the participation of civil society in the policy process. The inception of the GETC was fully documented and a qualitative study undertaken to determine the role of the GETC in education policy-making. Data gathering was done mainly through semi-structured interviews with GETC members. The data was analysed, discussed and synthesised. The major findings were that stakeholders valued the opportunity to participate and members had high expectations of the contribution they could render in the policy-making process. Although most members had a good grasp of the policy process, lack of administrative resources and participative skills founded in the exclusion of large segments of society from partaking in such consultative structures in the past, was evident in some organisations. The function of the Administrative Secretary is deemed important in facilitating the functions of the GETC and training for this incumbent was emphasised. The lines of communication between the GETC and the Member of the Executive Council (MEC) need to be clearly structured in order to expedite the movement of documents between them. The I'vfEC needs to be more visible to GETC members. The GETC, MEC and the Gauteng Department of Education (GDE) have to explore ways and means of establishing a sound relationship to serve the cause. Consensus between the GETC and the GDE should be reached regarding the role and place of the GETC in the GDE Policy Route. Areas for further investigation that would enhance the role of the GETC in the policy-making process have been identified. The study concluded that the GETC renders a valuable contribution empowering citizens to become involved in formal participative structures which will contribute towards broadening the basis of acceptance of responsibility for education, by society. The 1978 Methodist Schism in Transkei : a missiological analysis

In 1977 the Annual Conference of the Methodist Church of South Africa (MCSA) decided to discontinue its practice of sending messages of goodwill to the Heads of State of the Southern African region (including Transkei). The Prime Minister ofTranskei interpreted this resolution as implying the non-recognition ofTranskeian political independence, obtained from the Republic of South Africa in 1976, and expressed his intention to ban the MCSA in Transkei and replace it by the Methodist Church of Transkei (MCT) The thesis presents, in narrative form (Chapter 2), a detailed description of the process of the schism ( 12 January 1978 to 2 June 1978). Chapter 3 analyses the political and ecclesial context of the schism comprehensively by examining three main issues: the Methodist tradition in the Eastern Cape and Transkei, the Methodist tradition of pledging loyalty to the Head of State and the emergence of Transkei as a geo-political state. Chapter 4 focuses on the reaction of the Transkeian Methodists to the dispute between the Transkeian Government and the MCSA. The loyalties which influenced their reaction are identified and analysed. In this study the whole process of the schism is seen as an interplay between and clash of different loyalties. Chapter 5 reviews the different models and typologies used to explain and interpret the African Independent/Initiated Church movement. The aim is to identify the elements in these models which are relevant for an understanding of this schism. Chapter 6 concludes the study by considering five areas of missiological importance highlighted by the 1978 Methodist schism in Transkei, namely: ( 1) the research questions, (2) mission and unity, (3) mission and ethnic issues, (4) prophetic mission, and (5) prophetic ambivalence. / Christian Spirituality, Church History and Missiology / D.Th. Help-seeking behaviours of black Africans and African-Caribbean people to diagnose HIV and AIDS

With the advent of Highly Active Antiretroviral Therapy (HAART), people with the human immune deficiency virus (HIV) infection are increasingly enjoying longer and relatively healthy lives, particularly in developed countries. However, black Africans and African-Caribbean people in the United Kingdom and other developed countries are not yet enjoying the full benefits of HAART, essentially as a result of delayed diagnosis. Delayed diagnosis, in addition to affecting the health of infected individuals, also creates a community reservoir for the spread of the infection; thereby hampering prevention and control strategies by international and NHS guidelines. The delayed diagnosis may be grounded in individual, societal and health service factors that guide help-seeking behaviours of black African and African-Caribbean populations. This study set out to investigate the help-seeking behaviours to diagnose HIV and AIDS among UK based black African and African-Caribbean people, and to investigate the dynamics in those behaviours by place of origin (Africa vs. Caribbean) and by gender. A qualitative methodological approach involving semi-structured interviews was used to explore help-seeking behaviours to diagnose HIV and AIDS among black Africans and African-Caribbean populations in the UK and compared by gender. Thirty (30) purposively selected individuals from patients attending two sexual health clinics in the city of London were interviewed. These included 16 black Africans and 14 African-Caribbean people, and 16 men and 14 women. The symbolic interactionist perspective, and the concepts of broken narratives/silences, biographical disruption and biographical abruption guided the study and interpretation of findings. One main theme ‘Africanness’ and two sub-themes (“African way” and “African thing”) emerged from the findings. The “African way” embodies the risk factors involved in contracting or transmitting HIV and the “African thing” represents the HIV status itself. This is a cultural construction of HIV and AIDS within the acceptable context of participants which helped them to talk about HIV and AIDS without addressing it by the biomedical idiom. The notion of ‘Africanness’ provided a ‘marker’ for African identity. The “African thing” represented a new landscape for naming HIV without necessarily calling it by name and provided a comfortable platform for participants to seek help. The “African way” described the risk behaviours by participants that resulted in the “African thing”. Three sociological concepts; ‘broken narratives or silences, biographical disruption and biographical abruption were key issues in HIV and AIDS diagnosis at a late stage and have formed the basis for the development of a model of help-seeking for diagnosis by participants. Apparently, the main determinants of help-seeking for diagnosis of HIV and AIDS are dependent on cultural factors. Stigma is reinforced by the national health care system practices as well as health professionals themselves. This potentially increases the reluctance among black African and African-Caribbean populations to voluntarily test for HIV. An HIV diagnosis is seemingly a challenging experience because of the impending uncertainties associated with it. Seeking help for diagnosis may even be more difficult because of the anticipated and unpleasant experiences along the path to diagnosis. This may guide the individual to consider other alternatives outside the biomedical pathway, potentially; the biomedical path becomes the least likely choice, especially with black African and African-Caribbean populations. An insufficient cultural understanding is likely to result in inadequate recognition of alternative medical practices, insufficient attention to alternatives to biomedical health systems and potential distortion of the meaning of health messages linking them to practice.

本論文目的在藉由研析美國聯邦政府採購規則、歐盟採購指令及大陸政府採購法救濟制度,並比較GPA爭端解決機制及我國政府採購救濟制度,論述政府採購協定適用主體、適用客體及其爭端解決機制,從中尋求GPA與我國政府採購救濟制度規範不一致之處,為與政府採購協定之爭端解決機制之規範一致,並建立一個公平、公正及公開爭端解決機制,以吸引更多國外廠商來台參與投標,並帶動國際貿易商機。本研究結論建議如下: 一、建立異議及申訴前之諮商制度,經由爭議廠商與採購機關之事先諮商,有助爭端事先解決,以機先解決爭議。 二、廢除異議前置失權效規定,賦予爭議廠商得直接提起申訴之權,以加速程序進行並保障採購廠商應有之權益。 三、放寬異議及申訴主體資格,廠商採購權益之相關利害關係人,即得具有提出申訴之主體資格,以擴大解決採購紛爭。 四、增加異議或申訴之原因與事由,擴及未違反法令或條約、協定,廠商政府採購權益直接或間接遭受損害,即得提起救濟,以擴大行政自我預先審查功能與範圍。 五、採公開審議程序,以維護政府採購審議公平、公開審理,並保障申訴廠商之採購權益,避免造成書面審議失去公平判斷之可能。 六、明確規範暫停採購程序事由,避免事後因無法即時改正招標機關錯誤採購行為,而影響異議人之權益。 七、改正採購爭議審議委員會審議判斷,以符合政府採購協定(GPA)救濟有效性之要求。 / The purpose of the research is to study the inconsistency between GPA and Government Procurement Act in Taiwan by analyzing the subject, object and the dispute settlement mechanism and making comparison among U.S Federal Acquisition Regulation (FAR), EU Procurement Directives and China Government Procurement Law dispute settlement .In order to attract more foreign firms to participate in the vendors, and promote international trade opportunities. The main conclusion of the research is as follows: 1. It is suggested to establish a consultation mechanism to assist disputing parties to discuss and resolve their differences prior to the protests and appeals. 2. It is advised to add “causes and reasons” to protest and appeal on Government Procurement Act of Taiwan to expand administrative function and the scope of self-examination in advance. 3. In consideration of the interests of the vendors, it is recommended to abolish the regulation on the loss of efficiency right without protest. 4. To ensure the interests of the complained vendors, it is advised to broaden the qualification of objections and appeals. 5. Implement a transparent and open public review process to maintain the fairness of government procurement and secure the interests of the complained vendors. 6. It is important to define suspend procurement procedure clearly to avoid jeopardizing the rights of complaining suppliers and the entity. 7. In order to comply with the effectiveness of the relief requested under Government Procurement Agreement (GPA), it is necessary to correct the review decision of the Complaint Review Board for Government Procurement (CRBGP).

Les facteurs internes et externes ayant un impact sur le retour aux études universitaires des professionnels en transition de carrière

Objet : Au Québec, comme dans le reste du Canada, le nombre de professionnels en reprise d’étude est en nette augmentation. Parmi ces professionnels, un certain nombre se trouve en situation de transition professionnelle après plusieurs années de travail. L'objectif de cette recherche est de déterminer quels facteurs influent sur les retours aux études de ces professionnels. Méthode : au total, 625 étudiants adultes de la faculté d’éducation permanente de l’Université de Montréal ont reçu une invitation à répondre à un sondage en ligne après avoir informé de leur intérêt pour notre étude. Le sondage en ligne a rendu possible la collection de 170 réponses (taux de réponses de 27,2%) à notre questionnaire de 64 questions. Les informations collectées ont permis la création de diverses variables ainsi que d’indices de confiance, de volonté, de temps, d’information qui ont par la suite été recoupés avec les informations dispositionnelles, situationnelles, institutionnelles et démographiques de notre échantillon. Découvertes : Il apparaît que la confiance, la motivation et le temps sont les facteurs ayant le plus d’impact sur le retour aux études de notre échantillon. Implication : Maintenir la motivation et la confiance semble être la clé pour minimiser l'impact de facteurs défavorables sur les professionnels qui décident de retourner à l'école après leur début de carrière. Originalité et intérêt : Peu d'études ont été réalisées sur la participation de ces professionnels en transition à des programmes de formation universitaire, cette étude exploratoire est un premier pas dans la collecte d’information sur une population méconnue. / Purpose: In Quebec, as in the rest of Canada, the number of professionals returning to education has increased significantly. Among these professionals, a number is (are) experiencing career transition after several years of work. The objective of this research is to determine what factors do affect the returns to education of these professionals Design/methodology/approach: In total 625 students of the Faculty of continuing education of the University of Montreal were invited to answer to a 64 questions online survey. 170 answers were collected. (27.2% response rate) The data collected allowed for the creation of variables and indices of confidence, motivation, time, etc. This data was subsequently intersected with dispositional, situational, institutional and demographic information in our sample. Findings: it does appear that internal factors: confidence; motivation; and the time factor have the most impact on our sample. Practical implications: maintaining motivation and confidence appears to be key to minimizing the impact of adverse factors on professionals who decide to go back to university after spending years on the job market Originality/value: few studies have focused on the problems faced by professionals who opt to go back to school to prepare for career change, this study is a first step in the collection of information on a not so well known population.

The main aim of this diploma thesis is to provide a comprehensive analysis of selected institutes related to the tender price in the award procedures of public contracts in the light of the new Act No. 134/2016 Coll., on public procurement, with its main focus on evaluation of impacts of the new legislation and identification of its potential risks, while its partial focus lies in comparison with previous legislation, i.e. Act No. 137/2006 Coll., on public procurement, as amended, and assessment of usage of up to now decision practice of the Office for the Protection of Competition and case law of administrative courts. The first chapter deals with a brief overview of the public procurement legislation, its aims and purposes and identification of elementary characteristics of the award procedures of public contracts. Bakgrund: Banksektorn genomgår en digital utveckling och förändringen sker i en allt snabb takt. Nya marknadsförhållanden med regelverk, en förändrad konkurrenssituation och ett förändrat kundbeteende har ställt banksektorn inför nya utmaningar och möjligheter som bankerna behöver förhålla sig till för att upprätthålla och stärka förtroendet gentemot sina kunder. Syfte: Studiens huvudsyfte är att undersöka hur banker hanterar förtroenderelaterade frågor under den ökade digitaliseringen inom banksektorn. Vidare syftar studien till att skapa en djupare förståelse för robotiserade rådgivningsprocesser och dess påverkan på bankkundernas förtroende i samband med att den fysiska kontakten mellan bank och kund minskar. Metod: Studien är utav en kvalitativ karaktär med en abduktiv forskningsansats och baseras på intervjuer med fem respondenter med relevanta yrkesroller som berör digitalisering- och förtroendefrågor inom den svenska banksektorn. Slutsats: Studiens resultat påvisar att digitaliseringen medför nya möjligheter och utmaningar som bankerna kan dra nytta av förutsatt att dem hanterar den digitala utvecklingen på ett korrekt sätt. Resultatet tyder vidare på att bankerna behöver förhålla sig till dem förändrade marknadsförhållandena och ständigt bemöta kundernas förväntansbild. / Background: The banking industry is facing a digital transformation and the change is taking place at a rapid pace. New market conditions, a changing competitive situation and a changing customer behavior have put the banking industry in front of new challenges and opportunities that banks needs to manage to maintain and strengthen their customers trust towards themselves. Purpose: The main purpose of the study is to investigate how banks handles trust-related issues in the context of the increased digitalization in the banking industry. Furthermore, the study aims to create a deeper understanding of robo-advising and its impact on banking customers' trust while the physical contact between banks and customers decreases. Method: The study is of a qualitative character and follows an abductive research effort. The study is based on interviews with five respondents with relevant professional roles that concern digitalization and trust within the Swedish banking industry. Conclusion: The study's results show that digitalization brings new opportunities and challenges that banks can benefit from, given they handle the digital development properly. The result further indicates that banks need to manage the changing market conditions and constantly respond to customers' expectations.

Samråden i samband med slutförvaret för använt kärnbränsle i Östhammars kommun

Detta är en fallstudie där SKBs genomförda samråd i Östhammars kommun under åren 2002-2011 har studerats. Inför den ansökan som SKB lämnade till mark- och miljödomstolen 2011 behövde bolaget upprätta en miljökonsekvensbeskrivning (MKB). För att kunna göra detta behövde samråd genomföras. Det planerade slutförvaret är en komplex verksamhet och kan upplevas besvärlig att samråda kring, både av verksamhetsutövaren och av deltagare. Syftet med samrådet är att få in synpunkter och frågor kring den tänkta verksamheten som sedan kan användas till att utveckla och förbättra miljökonsekvensbeskrivningen. Vanliga sätt att bedriva samråd är att hålla informationsmöten, vilket också var det sätt som SKB valde. Det material som finns från dessa samråd är sammanställningar som SKB själva har gjort. När SKB lämnade in sin ansökan lämnades det också in en samrådsredogörelse där de genomförda samråden beskrivs. SKB har genomfört sina samråd på ett ganska förutsägbart sätt. Då det bara finns skriftligt material från samråden så är det svårt att avgöra om de har återgivits på ett rättvisande sätt. Det är med tveksamhet som syftet med samråd kan ses som uppfyllt. / This is a case study where Swedish nuclear fuel and waste management company's (SKB) consultations in the municipality of Östhammar during the years 2002-2011 have been studied. Together with the application submitted by SKB to the Land and Environmental Court in 2011, the company needed an environmental impact assessment (EIA). In order to do this, consultations was a necessity. The planned repository is a complex activity and may be difficult to consult, both by the operator and by participants. The purpose of the consultation is to bring in comments and questions about the intended activities, which can then be used to develop and improve the environmental impact assessment. Common ways of conducting consultations are holding information meetings, which was also the way SKB chose. The material available from these consultations is summaries that SKB itself has made. When SKB submitted its application, a consultation report was also submitted, describing the consultations conducted. SKB has conducted its consultations in a fairly predictable manner. Since there is only written material from the consultations, it is difficult to determine whether they have been reproduced in a fair way.
