New Teacher Recruitment, Hiring, and Retention Strategies for the Canton Public School District

This investigation focused on identifying model foundational strategies to assist Canton Public School District (CPSD) officials in recruiting new teachers, successfully hiring them, and then retaining them the district. Located within the boundaries of the city of Canton, Mississippi, CSPD is geographically located in the central portion of the state. The district consists of 1 high school, 2 middle schools, 4 elementary schools and Canton Education Services Center. CSPD is continually affected by an ever-increasing teacher shortage because new teachers tend to leave the district after they are hired. More than 50% of new teachers leave their teaching positions in the district’s schools within 5 years. The investigation utilized published literature and other archival data (e.g., scholarly papers presented at conferences) accessible to the public in the form of books, chapters in published books, journal articles, and scholarly papers presented at learned societies and associations. Two research questions guided the investigation. The first research question asked: What does the published literature and related archival data (e.g., available scholarly papers retrievable from sources such as colleges, universities, foundations, conferences, etc.) accessible to the public reveal about recruiting, hiring, and retaining teachers? Overall, the material collected and analyzed yielded abundant information. Much of the available information proved valuable because the material focused attention the “how-to-do-it” aspects of recruiting, hiring, and retaining quality new teachers. The second research question asked: Will information gleamed from an analysis of the published literature and other archival data (e.g., unpublished scholarly papers) lead to the development of foundational strategies for assisting school district officials in recruiting, hiring, and retaining new teachers for CPSD? It was possible to develop a model holding potential for improving teacher recruitment, hiring, and retention at CPSD. The model that was developed features seven foundational strategies that if implemented, hold potential for improving teacher recruitment, hiring, and retention at CPSD. The seven strategies are: (1) identify the vacancy and write the job description, (2) announce and advertise the teacher vacancy, (3) develop a customized application form, (4) paper screening process, (5) interviewing process, (6) salary and benefit package, and (7) induction and mentoring.

This study develops and validates a scale that can measure the extent to which an organization is perceived to provide online learning that is personalized for its employees and perceived to recognize skills and competencies acquired through non-degree and other pathways. This research can provide organizations with the ability to measure and benchmark attributes of their learning culture that are important to work-based and lifelong learning as well as talent recruitment and management.

This study intends to investigate how different demographic groups among individual forest owners in Sweden view issues related to sustainable forestry. The study also intends to investigate what different individual forest owners perceive as positive/negative aspects in terms of species protection and policy changes. It also investigates in what way individual forest owners' views and forestry relate to decided goals and what previous research defines as sustainable forestry. To investigate this, a survey has been conducted where the survey was distributed to individual forest owners around the country through various online communication channels such as social media and online forums. The survey resulted in a total of 226 respondents spread across most parts of the country. The results that emerged from the study shows demographic differences and similarities, where we for example can see that there is a greater proportion of women than men who believe that Swedish forestry is not sustainable today. At the same time, we can observe that the majority believe that it is sustainable within all demographic groups. Incidentally, we can see that there is a dividing line between authorities and the interests of individual forest owners. Views on sustainable forestry vary and many forest owners strive for less government intervention in their forestry and property rights are central. We see a willingness to compromise if the forest owner receive financial compensation, in terms of protected areas. We can also see goal conflicts between forest owners' views and uses and authorities' directives and goals.

There are many sustainability issues related to products, services, and business processes. For example, the production, usage, and disposal of IT equipment all impact sustainability. Therefore, buying more sustainable IT equipment can make a difference. More sustainable IT equipment can be acquired by selecting IT equipment with sustainability certification, such as TCO Certified. TCO Certified makes sustainable purchasing easier, which is useful in public procurement. Public procurement is complex to guarantee objectivity and transparency. Transparency in public procurement also means many public procurement documents are available, which can be analyzed. We hypothesized that the sustainability focuses in these public procurement documents (what the text is about) reflect the sustainability priorities of professional buyers (in their minds, which is indirectly observable). With this link, we investigated differences in sustainability priorities by using a machine learning model for predicting sustainability focuses in public procurement documents. By using a large language model, we automatically extracted sustainability focuses in procurement documents from the e-procurement platform TED. Thereby, we measured the sustainability focus of countries all over the globe. Through interviews with experts, we saw several indications that the used method is a good way of pinpointing sustainability priorities. We provide maps of sustainability focuses around the world (in section 4.12). Moreover, we analyze the results in-depth. One interesting finding includes indications that countries generally do not prioritize an issue more if the issue is of a larger concern. Counterintuitively, countries prioritize an issue more if the issue is of lesser concern. One example of this is circularity focus, which we note is generally less in countries with worse waste management. To our knowledge, analyzing sustainability focuses in procurement documents has not been done on this scale before. We believe these novel results can lead the way for a better understanding of sustainability priorities around the world. / Det finns många hållbarhetsproblem relaterade till produkter, tjänster och affärsprocesser. Till exempel finns det en hållbarhetspåverkan i produktion, användning och avfallshantering av IT-utrustning. Inköp av hållbarare IT-utrustning kan därför göra skillnad. Mer hållbar IT-utrustning kan erhållas genom att välja hållbarhetscertifierad IT-utrustning som exempelvis TCO Certified. TCO Certified gör hållbara inköp enklare och är särskilt användbart inom offentlig upphandling. Offentlig upphandling är komplext i objektivitet- och transparenssyfte. Transparens inom offentlig upphandling innebär också att många offentliga upphandlingsdokument finns tillgängliga och kan analyseras. Vi antog att hållbarhetsfokusen inuti dessa offentliga upphandlings-dokument (vad texten handlar om) hänger ihop med de professionella inköparnas hållbarhetsprioriteringar (deras tankar/känslor/intressen). Med denna länk undersökte vi skillnader i hållbarhetsprioriteringar genom att använda en maskininlärningsmodell för att uppskatta hållbarhetsfokus i offentliga upphandlingsdokument. Med en storskalig språkmodell extraherade vi automatiskt hållbarhetsfokus i dokument från Tenders Electronics Daily. Därigenom mätte vi hållbarhetsfokus för länder över hela världen. Genom intervjuer med experter såg vi flera indikationer på att den använda metoden är ett bra sätt att uppskatta hållbarhetsprioriteringar på. Vi presenterar kartor över hållbarhetsfokus runt om i världen (i avsnitt 4.12). Dessutom analyserar vi resultaten på djupet. En intressant upptäckt är att länder generellt inte prioriterar ett problem mer om problemet är allvarligare i det landet utan snarare tvärtom. Länder prioriterar ett problem mer om problemet är av lägre allvarlighetsgrad i det landet. Till exempel ser vi att cirkularitetsfokuset i offentliga upphandlingar är mindre i länder med sämre avfallshantering. Att analysera hållbarhetsfokus i upphandlingsdokument har inte tidigare gjorts på denna skala såvitt vi känner till. Vi tror våra resultat kan bidra till en bättre förståelse av hållbarhetsprioriteringar runt om i världen.

Commerce équitable, développement durable : approche juridique

Face aux effets néfastes de la croissance économique mondiale, la société civile réclame un autre développement, qui a été dénommé " développement durable " et défini dans le rapport Brundtland de 1987. Engagée dans l'Agenda 21, la France s'efforce d'adopter des textes législatifs et réglementaires pour promouvoir le développement durable. La charte de l'environnement de 2004 a été intégrée dans le préambule de la Constitution de 1958, conférant au développement durable le statut d'objectif à valeur constitutionnelle. Par l'article 60 de la loi du 2 août 2005, le commerce équitable s'inscrit dans la stratégie nationale de développement durable. Mais, aucune définition du commerce équitable ne figure dans cet article. Actuellement, les acteurs économiques pratiquent leur propre équité pour mettre en œuvre les conditions du commerce équitable. Celles-ci sont notamment le commerce avec les petits producteurs des pays du Sud, une production respectant l'environnement, le paiement d'un juste prix, ainsi que l'attribution de bénéfices sociaux aux producteurs et à leur famille. Les acteurs économiques établissent des attestations de qualité pour garantir aux consommateurs le respect de ces principes. D'un point de vue juridique, des questions se posent du fait que ces attestations ne sont ni initiées ni validées par les pouvoirs publics en France ou à l'étranger. La fiabilité de ces pratiques menace l'ordre juridique lorsque leur véracité ne peut pas être vérifiée. L'intervention de l'État est indispensable pour légiférer sur l'équité en question. Cependant, un État ne représente que l'intérêt de son peuple sans pouvoir faire d'ingérence dans les affaires d'un autre État souverain, alors que la législation du commerce équitable implique une gouvernance des relations commerciales entre les acteurs économiques des pays du Nord avec les petits producteurs des pays du Sud. En conséquence, il va falloir trouver un nouveau mode de gouvernance pour réguler le commerce équitable. M. Pascal LAMY appelle cette nouvelle gouvernance " gouvernance alternationale ". Pour la réaliser, la participation de la société civile à côté de celle des pouvoirs publics est nécessaire.

美國作為醫藥技術的領導者,為了確保其利益,並維持其領導地位,不斷在各種貿易談判場合,向世界各國施加壓力,要求提供醫藥品更強力的智慧財產保護。台灣當然也不例外,在加入跨太平洋戰略經濟夥伴關係協議 (Trans-Pacific Partnership Agreement, TPP)、簽訂臺美貿易暨投資架構協定 (Trade and Investment Framework Agreement, TIFA) 的壓力下,我國政府從2014年開始積極推動專利連結,雖然獲得美國商會肯定,但卻在國內業界卻引起十分強力的反彈。 專利連結,本質上只是核准前專利爭端解決程序 (Pre-Approval Patent Resolution Process) 的其中一個類型而已。核准前專利爭端解決程序,就是在特定產品上市核准的准駁中,把專利侵權問題作為准駁的考量。國際上類似的制度主要出現在人用藥品、動物藥品中,通常是在允許引據他人安全性、有效性資料的藥品中 (類新藥、學名藥)。 我國目前對類似制度的了解並不深,尤其缺乏對制度原生國-美國的全面性研究。本研究選擇以發展最早的藥品專利連結作為研究標的,並全面、深入分析其中每個機制的目的、立法/修法歷史 (含行政法規)、法院判決,探求其爭議的發展過程。在這個基礎上,本研究就引進的必要性、各種立法手段的選擇與優劣,提出「修正版柔性專利連結」,主要特徵在排除了自動停止核准期、重定核准日條款,使藥品審查和專利爭端大致維持獨立,並符合TPP的要求。希望本研究能夠幫助台灣建立一套明確、合理,且符合我國國情的核准前專利爭端解決程序。 / As the phamaceutical industry’s market leader, the United States continues to call for strengthening patent protection for pharmaceutical products during every trade negotiation, to preserve its national profit and leadership. Taiwan, being highly interested in joining “Trans-Pacific Partnership Agreement” (TPP) and signing “Trade and Investment Framework Agreement” (TIFA) with the United States, Taiwan's government is actively promoting the “patent linkage” since 2014. Althougn the effort done by Taiwan's government is extremely welcomed by American Chamber of Commerce, the domestic industry, which is mainly organized with generic drug manufactors, has expressed their opposition resolutely. Patent linkage, as a kind of “pre-approval patent resolution process”, considers the possibility of patent infringement as a factor when issuing market approval. Such process are normally found in those countries that are trade partners of the United States, and espetially during the approval prosses of human-use drug products, animal drug products, which permits persons to rely on evidence or information concerning the safety and efficacy of a product that was previously approved. Our current knowledge of pre-approval patent resolution process is limited, especially on how it was oranginally created in the United States. This research will focus on the purpose, enactment, amendment, court decisions, development, and issues of patent linkage, the first-of-its-kind which is established in 1984. On this basis, the reseach will then look back to what Taiwan has faced now, and provides recommendations on whether there is necessity of introdution, how to adjust the prosses, and how to enforce it, without serious abuse. This research propose “revised soft patent linkage”, which excludes automatic stay and re-date remedy, generally keeps the independence between drug approval and patent infringement, and at the same time meets TPP requirement. The research hopes to help Taiwan establishing its own pre-approval patent resolution, fair, clear and meet the need of domestic and public the industry.

Impact of educational policy on the National Senior Certificate : pre-1994 and post democracy South African case

This study deals with the impact of educational policy on the National Senior Certificate: Pre-1994 and Post democracy South African case. The qualitative approach was used in this study, and the research findings were based on the analysis of documents. The transition from apartheid education to the present education system in South Africa has not been without challenges. In the past, South African education reflected the fragmented society in which it was based. Outcomes based education (OBE)/Curriculum 2005 (C2005), since its inception, was riddled with challenges. OBE/C2005 by its nature is complex. It is not user-friendly for developing countries such as South Africa. The aim of this study is to explore the impact of educational policies on the 2008 National Senior Certificate results. Historical-educational research is undertaken with the view of putting the education phenomenon into proper perspective. Venter (1985) is of the opinion that historical education investigation refers to the systematic placing of historical education variables in the spotlight. The general, continual pedagogical and fundamental problems are accentuated against the multiplicity of historical detail. This then makes historical-educational research an orderly (systematic and controlled) process of knowledge enrichment (Venter & Van Heerden 1989:106). The National Senior Certificate was established in terms of National Education Act 27 of 1996. Curriculum 2005 has been described in policy documents as a “paradigm shift” because it represents a radical departure from the previous curriculum in terms of the following: theoretical underpinnings, structure and organisation, teaching and learning process, and assessment (South Africa, Department of Education 1997:1). Pre-1994, the researcher discovered that the education of black people in rural areas in particular and South Africa in general was, in most instances, negatively impacted by policies of the previous government (1948-1953). The apartheid government used poor funding models to ensure that there were low teacher-pupil ratios and teacher qualifications were of unequal standard. Unequal pattern of spending continued well into the post-1994 democratic era. This poor funding model which impacted negatively on rural schools made infrastructural provision in rural areas difficult. Post -1994 democratic dispensation, the researcher discovered that the government have competitive legislative policies in place, but the challenges lay in the fact that those policies were impulsively implemented. Hence the many challenges. This is shown by the frequency of curriculum changes which took place in a very short space of time. Stakeholders played a major role in insuring that schools received quality service by challenging some of the decisions the government was taking.
