The choice of the political significance of social responsibility in the global community,current transformations in the last three decades. It is intended to highlight a reflexive thinking, able to move in an analytical sphere that takes account of the macro and micro contexts, where they intersect different social actors, protagonists of what has now been called "responsibility social". In the methodological course, in addition to developing a bibliographical and documentary research, We conducted a case study in the State of Ceará with the J. Macedo Business Group, in order to research on new configurations in the political citizens in the interior of the public spaces, under the denomination of the call social responsibility. / A presente dissertação analisa o avanço na percepção da dimensão social das empresas brasileiras ao construirum outro parâmetro de gestão social, à luz da ética e da responsabilidade social empresarial. A escolha do tema decorre do significado político que a responsabilidade social assume na comunidade global, sobretudo pelas transformações correntes nas últimas três décadas. Objetiva-se pôr em relevo um pensamento reflexivo, capaz de movimentar-se numa esfera analítica que dê conta do contexto macro e micro, onde se entrecruzam diferentes atores sociais, protagonistas do que vem sendo chamado hodiernamente de “responsabilidade social”. No percurso metodológico, ademais de desenvolvermos uma pesquisa bibliográfica e documental, realizamos um estudo de caso no Estado do Ceará com o Grupo Empresarial J. Macedo, no intuito de aprofundarmos a investigação em torno das novas configurações na participação política das empresas cearenses no interior dos espaços públicos, sob a denominação da chamada responsabilidade social.

The aim of the thesis is the analysis of russian educated society - the intelligentsia without difference in the origin - in the period when gained its own identity, delimited its ideological grounds and imperatives and had fragmentary tendentions to create the civil society. By institutionals and individuals examples from noble- and raznochintsy intelligentsia is analyzed at the first private and then public socializing. It is related to describe of the creation of beginnigs of the public space and related public opinion. The thesis is therefore concerned with particulars social platforms, in which russian intelligentsia was engaged at that time, especially masonic lodges, salons and clubs. The result of thesis should be the analysis of the development of the educated russian society in the time before Decembrists uprising, the analysis of intellectual potential of this society, its mental emancipation and its diverse activities. The thesis draw from unpublished archival sources, editions and from the latest specialized literature. Methodologicaly, the thesis is based on concepts of social, cultural and intellectual history on background of biographical method and with marginal use of concepts of history of mentalities and gender history. ix, 179 p. / This thesis, based on field research in Lebanon, explores how the confessional nature of the Lebanese state affects the construction of civil society. It elaborates on the state's role as a social service provider and its legal and bureaucratic relationship with the Lebanese NGO community while also exploring how the state's role as a service provider is perceived in the Lebanese media. Pulling from a variety of archival sources in Lebanon, this thesis surveys 26 Arabic language newspaper articles published between 2006 and 2008. It also utilizes a myriad of primary sources including government and donor documents, unpublished NGO studies and statistical data. This thesis argues that confessionalism inhibits the state's capacity to provide social services efficiently. The politicization of these services conditions the relationship between the state, sectarian political parties and the NGO community. Its background are the economic, social, political, and cultural transformations that are marking society in the last decades, due to the capital’s globalization, the production restructuring and work management, and the redefinition of State’s role and its relationships with society, scaffolded by neoliberalist hegemony. From such perspective, this research analyzes public policies for jobs in Brazil, by focusing the National Plan for the Qualification of Worker, as well as one of its mechanisms of implementation, the Qualification State Plan of Ceara, object of this empirical investigation. This work had four guideline objectives: a) designing the profile of organized civil societies engaged in the implementation of PEQ-CE; b) understanding the determinative reasons in their ingress in PEQ-CE; c) knowing the experience lived by these organizations in the inscription and selection for PEQ-CE; and d) recalling the experience of organized civil societies in the performance of actions of professional qualification, within such Plan. The methodological procedure comprehended documental and bibliographic studies and qualitative field research, in order to recognize the social experience of the varied subjects engaged in the implementation of PEQ-CE in their relation with the object under investigation. The result of this empirical study shows, from the perception of the varied social subjects involved, the importance of civil society in the Qualification State Plan of Ceara, and in the State Work Council, as mediation between the population’s demands and the governmental programs, as well as in the creation of public spaces of representation and negotiation of people’ interests, in order to inscribe it in the public agenda. / Este trabalho se propõe a recuperar a trajetória de participação das organizações da sociedade civil na implementação do Plano Estadual de Qualificação do Ceará – PEQ/CE com esteio na percepção dos sujeitos sociais envolvidos Tem como cenário as transformações econômicas sociais políticas e culturais que marcam a sociedade nas últimas décadas em decorrência da mundialização do capital reestruturação produtiva e gestão do trabalho redefinição do papel do Estado e das suas relações com a sociedade civil sob a égide da hegemonia neoliberal Dessa perspectiva são analisadas as políticas públicas de emprego no Brasil com destaque no Plano Nacional de Qualificação do Trabalhador e em um dos seus mecanismos de implementação – o Plano Estadual de Qualificação do Ceará – onde se insere o objeto de investigação empírica Esta investigação foi orientada por quatro objetivos: a) configurar o perfil das organizações da sociedade civil participantes da implementação do PEQ/CE; b) compreender os motivos determinantes do seu ingresso no PEQ/CE; c) conhecer a experiência vivenciada por essas organizações no processo de credenciamento e seleção ao PEQ/CE; e d) resgatar a experiência das organizações da sociedade civil na execução de ações de qualificação profissional no âmbito desse Plano O procedimento metodológico compreendeu estudos bibliográficos documentais e pesquisa de campo de natureza qualitativa no sentido do conhecimento da experiência social dos diversos sujeitos envolvidos na implementação do PEQ/CE na sua relação com o objeto de investigação O resultado da investigação empírica mostra na percepção dos vários sujeitos sociais envolvidos a importância da participação da sociedade civil no Plano Estadual de Qualificação do Ceará e no Conselho Estadual do Trabalho como mediação entre as demandas da população e os programas governamentais e na criação de espaços públicos de representação e negociação dos interesses populares no sentido de sua inscrição na agenda pública.

[pt] Nas últimas três décadas, acontecimentos como o fim dos regimes ditatoriais e o fim das experiências comunistas do leste Europeu colocaram em evidência em termo que se tornou de fundamental importância para a Teoria Política contemporânea. O conceito de sociedade civil tem revelado toda sua vitalidade no entendimento do cenário político atual, permeando as discussões sobre a construção de novos parâmetros da atuação do Estado e dos padrões de relacionamento entre este e a sociedade. Desse modo tal conceito vem sendo integrado ao mais diversos discursos atuais, ocupando um papel de destaque nas formulações de setores da esquerda e dos conservadores, explicitando sua natureza polissêmica e a disputa política por seu significado. Assim, a partir de uma investigação sobre as diversas nuanças que o conceito adquire ao longo de sua história, a presente dissertação tem por objetivo analisar como essa disputa política em torno do conceito de sociedade civil se manifesta no panorama político brasileiro pós-1988, escolhendo como exemplo prático a experiência da instalação do Conselho de Desenvolvimento Econômico e Social, em 2003, com o objetivo de se tornar o espaço por excelência para a participação da sociedade civil e para a realização do que foi chamado de novo contrato social, um projeto de realização de decisões conjuntas entre Estado e sociedade civil. Tratamos assim de analisar quais os caminhos seguidos pelos primeiros resultados dessa experiência que se auto-intitulou inovadora devido à formulação conjunta de decisões políticas e de representação do universo plural e conflituoso da sociedade civil. / [en] In the last three decades, occurrences as the end of the dictatorial power in Latin America and the end of the communist experience in the European East, had placed in evidence a term that became extremely important for contemporary Political Theory. The concept of civil society has disclosed to all its vitality in the agreement of current political scene, interposing the quarrels about the constructions of new parameters of State performance and of its standards of relationship with society. In this way, that concept has been integrated into the most diverse current speeches, occupying a position of prominence in the formulation of the Left and the Conservatives, evidencing its polissemic nature and the political dispute for its meaning. This dissertation aims to present the contours of the concept of civil society in the Brazilian political context after 1988, beginning with a historical investigation about the varied nuances presented in its concept, pointing the political dispute of its meaning, between a radical democratic project and the neoliberal agenda, and choosing as a practical example for analysis the experience of the Conselho de Desenvolvimento Econômico e Social, evaluating its effectiveness as a public space for participation of civil society.

A abordagem parte do pensamento de Habermas que defende a existência de subsistemas autônomos que colonizam o mundo-da-vida. São analisados três desses subsistemas: o econômico, o do consumo e o jurídico. No contexto econômico, mostra-se a influência da Globalização sobre o Direito do Consumidor. No que se refere ao subsistema do consumo, constata-se que a sua lógica impõe o individualismo possessivo, a substituição do valor de uso dos bens pelo valor simbólico e a alienação do consumidor, fazendo desaparecer o vínculo social básico, de maneira que se conclui que o consumidor não forma uma classe social, o que dificulta o seu agrupamento em associações. Na esfera jurídica, o estudo expõe a evolução legislativa no Brasil e no mundo no que tange à proteção dos consumidores, analisando os principais institutos e instrumentos legais afetos à área de atuação das associações. O estudo não prescinde da abordagem panorâmica de algumas das principais associações de consumidores do país. De igual forma, analisa o perfil da sociedade civil e das ONG´s até concluir a explanação apresentando uma visão da real eficácia da atuação jurídica das associações na defesa dos consumidores, na harmonização das relações de consumo e na promoção da cidadania.

A presente pesquisa se propõe a analisar a relação entre a escola e a família na experiência de trabalho do Programa Interdisciplinar de Apoio às Escolas Proinape no município do Rio de Janeiro. A partir de uma abordagem teórica sobre as duas instituições entendidas como fundamentais no processo de socialização dos sujeitos e de como que as relações entre o Estado e a sociedade civil se materializam na esfera da reprodução social na atualidade, este estudo objetiva apresentar as estratégias da nova pedagogia da hegemonia na obtenção do consenso social. Apresenta a educação sob o contexto da hegemonia do capital financeiro e a função educativa do Estado e o papel dos intelectuais na difusão da nova pedagogia da hegemonia vinculada aos interesses da burguesia internacional, sob a gerência direta dos organismos multilaterais. Analisa as formas de intervenção do Estado sobre a família pobre da classe trabalhadora, as dimensões históricas dessa relação, os novos arranjos familiares, a relação entre o Estado e a família na constituição do Pluralismo de bem-estar e do familismo e a diminuição da capacidade protetora das famílias em tempos de reestruturação produtiva. Dá destaque as particularidades da política de educação no Brasil frente às novas exigências do capital monopolista e os reflexos dos programas de ação federais e da gestão privada da política educacional no município do Rio de Janeiro na gestão do prefeito Eduardo Paes. Através do levantamento de dados, da análise documental e dos relatórios de avaliação final das equipes do Proinape da 4 Coordenadoria Regional de Educação expõe as bases legais e os programas sociais que sustentam a ação do Estado junto às famílias pobres da classe trabalhadora na área de educação, assim como as ações da Secretaria Municipal de Educação do Rio de Janeiro junto às famílias com a ênfase no disciplinamento para a elevação dos indicadores educacionais. / This research aims to examine the relationship between school and family on work experience Interdisciplinary Program of Support to Schools - Proinape in the municipality of Rio de Janeiro. From a theoretical approach to the two institutions understood as fundamental in the process of socialization of the subject and how the relationship between the state and civil society are materialized in the sphere of social reproduction in actuality, this study aims to present the strategies of the new pedagogy hegemony in obtaining social consensus. Presents education under the context of the hegemony of finance capital and the educational role of the state and the role of intellectuals in the diffusion of new pedagogy hegemony linked to the interests of the international bourgeoisie, under the direct management of multilateral organizations. Analyzes forms of state intervention on the poor working class family, the historical dimensions of this relationship, the new family, the relationship between the state and family in the constitution of Pluralism welfare and familism and decreased protective capacity of families in times of productive restructuring. Highlights the particularities of education policy in Brazil due to the new requirements of monopoly capital and the reflexes of action programs of the federal and private management of educational policy in the municipality of Rio de Janeiro in the administration of Mayor Eduardo Paes. Through data collection, document analysis and final evaluation reports of teams Proinape 4th Regional Coordination of Education sets the legal basis and the social programs that support state action with families poor working class in education as well as the actions of the Municipal Education Rio de Janeiro with families with emphasis on discipline for the upliftment of educational indicators.

Este trabalho tem por objetivo conhecer, na visão da militância com atuação no setor saúde no âmbito do Estado do Rio Janeiro, as perspectivas para a ampliação e qualificação da participação social no SUS, considerando a contribuição das políticas da SEGEP/MS para a democratização das políticas públicas de saúde. Parte do conceito de Estado e sociedade civil do liberal Hobbes, buscando a evolução histórica dos termos até os marxistas, com especial atenção ao conceito de Estado ampliado de Gramsci. A concepção gramsciana nos ajuda a compreender o processo de desenvolvimento da sociedade civil brasileira e a relação de nosso objeto de estudo com o Estado. Consultando as Portarias de criação e os relatórios de gestão da SGEP/MS, construímos nossa base documental que, confrontada com os depoimentos de militantes do setor saúde que atuam no Estado do Rio de Janeiro, subsidiaram nosso estudo. Nossas considerações finais apontam para as contradições típicas de um governo de coalizão, composto por frações da classe subalterna que negociam o poder com a classe dominante. / This work aims to understand, in view of activism with performance in the health sector in the State of Rio Janeiro, the prospects for the expansion and training of social participation in the SUS, considering the contribution of policies SEGEP / MS for the democratization of public health policies. Part of the concept of state and civil society of liberal Hobbes, searching for the historical evolution of the terms to the Marxists, with special attention to the concept of the expanded Gramsci. The Gramscian concept helps us understand the process of development of Brazilian civil society and the relationship of our object of study with the state. Referring to the Authorization for creation and management reporting of SGEP / MS, we build our evidence base that, confronted with the testimony of militants in the health sector that operate in the State of Rio de Janeiro, subsidized our study. Our conclusions point to the contradictions typical of a coalition government composed of factions of the lower class negotiating power with the ruling class.

The present dissertation takes as object of its central study the liberty theme based on the work of the philosopher Jean-Jacques Rousseau. The dissertation tackles it from the descriptions the author undertakes from the natural liberty, that is to say, the man considered toward himself and his fellows , the man toward social ties, and considered under the perspective of an ideal society of free citizens, just as it is presented in the social contract. The dissertation demonstrates the undertaken research in three moments: the first clarifies the thesis of Rousseau according to what it says the men is born free end the liberty is distinctive from the human being, and of that the man can ever dispose, the second demonstrates the descriptions of Rousseau about the conflicts between the natural liberty and the relation into the societies that were constituted in the line of the sociability, finally, it demonstrates the reflections of Rousseau about the conventional liberty , that is to say, the way that the author solves , at least from a normative point of view, the conflict between nature and society through an contract that preserves the individual as well as the public liberty. The matter is to know the author justify the institutionalization of this liberty and the presumption is that it is ensured by law. Even though the liberty theme is in the Rousseau work as a whole, the examined main texts in this search were: Speech about the origin and the fundaments of inequality among men, Emilio and From The Social contract. / A presente dissertação toma como objeto de estudo central o tema da liberdade na obra do pensador Jean-Jacques Rousseau. Aborda-o a partir das descrições que o autor empreende da liberdade natural, ou seja, o homem considerado em relação a si mesmo e aos seus semelhantes ; o homem em relação aos vínculos sociais, e considerado sob a perspectiva de uma sociedade ideal de cidadãos livres, tal qual é apresentada no Contrato social. A dissertação expõe a pesquisa empreendida em três momentos: o primeiro esclarece a tese de Rousseau segundo a qual o homem nasce livre e a liberdade é distintiva do humano e dela ele jamais pode abrir mão; o segundo expõe as descrições de Rousseau dos conflitos entre a liberdade natural e as relações presentes nas sociedades que se constituíram nos percursos da sociabilidade; por fim, apresenta as considerações de Rousseau acerca da liberdade convencional , ou seja, o modo com que o autor resolve , pelo menos de um ponto de vista normativo, o conflito entre natureza e sociedade através de um pacto que preserve tanto a liberdade individual quanto pública. A questão está em saber como o autor justifica a institucionalização desta liberdade e a suposição é que ela é assegurada pela lei. Embora o tema da liberdade esteja presente no conjunto da obra de Rousseau, os textos principais examinados nessa investigação foram: Discurso sobre a origem e os fundamentos da desigualdade entre os homens, Emílio e Do Contrato social.

Despite a high degree of individualism, associationism is extensive in Sweden, and it is said to have contributed to the democratization of Swedish society. Cultural associations constitute a significant part of the cultural range. In recent years, however, alarming reports of reduced involvement and membership numbers have been announced. The purpose of this study is to qualitatively investigate how cultural associations in Karlstad's municipality relate to general social development with a reduced membership flow in the associationism. The survey was conducted through semi-structured interviews with persons who have a trust assignment or some other relationship with cultural associations in Karlstad. The result was analyzed by content analysis. The survey shows a consistent view that there is a problem about either the commitment or the number of members and that the situation has changed over time, but also that the complexity of differences between different cultural associations makes it impossible to draw a general conclusion about the cultural associations as a unit. Generally, people with trust assignments in cultural associations experience the cultural associations standing stable. Some associations decrease in size or disappear, while others start or expand their activities. Persons with trust assignments within and in relation to cultural associations, holds a consistent view of the importance of associations for the rest of society, as they are considered important for democracy.
