Administrera eller agera? : En fallstudie om flera institutionella logiker i kommunal LSS-verksamhet / Administrate or Operate? : A Case Study Regarding Multiple Institutional Logics in Municipal Disability Care

The purpose of the thesis is to identify if and how specific institutional logics are expressed in municipal disability care, and if so, answer if the multiple logics create tension or coherence. The research is motivated by the critique aimed towards market influences in Swedish public services, and also by the fact that disability care is understudied. With inspiration from grounded theory the institutional logics perspective, consisting of a market logic (NPM) and aclient logic focused on the individuals receiving care, has developed over time. More correctly, the thesis has an abductive approach since the analysis has progressed from switching between theory and empirical data. The results from the case study show that both a NPM-logic and a client logic is present in Malmö’s municipal disability care, both in managing documents and in practical work. The NPM-logic conveys through goal management, quality work and administrative tasks. The client logic is expressed by a will to include disabled individuals, civic participation in decision making, dialogue and client-focused approach. Lastly, both tension and coherence is identified between present logics. For reasons of space, somewhat simplified; goal management creates tensions through centralized goals, but coherence through decentralized goals. Quality work creates tension since it focuses on measurement which excludes other perspectives. At the same time coherence is identified as clients impact decision making. Lastly, tension is identified through the administrative burden - first-line-managers get no time for clients. Coherence is identified through operative coworkers perspective since the administrative tasks do not affect the time spent with clients. Future studies can aim towards certain aspects in-depth, such as the consequences of identified tensions.

Jag prioriterar hårt och jag jobbar smart : En studie av stödet till enhetschefer inom funktionshinderområdet / I prioritize hard and I work smartly : A study of support for unit managers in the field of disability

Befattningen enhetschef innefattar mängder av krav från brukare, anhöriga, politiker och även krav som följer med uppdraget. De arbetssituationer som chefer hanterar kan kräva resurser och stöd som underlättar och gör arbetet hanterbart. Lagförändringar inom funktionshinderomsorgen som skett de senaste åren och har gjort att förutsättningarna för enhetscheferna har ändrats (Socialstyrelsen, 2018). Syftet med denna studie är att belysa enhetschefers arbetssituation inom funktionshinderområdet och uppmärksamma det stöd som underlättar arbetet samt de strategier som enhetscheferna använder sig av. Datainsamlingen genomfördes genom öppna intervjuer med åtta respondenter. Intervjuerna transkriberades och analyserades genom en kvalitativ innehållsanalys. Resultatet visar att intervjuade enhetschefer upplever en hög grad av administrativt stöd från IT- och HR-avdelningarna. Brister i enhetschefernas arbetsmiljö uppstår också när möjligheten till ersättare är begränsad. Fysisk närhet och personligt förhållande till chefskollegor är en viktig aspekt av enhetschefernas stödsystem, men detta kan även vara en börda. Belastningen är stor i proportion till arbetets tids- och resursaspekt. Det finns en oförståelse från politikerna och ledningen när det gäller verksamhetsområdet och utformandet av insatserna för att tillgodose brukares behov. Aktuell studie bidrar med en förståelse av brister i enhetschefers arbetsmiljö vilket är en utgångspunkt för att skapa hållbara arbetsförhållanden och verksamheter med god kvalité. / The position as unit manager includes a number of demands from users, relatives and political decision makers as well as the demands of the assignment itself. The work situations that managers deal with may require resources and support in order to make the work manageable. The change in legislation of disability care during recent year has changed the conditions for unit manager (The national board of health and welfare, 2018). The aim of this study is to highlight the support the unit managers need and the strategies that they may use in order to function in a changeable and stressful work situation. The data collection of the study was conducted through open-ended interviews with eight respondents. The interviews were then transcribed and analyzed by a qualitative content analysis. The result shows that the interviewed unit managers experience a high level of administrative support from the IT and HR departments. Deficiencies in the unit managers' work environment arise when no substitute managers are engaged. Our interviews indicate that the burden of the unit manager’s assignment is too large in proportion to the time and resource that are allocated for the work. There is also a lack of understanding from politicians and management to design efforts that is needed to meet the needs of the end users and the unit manager. Physical closeness and personal relationships to senior colleagues are an important aspect of unit managers’ support system, but this can also be a burden. Current study contributes to an understanding of shortcomings in the unit manager's work environment, which is a starting point for creating sustainable work conditions and activities with good quality.

Den här uppsatsen utvecklar kunskapen om chefernas föreställningar om personals arbetsmiljö inom äldreomsorgen och funktionshinderomsorgen. Eftersom en dålig arbetsmiljön kan leda till arbetsrelaterad ohälsa är problemområdet relevant för det sociala arbetet. Utifrån tidigare forskning identifieras i uppsatsen arbetssätt, medarbetarnas kompetens, relationer samt livspussel som viktiga områden i relation till personals arbetsmiljö. Som en teoretisk utgångspunkt använder sig uppsatsen av organisationsteori med två olika perspektiv: ett strukturellt perspektiv och ett HR-perspektiv. Uppsatsen bygger på kvalitativa metoder och datainsamlingen genomfördes i form av semistrukturerade mejlintervjuer. Nio respondenter deltog i studien, fem från äldreomsorgen respektive fyra från funktionshinderomsorgen. Respondenterna arbetade som chefer inom äldre- och funktionshinderomsorgen i sex olika västsvenska kommuner. Datan från intervjuerna analyserades genom en tematisk analys. Bland resultaten framkommer att enligt chefers föreställningar kan medarbetarnas arbetsmiljö påverkas av deras arbetssätt och påverkansmöjligheter, medarbetarnas kompetens, kommunikation, relationer samt av medarbetarnas livspussel. Dessa områden, som alltså speglar chefernas föreställningar, stämmer relativt väl överens med de områden som framhävts i tidigare forskning. / This essay develops the knowledge of managers’ perception of the work environment of staff in elderly care and disability care. Because a poor work environment can cause work-related ill health, the problem area is relevant to social work. In previous research, the essay identifies way of working, the competence of the staff, relations, and work-life balance as important areas in relation to the staff’s work environment. As a theoretical basis, the essay uses organisation theory with two different perspectives: a structural perspective and an HR perspective. The essay is based on qualitative methods and the data was collected by use of semi-structured email interviews. Nine respondents participated in the study, five from the elderly care and four from the disability care. The respondents worked as managers within the elderly care and disability care in six different municipalities in western Sweden. The data from the interviews was analysed according to a thematic analysis. A result is that according to the managers’ perceptions, the staff’s work environment can be affected by their way of working and their chance to make an impact, the competency of the staff, communication, relations, and by the work-life balance. These areas, which then mirror the managers’ perceptions, match the areas emphasised in previous research relatively well.

Enhetschefer är benämningen på den yrkesverksamma grupp som ansvarar för verksamheter som drivs enligt socialtjänstlagen och lagen om stöd och service till vissa funktionshindrade. De befinner sig i en politiskt styrd organisation med socialnämnden som uppdragsgivare. Enhetschefer är identifierade som en yrkesverksam grupp med hög arbetsbelastning och högre risk att utsättas för stress, i jämförelse med andra yrkesgrupper i ledande position. Syftet med studien är att undersöka hur olika stressfaktorer bidrar till upplevelsen av arbetsrelaterad stress hos enhetschefer inom kommunal äldre- och funktionshinderomsorg. Metodvalet är en kvantitativ enkätundersökning med syfte i att nå ut till fler personer och på så sätt få en bred överblick av enhetschefernas arbetssituation. Studien har genomförts i en medelstor svensk kommun där samtliga enhetschefer inom kommunal äldre- och funktionshinderomsorg valts ut. Av resultatet framkommer att de faktorer som i störst utsträckning bidrar till upplevd arbetsrelaterad stress, är för hög arbetsbelastning i förhållande till arbetstiden samt  bristande möjlighet att uppfylla önskemål från brukare. / Middle managers is the name of the professional group who is responsible for institutions that are run by the Social Service Act and Act concerning Support and Service for Persons with Certain Functional impairments. They work in a politically controlled organization with the municipal social welfare committee as the outsourcer. Middle managers are identified as a profession with a high workload and a higher risk of being exposed to stress, in comparison with other occupational groups with a leading position. The aim of the study is to examine how various stressors contribute to work-related stress. The method is a quantitative survey with the aim of reaching out to more people and to get a larger overview of the middle managers work situation. The study has been carried out in a medium-sized Swedish municipality, where all middle managers in municipal elderly and disability care were selected. The result shows that the stressors that contribute most to work-related stress are the high workload in relation to working time and a lack of opportunity to fulfill the client’s wishes.

My work offers a view of the care allowance as one of the sources of funding for social services, which over time has become a support for people with disabilities, which greatly helps sustain the limited number of social services - residential or field. Allowance realy gives recipients purchasing power pay part of the service / private assistance at their decision. I perceive the care allowance as an important state support for people dependent on the help of another person and I consider it a tool that should help to live a free life for people with disability. The allowance became very non-individualized (inflexible) - it is unable to respond to changes or adapt to the needs of its beneficiaries. Act on Social Services is strict in the individual approach, setting, way of working with people in the framework of social services, but in the care allowance practice does not apply this. The granting and payment of contributions is not individualized, each of them must be assigned / be classifiable in four levels. Ruthless whether it needs it and it uses the level of support it need. The care allowance system does not have one problem, but several that they do a lot. This is nothing without which the system should not function, it's something that could be better.

Nya chefers utveckling : en studie om hur nya chefer hanterar sina ledarroller / New managers’ development : A study about how new managers handle their leaderships roles

Förståelsen för effekter av lärandet och den psykosociala arbetsmiljön genom individen själv och omgivningen var av betydelse för nya chefers hantering av sina ledarroller. Syftet med studien var att bidra med kunskap om hur första linjens nya chefer hanterade sina ledarroller inom äldre- och funktionshinderomsorgen. Studiens tillvägagångssätt utgick från en fenomenologisk och kvalitativ fallstudie. Datainsamlingen bestod av semistrukturerade intervjuer. Analys av data genomfördes utifrån en tolkande fenomenologisk analysmetod. Slutsatsen visade att nya chefers utveckling kategoriserades som strategier och omständigheter. Strategier utgjorde nya chefers interna villkor som var att öva på att bli chef, inta ledarrollen och att växa i sin ledarroll. Omständigheter utgjorde nya chefers externa villkor som var att vara chef i första linjen och att klara av ledarrollen. Slutsatsen visade också att mängd arbete, användning av flertal datasystem, tiden, individen själv, relationer till andra, individens utveckling, arbetsinnehållet i första linjen och den komplexa organisationen påverkade nya chefers utveckling i sina ledarroller. / The understanding of the effects of learning and the psychosocial work environment through the individual herself and the environment was important to new manager´s management of their leadership roles. The purpose of this study was to contribute knowledge with how the first-lines’ new managers handled their leadership roles. The approach in this study was based on a phenomenological and qualitative case study. The data collection consisted of semi-structured interviews. Performance of analysis of data was based on an interpretive phenomenological analysis method. The conclusion showed that the development of new managers is categorized as strategies and circumstances. Strategies were new managers’ internal conditions and those are to becoming a manager, to take on the leadership role and to grow in the leadership role. The circumstances constituted new managers’ external conditions and those are to work as a manager in the first-line and to fulfill the leadership role. The conclusion also showed that the quantity of work, the use of several computer systems, time, individual herself, relationships at work, the individual’s development, content of work, and the complex organization affect new managers’ development in their leadership roles.
