Development of a System Based Approach for Strategic Implementation of Occupational Health and Safety Practices in Health Care Organizations

This thesis aims at investigating the importance of effective implementation of health safety and hygiene legislations and practices in Health Care delivery systems. A new System Based Approach for Strategic Implementation of Occupational Health & Safety Practices is proposed in this thesis. The underlying principle of the approach is based on involvement and inputs from staff and management rather than by pre-specified requirements and objectives. Furthermore, the development process is a closed loop process that provides a mechanism for continuously evaluating system performance and monitoring activities that have considerable impact on health and safety practices. A case study was conducted in the medical laboratories of five major hospitals in the Emirate of Abu Dhabi. Data were collected through questionnaires, staff interviews, and reviewing laboratory safety reports compiled over a three years period. The main conclusions from this study are: 1. The proposed approach has proven to be useful in analyzing existing health and safety systems. The methodology and tools proved to be instrumental in defining inefficiencies and determining the status of the Health & Safety policies & practices in the selected medical laboratories. 2. Effective implementation of the proposed approach has shown improvements in productivity, operational cost, service quality, staff and management satisfaction. 3. The case study has demonstrated that a developing country such the UAE, with no previously existing Health & Safety legislation and little risk prevention culture, can rapidly and effectively introduce effective industry specific H&S by adopting an integrated systems based approach. 4. UAE has highly advanced and economically developing base, there is a general willingness at senior level within the UAE to achieve high levels of competence and standards in all industrial sectors. 5. CAP is a system based management tool which has been implemented globally, but only limited in the gulf region; CAP has been implemented by the author and colleges within Zayed Military Hospital between 2003-2007.

Especially in smaller Gulf countries, like Qatar and the UAE, where native Arab populations amount for less than 20 per cent of the total population, it had strong effects also on identity constructions, as the native “national” societies became minorities within their own countries. As this process continues, fears of losing the respective (Arab, Gulf, Emirati, Qatari …) identity are increasingly being voiced and calls for political action to take on this issue are becoming louder. This PhD project aimed at analysing the Arabic discourse on migration and identity and between 2008 and 2013. By analysing Arabic language mass media from the UAE it looked not only at representations of immigrants but also at of processes and consequences of migration and perceived loss of identity, e.g. the dis-course on the „population imbalance“ (al-khalal fi at-tarkeeba as-sukkaniyya). By focusing on the Arabic discourse the thesis seeks to counter-weigh a wide-spread phenomenon in Gulf-related social sciences and humanities: many studies on the region build on English-language sources and material only, thus ignoring the fact that a majority Gulf nationals still speak, write and think in their native language and constructing a biased image of Gulf societies. Il percorso di ricerca si propone di studiare la Transgiordania, le sue tribù arabe, cristiane e musulmane, e le sue unità spazio-ecologiche in cui presero forma ambienti socio-politici differenti. La tesi si propone lo studio delle differenti fasi di transizione – dalla tribù allo stato e dalla tribù alla comunità – in cui gli spazi politici e sociali vennero riconfigurandosi secondo logiche di potere antiche e nuove al tempo stesso. L’obiettivo è individuare un itinerario storico che, attraversando i differenti distretti della Transgiordania durante il XIX secolo, la Grande guerra e il Mandato britannico, racconti la realtà del cristianesimo locale, le caratteristiche dei suoi micro-cosmi politici e la nascita dell’Emirato Hashemita di Transgiordania. / The thesis aims at studying Transjordan, its Arab Christian and Muslim tribes, and its spatial-ecological units in which different socio-political dynamics took place. The thesis analyzes different transition stages, from tribes to state and from tribe to community, in which political and social spaces have been reconfigured according to power logics, which were old and new at the same time. The objective is to identify a historical journey that deals with the reality of local Christianity, the characteristics of its political micro-cosmos and the birth of the Hashemite Emirate of Transjordan. This would be done by looking at the micro-history of the Transjordanian districts during the nineteenth century, the Great War and the British Mandate.

In dieser Arbeit wurden Angebotskurven für 22 bedeutende Ölförderländer ermittelt und anschließend zu globalen Angebotskurven aggregiert. Gemäß den ermittelten Angebotskurven sind nahezu alle gegenwärtig in der Förderphase befindlichen Ölprojekte in den Untersuchungsländern auch beim aktuellen Ölpreis von 35 bis 40 US-$ je Barrel unter Berücksichtigung der kurzfristigen Grenzkosten rentabel. Sollte der Ölpreis jedoch in den kommenden Jahren auf diesem Niveau verharren, wird es bis zum Jahr 2024 zu einem Angebotsengpass auf dem globalen Ölmarkt kommen, da zur Deckung der zukünftigen Nachfrage die Erschließung kostenintensiver, unkonventioneller Lagerstätten und von Lagerstätten in tiefen und sehr tiefen Gewässern notwendig ist. Damit es bis zum Jahr 2024 nicht zu einem solchen Angebotsengpass kommt, ist gemäß des ermittelten langfristigen Marktgleichgewichts ein Ölpreis von mindestens 80 (2014er) US-$ je Barrel notwendig.
