Synliggör distansundervisning att pojkar curlas? : En undersökning av sambandet mellan etableringen av svensk distansundervisning och utvecklingen mellan flickors och pojkars inrapporterade betygspoäng på de obligatoriska nationella proven i gymnasiet.

Vilka är effekterna av klassrummens digitala anpassningar i händelserna av en pandemi? Covid-19 har globalt sedan slutet av 2019 i olika omfattning och takt påverkat världsekonomin, den sociala mobiliteten och för Sverige likt många andra länder även skolbänken. Som ett led i stegen av Folkhälsomyndighetens rekommendationer som syftar till att motverka smittspridningen har klassrumsundervisning på riksnivå avlösts av olika hybrider av distansundervisning. Hur distansundervisningen påverkat Sveriges elever har varit ett föremål för debatt i de politiska rummen såväl som vid zoom-möten. Denna uppsats syftar till att undersöka sambandet mellan utvecklingen av flickors och pojkars betygspoäng på de obligatoriska nationella proven i ämnet engelska, matematik och svenska och etableringen av distansundervisningen i Sverige. Studien grundas på en Difference-in-Difference-in-Differences, en metod vars design utgår från inducerad slumpmässig variation. Nollhypotesen motsvarande att den logaritmerade genomsnittliga betygspoängen bland flickor och pojkar är likadan kommer via Welchs approximation testas för att se om utrymme finns för tolkningen att distansundervisningen kan ha påverkat trenden mellan betygspoängen och könstillhörigheten. Resultaten visar på att det inte går att avvisa att variationen i betygspoäng är orsakad av slump i engelska och matematik, men att skillnaden i genomsnittlig betygspoäng är statistiskt signifikant i svenska och har minskat mellan flickor och pojkar. Tre kompletterande hypotesprövningar görs på om andelen elever som fått underkänt betyg bland flickor och pojkar är signifikant lika i syfte att nyansera eventuella effekter av distansundervisningen, och för att undersöka om “Boys Will Be Boys” stämmer på de obligatoriska nationella proven. Resultaten på de kompletterande hypotesprövningarna är statistiskt signifikanta i respektive ämne och indikerar att skillnaderna minskat mellan flickor och pojkar. Modellen tar inte hänsyn till andra förklarande variabler än kön, varpå det uppmuntras till att tolka resultaten i ljuset av en inledande debatt kring könssegregationen i skolan.

This study aims to examine the regard paid to the use of Assistive Technology (AT) when assessing the knowledge of Year 9 pupils with dyslexia in the subject Swedish. A starting point was to examine the knowledge of a group of teachers in the areas of dyslexia and AT. The issues then developed as to which AT a dyslexic pupil is allowed to use in an assessment situation and how the use of these tools affects the assessment. There was an examination of the guidelines that the teacher group can use as support when assessing the knowledge of dyslexic pupils on the basis of AT. The method used was qualitative semi-structured interviews. The group examined was made up of four subject teachers in Swedish. The results showed that the teacher group had limited knowledge of both dyslexia and AT. It also emerged that computers were the most common form of compensatory aid in assessment situations. The use of AT did not affect the assessments. The curriculum contained no guidelines for assessing knowledge on the basis of AT and left a lot of room for interpretation by individual teachers. The conclusions drawn were that there is a need for teacher training to include courses on dyslexia and the areas of application of AT. Greater knowledge would better ensure that the correct compensatory aid is chosen for each pupil in each assessment situation. Clear guidelines are also needed so that assessments can be regarded as fair and of equivalent value.

This thesis examines the general principles in European Union (EU) public procurement law, as they apply to Swedish direct awards of low value, outside the scope of the EU procurement directives. A combination of Swedish and EU legal methodology is used to investigate two overarching themes. Firstly, the two different legal bases of the general principles, in the light of the Court of Justice of the EU’s definition of cross-border interest, as well as the Swedish implementation. Secondly, the central substantive consequences imposed by the principles on direct awards. The only national precedent on the subject, HFD 2018 ref. 60 of the Supreme Administrative Court, is both utilised and criticised against the backdrop of EU law to paint a picture of the principles’ inner workings in a direct award context. Pertaining to the first theme, an analysis of the applicability of EU primary law on direct awards is undertaken in order to distinguish the legal bases of the principles. If a contract is of certain cross-border interest, the general principles flow directly from EU law. In the absence of such an interest, the principles are exclusively based in Swedish law, which nationally extends the EU principles to all procurement (gold-plating). Overall, contracts valued below a quarter of the applicable EU directive threshold usually lack certain cross-border interest, unless there are concrete indications of the opposite. As a result, most direct awards fall outside the scope of EU law. An awareness of the legal bases of the principles is relevant to avoid breaches of EU primary law. It is argued that the Swedish gold-plated implementation of the general principles causes unnecessary uncertainty, and that separate national principles should be introduced outside the scope of EU primary law. As for the second theme, a thorough analysis concludes that the principles do not prohibit direct awards given without any exposure to competition, as long as the contracts are of low enough value. Direct awards can therefore be conducted through direct contact with a single supplier, in accordance with the legislative aims of the procedure. This may not be the case for social and other specific services of relatively high value. Nonetheless, the principles still affect direct awards, for instance in prohibiting flagrant cases of differential treatment without objective justification, based in arbitrary or corrupt decision-making. Unfortunately, these requirements are able to be circumvented due to the wide discretion given to procuring entities. On the other hand, if a direct award procedure is voluntarily advertised, the principles have greater practical significance. Still, the requirements in such cases are more lenient than in ordinary procurement procedures.
