CoordenaÃÃo de AperfeiÃoamento de Pessoal de NÃvel Superior / ABSTRACT The basic question directing this research was: How do the public schools at primary and secondary levels in the State of Cearà that have the Development School Plan (DSP) respond to a constitutional demand that the principal of Democratic Management be applied in all public schools. The inclusion of democratic management in the Federal Constitution of 1988 was something rather new as no other federal document had included it. The study tried to verify the existence of effective collegiate participation in school management in the public state schools of CearÃ. It also tried to discover what level of relationship existed between these same schools and other departments in the State Secretariat of Education (SEDUC) and the regional centers for educational development (CREDE). The research was carried out through non structural interviews with representative members of school councils in 82 of the state schools. Personal observation of the manner in which these councils met and functioned was also carried out. The interpretation and explanation of what was discovered was based strictly on the principles of hermeneutic phenomenology. Seven distinct categories were presented as concrete expressions of democratic school participation: the notion of participation, the participation of different segments of the school and local communities, the decisions made at council meetings, the number of meetings held, the difficulties involved in participation for various segments of school management, the organizations present in the school management, and the relationship between the school, CREDE an SEDUC. We concluded that contrary to what was idealized the working together of members of school management and local communities, the mechanism used the system simply did not work. / RESUMO Ponto fundamental norteou este trabalho: como as escolas pÃblicas do Ensino Fundamental e MÃdio da rede pÃblica do Estado do Cearà e que tenham PDE â Plano de Desenvolvimento da Escola, respondem ao imperativo constitucional que estabelece o princÃpio da gestÃo democrÃtica do ensino pÃblico. A inclusÃo da gestÃo democrÃtica do ensino pÃblico na ConstituiÃÃo Federal de 1988 foi uma inovaÃÃo, jà que nenhuma outra carta anterior o fez. Mesmo a legislaÃÃo infraconstitucional de procedÃncia federal nÃo consignou o tema como um princÃpio a ser adotado. Este estudo se circunscreverà a verificaÃÃo de existÃncia de participaÃÃo efetiva do colegiado escolar na gestÃo das escolas pÃblicas estaduais, e saber qual o nÃvel de relacionamento dessas escolas com outros ÃrgÃos do sistema (Secretaria de EducaÃÃo do Estado â SEDUC e os centros regionais de desenvolvimento da educaÃÃo - CREDES) A pesquisa baseou-se em dois tipos de levantamentos de dados. No primeiro, entrevistas de carÃter nÃo estruturado com os membros representativos de conselhos escolares de oitenta e duas escolas. No segundo levantamento, foram feitas observaÃÃes do funcionamento das reuniÃes desses colegiados. As interpretaÃÃes e explicaÃÃes dos achados foram feitas com base nos princÃpios estritos da hermenÃutica fenomenolÃgica. Sete categorias distintas, mas intimamente relacionadas, foram enunciadas como expressÃes concretas da gestÃo democrÃtica â a idÃia de participaÃÃo, a participaÃÃo dos diferentes segmentos da comunidade escolar e local na gestÃo da escola, o referendado nas reuniÃes dos conselhos, o nÃmero de reuniÃes realizadas pelo colegiados, as dificuldades na participaÃÃo dos vÃrios segmentos na gestÃo da escola, os organismos escolares presentes na gestÃo da escola e a relaÃÃo da escola com o CREDE e a SEDUC. Foi possÃvel constatar que, ao contrÃrio do que se idealiza sobre a convivÃncia entre membros da comunidade escolar e local, os mecanismos adotados pelos sistemas nÃo lograram bom termo.

nÃo hà / Cada momento histÃrico gera uma nova morfologia nos processos participativos, com novos sujeitos, estruturas, aÃÃes, instrumentos e direcionamentos. Nessa perspectiva, a constituiÃÃo de organismos colegiados (Conselhos Gestores de: PolÃticas PÃblicas, Fundos e Equipamentos Sociais), que caracteriza o modelo da gestÃo participativa, representa o surgimento, em cena, de novos espaÃos pÃblicos de participaÃÃo. à nesse espaÃo pÃblico e representativo do Conselho Escolar que se intenta analisar a participaÃÃo pelo viÃs da discursividade, apropriandoâse do discurso em sua materialidade, ou seja, considerando-o como processos dotados de aÃÃo e transformaÃÃo. O tema: A participaÃÃo no discurso do Conselho Escolar à uma incursÃo pelo campo teÃrico da anÃlise do discurso. O objetivo central à analisar os efeitos de sentidos dos dizeres sobre participaÃÃo produzidos pelos diferentes sujeitos que compÃem o Conselho Escolar de uma escola pÃblica do ensino fundamental do municÃpio de Fortaleza. Aborda-se como referencial teÃrico-metodolÃgico os pressupostos de Michel PÃcheux e Mikhail Bakhtin no desenvolvimento dos dispositivos de anÃlise do discurso. Quanto aos procedimentos tÃcnico-metodolÃgicos, este realizar-se-à mediante estudo de caso comportando trÃs momentos: delimitaÃÃo da unidade-caso, coleta de dados e analise e interpretaÃÃo destes. / Every historic moment generate a new morphology in participative processes with new subjects, structures, actions, instruments and ways. In this perspective, the constitutions of collegiate organisms, that characterize participation management model, represent the emerging of new publics spaces of participation. It is in this public and representative space of the school council which it was intended to analyze the participation by the theoretical field of the discourse analysis, appropriating of the discourse in its materiality, considering itself as processes endowed with action and transformation. The research was restricted to effect of sense of the voices about participation produced by the different subjects that constitute a school council. It was approached as theoretical-methodological reference the presuppositions from Michel PÃcheux and Mikhail Bakhtin in the development of the devices of discourse analysis. This work is about a case study of a public elementary school from Fortaleza city, in which the adopted technical-methodological processes split into three steps: delimitation of the case-unit; data acquisition â through interview with council members and access to documents; analysis and interpretation theses. We conclued this work whereas the collegiate organ of school council is endowed of discursives motions, of senses that not only unsubject the representative multiples, reproducing an institutional discourse of the participation as, also, a creative, dialogico discourse, originated of an exercise politician of the popular participation. This work is aimed at analyzing the organizational learning process in the managerial corps of TELEMAR - PA. This is a qualitative, descriptive, and exploratory case study conducted at the telecommunications company, TELEMAR â PA, where its managers were interviewed. In order to give support to this research, we have used a theoretical foundation made up of elements that could produce an understanding of the concepts, needs, and barriers, among other aspects, related to learning. The present study had as its aim to investigate how TELEMAR â PA develops environments that are propitious to learning, and how its administrators manage to aggregate innovation and participation as a differentiating element. The results reached through this research confirm the companyâs growth and its trend to develop in the technological aspect, however, they show discontinuity in the learning process because, although the company offers resources to this end, such as A Academia de LideranÃa and Universidade TELEMAR, it does not accomplish what it professes. / Este trabalho teve como objetivo, analisar o processo de aprendizagem organizacional no corpo gerencial da TELEMAR â PA. Trata-se de um estudo de caso de carÃter qualitativo, descritivo e exploratÃrio, efetuado em uma empresa de telecomunicaÃÃes, a TELEMAR â PA, onde foram desenvolvidas entrevistas com os gerentes da mesma. Para dar sustentaÃÃo à pesquisa, utilizou-se uma fundamentaÃÃo teÃrica composta de elementos que propiciassem um entendimento acerca dos conceitos, necessidades, barreiras, entre outros aspectos relacionados à aprendizagem. O presente estudo teve como objetivo investigar como a TELEMAR â PA desenvolve ambientes propÃcios à aprendizagem e como os gestores desta organizaÃÃo conseguem agregar inovaÃÃo e participaÃÃo como elemento de diferenciaÃÃo. Os resultados alcanÃados com esta pesquisa ratificam o crescimento e tendÃncia da empresa para desenvolver-se no aspecto tecnolÃgico, no entanto, mostra uma descontinuidade no processo de aprendizagem, jà que, apesar de oferecer recursos para tal, exemplo da Academia de LideranÃa e da Universidade TELEMAR, a empresa desvirtua-se no que diz respeito ao desenvolvimento do que à proferido.

FundaÃÃo Cearense de Apoio ao Desenvolvimento Cientifico e TecnolÃgico / The research part of the finding, based in several studies, that the Family Health Care Strategy (ESF), established as Primary Health in the National Public Health (SUS) in Brazil, has not encouraged a significant community participation. Supports the idea that community participation is essential to the advance of ESF work, and bring elements to enrich the debate on the theme of social participation in SUS. Studies the relationship between the Family Health Care Strategy (ESF) and community participation in Terrenos Novos neighborhood, in Sobral-CE. Analyzes the understanding of the group of users and professionals in the ESF about community participation, the ESF work and the relationship between them; evaluates community participation, the work of the ESF and the relationship between those in the community studied, presents and create proposals, with residents and professionals of the municipal health system of Sobral, to strengthen community participation and the ESF. Its theoretical mark is the Community Psychology and its interfaces with the Social Psychology of Health, Community Health and Public Health. Consists an exploratory and field research of qualitative approach. A thematic analysis is performed as the main methodological strategy, like a technique of content analysis of empirical material produced in the culture circles performed with the group of participants. As an additional methodological strategy, analyze the field notes taken and materials in work done by the researcher in the place. The search results are divided into three main themes: community participation, the ESF and the relationship between them. The theme of the Community highlights concepts of community participation related to ideas of solidarity with the other, an involvement and commitment to what is common, a need to collectively seek improvements to the neighborhood. The evaluation of community participation in Terrenos Novos neighborhood points to a "disenchantment" and decline of this process in the place. The theme of the ESF's work points to several conceptions, ranging from visions impregnated with the ideology of the biomedical model to more differentiated views that argue defends an attention focused on the family health and in tune with the reality of the territory-community. The evaluation of the work of the CSF studied mainly points to weaknesses in the health care. The discussion of the topic of the relationship between community participation and ESF highlights the importance of this relationship to the advancement of health work and the need to improve the relationship between these processes. Several relevant factors were identified in the relationship between ESF and the Community, among them: the professional commitment, the ability of social reading of the professionals, the need to resize the work process for health promotion; the power relationship between professional and user, the ability to practice the co-responsibility with the user, and need to create permanent spaces of dialogue between the CSF and the community. / A pesquisa parte da constataÃÃo, colocada por vÃrios estudos, de que a EstratÃgia de SaÃde da FamÃlia (ESF), constituÃda como AtenÃÃo PrimÃria em SaÃde no Sistema Ãnico de SaÃde (SUS) do Brasil, nÃo tem fomentado uma significativa participaÃÃo comunitÃria. Defende a idÃia de que a participaÃÃo comunitÃria à fundamental para o avanÃo do trabalho da ESF, e traz elementos para enriquecer o debate sobre o tema da participaÃÃo social no SUS. Estuda a relaÃÃo entre EstratÃgia de SaÃde da FamÃlia (ESF) e participaÃÃo comunitÃria no bairro Terrenos Novos, em Sobral-CE. Analisa a compreensÃo que um grupo formado por usuÃrios e profissionais da ESF tem a respeito da participaÃÃo comunitÃria, do trabalho da ESF e da relaÃÃo entre estes; avalia a participaÃÃo comunitÃria, o trabalho da ESF e a relaÃÃo entre estes na comunidade estudada; problematiza e constrÃi propostas, junto com moradores e profissionais do Sistema Municipal de SaÃde de Sobral, para o fortalecimento da participaÃÃo comunitÃria e da ESF. Tem como marco teÃrico a Psicologia ComunitÃria e suas interfaces com a Psicologia Social da SaÃde, SaÃde ComunitÃria e SaÃde PÃblica. Constitui-se como pesquisa de campo exploratÃria de abordagem qualitativa. Como estratÃgia metodolÃgica principal, realiza anÃlise temÃtica, como tÃcnica de anÃlise de conteÃdo, de material empÃrico produzido em cÃrculos de cultura realizados com o grupo de participantes. Como estratÃgia metodolÃgica complementar, analisa anotaÃÃes de campo realizadas, bem como materiais produzidos em trabalhos realizados pelo pesquisador no local. Os resultados da pesquisa dividem-se em trÃs temas principais: a participaÃÃo comunitÃria, a ESF e a relaÃÃo entre estes. O tema da participaÃÃo comunitÃria destaca concepÃÃes de participaÃÃo comunitÃria ligadas a idÃias de solidariedade com outro, de um envolvimento e compromisso com o que à comum, de uma necessidade de buscar coletivamente melhorias para o bairro. A avaliaÃÃo feita sobre a participaÃÃo comunitÃria no bairro Terrenos Novos aponta para um âdesencantamentoâ e enfraquecimento desse processo no lugar. O tema do trabalho da ESF aponta para diversas concepÃÃes que vÃo desde visÃes impregnadas com o ideÃrio do modelo biomÃdico atà visÃes mais diferenciadas que defendem uma atenÃÃo em saÃde voltada para a famÃlia e sintonizada com a realidade do territÃrio-comunidade. A avaliaÃÃo feita do trabalho do CSF estudado aponta principalmente para fragilidades na atenÃÃo à saÃde. A discussÃo do tema da relaÃÃo entre participaÃÃo comunitÃria e ESF destaca a importÃncia de tal relaÃÃo para o avanÃo do trabalho em saÃde e para a necessidade de se melhorar a relaÃÃo existente entre esses processos. Foram apontados vÃrios elementos relevantes na relaÃÃo entre ESF e participaÃÃo comunitÃria, dentre eles: o compromisso do profissional; a capacidade de leitura social dos profissionais; a necessidade de redimensionar o processo de trabalho para a promoÃÃo da saÃde; a relaÃÃo de poder entre profissional e usuÃrio; a capacidade de praticar a co-responsabilizaÃÃo com o usuÃrio; e a necessidade de criaÃÃo de espaÃos permanentes de diÃlogo entre o CSF e a comunidade.

CoordenaÃÃo de AperfeiÃoamento de Pessoal de NÃvel Superior / A Ãgua para consumo humano tem se apresentado como uma das preocupaÃÃes crescentes do novo milÃnio. No que se refere a gestÃo das Ãguas, a bacia hidrogrÃfica foi adotada pelo Sistema Integrado de Recursos HÃdricos como unidade de gestÃo sendo os comitÃs de bacia hidrogrÃfica o seu elemento fundamental. Estes comitÃs sÃo considerados como uma das instÃncias mais importantes de participaÃÃo e integraÃÃo de planejamento e das aÃÃes na Ãrea dos recursos hÃdricos. Para tanto, à fundamental que seus membros entendam a relevÃncia do processo participativo na tomada de decisÃo pelo melhor uso da Ãgua e pelos investimentos necessÃrios em torno desta bacia. Assim este estudo objetivou compreender o significado de participaÃÃo para os integrantes do Comità da Sub Bacia HidrogrÃfica do Rio Salgado subsidiando a promoÃÃo da saÃde para um ambiente sustentÃvel no que se refere aos recursos hÃdricos. Realizamos um estudo qualitativo no perÃodo de marÃo a outubro de 2008, no contexto da Sub Bacia HidrogrÃfica do Rio Salgado. Participaram do estudo os integrantes do Comità da Sub Bacia HidrogrÃfica do Rio Salgado, com 18 informantes da micro bacia trÃs que representam os municÃpios de Crato, Juazeiro do Norte, e CaririaÃu no CearÃ. Os dados foram coletados por meio de entrevista mediante questÃes norteadoras e analisados atravÃs do Discurso do Sujeito Coletivo. Procurando assegurar os procedimentos Ãticos, esta pesquisa foi submetida e aprovada pelo Comità de Ãtica da Universidade Federal do Cearà com nÃmero de protocolo 19/08. Os resultados revelaram que participaÃÃo à compreendida pelo grupo como consciÃncia social, como representaÃÃo da coletividade, como encaminhamento de informaÃÃes e questÃes locais para discussÃo coletiva, para o saber ouvir e o discernir o melhor. Foram apontadas como dificuldades a falta de infra-estrutura que garanta a locomoÃÃo dos integrantes, bem como dificuldades de comunicaÃÃo, capacitaÃÃo e informaÃÃo. As facilidades apontadas foram: motivaÃÃo pessoal, diÃlogo e liberdade para manifestar demandas o que demonstra vÃrias formas de participar, ora discutindo ora silenciando para refletir e decidir o que seja melhor para a coletividade. Dessa forma, essas pessoas se empoderam e podem cuidar do seu entorno, vislumbrando aÃÃes que visem à promoÃÃo da saÃde das famÃlias que fazem parte da Ãrea de abrangÃncia da Sub Bacia HidrogrÃfica do Rio Salgado. / The water for human consumption itâs becoming one of the growing concerns of the new millennium. When it comes to water administration, the river basin was adopted by Integrated System of Water Resources as management unit with the river basin committees as its fundamental element. These committees are considered one of the most important instances of participation and planning integration and of actions in water resources area. It is fundamental that their members understand the relevance of the participation process in the decision making for the best use of water and for the necessary investments around this basin. This study aimed to understand the meaning of participation for the Salgado Sub-River Basin Committee members supporting health promotion for a sustainable atmosphere when it comes to water resources. A qualitative study was carried out in the period from March to October 2008, in the context of the Salgado Sub-River Basin. The members of the Salgado Sub-River Basin Committee participated of the study together with 18 informers of the micro basin three that represent the municipal districts of Crato, Juazeiro do Norte and CaririaÃu in CearÃ. The data were collected through interview applying leading questions and were analyzed through the Collective Subjects Discourse. To assure the ethical procedures this research was submitted and approved for the Ethical Committee of the Federal University of CearÃ, protocol number 19/08. The results revealed that participation is understood by the group as social conscience, collectivity representation, directing information and local subjects for collective discussion, to know to listen and discern the best. The difficulties pointed were: the lack of infrastructure that guarantees the members locomotion, as well as difficulties of communication, training and information. The facilities pointed were: personal motivation, dialogue and freedom to manifest demands, which demonstrates several forms of participation, some times discussing other times silencing to reflect and decide what is better for collectivity. These people can take hold of knowledge and take care of their surroundings, aiming actions that seek health promotion of the families that are part of the inclusion area of the Salgado Sub-River Basin.

AgÃncia Nacional do PetrÃleo / A presente dissertaÃÃo refere-se ao Plano Municipal de SaÃde de Fortaleza, por meio de uma anÃlise sob o enfoque da participaÃÃo cidadÃ, no perÃodo de 2001 a 2004. A grande meta da saÃde foi assegurar a municipalizaÃÃo, com a configuraÃÃo de um Sistema Municipal de SaÃde, permitindo, em um primeiro momento, a implantaÃÃo de vÃrios serviÃos e programas de atenÃÃo bÃsica, e o fortalecimento das aÃÃes de vigilÃncia, e posteriormente a ampliaÃÃo da oferta de atenÃÃo especializada e a reorientaÃÃo da atenÃÃo hospitalar. Priorizou-se oferecer uma assistÃncia integral que pudesse dar cobertura à maioria absoluta das famÃlias do MunicÃpio. O Plano Municipal de SaÃde (2001 - 2004) teve como premissas a mudanÃa na estratÃgia de intervenÃÃo sobre os problemas de saÃde com a reorientaÃÃo do modelo assistencial e a descentralizaÃÃo das aÃÃes de saÃde. Foram aplicadas entrevistas semi-estruturada voltadas à populaÃÃo usuÃria dos serviÃos prestados no Hospital Distrital Gonzaga Mota â Barra do CearÃ, como tambÃm aos gestores e profissionais da saÃde, incluindo um tÃcnico responsÃvel pela elaboraÃÃo do referido plano e um ex-membro do Conselho Municipal de SaÃde do municÃpio de Fortaleza, referente à gestÃo de 2001 a 2004. Conclui-se que, este trabalho aponta alguns avanÃos importantes na medida em que as tentativas de superaÃÃo do modelo proposto, embora seja visÃvel a fragilidade exposta no Plano Municipal de SaÃde. / The present dissertation mentions the Municipal Plan to it of Health of Fortaleza, by means of an analysis under the approach of the participation citizen, in the period of 2001 and 2004. The great goal of the health was to assure the municipalizaÃÃo, with the configuration of a Municipal System of Health, allowing, at a first moment, the implantation of some services and programs of basic attention, and the fortalecimento of the actions of monitoring, and later the magnifying of offers of specialized attention and the reorientation of the hospital attention. It was prioritized to offer an integral assistance that could give covering to the absolute majority of the families of the City. The Municipal Plan of Health (2001 - 2004) had as premises the change in the intervention strategy on the problems of health with the reorientation of the assistencial model and the decentralization of the actions of health. Interviews half-structuralized come back to the using population of the services given in the District Hospital Gonzaga Mota - Bar of the CearÃ, as well as to the managers and professionals of the health had been applied, including for the former-member and one responsible technician elaboration related plain of the City council of Health of the city of Fortaleza, referring to the 2001 and 2004. One concludes that, this work points some important advances in the measure where the attempts of overcoming of the considered, either even so visible model the fragility displayed in the Municipal Plan of Health.

CoordenaÃÃo de AperfeiÃoamento de Pessoal de NÃvel Superior / Este trabalho se propÃe a recuperar a trajetÃria de participaÃÃo das organizaÃÃes da sociedade civil na implementaÃÃo do Plano Estadual de QualificaÃÃo do Cearà â PEQ/CE com esteio na percepÃÃo dos sujeitos sociais envolvidos Tem como cenÃrio as transformaÃÃes econÃmicas sociais polÃticas e culturais que marcam a sociedade nas Ãltimas dÃcadas em decorrÃncia da mundializaÃÃo do capital reestruturaÃÃo produtiva e gestÃo do trabalho redefiniÃÃo do papel do Estado e das suas relaÃÃes com a sociedade civil sob a Ãgide da hegemonia neoliberal Dessa perspectiva sÃo analisadas as polÃticas pÃblicas de emprego no Brasil com destaque no Plano Nacional de QualificaÃÃo do Trabalhador e em um dos seus mecanismos de implementaÃÃo â o Plano Estadual de QualificaÃÃo do Cearà â onde se insere o objeto de investigaÃÃo empÃrica Esta investigaÃÃo foi orientada por quatro objetivos: a) configurar o perfil das organizaÃÃes da sociedade civil participantes da implementaÃÃo do PEQ/CE; b) compreender os motivos determinantes do seu ingresso no PEQ/CE; c) conhecer a experiÃncia vivenciada por essas organizaÃÃes no processo de credenciamento e seleÃÃo ao PEQ/CE; e d) resgatar a experiÃncia das organizaÃÃes da sociedade civil na execuÃÃo de aÃÃes de qualificaÃÃo profissional no Ãmbito desse Plano O procedimento metodolÃgico compreendeu estudos bibliogrÃficos documentais e pesquisa de campo de natureza qualitativa no sentido do conhecimento da experiÃncia social dos diversos sujeitos envolvidos na implementaÃÃo do PEQ/CE na sua relaÃÃo com o objeto de investigaÃÃo O resultado da investigaÃÃo empÃrica mostra na percepÃÃo dos vÃrios sujeitos sociais envolvidos a importÃncia da participaÃÃo da sociedade civil no Plano Estadual de QualificaÃÃo do Cearà e no Conselho Estadual do Trabalho como mediaÃÃo entre as demandas da populaÃÃo e os programas governamentais e na criaÃÃo de espaÃos pÃblicos de representaÃÃo e negociaÃÃo dos interesses populares no sentido de sua inscriÃÃo na agenda pÃblica / This study aims at recalling the participation of civil societyâs organizations trajectory in the implementation of the Qualification State Plan of Ceara â PEQ/CE, from the perception of social subjects engaged in it. Its background are the economic, social, political, and cultural transformations that are marking society in the last decades, due to the capitalâs globalization, the production restructuring and work management, and the redefinition of Stateâs role and its relationships with society, scaffolded by neoliberalist hegemony. From such perspective, this research analyzes public policies for jobs in Brazil, by focusing the National Plan for the Qualification of Worker, as well as one of its mechanisms of implementation, the Qualification State Plan of Ceara, object of this empirical investigation. This work had four guideline objectives: a) designing the profile of organized civil societies engaged in the implementation of PEQ-CE; b) understanding the determinative reasons in their ingress in PEQ-CE; c) knowing the experience lived by these organizations in the inscription and selection for PEQ-CE; and d) recalling the experience of organized civil societies in the performance of actions of professional qualification, within such Plan. The methodological procedure comprehended documental and bibliographic studies and qualitative field research, in order to recognize the social experience of the varied subjects engaged in the implementation of PEQ-CE in their relation with the object under investigation. The result of this empirical study shows, from the perception of the varied social subjects involved, the importance of civil society in the Qualification State Plan of Ceara, and in the State Work Council, as mediation between the populationâs demands and the governmental programs, as well as in the creation of public spaces of representation and negotiation of peopleâ interests, in order to inscribe it in the public agenda.

Conselho Nacional de Desenvolvimento CientÃfico e TecnolÃgico / O fio condutor desse trabalho de pesquisa resulta de uma constataÃÃo histÃrica: o crescimento, sobretudo a partir da dÃcada de 1990, de manifestaÃÃes de carÃter polÃtico-participativo oriunda dos mais variados espaÃos e grupos sociais. Apesar de tais manifestaÃÃes terem se disseminado no conjunto da sociedade brasileira, observa-se que hà uma participaÃÃo significativa entre as camadas mais baixas da populaÃÃo, em particular no Ãmbito das associaÃÃes comunitÃrias de moradores. As explicaÃÃes que comumente tÃm sido dadas a esse fato, residem, em geral, nos fatores de ordem conjuntural, tais como a consolidaÃÃo do processo de globalizaÃÃo e seus desdobramentos nos nÃveis cultural, social, polÃtico e econÃmico e, particularmente, no movimento de redmocratizaÃÃo da sociedade brasileira. Inegavelmente, esses fatores nÃo podem nem tampouco devem ser desconsiderados. à preciso, porÃm, que se faÃa um exercÃcio mÃnimo de relativizaÃÃo, pois cada sujeito envolvido nesse processo atribui um sentido especÃfico para sua aÃÃo. Nessa perspectiva, o bjetivo precÃpuo desse estudo consiste em desvendar as motivaÃÃes da participaÃÃo. Em outras palavas: que fatores tÃm onduzido os "homens simples" à participaÃÃo social? E ainda: que mudanÃas essa participaÃÃo tem gerado na comunidade e nos sujeitos sociais que a vivencia? A entidade que dà subsÃdio a esse estudo à a UniÃo dos Moradores do Jardim Iracema - UMJIR. Situada na zona oeste de Fortaleza, essa associaÃÃo comunitÃria tem uma trajetÃria de vinte e dois anos à frente das lutas daquela comunidade.

CoordenaÃÃo de AperfeiÃoamento de Pessoal de NÃvel Superior / O presente estudo tem como objetivo central compreender a instituiÃÃo da parceria pÃblico-privada entre o Campus UniversitÃrio de Marabà e a Companhia Vale e suas implicaÃÃes para a vida acadÃmica, em especial para a autonomia universitÃria do Campus. Com base no objetivo apresentado, evidenciam-se as categorias analÃticas: pÃblico, privada e universidade produtivista e as categorias empÃricas: autonomia universitÃria e participaÃÃo para aprofundamento das anÃlises teÃricas. No processo de conduÃÃo metodolÃgica da pesquisa empreendida optou-se pela abordagem qualitativa, com viÃs metodolÃgico da pesquisa participante. A produÃÃo do referido estudo se construiu a partir do diÃlogo com variadas fontes bibliogrÃficas e documentais, alÃm da utilizaÃÃo dos recursos de coletada de dados tais como: entrevistas, questionÃrios e formulÃrios. As reflexÃes apresentadas apontam que a fragilidade da participaÃÃo docente, em certa medida, implicou a autonomia universitÃria, nÃo aquela apresentada na letra da lei, mas autonomia construÃda pela participaÃÃo no espaÃo pÃblico, na construÃÃo do diÃlogo, do desentendimento e pelo vencimento do discurso do consenso estabelecido pela polÃtica policial da anulaÃÃo da fala dos sujeitos dentro do espaÃo democrÃtico. As aproximaÃÃes teÃricas presentes no texto estÃo marcadas pela utopia e paixÃo em defesa da Universidade PÃblica, nesse sentido hà de se reconhecer que a universidade nÃo se modifica sozinha em uma via de mÃo Ãnica, pelo contrÃrio, ela tem se modificado pelas contingÃncias histÃricas que determinam seus rumos, acreditando nessa capacidade de se modificar-se constantemente e que espera-se que a âEra das PPPsâ seja enfrentada e transformada com bom senso, trabalho coletivo, Ãtica e, principalmente, com aÃÃo polÃtica propositiva e transformadora. / This study aims at understanding the institution of public-private partnership between the campus and the Vale of Marabà and its implications for the academic life, especially for the autonomy of the university campus. Based on the goal presented to demonstrate the analytical categories: public, private and university productivist and empirical categories: university autonomy and participation for deepening the theoretical analysis. In the process of conducting methodological research undertaken was chosen qualitative approach with the methodological bias of the research participant. The production of this study was constructed from the dialogue with various bibliographic and documentary sources, besides the utilization of collected data such as interviews, questionnaires and forms. The reflections presented indicate that the fragility of teacher participation to some extent, involved the university autonomy, no one presented the letter of law, but autonomy built by participating in public space, the construction of the dialogue of misunderstanding and the maturity of the discourse of consensus established by the political police of the cancellation of the speech of subjects within the democratic space. The theoretical approaches in the text are marked by utopia and passion in defense of the Public University in this respect must be recognized that the university does not change by itself on one-way street, however, it has been modified by historical contingencies that determine its direction, believing that ability to change constantly and it was hoped that the "Era of PPPs" be confronted and transformed with common sense, team work, ethics, and especially with purposeful and transformative political action.

CoordenaÃÃo de AperfeiÃoamento de Pessoal de NÃvel Superior / Empresa de AssistÃncia TÃcnica e ExtensÃo Rural do Cearà / O fenÃmeno da participaÃÃo nas polÃticas pÃblicas comeÃa a se desenhar na dÃcada de 1950, quando se instalam no Brasil a tendÃncia consumista e as prÃticas do desenvolvimento de comunidade que inicialmente surgem como meio de efetivar a polÃtica de modernizaÃÃo. Manifestam-se mais fortemente a partir da dÃcada de 1960. à medida que foram se evidenciando contradiÃÃes sociais, as Ãreas de moradias foram se constituindo em espaÃos para a mobilizaÃÃo e organizaÃÃo popular, para atender Ãs exigÃncias de consumo formuladas pela industrializaÃÃo. Com o propÃsito de compreender este fenÃmeno, este estudo pretendeu avaliar a estratÃgia participativa do Projeto SÃo Josà de MecanizaÃÃo AgrÃcola, no MunicÃpio de Jardim, no Estado do CearÃ. Para tanto, levantou-se a seguinte questÃo: o projeto SÃo Josà incorpora em sua formulaÃÃo e execuÃÃo os conceitos de participaÃÃo previstos em sua estratÃgia? Neste sentido, mediante uma abordagem qualitativa e a utilizaÃÃo de instrumentos de cunho quantitativo/qualitativo, foi dado inÃcio ao trabalho de pesquisa, o qual foi realizado em oito associaÃÃes de agricultores familiares. A pesquisa foi realizada com 113 famÃlias de agricultores e 15 agentes representantes de instituiÃÃes/entidades. O resultado da avaliaÃÃo sugere que a participaÃÃo no Projeto SÃo Josà nÃo se efetiva em todas as suas etapas, fato sà identificado no momento da liberaÃÃo dos recursos, mediante a assinatura do convÃnio (AssociaÃÃo e Estado). Mesmo assim, ainda indica limitaÃÃes no que se refere ao grau de conscientizaÃÃo, organizaÃÃo social e capacitaÃÃo dos sujeitos envolvidos no programa. / The phenomenon of participation in public policy, begins to take shape in the 1950s, when installed in Brazil, the consumer trend and practices of community development that initially appear as a means of effecting the policy of modernization. Manifesting itself more strongly from the 1960s. As if that were showing the contradictions of the housing areas were formed in space for popular mobilization and organization, to meet consumption requirements formulated by industrialization. Based on this understanding this study focused on the purpose of evaluating the participatory strategy Project SÃo Josà of Agricultural Mechanization in the city of Jardim in the State of CearÃ. As such, it posed the question: The project includes SÃo Josà in the process of formulating and implementing the concepts of holding referred to in your strategy? In this sense, through a qualitative approach, and the use of quantitative-oriented and quality was initiated research work which was conducted in eight local farmers. The research was conducted with 113 farm families and 15 staff representatives from institutions / entities. The evaluation result suggests that participation in the SÃo Josà Project is not effective in all its stages, a fact only identified at the time of release of funds by signing the agreement (Association and State). Yet still indicates limitations with regard to the degree of awareness, social organization and training of persons involved in the program.
