The aim of this thesis is to gain knowledge of how automated decision-making in Swedish public authorities affects the ability to comply with the Swedish principle of public access to official records. This is done through a Posthumanist analysis of seven qualitative interviews. With the help of the actor-network theory concept of the nonhuman actor the underlying computer programs of automated decision-making is understood as an actor who, in interaction with human actors, affects the public sector´s ability to provide the public with valuable information about how they run their organizations. The interviews were conducted with employees at two Swedish public organizations: The Swedish Board of Student Finance and Swedish Association of Local Authorities and Regions. The respondents were asked what kind of insight in the underlying computer programs for automated decision-making that they themselves and the public thought was needed. The interviews were recorded and transcribed, and provided the material for the analysis. The study shows that the employees share the opinion that insight in the automated decision-making systems are not necessary for the public. As a consequence of this, the system developers are left with exclusive knowledge of how the public sector is making decisions and the decision-making becomes invisible for a majority of the public. This is not in line with the aim of the principle of public access to official records. This is a two years master’s thesis in Archival Science.

L'accès du public aux terrains privés pour la randonnée pédestre au Québec : quelle compatibilité avec l'exercice des droits de propriété?Tanguay, Caroline 07 1900 (has links)
Ce mémoire s’intéresse à la collaboration entre deux groupes d’acteurs grâce à qui des sentiers de marche en milieu naturel sont rendus accessibles au public sur les terres privées : les propriétaires fonciers et les gestionnaires de réseaux pédestres. Souvent fondé sur des ententes de droit de passage, leur partenariat répond à une demande sociale grandissante pour la pratique d’activités de sport et de loisir en plein air, plus forte encore à proximité des zones urbaines. Or, il repose sur des assises précaires. Compte tenu du peu de connaissances dont nous disposons sur ces enjeux au Québec, cette recherche exploratoire vise à comprendre dans quelle mesure l’accès du public aux sentiers de randonnée pédestre formels localisés sur des terrains privés peut être compatible avec l'exercice des droits de propriété privés. Nous cernons à la fois les facteurs influençant cette compatibilité ainsi que les stratégies mobilisées par les gestionnaires et les propriétaires pour utiliser ces facteurs comme leviers ou, au contraire, réduire leur portée. Une enquête de terrain qualitative a été menée en deux phases : d’abord auprès de gestionnaires de sentiers de plusieurs régions du Québec (première phase), puis auprès de gestionnaires et de propriétaires fonciers de Sainte-Brigitte-de-Laval (cas ciblé pour la seconde phase). Les résultats de la recherche montrent que l’accès du public peut être compatible avec l’exercice des droits de propriété privés, mais que cela dépend de deux facteurs majeurs : la capacité des acteurs (1) d’actualiser leurs propres pratiques et représentations du terrain et (2) de se faire mutuellement confiance. Les manifestations de ces facteurs et les stratégies employées par les deux groupes d’acteurs sont exposées. Puis, nous identifions l’enjeu cardinal pour chacun d’eux. Les propriétaires souhaitent continuer de profiter de leur propriété en dépit et au-delà de la présence du sentier. Les gestionnaires, conscients du caractère asymétrique de la relation qui les lie aux propriétaires, tentent de construire le lien de confiance avec ces derniers, tout en composant avec des ressources limitées. Le mémoire propose finalement une réflexion sur de possibles pistes d’intervention à partir des solutions évoquées par les participants et d’un examen de différents outils d’urbanisme. La recherche expose sa contribution sur les plans théorique, méthodologique et pratique. Elle a été l’occasion de revisiter l’étendue et les limites de l’exercice des droits de propriété au Québec en plus de montrer la valeur heuristique de la théorie de l’accès. Sa démarche exploratoire, itérative et les méthodes utilisées ont permis de générer de nouvelles connaissances empirique pour le Québec. La réflexion sur de possibles pistes d’intervention pourra éclairer les professionnels de l’aménagement du territoire. / This paper focuses on the collaboration between two groups of actors who make nature trails accessible to the public on private land: landowners and hiking trails managers. Often based on right of way agreements, their partnership meets a growing social demand for outdoor recreation, which is even stronger near urban areas. However, it is based on a precarious foundation. Given the limited knowledge we have on these issues in Quebec, this exploratory research aims to understand the extent to which public access to formal hiking trails located on private land can be compatible with the exercise of private property rights. We identify both the factors influencing this compatibility and the strategies mobilized by managers and owners to use these factors as levers or, on the contrary, to reduce their scope. A qualitative field survey was conducted in two phases: first with hiking trail managers located in several regions of Quebec (first phase), and then with managers and private landowners in Sainte-Brigitte-de-Laval (case selected for the second phase). The research results show that public access can be compatible with the exercise of private property rights when associated with two major factors: the actors’ ability (1) to accomplish their own uses and representations of the land and (2) to trust each other. The manifestations of these factors and the strategies employed by the two groups of actors are outlined. Then, we identify the main issue for each of them. The private landowners want to keep on benefitting from the property despite and beyond the presence of the trail. The managers – aware of the asymmetrical nature of the relationship between them and the owners – try to build trust with the latter while dealing with limited resources. Finally, a reflection on possible avenues of intervention is initiated based on the solutions mentioned by the participants and an examination of various urban planning tools. The research presents its contribution on the theoretical, methodological, and practical levels. It was an opportunity to revisit the scope and limits of the exercise of property rights in Quebec and to demonstrate the heuristic value of access theory. Its exploratory, iterative approach, and the methods used have generated new empirical knowledge for Quebec. The reflection on possible avenues of intervention could enlighten land use planning professionals.

Awareness and usage of online public access catalogue by undergraduates students at University of VendaShokane, Mashia Martina January 2022 (has links)
Thesis (M.A. (Information Studies)) -- University of Limpopo, 2022 / Online Public Access Catalogue (OPAC) plays a critical role in assisting library patrons to effectively and efficiently locate information resources from the academic library. This study examined awareness and usage of the existing OPAC functionalities and capabilities among undergraduate students at the University of Venda (UNIVEN). The research methodology for the study was guided by the adoption of quantitative research approach and descriptive survey design. The data collection tool used was a google forms questionnaire, through which the link was distributed to all undergraduate students at UNIVEN via e-mail. Systematic random sampling method was used to arrive at a sampling frame of five hundred and sixty-three (563) participants represented in all eight (8) schools that comprise UNIVEN academic structure. The findings of the study revealed that the majority of undergraduate students rated their level of awareness as average. Their major source of awareness of OPAC is library training. Most of respondents were not aware and familiar with OPAC functionalities such as Boolean operators, truncation marks and advanced search. The study further revealed positive attitudes and promising perceptions towards OPAC. In terms of usage, the findings show that most of the respondents occasionally use OPAC, and the majority use a title search entry to conduct their search on OPAC and they prefer to use a simple search option. Furthermore, most of participants showed that their purpose of OPAC usage is to locate books in the library. The major challenge encountered by respondents in using OPAC was slow internet connectivity and their lack of skills in searching information from OPAC. Based on these findings, this study recommends that librarians ought to promote the importance of using all OPAC functionalities to improve awareness and optimal usage of the OPAC functionalities as an information retrieval tool. There is a need for intensified training on advanced search options, such as Boolean operators, Truncation marks and advanced search, through one-on-one instruction and Lib-guides.

Etiska dilemman och avvägningar mellan smittskydd och sekretesskyddFlodbring Larsson, Olivia, Skillryd, Anna January 2023 (has links)
Due to their contagiousness, communicable disease require healthcare staff to not only see to the needs of their patient, but also to the protection of themselves and other people from getting infected. Ethical issues and dilemmas tied to the patient’s anatomy and confidentiality arise as interventions to prevent further spread of the disease necessarily involve informing others about the risk of infection. Knowledge of and about communicable disease is necessary for acts of caution to be taken by both the person carrying it and those who are at risk of becoming infected. The Swedish communicable disease control system is regulated mainly with the Communicable Diseases Act (smittskyddslag, SFS 2004:168) and confidentiality within healthcare is regulated by the Public Access to Information and Secrecy Act (offentlighets- och sekretesslag, SFS 2009:400). In this thesis we identify dilemmas and concessions in the taking of measures to prevent the spread of communicable diseases, focusing especially on these two laws. This is done from the perspective of social work in healthcare settings with some focus on healthcare counsellors. For this purpose we have used content analysis with a deductive approach, produced a coding schedule, and analyzed relevant data in official documents. To discuss identified dilemmas and concessions further, we have used a theory of care ethics and utilitarianism. In our results we describe dilemmas consisting of situations where it is impossible to both maintain secrecy regarding the patient’s status as ill while informing others about their risk of infection, situations where differing interests arise, and situations where several principles which need to be followed differ from one another. These dilemmas are ethical in nature rather than legal, although professionals must make decisions regarding what information to share and what to keep secret. This makes for situations where practical answers to ethical dilemmas are necessary, and the contagious nature of the patient’s disease makes work more difficult. / I arbetet med smittsamma sjukdomar ska hälso- och sjukvårdspersonal inte enbart värna om patienten, utan även andra människor. Sjukdomarnas smittsamhet medför försvårande omständigheter och medför andra etiska frågor än andra sjukdomar. Inte minst uppstår etiska problem kopplade till patientens autonomi och sekretesskydd vid smittsamma sjukdomar på grund av risken för att också andra kan bli sjuka. Vetskap om sjukdomen är ett måste för att rimliga försiktighetsåtgärder ska kunna vidtas av både den smittade och osmittade personer. Smittskyddet i Sverige regleras främst genom smittskyddslagen (SFS 2004:168) och hälso- och sjukvårdens sekretess genom offentlighets- och sekretesslagen (SFS 2009:400). Vi identifierar dilemman och avvägningar i det praktiska arbetet med att besluta om och vidta smittskyddsåtgärder utifrån lagstiftningen, och diskuterar sedan dessa. Vårdetik lyfts och appliceras. Uppsatsens utgångspunkt är socialt arbete i hälso- och sjukvård, och delvis rollen som hälso- och sjukvårdskurator. Metoden består av innehållsanalytisk bearbetning, kodning, av lagtext och förarbeten med en deduktiv ansats. I resultatet redovisar vi hur balans mellan olika rättigheter och skyldigheter genomsyrar smittskyddslagen (2004), vars primära syfte är att tillgodose befolkningens behov av skydd mot smittsamma sjukdomar. För att uppnå detta görs flera avsteg från sekretessen som annars gäller i hälso- och sjukvård. Vi identifierar och beskriver de dilemman och avvägningar som uppstår som situationer där det är omöjligt att både hemlighålla patientens sjukdomsstatus och skydda andra från smitta, då det råder skilda intressen, och situationer då skilda principer behöver följas. Dessa dilemman är främst etiska och praktiska i och med att den som fattar beslut om och vidtar smittskyddsåtgärder måste besluta vilka uppgifter som ska röjas och på vilket sätt. Etiska riktlinjer är inte irrelevanta och kan utgöra både vägledning genom olika dilemman och avvägningar, men också försvåra det praktiska arbetet i och med de verkliga konsekvenser smittskyddsåtgärder har för människorna de berör. Dessutom väger alltid lagen tyngre när det gäller att instruera professionella i hur de ska agera. Skyddet mot spridning av vissa sjukdomar prioriteras över skyddet av patientens sekretess.

Computer haben fast jeden Lebensbereich durchdrungen, was viele Vorteile - aber auch Herausforderungen - für ihre Nutzer mit sich bringt. Dies wird vor allem bei der Benutzung von Fahrkartenautomaten (FKA) oder anderer Technik im öffentlichen Raum deutlich, denn diese sollten spontan benutzbar sein, stellen gerade ältere Benutzer aber oft vor Probleme. Sind sie zu alt, um Technik zu benutzen? Diese Dissertation verfolgt zwei Ziele: Zum einen soll die Gebrauchstauglichkeit eines Fahrkartenautomaten (FKA) verbessert werden, indem zwei einander ergänzende Ansätze angewandt werden und die daraus entstehenden drei FKA-Varianten (Original, Video, Wizard) hinsichtlich der Kriterien der Gebrauchstauglichkeit Effektivität, Effizienz und Zufriedenstellung verglichen werden. Zum anderen wird der Einfluß des Alters und alterskorrelierter Benutzermerkmale auf die erfolgreiche Benutzung dieser funktional equivalenten FKA-Gestaltungsvarianten unter besonderer Berücksichtigung des Merkmals Computerwissen geschätzt. In einem zweifaktoriellen quasi-experimentellen Versuchsplan mit zwei (Alter: jung, alt) mal drei (experimentelle Bedingung: Kontrolle, Video, Wizard) Faktorstufen lösten 62 ältere (M=68 Jahre) und 62 jüngere (M=25 Jahre) Versuchsteilnehmer die selben elf Aufgaben: Die Kontrollgruppe nutzte einen simulierten FKA der BVG (Berliner Verkehrsbetriebe), die Videogruppe sah ein kurzes Instruktionsvideo bevor sie den selben FKA nutzte und die Wizardgruppe nutzte statt dessen eine umgestaltete graphische Benutzungsschnittstelle. Die Ergebnisse legen nahe, daß Technik im öffentlichen Raum durch die Integration einer minimalen Videoinstruktion oder eines aufgabenorientierten Wizards mit angemessenem Aufwand universell nutzbar gestaltet werden kann und daß nicht das chronologische Alter die erfolgreiche Nutzung des FKA beeinflußt, sondern altersbezogene Nutzermerkmale, welche gemessen werden können und sollten, um eine nutzungsgerechte Gestaltung zu ermöglichen. / Computer technology has permeated almost every sphere of daily living, bringing about many advantages - and challenges - for its users. This becomes particularly apparent for older people’s use of public access systems like ticket vending machines (TVM), which should be „walk-up and use systems“ but often pose challenging problems for them. Are they too old to use IT? This thesis aims to (a) improve the usability of a ticket vending machine (TVM) following two different approaches (teach or design) and to compare the resulting three TVM designs (original, video, wizard) regarding the usability criteria effectiveness, efficiency and satisfaction, and to (b) estimate the impact of age and age-correlated user characteristics on the successful use of these functionally equivalent TVM designs with a special focus on computer literacy. In a two (young, old) by three (control, video, wizard) factorial quasi experimental research design, 62 older (M=68 years) and 62 younger (M=25 years) participants solved the same eleven tasks: The control group used a simulated TVM of the BVG (public transportation in Berlin, Germany), the video group watched a brief instructional video integrated into the same TVM before using it and the wizard group used a redesigned wizard interface instead. MANOVA indicates that video and wizard substantially improved TVM usability, increasing effectiveness for the older groups from 52% to 80% and 88% respectively. Hierarchical regression analysis revealed that user characteristics had a strong effect on effectiveness of BVG-TVM use, but a weaker effect in the video (36%) and wizard (5%) conditions (universal usability). Results suggest that integration of minimal video instruction or a task oriented wizard design can make public access systems truly universally usable with reasonable effort and that not chronological age itself predicts successful TVM use, but age related user characteristics, which can - and should - be measured and designed for.

Under senare tid har allt fler företag börjat utöva verksamhet där mark nyttjas för olika aktiviteter med stöd av allemansrätten. HD har bedömt att sådant nyttjande; kanalisering, är tillåtet med stöd av allemansrätten, men uttalade i NJA 1996 s. 495 (”Forsränningsmålet”) samtidigt att nyttjandet bara är tillåtet så länge marken inte skadas. Eftersom skadeståndsfrågan aldrig har prövats i samband med allemansrätten har föremålet för denna uppsats varit att utreda möjligheterna att utfå ersättning för skador via allmänna skadeståndsrättsliga regler, skadestånds- och avhjälpandeansvaret i miljöbalken samt för intrång i äganderätten via expropriationslagen och möjligheten att få ersättning ur en försäkring. Expropriationsalternativet kan inte användas idag, eftersom marknyttjande med stöd av allemansrätten är ett icke ersättningsgillt intrång i äganderätten. Möjligheterna till att betrakta en skada på marken som en sakskada är stora. Det finns emellertid omständigheter som skapar komplikationer för båda skadeståndsansvarsformerna. En allmän skadeståndstalan kräver att culpa hos skadevållaren kan bevisas, vilket kan vara svårt när många människor vistas på en plats samtidigt. Kanalisatören kan betraktas som culpös enligt principerna om kumulativ eller anonym culpa, enligt vilka en principal blir ansvarig, trots att de individer han ansvarar för inte, var och en för sig, varit culpösa. Det miljörättsliga skadeståndsansvaret bygger på ersättning för störningar som inte är orts- eller allmänvanliga. När det gäller allemansrättsligt nyttjande torde många störningar betraktas som just orts- eller allmänvanliga. Avhjälpandeansvaret i miljöbalken bygger på ersättning för miljöfarlig verksamhet, och det är tveksamt om det kan tillämpas på kanalisatörens verksamhet. Expropriationsersättning på grund av allemansrättsligt nyttjande tillerkänns inte markägaren enligt gällande rätt, vilket kan tyckas märkligt eftersom många nyttjandeformer som påminner om allemansrätten, t.ex. servitut, medför sådan ersättningsrätt. Det finns vissa möjligheter att ersätta markskador ur försäkringar. Dock är de flesta skador följden av invasionsproblematik, som är mycket svårt försäkra. Samtliga ersättningsformer har visat sig otillräckliga för att ersätta skador som är estetiska och ideella, eftersom sådana skador inte kan beräknas i pengar. Beroende på hur marknyttjande med stöd av allemansrätten betraktas har man olika åsikt om i vad mån kanalisatören borde ersätta markägaren för skador på marken. Om nyttjandet uppfattas som någonting som finns vid sidan av markäganderätten är endast konkreta skador ersättningsgilla. Om man anser att nyttjandet är ett intrång i äganderätten och en förmögenhetsöverföring från markägaren till kanalisatören bör emellertid redan rätten att nyttja marken föranleda ersättning. Den ersättningsform som bäst tillgodoser markägarens intresse av att få skador på marken åtgärdade och få ersättning för ekonomisk förlust är avhjälpandeansvaret. Endast det ansvaret reparerar till fullo skador på miljön. Det krävs emellertid ett domstolsavgörande för att slutligen klargöra avhjälpandeansvarets tillämplighet. / Recently, more and more companies have come to exercise activities under the right of public access on land that belongs to whomever. The High Court has assessed that such use of land; channeling, is permitted, but in NJA 1996 s. 495 (“The Rafting Case”) also announced that this use is only allowed as long as the land remains unharmed. Since the question of damages in the context of the right of public access has not yet been treated in jurisprudence, the object of this thesis has been to investigate the possibilities to obtain restitution for damages via tort law, liability under the environment act as well as for proprietary intrusions under the expropriation act and restitution via insurance. Expropriation, however, cannot currently be made use of, since the right of public access is an intrusion which does not entail restitution. There are extensive possibilities for considering damage to the land as damage to property. However, there are ramifications for both the legal options for damages: the tort law and the environmental act. The tort law requires tortuous behaviour from the tortfeasor to be established, which is difficult when several persons stay at one place simultaneously. The canalizer may be considered tortuous under the principle of vicarious liability and cumulative or anonymous tort. According to these principles, the canalizer is responsible for the actions of certain individuals, even though they have not, individually, been negligent. The environmental liability for damage is based on restitution for disturbances that are not common to the place nor to the general public. This fact is difficult to establish in the context of the right of public access. The remedial responsibility of the environmental act is constructed for operations that are harmful to the environment, which is why it is dubious whether the responsibility is applicable to the canalizer’s activities. Currently, compensation for expropriation cannot result of use of land under the right of public access. This is peculiar, since many usufructs reminiscent of the right of public access, i.e. the easement, result in such compensation. Some forms of damage to the land can be insured. Although, most damage in this context arise from invasion, a cause of damage which is nearly impossible to insure. All forms of restitution have proven insufficient for compensating damage that is esthetic or otherwise non-pecuniary. Depending on if the right of public access is regarded as proprietary intrusion or something that exists alongside the right to property, one comes to different conclusions about the extent of compensation for damage. In the former case, only substantial damage is compensable. In the latter case, even the right to use the land occasions compensation. The liability which best meets the needs of the proprietor: compensation and restoration of damage to his property, is the remedial responsibility of the environmental code. This responsibility alone fully restores harm to the environment. However, the applicability of the remedial responsibility needs to be established in jurisprudence.

From the Proceedings of the 1972 Meetings of the Arizona Section - American Water Resources Assn. and the Hydrology Section - Arizona Academy of Science - May 5-6, 1972, Prescott, Arizona / Increased useer intensity of the Colorado River through Grand Canyon National Park and Monument required the national park service and the Colorado River outfitters association to adopt new policies to improve the quality of river trips and to protect the river. This study was undertaken to gain a greater awareness and understanding of visitor expectations, perceptions, interactions, satisfactions and dissatisfactions by analysis of response to a questionnaire mailed to a random sample of 2,622 past river runners from which a 65 percent return was received. Analysis of individual question tabulation and multivariate data-cluster analysis were performed. Users found crowding or user density to be at least tolerable. The largest group of runners were average in wilderness or other activities, and low relative to less strenuous activities. A large group of runners had relatively little experience in the wilderness. A large group of runners enjoyed the trip, desired more regulations, and were moderate about taking more trips. A large group rated the trip as a wilderness adventure which provided the opportunity to 'get away'. Cluster analysis is shown to be a useful tool of policy-making institutions.

1993年有線電視法通過,有線電視逐漸取代無線電視,成為台灣主要的傳播媒介。有線電視因其纜線鋪設與經營形態等特性,成為自然壟斷的地方媒體;因此,法律上視其為「準公用事業」,並賦予回饋地方的義務,此為有線電視公用頻道出現的原因。
公用頻道的主要價值是落實媒體近用權,然而受到申播法規、業者經營意願與民眾製作影音內容技術門檻等限制,公用頻道在台灣的成效不彰。近年來新傳播科技興起,影音網站快速成為民眾慣用的近用平台,公用頻道存續意義乃受挑戰。本研究之目的即在探討數位匯流趨勢下,公用頻道的未來。研究發現,影音網站雖能儲存播放大量的民眾影片,但其本質仍屬「社群媒體」,與公用頻道作為社區媒體的功能不同。同時,影音網站的搜尋機制與使用者習慣也影響影片的曝光度,並不能提供一視同仁的公平近用。因此,本文認為,有線電視公用頻道的地方性與公平近用的經營理念,仍是公用頻道未來發展的應屬方向。
據此,本研究之創作實踐即以五十支「臺北市民故事館」短片,試驗公用頻道落實地方媒體近用,提升社區意識的可能製作方式。此短片透過口述歷史與數位自述之技巧,提高居民分享社區記憶、建立社區認同、參與社區事務,提升社區公益的意願,以作為公用頻道未來節目企劃製作的參考。 / In Taiwan, the previously prohibited cable television operators were legalized after the Cable Television Law was established in 1993. Like in many countries, cable television has gradually replaced network television as the primary media in Taiwan. The specific cable installation and its business model make cable television a monopolizing media in local communities. According to Cable Television Law, cable television is regarded as a “prospective public utility,” and one of its obligations is to serve the public. Therefore, the cable television public access channel was launched.
The core value of public access channel is to grant the Right of Media Access. However, the practice of public access channel in Taiwan is hampered due to multiple restrictions such as broadcast application law, regulations, business management and the technical thresholds of audiovisual content production. In recent years, many websites, such as YouTube and youKU, have rapidly become the preferred access platform for the public. The necessity of public access channel is being questioned and challenged.
Some studies showed that while audio and video websites can store and play a large number of access videos, their essence remains as “social media” rather than “community media,” such as public access channel. Furthermore, the audio video websites’ search mechanism and the users’ habits can both affect the exposure of the videos and impair the fair access of media.
This study, supplemented with 50 related projects, intends to discuss the future development of public access channel under digital convergence. Through a year’s productions and surveys, the author concludes that the unique local relevance and the importance of providing fair access should be the emphasis of the future development of public access channel.
The creative projects of this study, broadcasted on public access channel, present the public the right to access local media and enhance the community awareness. These projects, digital programs of personal life experiences, were designed for telling Taipei Stories. By employing oral history and digital storytelling techniques, these projects intend to encourage the residents share their community memories, enhance community identity, participate community affairs, and further improve the community charity. In addition, these projects can serve as references for planning and producing programs for public access channel in the future.

The study set out to investigate the provision of sustainable internet access to public libraries in South Africa. The rationale of the study was to investigate how sustainable internet access can be provided to public libraries in South Africa and to determine how they have developed and are regulated. Internet access is a key driver in delivering information services to the users and a critical tool in facilitating information sharing regardless of platform and geographic location. Therefore, the level of information and communications technology (ICT) penetration in public libraries formed a critical part of the study as the provision of internet to these libraries depends on available ICTs.
The study employed a survey design and used interview tool to collect data from nine participants. Questionnaire augmented interviews as they were used to collect data from 322 respondents. The study used the probability sampling technique to collect data from the participants. The purposive sampling technique was used to select the participants for the interview, whereas the stratified probability, proportional to size, and systematic techniques were also used to select respondents in the senior categories, namely heads of public libraries. This ensured a sample size of 331 out of a population of 1 621 selected for the study. The sample size consisted of nine directors and 322 head librarians. No sampling was done on the nine heads (directors) of provincial public libraries, as the nature of this population did not warrant further dissection due to its small size.
A Microsoft Excel spreadsheet was used to analyse data. Questionnaires were analysed when they were returned and interviews were analysed when they were conducted. Written descriptions, tables and figures were used to present data in an elaborative manner. Data was also presented through frequencies and percentages.
It emerged from the study that most public libraries (97%) were connected to the internet. The findings of the study showed that most public libraries (80%) were connected to the internet through the fixed lines and that each of the nine provinces had its own internet service providers (table 5.12).
The study recommended fixed lines for internet access to be laid to all public libraries in South Africa and that a government agency be used as a dedicated internet service provider for public libraries across all the nine provinces. A further study was recommended about the application of an internet access model used by academic institutions to public libraries. / Information Science / D. Litt. et Phil. (Information Science)
