Public health service delivery at the Sir Seewoosagur Ramgoolam National HospitalBabooa, Sanjiv Kumar 30 November 2004 (has links)
This dissertation analyses public health service delivery at the Sir Seewoosagur Ramgoolam National Hospital (S.S.R.N.H.) in Mauritius. Particular emphasis is laid on the historical development of public health service delivery at S.S.R.N.H. Public health service delivery has been approached from the view points of its nature and scope. The core components of the research survey have been on some major obstacles and flaws in effective public health service delivery at S.S.R.N.H. The measuring instrument used for the research survey was a self administered questionnaire. The main findings were discussed especially absenteeism, personnel turnover, stress, burnout, morale, sexual harassment, lethargy and disobedience, nepotism, shirking responsibility, alcohol and drug abuse, active political interference, bribery and corruption, dishonesty and retaliation and neglect of duty.
Attention was also devoted on the current national health policy for improving public health service delivery at S.S.R.N.H., inter-alia, the National Policy for Public Heath Act 17 of 2000 and the White Paper on Health Sector
Development and Reform of December 2003.
The public health environment is constantly altering. Therefore, it is essential to adjust to the changing health environment. This dissertation has addressed the future challenges in the micro health environment and macro health environment of S.S.R.N.H. Ultimately, a holistic instead of a parochial approach to addressing shortcomings identified in public health service delivery at S.S.R.N.H. has been advocated in this dissertation. / Public Administration and Management / M.Admin. Pentecostalism has, in recent times, undeniably contributed towards the growth of the
church as a whole. Public worship services inherently submit and contribute towards the
meeting between man and God as well as fellowship between the people who form part of
said service. Public services in honor of God speak to the purposes of God and man’s
fundamental desire to meet with our Creator. Consequently, research into this phenomenon
proves vital in determining and even extending the role of the Pentecostal ideology in
correlation to the longevity of honorary public services.
Chapters 2 through 4 shed light on some of the key concepts that clarifies the dynamic
nature of these events, throughout the service wherein the radiant power of God touches the
human heart in some astounding ways.
Exegetic studies have been undertaken into 2 Chronicles 5-7 which examines these
instances of divine meeting in the Old Testament while the second chapter of Acts deals with
the event from a New Testament perspective. In addition to this, 1 Corinthians 11-14 was
utilized to highlight the role of the Holy Ghost as the instigator for divine meeting.
Specific issues addressed by the research include service preparation and the role of music
and its contribution to ambience preceding a meeting between man and God. Moreover, a
keen focus on the sermon and the delivery thereof as well as its progression leading up to
the conclusion and summary in closing and prayer, are all dealt with as part of this study.
This dynamic, in essence, becomes visible through the statement issued by the life of each
disciple as a living testament to this consuming and changing event. Honorary public
services fit the bill as an event to promote divine meeting.
Chapter 5 delves into some of the auxiliary sciences i.e. sociology, communication science,
psychology and the field of antropology. The principles in chapters 2 through 4 are affirmed
by these aspects of science and provide perspective on the practical applications thereof.
All these factors in relation to practice have also been scrutinized through empirical
research. This research clearly places divine meeting as a central to and inseparable from
perceiver experience.
Chapter 7 provides practical guidelines to alternative approaches in practicum. The study
proposes a model whereby certain aspects can be examined from a Pentecostal point of
view in order to tailor services as a dais for divine meeting. Most importantly it should be
evident in the life of the participant that they have truly encounter God. This meeting is the
prime objective and at the heart of public service. It serves and should always serve as a

The research method endorsed is a case study of Czech Television that combine a multiple source of data such as official documents, archive records and informal interviews. The analysis points out the influence of institutional conditions and stakeholders, describes particular CSR initiatives and the way communication strategies of Czech Television are working. The thesis offers an analytical model which at the same time is describing the functioning logic of CSR strategy in public media services and can be used for further research on CSR in general. the concept of Constitution and to demonstrate its double significance, political and
legal, as well as the means used to guarantee the prevalence of the Constitution in
European and North American traditions. The vicissitudes of the defence of the
Constitution in Brazil, the broad outlines of organisation and operation of the
Judiciary - which, starting from the establishment of the Republican regime in Brazil,
had a duty to analyse legislation by contrasting it with the Constitution, thereby
confirming its validity - and the role of the Brazilian Public Prosecution Service as an
active defender of the Constitution, are also examined. The dissertation confronts the
issue of the judicialisation of politics and hopes to demonstrate that the increase in
social, cultural and economical rights, in peripheral countries such as Brazil, compels
the legal system to enter into contact with conflicts generated in other social systems
(economy, health, education, religion, sport etc), the Public Prosecution Service
being an important channel - at the same time as introducing discussions about
social, cultural and economical rights - for the preservation of the judicial system
code (lawful/unlawful) and its self-generating, or "autopoiético", character to keep the
centre of the judicial system free of spurious interference from the other social

desde seus primórdios e demonstrar seu duplo significado, político e jurídico, bem

grandes linhas de organização e atuação do Poder Judiciário que, a partir da

Previous issue date: 2018-06-25 / The purpose of this dissertation is to investigate some shortcomings and deficiencies
involving the Brazilian procedural system of compliance and enforcement of judgments
handed down in class actions that establish certain obligations to do before the Public
Authorities, especially those dealing with the implementation of policies through the
realization of diverse social rights. Moreover, it also intends to present some critical
considerations about the ineffectiveness of some judicial measures that are traditionally
applied in the face of the Executive Branch for the fulfillment of the order, which represents
an authentic crisis of collective judicial protection. The premature and disorganized activation
of the Judiciary by the various entities legitimized in the collective tutelage weakens the
system of delivery of social rights foreseen in the Constitution. It is necessary the formal and
pragmatic knowledge of the administrative activity to work on the public policy issue in the
area of access to Justice. In fact, the political-administrative world is the area where the
Executive Branch carries out its final activities in accordance with the constitutional panel
provided for in the Charter of 1988. However, this political-administrative world has very
peculiar specificities that end up representing (albeit involuntarily) authentic shields to the
jurisdictional invests emanating from the legal world. Therefore, the Law operator must have
the sensitivity to realize that sometimes there will be a real administrative encapsulation of the
public entity, culminating in constitutional ditches in terms of non-implementation of the
social rights envisaged. In the end, as one of the possible solutions to the procedural crisis in
complying with complex sentences in the face of the public manager, who is either weak or
unfit, this paper intends to suggest its removal due to the application of what we call breach of
trust in the mandate theory, a differentiated kind of subrogation applicable to the collective
process. In closing to this dissertation, it is to be concluded that there is still a marked
legislative and jurisprudential lacuna to address the issue involving the resistance of the
Brazilian public manager to comply with sentences handed down in collective actions / A presente dissertação tem por objetivo investigar algumas deficiências e carências
envolvendo o sistema processual brasileiro de cumprimento e efetivação de sentenças
proferidas em sede de ações civis públicas que fixam certas obrigações de fazer em face do
Poder Público, notadamente as que versam sobre a implantação de políticas públicas mediante
a concretização de direitos sociais diversos. Mais que isso, tem igualmente a pretensão de
apresentar algumas ponderações críticas sobre a inefetividade de algumas medidas judiciais
que, tradicionalmente, são aplicadas contra o Poder Executivo para o cumprimento da ordem,
o que representa uma autêntica crise da tutela jurisdicional coletiva. O acionamento prematuro
e desorganizado do Judiciário pelos vários entes legitimados na tutela coletiva igualmente
fragiliza o sistema de entrega de direitos sociais previstos na Constituição. É necessário o
conhecimento formal e pragmático da atividade administrativa para trabalharmos o tema das
políticas públicas no plano do acesso à Justiça. De fato, o mundo político-administrativo é a
seara onde o Poder Executivo exerce suas atividades-fim de acordo com o painel
constitucional previsto no Lei Maior de 1988. Contudo, esse mundo político-administrativo
possui especificidades extremamente peculiares que acabam por representar (ainda que
involuntariamente) autênticas blindagens às investidas jurisdicionais emanadas do mundo
jurídico. Por isso, o operador do Direito deve ter a sensibilidade de perceber que, por vezes,
haverá um verdadeiro encastelamento administrativo do ente público, culminando em fossos
constitucionais em termos de não-implantação dos direitos sociais previstos. Ao final, como
uma das possíveis soluções à crise processual no cumprimento de sentenças materialmente
complexas em face do gestor omisso, resistente ou inapto, este trabalho se propôs a sugerir o
seu afastamento em razão da aplicação ao que denominamos de teoria da quebra da
confiança no mandato, uma espécie diferenciada de sub-rogação aplicável ao processo
coletivo. Em fecho a esta dissertação, é de se concluir que ainda persiste acentuada lacuna
legislativa e jurisprudencial para tratar do tema envolvendo a resistência do gestor público
brasileiro no cumprimento de sentenças proferidas em ações coletivas

The variables determining the severity of the autism like symptoms are linked to the child's life history, the child's health issues, and other environmental aspects. The lifelong effects of the autism on the child's development are related to the early detection of signs of autism and to the time of outset of clinical treatment. Primary health care professionals (i.e., pediatricians, nurses, and nursing assistants) are the first professionals to have contact with the infant. The purpose of this study was to investigate whether a child's development monitoring program in the public health care system, such as in the services provided in the Basic Health Units (BHU), constitutes an appropriate strategy for the early identification of ASD. In order to determine the feasibility of a child's development monitoring program, were assessed (a) the guidelines for professional practice in the healthcare system related to the childcare services; (b) the correlation between the professional guidelines and the protocols for measurement of children's development; (c) the types of medical records available on the child's development of 45 children between 15 days to 24 months old (i.e., symptoms reported, data on the child's social, psychomotor and language development); (d) the information on professional training and knowledge about autism of one pediatrician, one nurse and five nursing assistants; (e) video recordings of the professional's interaction with the children during the assessment conducted by a pediatrician, two nurses and seven nursing assistants, and the direct observation of child's behaviours concerning to autism like symptoms during the health care assessment. These evaluations were based on guidelines concerning to the early identification of autism available in the literature. The preliminary outcome of the study suggests that the services provided at the UBS setting may constitute an opportunity for early detection of autism. However, it is necessary to improve the child's development assessment existing protocols and professional practices. The recommended improvements should include several changes. First, the implementation of new guidelines for health care professionals concerning to the assessment of social and language development. Second, the improvement of the data collection tools used by the professionals in order to promote the easy visualization of early signs of autism through the identification of the presence or absence of typical developmental milestones and the possible presence of atypical developmental characteristics concerning to the early signs of autism. Third, the implementation of professional training on direct observation of children's behavior and children's development assessment, and implementation of information gathering protocols concerning to the parent's knowledge about the child's development, as well on provision of guidance on how parents can better participate in the identification of developmental deficits that may indicate the presence of autism / O Transtorno do Espectro Autista (TEA) é um transtorno sem etiologia definida. As
variáveis que o determinam relacionam-se com a história de vida da criança,
principalmente, intercorrências médicas e das interações sociais. O grau de seu
comprometimento depende, em parte, do quão precocemente os primeiros sinais de seu
desenvolvimento são detectados e de a criança ser encaminhada, o quanto antes, para
tratamento adequado. Os primeiros profissionais a terem contado com a criança são os da
atenção primária à saúde (pediatras, enfermeiros, auxiliares de enfermagem). A proposta
deste trabalho foi a de investigar se um programa de vigilância do desenvolvimento infantil
de um serviço público como o das Unidades Básicas de Saúde (UBS) constitui-se meio
apropriado para a identificação precoce de sinais de TEA. Para isso, foram avaliados (a) o
protocolo de orientação à prática profissional no atendimento de puericultura; (b) a
correspondência entre as orientações do protocolo e os instrumentos de coleta sobre o
desenvolvimento da criança; (c) tipos de registros (em especial, queixas, orientações
profissionais, desenvolvimento social, neuropsicomotor e da linguagem da criança)
contidos em 45 prontuários de crianças na faixa etária de >15 dias a 24 meses; (d) as
formações profissionais e os conhecimentos sobre o TEA de um pediatra, um enfermeiro e
cinco auxiliares de enfermagem, por meio de entrevistas; (e) por meio de filmagens
avaliou-se os comportamentos de um pediatra, 2 enfermeiros e 7 auxiliares de enfermagem
com relação à anamnese e suas interações com a criança em atendimentos de puericultura,
assim como a ocorrência de comportamentos infantis, relacionados no quadro do TEA.,
durante atendimentos de puericultura. As referidas avaliações foram baseadas em
orientações contidas na literatura sobre a identificação precoce dos sinais do TEA. Pelo
conjunto dos dados e análises realizadas a resposta é positiva: os serviços de puericulturas
disponíveis nas UBS podem constituir-se sim oportunidades para a identificação precoce
de sinais de TEA. Contudo, avaliou-se necessário realizar aprimoramentos em todas as
instâncias avaliadas. Os aprimoramentos se dariam primeiro pela inclusão, no protocolo, de
novas orientações aos profissionais, especialmente com relação ao desenvolvimento social
e da linguagem; segundo, pela inclusão do maior número possível de itens correspondentes
às descrições do protocolo no material de coleta, bem como, a reestruturação desse
material, de forma a facilitar a visualização do profissional da evolução dos
comportamentos da criança e, consequentemente, a presença de possíveis atipicidades,
como os sinais do TEA; terceiro, pela oferta de cursos de capacitações nos quais os
profissionais sejam treinados a observar a criança, a registrar seu desenvolvimento,
questionar os pais sobre o desenvolvimento dos próprios filhos, orientá-los de forma
adequada para que fiquem atentos com défices de desenvolvimento que possam indicar
risco de TEA

Tillitens stratifiering : En sociologisk studie om kapitalsammansättningens betydelse för unga vuxnas tillit till och krav på myndigheterDavidsson, Cecilia January 2018 (has links)
This study aims to examine which mechanisms affect young adults' trust in authorities, with a focus on capital composition, and specifically cultural capital (education). Through this focus on capital, the study examines the underlying factors that affect what requirements that young adults feel that they can demand of/put on authorities. The data material has been collected through six interviews with young adults aged 20–30 who are, or during the past year have been, registered at the Public Employment Service (Arbetsförmedlingen) in Stockholm, Sweden. The reference framework that formed the basis for the analysis consists of Pierre Bourdieu's capital theory and the concept of habitus, in addition to Max Weber's theories on status and accumulation of opportunities. The results of the study shows that capital composition correlates with trust level, but that the level of trust also relates to which extent an authority meets the expectations that exist around their services. Moreover, the results show that the level of trust correlates with the level of risk the young adult must take to trust authority. / Denna uppsats är en kvalitativ intervjustudie som syftar till att undersöka vilka faktorer som påverkar unga vuxnas tillitsnivå till myndigheter, med inriktning på kapitalsammansättning och framförallt kulturellt kapital (utbildning). Dessutom undersöker studien vilka bakomliggande faktorer som påverkar vilka krav unga vuxna upplever att de kan ställa på myndigheter, även detta med fokus på olika typer av kapital. Datamaterialet har samlats in genom sex intervjuer med unga vuxna i åldern 20–30 år som är, eller under det senaste året varit, inskrivna på Arbetsförmedlingen i Stockholms stad. Den referensram som legat till grund för analysarbetet har bestått av Pierre Bourdieus kapitalteori och begreppet habitus samt av Max Webers teorier kring status och möjlighetsansamling. Resultaten av studien visar att kapitalsammansättning korrelerar med tillitsnivå, men att nivån av tillit också har att göra med i vilken utsträckning myndigheter uppfyller de förväntningar som existerar kring deras tjänster. Dessutom visar resultatet att nivån av tillit korrelerar med hur stor risk det innebär för individen att hysa tillit till myndigheten.

Exploring internal and external service chains of electronic government servicesYeh, Shang-ching 01 September 2008 (has links)
The objectives of this research are to explore the relationships among service chains of electronic government services. This research proposes models (1) to explore the linkages among internal marketing, internal service quality, and internal customer satisfaction in electronic government services, i.e. the internal service chain; (2) to explore the linkage between external service quality and external customer satisfaction, i.e. the external service chain; and (3) to employ the concept of the service profit chain model and the public sector service value chain model to explore the linkage between internal and external service chains.
Two kinds of surveys, employee and citizen surveys, were conducted to collect data for this research on two cases including the Kaohsiung Citizen Electronic Complaint System and the National Science and Technology Museum Collection Management System. Internal and external customer data was matched through individual-level instead of group-level used in most studies. Structural equation modeling and Ordinary Least Squares regression analysis were used to test proposed models.
The research results support the proposed hypotheses, including (1) internal marketing positively influences internal service quality; (2) internal marketing positively influences internal customer satisfaction; (3) internal service quality has positive influence on internal customer satisfaction; (4) external customer satisfaction is influenced by external service quality; with the exception of (5) the relationship between internal customer satisfaction and external service quality receiving no significant support. Managerial implications are presented for public managers to better serve internal and external customers. Further studies are encouraged to include service-specific variables and technology-specific variables to examine the internal-external link of customer perceptions.

Syftet med studien är att undersöka måluppfyllelsen av etableringsreformen, som trädde i kraft den 1 december 2010, samt aktören etableringslotsens funktion inom denna reform. Detta görs utifrån de uttalade målsättningarna i regeringens proposition 2009/10:60 Nyanlända invandrares arbetsmarknadsetablering – egenansvar med professionellt stöd. Därutöver belyses vilka hinder som finns för målens uppfyllelse. Studien baseras på rapporter och andra dokument från offentliga myndigheter, vilka bland annat kompletteras med egeninsamlad data. Primärdatan bygger på intervjuer som genomförts med fyra handläggare på Arbetsförmedlingen och fyra etableringslotsar som är verksamma i Linköping och Norrköping, samt en mailintervju med Arbetsförmedlingen på central nivå. Resultaten tolkas utifrån institutionell ekonomisk teori med fokus på teorier av Douglass North.Studien visar bland annat att likvärdigheten av etableringsinsatserna har ökat över landet och att arbetsmarknadsperspektivet är tydligare med Arbetsförmedlingen som huvudansvarig istället för kommunerna. Dock lider etableringsreformen av icke-individanpassade etableringsinsatser och en hög samordningsproblematik. Detta drabbar i slutänden de nyanlända som redan möter höga barriärer vid etablering i det svenska samhället. Även externa faktorer påverkar etableringsarbetet och de möjligheter som ges till de nyanlända. Framförallt är det bostadssituationen som påverkar olika ledtider och begränsar de nyanländas möjligheter till deltagande i etableringsinsatserna.De ekonomiska incitamenten för etableringslotsarna att fylla sin tilltänkta funktion är för låga och fokus från lotsarna läggs på socialt stöd istället för arbetsförberedande insatser för den nyanlände. Innovationer från positiv konkurrens har till stora delar uteblivit. Systemet innehåller även vissa brister som tillåter oseriösa eller opportunistiska etableringslotsar att verka, vilka sänker kvaliteten på etableringsarbetet och försämrar de nyanländas möjligheter till etablering på arbetsmarknaden. / The aim of the study is to assess the compliance between the goals and the results of the Establishment reform, which entered into force on December 1st 2010, and the role of the participant called the Introduction guide. This assessment is done on the basis of the goals in the proposition from the Swedish government 2009/10:60 Nyanlända invandrares arbetsmarknadsetablering – egenansvar med professionellt stöd. In addition the obstacles to achieving the goals are highlighted. The study is based on reports and other documents from public bodies that are supplemented by, amongst others, the primary data of the study. This primary data consists of interviews with four employees at the Public Employment Service and four Introduction guides in Linköping and Norrköping as well as of mail correspondence with the Public Employment Service at a central level. The results are interpreted using New Institutional Economic Theory, focusing on the theories by Douglass North.The study shows, among other things, that the differences between various establishment activities have diminished, and that there is a stronger labour market focus now that the Public Employment Service has taken over the responsibility from the municipalities. However, the Establishment reform does suffer from a lack of individually adapted establishment activities as well from a failure in collaboration and coordination. This ultimately afflicts the new arrivals, which are already facing high barriers while trying to become a part of the Swedish society. External factors also affect the establishment process and the possibilities for new arrivals. It is foremost the living situation that is affecting different lead times and limiting the immigrants possibilities to participate in establishment activities.The economic incentives for the Introduction guides to fill their intended function are too low and the guides are primarily providing social support for the new arrivals instead of labour market oriented activities. Innovations as a result of competition are largely absent. The system contains various flaws that allow for flippant or opportunistic Introduction guides, which in turn lowers the quality of the Establishment work and worsens the new arrivals’ chances of getting established on the labour market.

meeting between man and God as well as fellowship between the people who form part of
said service. Public services in honor of God speak to the purposes of God and man’s
fundamental desire to meet with our Creator. Consequently, research into this phenomenon
proves vital in determining and even extending the role of the Pentecostal ideology in
correlation to the longevity of honorary public services.
Chapters 2 through 4 shed light on some of the key concepts that clarifies the dynamic
nature of these events, throughout the service wherein the radiant power of God touches the
human heart in some astounding ways.
Exegetic studies have been undertaken into 2 Chronicles 5-7 which examines these
instances of divine meeting in the Old Testament while the second chapter of Acts deals with
the event from a New Testament perspective. In addition to this, 1 Corinthians 11-14 was
utilized to highlight the role of the Holy Ghost as the instigator for divine meeting.
Specific issues addressed by the research include service preparation and the role of music
and its contribution to ambience preceding a meeting between man and God. Moreover, a
keen focus on the sermon and the delivery thereof as well as its progression leading up to
the conclusion and summary in closing and prayer, are all dealt with as part of this study.
This dynamic, in essence, becomes visible through the statement issued by the life of each
disciple as a living testament to this consuming and changing event. Honorary public
services fit the bill as an event to promote divine meeting.
Chapter 5 delves into some of the auxiliary sciences i.e. sociology, communication science,
psychology and the field of antropology. The principles in chapters 2 through 4 are affirmed
by these aspects of science and provide perspective on the practical applications thereof.
All these factors in relation to practice have also been scrutinized through empirical
research. This research clearly places divine meeting as a central to and inseparable from
perceiver experience.
Chapter 7 provides practical guidelines to alternative approaches in practicum. The study
proposes a model whereby certain aspects can be examined from a Pentecostal point of
view in order to tailor services as a dais for divine meeting. Most importantly it should be
evident in the life of the participant that they have truly encounter God. This meeting is the
prime objective and at the heart of public service. It serves and should always serve as a
