Face au constat du vieillissement des stations touristiques fordiennes créées ex nihilo, en France, dans les années 1960-1970, ce travail de doctorat en aménagement et urbanisme pose la question de leur requalification. Dans ce champ disciplinaire et professionnel, l’analyse de l’image urbaine des destinations touristiques n’a guère été traitée. L’échelle d’appréhension microterritoriale estprivilégiée ici, afin de décrypter les modalités conjointes de leurs structurations et de leurs représentations. On a observé dans quelle mesure l’aménagement et la gestion des espaces publics participent à l’image et à la notoriété des destinations, tout en proposant un outil d’aide à la réflexion et à l’élaboration des projets de requalification. Dans ces stations archipels, coupées de l’habitat traditionnel existant, la faible proportion d’habitants permanents a conduit à donner la parole à des interlocuteurs qui en sont les destinataires essentiels : les « touristes », généralement tenus à l’écart de l’exercice de concertation et de conception urbaine. À la croisée des recherches en urbanisme et en tourisme, l’intérêt s’est porté sur les représentations que ces habitants temporaires se font des espaces publics dans lesquels ils vivent et qu’ils font vivre en retour. Plus précisément, l’objectif de cette recherche consiste à révéler, par une enquête photographique, les marqueurs microterritoriaux identifiés par les touristes, sur lesquels les projets de requalification pourraient, le cas échéant, prendre appui. Axées sur la "libre" catégorisation de plus de cent trente images, cesenquêtes ont été menées à titre expérimental dans une station littorale (Seignosse-Océan) et une station de montagne (Gourette). Ces destinations sont abordées par une approche transversale pensant la réciproque entre leur conception (modalités de structuration urbaine) et leur réception (les représentations des touristes), afin de mieux saisir les enjeux de leur restructuration. Quels sont les lieux urbains emblématiques ? Comment envisager leur valorisation et leur mise en scène ?Quelle place accorder aux piétons dans ces stations qui ont laissé la part belle aux circulations motorisées ? Autant de questions qui ont émergé dans ce travail de recherche centré sur la caractérisation du vieillissement et l’identification des enjeux de requalification de ces destinations aujourd'hui cinquantenaires. / In these resort "islands" cut off from existing traditional housing, the low proportion ofpermanent residents has given a voice to the main stakeholders : the "tourists", usually kept out of the consultation process of urban design. At the crossroads of research in urban planning and tourism, the main focus has been on to stress these ‘temporary inhabitants' representations of the public spaces which they are living in and keep them active in return. More specifically, the objective of this research is to reveal, by a photographic investigation, the micro territorial markers identified by tourists, on which the redevelopment projects could, if necessary, be supported. Using "free" categorisation of over one hundred and thirty images, these enquiries were conducted on an experimental basis in a coastal resort (Seignosse-Ocean) and in a mountain resort (Gourette).These destinations are addressed by a transversal approach that seeks to better understand the challenges of restructuring through the interplay between design (urban planning terms) and receipt (tourist representations). What are the emblematic urban spaces? How do we envision their development and direction? What place for pedestrians in these resorts that have left the spotlight to motorized traffic? These questions have emerged in this research focus on the characterisation of aging and identification of the issues of reclassifying these destinations that are now in their fifties.

Quel lien peut-on établir entre ces deux dynamiques ? C’est ce à quoi cette thèse tente de répondre en démontrant l’instrumentalisation du tourisme par les politiques coloniales. Elle se divise en sept chapitres abordant successivement le transfert des pratiques touristiques de l’Europe à l’Indochine, leurs implantations, leurs intégrations aux politiques de mise en valeur des années 1920, les conséquences spatiales de leurs implantations (construction de voies de communication et d’hébergements hôteliers) et la communication instaurée par l’Etat pour promouvoir l’Indochine comme une destination touristique auprès des Indochinois comme des touristes étrangers. / How did tourism develop in a rapidly expanding colonial territory? How were tourism and colonization combined? What links were established between these two processes? These are the questions that this thesis addresses by demonstrating the exploitation of tourism by colonial policies. This thesis is divided into seven chapters dealing successively with the transfer of European tourism practices to Indochina, their location, their integration into the politics of territorial development in the 1920s, the spatial consequences of their implementation (construction of roads and hotel accommodation), and the attempts of the State to promote Indochina as a touristic destination for both Indochinese and foreign tourists alike.

O presente trabalho procurou analisar a fundação da Estação de Banhos da Villa Sequeira no final do século XIX sob o olhar da modernidade, suas consequências para a cidade de Rio Grande e as transformações que ocorreram no balneário ao longo de meio século de história. Nossa narrativa enfocou o desejo dos homens em usufruir dos banhos de mar, seus benefícios terapêuticos e as diferentes formas de viver os espaços de lazer das estações balneares. Apresentamos o cenário da Villa Sequeira, um local construído para os lazeres das elites, mas que passou a ser vivenciado por vários segmentos sociais e dessa forma, constituiu-se em uma estação balnear para \"todos\", popularizando os banhos de mar e a vilegiatura marítima na região sul do Estado do Rio Grande do Sul. We show the scene of Villa Sequeira, a place built for elite leisure, but that was lived for several social classes and, in this way, contributed for the popularization of the sea bath and for the maritime \"La villegiatura\" in the south region of the State of Rio Grande do Sul. Aiming to focus in the general aspects that evolved the vacances in Cassino we show the several ways of sociability demonstrated by its visitors in the beach space, in the avenue, and in private locals, as hotels, party saloons and balls and the Sociedade Amigos do Cassino (SAC).

The subject of the present survey is the kind of hotel business known as resorts, which has been traditionally viewed as socially unsustainable. And its objective is to explore the ways in which this segment of the hotel industry has been responding to the new, wider concept of sustainable tourism. To achieve this objective, a two-dimensional survey was carried out. The first one provided a framework to assess the understanding of the concept of sustainable tourism by the beach resorts in Brasil. It also explored the ways in which this concept has been operationalized by those resorts management. The second dimension of the survey further explored these issues in a group of resorts located in the northern coast of Bahia (Praia do Forte Ecoresort and Costa do Sauípe Complex) as well the perception of their impact by the local communities. The results show that the resorts have a good understanding of the concept of sustainable tourism but they have difficulties operationalizing it. In addition to a lack of information and support, the resorts do not have management tools to promote sustainability, although it is a part of the strategic policies of all of them. Therefore, the survey evidenced a wide gap between speech and practice concerning tourism sustainability. Although the resorts are interested in integrating the local communities into their businesses, their actions are typically punctual and assistencialist resulting in small – if any – positive changes in the living conditions of the local communities. As is common in other industries, the resorts’ involvement with sustainability is separated from the business operations and, in spite of their concern, the results for the social aspect of sustainability are insignificant. The case studies showed that the results achieved by the Praia do Forte Ecoresort are the closest to the aspirations of the communities that search their development through tourism. In spite of some significant initiatives by the Costa do Sauípe Complex, up to these days, its performance can not be considered successful in terms of the social dimension of sustainability. The survey identified some variables that seem to affect the results of the resorts’ incentives to promote the social dimension of sustainability in the communities where they are located. / O conceito de turismo sustentável passou por uma série de transformações até chegar à proposta atual em que se crê que todo tipo de empreendimento pode ter como objetivo a sustentabilidade. Os empreendimentos hoteleiros conhecidos como resorts – vistos, tradicionalmente, como uma forma de hospedagem insustentável do ponto de vista social - foram escolhidos como objeto desta pesquisa que tem como objetivo explorar como este segmento da indústria hoteleira vêm respondendo à nova proposta inclusiva do conceito de turismo sustentável. Para tanto, foi realizada uma pesquisa em duas dimensões. A primeira buscou fornecer um panorama geral sobre o entendimento do conceito de turismo sustentável e a forma como este conceito vêm sendo operacionalizado pelos resorts de praia do Brasil. Explorou, ainda, as formas como este conceito vêm sendo operacionalizado pelos resorts. A segunda dimensão da pesquisa buscou aprofundar essas questões num grupo de resorts localizados no litoral norte da Bahia – Praia do Forte Ecoresort e Complexo Costa do Sauípe – bem como verificar os impactos percebidos pelas comunidades locais. Os resultados demonstram que os resorts têm uma boa noção do conceito de turismo sustentável, mas apresentam dificuldades na operacionalização do mesmo. Além da falta de informação e apoio, os resorts não possuem instrumentos gerenciais que incentivem a busca da sustentabilidade, apesar desta questão estar presente nas diretrizes estratégicas de todos eles. Sendo assim, a pesquisa demonstrou uma grande distância entre o discurso e a prática na busca pelo turismo sustentável. Percebe-se que os resorts, apesar de interessados em incluir as comunidades no empreendimento, praticam de maneira mais freqüente ações pontuais e assistencialistas que resultam em pouca – ou nenhuma – mudança positiva nas condições de bem-estar das comunidades. Assim, como é comum acontecer em outros setores, o envolvimento dos resorts com a sustentabilidade se dá de forma separada dos negócios o que faz com que as iniciativas - a despeito da preocupação de muitos empreendimentos– apresentem resultados marginais na dimensão social da sustentabilidade. Nos estudos de caso, identificou-se que o Praia do Forte Ecoresort apresenta resultados mais próximos daqueles desejados pelas comunidades que contam com o turismo para alcançar o desenvolvimento. Apesar de algumas iniciativas significativas do Complexo Costa do Sauípe este, até o momento, não apresenta uma atuação que possa ser caracterizada como bem sucedida no que se refere à dimensão social da sustentabilidade.

The photographic series Ideal Cities that I started in 2011 is inspired by the conflict between my idea of the “west” and my evolving experience in the United States. What struck me was the popularity of what I see as model experience – a spatial experience controlled by the Spectacle. In the terms of the Situationist International and its most prominent figure Guy Debord, the Spectacle is the collapse of reality into the streams of images, products and activities sanctioned by centralized monopolist business or state bureaucracy. Thus, personal experience is replaced with preconceived notions, which control the way people perceive and understand their surroundings.

Typical problems with reusing mineral springs buildings and how they are overcome

Mineral springs were a popular aspect of American culture prior to World War II. In conjunction with the rest of the United States, Texas offered visitors numerous locations for people to “take the waters.” Unfortunately, for various reasons, the springs fell out of favor and the buildings associated with them were largely abandoned. I briefly discuss the history of the springs through the ages and then move onto a discussion of the different styles of architecture associated with the springs in the United States and how these styles differed in Texas. Due to the loss of architecture associated with the mineral springs in Texas, this paper uses Heath, Oc, and Tiesdell’s five forms of obsolescence to analyze the reasons for failures in adaptive reuse, discusses the successes, and presents some extant buildings where futures are undetermined. In order to answer these questions, I gathered a collection of case studies, focusing on locations in Texas, but including several from the United States and Europe. I analyzed these case studies and gathered information from the result of the studies to deduce why the forms of obsolescence could not be overcome, and how some sites differed and successfully surmounted these difficulties. / text

Cette thèse porte sur l’étude de la station balnéaire de Skegness et les vacances de la classe ouvrière en Grande Bretagne. Elle valide le déclin des stations balnéaires britanniques en tenant compte des expériences plurielles et des stratégies de régénération et de survie du tourisme balnéaire. Les deux premières parties de la thèse ont analysé le développement des vacances balnéaires, comme une alternative aux anciens loisirs, et démontré l’apparition de Skegness en tant que station balnéaire suite au changement des conditions socioéconomiques des ouvriers. Cette thèse a également détaillé comment Skegness a été promue comme une station balnéaire à l’époque en se focalisant sur le rôle joué par les compagnies ferroviaires dans la promotion de la station par le biais d’affiches et de publicité dans les journaux. L'étude du matériel promotionnel a démontré les changements dans l'image de la station balnéaire et le ton social annoncé dès les premières années de l'aménagement du village jusqu’à la fin du XXe siècle. Cette étude a ensuite démontré que cette ville balnéaire a vu apparaître tous types de vacances de classes ouvrières, en particulier l’apparition des maisons de vacances (plotland), des camps de vacances et de caravanes. Dans ce contexte, les camps de vacances ont été étudiés comme un aspect de commercialisation des vacances de la classe ouvrière. Enfin, cette étude a abordé le déclin de Skegness et a démontré que le tourisme à l'étranger a eu un effet néfaste sur les stations balnéaires britanniques ainsi que la détérioration de l'infrastructure et les mauvaises stratégies de marketing. Dans ce contexte de déclin, il a été démontré que Skegness a réussi dans une certaine mesure à survivre en tant que destination privilégiée des familles de la classe ouvrière Anglaise. / This thesis is a study of the seaside resort of Skegness and the working class seaside holiday. It validates the onset of decline on British seaside resorts, but confirms the plurality of experiences and the varieties of the strategies of regeneration and survival. The first two parts of the thesis analyse the growth of the seaside holiday as an alternative to old leisure and the growth of Skegness as a seaside resort within the dynamics of changing leisure and changing socio-economic conditions of workers. A second theme, related to the growth of the Skegness resort, which is a major thrust of this thesis, is an analysis of the way Skegness was promoted as a seaside resort. It is argued in this context that the railway, in addition to bringing holidaymakers to the resort, played a pivotal role in the promotion of the resort, especially through posters and to a lesser extent newspaper publicity. The study of promotional materials seeks also to demonstrate the changes in the resort image and social tone from the early years of the resort development until the late twentieth century. This study also addresses the decline of Skegness as a domestic holiday destination. It argues that holidays abroad had a detrimental effect on British seaside resorts in addition to the homegrown factors like the deteriorating resort infrastructure and the poor marketing strategies. Against this background of decline, it is shown that Skegness, despite the alarming deprivation indicators, managed to a certain extent to survive as a working class family destination.
