Exploring the challenges facing former combatants in post apartheid South Africa.

This study is based on in-depth, semi-structured interviews conducted with six former combatants residing in the Kathorus area, East of Gauteng. The main aim of this study was to explore the challenges facing former combatants after twelve years of democracy. The key findings in the study indicate that many former combatants have not defined their identities beyond the militarised masculine identity they identified with during the conflict on the East Rand and this has resulted in some negative social and psychological consequences for these former combatants. Challenges including stigmatisation from the communities in which they reside, unemployment, trauma, and betrayal also emerge from the findings. In conclusion, the many challenges that former combatants face twelve years into democracy highlight the faults and flaws in the demobilisation, disarmament and reintegration process that occurred post apartheid. Some key recommendations that can be made based from this study relate to processes of future demobilisation and social and economic reintegration.

Evaluation of the social reintegration programme in correctional services in Mbombela, Mpumalanga Province

Thesis (MPA) --University of Limpopo, 2013 / The study investigated the management of the social reintegration programme in the Department of Correctional Services in Mbombela Municipality, Mpumalanga Province. The role played by the stake holders in the programme and the department in rehabilitating and reintegrating the offenders. The purpose is to evaluate the effectiveness of the programme; social acceptance and the application of skills obtained in the correctional facility as a deterrent to committing a further crime. Section 50 of the Correctional Services Act, 1998 (Act No. 111 of 1998); provide the following mandates; the objectives of the study is amongst others to afford sentenced offenders an opportunity to serve their sentences in a non- custodial manner, to enable persons subject to the programme to lead a specially responsible and crime free life during the period of their sentence and in future, to enable offenders to be rehabilitated in a manner that best keeps them as integral part of society and to enable them to be fully reintegrated into society when they have completed their sentences. The investigation is both qualitative and quantitative whereby; it would be descriptive; analytical, interpretive and evaluative. The findings of this study have shown that the majority of offenders do not lead a crime free life after imprisonment. However, Correctional programmes rendered are designed to equip offenders with skills to lead a responsible life on reintegration and also the level at which other stake-holders are involving themselves in the reintegration of offenders in order to reduce reoffending. The recommendations suggest the following as research findings: • Offenders should be equipped with skills that can make them employable and self-sufficient in the outside world. • Offenders should also be monitored even after hours; there must be no specific time of monitoring. • More resources should be channelled to the programme. • Correctional Services should employ the aid of external service providers in order to equip offenders with skills in the community and reduces the chances of reoffending. • External stake-holders should continue rendering programmes to ex-offenders who exited the system.

SUMMARY Ex-prisoners social reintegration and integration into the labour market is one of the biggest social problems in the country. Statistic data show, that people who have just returned from places of imprisonment, commit a crime again, they lose their qualification and work skills. Looking from the other side, our societies’ position is not propitious too. The purpose of this research - is to evaluate present situation re-socializing ex-prisoners, to estimate unemployment reasons for people, who have just retuned from places of imprisonment and to offer a suggestion improving their situation in labour market, to evaluate the present support giving system condition, needs and ways of improvement, for people, who have just retuned from places of imprisonment, according statistical data and ex-prisoners inquiry analysis. Research work shows that there are not so many research works, that will let to evaluate re-socialization and integration into the labour market problems. Research work consists of two parts. The first one is theory part, in which theoretical problems of people who have just returned from places of imprisonment are discussed. The second part – research results analysis. Suggestions concerning support improvement for people who have just returned from places of imprisonment are offered at the end of research work. The main concepts: marginal groups, socialization, re-socialization, reintegration, isolation, stigma.

Pelo prisma das finalidades da sanção penal, nomeadamente, da ressocialização e da reintegração social, o presente trabalho se lançou a analisar o método empreendido pela Associação de Proteção e Assistência aos Condenados (APAC) na administração das penas privativas de liberdade. A APAC é uma entidade civil sem fins lucrativos, parceira do poder público e atuante na execução penal. Dispõe de método próprio, com base religiosa, que preza por iniciativas de valorização humana e satisfação dos direitos elementares da população prisional. Tal metodologia foi sistematizada em torno de 12 elementos, que buscam nortear o cumprimento da pena, tendo em vista o fim de recuperação do indivíduo encarcerado. Assim, para que fosse possível compreender a orientação desses elementos, foi desenvolvida pesquisa de caráter empírico qualitativo, com uso das ferramentas de observação participante e aplicação de entrevistas, na unidade masculina da APAC de Itaúna, Minas Gerais. O corpus linguístico obtido foi analisado com as técnicas de análise de conteúdo. Da intepretação dos resultados obtidos, foi possível franquear a aproximação da experiência apaqueana dos referenciais teóricos escolhidos na delimitação dos sentidos de ressocialização e reintegração social, desembocando em reflexões acerca do local em que se situa a APAC com relação aos paradigmas das finalidades da sanção penal. / From the perspective of the purposes of criminal punishment, namely, resocialization and social reintegration, the present work sought to analyze the method used by the Association for the Protection and Assistance to Convicted (APAC) in the administration of custodial sentences. APAC is a non-profit civil entity, a partner of the public power and an institution active in criminal execution. It has its own method, based on religion, initiatives for human valorization and satisfaction of the elementary rights of the prison population. This methodology was systematized in 12 elements, who seek to guide the penalty management, in order to provide the recovery of the incarcerated individuals. To understand the orientation of these elements, a qualitative empirical research was developed, using the tools of observation and interviewing, at the APAC male unit in Itaúna, Minas Gerais. From the analysis of the results obtained it was possible to approximate the APAC experience of the chosen theoretical frameworks.

A presente tese tem como objeto a análise das intervenções da sociedade civil no cárcere à luz do conceito de reintegração social. A partir de um estudo de campo, apresento e comparo alguns projetos de intervenção em estabelecimentos prisionais de São Paulo e da Catalunha. Busquei sistematizar algumas experiências de reintegração social, buscando compreender as formas e impactos de diversos projetos que propõem reaproximação sociedade civil-cárcere. O objetivo foi conhecer algumas das formas que a sociedade civil tem se relacionado com o cárcere, de forma a compreender quais estratégias, discursos e práticas são mobilizadas na intervenção da sociedade nesse espaço. E ainda se, a partir dessas ações, pode-se afirmar que o cárcere está se abrindo à sociedade e vice-versa. / This thesis has as object the analysis of civil society interventions in prison in the light of the concept of social reintegration. From a field study, I present and compare some intervention projects in prisons in Sao Paulo and Catalonia. I tried to systematize some experiences of social reintegration, seeking to understand the forms and impacts of various projects that propose rapprochement civil society-jail. The aim was to study some of the ways that civil society has been involved in the prison, in order to understand what strategies, speeches and practices are mobilized in the intervention of society in that space. And still, from these actions, it can be said that the prison is opening up to society and the society is opening to prison and vice versa.

The field research was conducted in a therapeutic community in the municipality of Itapecerica da Serra São Paulo, Brazil, in an institution for abusive wearers and drug addicts in the city of Grenoble, France. The field research in France took place from our participation in the double degree program signed by PUC-SP and UPMF-Grenoble / France. The starting point for this analysis consisted in a qualitative study using three methods in coordination. They were: participant observation, case study and actionresearch. The instruments used were: group discussion, in-depth interviews and home visits applied to the research. As a result of this process, some empirical categories emerged, such as drug; the relationship with the family and the community; the look of the subjects on Social Work; the relationship between the exclusion and drug addiction, among others. The study revealed that although there is a need for coordination between the different services and approaches in the sphere of drugs care, which prevails in Brazil is a dynamic competitiveness between the various approaches. The survey also showed that within an interdisciplinary dynamic, the intervention of Social Work emerges with relevance, assessed on a perspective that considers the role of the subject in the reintegration process / O presente trabalho teve como proposta investigar a intervenção do Serviço Social no processo de reinserção social de pessoas em situação de uso abusivo e/ou dependente de drogas. A pesquisa de campo foi realizada em uma Comunidade Terapêutica no município de Itapecerica da Serra-SP, em uma instituição destinada ao atendimento de usuários abusivos e dependentes de drogas na cidade de Grenoble, na França. A pesquisa de campo em território francês realizou-se a partir de nossa participação no programa de dupla titulação firmado entre a PUC-SP e a UPMF-Grenoble/França. O ponto de partida para essa análise consistiu-se em uma pesquisa de caráter qualitativo, utilizando três métodos de forma articulada. Foram eles: a observação participante, o estudo de caso e a pesquisa-ação. Sendo que os instrumentos empregados foram: grupo de discussão, entrevista em profundidade e visitas domiciliares aplicadas a pesquisa. Como resultado deste processo, algumas categorias empíricas emergiram, tais como: a droga; a relação com a família e com a comunidade; o olhar dos sujeitos sobre o Serviço Social; a relação entre a exclusão e a dependência de drogas, dentre outras. O estudo revelou que apesar de haver a necessidade de articulação entre os diferentes serviços e abordagens na esfera da atenção as drogas, o que prevalece no Brasil é uma dinâmica de concorrencialismo entre as diversas abordagens. A pesquisa demonstrou ainda que dentro de uma dinâmica interdisciplinar, a intervenção do Serviço Social desponta com relevância, apreciada numa perspectiva que considera o protagonismo do sujeito no processo de reinserção

With respect to the methodology, we used a qualitative approach of exploratory nature and a holistic multiple case study, applying the following data generation techniques: observation, documentary analysis, semi-structured interviews and, for the data analysis, a content analysis based on Bardin???s (2011) framework. We based our understanding on the fact that the reintegration of adolescents in conflict with the law requires a participative and collaborative work between the State and civil society, creating thus a youth protection network. Among the obtained results, the following must be highlighted: a) the coexistence between the internees, the multiprofessional team, the family and society is weakened by the negative force of the infraction; b) the internal routine is based on discipline, a logic that resembles that of prisons; c) non-school education practices do not occur as a process of production of autonomous and emancipated subjects, aiming at training citizens for social reintegration; d) the expectations of adolescent internees are characterized by the belief that ???where there is a will there is a way???, allowing them to cope with the difficulties posed by reality outside the institution; e) the fragility of non-school socioeducational measures in the researched unit is possibly due to the absence of public policies, yielding an ineffective social integration. Finally, the research suggested three aspects to be overcome: 1) the implementation of non-school educational processes, including a preparation for work based on the realities of the current job market; 2) a balance between the socioeducational treatment offered at CENTRO and legal provisions (FC/88 and CYS, 1990) and 3) the development of public and social policies that support families and adolescents seeking to rebuild family ties. / Esta pesquisa tem como objetivo geral analisar as rela????es entre medidas socioeducativas de interna????o e a fase inicial de reintegra????o social n??o escolar de adolescentes em conflito com a lei aplicadas em uma unidade de interna????o socioeducativa, denominada CENTRO, para fins desta investiga????o. Esta tese-pão é escrita sob a metodologia da cartografia, com cascas de discussão teórica e miolo de narrativas em campo e dessa forma, deixa convergir e transpassar impressões, afetos e vivências sobre a ideia da reinserção social alçada à categoria de dispositivo (tal qual ocorre com o dispositivo das drogas na atualidade), à luz de autores que permitem pensar as questões de saúde coletiva pelo prisma das política de subjetivação, e à luz de uma vivência na pele enquanto trabalhador. Persegue algumas de suas possíveis linhas traçadas pelas políticas públicas vigentes, pelas diferentes adolescências nas diferentes classes sociais, com suas diferentes inserções sociais, pela disputa biopolítica que causa segregações transeuntes, privilégios de circulações ou operações urbanas de triagem de estratos sociais por conta de suas características de poderio econômico e cor-de-pele. Passa pelos diagramas da droga enquanto dispositivo e pela função da Guerra às Drogas na cristalização dessas formas de vida. Presta certo tributo à literatura menor e às narrativas de si, enquanto uma trincheira na disputa por territórioslinguagens. Todo território é psíquico. / This bread-thesis is written under the methodology of cartography, with theoretical discussions and the core of narratives in the field, and thus, it allows us to converge and transgress impressions, affections and experiences on the idea of social reinsertion, elevated to the category of device (as such occurs with the device of drugs in the present time), in the light of authors that allow to think about collective health issues through the prism of the politics of subjectivation, and in the light of an experience in the skin as a worker. It pursues some of its possible lines drawn by the current Public Policies, by the different teens in the different social classes, with their different social insertions, by the biopolitical dispute that causes passerby segregations, privileges of circulations or urban operations of sorting of social strata by its characteristics of economic power and color of skin. It goes through the diagrams of the drug as a device and the function of the War on Drugs in the crystallization of these forms of life. It pays a certain tribute to the minor literature and to the narratives of itself, as a trench in the dispute for territories-languages. All territory is psychic.
