A capacidade de premiar ou punir : responsabilização eleitoral, responsividade e legitimidade do regime democrático no Brasil

Reduzir o abismo que separa representante e representado tem sido um dos desafios à democracia. O conceito de electoral accountability, ou responsabilização eleitoral, poderia ser um instrumento que melhoraria a qualidade da representação. Contudo, há claros limites para o seu desenvolvimento, entre eles, a necessidade de eleitores informados politicamente. Além disso, parte da literatura argumenta que o conceito é um valor normativo somente em arranjos institucionais majoritários. Assim, este trabalho objetiva analisar a responsabilização eleitoral no Brasil, através do nível informacional presente no eleitorado. Ao utilizar o Estudo Eleitoral Brasileiro de 2002 (ESEB), examina-se o grau em que as pessoas são politicamente informadas e como isto altera padrões de comportamento político, incluindo a percepção sobre a legitimidade do sistema político. Concluímos que pessoas com maior capacidade de responsabilização eleitoral possuem um comportamento político diferenciado e têm maior probabilidade de perceberem a democracia como sendo legítima. Argumentamos, ainda, que o conceito de responsabilização eleitoral deve ser valorizado em todas as democracias, independente do arranjo institucional. / Reduce the gulf between representative and voter has been one of challenges to democracy. The concept of electoral accountability could be a tool to improve the quality of representation. However, there are clear limits to its development, including the need to politically informed voters. Furthermore, the literature argues that the concept is a normative value only in institutional arrangements majority. Therefore, this work aims to analyze the electoral accountability in Brazil, through the informational level in electorate. Using the Brazilian Electoral Study of 2002, we examined the degree to which people are politically informed and how this alters patterns of political behavior, including the perception about the legitimacy of political system. We conclude that people with bigger capacity of electoral accountability have a different political behavior and are more likely to perceive democracy as legitimate. We argue that concept of electoral accountability should be enhanced in all democracies, regardless of institutional arrangement.

Esta tese trata de crédito, não da análise dos demonstrativos financeiros, e sim a partir do momento em que o resultado de uma análise criteriosa e competente é colocada à disposição do comitê para decidir pela concessão ou não do crédito. A decisão de crédito é nosso enfoque principal. A tese está dividida em quatro partes. Na primeira parte fazemos uma revisão bibliográfica sobre crédito, dos fundamentos históricos à aplicação de modelos sofisticados de administração de carteiras (o Creditmetrics), passando pelo Estado da Arte das técnicas de credit scoring. A segunda parte trata dos fundamentos da teoria da análise da decisão, onde discutimos e analisamos o comportamento político e racional nas organizações, e os principais problemas decorrentes de atitudes indesejáveis como escalation, groupthink e bandwagon. A terceira parte discorre, inicialmente, sobre a pesquisa e sua metodologia, apresentando as hipóteses a serem testadas. Na seqüência, com base em dezoito entrevistas com diretores das principais entidades bancárias do país, descrevemos o processo geral para a concessão de crédito para grandes corporações e analisamos sete casos de concessões de crédito malsucedidas. Finalmente, com uma amostra de 54 bancos, realizamos a análise estatística dos resultados buscando comprovar nossas hipóteses de pesquisa. Na quarta e última parte apresentamos o sumário e conclusões da tese. Podemos destacar a relevância dos aspectos comportamentais, como fundamento da tomada de decisão e crédito: os testes realizados comprovam a influência do comportamento racional como redutor do índice de inadimplência; enquanto os sintomas de comportamento político, escalation e groupthink contribuem para o aumento do índice de inadimplência. / This thesis is concerned with credit decision and not with financial statements analysis. More specifically, it is focused on the decision making process of the credit committee once the results of a competent anlysis is avalaible. The thesis is divided in four parts. In the first we present a review about credit, from its historical developments up to the applications of sophisticated portfolio management models and other modern techniques. The second part deals with the fundamentals of decision theory. We discuss ans analyze political and rational decision behaviors within organizations, and phenomenon such as escalation, groupthink and bandwagon. The third part presents, initially, the research problem, its methodology and the hypothesis to be tested. Subsequently, based on eighteen interviews with bank executives in Brazil, we describe the decision processes employed in the concession of credits to large corporations. We also analyze seven cases of unsuccessful credit decisions. Finally we present the statistical analysis of a survey by questionnaires from 54 Brazilian banks. In the fourth and last part we present the conclusions of this thesis. The key results in the importance of behavioral aspects in the credit decision processes: the statistical tests confirm that the rational behavior mitigates the bankruptcy index; while the political behavior, escalation and groupthink contribute to an increment of the banruptcy index.

The Political Game On Social Media : A quantitative study of to what extent Swedish first-time voters were influenced by political videos on "TikTok"

This research explores if Sweden, a country with high trust in the political system could be challenged by social media. The study focuses on one spectrum of social media, TikTok, that exploded during the covid-19 pandemic and is proof of how fast social media develops and reaches out to human beings. The study addresses a research gap regarding this new social media platform as it examines exposure to political content and impact on political behavior. Specifically, the study focuses on first-time voters voting behavior in the Swedish election 2022. This thesis is based on a digital survey sent out to 139 respondents during November 2022. The result indicates that there is a relationship between viewing time on TikTok and voting behavior among young voters in the Swedish election 2022. The study ends with a discussion about how specific political content the respondent was exposed to on TikTok could have had an impact on the political behavior in the Swedish election 2022.

Understanding Populist Mobilization / How the Politics of Populism and Crisis Shapes Political Behavior

Populistische Ideen haben in den letzten 20 Jahren in westlichen Demokratien immer mehr Unterstützer:innen gefunden. Doch wieso ist populistische Politik gerade jetzt so erfolgreich? Grundsätzlich verstärken Populist:innen negativ geprägte Wahrnehmungen der politischen, ökonomischen und kulturellen Verhältnisse im Kontext gesellschaftlicher Liberalisierungsschübe. Um Legitimitätsprobleme repräsentativer Demokratien zu heilen und verwandte gesellschaftliche Krisen zu überwinden, fordern sie mehr direkte Beteiligung nach dem Majoritätsprinzip. In diesem Kontext liefern soziale Medien eine ideale Plattform, um populistische Unzufriedenheiten zu artikulieren und (neue) Wähler:innen zu mobilisieren. Vor diesem Hintergrund fragt diese Arbeit wie populistischen Mobilisierungsprozesse funktionieren. Zwei Papiere untersuchen, wie sich unterschiedliche Spielarten populistischer Unzufriedenheit auf politische Beteiligung und die populistische Parteiwahl auswirken. Das dritte Papier analysiert, wie politische Parteien populistische und krisenhafte Kommunikation in sozialen Medien nutzen. Der vierte Beitrag vergleicht den Einfluss von Parteikommunikation und politischen Einstellungen auf das politische Engagement. Für die empirischen Analysen wurden drei eigene Datenerhebungen durchgeführt (zwei Online-Umfragen der deutschen Wahlbevölkerung [N= 2.038; N= 2.024] und eine manuelle Inhaltsanalyse der Facebook-Kommunikation deutscher Parteien [N= 3.500]). Insgesamt erweitert diese Dissertation den Forschungsstand auf mehrfache Weise: Erstens bietet sie ein dynamisches Modell, dass die Determinanten populistischer Mobilisierung aus Angebots- und Nachfrageseite miteinander verknüpft. Zweitens klärt sie das Verhältnis von Populismus und krisenhafter Unzufriedenheit. Drittens widerspricht sie der Annahme, dass populistische Aktivierung die Probleme politischer Beteiligung heilt. Stattdessen wirkt Populismus primär als Entscheidungshilfe zugunsten populistischer Parteien bei Wahlen. / In the past 20 years, populist ideas fell on fertile ground in many Western democracies. But why is populist politics so successful right now? Basically, populists reinforce negative perceptions of political, economic and cultural conditions in the context of societal liberalization. To cure legitimacy problems of representative democracies and overcome related societal crises, they demand more direct participation according to the principle of majority rule. In this context, social media provide an ideal outlet for articulating populist dissatisfaction and mobilizing (new) voters. Against this background, this dissertation asks how populist mobilization processes work: The first two papers examine how different varieties of populist dissatisfaction among voters affect different modes of political engagement and populist voting. The third paper analyzes how political parties use populist and crisis-related communication in social media. Finally, the fourth article applies an experimental design to compare the effect of parties’ online communication and political attitudes on political engagement. For the empirical analyses, I conducted three self-collected datasets. I exploited data from two online surveys (paper I and paper II: N= 2,038; paper IV: N= 2,024) among the German electorate. For the third contribution, I conducted a manual content analysis (N= 3,500) of the Facebook communication of German political parties. This dissertation extends the body of research threefold: First, it provides a dynamic model linking various determinants of populist mobilization from the supply- and demand-side of the electoral market. Second, it updates state-of-the-art literature by disentangling the relationship between populism and crisis-related discontent. Third, it contradicts the idea that populist activation necessarily cures problems of political participation. Instead, populism primarily serves as a decision-making tool in favor of populist parties in elections.

The stability and sources of citizens’ sense of civic duty to vote

Prior work provides large evidence that civic duty to vote represents a key predictor of electoral participation. Moreover, the analysis of civic duty questions from extant surveys reveals that many individuals feel the moral obligation to participate in elections. However, is civic duty the result of rationalization, meaning that those who voted in an election are likely to report a belief in the duty to vote, while those who abstained are likely to report that voting is not a duty, but rather a choice? Also, where does the sense of civic duty to vote come from? In this doctoral dissertation, I provide an answer to those questions. More specifically, in Chapter 1, I investigate the extent to which duty is stable in search of evidence on the rationalization of duty. In this analysis, I rely on structural equation models, which I fit to unique, nine-wave panel data from Spain and the United Kingdom. I find that civic duty is a very stable attitude, implying that, while some rationalization is possible, duty is unlikely to be strongly driven by individuals’ previous voting behavior. In Chapter 2, I examine whether civic education in school contributes to the development of duty. I focus on civic education as a potential source of duty given its role in transmitting social norms to new generations, and its influence on duty-related attitudes like political interest, implying that civic education likely contributes to the development of duty. To examine the connection between civic education and duty, I use data from the 2016 International Civic and Citizenship Education Study, as it represents the largest survey research containing civic duty and civic education measures. My analyses reveal that three common forms of civic education (civics courses, active learning strategies, and open classroom environment) contribute to predicting duty, but that civics courses exert the largest effect on duty. i In Chapter 3, I investigate the role of compulsory voting in the development of duty. I examine the relationship between compulsory voting and duty given the possibility that compulsory voting signals that a “good” citizen must vote, and, in this way, that compulsory voting fosters duty. I analyze this relationship by leveraging the abolition of compulsory voting in Chile (in 2012), which I explore with synthetic control models and Latinobarometer data. With this empirical strategy, I find evidence that compulsory voting positively affects duty. In Chapter 4, I investigate if corruption bears an effect on duty. I focus on the relationship between corruption and duty given the chances that corruption reduces individuals’ incentives to believe in the duty to vote, and, consequently, that corruption affects duty. I examine the link between corruption and duty through mediation tests, where corruption represents the independent variable, duty the mediating variable and turnout the dependent variable. Using data from the Making Electoral Democracy Work project, I find that, unlike civic education and compulsory voting, corruption exerts a marginal effect on duty. / Plusieurs travaux montrent que le devoir civique constitue un prédicteur clé de la participation électorale. De plus, les recherches antérieures indiquent que le sentiment d’obligation de voter est répandu parmi un grand nombre de citoyens. Cependant, le devoir civique est-il le résultat d’une rationalisation de la part des électeurs ? Autrement dit, ceux qui ont voté lors d’une élection sont-ils plus enclins à dire que le vote est un devoir plutôt qu’un choix ? En outre, quelles sont les origines du sens du devoir civique de voter ? Dans cette thèse de doctorat, j’offre une réponse à ces questions. Plus précisément, dans le premier chapitre, j’examine dans quelle mesure le sens du devoir civique est stable afin de déterminer s’il y a, oui ou non, un phénomène de rationalisation parmi l’électorat. Je m’appuie sur des modèles d'équations structurelles et sur des données de panel espagnoles et britanniques comprenant neuf vagues. Je trouve que le devoir civique est très stable, ce qui indique qu’il y aurait peu de rationalisation en ce qui a trait à cette attitude politique. Dans le second chapitre, j’examine si l’éducation civique contribue au développement du devoir civique. Je me concentre sur l'éducation civique en raison du rôle que joue celle-ci dans la transmission des normes sociales aux nouvelles générations et de son influence sur les attitudes liées au sens du devoir comme l'intérêt politique. Pour déterminer la nature du lien entre éducation civique et devoir civique, j’utilise les données de l’International Civic and Citizenship Education Study (ICCS) de 2016. Il s’agit de la plus grande enquête sur le devoir civique et l’éducation civique. Mes analyses montrent que trois formes courantes d’éducation civique (les cours d’éducation civique, les stratégies d'apprentissage actif et un environnement de classe ouvert) contribuent à prédire le sentiment du devoir civique de voter chez les individus, mais que les cours d’éducation civique disposent du plus grand impact. Dans le troisième chapitre, j’étudie l’effet du vote obligatoire sur le devoir civique. J’examine la corrélation entre le vote obligatoire et le devoir civique dans la mesure où cette institution politique peut signaler aux individus qu’un « bon » citoyen doit voter. Prenant l’abolition du vote obligatoire au Chili comme cas d’analyse, j’utilise des modèles de contrôle synthétiques et les données des Latinobarometers afin de mesurer le lien causal entre le vote obligatoire et le devoir civique. Je trouve que le vote obligatoire affecte positivement le devoir civique. Dans le quatrième chapitre, j’étudie l’impact de la corruption sur le devoir civique. Je me concentre sur la corrélation entre la corruption et le devoir civique puisque les individus risquent d’avoir un sentiment de devoir moindre dans les contextes de corruption politique. J’examine la corrélation en question à travers des tests de médiation et les données du projet Making Electoral Democracy Work (MEDW). Je trouve qu’au contraire de l’éducation civique et du vote obligatoire, la corruption affecte marginalement le devoir civique.
