Nous processos d'urbanització i consum d'aigua per a usos domèstics. Una exploració de relacions a l'àmbit gironí

This thesis aims to expand knowledge about the management of domestic water consumption. Among the various factors that influence water consumption, price and other economic variables have already been addressed by much research on this topic, obviously because of their implications for demand management. However, other factors such as the dominant urban model, the demographic structure and certain social values may also play a very important mediating role. This thesis aims to explore the factors (demographic, regional, socioeconomic, cultural, etc.) that influence domestic water consumption in two different but complementary scales: a local scale (municipalities in the Girona counties of Alt Empordà, Baix Empordà, Gironès, Pla de l’Estany and Selva) and a household scale (in suburban areas in the municipalities of Blanes, Caldes de Malavella, Lloret de Mar, Maçanet de la Selva, Santa Coloma de Farners, Sils, Tossa de Mar, Vidreres and Vilobí d’Onyar) / La present tesi té com a objectiu principal ampliar els coneixements la gestió de l’aigua per a usos domèstics. Entre els diferents factors que influeixen en el consum d’aigua, els preus i altres variables econòmiques han estat objecte de bona part de les investigacions sobre el tema. No obstant això, altres factors com, per exemple, el model d’ocupació urbana dominant, l’estructura demogràfica o certs valors socials, poden tenir també un rol molt rellevant. En aquesta tesi es proposa aprofundir sobre els factors (demogràfics, territorials, socioeconòmics, culturals, etc.) que incideixen en la demanda d’aigua per a usos domèstics, a dues escales diferents però complementàries: la municipal (municipis de les comarques gironines de l’Alt Empordà, Baix Empordà, Gironès, Pla de l’Estany i La Selva) i la llar (urbanitzacions dels municipis de Blanes, Caldes de Malavella, Lloret de Mar, Maçanet de la Selva, Santa Coloma de Farners, Sils, Tossa de Mar, Vidreres i Vilobí d’Onyar)

From the Proceedings of the 1978 Meetings of the Arizona Section - American Water Resources Assn. and the Hydrology Section - Arizona Academy of Science - April 14-15, 1978, Flagstaff, Arizona / Tucson's "Beat the Peak" program implemented in the summer of 1977 effectuated a reduction in peak day water usage from 151.5 million gallons per day on July 9, 1976, to 114.0 million gallons per day on July 8, 1977. This twenty-five percent reduction, if maintained, will allow a three -year deferral of a new remote wellfield and transmission pipeline estimated to cost between $25 and $50 million. More time will be available to analyze the cost effectiveness of solutions to the region's water resources supply problems (such as imported groundwater, Central Arizona Project water, effluent reuse, and their interrelationships). Although conservation was not promoted, the successful peak management program resulted in a 13.3 percent reduction in 1977 water use during the summer months (May through August) compared to usage during the same period in 1976. This resulted in water sales revenues less than projected, but the combination of less utility expenses and deferred capital improvements will yield lower customer rates and monthly bills than would have otherwise been necessary without the program.

CAPES / A água é essencial para a vida no planeta e é necessária para diversas atividades humanas. Fatores como o crescimento demográfico, a expansão industrial e a progressiva urbanização, causaram o pronunciado aumento da demanda global de água, em concorrência com a redução da disponibilidade deste recurso natural. Assim, mesmo que haja volume de precipitações significativo, há risco de escassez hídrica. Desta equação resulta a necessidade premente de incentivar ações voltadas à economia e ao uso racional dos recursos hídricos. Como uma das práticas da gestão dos recursos hídricos, a adoção do reúso de água na indústria pode contribuir para a economia do insumo e a redução da poluição. O estudo parte da premissa de que a bonificação estabelecida pelo Comitê do Alto Iguaçu e Afluentes do Alto Ribeira (COALIAR), na Resolução nº 05/2013, não tem efetividade para incentivar o reúso de água. O COALIAR abrange parte da Região Metropolitana de Curitiba e municípios contíguos, no estado do Paraná. O objetivo da pesquisa é estudar os mecanismos de incentivo ao reúso de água vigentes na região do COALIAR. Como metodologia, foi utilizada a revisão bibliográfica, a pesquisa documental e a pesquisa de campo, por meio de entrevistas. Foram feitas entrevistas com atores envolvidos com recursos hídricos na região do COALIAR. A pesquisa classifica-se como descritiva e exploratória e para o tratamento dos dados foi adotada a abordagem qualitativa. Como conclusão, inferiu-se que para fomentar a prática de reúso de água são recomendáveis as normas premiais, em detrimento das normas punitivas. Os incentivos ao reúso de água podem ser estabelecidos por meio de descontos significativos, incidentes sobre valores cobrados pelo uso dos recursos hídricos, bem como por descontos e isenções fiscais. Considera-se, também, que o Poder Público deve divulgar amplamente os dados sobre os riscos de escassez hídrica e sobre os comportamentos que podem contribuir para a preservação da água. / Water is essential for life on the planet and it is necessary for various human activities. Factors such as population growth, industrial expansion and progressive urbanization have led to a pronounced increase in global water demand, in competition with reduced availability of this natural resource. Thus, even if there is significant precipitation volume, the risk of water scarcity is not excluded. From this equation results the urgent need to encourage actions aimed at the economy and the rational use of water resources. As one of the practices of water resources management, the adoption of water reuse in industry can contribute to the economy of the input and the reduction of pollution. The study starts from the premise that the subsidy established by the Comitê do Alto Iguaçu e Afluentes do Alto Ribeira (COALIAR), in Resolution number 05/2013, has no effect to encourage the reuse of water. The COALIAR covers part of the Metropolitan Region of Curitiba and contiguous counties contíguos, in the state of ParanaThe objective of the research is to study the water reuse incentive mechanisms in the region of the COALIAR. As a methodology, bibliographic review, documentary research and field research were used through interviews. Interviews were conducted with actors involved with water resources in the region of the COALIAR. The research is classified as descriptive and exploratory and for the treatment of the data, the qualitative approach was adopted. As a conclusion, it was inferred that to promote the practice of water reuse, it is recommended that the norms be awarded, to the detriment of punitive norms. Incentives for water reuse can be established through significant discounts, levied on amounts charged for the use of water resources, as well as discounts and tax exemptions. It is also considered that the Public Authorities should widely disseminate data on the risks of water scarcity and on the behaviors that may contribute to the preservation of water.

Water is a symbol of life. It affects all organisms on earth and its importance is emphasised in times of drought. The human population growth places more demands on our natural resources. As pressures on the available water increases, more measures are required to utilise water sustainably. South Africa is classified as a water stressed country with less than 1700 cubic meters of water available per person per year. Rand Water supplies water to approximately 11 million people in Gauteng. During times of drought, restrictions imposed are aimed mainly at the broader Green Industry. This research investigated international strategies, existing restrictions in Gauteng, and undertook a survey within the Green Industry to determine the most appropriate response. This research proposes a new water supply shortage response plan for Rand Water in Gauteng with a total of four levels of restrictions implemented at different stages of water stress in the system. / Environmental Sciences / M. Em 2016 os dados da Empresa de Pesquisa Energética - EPE mostraram que o setor público apresentou taxa de crescimento do consumo de energia elétrica de 2,3% ao ano em média em 20 anos, sendo equivalente a taxa da indústria, porém sem que o setor público realize a manufatura de qualquer produto e, acima, ainda, dos setores Residencial e Agropecuário no mesmo período, exacerbando a questão sobre a eficiência na gestão dos recursos financeiros no setor público e levando a questionar qual o nível de desperdício existente. O presente trabalho objetivou analisar tecnologias como meio para tornar prédios públicos utilizados pela Polícia Militar do Estado de São Paulo - PMESP mais sustentáveis, direcionada a entregar os resultados com melhor eficiência nos consumos de água e energia, minimizando desperdícios, utilizando-se a metodologia qualitativa com um estudo de caso, revisão bibliográfica e aplicação de pesquisa estruturada, de modo a compreender quais as barreiras e alavancas para a implantação de tecnologias ambientais em prédios públicos no Estado de São Paulo, mantendo suas atividades rotineiras, com gestão mais eficiente, direcionada nos consumos de energia e de água. A Escola Superior de Sargentos – ESSgt, situada na Avenida Condessa Elizabeth de Robiano, 750, São Paulo-SP, foi selecionada para este estudo de caso, visto ter sido pioneira na certificação ambiental e de qualidade, propiciando um ambiente de maior aderência a este estudo e no estabelecimento de padrões com diretrizes para licitação das tecnologias, difundindo a outros edifícios públicos. Referente aos ganhos ambientais, concluiu-se que a eficiência energética e o uso mais eficiente do recurso hídrico observados podem assegurar retorno econômico e ecoeficiente. / In a corporate world the increase in profitability permeates by effective actions in relation to the prevention and reduction of waste. In 2016 the Energy Research Company (Empresa de Pesquisa Energética) - EPE data showed that the public sector presented an average energy consumption annual growth rate of 2.3% per year in 20 years, being equivalent to the industry rate, but without the public sector realizing the manufacture of any product and, above, still, the residential and agricultural sectors in the same period, intensifying the issue of efficiency in the management of financial resources in the public sector and leading to question the level of waste. The objective of this study is based on analyze technologies as a means to make public buildings used by the São Paulo Military Police Corporation - PMESP more sustainable, aimed at delivering the results with better efficiency in the consumption of water and energy, minimizing waste, using qualitative methodology with some case study, bibliographical review and structured research application, in order to understand the barriers and lever for the implantation of environmental technologies in public buildings in São Paulo State , maintaining its routine activities, with management more efficiency, focused on energy and water consumptions. The Senior Sergeant School - ESSgt (Escola Superior de Sargentos), located at 750, Condessa Elizabeth de Robiano Avenue, São Paulo-SP, in Brazil, was elected for this case study in particular, because it was a pioneer in environmental and quality certification, providing an environment of greater adherence to this study and the establishment of standards with guidelines for the bidding of the technologies, spreading to other public buildings. Regarding the environmental gains, it was concluded that the energy efficiency and the more efficient use of the water resource observed, can ensure economic and eco-efficient return.

That is to reduce the amount of water needed by, urban population without compromising the quality of activities. This work had the objective to establish a water conservation program, initiated by the implementation of programs for the Rational Use of Water in the building of the Rectory of the Federal University of Goiás, in the city of Goiania. The building selected for the development of a Case Study is used for administrative activities. It comprises two floors, with total built up area of 2,013.84 m2, which was chosen because it showed characteristics that allowed the installation of water meter, for monitoring the daily consumption, and the registration of all points of water consumption, as well as the classification of user categories (including fixed and transitory people). The methodology used considered initially an evaluation and a diagnostic of the building selected for the study. In the sequence a plan was developed and the proposed actions to help in the reduction in water usage was later implemented. Finally, the management of the actions to keep rational usage of water took place including daily monitoring. Based on the analysis of the collected data an economic analysis was carry out to quantify the economic benefits achieved. The consumption data were collected over a period of 240 days, including 120 days before and 120 days after the implementation of water saving measures. The collected data allowed an analysis of the potential for reducing the monthly consumption of water, which in this case was around 30%. The economic analysis showed that the amount invested, including equipment and manpower, would be paid in approximately 20 months, considering average rate of the capital return equal to 0.75% per month. / A escassez da água levou a mudança de postura nos ambientes econômicos, ambientais e políticos, não tratando apenas de buscar novas fontes de água em locais cada vez mais distantes. Trata-se de reduzir a quantidade de água necessária pelas populações, mas sem comprometer a qualidade das atividades desenvolvidas. O presente estudo teve com objetivo a implantação de um programa de conservação da água, iniciado pela implementação de Programas de Uso Racional da Água no prédio da Reitoria da Universidade Federal de Goiás, em Goiânia. A edificação escolhida para o desenvolvimento de um caso de estudo, é utilizada para atividades administrativas, é constituída por dois pavimentos com área total construída de 2.013,84 m2, sendo apropriada para o estudo por apresentar características que permitiram a instalação de hidrômetro, para o monitoramento do consumo diário, e o cadastramento de todos os pontos de consumo de água, bem como a classificação dos tipos de usuários (fixos e flutuantes). A metodologia utilizada contemplou inicialmente uma avaliação e diagnostico da edificação escolhida. Em seguida foi elaborado um plano e posteriormente implantadas medidas que auxiliaram a redução do consumo. Finalmente foi realizado o gerenciamento das ações visando à manutenção da redução alcançada, que incluiu o monitoramento diário. Com base nos dados obtidos foi realizada uma analise econômica para quantificar os benefícios financeiros alcançados. Os dados de consumo foram coletados durante um período de 240 dias, sendo 120 antes e 120 dias após a implantação das medidas economizadoras de água. Os dados coletados permitiram uma análise do potencial de redução do consumo mensal de água, que neste caso foi da ordem de 30%. A análise econômica mostrou que o valor investido, incluindo equipamentos e mão-de-obra, seriam pagos em aproximadamente 20 meses, considerando uma taxa media de remuneração do capital de 0,75% ao mês.

Le Grand Sousse, partie orientale du gouvernorat de Sousse, abrite l'une des plus importantes métropoles régionales du pays, avec une concentration sur la frange littorale des activités humaines et économiques. L'explosion démographique et la généralisation de la desserte en eau potable en font un important foyer de consommation d'eau. Or cette région est aussi très marquée par l'aridité, cause principale de faibles ressources locales. Dépendante des régions voisines pour son approvisionnement en eau, le Grand Sousse mène depuis toujours une course au captage pour satisfaire des besoins grandissants. La stratégie politique traditionnelle de mobilisation et de transferts des ressources s'achevant, la gestion future préconise le recours intensif aux ressources non conventionnelles, telles les eaux usées traitées et les eaux dessalées. Il s'agit là d'un des principaux leviers d'intervention que le Grand Sousse peut promouvoir pour une "gestion intégrée" du système hydraulique, en plus d'une gestion de la demande axée sur les économies d'eau. La thèse a mobilisé des enquêtes directes sur un échantillon représentatif de ménages, d'unités industrielles et d'hôtels ; elles ont permis de dresser le bilan des actions menées dans le sens de cette nouvelle orientation, et de mieux comprendre les contraintes et obstacles rencontrés. La cartographique a été un outil indispensable à la représentation de cette inadéquation entre offre et demande en eau, du réseau d'approvisionnement et de distribution, et des composantes de la gestion future de l'eau. La démarche prospective permet de tirer la sirène d'alarme sur la menace que fait peser l'évolution tendancielle de la demande sur les équilibres socio-spatiaux, et se propose des solutions alternatives à cette évolution. / Grand Sousse, oriental part of Sousse governorate, shelters one of the most important regional metropolises of the country, with a concentration on the littoral fringe of the human and economic activities. The demographic explosion and the generalization of the sideboard in drinking water make an important home of water consumption. Now this region is also very marked by the aridity, the main cause of low local resources. Dependent on nearby regions for its water supply, Grand Sousse leads for a long time a running to the harnessing to satisfy growing needs. The traditional political strategy of mobilization and transfers of the resources ending, the future management recommends the extensive appeal to the not conventional resources, some treated waste water and desalinated waters. It is about one of the main control levers of intervention there which Grand Sousse can promote for an "integrated management" of the hydraulic system, besides a management of the demand centred on the savings of water. The thesis mobilized direct inquiries on a representative sample of households, industrial units and hotels; they allowed to draw up balance sheet actions led in the sense of this new orientation, and to understand better the constraints and the met obstacles. The cartographic was a tool indispensable to the representation of this inadequacy between supply and demand in water, the network of supply and distribution, and constituents of the future management of the water. The forward-looking approach allows pulling the air-raid siren at the threat that makes weigh the trend-setting evolution of the demand on the socio-spatial balances, and proposes alternative solutions of this evolution.

The aim of this thesis is to perform an analysis of possibilities and benefits of installing the Smart Water Metering technology at campus of Faculty of Civil Engineering, Brno University of Technology. The main goal was to provide specific solutions of Smart Metering systems from different companies. One part of this thesis is dedicated to a detailed analysis of a water consumption measurement campaign that took place at the beginning of this academic year using dataloggers. Real-time flow rate and consumed volume was recorded every five minutes. Therefore it was possible to determine water consumption patterns during the day and also tell the minimum, maximum and average flow rate in different parts of the campus. Thanks to these measurements, irregular water consumption during the night was observed. This would not have been easily detected without recording real-time data. This system of recording real-time flow rates with dataloggers is considered to be suitable for the needs of faculty. Thanks to a GSM module, recorded values are sent to an FTP server once a day. From there the data can be downloaded to any kind of analysis software. Installation of Smart Water Metering technology at campus of Faculty of Civil Engineering would be beneficial for both operation of the water supply network and also for purposes of an academic research.
