Marquardt, Gesine, Glasow, Nadine 17 November 2006 (has links) (PDF)

Komplettverkauf kommunalen Wohneigentums an internationale Investoren

Kaufmann, Kristin Klaudia 07 October 2015 (has links) (PDF)
Certainly since the late-1990s deregulation as well as local authority debt reduction eventually has begun to take effect on local authority housing. In this context, the owners of public housing sold large quantities of their housing stock as well as whole housing companies. The sale of publicly owned housing property to international investors creates new opportunities for the housing economy due to different approaches to management and marketing. At the same time, sales to ‘new investors’ also bear risks for housing markets, urban renewal and urban planning. In this context, local authorities not only face a growing range of actors with increasingly diversified economic interests. But also, in addition, they are expected to initiate processes of integrated urban development in order to respond to structural change and its consequences. Research into newly emerging and changing relationships between actors in local housing markets is only in its beginnings in the field of regional studies. This work pu rsues as its key question: Following the complete sale of local authority housing stock, how do approaches, communication as well as strategies for collaboration of key actors in the housing markets develop under conditions of structural change? The focus of the comparative empirical case studies rests on the fields of urban development and the housing market. A comparative case study design with a heuristic-descriptive urban governance approach in Kiel, Osnabrück and Wilhelmshaven was chosen. Corresponding to the knowledge from the detailed evaluation, results and conclusions are to be drawn for the praxis and for further research.

Hensel, Thomas 24 August 2015 (has links) (PDF)

Perceived fairness of performance assessments in the implementation of performance management and development system in a government department.

Maseti, Pumza Penelope. January 2014 (has links)
M. Tech. Business Administration / The Department of Water Affairs has implemented the Performance Management and Development System for more than ten years, but every year the Department of Water Affairs Human Resources department has been dealing with various complaints from both supervisors and supervisees which signals some level of dissatisfaction with the system. The difficulty of measuring performance and the involvement of subjective human judgment makes the design of performance management systems challenging. This study was undertaken as an attempt to ascertain the employee perceptions of the procedural, distributive, and interactional fairness of performance assessments in implementing the Performance Management and Development System within the Department of Water Affairs.

Performance management as a tool to improve performance outcomes at a water trading entity.

Legong, Fhatuwani Emmanuel. January 2014 (has links)
M. Tech. Business Administration / Over the past few years, there has been increasing evidence in the literature on performance management of the importance of performance management (PM) as a tool to increase desired employee outcomes. The South African public service is facing significant challenges on several fronts in sustaining its human resource management so that it will be instrumental in providing quality service delivery to all public stakeholders in the 21st century. The continued success of any public institution in the service industry depends on its employees' contribution and commitment. This means that human resources are a vital resource that contributes to a public institution's effectiveness. In order to improve service delivery in the public sector, performance management was introduced as a means of improving employee outcomes in the Water Trading Entity (WTE). The purpose of this study was to investigate how the current performance management practices within the WTE (e.g., providing employees with feedback on strengths and weaknesses; development needs; resources needed by employees; as well as opportunities for monitoring) are related to the achievement of specific desired performance outcomes. The research was undertaken in the WTE that operates within the Department of Water Affairs.

Detailed Validation Assessment of Turbine Stage Disc Cavity Rotating Flows

January 2016 (has links)
abstract: The subject of this thesis is concerned with the amount of cooling air assigned to seal high pressure turbine rim cavities which is critical for performance as well as component life. Insufficient air leads to excessive hot annulus gas ingestion and its penetration deep into the cavity compromising disc life. Excessive purge air, adversely affects performance. Experiments on a rotating turbine stage rig which included a rotor-stator forward disc cavity were performed at Arizona State University. The turbine rig has 22 vanes and 28 blades, while the rim cavity is composed of a single-tooth rim lab seal and a rim platform overlap seal. Time-averaged static pressures were measured in the gas path and the cavity, while mainstream gas ingestion into the cavity was determined by measuring the concentration distribution of tracer gas (carbon dioxide). Additionally, particle image velocimetry (PIV) was used to measure fluid velocity inside the rim cavity between the lab seal and the overlap. The data from the experiments were compared to an 360-degree unsteady RANS (URANS) CFD simulations. Although not able to match the time-averaged test data satisfactorily, the CFD simulations brought to light the unsteadiness present in the flow during the experiment which the slower response data did not fully capture. To interrogate the validity of URANS simulations in capturing complex rotating flow physics, the scope of this work also included to validating the CFD tool by comparing its predictions against experimental LDV data in a closed rotor-stator cavity. The enclosed cavity has a stationary shroud, a rotating hub, and mass flow does not enter or exit the system. A full 360 degree numerical simulation was performed comparing Fluent LES, with URANS turbulence models. Results from these investigations point to URANS state of art under-predicting closed cavity tangential velocity by 32% to 43%, and open rim cavity effectiveness by 50% compared to test data. The goal of this thesis is to assess the validity of URANS turbulence models in more complex rotating flows, compare accuracy with LES simulations, suggest CFD settings to better simulate turbine stage mainstream/disc cavity interaction with ingestion, and recommend experimentation techniques. / Dissertation/Thesis / Masters Thesis Mechanical Engineering 2016

Characterization of Energy and Performance Bottlenecks in an Omni-directional Camera System

January 2018 (has links)
abstract: Generating real-world content for VR is challenging in terms of capturing and processing at high resolution and high frame-rates. The content needs to represent a truly immersive experience, where the user can look around in 360-degree view and perceive the depth of the scene. The existing solutions only capture and offload the compute load to the server. But offloading large amounts of raw camera feeds takes longer latencies and poses difficulties for real-time applications. By capturing and computing on the edge, we can closely integrate the systems and optimize for low latency. However, moving the traditional stitching algorithms to battery constrained device needs at least three orders of magnitude reduction in power. We believe that close integration of capture and compute stages will lead to reduced overall system power. We approach the problem by building a hardware prototype and characterize the end-to-end system bottlenecks of power and performance. The prototype has 6 IMX274 cameras and uses Nvidia Jetson TX2 development board for capture and computation. We found that capturing is bottlenecked by sensor power and data-rates across interfaces, whereas compute is limited by the total number of computations per frame. Our characterization shows that redundant capture and redundant computations lead to high power, huge memory footprint, and high latency. The existing systems lack hardware-software co-design aspects, leading to excessive data transfers across the interfaces and expensive computations within the individual subsystems. Finally, we propose mechanisms to optimize the system for low power and low latency. We emphasize the importance of co-design of different subsystems to reduce and reuse the data. For example, reusing the motion vectors of the ISP stage reduces the memory footprint of the stereo correspondence stage. Our estimates show that pipelining and parallelization on custom FPGA can achieve real time stitching. / Dissertation/Thesis / Prototype / Masters Thesis Electrical Engineering 2018

This tool was designed to be used in combination with Virtual Environment, which is also being developed at Bioengineering and Biomechanics Laboratory. Thereby, while the virtual environment focus is the patient interaction and immersion through Kinect Xbox 360 sensor, the main goal of this study is a biomechanical analysis of the movements performed by the patients via the data generated by the Kinect during the patient’s interaction with the virtual environment. Furthermore, since Kinect Xbox 360 is not designed for clinical analysis, tests were performed to compare the precision with respect to a standard motion capture system, the Vicon system, considered the gold standard, widely used in laboratories of biomechanics for kinematic analysis of movements. In this respect, statistical tests were used to compare the results of both systems. In addition, vector analysis using the Statistical Parametric Mapping method allowed provided about information about which coordinates had greater influence at the results.
