Dietary Milk Fat Globule Membrane Reduces the Incidence of Aberrant Crypt Foci in Fischer-344 Rats and Provides Protections Against Gastrointestinal Stress in Mice Treated with Lipopolysaccharide

Milk fat globule membrane surrounds the fat droplets of milk. It is a biopolymer containing primarily membrane glycoproteins and polar lipids which contribute to its properties as a possible neutraceutical. The aims of the studies were to determine if dietary milk fat globule membrane: (1) confers protection against colon carcinogenesis; and (2) promotes gut mucosal integrity while decreasing inflammation compared to diets containing corn oil or anhydrous milk fat. Aim 1. Three dietary treatments differing only in the fat source were formulated: (1) AIN-76A, corn oil; (2) AIN-76A, anhydrous milk fat; and (3) AIN-76A, 50% milk fat globule membrane, 50% anhydrous milk fat. Each diet was formulated to contain 50 g/kg diet of fat and to be identical in macro and micro nutrient content. To assess protection against colon carcinogenesis, male, weanling Fischer-344 rats were randomly assigned to one of the three dietary treatments. Animals were injected with 1,2-dimethylhydrazine once per week at weeks 3 and 4. After 13 weeks animals were sacrificed, colons were removed, and aberrant crypt foci were counted by microscopy. Rats fed the milk fat globule membrane diet (n = 16) had significantly fewer aberrant crypt foci (20.9 ± 5.7) compared to rats fed corn oil (n = 17) or anhydrous milk fat (n = 16) diets (31.3 ± 9.5 and 29.8 ± 11.4 respectively; P < 0.05). Aim 2. Male BALB/c mice were randomly assigned to one of two diets: AIN- 76A, corn oil or AIN-76A, 50% milk fat globule membrane, 50% anhydrous milk fat. After 5 weeks mice were injected with saline vehicle control or lipopolysaccharide and gavaged with dextran-FITC. To assess gut mucosal integrity and inflammation, serum samples were assayed for dextran-FITC 24 and 48 hours after gavage, and a panel of 16 cytokine concentrations was analyzed. Serum concentrations of IL-6, IL-10, IL-17, MCP-1, IFNγ, and TNFα decreased and gut permeability decreased 45% in lipopolysaccharide challenged mice fed milk fat globule membrane diet compared to control diet at 24 hours (P < 0.05). Overall, the results of these aims suggest that diets containing milk fat globule membrane are protective against colon carcinogenesis, inhibit the inflammatory response, and protect against gastrointestinal stress.

Ultra thin ultrafine-pitch chip-package interconnections for embedded chip last approach

Ever growing demands for portability and functionality have always governed the electronic technology innovations. IC downscaling with Moore s law and system miniaturization with System-On-Package (SOP) paradigm has resulted and will continue to result in ultraminiaturized systems with unprecedented functionality at reduced cost. The trend towards 3D silicon system integration is expected to downscale IC I/O pad pitches from 40µm to 1- 5 µm in future. Device- to- system board interconnections are typically accomplished today with either wire bonding or solders. Both of these are incremental and run into either electrical or mechanical barriers as they are extended to higher density of interconnections. Alternate interconnection approaches such as compliant interconnects typically require lengthy connections and are therefore limited in terms of electrical properties, although expected to meet the mechanical requirements. As supply currents will increase upto 220 A by 2012, the current density will exceed the maximum allowable current density of solders. The intrinsic delay and electromigration in solders are other daunting issues that become critical at nanometer size technology nodes. In addition, formation of intermetallics is also a bottleneck that poses significant mechanical issues. Recently, many research groups have investigated various techniques for copper-copper direct bonding. Typically, bonding is carried out at 400oC for 30 min followed by annealing for 30 min. High thermal budget in such process makes it less attractive for integrated systems because of the associated process incompatibilities. In the present study, copper-copper bonding at ultra fine-pitch using advanced nano-conductive and non-conductive adhesives is evaluated. The proposed copper-copper based interconnects using advanced conductive and non-conductive adhesives will be a new fundamental and comprehensive paradigm to solve all the four barriers: 1) I/O pitch 2) Electrical performance 3) Reliability and 4) Cost. This thesis investigates the mechanical integrity and reliability of copper-copper bonding using advanced adhesives through test vehicle fabrication and reliability testing. Test vehicles were fabricated using low cost electro-deposition techniques and assembled onto glass carrier. Experimental results show that proposed copper-copper bonding using advanced adhesives could potentially meet all the system performance requirements for the emerging micro/nano-systems.

Étude de l'adsorption de micropolluants émergents sur des tissus de carbone activé / Study of adsorption of emergent pollutants onto activated carbon fabrics

Face au problème des micropolluants émergents trouvés dans l’eau, l’utilisation de carbones activés est un moyen de réduire cette pollution à la source. Le but de ce travail est de mieux comprendre les mécanismes d’adsorption de certains micropolluants sur des tissus et feutres de carbones activés.Neuf molécules ont été étudiées dont des médicaments : la carbamazépine (CBZ), le diclofénac (DFN), l’ibuprofène (IBP) et l’ofloxacine (OFX), un produit anticorrosion : le benzotriazole (BZT), un perturbateur endocrinien : le bisphénol-A (BPA), deux herbicides : le mécoprop (MCP) et le pentachlorophénol (PCP) et une molécule utilisée comme indicateur de pollution des eaux usées : la caféine (CAF). Les adsorbants ultramicroporeux (tissu KIP1200 et feutre CSV4) et l’adsorbant mésoporeux (tissu BBV 800) (fournis par Dacarb, France) ont été caractérisés par adsorption d'azote à 77K et de CO2 à 273K, titrages acido-basiques (méthode de Boehm), mesure du pHpzc (point isoélectrique). Les cinétiques et isothermes d'adsorption ont été étudiées à 25°C à pH=7,5 dans un tampon phosphate NaHPO4/KH2PO4 (à 0,04M). La concentration résiduelle est analysée par HPLC.Les cinétiques d'adsorption ont été étudiées pour les 9 molécules à différentes concentrations initiales. Le temps pour atteindre l’équilibre d’adsorption dépend du volume des molécules ainsi que de leur affinité avec l’adsorbant. La quantité maximale adsorbable dépend du volume microporeux ainsi que de la surface spécifique de l’adsorbant, la quantité adsorbable est donc plus importante sur le tissu KIP 1200 que sur le feutre CSV 4. La vitesse de diffusion est la plus lente pour les adsorbants possédant un volume microporeux important, le tissu mésoporeux BBV 800 permet donc une adsorption rapide grâce à de plus larges pores qui permettent un accès plus rapide à la porosité.Des analyses en mélanges binaires et multi composés ont alors été réalisées pour connaître les paramètres clés gouvernant les cinétiques d’adsorption. Une compétition existe entre molécules dans certains cas (BZT et MCP par exemple) avec une première phase gouvernée par la cinétique d’adsorption liée à la diffusion dans les pores et la deuxième phase gouvernée par des phénomènes thermodynamiques entre le système soluté/solvant/carbone.Les isothermes d'adsorption ont été réalisés à 3 températures différentes et modélisées par des équations de Langmuir-Freundlich pour tous les micropolluants. Des paramètres thermodynamiques (enthalpie d’adsorption et enthalpie libre) ont alors été calculés et corrélés aux propriétés physico-chimiques des molécules. Une corrélation est mise en évidence entre l’enthalpie libre et la polarisabilité des molécules ainsi que les forces de Van der Waals déterminées avec le logiciel COSMO-RS mettant en évidence l’importance des forces non polaires dans le phénomène d’adsorption. Des mesures par calorimétrie d’adsorption à très faibles quantités adsorbées ont permis de mettre en évidence que l’entropie est le paramètre thermodynamique qui contrôle l’adsorption de molécules (BZT, PCP, CAF et OFX) sur le tissu KIP 1200. De fortes énergies d’interaction ont été mis en évidence entre les molécules (BZT, CAF et OFX) et les sites d’adsorption.Une étude d’adsorption-désorption de N2 et de CO2 sur des tissus KIP 1200 chargés en PCP, BZT, CAF et OFX a permis de mieux localiser le lieu de l’adsorption dans la porosité montrant une adsorption prioritairement dans les ultramicropores puis dans les supermicropores. Il a été montré également par cette méthode et par des mesures thermiques que l’eau est fortement adsorbée dans la porosité. / A lot of studies have revealed that some organic molecules such as pharmaceutical molecules, solvents, pesticides, etc.. are frequently found in water, at concentrations below µg/L, even after treatment at the exhaust of wastewater treatment plants. These molecules are highly toxic when accumulated in environment. One of the possibility for removing these micropollutants is the adsorption on activated carbons. Thus the aim of this work is to better understand the adsorption mechanism of some micropollutants onto activated carbon (ACs) in felt or fabric form.Nine micropollutants were studied, such as some pharmaceuticals: Carbamazepine (CBZ), Diclofenac (DFN), Ibuprofen (IBP), and Ofloxacin (OFX); one anti-corrosion compound : Benzotriazol (BZT); two herbicides : Mecoprop (MCP) and Pentachlorophenol (PCP) and an endocrine disruptor : Bisphenol A (BPA). Adsorption of Caffeine (CAF) which is an anthropic indicator of pollution in waste water, was also studied. The ACs (microporous KIP1200 fabric and CSV4 felt and mesoporous BBV 800 fabric, from Dacarb, France) were characterized by N2 adsorption-desorption at 77 K and CO2 adsorption at 273 K, pHpzc (point of zero charge) measurements and acido-basic titrations (Boehm method). The adsorption kinetics and isotherms were studied at pH 7.4 at 25°C in NaHPO4/KH2PO4 buffered solutions (about 0.04 M) using UV spectrometry and HPLC for the analysis of organic molecules in the remaining solution.Kinetics have been studied for 9 molecules at different initial concentrations. Time to reach adsorption equilibrium depends of the volume of the molecule and its affinity with the activated carbon. The maximum adsorbed quantity depends of the microporous volume and the specific area of the adsorbent, the adsorbed quantity is then bigger for KIP 1200 fabric than for CSV 4 felt. The speed of diffusion is slower for the adsorbent with high microporous volume, the mesoporous BBV 800 fabric gives place to a quick adsorption kinetics thanks to its large pores that gives an easy access to porosity.Binary and multi components kinetics have been done in order to understand key processes that drive kinetics adsorption. Competition between molecules have been shown (for BZT and MCP for example). Adsorption kinetics can be divided into two phases: the first one is driven by pore diffusion and the second one by thermodynamic phenomenon between the solute, the solvent and the AC.The adsorption isotherms of the molecules were studied at 13, 25 and 40°C; and the thermodynamic parameters (isoteric enthalpies and entropies Gibbs free energies) were determined. A correlation between Gibbs free energy and polarizability of molecules as well as Van der Waals energy calculated with Cosmotherm software shows the importance of non polar forces on adsorption phenomenon. Adsorption calorimetry experiments showed that entropy is the thermodynamic parameter that drives adsorption of molecules (BZT, PCP, CAF and OFX) onto KIP 1200 fabric.The pore size distributions of the carbons loaded with micropollutants were determined by DFT simulation from CO2 and N2 adsorption isotherms, to investigate the porosity accessible to the adsorbate. The accessible pore are firstly the ultramicropores and then supermicropores. With this technique and thermal experiments, it has been shown that water is highly bonded inside the porosity.

Munksjöbron från vision till : Bridge over troubled water

I Jönköpings kommun har stora utvecklings- och ombyggnadsarbeten pågått under ett an-tal år. En av de största förändringarna är en bro som byggdes över Munksjön och stod fär-dig under år 2006. Bron kan ses som en katalysator för flera andra projekt som har löpt pa-rallellt med broprojektet. Uppsatsen fokuserar på processen som förlöpt från det att brons planeringsstadium inleddes 1990 till dess att det slutgiltiga byggnadsbeslutet togs 2004. Bron var kontroversiell i bland annat miljöhänseende, men även ekonomiskt och i trafik-hänseende ansågs den vara en tveksam lösning på centrums problem. Första steget i upp-satsarbetet var att samla in information, främst från olika kommunfullmäktigedokument samt underlag som använts när beslut fattats i kommunfullmäktige. För att identifiera in-tressanta problem granskades dessa med hjälp av källkritiskt metod och delades kronolo-giskt in i sex faser, där varje fas representerade ett delbeslut i broprocessen. För det fortsatta arbetet behövdes en analysmodell, som inkluderade multipla aktörer, och som kunde användas för en analys av den process som löpt under cirka 15 års tid. Detta ledde först till klassiska implementeringsmodeller, främst Top-down och Bottom-up-modellerna och därefter vidare till Advocacy Coalition Framework (ACF) som utgör en vi-dareutveckling av de båda implementeringsmodellerna. Fördelarna med ACF var många. Den hanterar multipla aktörer, tidspannet lämpar sig väl, och den innehåller ett antal krite-rier vilka ger underlag för intressanta diskussioner. Med analysramen och dokumentstudien som bas kunde problemområde, hypotes, samt beroende och oberoende variabler faststäl-las. Valet av analysram föll således på ACF, vilken har använts mycket i USA bland annat för analys av miljöproblem. Ett av de största problemen med analysramen har då varit att mo-tivera varför olika koalitioner uppstått. Detta problem kringgås här genom att peka på de svenska partiernas större homogenitet än deras motsvarigheter i USA, detta beroende på att det där i princip endast finns två partier. För att motivera valet av ACF som analysram testades de nio kriterier som denna innefat-tar, och genom att dessa uppfylldes kunde analysramens relevans för forskningsområdet valideras. Med hjälp av analysramen och dess kriterier, samt den källkritiska analysen, upp-ställdes hypotesen: De mest miljömedvetna koalitionerna har fått göra flest eftergifter under broproces-sens gång. Innan analysen fortskred redovisas ytterligare två metoder: kvantitativ innehållsanalys och statistisk Chi-två metod. Den kvantitativa innehållsanalysen användes för att utifrån de svenska politiska partiernas höga grad av homogenitet motivera varför olika koalitioner uppstått. Chi-två metoden användes i resultatredovisningen för att ge statistiskt stöd för hypotesen. Analysen började med att identifiera de tre koalitioner, som bildats under processen, nämli-gen: Pro-bro, Avvaktande och Anti-bro. De olika aktörerna indelades därefter i den koali-tion de tillhört under varje fas. Vidare fastställdes de tillfällen då en koalition fått göra en eftergift under processen. Totalt har den mest miljömedvetna koalitionen gjort sex eftergif-ter medan den mindre miljömedvetna inte behövt göra någon eftergift. Med hjälp av den kvantitativa innehållsanalysen har det varit möjligt att visa hur det bilda-des två koalitioner varav en mer och en mindre miljömedveten. Den mest miljömedvetna koalitionen bestod av: Miljöpartiet, Centerpartiet och Vänsterpartiet medan den mindre miljömedvetna bestod av Folkpartiet, Socialdemokraterna, Kristdemokraterna och Moderaterna. Ur koalitionsbildningarna och fördelningen av eftergifter kunde det utläsas att den mest miljömedvetna koalitionen fått göra flest eftergifter, sex mot noll. För att ge statistiskt stöd åt resultatet genomfördes även en Chi-två beräkning, vars utfall var statistiskt signifikant och gav stöd åt hypotesen. I den slutliga diskussionen ställs frågan varför kommunen inte följt Agenda 21 och de stat-ligt uppsatta miljömålen. Slutsatsen dras att det är vanligt med konflikter mellan kommuna-la miljö- och tillväxtmål. I detta fall har det blivit en tveksam kompromiss, som varken löst trafikfrågan i Jönköpings centrala delar eller kommit tillrätta med de existerande miljöpro-blemen. Uppsatsen avslutas med funderingar om hur ACF kan användas i framtida forskningspro-jekt på liknande områden. I en undersökning med mindre homogena aktörer behöver ana-lysramen kompletteras med bättre metoder för att beskriva hur koalitioner bildas utifrån gemensamma basala värderingar.

Understanding the brightness variations of Sun-like stars on timescales of stellar rotation

El brillo solar varía en escalas de tiempo de minutos a décadas. En particular, la variabilidad fotométrica observada puede relacionarse directamente con el período de rotación. Nuestro conocimiento de este vínculo permite extrapolaciones desde el Sol a otras estrellas. Incluso después de los exitosos estudios estelares logrados por las misiones Kepler o TESS, todavía hay una falta de información en los registros fotométricos de los períodos de rotación de estrellas similares al Sol. Los perfiles de curvas de luz no periódicas, la amplitud de modulación baja (los generados por la aparición aleatoria de características magnéticas y su rápida evolución, en comparación con la escala de tiempo de rotación) son las principales razones poco confiable estimación de la periodicidad en el Sol y sus análogos estelares. Esto indica que las estrellas con un perfil de brillo solar similar también podrían enfrentar un problema de detectabilidad del período de rotación. Lo que implica que solo una fracción de los sistemas similares a los solares se han analizado adecuadamente. Propongo en esta Tesis que una señal clara y optimizada del período de rotación puede ser determinada de manera confiable a partir del perfil del gradiente en el espectro de potencia (GPS) de las series de tiempo de brillo, también denominadas curvas de luz. El GPS es un método novedoso destinado a determinar los períodos de rotación de estrellas como el Sol (es decir, con un perfil de variabilidad de brillo similar). Adicionalmente, el método nos da valiosa información sobre la relación entre fáculas y manchas, lo que, en consecuencia, podría ayudarnos a interpretar la superficie estelar. Este trabajo se basa en el análisis de series de tiempo fotométricas de alta calidad adquiridas por el telescopio Kepler, mediciones de alta estabilidad y alta precisión de la misión SOHO / VIRGO y modelos detallados de variaciones de brillo solar. El método GPS se propone, se desarrolla y prueba con éxito en esta tesis.

Reactivity of Aluminium chlorofluoride (ACF) towards C−F bond activations and C−F bond formations

Der Fokus dieser Dissertation lag in der Untersuchung des Potentials von Aluminium-chlorofluorid (ACF) als Katalysator für die Synthese von fluorierten Verbindungen. Insbesondere die C−F-Aktivierung von verschiedenen polyfluorierten Stoffen wurde untersucht, welches die Effizienz des festen Lewis-Säure-Katalysators für diesen Reaktionstyp zeigte. Das potente Treibhausgas 2-Chlor-1,1,1,2-tetrafluorpropan wurde erfolgreich in das dehydrofluorierte Produkt. Weiterhin wurden Umsetzungen von Pentafluorpropan-Isomeren wie z.B. 1,1,1,3,3-Pentafluorpropan, 1,1,1,2,2-Pentafluorpropan und 1,1,1,2,3-Pentafluorpropan mit ACF als Katalysator untersucht. Es konnte gezeigt werden, dass die Aktivierung der primären CH2F-Gruppe in schnell stattfindet und dabei keine Wasserstoffquelle erfordert. Im Kontrast dazu, wurde für die Aktivierung von CF2-Gruppen eine Wasserstoffquelle wie etwa HSiEt3 benötigt und resultierte in der Bildung eines Produktgemischs. Alternativ wurden Hydrofluorierungsreaktionen von mehreren Substraten durch die Synthese und den Einsatz eines neuen Materials erreicht, welches auf der Immobilisierung von HF auf der Oberfläche von ACF beruht. Dieses HF-ACF wurde unter der Verwendung von vielfältigen Charakterisierungsmethoden umfassend untersucht. Die innere Struktur des Festkörpers, wurden mit MAS-NMR-Spektroskopie, FTIR, Inelastische Neutronenstreuung, XRD und Thermoanalyse analysiert Dadurch konnte gezeigt werden, dass eine geringfügige Reorganisation des bulks zu einer besser geordneten Matrix und die Bildung einer mit der ACF-Oberfläche wechselwirkenden Polyfluorid-Struktur vorliegt. Zur Bestimmung der Oberflächengröße wurde das BET-Modell genutzt und zur Analyse der Porengröße wurde die NLDFT verwendet. Abschließend wurden verschiedene Probeverbindungen an der Oberfläche des HF-ACFs adsorbiert um die Azidität der Oberfläche zu bestimmen und es konnte gezeigt werden, dass eine signifikante Reduktion der Lewis- und Brønsted-Azidität vorliegt. / The main focus of this thesis lies in the study of the potential of aluminum chlorofluoride (ACF) as a catalyst for the synthesis of fluorinated compounds. In particular, C−F bond activations of various polyfluorinated compounds were studied, showing the efficiency of this solid Lewis acid catalyst for this type of reaction. The potent greenhouse gas 2-chloro-1,1,1,2-tetrafluoropropane was successfully transformed into the dehydrofluorination product 2-chloro-3,3,3-trifluoropropene under mild conditions. Similarly, transformation of pentafluoropropane isomers, such as 1,1,1,3,3-pentafluoropropane, 1,1,1,2,2- pentafluoropropane and 1,1,1,2,3-pentafluoropropane was also investigated using ACF as a catalyst. It was evidenced that the primary CH2F group present in 1,1,1,2,3-pentafluoropropane was easily activated without the need for a hydrogen source. In contrast, to activate CF2 groups, a hydrogen source such as HSiEt3 was required, generating a variety of products. Alternatively, successful hydrofluorination reactions of several substrates were conducted by synthesizing a new material, based on the loading of hydrogen fluoride (HF) at the surface of ACF. This HF-loaded ACF was deeply studied using a wide range of characterization methods. For the bulk, MAS NMR spectroscopy, Fourier Transform Infrared spectroscopy (FTIR), Inelastic Neutron Scattering (INS), Powder X-Ray Diffraction (P-XRD), and thermoanalysis were performed, revealing a slight reorganization of the bulk towards a better-ordered matrix and the formation of polyfluoride structure interacting with the surface of ACF. The BET model was used for the surface area determination, and the pore size analysis was established using the non local density functional theory (NLDFT). Finally, various probe molecules were adsorbed at the surface of HF-loaded ACF to determine the acidity of the surface, revealing a significantly reduced Lewis and Brønsted acidity.

A produção do cidadão: políticas públicas para a primeira infância no Brasil / The making of the citizen: early childhood public policy in Brazil

Esta dissertação apresenta uma investigação sobre atores envolvidos na produção de políticas públicas para a primeira infância no Brasil. Nela buscou-se identificar e compreender suas ideias, suas formas de organização, articulação, negociação e tomada de decisão, explicando o predomínio da conciliação e do consenso entre eles. A pesquisa teve também o propósito de testar a viabilidade do uso da Advocacy Coalition Framework (ACF) para o estudo daqueles atores e seu subsistema de políticas, verificando as possibilidades e limitações dessa estrutura teórico-conceitual. Foi feito um estudo de caso sobre a comissão especial da Câmara dos Deputados que aprovou em 2014 o Projeto de Lei nº 6998\\2013, levando à criação do Marco Legal da Primeira Infância (MLPI), a Lei nº 13257 de 8\\3\\2016. Foram analisados os registros em texto e áudio das reuniões e audiências da comissão. A análise de argumentos e posições dos atores foi fundamentada na abordagem conceitual de Michael Freeden e na sua morfologia das famílias ideológicas, em associação com a caracterização das ideologias por Andrew Vincent. Foram identificados conceitos e princípios característicos de diversas famílias ideológicas, revelando-se bases para diferentes coalizões. As constatações da análise foram comparadas com dados fornecidos por atores em entrevistas semiestruturadas. Concluiu-se que houve um empenho comum das coalizões para a construção de um consenso prático que garantisse a aprovação do MLPI, pois esta beneficiaria a todos os atores. O teste de uso da ACF indicou que esta é uma abordagem apropriada para o estudo daquele subsistema de políticas, embora tenha apresentado duas limitações graves: não foi capaz de explicar a ação individual contraditória nem o apoio de todas as coalizões à criação do MLPI. Nesses dois pontos, foi necessário recorrer à abordagem de James March sobre as lógicas da adequação e da consequência. Sendo, tal como a ACF, uma abordagem ideacional, esse sistema de lógicas de ação mostrou-se um complemento viável e eficiente. / This dissertation presents an investigation on individuals and groups devoted to design public policies for early childhood in Brazil. It sought to understand their ideas, the ways they coordinate and compete, their decision-making process, as well as to explain the dominance of consensus among them. This work also aimed to test the feasibility of using Advocacy Coalition Framework (ACF) as theoretical background for the research on those actors and their policy subsystem. A case study was made of the special committee in the Câmara dos Deputados where representatives passed in 2014 the Bill nº 6998\\2013, leading to the creation of a national legal framework for early childhood (MLPI), by Law nº 13257 of 3\\8th\\2016. Records (text and audio) of meetings and hearings held by the commitee were analyzed. The analysis of arguments and positions expressed by actors was based on Michael Freedens conceptual approach of ideologies and his morphology of ideological families, in association with Andrew Vincents characterization of ideologies. Concepts and principles related to various ideologies were identified, pointing out conditions for different coalitions to be formed. The findings of analysis were compared with information provided by actors in semi-structured interviews. It was concluded that there was a common commitment of coalitions to build a practical consensus that would assure the approval of MLPI, as this would benefit all stakeholders. The feasibility test of ACF suggested that this is a suitable approach to the research on that policy subsystem, although it has presented two serious limitations: it was not able to explain the contradictory individual action nor the commitment of all coalitions to the creation of MLPI. To deal with these topics, it was necessary to resort to James Marchs approach on the logics of appopriateness and consequences. Being as much an ideational approach as the ACF, this logic of action system proved to be a viable and efficient complement.

Esta dissertação apresenta uma investigação sobre atores envolvidos na produção de políticas públicas para a primeira infância no Brasil. Nela buscou-se identificar e compreender suas ideias, suas formas de organização, articulação, negociação e tomada de decisão, explicando o predomínio da conciliação e do consenso entre eles. A pesquisa teve também o propósito de testar a viabilidade do uso da Advocacy Coalition Framework (ACF) para o estudo daqueles atores e seu subsistema de políticas, verificando as possibilidades e limitações dessa estrutura teórico-conceitual. Foi feito um estudo de caso sobre a comissão especial da Câmara dos Deputados que aprovou em 2014 o Projeto de Lei nº 6998\\2013, levando à criação do Marco Legal da Primeira Infância (MLPI), a Lei nº 13257 de 8\\3\\2016. Foram analisados os registros em texto e áudio das reuniões e audiências da comissão. A análise de argumentos e posições dos atores foi fundamentada na abordagem conceitual de Michael Freeden e na sua morfologia das famílias ideológicas, em associação com a caracterização das ideologias por Andrew Vincent. Foram identificados conceitos e princípios característicos de diversas famílias ideológicas, revelando-se bases para diferentes coalizões. As constatações da análise foram comparadas com dados fornecidos por atores em entrevistas semiestruturadas.
