The role of criminologists as specialised practitioners in the child justice system

The aim of this explorative and descriptive study was to develop an action plan for criminologists to become specialised practitioners within the South African child justice system. An exploratory, sequential, mixed-methods approach was used, where data was collected during the first phase using a self-administered, semi-structured questionnaire, including closed- and open-ended questions. The questionnaire was distributed to members of the Criminological Society of Africa (CRIMSA), as well as criminologists, magistrates, and other experts in the field of child law, known to the researcher. Sixteen questions were posed to collect data, consisting of nine Likert scale questions and seven open-ended questions. A semi-structured interview schedule was employed during the second phase of the study, to conduct 22 face-to-face and telephonic interviews with experts in the field of child law, probation officers, social workers, and criminologists. Descriptive data analysis was utilised during the first, and thematic analysis during the second phase of this study. The findings indicate that the absence of a regulating, professional body, limits career opportunities for criminologists as far as exercising their skills in practice. Furthermore, it was established that the role and function of criminologists, and the academic field of criminology, remain unfamiliar to various practitioners in the human science professions. Subsequently, criminologists are often considered mere crime researchers with limited applied skills for use in the South African criminal justice system. Though it was proven that, at least to some degree the academic training of criminologists is deficient, it was established that criminologists have a unique skill-set that places them in a unique position to execute various functions within the child justice sector as part of a multi-disciplinary team. Findings suggest that the Child Justice Act (75 of 2008) should be amended to facilitate the inclusion of criminologists in the South African child justice sector. / Die doel van hierdie verkennende en beskrywende studie was om ʼn aksieplan vir kriminoloë te ontwikkel om hulle in staat te stel om gespesialiseerde praktisyns in die Suid-Afrikaanse kindergeregtigheidstelsel te word. ʼn Verkennende, opeenvolgende, gemengdemetode-benadering is gebruik waar data gedurende die eerste fase ingesamel is deur middel van ’n selfgeadministreerde vraelys, wat geslote en oop vrae ingesluit het. Die vraelys is versprei onder lede van die Kriminologiese Vereniging van Suider-Afrika (CRIMSA), asook kriminoloë, landdroste en ander kundiges op die gebied van kinderreg wat aan die navorser bekend is. Altesame 16 vrae is gestel om data in te samel, wat uit nege Likert-skaalvrae en sewe oop vrae bestaan het. ’n Halfgestruktureerde onderhoudrooster is gedurende die tweede fase van die studie gebruik om 22 onderhoude van aangesig tot aangesig asook telefoniese onderhoude met kundiges op die gebied van kinderreg, proefbeamptes, maatskaplike werkers en kriminoloë te voer. Beskrywende dataontleding is gedurende die eerste, en tematiese ontleding gedurende die tweede fase van hierdie studie gebruik. Die bevindings dui aan dat die afwesigheid van ’n regulatoriese, professionele liggaam loopbaangeleenthede vir kriminoloë beperk wat die uitoefening van hul vaardighede in die praktyk betref. Daar is voorts vasgestel dat die rol en funksie van kriminoloë, en die akademiese gebied van kriminologie, onbekend aan verskeie praktisyns in die geesteswetenskapberoepe is. Kriminoloë word gevolglik dikwels bloot as navorsers met beperkte toegepaste vaardighede vir gebruik in die Suid-Afrikaanse strafregspleging beskou. An exploration of the strategic implementation of marketing communication within social networking communication context

Taking into consideration the dramatic changes ushered in by the exponential growth of social networking, marketers are left without a dependable framework on how to implement social networking strategically and in alignment with other modern as well as traditional marketing disciplines. In light of this, the study aims to explore the strategic implementation of social networking within the context of a dependable marketing theoretical model, known as the marketing communications mix. During the study’s literary exploration, social networking’s capacity as a viable professional marketing tool was discussed. Thereafter, the study’s main theoretical underpinning, marketing communications was discussed and analysed. During the empirical phase of the research, a process of grounded theory was firstly followed in order to compile a list of typical social networking communications actions that are performed on social networking platforms. The list of typical social networking communication actions were then compared with the five disciplines of the marketing communications mix and consequently paired, based on their inherent similarities in regards to characteristics. In an attempt to illustrate the practical use of the paring of social networking actions and the disciplines of the marketing communications mix, the empirical study conclusively followed a process of action research in order to analyse an organisation’s social networking strategy. It was established that the model could possibly increase the strategic alignment of an organisation’s social networking initiatives but that it should only be used as a guiding and adaptable framework as to not hamper the creative capacity of social networking marketing. This master thesis aims to unveil and examine the interplay between different actors in the fight against human trafficking. These are: the European Union, the Czech Republic and Belgium. A content (text) analysis of the primary sources gives the answers on how those actors work with the definition of human trafficking and to what extent the two member states implemented the EU Directive 2011/36/EU and other documents. In addition to conducting the content (text) analysis, creating a literature review and researching on different discourses linked to this phenomenon, this thesis include two semi-structured interviews with the representatives of the Czech Republic and Belgium. Those offer deeper insight into how those states form this fight in practice. They unveiled different aspects in their own approaches but also aspects that make their approach unique. This thesis examines also how the new strategy - the most important document framing the fight against human trafficking and the country's priorities - is adopted and what generally will those strategies include from the year 2020.

La mer joue un rôle essentiel dans la régulation du climat et dans l'équilibre écologique. Les océans et les mers constituent une source de richesse, un immense réservoir de ressources alimentaires et d'emplois pour un grand nombre de personnes. La mer Méditerranée est un écosystème sensible soumis à de fortes pressions par les activités humaines comme la pêche, l'exploration gazière et pétrolière, l'immersion des déchets ou d'autres matières en mer, le transport maritime, le transfert d'espèces aquatiques envahissantes par les eaux de ballast et le tourisme littoral. La France durement touchée par les naufrages de l'Amoco Cadiz, de l'Erika et du Prestige, a pris de nombreuses initiatives tant au niveau international que régional. La complexité du problème de la pollution marine, due à la diversité des facteurs polluants et à leurs sources diffuses, a favorisé une approche sectorielle. Cette approche s'est traduite par l'adoption, aux niveaux national, régional et international, d'un ensemble disparate de politiques, textes législatifs, programmes et plans d'action dans le domaine de la protection du milieu marin. Il s'agit d'un corps de règles étouffées comprenant des mesures préventives et répressives. La complexité institutionnelle et juridique de la protection du milieu marin empêche pourtant la protection effective de la mer. Dans ce contexte, la communauté internationale encourage la mise en œuvre d'une approche écosystématique pour les océans. À l'échelle européenne, l'adoption de la directive-cadre « stratégie pour le milieu marin » favorise la cohérence entre les différentes politiques européennes et l'intégration des préoccupations environnementales dans toutes les politiques liées à la mer. De plus, l'efficacité de la législation européenne dans le domaine de la lutte contre la pollution marine a été renforcée par l'adoption d'un cadre commun de responsabilité pour la prévention et la réparation des préjudices environnementaux. / The sea plays a vital role in regulating climate and in maintaining ecological balance. The oceans and the sea constitute a source of wealth, an immense reservoir of food resources and of employment for many people. The Mediterranean Sea is a sensitive ecosystem, subject to strong pressures derived from human activities, such as fishing, oil and gas exploration, dumping of waste and other matter in the sea, maritime transport, transfer of aquatic invasive species via ballast water and littoral tourism. France, severely affected by the sinking of the Amoco Cadiz, the Erika and the Prestige, took numerous initiatives not only at an international but also at a regional level. The complexity of the marine pollution problem, due to the diversity of polluting factors and to their diffuse sources, has favored a regional approach. This approach has resulted in the adoption, at a national, regional and international level, of a network of policies, legislative texts, programs and action plans in the field of marine environment protection. It constitutes a stifling body of rules, comprising preventive and repressive measures. The institutional and legal complexity of marine protection hinders, however, the effective protection of the marine environment. ln this context, the international community encourages the implementation of an ecosystem approach to oceans. At European level, the adoption of the Framework Directive «Strategy for the Marine Environment» favours a consistency between different EU policies as well as an integration of environmental considerations into ail policies related to the sea. Furthermore, the effectiveness of European legislation in the field of the fight again marine pollution, has been reinforced by the adoption of a common framework of liability with regard to the prevention and remedy of environment damage.

Les relations euro-marocaines à l’aune de la politique européenne de voisinage / Euro-Moroccan relations in the light of the European Neighbourhood Policy

Le grand élargissement de 2004 et la perspective d’une Europe élargie ont amené l’Union européenne (UE) à imaginer un cadre contractuel d’action homogène pour les voisins de l’Est et du Sud dénommée la politique européenne de voisinage (PEV). L’objectif de la PEV est d’éviter l’émergence de nouvelles lignes de division entre l'UE élargie et ses nouveaux voisins, mais également d’encourager la stabilité politique, la sécurité et la prospérité économique dans son voisinage. Il s'agit d'une stratégie incitative fondée sur une plus grande différenciation visant à encourager les réformes politiques et économiques internes. Dans le cadre de la PEV, l’UE propose au Maroc, à travers le statut avancé (SA), une relation privilégiée à mi-chemin entre association et adhésion basée sur l’acquis du Processus de Barcelone (PB). Les transformations des relations euromarocaines après la PEV ont permis l’émergence progressive d’une nouvelle forme relationnelle avec un impact positif sur la dimension bilatérale du partenariat euro-méditerranéen (PEM). Entre complémentarité et substitution, c’est la question de l’articulation entre les deux processus qui est au centre de notre étude. Outre cette problématique, le SA qui incarne la PEV suscite des incertitudes quant à sa finalité. Ce partenariat privilégié a pour finalité de mettre le Maroc dans une situation comparable à celle des États candidats à l’adhésion sans perspective d'adhésion. Dans un contexte international en pleine mutation et face à l’émergence d’autres puissances en Méditerranée, l’UE devrait repenser sa PEV, identifier un projet clair et cohérent visant à structurer les relations euro-méditerranéennes de demain. / The great 2004 enlargement and the prospect of an enlarged Europe led the European Union (EU) to imagine a uniform contractual framework for action for the neighboring Eastern and Southern named the European Neighbourhood Policy (ENP). The objective of the ENP is to avoid the emergence of new dividing lines between the enlarged EU and its new neighbors, but also to encourage political stability, security and economic prosperity inits neighborhood. It is an incentive strategy based on greater differentiation to encourage internal political and economic reforms. Under the ENP, the EU proposes to Morocco, through the Advanced Status (AS), a privileged relationship midway between association and membership based on the acquis of the Barcelona Process (BP). The transformation of Euro-Moroccan relations after the ENP allowed for the gradual emergence of a novel relational framework with a positive impact on the bilateral dimension of the Euro-Mediterranean Partnership (EMP). Between complementarity and substitution, the question of the relationship between the two processes is central in our study. In addition to this addressed question, the AS that embodies the ENP, creates uncertainty to its purpose. This special partnership aims at putting Morocco in a situation such that of the States applying for accession without membership prospects. In an international context, changing with the emergence of other powers in the Mediterranean, the EU should rethink its ENP, identify a clear and coherent plan to structure the Euro-Mediterranean relations in the future.

The thesis describes the European Union history, which provides context needed to be able to understand the European Union Information policy. The description and evaluation of the European Information policy in Bangemann's activities period in comparison with USA in the same time period and the possibility of mutual utilization of pros of the Information policy of both countries is the aim of this thesis. Sustainable investments : Transparency regulation as a tool to influence investors to choose sustainable investment funds

In March 2018 the European Commission published the Action Plan on Financing Sustainable Growth. One of the main objectives with the actions presented in the action plan is to reorient capital flows towards sustainable investments, i.e. to influence more investors to invest sustainably. The action plan was followed by three proposals for transparency regulation regarding an EU taxonomy on sustainability, sustainability benchmarks and sustainability disclosures. Furthermore, the action plan included actions regarding two other transparency measures – sustainability labels and sustainability ratings. The first purpose of the thesis is to investigate if transparency regulation in the EU can be used as a tool to influence investors to choose sustainable investment funds. One of the main aims of the actions presented in the Action Plan on Financing Sustainable Growth, as well as the accompanying regulation proposals, is to reorient capital flows towards sustainable investments, i.e. to influence more investors to invest sustainably. In light of this, the Commission’s three proposed transparency regulations, as well as the concept of sustainability labels and ratings, are used as a basis for the investigation. The second purpose of the thesis is therefore to critically review the three regulation proposals and the concept of sustainability labels and ratings in order to gain an understanding of how different transparency measures can influence investors to choose sustainable investment funds. The transparency regulations and measures are analysed and critically reviewed in light of their objective to influence more investors to invest sustainably. A behavioural economics perspective, as well as consumer behaviour theories and decision-making models, are applied in order to analyse the transparency regulations and measures from an external perspective. Based on the analysis there are many indicators that transparency regulation can be used as a tool to influence investors to choose sustainable investment funds. However, to what extent transparency regulation can influence investor behaviour varies depending on which transparency measures are used and how they are designed. Sustainability benchmarks seem to have the least potential to influence investor behaviour, while the EU taxonomy on sustainability and sustainability labels seem to have the best potential to influence investor behaviour.

From the "rising tide" to solidarity: disrupting dominant crisis discourses in dementia social policy in neoliberal times

As a social worker practising in long-term residential care for people living with dementia, I am alarmed by discourses in the media and health policy that construct persons living with dementia and their health care needs as a threatening “rising tide” or crisis. I am particularly concerned about the material effects such dominant discourses, and the values they uphold, might have on the collective provision of care and support for our elderly citizens in the present neoliberal economic and political context of health care. To better understand how dominant discourses about dementia work at this time when Canada’s population is aging and the number of persons living with dementia is anticipated to increase, I have rooted my thesis in poststructural methodology. My research method is a discourse analysis, which draws on Foucault’s archaeological and genealogical concepts, to examine two contemporary health policy documents related to dementia care – one national and one provincial. I also incorporate some poetic representation – or found poetry – to write up my findings.
