Contudo, pouco menos de 40% dos alunos dos cursos técnicos conseguem concluir o curso escolhido, de acordo com dados do Sistema Nacional de Informações da Educação Profissional e Tecnológica (Sistec). Essa baixa Taxa de Conclusão (TC) é explicada, na RFEPT, devido à alta Taxa de Evasão e de Retenção de alguns cursos técnicos. As evasões e as retenções têm várias causas, que podem ser externas e internas. A revisão bibliográfica demonstrou que os fatores externos são de natureza socioeconômica e os internos, de ordem pedagógica. As análises estatísticas ajudaram a identificar as regiões e Institutos com problemas nessas taxas, demonstrando uma correlação negativa entre a Taxa de Conclusão e a renda per capita, bem como entre Taxa de Conclusão e o Índice de Desenvolvimento Humano (IDH), ou seja, quanto maior a Taxa de Conclusão, menor a renda per capita e o IDH do município. No desenvolvimento deste estudo, realizado na Secretaria de Educação Profissional e Tecnológica (Setec), foram identificados os cursos com baixa Taxa de Conclusão e os fatores que possam ter influenciado tal dado. Por meio dessas informações, apresentou-se um projeto de intervenção, com as medidas a serem implementadas pela Setec e pelos Institutos, visando solucionar as principais causas da evasão e da retenção. Este projeto, denominado Plano de Ações Integradas de Combate à Evasão e Reprovação (Paicer), será regulamentado por uma portaria, composto de ações a) preventivas; b) de monitoramento, para detectar precocemente os alunos em risco de evasão ou retenção e identificar o motivo desses episódios; c) corretivas, com o convite aos alunos evadidos para retornar ou a manter-se no Instituto aqueles com risco de evasão. Com essas ações, será possível o aumento paulatino da Taxa de Conclusão, podendo chegar a 80% em sete anos. / The Federal Network for Professional Education and Technology (RFEPT) receives thousands of files every year. However, fewer than 40% of students in technical courses can complete the course chosen, according to data from the National System of Technological Education (Sistec). This low completion rate (TC) is explained in RFEPT, due to high rate of evasion and Retention some technical courses. The dropouts and retentions have several causes, which can be external and internal. The literature review showed that external factors are socioeconomic in nature and internal pedagogical order. Statistical analysis helped identify regions and Institutes with problems in these rates, showing a negative correlation between completion rate and per capita income, as well as between completion rate and the Human Development Index (HDI), in others words, the higher the Completion Rate, lowest income per capita and the HDI of the municipality. In developing this study, conducted in the Department of Professional and Technical Education (Setec) identified courses with low completion rate and factors that may have influenced this data. Through this information, presented an intervention project with the measures to be implemented by Setec and the Institutes, aiming at solving the main causes of dropout and retention. This project, called the Integrated Action Plan to Combat Evasion and Failure (Paicer), will be regulated by an ordinance, consisting of actions a) prevention, b) monitoring for early detection of students at risk of dropout or retention and to identify the reason these episodes c) corrective, with the invitation to dropout students to return or remain at the Institute those with risk avoidance. With these actions, it is possible the gradual increase in the completion rate, reaching 80% in seven years.

This policy, created by the MEC, is constituted strategy to decrease the scholar failure and evasion and increase the IDEB, putting Brazil in the our country in the global education reformulation that support their discourse in the market neoliberal logic. The study was made on the Policies Cycle, proposed by Ball, and the discourse analyzes under a Foucault orientation, searching for an understanding of the inter-relations possible among the global and national reformulation movements in the education area and the discursive technologies that had an influence on the All for Education Commitment policy. On the searched context, the official discourse was recontextualized in a hybrid way, in a conflicted game of negotiation, exclusion and punishment. The local subjects were seduced by the possibilities that PAR has created of receiving more resources and increase the teaching conditions on the cities. The PAR action was marked by the adoption of control technologies and scholar and teaching work, mixed to client political practices on the decision processes, conditions inequality among the municipal net schools of education workers as well as teachers, who were engaged on performing conducts that come possible to reach the expected results. / A Tese aborda os movimentos de recontextualização da política Compromisso Todos pela Educação na gestão do Plano de Ações Articuladas (PAR) e seus efeitos no trabalho escolar e docente, através de um Estudo de Caso no município de Pinheiro Machado, Rio Grande do Sul. Essa política, criada pelo MEC, constitui-se numa estratégia para alcançar a qualidade da educação, diminuir a reprovação e a evasão escolar e elevar o IDEB, visando inserir o Brasil no contexto global das reformas educacionais, cujos discursos estão fundamentados na lógica neoliberal do mercado. A Abordagem do Ciclo de Políticas, proposta por Ball, e a Análise do Discurso de orientação foucaultiana, serviram de ferramentas para a interpretação dos movimentos e das relações de poder-saber produzidas no contexto local com a gestão do PAR, no estudo das possíveis inter-relações entre os movimentos das reformas globais e nacionais, produzidos no campo da educação, e as tecnologias discursivas que influenciam a política Compromisso Todos pela Educação. No contexto pesquisado, o discurso oficial foi recontextualizado de forma híbrida, num jogo conflituoso de negociações, inclusões/exclusões e penalizações. Os sujeitos locais foram seduzidos pelas possibilidades que o PAR cria de ampliar os recursos e melhorar as condições do ensino no município. A gestão do PAR foi marcada pela adoção de tecnologias de controle e regulação do trabalho escolar e docente, mescladas com práticas políticas clientelistas nos processos decisórios. Na gestão local da política, a desigualdade de condições entre as escolas da rede municipal foi acentuada e a preocupação das professoras em atingir os resultados esperados, produziu identidades profissionais performativas.

With the starting point in a self percieved dilemma I reflect on how I acted in a crisis situation and if I could have acted in a different way. I ask questions about how preschool educators can handle children and guardians in crisis and the importance of the pedagogues education and experience in dealing with crisis. I have chosen to focus on a socio-cultural perspective, existentialism and tacit knowledge. The methods of the study have been to write a scientific essay and to use qualitative interviews with four educators. I reflect on theories and concepts and discuss how they can be applied in practice. / I denna essä har jag utgått ifrån ett eget upplevt dilemma och reflekterar över hur jag agerade i en krissituation och om jag hade kunnat agera på något annat sätt. Jag ställer mig frågor om hur förskolan kan hantera barn och vårdnadshavare i krissituationer samt vilken betydelse pedagogers utbildningsbakgrund och erfarenhet har när de hanterar kriser. Det teoretiska ramverket utgörs av ett sociokulturellt perspektiv tillsammans med litteratur om relationskompetens, utvecklingspsykologi, existentialism och tyst kunskap. Jag kommer att reflektera kring detta och diskutera hur teorierna kan tillämpas i praktiken. Metoderna för undersökningen har varit att skriva i vetenskaplig essäform och att använda kvalitativa telefonintervjuer med fyra pedagoger.

This thesis is focused on the possible influence of citizens on the development of education in the Blovicko and Přešticko regions through action planning. Citizens in the area can participate in the Local Action Plan for the Development of Education, which is implemented by the Local Action Group Aktivios and participate in processes focused on improving the quality of education. The starting points of the work are theoretical concepts of civic participation and social capital, in the context of which the project Local Action Plan for the Development of Education is presented. In the research part of the thesis are presented data from interviews, there are discussed questions how the involved citizens perceive the possibilities of civic participation, what they want to influence by their involvement and how are social ties and networks important for their work in the project. At the end are presented answers to the research questions and the theory with respect to the research results.

A strategy to facilitate transition from masters degree nursing studies to PhD/doctoral thesis proposal writing

Background: Challenges in thesis proposal writing have resulted in doctoral students dropping from research studies resulting in the shortage of doctoral prepared nurses. Impediments include lack of human and non-human resources. Benner’s theory of novice to expert formed the basis for the development of the strategic intervention and action plan to address the challenges and strengths experienced by master’s prepared doctoral students during thesis proposal writing Purpose: The purpose of this research was to develop a strategic intervention and action plan that can be used to assist doctoral students to succeed in thesis proposal writing. Methods: An exploratory mixed-methods approach combining qualitative and quantitative data collection and analysis in four phases was used. In Phase 1 qualitative data from two open-ended questions were used to gather data, combined with literature to develop a questionnaire for Phase 2. A questionnaire was developed from data obtained from Phase 2 as well as a thorough literature review to develop the strategic intervention and Action plan. In Phase 4 the strategic intervention and action plan was validated using the Delphi technique and experts acted as panellists for the validation. Framework: Benner’s novice to expert theoretical framework was adopted for the study because of the assumption that doctoral students need a change of perception and assistance in order to develop critical thinking skills that will enhance the development of research competencies. This framework was used because of its relevance to the study. Research Findings: Competence in doctoral thesis proposal writing is affected by human resources as well as non-human resources. The identified strategic interventions that were included in the action plan were: recruitment of competent supervisors, training and mentoring of new supervisors, achieving of a realistic student/supervisor ratio for supervision of students, timely allocation of supervisors, recruiting of subject librarians and employment of adequate library support, provision of peer support programmes, implementation of a student recruitment and selection plan, provision of student support programmes to enhance research skills and competencies, binding contracts to stipulate students responsibility, provision of adequate research resources, and implementation of a bursary system among others. Conclusion: The strategic intervention and action plan was developed using the input of doctoral nursing students who were in the process of completing their thesis proposal and a thorough literature review. The inclusion of the deans of nursing of universities and universities of technology of South Africa (FUNDISA) will enhance the possibility for the implementation of the strategic intervention and action plan which can contribute to assisting the master’s prepared doctoral students to successfully transition from novice students with little or no research knowledge to competent thesis proposal writers. / Health Studies / D. ”Integration är både en rättighet och en skyldighet för alla” : En innehållsanalys om de främsta verktygen för integration enligt Europeiska kommissionens handlingsplaner / ”Integration is Both a Right and a Duty for All” : A content analysis on the main tools for integration according to the European Commission’s Action Plans

Integration är ett omtalat fenomen över hela Europa i och med den ökande globaliseringen som bidrar till att människor av flera olika skäl rör sig över landsgränser i större utsträckning än någonsin. Ett gemensamt krafttag krävs för att invandrare ska integreras och inkluderas fullt ut i sina värdsamhällen, vilket gynnar både invandraren i fråga och samhället i stort. I föreliggande studie analyseras Europeiska kommissionens handlingsplaner för integration med avsikt att skapa en djupare förståelse för vad kommissionen ser som de främsta verktygen för att uppnå framgångsrik integration för invandrare. EU-kommissionen har publicerat två handlingsplaner, en från 2016, strax efter flyktingkrisen, och sedan ett uppföljande plan år 2020. Syftet med studien är att identifiera vilka verktyg för integration som bör prioriteras enligt EU-kommissionen, hur detta förändrats över tid samt hur det skiljer sig alternativt överensstämmer med Diaz integrationsmodell som utgör studiens teoretiska ramverk. Diaz integrationsmodell förklarar integrationsprocessen utifrån sju dimensioner som appliceras på texterna i enlighet med textanalys med inriktning på kvalitativ innehållsanalys. Studiens resultat visar att kommissionen företrädesvis prioriterar åtgärder kopplade till den ekonomiska dimensionen vilket syftar till arbetsmarknadsåtgärder och ekonomisk självständighet. Europeiska kommissionen har i den senare handlingsplanen ett betydligt större fokus på att själva utföra åtgärder inom kommunikativ integration vilket innebär språkkunskap och tillgång till information. Utifrån detta dras slutsatsen att handlingsplanerna förändras i takt med att behovsbilden ändrats några år efter flyktingkrisen då många invandrare anlände till Europa. Vidare tycks kommissionen prioritera sådana åtgärder som gynnar samhället i stort, främst kopplade till ekonomisk välgång, medan exempelvis politisk integration är lågprioriterat trots handlingsplanernas tydliga koppling till politiska aktörer. / Integration is a well-known phenomenon all over Europe as a result of the increasing globalization that contributes to people moving across boarders more than ever. A joint effort is necessary for immigrants to integrate into their host societies which benefits not only the immigrant but the society overall. This thesis analyses the European Commission’s Action Plan on Integration in order to create a profound understanding of the main tools for integration of immigrants according to the Commission. The Commission has published two action plans, one from 2016, shortly after the refugee crisis, and one from 2020. The aim of the thesis is to identify which tools for integration are prioritized, how this changes over time and how it relates to Diaz integration model which is the theory that is used in the thesis. Diaz integration model explains the integration process in seven dimensions. The dimensions are used as a tool to interpret the texts in accordance with a qualitative content analysis. The results suggest that the Commission mainly prioritizes efforts related to the economic dimension, meaning workforce measures and economic self-sufficiency. The European Commission increases their focus on communicative integration in the latter action plan and intends to implement more measures to ensure improved language skills and better access to information. This leads to the conclusion that the action plans changes as the needs and requirements for integration tools changes a few years after the refugee crisis when many immigrants arrived to Europe. The commission seems to prioritize measures that favor the entire society, mainly referring to economic welfare, while for example political integration is low priority despite the  plans association with political actors.

Syftet med studien är att undersöka hur fritidslärare arbetar med elever i särskilt behov av stöd och deras arbete kring elever i behov av särskilt stöd och om de har tillräcklig kompetens för detta arbete. Metoden som användes i studien var frågeformulär som gjorts via internet. Länken till frågeformuläret mejlades ut till fritidslärare som arbetar på fritidshem. Den teoretiska ansatsen är sociokulturellt synsätt på lärande samt didaktik. Resultatet av studien visar på att fritidslärare anser att i utbildningen till fritidslärare har de fått för lite kompetens när det kommer till specialpedagogik. Hur de ska arbeta med elever i behov av särskilt stöd samt resonemanget kring arbetet. Resultatet visar även att fritidslärare ibland får klara sig själva  utan stöd av speciallärare/specialpedagog eller elevassistent, vilket menas med att elever i behov av särskilt stöd kan ha elevassistent på skolan men att assistenten inte finns med på fritidshemmet. / The purpose of the study is to investigate how leisure teachers work with students in special need of support and their work around students in need of special support and whether they have the sufficient competence for this work. The method used in the study was questionnaires made via internet. The link to the questionnaire was emailed to leisure teachers who work at leisure centers. The theoretical approach is socio-cultural approach to learning and didactis. The result of the study show the leisure teacher believe that in the training for leisure teachers they have received not enough competence when it come to special education. How to work with students in need special support and the reasoning around the work. The results also show that leisure teachers sometimes must fend for themselves without the support of special teacher/special educator or student assistant, which means that student in need of special support may have a student assistant at the school but that student assistant is not at the after school.

Desarrollo de una herramienta integral de gestión de gases de efecto invernadero para la toma de decisión contra el cambio climático a nivel regional y local en la Comunitat Valenciana

Tesis por compendio / [ES] Actualmente, los responsables de tomar decisiones contra el cambio climático carecen de herramientas para desarrollar inventarios de emisiones de gases de efecto invernadero (GEI) con suficiente rigor científico-técnico y precisión para priorizar e invertir los recursos disponibles de manera eficiente en las medidas necesarias para luchar contra el cambio climático. Por ello, en esta tesis se expone el desarrollo de un sistema de información territorial y sectorial (SITE) para monitorear las emisiones de GEI que sirva como herramienta de gobernanza climática local y regional. SITE combina las ventajas de los enfoques metodológicos descendente o top-down (de arriba hacia abajo) y ascendente o bottom-up (de abajo hacia arriba), para lograr un enfoque híbrido innovador para contabilizar y gestionar de manera eficiente las emisiones de GEI. Por tanto, en esta tesis se definen los diferentes desarrollos metodológicos, tanto generales como específicos de sectores clave del Panel Intergubernamental de Cambio Climático (IPPC) (edificación, transporte, sector forestal, etc.), un desarrollo informático para la parte de SITE que se ejecuta del lado del servidor, que de ahora en adelante denominaremos back-end del sistema, y siete implementaciones como casos de estudio representativos, a diferentes escalas y aplicados sobre diferentes sectores. Estas implementaciones a diferentes escalas y sectores demuestran el potencial del sistema como herramienta de apoyo en la toma de decisión contra el cambio climático a nivel regional y local. Las diferentes implementaciones en casos piloto representativos, tanto a nivel regional en la Comunitat Valenciana como a nivel local en municipios grandes (València) y medianos (Quart de Poblet y Llíria) muestran el potencial de adaptación territorial y sectorial que tiene la herramienta. Las metodologías desarrolladas para los sectores específicos de tráfico rodado, edificación o sector forestal, ofrecen cuantificaciones con una resolución espacial con gran capacidad de optimizar las políticas locales y regionales. Por tanto, la herramienta cuenta con un gran potencial de escalabilidad y gran capacidad de mejora continua mediante la inclusión de nuevos enfoques metodológicos, adaptación de las metodologías a la disponibilidad de datos, metodologías concretas para sectores clave y actualización a las mejores metodologías disponibles derivadas de actividades de investigación de la comunidad científica. / [CA] Actualment, els responsables de prendre decisions contra el canvi climàtic no tenen eines per aconseguir inventaris d'emissions de gasos d'efecte hivernacle (GEH) amb prou cientificotècnic rigor, precisió i integritat per invertir els recursos disponibles de manera eficient en les mesures necessàries contra el canvi climàtic. Per això, en aquesta tesis se exposa el desenvolupa un sistema d'informació territorial i sectorial (SITE) per monitoritzar les emissions de GEH com a eina de governança climàtica local i regional. Aquest sistema combina els avantatges dels enfocaments metodològics descendent o top-down (de dalt a baix) i ascendent o bottom-up (de baix a dalt), per aconseguir un enfocament híbrid innovador per comptabilitzar i gestionar de manera eficient les emissions de GEH. Per tant, en aquesta tesi doctoral es descriuen els diferents desenvolupaments metodològics, tant generals com específics de sectors clau del Panel Intergovernamental contra el Canvi Climàtic (edificació, transport, forestal, etc.), un desenvolupament informàtic per al back-end del sistema i set implementacions com a casos d'estudi representatius, a diferents escales, amb els diferents enfocaments metodològics i aplicats sobre diferents sectors. Això queda descrit en sis capítols. Aquestes implementacions a diferents escales i sectors demostren el potencial del sistema com a eina de suport en la presa de decisió contra el canvi climàtic a nivell regional i local. Les diferents implementacions en casos pilot representatius, tant a nivell regional a la Comunitat Valenciana com a nivell local en municipis grans (València) i mitjans (Quart de Poblet i Llíria,) mostren el potencial d'adaptació territorial i sectorial que té l'eina. Per tant, l'eina compta amb un gran potencial d'escalabilitat i gran capacitat de millora contínua mitjançant la inclusió de nous enfocaments metodològics, adaptació de les metodologies a la disponibilitat de dades, metodologies concretes per a sectors clau, i actualització a les millors metodologies disponibles derivades de activitats de investigació de la comunitat científica. / [EN] Currently, regional and local decision-makers lack of tools to achieve greenhouse gases (GHG) emissions inventories with enough rigor, accuracy and completeness in order to prioritize available resources efficiently against climate change. Thus, in this thesis the development of a territorial and sectoral information system (SITE) to monitor GHG emissions as a local and regional climate governance tool is exposed. This system combines the advantages of both, top-down and bottom-up approaches, to achieve an innovative hybrid approach to account and manage efficiently GHG emissions. Furthermore, this thesis defines the methodologies developed, a computer proposal for the back-end of the system and seven implementations as representative case studies at different scales (local and regional level), with the different methodological approaches and applied to different sectors. Thus, these implementations demonstrate the potential of the system as decision-making tool against climate change at the regional and local level as climate governance tool. The different implementations in representative pilot cases, both at the regional level in the Valencian Community and at the local level in large (Valencia) and medium-sized municipalities (Quart de Poblet and Llíria) demonstrate the potential for territorial and sectoral adaptation of the system developed. The methodologies developed for the specific sectors of road transport, building and forestry, offer quantifications with a spatial resolution with a great capacity to optimize local and regional policies. The role of the department of water affairs and forestry in the empowerment of the Kei district council in the Eastern Cape

Masters in Public Administration - MPA / According to the Constitution of Republic of South Africa (Act 108 of 1996) it is the responsibility of local government to provide basic and effective water services to all consumers in its area of jurisdiction. The Water Services Act (Act 108 of 1997) further supports this concept and establishes the institutional framework for service delivery and an enabling environment for development of the sector. In the spirit of co-operative governance the department of Water Affair and Forestry is obliged to provide this support to local government around the issues of water services provision but this support needs to be located within the legislative laid out in local government legislation. The nature of capacity support to Kei District Council is that it requires intensive initial support to ensure that it is able to fulfil its service functions, including those outlined in the Water Services Act. This requirement for intensive initial support is due of the following: (a) Kei District Council was previously not responsible for water services, (b) it require support to set up structures and systems for managing and monitoring water Services, (c) it need to develop water services expertise, (d)The Transitional Local Government process places an enormous challenge on Kei District Council to gear up for its role as developmental local government, and (e) the Water Services Act has introduced new requirement and clarified the water services authority functions that municipalities are required to fulfil.
