Réflexion sur la mise en œuvre du programme de suivis intensifs différenciés (SID) dans la communauté

Au regard des restrictions à l’incarcération introduites par l’adoption de la Loi sur le système de justice pénale pour les adolescents (LSJPA), au Centre jeunesse de Montréal - Institut universitaire (CJM-IU), s’est amorcée en 2005 la mise sur pied du programme de suivis intensifs différenciés (SID) dans la communauté. Notre stage de maitrise en intervention clinique avait comme objectifs : de participer à la mise en œuvre transversale du programme SID, de contribuer à son intégrité, de supporter les intervenants y étant associés ainsi que de bonifier le processus de référence de ce programme en développant un outil d’évaluation. Suite à cette expérience, il nous semblait nécessaire d’entreprendre une réflexion sur la situation d’implantation du programme SID, plus précisément de faire une évaluation de type formatif et constructif du niveau de concordance entre son modèle théorique et son application au quotidien ainsi que des obstacles rencontrés. Une méthodologie qualitative est apparue appropriée pour produire le matériel. Deux techniques ont été utilisées, l’observation participante sur le terrain et l’analyse du contenu de documents écrits (procès-verbaux rédigés après certains comités). Pour structurer l’ensemble du présent rapport de stage, nous avons retenu le concept de plan d’action d’un programme proposé par Chen, dont les six composantes servent de grille à l’évaluation et aident à avoir une vue globale de son implantation, ainsi que le modèle de changement de programme de la TCU (pour Texas Christian University), qui inclut les principaux stades de changement et les facteurs, aux niveaux individuel, organisationnel et du programme en soi, favorisant ou entravant la mise en œuvre d’innovations avec succès. À la lumière de notre analyse, nous considérons qu’il serait possible de surmonter ce qui gêne l’application du programme SID et qu’il ne serait pas obligatoire de faire des changements majeurs à sa théorie. Nous nous sommes permis de suggérer des ajustements qui pourraient être apportés au processus d’implantation de ce programme. En conclusion, nous estimons que la mise en œuvre du programme SID pourrait être réussie seulement si les conditions propices étaient réunies. Toutefois, selon nous, il y aura toujours certaines contraintes avec lesquelles il faudra composer. / In 2005, in the wake of the adoption of the Youth Criminal Justice Act (YCJA) and its attendant restrictions on incarceration, the Centre jeunesse de Montréal - Institut universitaire (CJM-IU) [Montreal youth centre - University institute] launched a community-oriented intensive differential case management program (IDCMP). The clinical internship reported here had the following objectives: allow participation in the cross-sectional implementation of the program, improve the program’s robustness, support program specialists, and develop an assessment tool that would improve this program’s referral process. The results of this internship indicated the necessity of reviewing the IDCMP’s implementation process, specifically through constructive, pedagogical assessment of the congruence of the plan’s theoretical model and day-to-day application, as well of the obstacles encountered. A qualitative methodology appeared appropriate for these purposes. Two techniques were used: field participant observation, and content analysis of written documents (committee minutes). Chen's Program Action Model and the Texas Christian University (TCU) Program Change Model provided the conceptual framework for the internship report. The former’s six components were the basis for an assessment checklist and oriented the global overview of the implementation of the IDCMP, while the latter provided a model of the main stages of change and the individual, organizational, and program-specific factors that favour or hinder innovation. The results indicate that overcoming obstacles to the application of the IDCMP would not require any significant changes to the program’s underlying theoretical basis. Modifications of the program’s implementation process are presented. In conclusion, we consider that the successful implementation of the IDCMP is dependent on certain conditions, and will always be subject to constraints.

Establishing a recovery orientation in first line mental health teams in Québec : perspectives from social workers and managers

Le Plan d’action en santé mentale institué en 2005 marque le début d’une période de changements profonds qui auront un impact significatif sur les équipes de première ligne qui assurent la plupart des services au Québec. Le changement se manifestera sur deux fronts distincts. En premier lieu, le passage de services historiquement ancrés dans un modèle biomédical vers des services centrés sur le rétablissement. En second lieu, l’adoption de processus administratifs s’inscrivant dans une philosophie de gestion axée sur les résultats qui ont pour objectif de mesurer et d’assurer l’efficacité des services. L'objectif de cette étude est d’explorer le statu du développement des pratiques axées sur le rétablissement au niveau des travailleurs sociaux de première ligne dans le contexte administratif mentionné ci-haut. Le travail de recherche qualitatif et exploratoire est construit sur l’analyse de 11 interviews semi structurés avec des travailleurs sociaux et des gestionnaires dans des équipes de première ligne en santé mentale. Les entretiens m’ont non seulement permis d’identifier et d’examiner des actions concrètes s’inscrivant dans l’effort d’implantation du Plan d’action mais aussi de sonder et d’explorer la signification qui est donnée au rétablissement par les travailleurs sociaux de première ligne. Les résultats indiquent que certains facteurs relatifs à l'organisation du travail tels que la flexibilité, l'autonomie, la réflexivité et l’interdisciplinarité peuvent favoriser une pratique orientée vers le rétablissement. Aussi, les résultats démontrent que le modèle du rétablissement et la profession du travail social partagent des valeurs fondamentales mais que la signification et l'expression du rétablissement ont été profondément influencés par les modèles organisationnels et obligations administratives en vigueur. Il appert que les travailleurs sociaux sont confrontés, dans leur pratique, à des contraintes qui dépassent leur mandat professionnel et, à certains égards, leur savoir-faire. En somme, les résultats obtenus indiquent que le passage avec succès vers la pratique de services basés sur le rétablissement est compromis par les exigences d’un modèle de gestion axé sur les résultats. / Following the 2005 Mental Health Action Plan most mental health services are offered in primary care teams. This policy called for a paradigm shift away from a biomedical model of care toward a process-focused ‘recovery’ orientation in mental health. Concurrently, it called for the use of a results-orientation that is outcome-focused in order to ensure efficiency. The objective of this research project was to explore the development of recovery-oriented practices among social workers in first line mental health teams in Québec. To do this, I investigated the microprocesses of implementing recovery-oriented services and practices alongside results-oriented management techniques. In addition, this project explored the saliency of a recovery orientation specifically for first line mental health social workers. This qualitative, exploratory study consisted of 11 semi-structured interviews with social workers and managers in first line mental health teams. The results indicate that certain aspects of work organization, such as flexibility, autonomy, reflexivity, training, and interdisciplinarity can foster a practice that is recovery-oriented. In addition, the results show that the foundations of both the recovery orientation and the social work profession share common values. However, social workers face constraints to practice that go beyond their know-how and professional base. Our exploratory study leads us to contemplate the influence of work organization on changing practice. The results suggest that practicing from a recovery orientation was a shared ideal among the participants but that the meaning and expression of this ideal was profoundly shaped by practice contexts. The implications of these results are that recovery-oriented systems will be difficult to develop in a result-oriented paradigm.

The inclusion of students with visual impairment at Addis Ababa University, Ethiopia : challenges and prospects

The inclusion of students with impairment in higher education needs enabling legal frameworks to lay the foundation for equal opportunities for those learners in all aspects of university life (Shepherd, 2001:17). To this effect, in the past two decades several countries have revised their legal documents in order to promote inclusive education at all levels of schooling. Accordingly, in 2006 the Ethiopian government also developed a new legislative document, namely Special Needs Education Program Strategy, in order to apply inclusive education in regular schools and in higher education institutions. Following the introduction of this policy document, all regular schools and higher education institutions in Ethiopia have been required to implement inclusive education as a mandatory approach when educating students with impairment, including those who are visually impaired. However, the actual implementation of an inclusive approach is being challenged by the social, political and physical circumstances of higher education institutions. Therefore, this study aimed at examining the existing challenges and prospects towards the inclusion of students with Visual Impairment (VI) in the particular context of Addis Ababa University (AAU). The study adopted an interpretive paradigm for better understanding and in-depth interpretation of the inclusion of students with VI at AAU. An interpretive paradigm also informs the detailed judgements made by experts of a suggested action plan for progressively providing support for students with VI at AAU. The study also applied the critical disability paradigm as a complementary philosophical base in order to examine critically the challenges that students with VI face and to suggest ways to transform the inclusive policies and practices of AAU in favour of the students. The researcher undertook a Delphi investigation to address the main aim of this research (i.e. to determine how best to implement an action plan that progressively increases support for students with VI at AAU over a period of time). The action plan that comprises various support measures and the necessary resources was developed using the empirical results of this study as well as the existing findings and best practices found in the literature study. It was scrutinized and approved by a number of experts. The researcher recommends that the plan should be implemented over the next five years at AAU in order to improve the support provided to students with VI. / Inclusive Education / D. Ed. Ethical problems are defined on the basis of examples of social work practice with homeless people. The conclusion of my work is a proposal of possible solutions defined by ethical problems that arise from the analyzed concept.

Les populations civiles, dont la majorité est constituée des femmes et des enfants (près de 70%), ont été de tout temps la cible privilégiée des conflits armés, qui s’accompagnent généralement des conséquences graves en matière des violations des droits de l’homme. Et pourtant les conventions et textes juridiques internationaux protègent les personnes civiles en temps de guerre. Dans le but de lutter contre l’exclusion des femmes aux processus de paix et faciliter leur participation, le Conseil de sécurité de l’ONU a adopté le 31 octobre 2000 la résolution 1325 intitulée « les femmes, la paix et la sécurité », qui fait obligation aux Etats et aux organisations impliquées dans un conflit d’impliquer les femmes dans tous les processus de paix. L’adoption de cette résolution par le Conseil de Sécurité a permis de réaliser un certain nombre de progrès en matière de renforcement des mécanismes de protection des droits des femmes et de leur participation aux opérations de paix. Toutefois des efforts restent encore à faire pour atteindre les objectifs fixés notamment par l’adoption des plans d’actions nationaux par tous les Etats. / Civilians, which most of them are women and children (nearly 70%) were always the main target of armed conflicts, which generally involve serious consequences for human rights violations. Yet international conventions and laws protect civilians in wartime. In order to fight against women's exclusion in peace processes and facilitate their involvement, the UN Security Council adopted on October 31st 2000 the 1325's Resolution entitled " Women, Peace and Security " which requires states and organizations involved in a conflict to involve women in all peace processes. The Security Council's adoption of this resolution allowed to make some progress on strengthening women's rights protection mechanisms and participation in peacekeeping operations. However, efforts are still needed to achieve the objectives including the adoption of national action plans by all States.

Skolattacker : Kommuners förberedelser för skolattacker / School attacks : Municipalities’ preparedness for active shooter events in schools

Inledning Skolattacker är ett ovanligt och komplext fenomen som ökar i det svenska samhället. Skolattacker kan ha omfattande implikationer för lokalsamhället, men även för uppfattningen om skolan som en trygg och säker plats. Flera instanser i samhället behöver vara förberedda och samverka för att förebygga och minimera risken för att en skolattack ska ske, och för att minimera skadebilden vid en skolattack. Kommuner har en särställning i det samordnande och förebyggande arbetet mot allvarliga olyckor och skador, samt för skola och utbildning i kommunal regi. Styrningen i Sverige är komplex, och omfattar flera olika lagar, förordningar, direktiv, riktlinjer och råd, varför organiseringen för att förebygga skolattacker kan variera mellan olika kommuner mot bakgrund av det kommunala självstyret. Syfte Syftet med studien är att undersöka skillnader och likheter i de policys, handlings- och åtgärdsplaner som finns för att förebygga och hantera skolattacker i ett urval av kommuner. Metod Datainsamling har skett genom att begära ut offentliga handlingar som rör pågående dödligt våld i skolor/skolattacker från ett urval av kommuner. Studien genomförs genom policyanalys genom kvalitativ innehållsanalys av kommuners handlings- och åtgärdsplaner avseende pågående dödligt våld i skolor/skolattacker. Även den information som framkommit i samband med datainsamlingen har tillförts studien. Resultat I studien framkom det att begäran om utlämnande av handling tolkades mycket olika mellan kommunerna. Det fanns organisatoriska skillnader mellan flera av kommunerna om vem som besvarade frågeställningen, samt vilken roll som ansvarade för upprättandet och uppdaterandet av handlings- och åtgärdsplaner. Både utformning och innehåll i handlings- och åtgärdsplanerna varierade mellan kommunerna. Trots detta fanns det indikationer på att det föreligger ett intresse att arbeta förebyggande mot skolattacker, med särskild tonvikt på en pågående skolattack och det efterföljande arbetet. Samtliga kommuner har åtminstone delvis anpassning till Skolverkets riktlinjer, medan enskilda kommuner även inkorporerade information kopplad till tidigare (huvudsakligen amerikansk) forskning.  Slutsatser Det finns stora skillnader i såväl organisation, ansvarsfördelning och upprättande av handlingsplaner, men samtliga kommuner har inkorporerat viss styrning. Samtliga kommuner hade någon typ av arbete avseende våld i skolan, men inte alla hade enskilda dokument eller delar av dokument tillägnat specifikt fenomenet skolattacker. / Introduction School attacks are a rare and complex phenomena, the occurrence of which is increasing in Sweden. School attacks may have extensive implications for the local community, but also for the perception of school as a safe and secure place. Cooperation between many organisations is necessary to prevent and prepare for a school attack, as well as minimise the effects during and after one occurs. Municipalities have a special role in the coordination and preventative work regarding serious accidents and injuries, along with the responisbility for school and education in the municipality. The governance of Sweden is complex, and encompasses many laws, regulations, directives, guidelines and advice. Due to the municipal self-governance, the organisation surrounding the prevention of school attacks may vary between differing municipalities. Purpose The purpose of the study is to examine the similarities and differences in the policies and action plans that exist to prevent and handle school attacks in a sample of municipalities.  Method Data has been collected through requesting public documents regarding ongoing deadly violence in schools (school attacks) from a sample of municipalities. Policy analysis was performed through use of qualitative content analysis of said documents. The information revealed during the data gathering has also been added to the study.  Result This study shows that the request of documentation was treated very differently by the municipalities. There were organisational differences between the municipalities regarding who answered the request, as well as the title and role of the person responsible for the creation and upkeep of the action plans. Both the design and the contents of the action plans varied between the municipalities. Despite this, there were indications of an interest to work preventative against school attacks, with special attention on the ongoing act and the events following an attack. All municipalities have at least partially conformed to the guidelines of Skolverket, though some municipalities also used previous research, most of which was American.  Conclusions All municipalities had some type of governance and action plan regarding violence in schools, though not all had specified school attacks as a phenomena. At the same time, there were large differences in how the action plans were created, who was responsible for the creation and maintenance thereof, as well as the organisations behind them.

Svenska statliga företag och mänskliga rättigheter : En undersökning av regeringens ägarstyrning / Swedish state-owned enterprises and human rights : An investigation of the governance by the Swedish government

The purpose of the study is to investigate the governance by the Swedish government of the state-owned enterprises in relation to UN Guiding Principles for Business and Human Rights. In the study the Swedish state’s ownership policy is analyzed together with the Swedish national action plan for business and human rights in relation to article 4 in the UN Guiding Principles.The method used in the study is a critical legal reasoning around the text combined with other external perspectives such as the underpinning values and the context. The conclusion of the study is that the Swedish state’s ownership policy should be interpreted in the light of international law, since there are compelling reasons grounded in previous research that article 4 in the UN Guiding Principles is related to the state’s duty to protect and the requirement of due diligence. The study demonstrates that the Swedish government has taken several steps in relation to the state-owned companies, although it is hard to conclude that these are additional in the meaning of article 4. The requirement in the UN Guiding Principles on state-owned enterprises to perform human rights due diligence and supported by international law is not expressed in the State’s ownership policy. Another conclusion is that the requirements and expectations on state-owned enterprises with regard to human rights are integrated with firm expectations on business opportunities. These requirements and expectations could be characterized as instrumental for the overriding objective of the state-owned enterprises: long-term value generation.

Understanding the Implications of Sustainability Inclusion : A Case Study of the Role of the Financial Advisor and Sustainability / Att förstå konsekvenserna av hållbarhetsinkludering : En fallstudie av den finansiella rådgivarrollen och hållbarhet

The role of the financial advisor is subject to fiduciary duty, which means that the advisor always should act in the best interest of the client and has traditionally referred to the financial aspects. Finance is now experiencing a revolution, where the concept of sustainable finance is on the agenda of many actors when the sustainability amendments to MiFID II entered into force, as part of the EU Action Plan on Sustainable Finance. The new regulations will add to the already intensified information load characterizing the financial advisory landscape. Moreover, this new dimension of sustainability is very different from the strictly financial one, which in itself is subject to both conceptually and operational complexity. This study aims to investigate what difficulties and complexities are arising from the growing amount of sustainability demands and information and how these affect the financial advisor and its role. This was done as a qualitative case study where nine semi-structured interviews were conducted with financial advisors working in Denmark, Finland, and Sweden, together with two interviews with employees working with sustainability at a central level in a Nordic bank. The analysis is based on the interviews combined with current literature and together lays the foundation for the findings. The key findings of the study are that there are five identified difficulties stemming from different areas that are seen as important for understanding what the inclusion of sustainability preferences into financial advisory might mean going forward, and what effects that it will have on the financial advisor: (i) regulatory changes and compliance, (ii) sustainability preferences, (iii) the information-intensive landscape, (iv) advisors’ required awareness and knowledge, and (v) the perceived advisor’s role. When adding these identified difficulties together, the conclusion is that the concept of sustainable finance is not as uncomplicated as perhaps portrayed, and this holds extra true for the studied inclusion of sustainability in the advisory process. / Den finansiella rådgivarens roll är föremål för fiduciary duty, vilket innebär att rådgivaren alltid ska agera i kundens bästa och traditionellt har hänvisat till de ekonomiska aspekterna. Finans upplever nu en revolution, där begreppet hållbar ekonomi står på dagordningen för många aktörer när hållbarhetsändringarna till MiFID II trädde i kraft, som en del av EU: s handlingsplan för finansiering av hållbar tillväxt. De nya reglerna kommer att öka den redan intensifierade informationsbelastningen som kännetecknar det finansiella rådgivande landskapet. Dessutom skiljer sig denna nya hållbarhetsdimension mycket från den strikt ekonomiska, som i sig är föremål för både konceptuell och operativ komplexitet. Studien syftar till att undersöka vilka svårigheter och komplexiteter som uppstår till följd av den ökande mängden hållbarhetskrav och information och hur dessa påverkar den finansiella rådgivaren och dess roll. Detta gjordes som en kvalitativ fallstudie där nio semistrukturerade intervjuer genomfördes med finansiella rådgivare som arbetade i Danmark, Finland och Sverige, tillsammans med två intervjuer med anställda som arbetade med hållbarhet på en central nivå i en nordisk bank. Analysen baseras på intervjuerna i kombination med aktuell litteratur och lägger tillsammans grunden för resultaten. De viktigaste resultaten i studien är att det finns fem identifierade svårigheter som härrör från olika områden som ses som viktiga för att förstå vad införandet av hållbarhetspreferenser i finansiell rådgivning kan innebära framöver och vilka effekter det kommer att få för finansiella rådgivare: (i) regeländringar och efterlevnad, (ii) hållbarhetspreferenser, (iii) det informationsintensiva landskapet, (iv) rådgivarnas medvetenhet och kunskap och (v) den upplevda rådgivarens roll. När man sammanställer dessa identifierade svårigheter är slutsatsen att begreppet hållbar ekonomi inte är så okomplicerat som det kanske framställs, och detta gäller extra för den studerade inkluderingen av hållbarhet i rådgivningsprocessen.

The role of criminologists as specialised practitioners in the child justice system

The aim of this explorative and descriptive study was to develop an action plan for criminologists to become specialised practitioners within the South African child justice system. An exploratory, sequential, mixed-methods approach was used, where data was collected during the first phase using a self-administered, semi-structured questionnaire, including closed- and open-ended questions. The questionnaire was distributed to members of the Criminological Society of Africa (CRIMSA), as well as criminologists, magistrates, and other experts in the field of child law, known to the researcher. Sixteen questions were posed to collect data, consisting of nine Likert scale questions and seven open-ended questions. A semi-structured interview schedule was employed during the second phase of the study, to conduct 22 face-to-face and telephonic interviews with experts in the field of child law, probation officers, social workers, and criminologists. Descriptive data analysis was utilised during the first, and thematic analysis during the second phase of this study. The findings indicate that the absence of a regulating, professional body, limits career opportunities for criminologists as far as exercising their skills in practice. Furthermore, it was established that the role and function of criminologists, and the academic field of criminology, remain unfamiliar to various practitioners in the human science professions. Subsequently, criminologists are often considered mere crime researchers with limited applied skills for use in the South African criminal justice system. Though it was proven that, at least to some degree the academic training of criminologists is deficient, it was established that criminologists have a unique skill-set that places them in a unique position to execute various functions within the child justice sector as part of a multi-disciplinary team. Findings suggest that the Child Justice Act (75 of 2008) should be amended to facilitate the inclusion of criminologists in the South African child justice sector. / Die doel van hierdie verkennende en beskrywende studie was om ʼn aksieplan vir kriminoloë te ontwikkel om hulle in staat te stel om gespesialiseerde praktisyns in die Suid-Afrikaanse kindergeregtigheidstelsel te word. ʼn Verkennende, opeenvolgende, gemengdemetode-benadering is gebruik waar data gedurende die eerste fase ingesamel is deur middel van ’n selfgeadministreerde vraelys, wat geslote en oop vrae ingesluit het. Die vraelys is versprei onder lede van die Kriminologiese Vereniging van Suider-Afrika (CRIMSA), asook kriminoloë, landdroste en ander kundiges op die gebied van kinderreg wat aan die navorser bekend is. Altesame 16 vrae is gestel om data in te samel, wat uit nege Likert-skaalvrae en sewe oop vrae bestaan het. ’n Halfgestruktureerde onderhoudrooster is gedurende die tweede fase van die studie gebruik om 22 onderhoude van aangesig tot aangesig asook telefoniese onderhoude met kundiges op die gebied van kinderreg, proefbeamptes, maatskaplike werkers en kriminoloë te voer. Beskrywende dataontleding is gedurende die eerste, en tematiese ontleding gedurende die tweede fase van hierdie studie gebruik. Die bevindings dui aan dat die afwesigheid van ’n regulatoriese, professionele liggaam loopbaangeleenthede vir kriminoloë beperk wat die uitoefening van hul vaardighede in die praktyk betref. Daar is voorts vasgestel dat die rol en funksie van kriminoloë, en die akademiese gebied van kriminologie, onbekend aan verskeie praktisyns in die geesteswetenskapberoepe is.
