No. of bitstreams: 1 Deodoro Jose Moreira.pdf: 3693547 bytes, checksum: e354e312b8fbadb0aed65f6dacc8169a (MD5) Previous issue date: 2009-05-15 / This research investigates the manners of construction of the Other Islamic in print of national circulation weekly magazines - Carta Capital, Época, IstoÉ e Veja - , taking as corpus reports transmitted in two different periods: September 12, 2001 to December 31, 2001, months that they mark the period understood among the day after to the air raids against the United States and the subsequent invasion of Afghanistan, that it happened in October of 2001, and March 1, 2003 to June 30, 2003, months that they include previous and subsequent periods to the invasion of Iraq, that felt in March of 2003. The diversity of discursive strategies is investigated and/or communicative used by the print media journalistic to build this event, redefines facts. Being considered that such strategies look for to "capture" the reader and to do with that he identifies, starting from the enunciation contract, with certain interpretations of the facts, becomes essential a discursive analysis of the text (verbal and non-verbal) to understand that roads are trodden to exercise that "attraction". Besides the theories of critical discourse analysis, we supported in the works philosophical/sociological of Laclau, Baudrillard and i ek, to build the conductive threads of this work. For analysis of the texts, we adopted the critical analysis of discourse, starting from Norman Fairclough. Already the theories of more philosophical stamp (in some cases to multidiscipline, as of Laclau, Baudrillard and i ek), they went fundamental to examine the context of the political point of view, to know, of the discursive formations in search of the hegemony and of totalization over the action, involving positioning and ideologies in global reality. In that way, it was possible to guide the research second a critical positioning in relation to the print media. The analysis was divided in six thematic axes. They are them: globalization, terrorism, widespread war, exception state, fundamentalism and hegemony / Esta pesquisa investiga os modos de construção do Outro islâmico em revistas semanais impressas de circulação nacional CartaCapital, Época, IstoÉ e Veja -, tendo como "corpus" reportagens veiculadas em dois períodos distintos: 12 de setembro de 2001 a 31 de dezembro de 2001, meses que marcam o período compreendido entre o dia seguinte aos ataques aéreos contra os Estados Unidos e a posterior invasão do Afeganistão, que ocorreu em outubro de 2001; e 1 de março de 2003 a 30 de junho de 2003, meses que englobam períodos anterior e posterior à invasão do Iraque, que se deu em março de 2003. Investiga-se a diversidade de estratégias discursivas e/ou comunicativas utilizadas pela mídia impressa jornalística para construir esse acontecimento, ressignificando os fatos. Considerando-se que tais estratégias buscam capturar o leitor e fazer com que ele se identifique, a partir do contrato de enunciação, com determinadas interpretações dos fatos, torna-se essencial uma análise discursiva do texto (verbal e não-verbal) para entender que caminhos são trilhados para exercer essa atração . Além das teorias de análise crítica do discurso, nos apoiamos nas obras filosóficas/sociológicas de Laclau, de Baudrillard e de i ek, para construir os fios condutores deste trabalho. Para a exame dos textos, adotamos a análise crítica de discurso, a partir de Norman Fairclough. Já as teorias de cunho mais filosófico (e em alguns casos multidisciplinares, como a de Laclau, de Baudrillard e de i ek), foram fundamentais para examinar o contexto do ponto de vista político, a saber, das formações discursivas em busca da hegemonia e de totalizações dirigidas à ação, envolvendo posicionamentos e ideologias globalizadas. Dessa forma, foi possível orientar a pesquisa segundo um posicionamento crítico em relação à mídia impressa. A análise foi dividida em seis eixos temáticos. Essa questão, endereçada sempre em entrevistas semi-estruturadas, teve sua exploração ampliada por duas outras questões complementares: a) como esse entendimento, historicamente, se formou; e b) como ele tem se transformado em ação, apontando para espaços e limites da sustentabilidade no plano dos indivíduos, das organizações e da sociedade. Além disso, os entrevistados, quando o desejaram, puderam, ao final de suas entrevistas, expressar-se livremente sobre o tema, fora do escopo das questões específicas de pesquisa. Suas observações foram acolhidas e consideradas neste estudo. A metodologia de pesquisa adotada foi a Grounded Theory, de natureza qualitativa. O principal motivo para a sua escolha, sendo uma metodologia que se propõe a estabelecer uma teoria que emana dos dados, foi o propósito de qualificar sustentabilidade, com seus dilemas, desafios e limites a partir da fala dos entrevistados, com a menor interferência possível do pesquisador. O foco da pesquisa de campo foi sempre conhecer o que emergiria das falas, identificando a sustentabilidade que provoca intervenções no cotidiano. A essa referência seriam então adicionados textos e publicações – acadêmicas e não acadêmicas - uma revisão da literatura e a experiência do pesquisador no campo, dando forma ao propósito do estudo. As entrevistas realizadas foram transformadas inapelavelmente pelas transcrições e pelo uso do software Atlas TI, utilizado nas análises qualitativas. Os seus conteúdos transcritos, no entanto, junto com as notas do pesquisador, foram tomados considerando como premissa que a sustentabilidade tanto acena no sentido de amenizar as inúmeras ameaças e desconfortos associados à vida no mundo contemporâneo como se insinua como uma crítica inconclusiva e uma proposta de superação das contradições e assimetrias do capitalismo em sua versão contemporânea. O estudo pretende oferecer uma contribuição para a compreensão do processo de construção social do conceito de sustentabilidade, privilegiando múltiplos e diversos olhares, perspectivas e referências, desvendando processos de legitimação e descrevendo seus principais potenciais de influência no âmbito da sociedade e suas instituições e no âmbito das organizações. / Considering the contemporary relevance of the idea of sustainability and its ambiguity, manifest in the discourse of different actors and in the texts of numerous authors, this study investigates a central conceptual question with people directly working on the field – or that deal with it indirectly through correlated initiatives or think contemporaneity and its effects over individuals, social groups and institutions: what do they understand by sustainability? This question, addressed in semi-structured interviews, had its exploration broadened by two other complementary questions: a) how was this understanding, historically, built; and b) how has it been transformed in actions, pointing out to the perceived limits and possibilities of sustainability on an individual, organizational and societal level. Finally, the interviewed could, by the end of the interview, express themselves freely about the subject, out of the boundaries imposed by the specific research questions. Their observations were welcomed and considered in this essay. The methodology of research chosen was the Grounded Theory, for its qualitative nature. The main aspect considered for it to be chosen, been a methodology that intent to establish a theory that arise from the data, was the objective of qualify sustainability, with its dilemmas, challenges and limits directly from the participants’ speeches, with the smallest interference as possible from the interviewer. The focus of the field research was always to acknowledge what would emerge from the statements, identifying what changes sustainability carries on a day-to-day basis. To these references were then added texts and publications – academic and non-academic, relevant works on the field and the experience of the researcher on the subject, shaping the aim of the assignment. The oral interviews were transformed, irrevocably, by the transcription process and by the use of the Atlas Ti software, a tool for qualitative analysis. The content of the transcripts, however, along with the ressearcher’s notes on the interviews, were taken under the assumption that sustainability both waves to soften the numerous treats and discomforts associated to life in the contemporary world as poses itself as an inconclusive critique and a proposal to get through the contradictions and asymmetries of capitalism in its modern version. The study intend to offer a contribution to the comprehension of the social construction of the concept of sustainability, privileging multiple and diverse points of views, perspectives and references, unveiling the legitimacy processes and describing its main potentialities of influence on the scope of society and its institutions and in the scope of organizations.

A critical analysis of law and policy on the education of disabled children in South Africa

From the literature we learn that existing educational frameworks that inform law and policy- making on the education of disabled children deal extensively with the curricular and educational concerns of disabled children. Yet, these frameworks leave out the pivotal issue of children‟s human right to education. The rights-based frameworks address human rights issues in a grand fashion, but give scanty educational guidelines on the actual education of disabled children, rendering hollow the human rights credo they espouse. South Africa has been one of a few countries which made attempts at addressing both the human rights concerns facing learners with disabilities and their curricular and pedagogic needs. The country embarked upon extensive efforts of legislative and policy formulation that are, in some respects, unparalleled in the world. Hence, this country is a potential storehouse of good practices on the education of children with disabilities with the potential to inform the re-formulation of existing African and global frameworks on the right to education of disabled children. Furthermore, the impressive novelty contained in South African education laws and policies notwithstanding, there are a number of issues which should be addressed in the country‟s education environment, including how the laws and policies are implemented. It is to be acknowledged that laws and policies are only as good as their implementation. Mindful of the above situation prevailing at the global level and the national (South African) level, this study offers a framework that marries the right to education of children with disabilities with educational theory on and practice in regard to the education of disabled children. The framework is constructed on the basis of current international literature on both disability and education and related South African law and policy instruments. In terms of its methodology, the study employed a generic or non-categorical qualitative design, also called methodological bricolage. Under this overall design, two principal modes of inquiry were applied, namely the enlightenment mode to policy analysis and critical law and policy discourse analysis. Com o advento da INTERNET, o processo de comunicação em linha, homem x máquina, mediado pelos mecanismos de busca, tornou-se, simultaneamente, um auxílio e uma dificuldade no processo de recuperação de informações. O pesquisador teve que adaptar-se ao modo de operar da INTERNET e incluiu conhecimentos de diferenças idiomáticas, de terminologia, além de utilizar instrumentos que lhe forneçam parâmetros para obter maior pertinência e relevância nos dados. O uso de agentes inteligentes para melhoria de resultados e a diminuição de ruídos semânticos têm sido apontados como soluções para aumento da precisão no resultado das buscas. O estudo de casos exploratório realizado analisa a pesquisa em linha a partir da teoria da informação e propõe duas formas de otimizar o processo comunicacional com vistas à pertinência e relevância dos dados obtidos: a primeira sugere a aplicação de algoritmos que utilizem o vocabulário controlado como mediador do processo de comunicação utilizando-se dos descritores para recuperação em linha. , e a segunda ressalta a importância dos agentes inteligentes no processo de comunicação homem-máquina.(AU)

Um equipamento sinalizador luminoso de faltas foi desenvolvido pela Companhia Paulista de Força e Luz (CPFL) em parceria com a Escola Politécnica da USP e a empresa Expertise Engenharia Ltda., através de uma série de projetos de pesquisa incluídos no programa de pesquisa e desenvolvimento (P&D) regido pela Agência Nacional de Energia Elétrica (ANEEL) brasileira. Neste trabalho é feita uma análise crítica da rota tecnológica adotada no desenvolvimento do sinalizador de faltas, apontando detalhes e justificativas das escolhas tecnológicas adotadas, além de novas possibilidades de melhoria do equipamento face aos avanços tecnológicos detectados nos últimos anos. Para tanto, é proposto e aplicado um novo método, associado a uma sistematização, para análise comparativa de tecnologias, que considera dados quantitativos, qualitativos e estratégicos diretamente comparáveis entre si. Ao longo do trabalho são analisados as escolhas dos princípios de detecção de faltas e funcionalidades agregadas, o desenvolvimento da eletrônica e dos circuitos integrados do detector de faltas, a fonte de alimentação, a sinalização luminosa e o gabinete do equipamento. Como resultado da linha de pesquisa do sinalizador luminoso de faltas foram obtidos protótipos de prova de conceito, cabeça-de-série e de lote pioneiro, estes últimos prontos e certificados para inserção no mercado. Obtiveram-se também diversas publicações em congressos nacionais, a geração de dois pedidos de patentes e um sistema computacional de alocação otimizada de sinalizadores de faltas em redes de distribuição aérea de energia elétrica. / Within the R&D program governed by the National Agency of Electric Energy of Brazil, a luminous faulted circuit indicator equipment (FCI) was developed by the Companhia Paulista de Força e Luz (CPFL) in partnership with the Escola Politécnica da USP and the company Expertise Engenharia Ltda. In this work it is presented a critical analysis of the technological route adopted for development of this new FCI, indicating details and justifications of technological choices adopted, and new detected possibilities for improvements, taken into account the technological advances in recent years. For such purpose, it is proposed a new method, associated to a practical systematization, for comparative analysis of technologies that accounts for quantitative, qualitative and strategic data directly comparable. The work presents analyses on the choices of fault detection principles and related functions, the development of integrated circuits and fault detector electronics, the power supply, the luminous signaling and the equipment case. As results of the research and development of the FCI there were obtained proof of concept, prototype and pilot equipments, the last ones certified and ready for sale. There were also obtained several publications in national conferences, submission of two patent applications and a software for optimization of FCIs allocation on overhead power distribution networks.

Etude de la configuration en Tiers-Lieu : la repolitisation par le service / Research into tiers-lieu configuration : re-politicisation through services

Cette étude se propose de traiter le tiers-lieu en tant qu'objet. De le saisir dans toute sa complexité pour essayer d’en dégager toute la simplicité. Elle appréhende le tiers-lieu comme un concept à définir. Pour y parvenir elle construit une enquête qui se déplie en trois parties. Dans un premier temps, l’objet est approché sous l’angle de la terminologie par une étude des usages courants, professionnels et littéraires du terme, suivi de réflexions sur les notions de lieu et de tiers. Des représentations historiques des tiers-lieux sont ensuite analysées au travers des troisièmes lieux de Ray Oldenburg et de certaines structures sociales de la sphère publique habermassienne notamment les salons et les cafés de la bourgeoisie au XVIIIe siècle. Ce passage en revue permet de délimiter l’objet, d’en clarifier les propriétés et les usages. Il constitue également le point de départ et l’hypothèse d’une enquête exploratoire qui a déterminé la construction d’une posture d’investigation originale nécessairement engagée. Cette enquête s’est déroulée entre 2010 et 2015 auprès de services – espaces de coworking, fablabs, hackerspaces, makerspaces, biohackerspaces, etc. dans leur composition et recomposition successives - qui se désignent ou se présentent explicitement comme des tiers-lieux. Les singularités de ces tiers-lieux, la manière dont ils traduisent des valeurs qualitatives en valeurs juridiques et aussi en valeurs quantitatives, les rapports d’échange et les habitudes critiques des usagers contributeurs ainsi que les régimes de conception sont ensuite théorisés. À partir de l’ensemble de ces informations, une proposition de définition conceptuelle du tiers-lieu est formulée. Celle-ci envisage le tiers-lieu comme une configuration sociale particulière où se produit une rencontre entre des entités individuées qui s’engagent intentionnellement à la conception d’une représentation commune, c’est-à-dire à responsabilité partagée. Des invariants sont enfin posés comme l’esquisse d’une logique opératoire supposée déterminer la présence de la configuration en tiers-lieu. Cette procéduralisation présente une manière d’intervenir sur les règles par la conception de services. C’est ce dépassement de la discursivité qui distingue le tiers-lieu de l’espace public politique. / The object of this research is the tiers-lieu, with the aim of grasping it in all its complexity in order to draw out its simplicity. The research treats the tiers-lieu as a concept to be defined. In order to achieve this, it sets out an investigation in three parts. Firstly, the object is approached from the perspective of terminology through a study of current users, professionals and literary writers’ use of the term, following reflections on the ideas of “lieu” and “tiers”. Historic representations of tiers-lieu are then analysed, through the “third places” of Ray Oldenburg and certain social structures of the Habermasian public sphere, particularly the salons and cafés of the 18th century bourgeoisie. This section, through examination, allows the delimitation of the object, clarifying its characteristics and its uses. It also establishes the starting point and the hypothesis of an exploratory enquiry which necessarily required a research approach involving active engagement. This enquiry was conducted between 2010 and 2015 though active involvement in services – coworking spaces, fablabs, hackerspaces, makerspaces, biohackerspaces, etc. in their composition and subsequent re-composition – which are labelled or present themselves explicitly as tiers-lieux. The singularities of tiers-lieux, the way in which they translate their qualitative values into legal values and quantitative values, the exchange relationships and the critical habits of contributing users together with design structures are then analysed. From all this information, a proposed conceptual definition of tiers-lieu is formulated. This envisages the tiers-lieu as a particular social configuration which produces a meeting between individual entities who engage intentionally in the design of a common representation, that is to say a shared responsibility. Patterns are finally set out in order to outline an operating logic for determining the presence of a tiers-lieu configuration. This procedural approach provides a way of intervening in regulations through the design of services. It is this going beyond discursivity that distinguishes tiers-lieux from the public political arena.

A critical analysis of the structural dynamics operative within the Baptist Union of Southern Africa (BUSA) from 1960-2005 and an evaluation of these dynamics in the light of BUSA ecclesiology

After highlighting the events that gave rise to the writing of this dissertation, the writer proceeds with a critical analysis of the structural and leadership dynamics of the Baptist Union of Southern Africa (BUSA) from 1960-2005. Beginning with the formation of BUSA in 1877, he shows how that the South African Baptist Missionary Society (SABMS - the Missions arm of BUSA), established in 1892, developed in a parallel manner alongside of BUSA and questions whether the two bodies were over one. Throughout the dissertation, he pointed out how, up to the late eighties, the structural and leadership dynamics of BUSA tended to favour one culture above the others who, in fact, were in the majority. The writer identifies the key trends within each decade from 1960-2005 with regard to BUSA's structural dynamics and views the following two events as causing a major turnaround resulting in great transformation during the 1990's. They were: <ul> <li> The withdrawal of the Black Baptist Convention from BUSA in 1987 and</li> <li> The turbulent 1989 National Assembly in Kimberley</li> </ul> He also asserts that the "affirmative" appointment of the first multi-cultural BUSA Executive in 1997 actually "saved the day" for BUSA and avoided future splits. The writer proceeds to evaluate BUSA's structural dynamics during the period under review in terms of the essential functions of the church, namely, Kerygma (proclamation), diakonia (diaconal service) and koinonia (fellowship). BUSA was strong in Kerygma but weak in Koinonia. He finally concludes that the "separate development mentality" prevalent within BUSA during its formation and the review period was not as a result of Apartheid but, as his research has revealed, namely (i) British colonialism certainly influenced the formation and initial development of BUSA. The cultural divide between "colonial whites" and "emerging blacks" who were accustomed to a social separation between the two groups was certainly a factor. Likewise, the manner in which Europeans perceived the Bantu in the 1870's (ii) The Mission philosophy prevalent in Europe and America round about 1877 was to form native, indigenous churches that would be "self-governing, self-supporting and self-propagating". The motto of the SABMS was "the evangelisation of the Bantu by Bantu". It was felt the young churches arising out of mission work would be independent and not dependent upon or controlled by mother bodies that helped to establish them. It is thus not surprising that BUSA through the SABMS followed the same policy. (iii) The British Baptist ministers who came to South Africa prior to and following the arrival of the 1820 Settlers came with the express purpose to minister to the British immigrants in the Cape and British Kaffraria. Missions to the Bantu was not necessarily a part of their agenda. As indicated in this dissertation , it was the German Baptists and not the British who were key factors in the establishment of the SABMS. (iv) The new SABMS was based upon the British model which saw the Missions Society as an entirely separate entity from the Union, but in close association with it. The unjust policy of apartheid, which was implemented and enforced by the South African Nationalist Government from 1948 to the early nineties, cemented and added the "cherry on the top" of the separate development and ultimate separation between BUSA and the Baptist Convention. It provided the ideal context for continued British colonial thinking and practice with regard to the Bantu. Hence the exclusion of the latter from the main BUSA Leadership structures for most of the period under review. The aim of the thesis is to compare the iterative methods which program RFEM 5 uses the non-linear calculations of structures, namely the analysis of large deformations and post critical analysis. Comparison should serve as a basis for which calculation method is the most accurate, fastest and most reliable in terms of getting results. Time-consuming will be judged according to the calculation of the solution and the time needed to compute one iterativ. Robustness we will compare the reliability of methods in in normal use. Accuracy of the calculation will be determined by comparing the maximum deformation structures. Comparison will be made with examples from practice.
