The first part of the thesis proceeds mainly from specialized literature and presents the theoretical solution for other parts. The practical part was focused on the analysis of strategic plans of town Tabor development from theoretical knowledge gained point of view. I would assess the strategic plans of town Tabor development as positive. They are contribution to further development planning and enable to reach set goals and improve life conditions for the town citizens. The town is also successful in gaining subsidies and grants for which processing a strategic plan of development is crucial. Making use of financial means from European funds is a large contribution. Questionnaire research was placed to find out citizens´points of view of strategic developing documents.

Varför blir inte detaljplanelagd mark för bostadsändamål bebyggd?

Enligt Boverkets bostadsmarknadsenkät 2018, ett resultat av en nationell undersökning av bostadsmarknaden i Sverige, råder det underskott på bostäder i 243 av Sveriges 290 kommuner. För att möta en ökad efterfrågan av bostäder behövs ett ökat bostadsbyggande. I detaljplaner regleras de rättigheter, byggrätter, som anger med vad och i vilken omfattning fastighetsägare får bebygga mark. Detaljplaner är de juridiskt bindande handlingar som upprättas och antas av kommuner i syfte att bland annat bestämma användningen av mark- och vattenområden. Det finns flera orsaker till bostadsbristen och en är att Sveriges befolkning fortsätter att öka, både på grund av naturlig befolkningstillväxt och på grund av immigration. En växande befolkning medför bland annat ett ökat bostadsbehov vilket i sin tur ställer krav på bostadsmarknaden, nämligen att utbudet av bostäder ska anpassas efter bostadsefterfrågan. En annan orsak är att det idag är den privata sektorn som står för den större delen av bostadsförsörjningen. Den privata sektorn har inte det ansvar som kommuner har vad gäller att tillgodose kommuninvånares bostadsbehov, utan de privata aktörerna har som syfte att gå med vinst. Följaktligen innebär det att privatägda bygg- och bostadsföretag bygger när det är ekonomiskt gynnsamt och inte endast för att det finns ett bostadsbehov. Med anledning av att det i dagsläget ännu råder bostadsbrist i flertalet kommuner, vilket är problematiskt, är det intressant att undersöka vilka faktorer som har betydelse för bostadsbyggandet. I examensarbetet studerades gällande detaljplaner för bostadsändamål. De detaljplaner som inte var genomförda användes som underlag vid intervjuerna med berörda fastighetsägare, det vill säga fastighetsägare som är i besittning av outnyttjade byggrätter för bostadsändamål. Syftet med studien var att försöka komma underfund med vilka faktorer som påverkar att detaljplanelagd mark för bostadsändamål inte bebyggs. Studiens resultat visar att bland faktorerna är det främst marknadsläget, hög- och lågkonjunktur, som påverkar huruvida bostadsbyggande kommer igång eller inte. Det är även faktorer som till exempel bygglovshandläggningstider som påverkar hur snart ett bostadsbyggande kan komma igång. Slutsatsen av studien var bland annat att marknadsläget verkar vara den mest påverkande faktorn och eftersom marknaden styrs av vinstberoende aktörer kommer utbud och efterfrågan inte alltid mötas. Andra slutsatser som drogs var att det som byggs inte är det som efterfrågas och att bygglovshandläggningstiden tar längre tid än vad som regleras i plan- och bygglagen. / According to Boverket's housing market survey 2018, which is a result of a national survey of the housing market in Sweden, there is a deficit in housing in 243 of Sweden's 290 municipalities. In order to meet increased demand for housing, increased housing construction is needed. Detailed development plans govern the rights, construction rights, which indicate what and to what extent property owners can build land. Detailed development plans are the legally binding documents that are established and adopted by municipalities in order to determine, among others, the use of land and water areas. There are several reasons for housing shortage and one is that Sweden's population continues to increase, both due to natural population growth and because of immigration. A growing population entails, for instance, an increase in housing demand, which in turn places demands on the housing market. The demand and supply of housing need to match each other. Another reason is that today it is the private sector that accounts for the majority of housing supply. The private sector does not have the responsibility that municipalities have in terms of meeting the residents' housing needs. The private actors intend to make a profit. Consequently, privately owned construction and housing companies build when it is economically beneficial and not just because there is a housing requirement. Due to the fact that there are still housing shortages in most municipalities, which is problematic, it is interesting to investigate which factors are important for housing construction. Current detailed development plans for housing purposes were studied. The detailed development plans that had not been implemented were used as starting material during interviews with relevant actors. The purpose of the study was to try to find out what factors affect the fact that detailed development plan land for housing purposes is not built. The study's results show that among the factors it is primarily the market situation, high business activity and recession, which affect whether housing construction is going to start or not. There are also factors such as construction law handling times that affect how soon a residential building can get started. The conclusion of the study was, among other things, that the market situation seems to be the most influential factor and because the market is governed by profit-dependent players, supply and demand will not always meet. Other conclusions that were drawn were that what is being built is not what is requested and that the building permits take longer than is required by plan- och bygglagen.

A análise teve como base a realização de estudo de caso em dois municípios paulistas, sendo um destes, considerado como "prioritário" e o outro como "não-prioritário", segundo classificação do Ministério da Educação (MEC). Foram realizadas observações de campo, análise documental e entrevistas em ambos os municípios, e junto a representantes do MEC envolvidos com esta ação. A partir dos dados coletados foi possível estabelecer três eixos de análise: a) as implicações da elaboração e monitoramento do Plano de Ações Articuladas (PAR) e constituição do respectivo Comitê do Plano na gestão e planejamento municipal; b) os usos do Índice de Desenvolvimento da Educação Básica (IDEB) e suas implicações na gestão local; e c) o lugar do município na política educacional brasileira, considerando o enlace proposto pelo PDE entre educação e território. O primeiro eixo foi delineado com base nos aspectos introduzidos pelo governo federal, no âmbito do PDE, como uma nova forma de atuação junto aos municípios. O segundo eixo de análise concentrou-se na reformulação e usos da avaliação externa realizados pelo MEC, e em suas implicações na gestão municipal da educação. O terceiro eixo de análise buscou confrontar a proposta do MEC com a realidade encontrada em cada um dos municípios estudados. Considerouse, neste sentido, a ênfase no município como espaço privilegiado da atuação dos diversos níveis governamentais bem como do encontro de diferentes redes de ensino. Constatou-se, por um lado, que as dinâmicas introduzidas pelo PDE no âmbito do planejamento e da participação social, pouco interferiram na gestão local da educação, enquanto, por outro lado, a gestão local continua sendo intensamente influenciada pelos mecanismos de avaliação externa, mesmo considerando as alterações realizadas em seu formato e uso dos resultados pelo governo federal. Apesar de alguns avanços, a dinâmica proposta pelo PDE tem, de maneira geral, tratado os conflitos presentes nas relações intergovernamentais como se fossem decorrentes de problemas técnicos, desconsiderando os embates que historicamente têm consolidado o formato do federalismo brasileiro e da oferta educacional. Tem-se, assim, encoberto alguns dos problemas e conflitos vivenciados pelos municípios, na gestão da política educacional local. / Abstract: This dissertation aims to analyse intergovernmental relationships, particularly those between the National level and municipalities, in the enactment of local educational policies, identifying the conflicts, interests and social demands which permeate the implementation process of the "Education Development Plan". In order to support this analysis, case studies were carried out in two municipalities in the state of Sao Paulo; one of them was classified by the Ministry of Education as a 'priority municipality' and the other one as a 'non-priority municipality'. Field observations, document analysis and interviews were conducted in both municipalities and with representatives of the Ministry of Education involved with this Plan. From the data collected, it was possible to establish three lines of analysis: a) the implications of the elaboration and monitoring of the "Articulated Actions Plan" and the constitution of its Committee; b) the uses of the "Index of Basic Education Development" and its implications for local management; and c) the place of the municipality in the educational policy agenda, considering the link proposed by the Plan between education and territory. The first set of factors analysed was established with basis on the aspects introduced by the national government under the Education Development Plan, as a new relationship established with the municipalities. The second line of analysis focused on the reformulation and use of the national evaluation conducted by the Ministry of Education, and its implications in the local management of education policies. The third line of analysis has sought to confront the Ministry proposal with the reality in each of the municipalities studied. In this sense, municipalities were considered as a privileged space in the performance of the various governmental levels as well as the intersection of different school systems. It was noted, in one hand, that the new dynamics promoted by the federal policies related to the planning process and social participation, barely changed the local management. On the other hand, it was observed that the local administration remains strongly influenced by mechanisms of external evaluation, even considering the changes made in its format and use of its results by the federal government. Despite some advances, the dynamics proposed by that Plan have dealt with the intergovernmental conflicts as they were merely the reflex of technical problems, disregarding the role of historical conflicts which have been consolidated in Brazilian federalism and its educational system. This study has its origin in the known problems that involve the implementation of plans so that they become practical actions. IDP is the institutional development proposal of the Universidade Federal de Santa Maria (UFSM), and its aim is guiding the university. Extending this statement, it is assumed that there should be a connection between the IDP and the actions executed by the education units of the Institution. Considering this context, the present study aims at identifying and describing in which way the education, research and extension projects that are developed by the schools connected to the UFSM (CTISM, Polytechnic School and CAFW) are aligned to the guiding lines of the IDP UFSM. In order to reach this goal, the study reanalyzes the concept and general notions of strategy, strategic planning in the public administration, Institutional Development Plan and Institutional Development Plan of the Universidade Federal de Santa Maria. Through the exam of secondary data obtained with access to the SIE UFSM, crossings between the defined analysis categories and the registered projects were established. It was perceived that most of the projects are allied to the three main guide lines fixed by the IDP UFSM. The profile of the projects coordinator is of an employee with at least five years of work at the Institution, master or doctor and with interests in research. The projects developed by the coordinators of the basic, technic and technological education career are more allied than the ones developed by the coordinators of the higher education career. This study aimed at exploring a new perspective that may contribute to the debate regarding the process of planning and its implementation at the UFSM. / Este estudo se origina na conhecida problemática que envolve a implantação de planos a fim de que se concretizem em ações práticas. Sendo o PDI a proposta de desenvolvimento institucional da UFSM, deveria tal documento servir como norte orientador para a universidade. Ampliando essa afirmação, imagina-se que deveria haver alinhamento entre o PDI e as ações executadas pelas unidades de ensino da Instituição. Considerando tal contexto, o presente estudo pretende identificar e descrever de que forma os projetos de ensino, pesquisa e extensão desenvolvidos pelos colégios vinculados à Universidade Federal de Santa Maria (CTISM, Colégio Politécnico e CAFW) alinham-se aos eixos norteadores do PDI UFSM. Para atingir esse objetivo, o estudo revê o conceito e noções gerais de estratégia, de planejamento estratégico na gestão pública, de Plano de Desenvolvimento Institucional e do Plano de Desenvolvimento Institucional da UFSM. Por meio do exame de dados secundários obtidos a partir do acesso ao SIE UFSM, foram estabelecidos cruzamentos entre as categorias de análise definidas e os projetos registrados. Constatou-se que, em sua maioria, os projetos encontram-se alinhados, basicamente aos três primeiros eixos fixados pelo PDI UFSM. O perfil do coordenador dos projetos é de um servidor com menos de cinco anos de exercício na Instituição, mestre ou doutor e com interesse pela pesquisa. Os servidores técnico-administrativos em educação pouco coordenam projetos. Os projetos desenvolvidos pelos coordenadores da carreira da educação básica, técnica e tecnológica encontram-se mais alinhados que os da carreira do magistério superior. O estudo buscou explorar uma nova perspectiva que possa contribuir para o debate no que tange ao processo de planejamento e sua implantação na UFSM.

Využití procedurálního jazyka v procesu modelování bloků městské zástavby / The process of city block modeling using a procedural programming language

The master thesis deals with a block subdivision into parcels using procedural modeling. The main goal focuses on improving of the existing method called OBB-based Subdivision that uses auxiliary envelopes of rectangle shape for splitting. It is required to adapt the method to Czech conditions as well. The first part focuses on the analysis of scientific publications, which describes the development and current situation of procedural modeling issues. Then the methodology of suggested algorithm is described that tests a change of the envelope to the trapezium shape, respectively to the quadrangle shape. In conclusion, the proposed algorithms are tested on the real data in CityEngine, which offered the possibility of using procedural approach to automatically generate 3D parcels. The Swedish Wrestling Association are in the process of constructing a new Elite Development Plan which will include the fields: Elite Sports Environment, Coaching Development, Performance Development, Performance Analysis and Research Development. This study will aim to produce knowledge in the field Performance Development. The study analyzes elite wrestlers from the Swedish National Wrestling Team views on how to develop their performance and what factors are most significant. To answer the purpose of the study the Swedish Wrestling Association helped us conduct interviews with eight different wrestlers whom all had different backgrounds. The result showed that there are several important factors that have a significant impact on their performance development, which include training facilities, setting clear short and long-term goals and having support from their surroundings. A short conclusion of the study is that the Swedish wrestlers all have the physical ability to compete on a high international level, however, that they lack in the mental ability which disables them to take the next step in their development. Our hope with this study is that it will lay a foundation for the Swedish Wrestling Association and their future Elite Development Plan.

När ”påbörjas” en detaljplan? : en kartläggande studie om begreppet ”påbörjad”

Den 1 januari 2015 trädde en del ändringar i plan- och bygglagen i kraft. Detta då den dåvarande regeringen ville uppnå en effektivare planprocess, för att öka bebyggandet i riket. Lagändringen påverkade planprocessen samt förutsättningarna till upprättandet av genomförandeavtal. Genom övergångsbestämmelserna lades dock ett förbehåll in, för att reglera i vilka situationer äldre lagstiftning skulle användas. Detta förbehåll är att en detaljplan ska vara ”påbörjad” innan 1 januari 2015. Denna studie syftar till att undersöka när en detaljplan är ”påbörjad”.  Studien grundar sig på att nu gällande plan- och bygglag (fortsatt kallat PBL) samt tillämpningen av denna undersöks utifrån olika metoder. För att tolka juridiken kring begreppet, har ett rättsdogmatiskt förhållningssätt använts genom olika tolkningsmetoder. För att få en förståelse för hur juridiken tillämpas har ett rättssociologiskt förhållningssätt nyttjats. Detta har skett genom att en enkätundersökning utförts, där Sveriges samtliga kommuner tillfrågats hur de tolkar begreppet.  Undersökningen har påvisat att begreppet ”påbörjats” är oklart. I PBL regleras inte vad en ”påbörjad” detaljplan är. De definitioner som Boverket och regeringen har tagit fram är oklart formulerade. Den enkätundersökning som skickades ut till alla Sveriges kommuner gav ett varierande resultat som styrker teorin om att begreppet ”påbörjad” detaljplan är oklart. De befintliga definitionerna är i behov av förtydligande, för att likrikta kommuners tillämpning av dessa övergångsregler. Enkätundersökningen visade att 67 % av kommunerna tolkat begreppet ”påbörjad” efter de definitioner som Boverket samt regeringen utformat. Det som också framkommit genom studien är att skillnaderna i PBL innan och efter 1 januari 2015 är stora, vilket bland annat innebär att kommunens förutsättningar att upprätta detaljplaner och exploateringsavtal har förändrats. / 1st of January 2015 some changes were made in the Planning and Building Act. This was made because of the Swedish government wanted to make the planning process easier. The law changes include the planning process and the development contracts for detailed development plans. The transitional provisions, however, made a reservation to regulate the situations in which older legislation would be used. The regulation is that older legislation should be used if the detailed development plan were initiated prior to 1 January 2015. The purpose of this study is to investigate when a detailed development plan is initiated.  The study is based on current legislation and its application, this will be investigated using various methods. To interpret the law about the concept, legal dignity approach has been used through different interpretation methods. In order to gain an understanding of how the law is applied, a legal sociological approach has been used. This was done by conducting a questionnaire survey, where all the municipalities in Sweden were asked how they interpret the concept.  This has shown that the term is unclearly defined, as evidenced by the varying answers received from the municipalities in the survey. However, the majority of municipalities interpret the concept "initiate" according to the definitions that the National Board of Housing, Building and Planning and the government have formulated. What is also evident from the study is that the differences in the different legislation are large and that the municipality's conditions change significantly depending on when a detailed plan is "initiated". The study also shows that the units within the municipality interpret the term in a generally similar manner. The result of the legal interpretation and compilation of the survey shows that National Board of Housing, Building and Planning and the government's definitions of "initiated" detailed development plan are unclear. And that the existing definitions are in need of clarification for the application of these transitional rules by similar municipalities.

An assessment of the public sector planning process of the implementation of capital projects in the Ohangwena Region, Namibia

Magister Administrationis - MAdmin / This research study focuses on the way the Namibian public sector plans and implements capital projects, mainly in the Ohangwena region, and the Ministry of Health and Social Services in general. The research results show that the planning and project process is not clear and that options need to be considered for the improvement thereof. It is observed that often some of the identified and approved capital projects are not implemented and, if implemented, this is typically done in two or three years. Most parts of Ohangwena are comprised of sandy roads, especially the north-eastern area of Ohangwena which represents a large part of the region. Distances between health facilities and the scarcity of transport make it difficult for the community to easily reach the nearest health facility. The primary objective of this study is to perform an assessment of the planning process in the public sector for the implementation of capital projects and its effectiveness with regard to the planning and implementation of identified capital projects. From the outset, the critical issue is not only implementation, but also how the Ministry plans its capital projects for successful implementation. Interestingly, no research has been done before on this topic in Namibia. Against this background, officials (planners) that are directly involved in capital projects design were interviewed at the district, regional and national levels of the Ministry. The research investigation found that, in general, the planning and project processes in the Ministry are good, but a number of weaknesses were observed in the implementation process. The findings of the study showed that capacity in the Ministry, in terms of skills and technical expertise, are among the main causes of delay in the implementation of capital projects, particularly in the region and in the Ministry in general. The research found that lack of technical expertise in the Ministry and the limited capacity of those responsible for capital projects initiation and implementation, especially at the District and Regional level, have a substantial influence on most of all the weaknesses observed in the system. In this regard, specific recommendations were made regarding the prioritization of the necessary posts and building capacity at the operational level. / South Africa

Integrované plány rozvoje měst na příkladu Ústí nad Labem / The Integrated Urban Development Plans on the example of Usti nad Labem

The content of this thesis is the analysis of the Integrated Urban Development Plans in the Czech Republic, which is then particulary demonstrated on the example of Ustí nad Labem. The regional capital has now initiated the creation of three Integrated Urban Development Plans, two of them have a zone character -- IUDP Center and IUDP Nestemice -- Mojzir settlement, and one with a thematic orientation on the transportation -- IUDP Mobility. In the theoretical part is the urban dimension of Cohesion Policy discussed, followed by its form and metodology in the Czech Republic. The specific IUDPs of Usti nad Labem are subsequently summarized in the practical part which is focused on the application of the documents, the evaluation of the actual interconnection of projects and find new starting points for the next programming period
