Management vzdělávacích cest technických pracovníků v mimoškolní organizaci / Management of training courses of technical staff in an out-of-school organization

This thesis focuses on creating a draft proposal for the qualification paths for two specific technical professions in accordance to the modern and increasingly popular trends in e-learning methods. The draft proposal deals specifically with the new structure of the qualification paths and compares the ways in which the qualification paths are managed within the scope of technical personnel training performed by the extra-curricular department of After Sales Training. This department provides training to importer delegates and the Czech dealer network. The comparison study focuses on the currently used structure of fixed learning/qualification paths performed mainly in the form of presence training (which joins profession-specific training with general and shared basic content), and on the newly prepared training concept consisting of an individual and personalised training plan based on personal preferences and knowledge levels, which is completed by a final knowledge test. Therefore, the objective of this thesis is to propose a new structure of personnel training for two professions which is to be delivered in an extra-curricular training organisation. Mobile Supported e-Government Systems : Analysis of the Education Management Information System (EMIS) in Tanzania

e-Government systems are considered by both governments and international organisations to improve administration and management. In Tanzania, an e-government system for education administration, EMIS, is partly implemented but shows several limitations. Statistical data is collected but the process is resource demanding and much of the collected data are never put into the system, and therefore remain inaccessible from this electronic system. The overall aim of this study is to propose an approach to designing more efficient e-government systems within the education sector. The focus is on public schools. The more specific aim of the present study is to: explore more efficient data transfer (faster, more reliable, and potentially less resource demanding) by using mobile telephone technology, especially SMS, as a means for statistical data collection for Tanzanian education management. The study is guided by an overall research approach that comprises systems theory and a socio-technical view. This research is performed as a case study, inspired by the ethnographic method and comprises field studies in East Africa. A multi-technique approach is used for empirical data gathering, including literature study, interviews, and direct observations. The analytical process is performed by developing and applying three analytical models: XIF - the eXtended Sustainable ICT Framework   Triple A - Access, Attitude, Awareness Seven Aspects – an Approach Towards Success The contributions of this thesis are as follows. A mobile supported SMS-based statistical data collection process employing a blended digital solution is proposed. Likely effects of such a system would be ‘better’ data e.g. less transmission errors, which provides for ‘better’ administration, ‘better’ decision-making, and also provides for transparency. Moreover, it is very likely that the proposed system is significantly less resource demanding than the present system. The three analytical models that are developed specifically for this study have generic characters and can be used during the implementation process of other e-government solutions.  The most important part of the contribution is not the technological solution per se; it is the process that foregoes the actual implementation. The proposal departs specifically from the Tanzanian educational context but has implications for e-government systems solutions and information systems implementation in developing countries in general. Finally, three overall reflections are made based on the major observations of the research findings: the Double ‘e’ Dilemma, on the problem of prioritising electronics before electricity, the Mobiles to Avoid Mobility paradox, highlighting connectivity before mobility, and the opportunity to use the SMS to Combat Corruption weapon.

Kokybės siekimas šiandien aktualus ne tik įstaigoms, gaminančioms produktus ar teikiančioms paslaugas, bet ir švietimo įstaigoms. Lietuvoje švietimo kokybe susirūpinta atkūrus nepriklausomybę. Tačiau švietimo kokybės įvertinimas problematiškas dėl šių pagrindinių priežasčių – kokybės sąvokų gausos, įvairumo ir dėl to, kad dalis rezultatų paaiškėja po tam tikro laiko (pvz. integracija į darbo rinką). Lietuvos švietimo sistemoje kokybės siekiama decentralizuojant švietimo sistemą, diegiant strateginį valdymą, švietimo vadybą, mokyklų įsivertinimo ir įvertinimo sistemą (vidaus ir išorės auditą). Ši reforma apima tris etapus: 1992-1997 m. – švietimą reglamentuojančiose dokumentuose užsimenama apie švietimo kokybę; 1998-2002 m. – kuriama vidaus audito metodika, eksperimentuojama; 2003-2012 m. – vidaus auditas tampa privalomas mokykloms; tobulinama metodika. In Lithuania the issue of education quality was raised after the recreation of independency. But the evaluation of education quality is problematical because of the following major reasons such as abundance and variety of quality concepts and because the part of audit results comes out only after particular period of time (e.g. integration to labor market). In Lithuania the quality in education system is aimed with the help of education system decentralization, instillation of strategic administration, education management and the system of self evaluation and assessment at schools (internal and external audit). It is a problem that results in discomfort and preoccupation about the organization sustainability. The consequences of school evasion increase are causing damages not only to the education, but also to the future of a Nation. The present work looks for the identification of the students characteristics, not only of those who dropped out of school, but also of the newly graduated, trying to comprehend the influencing factors that support the students decisions of deserting or finishing the graduation course, and also comprehend the strategies used by the researched institution. For this purpose the mainly approaches were considered about the concepts of desertion, various ways of its calculation used by Higher Education Institutions and its most common causes. This work primary focus is to obtain a deeper knowledge about student desertion to give background to new studies that could help in preventing school dropouts. It is about a case study considering a private school small-sized located in the interior of the State of Sao Paulo and its higher education in-person courses of bachelor and technology degree in Social Sciences. The survey was conducted with structured questionnaires applied to dropout students and students who got their degree, both between 2012 and 2015, and structured interviews with managers, teachers and recent dropout students. The results have showed similarity among students with small differences between the group of desertion causes of each one. Keywords: / Uma das principais dificuldades encontradas na gestão de Instituições de Educação Superior (IES) são as consequências provocadas pela evasão discente. A evasão é um problema que gera desconforto e preocupação quanto à sustentabilidade organizacional. As consequências do aumento da evasão são prejudiciais não só para a educação, mas também para o futuro de uma Nação. O presente trabalho procura identificar as características dos estudantes, não só daqueles que evadem, mas também dos que concluem os cursos, na busca de uma compreensão dos fatores que influenciam os alunos a evadirem ou concluírem um curso, além de entender as estratégias aplicadas pela Instituição pesquisada. Para tanto, foram feitas abordagens dos principais conceitos de evasão, das diversas formas de cálculo utilizadas pelas IES e das causas mais comuns da mesma. O foco do trabalho é aprofundar o conhecimento sobre o tema para possibilitar novos estudos que colaborem com os esforços no combate à evasão. Trata-se de um estudo de caso em uma IES privada de pequeno porte, localizada no interior do Estado de São Paulo, levando em consideração os cursos superiores presenciais de bacharelado e tecnologia na área de Ciências Sociais Aplicadas. Foram aplicados questionários estruturados junto a alunos evadidos e formados entre 2012 e 2015, e entrevistas estruturadas com gestores, professores e alunos recém-evadidos. Os dados apresentaram homogeneidade entre os alunos com pequenas diferenças entre o conjunto de motivos da desistência de cada um.

Eficiência das instituições federais de ensino superior brasileiras: o caso da Universidade Federal de Santa Maria / Efficiency of federal institutions of higher education Brazil: the case of the Federal University of Santa Maria

The environment Federal Institutions of Higher Education is complex. On the one hand, caution is needed when the models are not always able to reproduce dynamics that is characteristic of such organizations, on the other hand, has been demands from various agents of society for performance information of the same approach. This occurs not only in Brazil, because this is a global trend. In addition, the information on the efficiency can support the decisions of managers in the use of institutional resources, which are scarce forward demands for them. However, looking in the operating environment information such as, for example, the Management Reports of Federal Institutions of Higher Education which are components of the Annual Accoutability, they are insufficient or absent. The efficiency of the approach is relevant to the theory, as well as for operations, it is the research of resource allocation in certain alternatives over other possible employment. This dissertation about efficiency, was written to identify and analyze the behavior of the efficient use of resources from the management of an IFES, in the case UFSM, compared to other similar, the period covered between 2007 and 2012. To this we conducted an applied, non-experimental ex post facto and quantitative research. It was identified that the IFES operate with inefficiency, which is divided into technical and scale. Over time this study has already proven that UFSM characterized as IFES intermediate size. With respect to efficiency, this institution was not the most efficient IFES and not the reverse, being that their Malmquist indices indicated an improvement in total factor productivity in recent years. In addition to the results, demonstrating the efficiency scores of IFES, as the main results has the potential DEA Model on the efficient frontier of IFES approach, we get the benchmarks institutions, the slacks and the technological, efficiency and total factor productivity changes evolution. / O ambiente das Instituições Federais de Ensino Superior, enquanto organizações universitárias, é complexo. Se de um lado é necessária a cautela quando da abordagem de modelos que nem sempre conseguem reproduzir dinâmica que é característica de tais organizações, por outro lado, tem-se a reinvindicação de vários agentes da sociedade por informações de desempenho das mesmas. Este fato não ocorre apenas no Brasil, pois essa tem sido uma tendência mundial. Não obstante, as informações acerca da eficiência podem ser ferramentas de apoio às decisões de gestores quando da utilização dos recursos institucionais, que são escassos frente as demandas. No entanto, quando se busca no ambiente operacional informações dessa natureza, como, por exemplo, nos Relatórios de Gestão das respetivas instituições, que são peças componentes das Prestações de Contas Anuais, as mesmas são insuficientes ou ausentes. A abordagem da eficiência é relevante tanto para o campo teórico como para o operacional, pois representa o estudo da alocação de recursos em determinadas alternativas, em detrimento de outras possibilidade de emprego. Assim, esse estudo acerca da eficiência, foi desenvolvido visando identificar e analisar o comportamento da eficiência na utilização de recursos a partir da gestão de uma Instituição Federal de Ensino Superior, no caso a UFSM, se comparada às demais semelhantes, no período contemplado entre 2007 e 2012. Para tal, conduziu-se uma pesquisa aplicada, do tipo não experimental ex post facto, de natureza quantitativa a partir de dados que compõe os Relatórios de Gestão das IFES. O estudo identificou que as IFES operam com alguma ineficiência total, que pode ser subdividida em gerencial e de escala. No caso da UFSM, com relação ao porte da instituição levando em conta o número de aluno, pode-se comprovar que, ao longo do período, a mesma integrou o grupo das intermediárias. Quanto à eficiência, a respectiva instituição não pertenceu ao grupo das IFES mais eficientes, nem o contrário, mas os Índices Malmquist indicaram que obteve um progresso no fator da produtividade total nos últimos anos. Além dos resultados obtidos para o período que demonstram os scores da eficiência das IFES, como principais resultados se tem as potencialidade do Modelo DEA na abordagem da fronteira eficiente das IFES, composta de benchmarks (melhores práticas), as folgas na alocação dos fatores, a evolução desses fatores quanto ao progresso tecnológico, da eficiência e da produtividade total.

Para tanto, realizarei uma avaliaÃÃo de processo, adotando a metodologia de que conduz a uma avaliaÃÃo em profundidade, como caminho para: identificar e analisar a estrutura, organizaÃÃo e funcionamento da Rede de Pais e MÃes pela Qualidade da EducaÃÃo; analisar se e como ocorre o diÃlogo entre sociedade civil e governo; identificar em que medida a participaÃÃo se perfaz no nÃvel das tomadas de decisÃes. Neste trabalho, estudamos os órgãos colegiados de participação: os conselhos instituídos na Secretaria Municipal de Educação de Campinas (SP), a fim de compreender como se deram as relações entre eles e os gestores da secretaria, na elaboração de políticas de formação continuada de professores. Estudar esta formação é dizer da importância dos profissionais e da forma como se constituem, a relevância da educação, o papel do Estado, os recursos, projetos, tempos, locais; enfim, como as instituições educacionais lidam com os saberes, as necessidades e as possibilidades dos professores. Todavia esta organização não garante a elaboração de políticas de formação para a área, considerando os encaminhamentos e decisões daqueles coletivos; em muitos casos, são assumidas as orientações político-partidárias, o que implica em responder às exigências mercadológicas à qualificação para atender as necessidades cotidianas. A análise documental e entrevistas compuseram a metodologia juntamente com a análise de conteúdo (BARDIN, 2000); assim como a construção de temas como configuração e interdependência (ELIAS, 1980); semiformação (ADORNO, 1996); e qualificação para o trabalho (SOUZA, 2005 e KUENZER, 2002), foram utilizados para a análise dos dados. O estudo da participação possibilitou-nos apreender a organização, o funcionamento e as ações dos conselhos instituídos na SME, no período de 2001 a 2008, nas gestões aqui denominadas de "do PT" e "do PDT" - respectivamente - em que a representação da sociedade civil organizada - através da constituição da democracia - encontra possibilidades de influir nos desígnios dos desenhos de políticas pública, neste caso, para a área educacional. Juntamente com esse tema, ampliamos o estudo - a partir de uma necessidade de qualificar a pesquisa sobre participação - trabalhando, também, com as políticas de formação continuada dos professores das escolas municipais de Campinas, através da organização da estrutura administrativa do Sistema Municipal de Ensino. A existência de uma estrutura organizacional que sustenta - ao longo de quase trinta anos - as ações de formação continuada de professores nesta secretaria possibilitou consolidar uma cultura da participação em certames de formação continuada, contudo isto não garante que a coloração políticopartidária deixasse de interferir nos desígnios desta política, originando desenhos para atender às necessidades expressas pelos organismos nacionais e internacionais que fomentam a educação. / Abstract: The coexistence in groups of people, from the constitution of individuals in relation to each other - living with times that are considered the possibilities of collective decisions to preserve this form of organization - contributes to the achievement of democracy; times are considered the needs, aspirations and opinions of more people, the community. We studied the collegiate bodies to participate: the councils in the Secretaria Municipal de Educação de Campinas (SP), in order to understand how they have relationships between them and managers from the Secretaria, in developing policies for continuous training of teachers. To study this training is to say the importance of professionals and how they are, the importance of education, the role of the state, resources, projects, times, locations, and finally, as educational institutions deal with knowledge, needs and opportunities for teachers. But this organization does not guarantee the development of training policies for the area, considering the paths and decisions of those collective, in many cases, the guidelines are assumed political party, which implies job market meet the qualification requirements to meet the daily needs. Document analysis and interviews formed the methodology together with content analysis (BARDIN, 2000), as well as construction issues such as configuration and interdependence (ELIAS, 1980); semiformação (ADORNO, 1996) and qualification for the job (SOUZA, 2005 and KUENZER, 2002) were used for data analysis. The study of participation enabled us to grasp the organization, functioning and actions of established councils in the SME from 2001 to 2008, the managements of the denominated "PT" and "PDT" - respectively - in which the representation of civil society - through the establishment democracy - is possible to influence the designs of the designs of public policy in this case to the education sector. Along with this theme, we extend the study - from a need to enhance research participation - working also with the policies of continuing education of teachers in public schools in Campinas, through the organization of the administrative structure of the Municipal Education . Baseando-me nos estudos da história cultural (CERTEAU, 1994; GIARD, 2009; MAYOL, 2009) e do letramento na perspectiva da esfera escolar (BUNZEN, 2009 e 2010; KLEIMAN, 1995 e 2001), analisei, especificamente, práticas de usos da escrita e da leitura, vivenciadas na Educação Infantil da rede municipal de ensino de Campinas, as quais envolveram um caderno de recados, um exercício escolar, um contrato de estágio e um planejamento de ensino. Respectivamente, em duas dessas práticas, participei na condição de professora e, nas outras duas, na condição de orientadora pedagógica e de diretora educacional. Como escolha metodológica, procurei indicar aos leitores os caminhos das análises, descrevendo-lhes o entrelaçamento de minhas relações sociais com a pesquisa, revelando as condições de produção em que ela se sustentou. O letramento escolar fora compreendido por mim como algo em mudança e em construção contínua pelos sujeitos que compartilham o trabalho pedagógico cotidiano na escola. As práticas de usos da escrita e da leitura foram analisadas como práticas heterogêneas, combinatórias, que se modificam com um pequeno toque, um pormenor, embora possa haver nelas uma aparência de conservação, monotonia e de repetição. / Abstract: The present study aims to understand how the writing and reading practices happen on the school environment, on the teaching working places and on the educational manegement. Based on the Cultural History background (CERTEAU; 1994; GIARD; 2009; MAYOL; 2009) focused specifically on the writing and reading placed on the public schools for children in Campinas - Sao Paulo, Brazil - which included the analyses of a booknote, a school exercice, a contract as a trainee and an educational plan. In two of these practices I have worked as a teacher and in the other two I have worked as a pedagogical advisor. As a methodological principle, I have tried to suggest to the readers the way to do the analyses, describing my experiences with the research and all the social links involved in it, revealing the conditions on what it was based. I understood that the literacy procedure was in a continuous change and building by the actors that shared the daily pedagogical work at the school. This diploma thesis provides information on the subject of supporting beginning kindergarten headmasters. It deals with the changes of this support from 1990 until the present. The objective of this diploma thesis is to find out the opinions of the headmasters of pre-primary education schools in Prague concerning the support provided by the state, school authority, middle management, the previous headmaster, other colleagues and educational institutions upon taking up their the post. The theoretical part introduces the basic terms connected with the headmaster's managerial functions and competences as well as with the historical development of the kindergarten headmaster's function in relation to the support received upon taking up their post. It points out the necessity of external support of headmasters during their career, especially in its beginning. The Management of the education is the five years old filed of study of the Faculty of Education of Charles University in Prague. This dissertation is looks for some trends of this field, based on all dissertations of the department for the period 2012-2016. The dissertation also provides an overview that is good for understanding of important concepts such as management, school management, educational policy or management ef education. The main goal of this dissertation is to map the development of topics and contents that have appeared during the last five years in the dissertation of the department, to analyze the problems that were most often encountered and to find out which factors influenced the selection of themes and the whole process.
