De acordo com o discurso oficial presente nas agências de fomento à atividade, nos órgãos governamentais e na grande mídia, o turismo é um setor responsável pela criação de grande quantidade de postos de trabalho e geração de renda para o país. No entanto, em outra vertente de análise, quando identificamos a real quantidade de postos de trabalho criados e a qualidade dos mesmos percebemos que o discurso parece não se refletir na prática. Visando investigar a presente situação este estudo tem por objetivo identificar as principais características do trabalho no turismo no Brasil. Para tanto, realizamos um trabalho de pesquisa para levantar o total do pessoal ocupado, a distribuição geográfica, além de aspectos demográficos e ocupacionais do trabalho no setor, onde identificamos sinais de forte informalidade, baixos salários, extensas jornadas, baixa qualificação e precarização. Este levantamento mais acurado permite um melhor entendimento do emprego no setor, bem como importantes aspectos da organização do próprio turismo no país. / According to the official speech, present in the activity promotion agencies, in government agencies and in the mainstream media, tourism is an industry responsible for creating a large number of jobs and generating income for the country. However, in another aspect of analysis, when we identify the real number of jobs created and the quality of the same, we realize that the speech does not seem to be reflected in practice. Aiming to investigate the present situation, this study aims to identify the main characteristics of labour in tourism in Brazil. To do so, we carried out a survey to collect the total number of employees, geographical distribution, demographic and occupational aspects of the labour in the sector, identifying signs of strong informality, low salaries, long hours, low qualification and precariousness. This more accurate survey, however, will allow a better understanding of labour and employment in the sector, as well as aspects of the organization of tourism itself in the country.

global markets have suffered many deep changes and some categories and
businesses have vanished while others have been created. Among the new ones,
the informal sector has arisen strongly and this study is exactly about this issue

This study aims to codify the different concepts of informality and its subsystems in
order to have a better understanding of this relevant and meaningful economic
sector for Brazilian market, consistently aiming to subsidize initiatives in the
subsystems supported by the public sector. Methodologically, this study brings for
discussion the dynamics and standards of Brazilian labor market since the 90 s by
thoroughly and critically describing the customs opening and its consequences to
national productive sectors, denationalization, informal sector, informal activities,
regionalisms, informal work characteristics and its categories. It discusses the
concept of informality, residual concept and informality consequences, cost and

extinguindo categorias e setores e gerando outras. Dentre esses setores, surgiu

Tem como objetivo sistematizar os diferentes conceitos de informalidade e de
seus respectivos subsistemas a fim de entender de forma mais consistente esse

Nuances e interfaces da informalidade na cidade de Palmas: subsídios à compreensão da relação capital/ trabalho no capitalismo contemporâneoCerqueira, Eder da Silva 16 February 2012 (has links)
Esta pesquisa teve como ponto de partida o reconhecimento da existência de parcelas da
população que sempre tiveram de recorrer ao mercado informal de trabalho para
garantir sua sobrevivência. No Brasil, a configuração do mercado de trabalho
diferencia-se da dos países desenvolvidos, sobretudo dos da Europa, onde houve a
formação de um Estado de Bem-Estar social pleno.
Desde meados dos anos 1980, com a reestruturação produtiva e intensificação (neo)
liberal, tem se assistido a uma (re) configuração na relação capital x trabalho, que tem
tido como principais consequências menor oferta de postos de trabalho formais, além de
intensificar e precarizar as condições de trabalho. Desde então, tem crescido o número
de trabalhadores que não conseguem encontrar uma ocupação no mercado de trabalho
formal, restando-lhes a “opção” de exercer suas atividades laborais na informalidade.
O presente estudo tem como objetivo compreender a gênese da informalidade na cidade
de Palmas, capital do Estado do Tocantins. Grande parte das teorias que explicam a
informalidade, baseia suas teses no argumento de que esse fenômeno decorre da
diminuição dos postos de trabalho no setor industrial. Porém, observa-se que também,
em regiões/ cidades que não possuem uma significativa participação do setor industrial
na atividade econômica, existe uma grande parcela de trabalhadores atuando no setor
informal.
Quais são as causas da manifestação da informalidade nessas localidades? Quais são as
principais variáveis que contribuem para que esse fenômeno se manifeste também
nessas regiões? Existem fatores de ordem moral/ cultural/ psicológico/religiosos que
influenciam na configuração desse fenômeno? Quais as vantagens e desvantagens são
atribuídas ao emprego e ao trabalho no mercado informal pelos trabalhadores que atuam
no mercado informal? Enfim, qual é a gênese da informalidade em uma localidade onde
a produção fabril foi, e é insignificante do ponto de vista de sua participação percentual
na atividade econômica?
Para tentar compreender essas indagações, foram analisadas entrevistas realizadas com
trabalhadores residentes na cidade de Palmas que exercem suas atividades laborais no
mercado de trabalho informal. As trajetórias de trabalho analisadas demonstram a
complexidade da questão do trabalho no mercado informal. De posse dos dados obtidos
por meio das entrevistas, pudemos conhecer melhor a heterogeneidade e a
complexidade que envolvem o universo do mercado de trabalho informal brasileiro,
tendo sido revelados aspectos que se restringem aos bastidores no cotidianos desses
trabalhadores. Há, sem dúvida, um universo latu sensu que envolve o mercado de
trabalho informal. Porém, o universo das ruas revelou-se ser este um universo muito
mais complexo e heterogêneo do que possa parecer. / This research had as its starting point the recognition of parts of the population who
have always had to resort to the informal labor market to ensure their survival. In Brazil,
the configuration of the labor market differs from that of developed countries, mainly
from Europe, where there was formation of a state of full social welfare.
Since the mid-1980s with the restructuring of production and intensification (neo)
liberal, has seen the (re) set in relation to capital x work, which has had major
consequences as a lower supply of formal jobs, and enhance and precarious working
conditions. Since then, a growing number of workers who can not find a job in the
formal labor market, leaving them the "option" to exercise their activities in the
informal labor.
The present study aims to understand the genesis of informality in the city of Palmas,
the capital of the State of Tocantins. Most of the theories that explain the informality,
base their arguments on the argument that this phenomenon results from a reduction of
jobs in the industrial sector.However, it is observed that also in regions / cities that do
not have a significant participation of the industrial sector in economic activity, there is
a large portion of workers working in the informal sector.
What are the causes of the manifestation of informality in these localities? What are the
main variables that contribute to this phenomenon also manifests itself in these
regions? There are factors of moral / cultural / psychological / religious influence in
shaping this phenomenon? What are the advantages and disadvantages are attributed to
the employment and work in the informal workers who work in the informal
market? Anyway, what is the genesis of informality in a location where industrial
production was, and is insignificant in terms of its percentage share in economic
activity?
To try to understand these questions, we analyzed interviews with workers living in the
city of Palmas performing their work activities in the informal labor market. The work
trajectories analyzed show the complexity of the issue of informal work market. Armed
with the data obtained through interviews, we could better understand the heterogeneity
and complexity involving the universe of informal labor market in Brazil, having been
revealed aspects that are restricted to everyday scenes in these workers. There is
undoubtedly a broad sense that the universe involves the informal labor market. But the
universe of streets turned out to be a universe that much more complex and diverse than
it may seem.

regularization with participation in a subdivision located in the Municipality of
Taboão da Serra, São Paulo metropolitan region. The main objective of this
study is to see what were the intricacies of the power circuit in which this
form of participatory management was present and how were their clashes
and confrontations. Are inserted into this circuit to municipal public
administration represented by the Municipal Housing and Urban
Development, the instances of popular representation within the field of
activity in the regulation of subdivision and local actors.
Popular participation is set to direct mechanisms of representation,
combining the concepts of participatory and deliberative democracy, aiming
to expand the traditional spheres of political decisions, typical of
representative democracy. The main hypothesis to be achieved by this
study is to detect conditions which, in the process of regularization of the
settlement were implemented to make it happen for deliberation and social
control of public administration.
To develop this study were considered as methodological resources
contributions and theoretical reflections, documentary and bibliographic
survey, field research, secondary data analysis and interviews with key
actors involved in the process of regularization of the area in question / Esta Tese tem como objetivo desenvolver um estudo de caso sobre o
processo de regularização fundiária com participação popular em um loteamento
localizado no Município de Taboão da Serra, região metropolitana de São Paulo.
O objetivo principal deste trabalho é constatar quais foram os meandros
do circuito do poder em que a gestão participativa esteve presente e como foram
seus enfrentamentos e confrontos.
Estão inseridos neste circuito a administração pública municipal
representada pela Secretaria Municipal de Desenvolvimento Urbano e
Habitação, as instâncias de representação popular inseridas no campo de
atuação da regularização do loteamento e os atores locais.
A participação popular está configurada em mecanismos de
representação direta, combinando os conceitos de democracia participativa e
deliberativa, objetivando ampliar as esferas tradicionais de decisões políticas,
próprias da democracia representativa. O foco principal a ser alcançada por este
estudo é detectar quais as condições, dentro do processo de regularização
fundiária do loteamento, foram implementadas para que acontecesse à
deliberação e o controle social da gestão pública.
Para o desenvolvimento deste estudo foram consideradas como recursos

Esta pesquisa constrói o argumento de que a indústria lítica de Abrigos Vermelhos não corresponde à falta de padronização técnica ou a degeneração das habilidades dos artesãos ocorridas a partir de repertórios tecnológicos líticos do início do Holoceno. Em interface com a Arqueologia de Lugar, a noção de contexto é utilizada para substituir esta argumentação, pela noção de intencionalidade de produção deste conjunto artefatual em meio à relação estabelecida com outros vestígios arqueológicos no sítio, preferivelmente à noção de informalidade, de oportunismo e de irregularidade dos procedimentos técnicos atribuídos habitualmente à produção lítica do período de transição entre horizontes caçadores-coletores e ceramistas. / This research builds the argument that the lithic industry from Abrigos Vermelhos does not correspond with a lack of technical standardization or with the degeneration of the ability of the craftsmen that occurred since the lithic technological repertories of the beginning of the Holocene. Interfacing with the Archaeology of Place, the idea of context is used to replace this reasoning with the idea of intentionality of production of this set of artifacts amidst the stablished relation with other archaeological remains on the site, preferably to the notion of informality, opportunism and unevenness of the technical procedures usually assigned to the lithic production of the transition period between the hunter-gatherer and potter horizons.

Esta pesquisa discute as transformações que vêm ocorrendo nos tradicionais mercados populares do centro de São Paulo (Brás, 25 de Março e Santa Ifigênia), a partir das chamadas galerias e feiras da madrugada. Atualmente, milhares de revendedores, vindos da periferia da cidade, da região metropolitana, do interior do Estado e também de outros estados, direcionam-se a estas regiões em busca de oportunidades de negócios. Além de brasileiros, encontram-se, nesses espaços, bolivianos, chineses, paraguaios, peruanos, libaneses, angolanos, entre outros, atuando seja na distribuição de uma produção local, seja como importadores ou, ainda, como compradores que visam revender as mercadorias em seus países de origem de modo que esses locais passaram a dialogar de outra maneira com a economia urbana da cidade. As formas de controle e fiscalização que incidem sobre estes espaços também se alteraram, tanto por meio das políticas de formalização de certas práticas, que são toleradas e até incentivadas, como através do recrudescimento da repressão policial, que em determinados comportamentos e práticas passam a ser combatidos e reprimidos. A pesquisa procurou problematizar os agenciamentos locais que se constituem em torno do desenvolvimento desses mercados populares, as formas de regulação, práticas de controle e fiscalização de diferentes agentes estatais e a dinâmica dos atores localmente situados. Trata-se de problematizar tais agenciamentos, como eles se formam no entrecruzamento de circuitos de mercadorias de diferentes procedências, quais são as mediações em jogo e de que maneira eles se conectam com as novas formas de gestão da produção e estratégias de circulação e distribuição comercial / This research proposes a discussion on the transformations that have been taking place at the popular tradicional markets in São Paulo downtown, which are: Brás, 25 de março e Santa Ifigênia, through the so called galleries and late-night-early-morning faires. Nowadays, thousands of resellers, coming from the peripheral areas of town, from the metropolitan region, from inter-state and from other states, go into those areas searching for trade oportunities. Besides Brazilian people, these areas receive people from Bolivia, China, Paraguay, Peru, Leban, Angola, among others, who act as distribuitors of local produce, importers of products and buyers who aim at reselling the goods in their original countries. This way, these places have started a different dialogue with the urban economy of the city. The control and fiscalization applied to these spaces have also changed, not only through the policies of formalization of certain practices that are tolerated, and even incentivated, but also through the recrudescence of the police repression, in which certain behaviors and practices have begun to be fought against and repressed. This study made an attempt to problematize the local assemblages that constitute themselves around the development of these popular markets, amidst regulation ways, practices of control and fiscalization done by different state agents, and the dynamics of the locally placed actors. It is about problematizing these assemblages, the ways in which they are formed in the intersection of goods circuits coming from different origins, which the mediations in play are and in which way they are connected with the new management forms and strategies of commercial circulation and distribuition

Therefore, we assume that poverty and inequality reach a significant portion of the world population, in a context where the working class family is seen as an alternative to face the multiple expressions of social issues. Thus, before the changes of Productive Restructuring, marked by flexibility, outsourcing and casualization of labor relations in the world, the working class family must find ways to ensure their survival. In this direction, we discuss the advances, limitations and challenges posed to the Social Assistance Policy in contemporary, situating this context, the role of the state. Furthermore, we discussed the functionality of informality to the capitalist system, showing how capital appropriates of informal work, placing it in its logic, and thus makes the capital-labor ratio increasingly predatory, inhuman and unequal. The methodological procedures for the preparation of this study constitute a literature and documentary, beyond 10 semi-structured interviews directed to users of CRAS-Paju?ara, participants of training courses for the period 2010-2011. In light of the critical-dialectical rationality, and in a context where informal work has increasingly been co-opted as an alternative to huge unemployment in the same direction in which the welfare rises in tackling social inequality, the scope of this study, discusses and reveals the truths and misconceptions that surround this bourgeois discourse, in times of crisis of capital, the city of Natal, Brazil / A disserta??o ora apresentada gestou-se do interesse de analisar a atua??o do Estado, atrav?s da materializa??o dos cursos profissionalizantes, no processo de inser??o dos usu?rios do CRAS-Paju?ara na informalidade. pesquisa se prop?s a compreender como trabalhadoras desta atividade em espec?fico
desenvolvem os sentidos e significados do seu trabalho. Utilizou-se o arcabou?o

Engestrom fundamentado na Psicologia Hist?rico-Cultural de Vygostky, e o processo de

sujeito e objeto da atividade. / Understood as the locus of precariousness, female labor has established itself as an
allegory for the study of forms of exploitation in the labor market, since it embodies the
attributes of activity without public regulations and the protection of rights, essentially
domestic and poorly paid. In this sense, the Direct Selling (VD) as an occupational
arrangement aimed at the female insertion incorporates these characteristics, especially
in the scenario after productive restructuring. Therefore, this research aims to
understand how the workers of this specific activity develop the senses and meanings of
their work. This study is based on the theoretical-methodological framework of the
Theory of Activity, advocated by Engestrom on Vygotsky's Historical-Cultural
Psychology, and the process of meaning making, were used to understand that the
senses, meanings and activity are integrated constructs that organize psychological
development. This research was exploratory and comprehensive, with a mixed design
and aimed to understand how meaning are processed through the mediations that cross
the VD activity in its real and concrete terms in two concomitant phases. This research
included 270 female workers in their first phase and 6 in their second phase. In these, a
socio-professional questionnaire and semi-structured interviews were applied. The
results indicate the interrelation between the components of the activity and the
construction of the meaning, especially at the levels of the subject and object of the
activity.

[pt] O Mercado de trabalho brasileiro passou por mudanças significativas entre 2003 e 2012. A desigualdade de salários, informalidade e desemprego caíram enquanto o salário mínimo real subiu. Evidências empíricas recentes sugerem que o papel das firmas foi importante nesses processos. Este artigo tem dois aspectos principais. Primeiro eu proponho um modelo de search e mathching com firmas e trabalhadores heterogêneos que leva em conta diversos atributos do mercado de trabalho brasileiro como informalidade,
desemprego, salário mínimo e desigualdade de salários entre e intra firmas. Em seguida, com o modelo estimado que replica momentos importantes do mercado de trabalho em 2003, eu proponho exercícios contrafactuais para quantificar os determinantes por trás da redução da desigualdade de salários no Brasil. Os resultados do modelo sugerem que as mudanças no valor real do salário mínimo e da composição educacional da força de trabalho explicam grande parte da redução da desigualdade de salários no setor formal, mas são fatores mais limitados na redução da desigualdade de renda na economia como um todo. / [en] The labor market in Brazil had significant changes between 2003 and 2012. Wage inequality, informality and unemployment decreased while the real minimum wage rose. This paper has two major features. First, I propose a search and matching model with heterogeneous firms and workers that takes into account several attributes of the Brazilian labor market such as informality, unemployment, minimum wage, wage variance between and within firms and the educational composition of the workforce. Then, with an estimated model that fits important moments of the labor market in 2003, I make counterfactual exercises to quantify the determinants beneath the reduction of wage inequality. Results from the model suggest that changes in the real value of the minimum wage and the educational attainment of the workforce explain most of the reduction of wage inequality in the formal sector, but are more limited factors in the reduction of wage inequality in the whole economy.
