S'engager dans le processus de mise en place de l'écotourisme dans les pays en voie de développement nécessite aujourd'hui, une réelle stratégie afin d'aider les décideurs à s'assurer de la durabilité des aménagements touristiques de leur territoire. Plus encore, s'agissant des espaces désertiques, il y a urgence à construire un modèle de mise en œuvre des projets écotouristiques applicables dans ces milieux vulnérables et basé sur le concept d'optimum écotouristique développé par Jean-Pierre LOZATO-GIOTART (2003, p.306) qui prône une synergie entre leurs différents composantes : intervenants, ressources (naturelles et culturelles), communautés locales et visiteurs… c'est-à-dire un "équilibre entre pratiques de loisirs et préservation des territoires d’accueil". La création d'une grille d'indicateurs d'écotourisme spécifique aux espaces désertiques est une approche qui pourrait aider à construire des programmes de développement selon les principes de l'optimum écotouristique. Aussi, l'application du concept de l'optimum écotouristique dans le sud-ouest du Sahara algérien, grâce au projet-pilote écotouristique à la Daïra de Charouine, située dans la wilaya d'Adrar, répond de façon appropriée aux stratégies de développement local des régions du Sud de l'Algérie, dont la grande majorité est cataloguée comme pauvres, bien que leurs richesses en biodiversité et culture aient déjà été recensées.Cette étude de cas ouvre une nouvelle vision sur la réflexion à mener à propos des indicateurs de durabilité en écotourisme en vue de leur application effective dans le contexte de planification et de gestion des projets dans les milieux désertiques. / Launching the process of establishing ecotourism in developing countries requires today a real strategy to help decision makers to ensure the sustainability of tourism development in their territory. Furthermore, with regard to desert areas, there is urgency to build a model of implementation of ecotourism projects applicable in these vulnerable areas and based on the concept of ecotourism optimum developed by Jean-Pierre Lozato-Giotart (2003, p.306) that promotes synergy between their different components: actors, resources (natural and cultural), and visitors local communities ... that is to say, a "balance between recreation and conservation practices of the host territories". Creating a grid of indicators specific to desert areas ecotourism is an approach that could help build development programs based on the principles of ecotourism optimum. Also, the application of the concept of ecotourism in the optimum southwest of the Algerian Sahara, through the pilot project of ecotourism in the Daïra Charouine, located in Adrar, responds appropriately to local development strategies of the southern regions of Algeria, the vast majority is classified as poor, although their wealth in biodiversity and culture has already been identified. This case study opens a new vision to carry on thinking about sustainability indicators ecotourism for their effective implementation in the context of planning and project management in desert environments.

L’obiettivo della tesi è ideare uno schema teorico del concetto multidimensionale di rischio territoriale, applicandolo successivamente ad un caso di studio sulle province italiane.
Nel primo capitolo si delinea uno schema teorico del concetto di rischio territoriale, utilizzando una lettura del fenomeno di stampo sistemico, secondo cui il rischio è correlato positivamente a fattori di vulnerabilità territoriale e negativamente a fattori di resilienza. Il territorio viene rappresentato nelle tre dimensioni della sostenibilità, quella economica, sociale e ambientale, seguendo un approccio olistico.
Nel secondo si applica lo schema teorico ad uno studio sulle province italiane. Si adotta una metodologia di sintesi a passaggi successivi, che prevede l’applicazione di tecniche multivariate. Si giunge ad un sistema di indicatori ed indici sintetici di vulnerabilità e resilienza economica, sociale e ambientale.
Nel terzo si giunge agli indici sintetici di vulnerabilità e resilienza territoriale, confrontando metodi di aggregazione differenti. Si individuano così i sistemi locali più a rischio, perchè più vulnerabili e meno dotati di fattori di risposta al cambiamento.
Si evidenziano elementi di originalità a livello di disegno teorico, per la trattazione del tema nelle dimensioni distinte Economia, Società e Ambiente, e a livello empirico, per l’utilizzo di metodologie di sintesi ibride. / The aim of the work is to provide a theoretical framework regarding the multidimensional concept of vulnerability of local systems, then applying it to a case study on Italian provinces.
The first chapter outlines a theoretical framework of this concept, using a reading of the phenomenon according to a systemic mold, whereby the risk is positively correlated with spatial vulnerability factors and negatively with resilience factors. Region is represented in the three dimensions of sustainability, that is the economic, social and environmental ones, following a holistic approach.
The second one applies the theoretical framework for a study on the Italian provinces. We have adopted a method of synthesis by successive steps, which provides the application of multivariate techniques. We arrive at an indicators system and composite indices of economic, social and environmental vulnerability and resilience.
In the third one we reach the composite indices of vulnerability and resilience of local systems, comparing different methods of aggregation among themselves. Systems are identified as most at risk, because more vulnerable and less gifted with factors of response to change.
Elements of originality are highlighted in terms of theoretical project for the treatment of the theme in the distinct dimensions Economy, Society and Environment, as well as, at empirical level, the usage of hybrid synthesis methods.

L'objectiu central de la tesi és estudiar els processos que permeten aconseguir un desenvolupament local a llarg termini de les ciutats mitjanes a partir de la implantació d'una gran infrastructura com el Tren d'Alta Velocitat (TAV). Es parteix de la hipòtesi que el desenvolupament local urbà a partir del TAV depèn de factors objectius i de factors subjectius (dels subjectes), uns factors que prenen una forma particular en el desenvolupament de les ciutats mitjanes. La tesi es divideix en una primera part teòrica i segona de més aplicada.Diversos autors han arribat a la conclusió que la relació tradicional que s'ha donat entre les infrastructures de transport i territori parteix d'uns paradigmes deterministes, que s'exemplifiquen amb una relació de "causa-efecte". Per aquest motiu, s'han criticat els estudis sobre els efectes socioeconòmics de les infrastructures de transport, així com el mateix concepte d'"efecte". Aquesta crítica es repeteix els estudis sobre el TAV i les ciutats mitjanes, que arriben a la conclusió que el desenvolupament econòmic no és un fet automàtic i que no es poden predir les conseqüències a mig i llarg termini del TAV.El desenvolupament local a partir del TAV, doncs, estaria relacionat amb tres elements principals. En primer lloc, entendre que la ciutat -i el territori- és un fenomen complex i, com a tal, cal abordar-lo des de la teoria dels sistemes complexos. En segon lloc, la gran infrastructura ha de convertir-se en un recurs endogen (interconnexió amb la xarxa local d'actors i territorialització en el milieu de la ciutat) per a que pugui contribuir al desenvolupament. En tercer lloc, la dinàmica de governance dels actors és primordial, i es divideix en la gestió interna de la xarxa local (projecte local) i la gestió multinivell de les administracions.En base als referents teòrics, es construeix una metodologia per avaluar el grau de desenvolupament local que ha comportat el TAV en tres ciutats mitjanes de l'arc mediterrani europeu, Lleida, Avinyó i Novara, situades respectivament a Espanya, França i Itàlia. La metodologia preveu l'estudi d'aspectes tècnics de la ciutat com els de transport (Posició territorial de la ciutat a partir del TAV, Característiques de l'estació TAV), urbanístics (Model urbanístic a escala municipal/urbana, Model urbanístic a escala de l'estació) i econòmics (Diferents projectes econòmics de la ciutat relacionats amb el TAV). També preveu l'estudi d'aspectes organitzatius externs (Els agents supralocals i els seus projectes, Grau de conflictivitat i cooperació en les relacions dels agents locals i supralocals) i interns (Capacitat de creació d'un projecte de ciutat a partir del TAV, Agents que participen en el projecte local i la seva dinàmica, Àmbit territorial dels projectes). Finalment s'efectua una avaluació del procés i dels resultats del desenvolupament local.Com a conclusió es demostra que el procés de desenvolupament local a partir de les grans infrastructures de transport depèn, en bon part, de la capacitat de governance. Depèn, per un cantó, de la capacitat dels agents locals d'elaborar un projecte de desenvolupament i liderar unes estratègies d'aprofitament i, de l'altre, de la capacitat dels agents del territori (estatals, regionals, locals) de crear aliances i cooperació per planificar la infrastructura de transport. Finalment es presenten un seguit de recomanacions a les ciutats que volen planificar l'arribada del TAV per a que contribueixi a un desenvolupament amb les característiques d'eficàcia, sostenibilitat, productivitat i equitat. / The central goal of this thesis is to study the processes that allow to achieve a long-term local development of medium-sized towns from the implantation of a great infrastructure like High Speed Train (HST). Is started from the hypothesis that the urban local development from the HST depends on objective factors and on subjective factors (of subjects), some factors that take a particular form in the development of medium-sized towns. The thesis is divided into a theoretical part and a second applied part. Several authors have concluded that the traditional relationship between transport infrastructures and territory departs of some deterministic paradigms, such a cause-effect relation. For this motive, they have criticized the studies of socioeconomic effects of transport infrastructures, as well as the concept of "effect". These criticisms are made as well to the relation between HST and medium-sized towns. Many authors conclude that economic development is not an automatic fact and that consequences of HST can not be predicted in half and long term.Local development from the HST, then, would be related to three main elements. First, we need to understand that city and territory are complex phenomenons and, for this, it is necessary to approach them from the theory of complex systems. Second, the great infrastructure has to become an endogenous resource (interconnection with the local network of actors and territorialisation in the milieu of the city) to contribute to development. Third, dynamics of governance between actors is fundamental. It can be divided into internal management of local network (local project) and multilevel management of administrations.With regard to theoretical referents, a methodology is constructed to estimate the degree of local development that has entailed HST in three medium-sized towns of European Mediterranean arch, Lleida, Avingnon and Novara, placed respectively in Spain, France and Italy. The methodology proposes the study of technical aspects of the city like those of transport (Territorial position of the city in HST system, Characteristics of HST station), urban planning (Municipal urban planning model, Urban planning model at scale of station) and economy (Different economic projects of the city related to HST). It also proposes the study of external organizational aspects (Supra-local agents and their projects, Degree of conflictivity and cooperation between local and supra-local agents) and internal (Capacity of creation of a local project from HST, Agents that participate in local project and their dynamics, Territorial area of projects). Finally it is made an evaluation of process and results on local development.As a conclusion it is demonstrated that process of local development from great transport infrastructures depends, basically, on the capacity of governance. It depends, on one side, on the capacity of local agents to elaborate a development project and to lead some strategies and, on the other side, on the capacity of territorial agents (state, region, local) to create alliances and cooperation to planning the transport infrastructure. Finally, some recommendations are presented to the cities that want to plan the arrival of the HST and want to produce development with characteristics of efficiency, sustainability, productivity and equity.

Dieu, le capitalisme et le développement local : conflits sociaux et enracinement territorial : étude monographique d'un village québécoisParent, Frédéric 05 1900 (has links)
Inscrite dans la tradition monographique en sociologie et en anthropologie, cette thèse prend pour objet la diversité des pratiques et des idéologies caractéristiques des différents types de populations rurales distingués en fonction de l'enracinement territorial, afin d'apporter un nouvel éclairage sur les conflits sociaux actuels dans tous les milieux ruraux québécois qui surgissent notamment de l'accroissement du nombre des néo-ruraux dont les visions du monde s'opposent à celles des agriculteurs, dont le nombre diminue sans cesse. Prenant un village comme observatoire, il s'agit de rendre compte du mouvement totalisant de l'expérience de la vie en société à la fois dans ses dimensions « matérielles » et « symboliques ». L'étude des principales formes de vie sociale (religieuse, économique et politique) se fait grâce à des méthodes diversifiées: l'observation participante, l'analyse statistique, l'analyse du discours, le travail sur les archives municipales et l'histoire orale.
L'analyse des différentes formes de vie sociale montre que leur organisation est structurée par deux principaux modèles. Le modèle public et communautaire comprend les personnes qui valorisent l'implication de l'État et des professionnels dans la gestion collective de la redistribution des richesses et dans le développement des milieux ruraux. Ces personnes occupent une position économique « marginale » à l'intérieur de la localité et sont plus près des milieux urbains tant par leurs positions que par leurs visions du monde. Quant au modèle privé et familial, il comprend les personnes défendant le rôle prépondérant des réseaux familiaux dans le développement local et la fermeture de la localité face à la concurrence des marchés extérieurs et aux interventions politiques exogènes. Les représentants de ce modèle occupent une position économique locale dominante, mais se sentent de plus en plus dominés politiquement face aux interventions extérieures des représentants politiques régionaux et des professionnels ainsi qu'économiquement à l'échelle mondiale où ils occupent une position dominée. Les oppositions sous-jacentes à ces deux modèles s'inscrivent dans une histoire ancienne qui met en scène d'une part les élites traditionnelles liées à l'Église et les notables francophones scolarisées et d'autre part les élites industrielles et commerciales qui succèdent aux anglophones dès les années 1920. Le sens et le contenu des modèles varient légèrement avec les transformations récentes de la structure familiale et la régionalisation des pouvoirs politiques et religieux. / Pertaining to the monographic tradition in sociology and anthropology, this dissertation is about the diversity of the practices and ideologies of the different kinds of rural populations, which are in turn distinguished according to their "territorial establishment". I aim to shed a new light on the ongoing social conflicts in all of Quebec's countryside that are due to the increase of "new-inhabitants" whose world views are in opposition to the always decreasing farmers. With a village as observatory, I account for the "totalizing movement" of the social life experience in both its material and symbolic dimensions. I study the main forms of life (religious, economic, and political) with multivarious methods: "participant observation", statistical analysis, analysis of discourse, as well as the municipal archives and oral history.
The analysis of the diverse forms of social life shows that they are organized according to two main models: the public and communautarian model, and the private and familial one. The former model comprises individuals who value the State's and professionals interference in the redistribution of goods as well as in the development of the countryside. These individuals occupy a marginal economic position in the village, and their positions and world views are closer to urban individuals. As for the private and familial model, it comprises individuals who defends both the predominant role of family network in the development of the village, and the separation of the village from the exogenous market competition and political interventions. This model's representatives occupy a local dominant economic position, but feel more and more politically dominated in the regional political scene by their representatives and professionals, as well as in the world economy where they occupy a dominated position. The underlying oppositions of these two models are anchored in an age-old history that displays, on the one hand, the traditional elite associated to the Church and the francophone educated notaries, and, on the other hand, the industrial and commercial elite that succeeded to the Anglophones in the 1920s. The meaning and content of the models lightly vary with recent transformations in the family structure and with the regionalization of the political and religious powers.

Dans cette thèse nous analysons l’évolution et les mutations subies par trois sous-systèmes de l’industrie de machines et équipements agricoles au sud du Brésil à travers l’analyse de certaines caractéristiques structurelles de l’articulation territoriale. Notre approche a été celle de la dynamique du territoire. C’est ainsi que nous nous sommes engagés à identifier la dynamique existante dans la création de connaissances et de technologies produites et provenant de l’extérieur. Dans le Chapitre 1 nous étudions l’origine de la discussion concernant le développement localisé dans les pays émergents, dans le but de montrer la pertinence de la littérature marshallienne pour analyser la réalité brésilienne autour de l’expérience des APLs. Dans le chapitre 2 nous couvrons un large ensemble de facteurs qui semblent pertinents pour la compréhension de la relation entre industrie et agriculture ainsi que du développement de l’industrie de machines et équipements agricoles dans la région du plateau du Rio Grande do Sul. Dans le chapitre 3 nous nous consacrons à l’étude du fonctionnement des trois sous-systèmes de la métal-mécanique (Avant-récolte, Récolte et Après-récolte) face aux stratégies des entreprises. Le chapitre 4 est consacré à l’analyse de chacun des trois sous-systèmes autour de quatre points clés : l’organisation de chaque sous-système (les différentes entreprises, les associations commerciales, industrielles et agricoles et les relations entre elles, la technologie, les stratégies d’appui à l’innovation et le marché du travail) ; l’évolution récente du développement et de la spécialisation productive et les relations avec les institutions (le Sebrae et la politique des APLs, les obstacles au développement de l’industrie dans chaque sous-système). Dans ce dernier chapitre nous mettons en relief les points communs entre les trois sous-systèmes sur les mutations et ruptures que l’industrie a connues et l’analyse de la dynamique existante dans chaque sous-système. En conclusion, nous arrivons au constat que, pour favoriser le processus de développement local, une politique d’accompagnement est plus cohérente pour prendre en compte les spécificités et les besoins de chaque territoire afin de réunir les conditions nécessaires à l’émergence des vrais facteurs d’un territoire. / Nesta tese nós analisamos a evolução e as mutações sofridas por três subsistemas da indústria de máquinas e implementos agrícolas no sul do Brasil através da análise de certas características estruturais de articulação territorial. Nossa abordagem foi a dinâmica territorial. É assim que nós nos engajamos a identificar a dinâmica existente na criação de conhecimentos e de tecnologias produzidas e provenientes de fora. No capítulo 1 nós estudamos a origem da discussão referente ao desenvolvimento local nos países emergentes, com o objetivo de mostrar a pertinência da literatura marshalliana para analisar a realidade brasileira em torno da experiência dos Arranjos Produtivos Locais (APLs). No capítulo 2 nós abordamos um vasto conjunto de fatores que parecem pertinentes para a compreensão da relação entre a indústria e a agricultura, assim como do desenvolvimento da indústria de máquinas e implementos agrícolas na região do planalto do Rio Grande do Sul (RS). No capítulo 3 nós nos destinamos ao estudo do funcionamento de três subsistemas da indústria metal-mecânica face as estratégias das empresas. O capítulo 4 é consagrado à análise de cada um dos subsistemas (pré-colheita, colheita e pós-colheita) em torno de quatro pontos-chave: A) a organização de cada subsistema: as diferentes empresas, as associações comerciais, industriais e agrícolas e as relações entre elas; B) a tecnologia, as estratégias de apoio a inovação; C) o mercado de trabalho; D) a evolução recente do desenvolvimento e da especialização produtiva e as relações com as instituições (o Sebrae e a política dos APLs, os obstáculos ao desenvolvimento da indústria em cada subsistema). Nesse último capítulo nós evidenciamos os pontos comuns entre os três subsistemas sobre as mutações e rupturas que a indústria conheceu e a análise da dinâmica existente em cada subsistema. Assim, na conclusão, nós constatamos que para favorecer o processo de desenvolvimento local, uma política de acompanhamento é mais coerente para levar em consideração as especificidades e as necessidades de cada território a fim de reunir às condições necessárias a emergência de verdadeiros fatores de um território. / This thesis concerns the evolution and mutation suffered by three subsystems of agricultural machinery industry and agricultural implements in the south of Brazil by analyzing certain cultural characteristics of articulation of territory. The approach was the territorial dynamic. The aim was to identify the dynamic which exists in the creation of knowledge and technology produced outside the territory. In chapter 1 we studied the discussion about the local development of emerging countries, with the objective to show the pertinence of the marshallian literature to analyze the Brazilian reality with the experience of the Local Productive Arranges (APLs). In chapter 2 a wide range of factors were studied to the comprehension of the relation between industry and agriculture, with the development of the machinery and agricultural implements in the plateau region of “Rio Grande do Sul – RS” - Brazil. In Chapter 3, the aim was the study of the operation of three subsystems in the metal mechanical industry in relation to the strategy of the industries. In chapter 4, each subsystem was analyzed (pre harvest, harvest and postharvest) considering four key points: A) Organization of the subsystem: the different industries and the commercial associations of industry and agricultural and their relations; B) The technology of support for innovation; C) the job market; D) The recent evolution of development and productive specialization and the relations with the institutions responsible for this segment in Brazil (Sebrae and APLs) and the obstacles to the industry development in each subsystem). In this last chapter the common points of the three subsystems about the mutation and ruptures that the industry met and the analysis of the existing dynamic in each subsystem. So, in conclusion, it was found that in order to favor the local development, a follow up is more coherent to consider the specification and the needs of each territory in order to unite to the necessary conditions to favor the arise of the essential variables of a territory.

Previous issue date: 2008 / This essay aims to discuss local development under the prospect of coordinated intervention of multiple organizations, considering different thematic areas of action, different economic sectors and regions of origin; structured in different methodologies and owners of different social technologies field of expertises. Search to identify determinants, facilitators, and restrictive factors of cross sectorial and cross organizational coordination processes for a common purpose. The field research was conducted at a region of State of Minas Gerais, Brazil, where a group of 13 organizations that fit the profile described above, joined up to work jointly, facilitating the environment for local development. The region is between those with the lowest incomes in Brazil. The objective of this study was to verifry what extent the practices implemented by the organizations context (the municipality in question has population of less than 40.000 inhabitants), are contributing to the formation and / or strengthening of a local scene of more opportunities that compete for the quality of life of the population. To meet this goal were interviewd 52 citizens between representatives of organizations, the government, civil society and citizens directly benefit from the Sustainable Araçuaí iniciative, using the semi-structured interview. The result has been the relationship between partnerships determining factors, facilitators and restrictive labour, structured on a conceptual map, and the perception of the impact that these actions have caused coordinates the council from the perspective of the interviewees. / Esta dissertação tem como objetivo discutir o desenvolvimento local sob a perspectiva de intervenção coordenada de várias organizações, considerando serem estas oriundas de diferentes áreas temáticas de ação, diferentes setores econômicos e regiões de origem; estruturadas em diferentes metodologias de trabalho e, ainda, detentoras de expertise em diferentes tecnologias sociais. Busca identificar fatores determinantes, facilitadores e restritivos em processos de coordenação intersetorial e interorganizacional em prol de um objetivo comum. A pesquisa de campo foi realizada na cidade de Araçuaí, no Vale do Jequitinhonha, região do Estado de Minas Gerais, Brasil, onde um grupo de treze organizações que se encaixam no perfil acima descrito uniu-se para trabalhar em conjunto, promovendo iniciativas para o desenvolvimento local. A região está entre aquelas de mais baixa renda no Brasil. O estudo procurou verificar em que medida as práticas aplicadas pelas organizações nesse contexto (o município em questão tem população de menos de 40.000 habitantes) contribuem para a formação e/ou fortalecimento de um cenário local com mais oportunidades que concorram à qualidade de vida da população. Para atingir esse objetivo, foram entrevistados 52 cidadãos, dentre eles, representantes das organizações que integram a iniciativa, do poder público local, e cidadãos beneficiados diretamente pelo Programa Araçuaí Sustentável, utilizando a entrevista semi-estruturada. O resultado desse trabalho foi a estruturação de um mapa conceitual que indica a relação entre os fatores que determinam, facilitam e restringem o trabalho entre as organizações e a análise da percepção do impacto que essas ações coordenadas têm causado no município a partir da perspectiva dos entrevistados.
