L'attractivité des territoires vis-à-vis des investissements directs étrangers constitue, avec l'ouverture accrue des espaces économiques et politiques, un élément clé de l'intensification des flux d'échanges et d'investissements.Pour tous les pays et, plus particulièrement, pour ceux ne disposant pas d'un marché national important, l'établissement d'un diagnostic d'attractivité et la détermination d'axes prioritaires de développement constituent une démarche fondamentale applicable particulièrement à l'exemple du Luxembourg, une économie considérée comme une petite économie mature ouverte (PEMO).A travers cette recherche, on s'attachera à appliquer et à adapter un modèle d'analyse des fondements de l'attractivité, puis un modèle de détermination des orientations économiques et institutionnelles à privilégier.Cette recherche conduit à définir une démarche prospective structurée, appliquée à la PEMO considérée :- en partant de l'établissement d'une liste de déterminants de compétitivité et d'attractivité ayant potentiellement trait à une PEMO en général, validée ensuite pour le cas concret du Luxembourg par un panel de décideurs ;- en permettant l'établissement d'un diagnostic d'attractivité portant sur la situation actuelle de la PEMO considérée ;- pour déboucher sur la détermination d'activités prioritaires et de profilsd'investisseurs directs étrangers à privilégier, dans un " espace de référence " géo - sectoriel reconsidéré.Cette recherche devrait permettre d'identifier les secteurs d'investissement les plus attractifs pour les entreprises étrangères dans une PEMO comme le Luxembourg.

Challenges to effective treaty-making in contemporary transnational commercial law : lessons from the Cape Town Convention

This thesis is the first detailed and comprehensive research of the history of the 2001 Convention on International Interests in Mobile Equipment (the 'Convention' or 'CTC') and its protocols. It is submitted that the quality of response to the various challenges of the treaty-making process can serve as a measure of a convention's success, and that the unique characteristics of the CTC make it a prime target for such research. The author identifies and analyses the most problematic issues in the process of development of the Convention and its protocols, including the latest draft protocol on mining, agricultural and construction equipment. This research focuses on the documentary history of the CTC and its Aircraft Protocol (as the only protocol currently in force), relying primarily on the materials published by UNIDROIT and other international organisations, and shows that not all of the challenges found an adequate response in the Convention. Nonetheless, the shortcomings pale in comparison with the Convention's achievements: the CTC has created a highly effective machinery for regulating international interests in mobile assets. The author does not perform empirical ex post analysis of implementation of the Cape Town Convention, but this thesis will form a solid background for such research in the future. This study, apart from its scholarly importance, has clear practical value: its conclusions (including a number of treaty-making lessons originating from this research) can assist governmental officials, representatives of international organisations and legal advisors (both external and internal) participating in the treaty-making process and, it is hoped, will strengthen he attractiveness of conventions as an instrument of harmonising commercial law in the future.

Qualifying work has interdisciplinary charakter. This work is concentrate on knowledge of history and culture of age last members of Přemysl´s dynasty and the first members of Luxembourg´s dynasty. The primary aim of work is to identify the conditions under which there is courtly literature and minnesing on the courts of these rulers. Next aim is using the comparative method to define the basic topics in prose and poetry. The secondary aim is recognizing influence of German and Latin literature domestic and foreign on literature written in Czech. The work ?Minnesing and court literature at the court of last members of Přemysl's dynasty and the first members of Luxembourg's dynasty? deals with years 1283?1306 and 1310?1333 taking into account also past years.

This study investigates different ways of efficiently educating learners to become bi- or multilingual. In the introduction relevant background information concerning the definition of bilingualism is given and related issues are being discussed, such as language learning, language awareness, bilingual instruction and bilingual education models. Human beings are characterised by language, but also by social and cultural tradition. In the context of globalisation pluralism and multiculturalism are common factors affecting even previously isolated communities. Bi- and multilingualism are some of the strategies of adaptation to this reality. It can be assumed, that this development will continue rapidly as the inhabitants of the global village grow in and adapt to this realisation. In countries with a history and tradition of multilingual and bilingual education like South Africa, Canada, Luxembourg and Belgium and also in countries where immigration results in issues of multilingual and bilingual challenging society like in the USA one finds a great variety of answers to these problems posed. The situation in Germany is different, because bilingualism became an issue only fairly recently due to the actual demands brought by the European union. In South Africa the social context determines largely that people are inclined to bi- and multilingualism and the educational system tries to promote this predisposition by means of bi- or multilingual models in schools, so that the learners become efficient facing the bi- and multilingual challenges of their diverse and pluralistic society. In the USA on the other hand the need arises to provide for minority groups, so that they can retain their mother tongue (e.g. Spanish) while becoming fluent in the predominant language (i.e. American). Lastly the new development of the European Union has led Germany to actively promote bi- und multilingual education to aid the integration of Germans in the Union. The various models developed in these countries are studied in the wide variety of their different social and historical contexts. The main part of the study comprises a systematic overview of the various bilingual education models that are being implemented in different countries. These countries include the USA, Canada, Germany, Luxembourg, Belgium and lastly and more detailed, South Africa. A number of different circumstances surrounding bi- or multilingualism in the various countries have given rise to a large variety of models attempting to address the challenges posed by the various issues. A number of different goals have been addressed and the results have been just as varied. This leads to a concluding comparison of the western and European models with those of the South African models. Much research has been done on bi- and multilingualism and specifically bilingual education, as humans since earliest times were concerned with this subject. For my study I have relied mainly on more recent sources (1990 to the present) from the USA, Canada and Germany. However as the academic study of this issue has been going on for quite a time in some countries like South Africa, I have also referred to older books and journals (1945<). Kronor, kransar och diadem som rollsymboler i Rubens målningar över Maria de’ Medicis liv / Crowns, wreaths and diadems as role symbols in Rubens’s Marie de’ Medici Cycle

This is a study on crowns, wreaths and diadems as role symbols in Peter Paul Rubens’s 24 paintings for Marie de’Medici in Paris, 1622 – 1625. In these paintings, historic facts are shown with the addition of mythological gods and their symbols giving allegorical scenes, where sometimes also Christian symbols or subjects can be traced. A reader of these painted motifs therefore can choose to see the symbols as regal, Christian or mythological. The crown and the wreaths rarely present a challenge in modern interpretations, but the magnificent diadem does. Rubens chooses this diadem for higher goddesses, and for the queen a couple of times too. For some reason, this symbol is mostly misread in analyses. At this point in history, the crowns and the wreaths have been collected from divine spheres and turned into physical objects on earth used by the high and mighty. The large diadem has not; it is still only a symbol on a goddess. If and when put on a human in a portrait, the symbol gives the lady the abilities and characters of a goddess. Rubens uses his own design when turning this symbol into a physical picture;it is a high, pointed diadem with pearls and coloured gems set in gold. He has used it on goddesses both before and after the Medici commission. Today, we have seen numerous spectacular headpieces like this from late 18th century an onwards, wherefore it is an easy mistake to believe that Rubens copied what he saw instead of, as he actually did, foreboding a coming fashion. In addition to confirming this, I also suggest that it is the highest goddess Juno queen Marie is personifying. Juno is mostly known today as a goddess for women and childbirth. But she had far more masculine tasks in earlier days: she was seen as the saviour of the country and a special counsellor of the state. These two important roles are exactly what Marie de’ Medici took on when acting as regent for her young son, Louis XIII,after the murder of her husband, the late Henry IV. By putting Juno’s diadem on Marie’s head, when sitting on a throne, the divine abilities are manifested according to how a historic period could be transferred to the allegorical language in a painting at the time.

Investing in an Interconnected Workforce: Global Education Reform

Regardless of culture, socio-economic background, and quality of life, all students deserve the highest quality of education. But the reality is, many education systems around the world do not offer it. Investing in structural reforms in education has the potential to boost economic growth in countries around the world. By learning from different education systems strengths and weaknesses, policy decisions can be made that ensure students are given the opportunity for higher educational outcomes. This study analyzes high, middle, and low quality education systems around the world and the infrastructures that lead to educational success or failure. Fifteen education systems are chosen for this study which includes Shanghai-China, Singapore, Japan, Finland, Canada, Portugal, United States, Luxembourg, Spain, Hungry, Brazil, Argentina, Indonesia, Qatar, and Peru. Each system is analyzed in terms of its teacher quality, curriculum, school system structure, and educational equity. From this study, it appears that there is a high-correlation between four indicators and top- educational success. These four indicators include having a highly selective model for hiring teachers, recruiting teachers from a top-pool of graduates, having a high-level of prestige held for teachers in society, and insuring students of low socio-economic status are given equal educational opportunities for success. Recommendations for a new teacher training and selection model are discussed based on the top four indicators. These recommendations could cause educational gains for both the United States and other systems around the world.
