Au cours du Sylvicole supérieur (1000-1500 AD), le secteur de l’embouchure du Saguenay aurait été exploité par des groupes Iroquoiens du Saint-Laurent en quête de ressources marines, et plus particulièrement du phoque. Ces groupes provenaient vraisemblablement de la région de Québec où se trouvaient leurs camps de base et auraient ainsi développé une forme d’adaptation aux ressources marines de l’estuaire, faisant d’eux les groupes iroquoiens les plus mobiles de toute la vallée du Saint-Laurent. Dans cette étude, nous proposons que l’exploitation des mammifères marins fût pratiquée en deux temps, d’abord au printemps, lors de courtes périodes par des contignents de chasseurs masculins attirés par le phoque du Groenland et puis en été, par des familles entières profitant de la présence de phoques gris et commun. Les pinnipèdes étaient probablement traqués sur la batture ou sur les glaces et abattus à la hache ou à l’arc et à la flèche. Puisque les résidus alimentaires retrouvés dans les vases de cuisson étaient surtout composés de poissons et de mammifères terrestres, il est supposé que des sous-produits de la chasse au phoque aient été rapportés dans la région de Québec et utilisés comme réserve de nourriture, comme matière première ou comme monnaie d’échange. Nous défendons également l’hypothèse que ces excursions dans l’estuaire n’étaient pas nécessairement liées à la précarité de l’agriculture dans la région de Québec puisque cette pratique aurait été adoptée tardivement, soit après 1300 AD et peut être même à partir de 1400 AD. Les données sont issues de six sites ayant fait l’objet de fouilles répartis sur une bande littorale de 40 km de longueur. Il s’agit des sites Ouellet (DaEk-6), Anse-aux-Pilotes IV (DbEj-7), Cap-de-Bon-Désir (109G), Site archéologique des Basques-de-l’Anse-à-la-Cave (DbEi-5), Pointe-à-Crapaud (DbEi-2) et Escoumins I (DcEi-1). / During the Late Woodland period (AD 1000-1500), the area of the mouth of the Saguenay River was exploited by groups of St. Lawrence Iroquoians in search of marine resources, especially seals. These groups probably originated from the Quebec City region where their villages and permanent settlements were and thus developed a form of adaptation to the marine resources of the Estuary, making them the most mobile Iroquoian group in the St. Lawrence Valley. In this study, we propose that the exploitation of marine mammals was practiced in two stages, first in the Spring, during short periods by male hunters attracted by Harp seals and then in summer, by whole families taking advantage of gray and common seals. Pinnipeds were probably hunted on the foreshore or on the ice pack, with an ax or bow and arrow. Since the dishes cooked in the vessels consisted mainly of fish and land mammals, it is assumed that seal by-products were brought back in the Quebec City region and used as supplies, as raw material or as goods to exchange. We also propose the hypothesis that these excursions into the Estuary were not necessarily related to the precariousness of agriculture in the region of Quebec, since this practice was adopted later, after AD 1300 and perhaps even after AD 1400. The data used in this thesis are derived mainly from six sites located on a coastal strip extending over nearly 40 km. Livelihoods and customary marine resource management under customary marine tenure: case studies in the Solomon IslandsTungale, Rose January 2008 (has links)
In many ways, coastal marine resources have provided an important source of protein, income and even employment for coastal rural Solomon Islands communities. Fishing, for instance, has always played a very important role in these communities' culture and tradition. Subsistence fishing is traditional in most rural coastal communities. Small-scale fishing is also wide-spread. Traditionally marine areas and resources were managed by the custodians of the adjacent land and the traditional leaders in some local communities. While small-scale fisheries are managed by the Government, much of the enforcement responsibility is in the hands of the community leaders, given the realities of what that Government can provide. This research has explored the interaction between rural coastal livelihoods and marine resource management under Customary Marine Tenure (CMT) in one area of Temotu Province, Solomon Islands. Specifically the research seeks to explore, explain and describe how the livelihoods of the rural coastal villagers influence the use, access and management of marine resources and vice versa. Particular attention has been given to: first exploring the traditional marine resource management under CMT and livelihoods in the three villages; second, how the changes in the villagers' livelihoods system affects the customary marine resource management in the three case study villages; third, how changes in customary marine resource management influences the livelihoods of the villagers and finally the nature of the relationship between livelihoods and customary marine resource management is described for the first time for this part of the Solomon Islands. The research results showed that villagers' livelihoods have changed over the past decade and much of these changes have affected the customary marine resource management in the three case study villages. Consequently, customary marine resource management under CMT is no longer effective. The changes in customary marine resource also have implications on the villagers' livelihoods. For this reason the study argues that when trying to understand the factors affecting customary marine resource, the entire livelihoods system of the people should be considered. The study states that the nature of the interactions between livelihoods and customary marine resource management is a two-way relationship, dynamic and very complex. Should there be further marine resource development, the study suggests that understanding the livelihoods of the people concerned is important for better management.

Restructuring and adjustment in resource-dependent coastal communities : a case study of the Western rock lobster fleet hosting communitiesHuddleston, Veronica January 2009 (has links)
In an attempt to address the seeming imbalance within studies of rural communities in Australia linked to primary industries, this study examines the broader aspects of policy changes and bio-economic imperatives in the Western Rock Lobster Fishery and the effects of the restructuring of the fishery on communities that host the rock lobster fleet. It is an innovative study in that it is one of the first comprehensive studies of industry restructuring in the fisheries sector; a study of the linkages and implications of restructuring on the social, economic and cultural facets of coastal communities in Western Australia. Globalisation in the fishery sector, aided by technological advances, has resulted in a greater exploitation of high-value fisheries for export. Intensified globalisation has also brought about environmental and social standards that ensure the survival of by-catch species and promote responsible codes of fishing practice. In Australia, the active support of the government for globalisation, led to the adoption of export-oriented policies emphasising competitiveness and efficiency. Consideration of market principles thus govern fisheries regulators when deciding on the management arrangements to adopt for a particular fishery. In considering a number of policy instruments and management measures, government regulators also consider the conservation of marine resources alongside the production of significant economic and social benefits. The Western Rock Lobster Fishery is the most valuable single species fishery in Western Australia with a sizeable financial and employment contribution to coastal communities along the Western Australian coast. Any management scheme adopted for this fishery, as such, not only has to take into account biological and environmental imperatives but also economic and social objectives. The analysis of the fishery undertaken in this thesis underlines the need for a holistic view of fishery management that takes into consideration not only biological sustainability, but also promotes an understanding of fishers' behaviours and fishing patterns and the consequent effects on specific communities. The demographic and social changes that affect rural communities further complicate the economic restructuring at the fishery level, with fishers' responses differing based on their circumstances and preferences. This thesis presents a snapshot of a fishery deliberating changes in management arrangements and its effects on coastal communities whose socio-demographic and economic development historically has depended, and to a great extent is still dependent, upon rock lobster fishing. It provides empirical evidence that lends support to the view that the pro-market policies promoting competition and entrepreneurialism have resulted in a spatially uneven development in regional Australia. Specific localities can deal with the changes brought about by globalisation and policy change. However, the manner in which these communities deal and cope with these changes depends on a number of factors, among others, the level of diversification of the local economy, demographic and social structures, and other factors such as the level of resilience and the social capital base within the community.

Naturally, such rapid growth attracts the attention of western countries. PRC’s attempt to build a far sea fleet is especially highly concerned by international community. According to PRC’s own plan, it hopes to achieve the previous goals in 2050.
After cold war, China has been determined a newly-rising-power country, and has started trying to conquer all the power left in the Asia Pacific area after the seperation of USSR, and along with their motivation, the rumar of the “China Threaten Theory” has once spreaded out in the world. Thought China has rejected this kind of rumar, but it is still a well-known economic and army developed country and unavoidably, affects the Pan Asia area. Generaly, economics of China is the influence to the Pan Asia area, but actually, the quick army-building is the main effect; as a matter of fact, this influence (modernized China military) has become a big pressure to Pan Asia countries. In order to follow the quick progression of economics in China, it is also trying to build the coastal area and modernize its national defense. This motivation will badly affect the safty of Pan Asia countries.
As China’s comprehensive national power rises with its rapid economic growth, it becomes more capable of protecting its core interests. As a global hegemon, the U.S. strives to wecure regional stability in East Asia. Although the U.S. proposed “the U.S. Retrun to Asia” strategy in July 2009, confrontation in the South China Sea between China and other claimants still continues. This thesis discusses the impact of the U.S. return to Asia on China’s South China Sea policy.
East Asia counties are new feel not safe at all due to China’s military development,and the Pan Asia countries are still playing in a game of purchasing military equipments, and moreover, China even tell Janpan to purchase more gears for their own good. It doesn’t matter what kind of system that Pan Asia countries are in , either the military competition, or united with other countries to fight China, it all will become an impact to the vivid safty system that Pan Asia countries have built.

Community participation in habitat mapping : learning through the emergence of an eelgrass stewardship networkBoyer, Leanna 09 September 2009 (has links)
This thesis explores learning in and through the emergence of a network of communities who participated in the B.C. Coastal Eelgrass Stewardship Project (the Project). I draw on a two-year ethnographic investigation of 20 community groups who were trained to map and monitor eelgrass habitat and carry out education and stewardship-related activities.
People from a multitude of backgrounds, including scientists and non-scientists, and a diversity of places, from small coastal communities to urban centers, worked towards the collective goal of mapping and conserving the extent of eelgrass habitat along the coast. Using cultural-historical activity theory, I develop an alternative framework for understanding learning and change in a network of communities. The collection of three main chapters, shows that learning, emergence, and stabilization of the network arose through the following dialectical relations: individual/collective, social/material, and agency/structure. This thesis shows that viewing and supporting the Project as a dynamic learning network makes it more stable.

This article proposes the existence of a cult dedicated to a female sea deity on the Central Coast of Peru during the Early Intermediate Period (200-700 AD). This research is based on archaeological evidence of ritual activity as well as ethnohistoric, ethnographic, and linguistic data that supports the proposal. A goddess of the sea, with a court of marine life, linked to the feminine aspects of the cosmos could have had Huaca Pucllana as one of its centers of worship, with the abundance of figurative and symbolic marine representations, as well as the evidence for the social role of women and the importance of marine resources. It is worth noting that this cult somehow managed to transcend the decline of Limaculture and achieve cultural permanence into the Middle Horizon. / En este artículo, se propone la existencia de un culto dedicado a una divinidad marina de género femenino, durante el periodo Intermedio Temprano (200-700 d.C.) de la Costa Central del Perú. La investigación está basada en evidenciaarqueológica relacionada a contextos de actividad ritual así como en datos etnohistóricos, etnográficos y lingüísticos que avalan esta propuesta. Una diosa del mar, con una corte de seres marinos, vinculada a los aspectos femeninos del cosmos pudo tener uno de sus centros de adoración en Huaca Pucllana; la abundancia de representaciones figurativas y simbólicas ligadas al mar, el rol social de la mujer y la importancia de los recursos marinos respaldan esta propuesta. Cabe resaltar que este culto, de alguna manera, logró trascender el ocaso de la cultura Lima y permaneció durante parte del Periodo Horizonte Medio.

Drifting Fish Aggregating Devices of the Atlantic and Indian Oceans : modalities of use, fishing efficiency and potential management / Dispositifs de Concentration de Poissons (DCP) des océans Atlantique et Indien : utilisation, efficacité de pêche et potentialités de gestionMaufroy, Alexandra 30 June 2016 (has links)
Depuis le milieu des années 1990, l’utilisation de Dispositifs de Concentration de Poissons (DCP), des objets artificiels spécifiquement mis à l’eau pour agréger des bancs de poissons, est devenue de plus en plus importante pour la pêche au thon tropical à la senne. Cette utilisation massive des DCP, qui s’accompagne d’une utilisation massive de dispositifs de suivi comme les balises GPS et les balises échosondeurs, est aujourd’hui source d’inquiétude pour les stocks de thons, les prises accessoires mais aussi pour le fonctionnement des écosystèmes pélagiques. Cependant, les modalités d’utilisation des DCP et des balises GPS qui servent à les suivre restent mal connues, ce qui complique considérablement l’évaluation et la gestion des impacts de ces pratiques de pêche. Afin d’améliorer les connaissances actuelles de la pêcherie, les positions des balises GPS utilisées par les 3 armements français dans les océans Atlantique et Indien, constituant une part significative des DCP utilisés dans ces deux océans, ont été analysées. Ces données ont été combinées avec des multiples sources d’information : les livres de bord, les trajectoires VMS des senneurs français ainsi que des entretiens avec les patrons français. Elles nous permettent de mieux comprendre les stratégies de mise à l’eau des DCP et des balises, d’estimer le nombre d’objets flottants utilisés par les flottes de senneurs dans les océans Atlantique et Indien, de mesurer la contribution des DCP et des navires auxiliaires à l’efficacité de pêche des senneurs, d’identifier des destructions potentielles d’habitats par les DCP échoués and pour finir de proposer des solutions de gestion pour la pêcherie. Les résultats montrent une grande saisonnalité dans les mises à l’eau des deux océans, une croissance rapide du nombre de balises GPS au cours des 7 dernières années puisqu’elle est multipliée par 4.2 dans l’Océan Indien et 7 dans l’Océan Atlantique, des dommages possibles causés à des écosystèmes côtiers fragiles avec une probabilité d’échouage de l’ordre de 10% et finalement une augmentation de l’efficacité de pêche entre 2003 et 2014 de l’ordre de 3.8-18.8% dans l’Océan Atlantique et 10.7%-26.3% dans l’Océan Indien. Les entretiens avec les capitaines des senneurs soulignent la nécessité d’une gestion plus efficace de la pêcherie, avec entre autres l’instauration de quotas, une régulation de la capacité de la flotte de senneurs et un meilleur suivi des navires auxiliaires. In recent years, the massive deployments of dFADs, as well as the massive use of tracking devices on dFADs and natural floating objects, such as GPS buoys, have raised serious concerns for tropical tuna stocks, bycatch species and pelagic ecosystem functioning. Despite these concerns, relatively little is known about the modalities of GPS buoy tracked objects use, making it difficult to assess and manage of the impacts of this fishing practice. To fill these knowledge gaps, we have analyzed GPS buoy tracks provided by the three French fishing companies operating in the Atlantic and the Indian Oceans, representing a large proportion of the floating objects monitored by the French fleet. These data were combined with multiple sources of information: logbook data, Vessel Monitoring System (VMS) tracks of French purse seiners, information on support vessels and Local Ecological Knowledge (LEK) of purse seine skippers to describe GPS buoy deployment strategies, estimate the total number of GPS buoy equipped dFADs used in the Atlantic and Indian Oceans, measure the contribution of strategies with FOBs and support vessels to the fishing efficiency of tropical tuna purse seiners, identify potential damages caused by lost dFADs and finally to propose management options for tropical tuna purse seine FOB fisheries. Results indicate clear seasonal patterns of GPS buoy deployment in the two oceans, a rapid expansion in the use of dFADs over the last 7 years with an increase of 4.2 times in the Indian Ocean and 7.0 times in the Atlantic Ocean, possible damages to fragile coastal ecosystems with 10% of GPS buoy tracks ending with a beaching event and an increased efficiency of tropical tuna purse seine fleets from 3.9% to 18.8% in the Atlantic Ocean over 2003-2014 and from 10.7% to 26.3% in the Indian Ocean. Interviews with purse seine skippers underlined the need for a more efficient management of the fishery, including the implementation of catch quotas, a limitation of the capacity of purse seine fleets and a regulation of the use of support vessels. These results represent a first step towards better assessment and management of purse seine FOB fisheries.
