台灣高等教育國際化之衡量 / Measuring Taiwan's higher education internationalization

全球化的到來,象徵正式進入國際化的時代,同時也引爆東西方各學術界的許多辯論。台灣也搭上了全球化發展的列車,著手在教育結構和政策上進行轉型。有鑒於此,本研究首先將會討論台灣高等教育國際化的背後因素,試著從國際與當地觀點來討論國際化,並且了解台灣高等教育國際化之目標與所採用的策略。本研究採用了混合方法的研究架構,採用了個人和焦點團體訪談的方式,訪談了國外國際化專家、國內的外國教師與學生、國內大學國際單位的工作者……等。同時也使用了紙本與網路問卷調查來強化研究上的數據訊息。分析結果後並提出一種國際化評估系統,來衡量台灣高等教育的國際化。期望研究發現將可以當作當代東南亞國家的高等教育國際化在該國家的一個衡量指標。 / The advent of globalization has ushered in the era of internationalization. Much debate on such processes has occurred in academe both in the East and the West. Taiwan has kept pace with these developments by ensuring that measures and changes in both structure and policy are being implemented at all levels. This research attempts to discuss the factors behind the internationalization of Taiwan’s higher education. Discussions on global views, local contextual perspectives and concepts on internationalization, and strategies and rationales behind Taiwan’s internationalization are included. Interviews were conducted with local internationalization officers, internationalization scholars and experts, and international students in Taiwan. Results were then analyzed together with the changing trends and issues on the importance of internationalization, which led to the quest for a set of performance indicators. An analysis of previous assessment practices and mechanisms from both foreign and local sources was completed, which culminated in the proposal of a set of performance indicators to measure internationalization in Taiwan’s higher education institutions. An actual assessment of Taiwan’s HEIs internationalization using the proposed indicators was then accomplished. Findings shall serve as a point of reference for contemporary visions of the internationalization of an East Asian higher education exemplar in the age of globalization.

Family caregivers’ quality of life: the case of schizophrenia and affective disorders (A mixed method study)

Schwere psychische Erkrankungen wie Schizophrenie und affektive Störungen haben nicht nur einen erheblichen Einfluss auf das Leben der Patienten, sondern auch ihrer Bezugspersonen. Die Entdeckung der Lebensqualität und ihrer relevanten Faktoren für pflegende Angehörige von Patienten mit psychischen Erkrankungen hilft Gesundheitsfachkräften sowie dem System, besser mit pflegenden Angehörigen zusammenzuarbeiten. Außerdem hilft es den Pflegekräften, auf eine adaptive Weise mit Patienten umzugehen. Die Studie zielte darauf ab, die Belastung und Lebensqualität von Pflegekräften, ihre spezifischen Bedürfnisse und Bewältigungsstrategien zu identifizieren. Außerdem sollte ein neuer Fragebogen entwickelt werden, um die Lebensqualität der Pflegekräfte zu messen. Diese Studie wendet einen Mixed-Method-Ansatz mit drei explorativen, quantitativen und ergänzenden Phasen an. Die qualitative explorative Phase der Studie wurde mittels halbstrukturierter Interviews mit 45 Betreuern von Patienten mit Schizophrenie und affektiven Störungen durchgeführt. Die Daten wurden durch qualitative Inhaltsanalyse untersucht. Die quantitative Phase diente der Entwicklung und Validierung eines neuen Instruments zur Messung der Lebensqualität von Pflegekräften sowie der Bereitstellung von Hauptfragen des Interviews für die zusätzliche Phase der Studie. Die Ergänzungsphase der Studie wurde in halbstrukturierten Interviews mit 18 Betreuern von Patienten mit Schizophrenie sowie affektiven Störungen durchgeführt. Die Daten wurden mittels Grounded-Theory-Analyse untersucht. Die Ergebnisse der Studie ermittelten die Hauptbelastungen, denen die Pflegepersonen ausgesetzt waren. Darüber hinaus wurden durch die Entwicklung und Validierung eines neuen Fragebogens die wichtigsten Faktoren für die Lebensqualität aufgedeckt. Ergebnisse der Ergänzungsphase der Studie identifizierten das Kernkonzept der Pflegeerfahrung sowie deren Hauptkategorien. Außerdem werden verschiedene Arten von Bewältigungsstrategien vorgeschlagen, die die Pflegekräfte übernommen haben. Weiterhin zeigt diese Phase die Trajektorie von Pflegeerfahrung und Bewältigungsstrategien in verschiedenen Phasen der Erkrankung. Die Studie bietet einige Vorschläge für das System, Fachkräfte im Gesundheitswesen sowie Pflegekräfte an, um die Lebensqualität der Pflegekräfte zu verbessern und die Absicht zu vermindern, Patienten einem institutionellen Pflegezentrum anzuvertrauen. / Severe mental illnesses, such as schizophrenia and affective disorders, have a considerable impact on the lives of not only patients but also their caregivers. Discovering the quality of life and its contributing factors for family caregivers of patients with mental illnesses helps health-care professionals as well as the system to work better with family caregivers. Also, it helps the caregivers to cope with patients in an adaptive way. The study aimed to identify the burden and quality of life of caregivers, their specific needs and coping strategies. Also, it aimed to develop a new questionnaire to measure caregivers’ quality of life. This study applied a mixed-method approach with three exploratory, quantitative and supplementary phases. The qualitative exploratory phase of the study was conducted via semi-structured interviews with 45 caregivers of patients with schizophrenia and affective disorders. Data were analyzed through qualitative content analysis. The quantitative phase was designed to develop and validate a new instrument to measure caregivers’ quality of life as well as to provide main questions of the interview for the supplementary phase of the study. The supplementary phase of the study was conducted by semi-structured interviews with 18 caregivers of patients with schizophrenia and affective disorders. Data were analyzed by grounded theory analysis. Findings of the study identified main burdens that the caregivers endured; additionally, main factors which contributed to the quality of life were revealed by developing and validating a new questionnaire. Findings of the supplementary phase of the study identified the core concept of caregiving experience as well as its main categories. Also, it proposes different kinds of coping strategies that caregivers adopted. Furthermore, this phase shows the trajectory of caregiving experience and coping strategies in different phases of the illness. The study provides some suggestions for the system, health-care professionals as well as caregivers in order to increase caregivers’ quality of life and to lessen the intention to entrust patients to an institutional take care center.

The role of Physical Science subject advisors in enhancing the quality of the teaching of Physical Science in the FET phase (grade 10-12)

Poor Physical Science performance in South African schools is due to ineffective Physical Science teaching. Quality Physical Science teaching stems from quality Physical Science subject advisory services. Traditionally interventions to raise teaching standards were done by inspectors who established if schools functioned according to set rules rather that supporting teaching staff. School inspection was considered a fault finding mission with punitive objectives; hence principals and teachers were negatively disposed to it. The Department of Basic Education since has re-interpreted intervention from checking compliance to support and development of school personnel. This task is allocated to units in district offices in provincial Departments of Education and district staff members’ responsibilities are linked to responsibilities of principals and teachers. The subject advisory unit focuses on curriculum matters in each school subject; thus Physical Science subject advisors support Physical Science teachers with content, pedagogical content knowledge, assessment and Interventions for improved results. This study investigated the role of Physical Science subject advisors in enhancing the quality of Physical Science teaching. Requirements for employment of a subject advisor (qualifications, work experience, interest, attitude and competence), challenges and solutions were explored by a mixed method study. A Physical Science provincial DCES, Physical Science subject advisors, principals, Physical Science teachers in four districts and four PLC support groups were purposefully sampled to explore perceptions of the subject advisor’s role in improving Physical Science teaching. Quantitative data collected by document analysis and questionnaires and qualitative data collected by individual and focus group interviews were analysed. Findings showed that the Physical Science subject advisors possessed minimum qualifications and experience; however, the school subject (Physics and Chemistry combined) does not match the specialization in tertiary institutions (divided into Physics and Chemistry). Thus, some subject advisors may major in one of two parts. Further, certain school content is not included in the university syllabus. This may limit advisors’ content knowledge, the core of content support in Physical Science. This influences support offered to Physical Science teachers and requires advisors’ professional development which is not currently offered by the Department of Basic Education. The implementation of gender policy programmes in selected state universities in Zimbabwe

The study is a gender critical investigation of the implementation of gender policy programs in student admission in Zimbabwe state universities. The study locates itself in the student admissions section of these institutions, acknowledging the potential contributions of the practices and procedures in this section towards achievement of gender equality. The study focused on the nature of the implemented programs, the gender equality model pursued and how the programs are made part of the mainstream. The study employed a multi-pronged theoretical frameworks approach as its theoretical framework to determine feasible strategies in analyzing the research problem, choosing the research approach, deciding on the research methods, formulating the research questions and in drawing the conclusion to the study. A mixed method inquiry used the multiple case study survey, documentary analysis and interviews to gather data in two state universities. The study found that in spite of the state universities implementing gender policy programs as required by the Zimbabwe National Gender Policy (2004), gender inequalities persisted, and in the process the study revealed more barriers than successes encountered on the road to gender equality. This concurred with some of what was predicated from literature on the use of the adopted approaches to gender mainstreaming and models of gender equality pursued. The chief factor responsible for the inequalities was found to be the pervasive, deeply entrenched patriarchal conservatism, cultural stereotypes, biases and discriminations held by some actors in student admissions which marginalized gender equality and consequently, rendered the gender equality agenda elusive. The study identified the need for adoption of a wider conception of gender and gender equality and of a radical transformative approach in order to resuscitate the paralyzed gender equality mandate in student admissions. Apart from generating some new insights regarding theory, the study is also of value at an applied level: serving to support programs and sustainable plans for gender equality implementation in student admissions in universities. The main recommendation of the study is the need for a new shift in policy program implementation, and the study outlined the main cardinal points of this new paradigm. / Educational Studies / D. Ed. El siguiente trabajo de investigación busca aumentar la capacidad de producción en una Mype de confección de polos, con el fin de reducir el incumplimiento de pedidos, lo cual abarca la entrega incompleta y el retraso en la entrega. Por lo tanto, se realiza un diagnóstico y se identifican tiempos muertos por transporte innecesarios, búsqueda de materiales y exceso de merma por realizar el corte de la tela de manera errónea, para estas causas de la problemática se buscan herramientas indicadas para que puedan adaptarse y mejorar la capacidad. Por ello, se adaptaron herramientas de ingeniería industrial como las 5’s, distribución de planta y estudio de métodos. Sin embargo, para garantizar que los objetivos se realicen se plantea identificar y mejorar la cultura organizacional para que sirva como base del modelo de optimización. Mediante la validación se logrará comprobar si la adaptabilidad de las herramientas operacionales con la mejora de la cultura ayude con el crecimiento de la producción. / This paper proposes an optimization model that seeks to increase the production capacity in a Mype of t-shirt manufacturing to reduce the failure of orders, which includes incomplete delivery and delay in delivery. Therefore, we do a diagnostic, and dead times are identified by: unnecessary transport, search for materials, and excess loss by cutting the fabric in the wrong way; for these causes, suitable tools seek to adapt and improve capacity. Then, we adopted tools such as the 5’s, plant distribution, and method study. However, to ensure to meet objectives are, it is proposed to identify and improve the organizational culture to serve as the basis of the optimization model. Emigration of South African migrants to Australia and New Zealand : a mixed-method study

Over the past 30 years South Africa has lost valuable human capital due to high volumes of emigration. South Africa has also seen numerous changes in its political, economic and social structure specifically in these decades, but little investigation has been done into the possibility of an association between political, economic and social, as well as personal factors, and the decision to leave South Africa. This study refers to Lee’s Migration Model (1966) that was used as a broad theory for migration. The model involves four sets of factors: factors associated with the area of origin, factors associated with the area of destination, intervening obstacles and personal factors. Maslow’s Hierarchy of Needs Theory also explains the personal motivational theory for migration. Lee’s Model of Migration is used to investigate which political, economic, social and personal factors in the area of origin (South Africa) pushed South African emigrants to leave the country. It also investigates which political, economic, social and personal factors in the area of destination (Australia and New Zealand) pulled South African emigrants toward these countries. This study involved mixed-methods research (Creswell, 2009), thus the data collection methods were both qualitative and quantitative. The study followed a sequential exploratory strategy in two stages with the qualitative data collection occurring first, followed by a quantitative study – ‘QUALquan’ study. The data are mixed between analysis of the qualitative data and the quantitative data collection (Creswell, 2009:211). The qualitative data collection instruments used in the first stage of the study in 2009, were face-to-face interviews consisting of one focus group and six personal interviews in New Zealand, as well as twelve personal interviews in Australia. In the second stage of the study in 2015, namely the quantitative research, respondents were selected by contacting 17 closed (secured) Facebook groups that were formed for South Africans living either in Australia or New Zealand. There is no alternative sampling frame available since emigrants do not need to declare themselves as migrants on a work visa, furthermore, official documentation is not accessible to the public. A quantitative data collection instrument was administered with an online questionnaire. In the Australian Facebook groups, 137 respondents completed the questionnaire, and in New Zealand Facebook groups, 118 respondents, which adds up to a total of 255 respondents who completed the questionnaire. The results concluded that South Africa’s governance framework, its infrastructure and legislation acted as political push factors motivating South Africans to emigrate, while an uncertain economy contributed as an economic push factor. Socially, a perception of a limited future and a narcissistic society is what pushed South Africans to emigrate. Personal push factors that drove the emigration decision included, unmet physical, safety, belonging and esteem needs. The political factors that pulled South African emigrants to Australia and New Zealand involved effective government services and governmental aid. Economic pull factors included economic certainty and a lower cost of living. Social pull factors proved to be familiar circumstances and a better future. Personal pull factors were safety, belonging and self-actualisation needs. This mixed-method approach focussed on the gap to a followup study that was identified in previous individual qualitative and quantitative studies. Energy Services in Shanghai

The People’s Republic of China (PRC) is one of the fastest growing economies in the world. However, the economic expansion is not without complications. Improved standard of living and a growing industrial sector have led to an increased demand of energy, which in turn is contributing to air pollution and land contamination. The research problem of the study is what is keeping existing Energy Services (ES) in Shanghai from being used more frequently. To answer this, a sequential mixed method study is conducted, divided into a qualitative and quantitative part. The literature study indicates a great potential for ES in Shanghai. This is mainly due to great efforts taken in Energy Efficiency (EE), an attempt to face the rapidly increasing population by reducing the usage of energy. A number of barriers for ES are found throughout the existing literature, including market, financial, institutional as well as technological barriers. To further investigate barriers and opportunities on the ES market in Shanghai, 14 semi-structured interviews with relevant stakeholders and academics were conducted. Hypothesizes were formulated based on results from the interview and literature study as well as an expert panel. To test the hypotheses a questionnaire was sent out to real estate developers in Shanghai. This study discovers the need of bringing several in the literature identified barriers to ES in Shanghai up to date. Some barriers were found to be invalid while others were not identified at all. The newly found barriers include market barriers, such as ES having low priority, poor technological understanding among clients, and complications approaching and communicating with potential clients.  For institutional barriers, it was found that the prevalence of low margins in the Chinese industries is holding back stricter regulations. Furthermore, the Energy Service Companies’ (ESCO) lack of understanding of ES from a system perspective is considered a technology barrier. In addition to the barriers, a number of opportunities were found. Improved communication between real estate stakeholders and ESCOs contribute to greater awareness and knowledge, which in turn leads to a higher degree of investment in ES. Differentiation of the services offered by ESCOs may attract new customers who previously were not interested, e.g. companies with short investment horizon. In Shanghai, there are a significant number of subsidies, regulations and laws favoring ES. Moreover, the rapid growth of Shanghai is considered one of the greater opportunities. To conclude, it was found that the maturity level among ESCOs in Shanghai was having large impact on the overall usage of ES. Fixed barriers, i.e. barriers nearly impossible to overcome, together with the large amount of small and inexperienced ESCOs is found to be hindering ES in the Shanghai commercial real estate sector from being used more frequently. / Kina ett är en av de snabbast växande ekonomierna i världen. Med bättre levnadsstandard och en allt större industrisektor ökar behovet av energi explosionsartat med förorenad mark och luft som följd.  Studiens problemformulering är vad det är som hindrar befintliga energitjänster i Shanghais byggnadssektor från att användas oftare. För att svara på denna fråga användes en sekventiellt multidisciplinär metod uppdelad i en kvalitativ och- kvantitativ studie. Utifrån litteraturen är det uppenbart att det finns en stor potential för användning av energitjänster i Shanghai. Främst till följd av stora satsningar på energieffektivitet i ett försök att möta den snabbväxande befolkningen med högre krav på levnadsstandard genom att minska energianvändningen. Ett antal hinder existerar emellertid inom Shanghais energitjänstemarknad. Inom dessa inkluderas allt ifrån marknads- och finansiella problem till institutionella och teknologiska komplikationer. För att vidare undersöka vilka problem och möjligheter det finns för energitjänster i Shanghai genomfördes 14 semi-strukturerade intervjuer med involverade aktörer och akademiker i Shanghai. Baserat på resultatet från intervjuerna tillsammans med litteraturstudien och en expert panel formulerades hypoteser härrörande energitjänstesituationen. För att testa hypoteserna genomfördes en enkätundersökning riktad till fastighetsutvecklare i Shanghai. Studien visade att många av de tidigare utpekade hindren för energitjänster i Shanghai behövdes uppdateras, varav vissa visade sig vara obsoleta och några inte gick att verifiera. Bland de nyfunna barriärerna kan nämnas marknadsbarriärer som låg prioritering för energitjänster, låg teknisk kompetens bland fastighetsägare samt svårigheter för energitjänstebolag att närma och kommunicera med potentiella kunder. För de institutionella barriärerna framgick att låga marginaler inom den kinesiska industrin håller tillbaka hårdare regleringar. Inom de tekniska barriärerna framkom att energitjänstebolag generellt sett brister i deras kunskap om energitjänster som kan tillgodose hela byggnaders energisystem. Utöver problemen identifierades även betydande möjligheter. Ökad kommunikation mellan aktörerna bidrar till större kunskap vilket i sin tur leder till en högre grad av energitjänsteinvesteringar. Genom att differentiera de tjänster energitjänsteföretag erbjuder kan de hitta nya kunder som tidigare inte varit intresserade, framförallt sådana med kort investeringshorisont. I Shanghai finns det ett betydande antal subventioneringar, regler och lagar som gynnar energitjänster. Även Shanghais tillväxt ses som en av de stora möjligheterna. Studien kommer fram till att en låg mognadsgraden bland energitjänstebolag i Shanghai negativt påverkan användningen av energitjänster. Existensen av flera fasta barriärer, barriärer som är svåra att påverka, tillsammans med det faktum att majoriteten av energitjänstebolag är små och oerfarna ses som den främsta orsaken till att energitjänster inte används i större utsträckning i Shanghai.
