The study also analyses the construction of urban equipments in Fortaleza from 1870 on, the imaginary about the flagellants, the refugee camps and the attempts of hygienic control / O presente trabalho tem como proposta analisar os discursos e ações referentes ao desejo de modernização da cidade de Fortaleza na segunda metade do século XIX e, especialmente, tentar interpretar e entender como a presença dos retirantes, durante o período da seca (1877-1880), afetou e transformou o ordenamento espacial e social urbano. Dentre as questões principais analisadas nesse estudo estão: a busca pelo progresso através das reformas nos equipamentos urbanos a partir da década de 1870, o refúgio e a procura da sobrevivência na capital cearense, a construção dos discursos sobre os retirantes, as tentativas de controle e ordenamento da população sertaneja através da construção dos abarracamentos ou alojamentos e as tentativas de higienização e salubridade da população emigrante. Para contribuir com a análise do trabalho foram utilizados como fonte os periódicos, os relatórios de Presidente de Província, os ofícios expedidos, os códigos de posturas e os memorialistas

Previous issue date: 2007-12-11 / Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / This dissertation aims at analyzing the identity issue of São Paulo city's migrants from Brazil's northeast, both from point of view of the migrant self image and also how city natives perceive them. It discusses and analyses some of the prejudiced stereotypes through which northeastern migrants are portrayed in São Paulo in their own perception. It tries to pinpoint the manner these discriminations come about, by what means they are felt by the northeastern migrant population and to what extent this affects the concept they have from their homeland. It debates with the current academic production, the exposition of some cultural resistance points, their relationship nets , their customs, attitudes and behaviors brought from their land of origin. The definition of identity and prejudice are key reference onto this research, within a socio-historic approach, in actual fact found on the assessment of 30 closed interviews and one open-ended, with attention to dualities expressed by migrants: deconstruction/ reconstruction, domination/ subjection, discrimination/ resistance. It contemplates from early 1980's, when city's unemployment rates soar, until present days. From this study, it can be noticed that the migrant, when feeling stigmatized, reaches among peers for support to stay in the city / Este trabalho tem como objetivo analisar a questão da identidade do migrante nordestino na cidade de São Paulo tanto do ponto de vista da representação que eles fazem de si mesmos como da percepção que deles fazem os paulistanos. Discute e analisa alguns esteriótipos preconceituosos com que são caracterizados os nordestinos em São Paulo através de sua própria percepção, procurando identificar as formas como estes preconceitos se manifestam, como eles são sentidos pela população nordestina e como eles afetam a identidade que trazem de sua região. Dialoga com a produção acadêmica existente, apresentando alguns focos de resistências culturais , suas redes de relações , seus costumes, atitudes e comportamentos de seus lugares de origem. Os conceitos de identidade e preconceito são os principais referenciais nesta pesquisa, de abordagem histórico-sociológica, essencialmente pautada na análise de 30 entrevistas fechadas e 01 aberta, atentando para o diálogo com as ambigüidades manifestadas pelos migrantes: desconstrução/reconstrução, dominação/sujeição, discriminação/resistência. Tem como recorte temporal o início da década de 80, quando se acentua o desemprego na cidade, até a realização final deste trabalho. protagonistas de tais deslocamentos, esta tese objetivou compreender e explicar o processo de
formação das estratégias empreendedoras adotadas por dekasseguis retornados no estado do Pará. Para tanto, desenvolveu-se um estudo de caso eminentemente qualitativo, utilizando-se um conjunto amplo de dados, com destaque para as narrativas obtidas através de entrevistas semiestruturadas, procedidas não somente com indivíduos que criaram negócios após
regressarem do Japão, mas também com gestores de organizações envolvidas com o
movimento dekassegui em um sentido mais amplo. Os achados obtidos permitiram elaborar
um modelo de análise bastante amplo e de caráter multiescalar, que promove um
entendimento mais denso sobre as trajetórias migratórias e as iniciativas empresariais
observadas, capaz de captar uma série de elementos que se confluem no processo de criação e
desenvolvimento das estratégias em vista. Através dele, foi possível defender a tese que: as
estratégias empresariais adotadas pelos dekasseguis retornados foram formadas por
combinações entre oportunidades e restrições de caráter econômico, sociocultural e
político/institucional existentes em cada etapa de seus trajetos migratórios, bem como, pelo
contexto espacial e temporal em que suas escolhas e ações ocorreram. O que reforça, por sua
vez, a necessidade de se utilizar abordagens sociológicas e métodos complementares no
estudo desses fenômenos. Além, é claro, de proporcionar um conjunto de considerações e
recomendações interessantes aos estudiosos do tema e os praticantes do campo: aspirantes a
dekasseguis, dekasseguis retornados que já tenham iniciado seus próprios negócios, líderes de
associações nikkeys, gestores de órgãos federais e estaduais, entre outros. / Depending on the importance of business activity for the conduct of return migration,
particularly with regard to mitigating the risks and problems typically experienced by the
protagonists of such offsets, this thesis aimed to understand and explain the process of
formation of entrepreneurial strategies adopted by these immigrants returned to the state of
Pará. To this end, we developed an eminently qualitative case study, using a large data set,
highlighting the narratives obtained through semi-structured interviews, proceeded not only
with individuals who have created business after returning from Japan, but also with managers
of organizations involved with the movement dekasseguis in a broader sense. The findings
have resulted in a model of very wide analysis and multi-scale character, which promotes a
deeper understanding of the migratory trajectories and observed business initiatives, able to
capture a series of elements that come together in the design and development process
strategies in view. Through it was possible to defend the thesis that: the business strategies
adopted by these immigrants returned were formed by combinations of opportunities and
constraints existing at each stage of their migratory paths economic, sociocultural and
political/institutional character as well, and the spatial context time that her actions were. This
reinforces, in turn, the need to use mixed methods and sociological approaches in the study of
these phenomena. Besides, of course, providing an interesting set of considerations and
recommendations to students of the subject and practitioners from the field, aspiring to be
dekasseguis, dekasseguis returnees who have already started their own businesses, leaders
nikkey associations, managers of federal and state agencies, among others.

Previous issue date: 2014 / A chegada de imigrantes japoneses ao Peru, a bordo do navio Sakura Maru, em 1899, para trabalharem nas fazendas da costa peruana, coincide com os anos áureos da exploração da borracha na Amazônia, o que fez essa região atrativa aos migrantes que não permaneceram nessas fazendas. No mesmo ano da chegada do navio Sakura Maru, 91 desses imigrantes se deslocaram para o atual departamento de Madre de Dios ao sul da Amazônia peruana. Passado o ciclo da exploração da borracha, muitos imigrantes japoneses permaneceram na Amazônia e em Madre de Dios se estabeleceram ao redor de Puerto Maldonado, surgindo uma próspera comunidade japonesa que se mantêm até hoje. Na época da exploração da borracha alguns japoneses migraram para o atual estado do Acre (Brasil), chamados de Peru kudari (os descidos do Peru), mas poucos se fixaram, espalhando-se, após a queda da economia da borracha, por outros lugares do Brasil e outros países. Assim, esta tese pretende demonstrar que a migração de japoneses para o departamento de Madre de Dios, na Amazônia peruana, e o surgimento e consolidação de uma comunidade de japoneses em Puerto Maldonado (capital desse departamento), foram causados por três fatores principais: 1) Uma política contínua em prol da imigração japonesa para o Peru durante as primeiras décadas do século XX voltada para prover mão-de-obra nas fazendas de cana-de-açúcar e algodão da costa; 2) Envolvimento dos imigrantes japoneses em atividades econômicas demandadas durante a expansão da exploração da borracha na Amazônia peruana; e 3) Fortalecimento dessas atividades após a queda da economia da borracha para garantir o fornecimento de produtos necessários à população remanescente, inclusive, substituindo produtos não mais importados ou fornecidos por grandes empresas. Esses fatores não foram encontrados entre japoneses que avançaram até o Acre (Brasil), não conseguindo, portanto, a fixação de comunidades japonesas que permanecessem até a atualidade. As fontes utilizadas para a realização do estudo foram compostas de literatura sobre os movimentos migratórios internacionais, dados dos censos peruanos e brasileiros, jornais da época, documentos diplomáticos, e relatórios provinciais, entre outras. A tese é um estudo de demografia histórica utilizando dados quantitativos e qualitativos, na busca da compreensão do processo histórico do objeto pesquisado, com intuito de explicar os desdobramentos que ocorreram nas comunidades de imigrantes japoneses tanto em Madre de Dios (Peru) quanto no Acre (Brasil). / The arrival of Japanese immigrants to Peru, aboard the ship Sakura Maru, in 1899, to work on the farms of the Peruvian coast, coincides with the heydays of rubber exploitation in the Amazon, which made this region attractive to migrants who did not remain in these farms. In the same year of the arrival of the ship Sakura Maru, 91 of these immigrants moved to the current department of Madre de Dios south of the Peruvian Amazon. After the cycle of exploitation of rubber, many Japanese immigrants remained in the Amazon and in Madre de Dios they settled around Puerto Maldonado, emerging a thriving Japanese community that remains up today. At the time of rubber exploitation some Japanese migrated to the current state of Acre (Brazil), called Peru kudari (those that descended from Peru), but few settled, spreading themselves, after the collapse of the rubber economy, to other places of Brazil and other countries. Thus, this thesis aims to demonstrate that migration of Japanese to the department of Madre de Dios in the Peruvian Amazon, and the emergence and consolidation of a Japanese community in Puerto Maldonado (capital of this department), were caused by three main factors: 1 ) a continuous policy in favor of Japanese immigration to Peru during the first decades of the twentieth century aimed to provide labor to the farms of sugar cane and cotton of the coast; 2) Involvement of Japanese immigrants in economic activities during the expansion of rubber exploitation in the Peruvian Amazon; and 3) Strengthening of these activities after the collapse of the rubber economy to ensure the supply of products required for the remaining population, including replacing of products imported or supplied by large companies. These factors were not found among Japanese who moved to Acre (Brazil), thus not getting the setting of Japanese communities that remained until today. The sources used in this study were composed of literature on international migration, data from the Peruvian and Brazilian censuses, newspapers of the time, diplomatic documents, and provincial reports, among others. The thesis is a study of historical demography using quantitative and qualitative data, in the quest to understand the historical process of the research object, in order to explain the developments that occurred in the communities of Japanese immigrants both in Madre de Dios (Peru) and Acre (Brazil).

Previous issue date: 2008-02-22 / Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / The aim of this work is to understand and analyze the migratory flows that were processed internally in our country during the time the opening and closing of the agricultural borders. This work seeks to realize a "study of case" about the flows which promoted the developed of the population of the West regions of "Parana" and "Alto Teles Pires" in the State of Mato Grosso. These regions were denominated poles of attraction and represented opportunities with the opening of the agricultural borders. The analysis of the migration flows is important to observe the way that economic and social integration of migrants happened within the agricultural borders and to identify how these migrants acted in the rural and urban activities, as well as their importance to the regional development.
Moreover, this paper discuss two different political moments. One of them is before the establishment of the military regime and the other one is after this regime in 1964. The work also analyzes the political ways of colonization in these periods, in which the West region of Parana can be detached. This region was colonized from 1940, during the government of Getulio Vargas and the region of Alto Teles Pires in Mato Grosso was colonized after 1960, during the military regime.
A comparative analysis of the both studies was realized in order to discuss how the occupation happened and the development of these regions, which were colonized in different economic and political ways and in special contexts.
In order to understand the main questions that motivated this paper, databases were used from the Instituto Brasileiro de Geografia e Estatística - (IBGE); Instituto Paranaense de Desenvolvimento Econômico e Social - IPARDES; Instituto de Pesquisa Econômica e Aplicada - IPEA and from the Núcleo de Estudos de Popução - NEPO from Unicamp. An intense review of the literature about the migration, agricultural border and regional development was also done. / Esta pesquisa visa compreender e analisar os fluxos migratórios que se processaram internamente em nosso país, concomitantemente à abertura e o fechamento das fronteiras agrícolas, fazendo um estudo de caso sobre os fluxos que promoveram o povoamento das regiões Oeste do Paraná e de Alto Teles Pires no Estado do Mato Grosso. Estas regiões se configuraram como pólos de atração e representavam oportunidades no contexto de abertura das fronteiras agrícolas. Pela análise dos fluxos migratórios pretende-se observar as formas de inserção econômica e social dos migrantes dentro das fronteiras agrícolas e aferir como estes migrantes, através do desenvolvimento de atividades rurais e urbanas, contribuíram para o desenvolvimento regional. Além disso, o trabalho aborda dois momentos políticos diferenciados, o antes e o depois da instauração do regime militar em 1964 e analisa as políticas de colonização destes períodos, dentre os quais destacam-se a região Oeste do Paraná, que foi colonizada a partir de 1940, durante o governo de Getulio Vargas e a região de Alto Teles Pires no Mato Grosso, colonizada após 1960, durante o regime militar. Assim, foi realizada uma análise comparativa entre os estudos de caso, de forma a aferir como se deu a ocupação e o desenvolvimento dessas regiões, que foram colonizadas sob políticas econômicas e períodos cronológicos diferentes. Visando descortinar a problemática em questão foram utilizados os bancos de dados do Instituto Brasileiro de Geografia e Estatística (IBGE), do Instituto Paranaense de Desenvolvimento Econômico e Social (IPARDES), do Instituto de Pesquisa Econômica e Aplicada (IPEA) e do Núcleo de Estudos de População (NEPO) da Unicamp, além de intensa revisão bibliográfica acerca dos movimentos migratórios, das fronteiras agrícolas e do desenvolvimento regional.

[pt] A literatura econômica que estuda migração sempre esteve
preocupada com o impacto da migração sobre o bem-estar,
seja na forma de imigração ou na forma de brain drain. Os
dois artigos que compõem esta tese estão relacionados a
este tema. Apesar do modelo de Roy concluir que os
emigrantes são negativamente selecionados se a taxa de
retorno à educação é maior na economia de origem, os
trabalhos empíricos encontram evidências de emigrantes
positivamente selecionados. O primeiro artigo utiliza um
modelo para argumentar que se o mercado de crédito é
imperfeito, tanto investimentos em educação como a
decisão de emigração dependem da riqueza inicial do
agente.
Isto permite explicar a controvérsia entre a literatura
teórica e empírica e o porquê da classe média ser aquela
com maior mobilidade em alguns países. A segunda parte da
tese está diretamente relacionada à literatura de
beneficial brain drain. Os trabalhos nessa área
argumentam
que a possibilidade de um trabalhador educado de emigrar
para outro país que remunera melhor sua mão-de-obra
qualificada aumenta a taxa de retorno à educação na
economia de origem e conseqüentemente os investimentos
em capital humano. O artigo utiliza como experimento a
construção de Palmas, capital do Tocantins, para
investigar
esta hipótese. Os resultados empíricos encontrados a
partir
dos microdados dos Censos de 1991 e 2000 indicam uma
relação negativa entre investimentos em educação e a
distância rodoviária até a capital - usada como proxy dos
custos de emigração - para o período posterior à fundação
de Palmas e uma relação nula para o período anterior. As
evidências são interpretadas como favoráveis à existência
do brain effect, uma vez que o aumento na escolaridade
foi
maior para os indivíduos que mais se beneficiaram com a
construção da capital. / [en] The Economic literature which studies migration has always
been concerned about its impact on welfare. Two different
lines of research in this field focus on impacts of
immigration and brain drain. The two articles which
comprise the thesis are related to these subjects. Although
Roy s model claims that emigrants are negatively self-
selected if the rate of return is higher in the origin
economy, empirical works have found positively selected
emigrants. The first article uses a model to argue that
both investments in education and the decision to
emmigrate depend on wealth if credit markets are imperfect.
This argument allows us to explain the controversy between
the theoretical and empirical literature as well as why the
middle-class is the most mobile one in some countries. The
second part of the thesis is directly related to the
beneficial brain drain literature. Works in this field
claim that the possibility for an educated worker of
emmigrating to another country in which skilled labor is
better paid raises the rate of return to education in
the origin country and consequently the investments in
human capital. The article uses as an experiment the
creation of Palmas, a state capital in Brazil, to
investigate this hypothesis. The empirical results obtained
from microdata evidence a negative relation between
investments in human capital and the distance to the
capital-used as a proxy to emmigration costs-in the period
after the creation of the capital and no relation in the
period before. Those findings are interpretated as
favorable to the brain effect hypothesis, once the increase
in education was greater for individuals who benefited the
most from the foundation of the capital.

[pt] O presente trabalho analisa a trajetória de Luiz Gonzaga e do gênero musical Baião, sua inserção e atuação no mercado fonográfico brasileiro, a partir da cidade do Rio de Janeiro, entre meados da década de 1940 até o final dos anos 1970. Na dissertação também se discutiu dois temas que marcam a extensa obra do compositor e intérprete pernambucano: os conceitos polissêmicos de sertão(ões) e de migração. Tais temáticas dialogam com a própria trajetória de Luiz Gonzaga enquanto migrante e dos milhões de trabalhadores e trabalhadoras que saíram da região Nordeste para os grandes centros urbanos do Sudeste. Por isso, esse trabalho representa o esforço de compreender as relações conflitivas e/ou consensuais entre autor, obra e público sem deixar de discutir as diversas implicações teóricas e metodológicas impostas pelas fontes consultadas (imprensa e canções). Através da mobilização dessas fontes e das leituras diversas, foi possível perceber que Luiz Gonzaga contou com uma importante rede de solidariedade de muitos agentes mediadores do rádio e da imprensa carioca provenientes da região Nordeste. Isso foi decisivo para a introdução, difusão e circulação do Baião no mercado fonográfico como uma forma de resistência cultural. Por outro lado, a recepção pelo público, em particular o migrante, foi responsável pelo grandioso sucesso desse gênero musical entre os anos 1947 a 1953 e sua perpetuação como música nacional. / [en] This work analysis the trajectory of Luiz Gonzaga as well as his insertion and performance in the Brazilian phonographic market, and the musical genre Baião in Rio de Janeiro from the middle of the forties till the last years of the seventies. It is also discussed two themes which defined the long work of this pernambucano composer and singer: the polysemic concepts of sertão (Brazilian backwoods) and migration. These themes walk together with Luiz Gonzaga s history as a migrant and also with millions of workers who left the Brazilian Northeast to go to big Southeast cities. Therefore, this work represents the effort to understand the conflictive and/or agreement among the author, work and public without forgetting to discuss the several theoretical and methodological implications imposed by the researched source (press and songs). Through these source mobilization and several reading, it was possible to realize that Luiz Gonzaga counted on an important solidarity network formed by many radio mediators agents and from the carioca press coming from the Northeast. This was decisive to the Baião introduction, diffusion and circulation in the phonographic market as a cultural resistance form. On the other hand, the audience reception, especially by the migrant one, was responsible for the big success of this musical genre between 1947 and 1953 and its perpetuation as a national kind of music.

[pt] O atual estudo investigou quais categorias formais e sociais estariam envolvidas no processo migratório recente de imigrantes senegaleses em Porto Alegre. O objetivo é demonstrar a dificuldade de se definir um imigrante de maneira homogênea, visto que há fatores sociais, culturais e jurídicos em jogo. Baseando-se em extenso trabalho de campo junto à comunidade, a tese trata de temas como o perfil dos imigrantes, razões de saída do Senegal, projeto migratório, escolha do Brasil como destino, inserção no mercado de trabalho brasileiro, além de questões de moradia, associativismo civil e religião. Conclui que diversas categorias estão envolvidas no processo migratório para além das relevantes questões políticas, humanitárias e econômicas. Os novos fluxos Sul-Sul diferenciam-se daqueles tradicionalmente destinados ao Brasil. A chegada de imigrantes negros, senegaleses e muçulmanos, traz à tona antigos preconceitos e
estigmas vinculados ao imaginário brasileiro e novas possibilidades para refletir, por exemplo, sobre a noção de uma cultura de emigração em tempos de globalização. O estudo de caso aqui apresentado permite perceber de que maneira os diversos fluxos de imigrantes merecem atenção em suas realidades migratórios específicas, visto que há categorias sociais e formais envolvidas no process dependendo de quem é, de onde vem e para onde vai. / [en] The current study investigates formal and social categories involved in the recent migration process of Senegalese migrants in Porto Alegre. The objective is to demonstrate the difficulty of defining a migrant in a homogeneous way, since there are social, cultural and legal factors at stake. Based on extensive fieldwork
with the community, the thesis deals with topics such as: migrant s profile, reasons for leaving Senegal, migration project, chosing Brazil as a destination, insertion in the Brazilian labor market, housing issues, civil associations and religion. Concludes that a number of categories are involved in the migration process beyond political, humanitarian and economic issues. The new South to South migration flows to Brazil differ from those traditionally historical ones. The arrival of black, Senegalese and Muslim migrants brings to the fore old prejudices and stigmas linked to the Brazilian imagination and therefore new possibilities for reflection, like the notion of a culture of emigration in times of globalization. The case study allows us to understand how the different migration flows deserve attention in their specific migration realities, since there are social and formal categories involved in the process depending on who they are, where they come from and where they are going.

humanidade e foram responsáveis pode moldar a sociedade. Os migrantes precisam
e devem ser acolhidos com dignidade, todavia é importante analisar as causas de
sua migração como forma de garantir que as pessoas só migrem no exercício de sua
livre escolha. Nenhum ser humano deve ser forçado a migrar, a sair do seu país para
buscar condições de vida dignas, se expondo aos inúmeros riscos e problemas
oriundos desse tipo de migração. A responsabilidade de proteger tem potencial para
ser uma ferramenta útil na prevenção de migrações forçadas considerando a
segurança humana como uma meta a ser garantida e a soberania como uma
responsabilidade e não, um direito absoluto do soberano. Além disso, a segurança
humana, através da análise das situações inerentes à sua ausência é um importante
sistema de alerta precoce visando a uma atuação com menos efeitos colaterais pela
detecção de inseguranças humanas nos estágios iniciais. Embora seja importante a
análise ainda que sucinta de alguns casos específicos onde a responsabilidade de
proteger tenha sido, ou não, utilizada, o enfoque será prognóstico e focado na
potencialidade dos conceitos e princípios, mesmo que nas situações pretéritas eles
tenham sido mal utilizados. Como se demonstrará, muitos dos problemas na
aplicação da responsabilidade de proteger são oriundos de questões políticas e não,
do instituto em si. / [en] Migrations are population movements that exists since the beginning of
humanity and were responsible for shaping the society. Migrants need and should
be welcomed with dignity, but it is also important to analyze the causes of their
migration as a way of ensuring that people only migrate at their free agency. No
human being should be forced to migrate, to leave their country in order to seek for
a decent living condition, exposing themselves to the numerous risks and problems
that this type of migration brings with it. A study of how the responsibility to protect can be an useful tool to prevent forced migrations taking human security as a goal to be guaranteed and sovereignty interpreted as a responsibility, not an absolute
right of the sovereign. In addition, human security through the analysis of situations
inherent to its absence will be considered as an important early warning system in
the search for a way of action with fewer side effects by detecting human
insecurities in the early stages. A briefly analyze of some specific cases where the
responsibility to protect has been used or not, is important. However, the focus will
be prognostic with focus on the potential of the concepts and principles, even if in
the past they have been misused. As will be shown, many of the problems in
applying the responsibility to protect came from political issues rather than from
the concept itself.

[pt] Esta tese de doutorado investiga o acolhimento humanitário de pessoas LGBTI+
pela Operação Acolhida (2018-2022) como resposta do Brasil para o fluxo de
migrantes e refugiadas venezuelanas no país, pensando um panorama dos serviços
oferecidos e das questões que surgem no acolhimento e na integração dessa
população no território brasileiro. Uma abordagem da performatividade de Judith
Butler amparada por Jacques Derrida será usada como estratégia analítica para
entender as práticas, os discursos, os protocolos e as regras empreendidas nesse
caso pensando a reiteração de normas de gênero, sexo e sexualidade, do
humanitarismo e de Estado. Nesse sentido, o texto é um enquadramento parcial de
reiterações performativas da Operação Acolhida que podem (re)criar
(im)possibilidades não-intencionais para migrantes e refugiadas venezuelanas
LGBTI+. A realidade social LGBTI+fóbica traz consigo atravessamentos culturais
locais e transfronteiriços em que imperam lacunas, silêncios, segregação e
violências. Enquanto a lógica humanitária traz consigo as narrativas e protocolos
da crise, da emergência estabelecendo pressa e reforçando ausências constitutivas;
e o Estado traz consigo a demanda da contenção, da gestão e governo das
populações e espaços, criando narrativas de (des)acolhida. Nessa sobreposição
normativa e regulatória do contexto de acolhimento da Operação Acolhida, a
população migrante e refugiada LGBTI+ necessita de integração a médio e longo
prazo e de políticas que garantam seus direitos no país. Demandas de
empregabilidade, saúde e assistência social se multiplicam em um universo em que
o pensamento de curto prazo é reproduzido de forma central. Os limites, problemas
e avanços da estrutura logística humanitária são foco do trabalho e delinearão os
achados da pesquisa apontando para uma reflexão em torno da adaptação de
protocolos e de uma crítica dialógica. / [en] This PhD thesis investigates the humanitarian reception of LGBTI+ people from
Operação Acolhida (2018-2022) as a response from Brazil to the flow of
Venezuelan migrants and refugees in the country, thinking about an overview of
the services offered and the issues that arise in the encounter and integration of this
population in the Brazilian territory. An approach to Judith Butler s performativity
supported by Jacques Derrida will be used as an analytical strategy to understand
the practices, discourses, protocols and rules undertaken in this case thinking about
the reiteration of norms of gender, sex and sexuality, humanitarianism and the State.
In this sense, the text is a partial framing of performative reiterations of the
Operação Acolhida that can (re)create unintentional (im)possibilities for
Venezuelan LGBTI+ migrants and refugees. The LGBTI+phobic social reality
brings with it local and international cultural crossings in which gaps, silences,
segregation and violence prevail. While the humanitarian logic brings with it the
narratives and protocols of crisis, of emergency, establishing haste and reinforcing
constitutive absences; and the State brings with it the demand for containment,
management and government of populations and spaces, creating (un)welcoming
narratives. In this normative and regulatory overlap of the reception context of
Operação Acolhida, the LGBTI+ migrant and refugee population needs medium
and long-term integration and policies that guarantee their rights in the country.
Employability, health and social assistance demands multiply in a universe in which
short-term thinking is centrally reproduced. The limits, problems and advances of
the humanitarian logistical structure are the focus of this work and will outline the
research findings, pointing to a reflection around the adaptation of protocols and a
dialogic critique.
