Racism, criticism or, inept reporting? : racism in the media, the relationship between the state and the press, and the standard of journalism in South Africa

Thesis (MPhil)--Stellenbosch University, 2002. / ENGLISH ABSTRACT: The furor around racism in the media was brought to the surface in 1999 when the Black Lawyers Association and the Association of Black Accountants of South Africa appealed to the South African Human Rights Commission to investigate the South African media. This request was based on the presumption that the South African media was rife with racism and urgently required attention. The subsequent enquiry was the source of much controversy and accusation. Almost three years since the enquiries inception, the issue of racism in the South African media has not disappeared despite decreasing media coverage in recent months. When the South African Human Rights Commission launched the enquiry into racism, prominent media leaders including key editors and newspaper representatives were summoned to appear before the controversial Commission. Some media leaders felt the Commission was a direct attack on the freedom of the Press. Others felt the enquiry was long overdue or slammed it as an all-time flop. Furthermore, pure and simple criticism of the government is still perceived as racism when it is the Press fulfilling its role as the 'watchdog of democracy' . Various Press theories, for example Developmental or Libertarian, impact on the perceived role of the Press in a democratic nation. The standard of journalism in a country can also impact on the way in which the press is perceived. For example, there are times when inept reporting is misunderstood as racist reporting. This assignment is a broad overview of the enquiry into racism in the media and the concerns around this issue as well as the response to it. It takes a closer look at the role of the media and the relationship between the media and the state. In particular, it focuses on how criticism of the government can be misread as racism, as well as investigating how the standard of journalism impacts on the way in which the media serve the public. The South African National Editors Forum launched a skills audit in 2002 and the results were surprisingly negative. The general standard of journalism in South Africa was assessed as "low". This assignment looks at the findings of the audit in the light of the above questions surrounding the standard of journalism as it pertains to reporting on race and accuracy, understanding and objectivity. The last section of the assignment takes a brief look at several examples of how to report on race in South Africa and what to be aware of when considering sensitivity to race issues. The questions as to whether it is racism, healthy criticism misconstrued as racism, or simply inept reporting, are explored. Although an expansive topic by nature, this paper provides an overview of the key issues pertaining to media ethics as it pertains to racism in the South African media. / AFRIKAANSE OPSOMMING: Die skandaaloor rasisme in die media was te vore gebring in 1999 toe die Black Lawyers' Association en die Association of Black Accountants die Suid Afrikaanse Menslike Regtes Kommissie gevra het om die Suid Afrikaanse media te ondersoek. Die versoek was gebaseer op die gedagte dat die Suid Afrikaanse media rasisties is en dringend aandag nodig het. Die ondersoek was baie kontroverseel en het na baie beskuldiging gelei. Omtrent drie jaar nadat die ondersoek begin het, is die kwessie van rasisme in die Suid Afrikaanse media nog lewendig alhoewel daar minder daaroor geskryf is in die land se publikasies. The framing of China in Nigeria : an analysis of the coverage of China's involvement in Nigeria by Thisday newspaper

This study identified the media frames that dominate Thisday newspaper's coverage of China's engagement with Nigeria and relate these frames to frame sponsors, who articulate and contest these framings. Frame analysis is applied to a sample of 40 news, feature and opinion articles between the sample period of 1 November 2011 and 31 December 2012. The study analysed media content from Thisday newspapers, drawing on the four dimensions of frames identified by Entman: define problems, diagnose causes, evaluate causal agents and their effects, and recommend treatment (Entman 1993). Using an inductive approach to frame analysis, the study identified two overarching mega frames, contested among the ruling elites who sponsor their views on China in the media, which define China's engagement with Nigeria; partner/role model and predator. The two mega frames mirror the broad characterisation prevalent in the academic literature on China in Africa. The primary partner/role model mega frame constructs China's engagement with Nigeria as a mutually beneficial economic partnership while on the other hand the predator mega frame constructs it as unequal and exploitative. The study identified the activities of frame sponsors who are articulating and promoting their views on China's engagement with Nigeria in the media as primarily responsible for these framings. The study also identified the activities of frame sponsors (ruling and economic elites) was key to the exclusion of ordinary peoples' voices, civic organisations, trade unions and human rights organisation in the text. However, the study also attributes the exclusion of ordinary voices, human rights, democracy and civic engagements in the text to the weakness of Thisday journalism in mediating the framings of China being promoted and articulated by elite frame sponsors. This is, however, symptomatic of the fault lines of journalism practice in Nigeria.

Tug of war : a critical discourse analysis of Punch and Daily Trust newspapers' coverage of polio eradication in Nigeria

The resurgence of the polio virus in Nigeria following vaccine rejections poses a severe threat to the total worldwide eradication of polio. Vaccine refusals are a huge problem in Nigeria, especially in the North, which accounts for about 60 percent of polio cases in 2013. These refusals were informed by claims that polio vaccines contained anti-fertility properties that were designed by the ‘West’ to reduce the Muslim population. These claims and subsequent vaccine rejections culminated in the killing of health workers during an immunisation exercise in February 2013. This study is an analysis of the coverage of the polio eradication controversy by two newspapers- Punch and Daily Trust, following the killings of the health workers. Daily Trust is situated in Northern Nigeria, while Punch is situated in the South. The choice of these newspapers is based on the argument by Ayodele (1988) and Omenugha (2004) that the Nigerian press has been accused of escalating tension in the country because they view many aspects of the Nigerian reality from the lenses of religious, political and cultural prejudices. Because it is a text-based study, the chosen research method is Fairclough’s (1995) model of Critical Discourse Analysis (CDA), following a preliminary thematic content analysis. In addition to Fairclough’s model, the study employs textual analytic tools such as narrative analysis and rhetoric/argumentative analysis. The selected texts, which comprise editorials and news stories are analysed based on the themes identified during the thematic content analysis. The study concludes that while the two newspapers differ in their locations and stylistic approach to news, they are similar in their coverage of the polio eradication crisis. They both side with the Federal Government and help perpetuate the South versus North animosity thereby ignoring the intricacies involved in the polio eradication controversy.

Text in Afrikaans / 'n Verkennend-beskrywende, interpretatiewe, meta-teoretiese studie is onderneem om die invloed van epistemologiese relativisme op opvoedkundige teorievorming te ondersoek. Die verwagting bestaan, in 'n tydsgees wat die kompleksiteit van die kenterrein van die Opvoedkunde benadruk, dat die opvoedkundige objektiewe en praktykrigtende kennisuitsprake aangaande die kenterrein van die Opvoedkunde sal maak. Om aan laasgenoemde verwagting te kan voldoen, is dit vir die opvoedkundige nodig om die kenterrein van die Opvoedkunde te betree en interpretatiewe, kontekstueel-funksionele kennisuitsprake te maak. Vanuit 'n tradisionele perspektief op wetenskapsbeoefening en rasionaliteit kan aantygings van epistemologiese relativisme ontstaan teen kennisuitsprake wat die kenterrein interpreteer. Dit is egter moontlik om aantygings van epistemologiese relativisme in opvoedkundige teorievorming te weerle, indien 'n verbrede beskouing van rasionaliteit in die Opvoedkunde gehuldig word. Op grond van die verband wat tussen taal, interpretasie en rasionaliteit bestaan, word meta-norme van rasionaliteit wat met taalgebruik en interpretasie verband hou, ge"identifiseer. Die mensbeskouing van die Eksistensiele Fenomenologie en Habermas se Teorie van Kommunikatiewe Rasionaliteit het dit in gemeen dat dit die moontlikheid erken dat mense deur middel van taalgebruik 'n gemeenskaplike realiteit kan identifiseer wat ook as 'n vertrekpunt in wetenskaplike gesprekvoering kan dien en wat objektiewe kennisuitsprake moontlik maak. Op grond daarvan dat meta-norme van rasionaliteit bestaan, is dit vir opvoedkundiges moontlik om oor die kenterrein van die Opvoedkunde in gesprek te tree en toenemend objektiewe kennisuitsprake, wat die kontekste van individuele paradigmas oorskry, te maak. / An investigative, descriptive, interpretative, meta-theoretical study was undertaken to determine the influence of epistemological relativism on educational theory formation. It is expected that, at a time when the complex nature of Education is being emphasised, educationists will make objective as well as functional, directive knowledge statements about the education epistemic. To fulfil the latter expectations, it is necessary for educationists to enter into the education epistemic and make interpretative, contextually functional knowledge statements about education. From a traditional perspective on the practice of science and rationality, allegations of epi stemological relativism may arise against statements which interpret the education epistemic. However, it is possible to allay allegations of epistemological relativism in educational theory formation, if a broadened view of rationality is upheld in Education. On the basis of the relation between language, interpretation and rationality, meta-norms of rationality are identified that relate to language usage and interpretation. Existential Phenomenology and Habermas's Theory of Communicative Rationality correlate in their acknowledgement of the possibility that people can, through language usage, identify a common reality which can also seNe as point of departure in scientific discourse, while at the same time facilitating objective knowledge statements. A person's interpretation of reality by means of language is an ontic premise and, therefore, it is stated that the researcher's interpretation of an object of study is based on language through meta-norms of rationality. With the basic assumption that there are meta-norms of rationality which are related to language and interpretation, a broadened understanding of rationality in Education, which accommodates interpretative knowledge statements, is suggested. Because meta-norms of rationality exist which are related to language interpretation, it is possible for educationists to make a functional interpretation, within their own paradigmatic context, of the education epistemic, without lapsing into epistemological relativism. On the basis of the existence of meta-norms of rationality, education discourse becomes possible between educationists, and they can make increasingly objective knowledge statements, which extend beyond the context of individual paradigms. / Educational Studies / D. This part also describes development of social services and their practical use in law system of Czech Republic. We can also find description of inspection methods and their system. Third charter is mainly focused on dimension of inspector's ethic codex. It is aiming on systems of values, professional ethics, ethic codex and education of inspectors. Last and main chapter is trying to explain problematic areas in actual and real conditions of inspection process. Chapter contains suggestions with several solutions. Thesis uses and combines all collected data from verified sources, specialists external inspectors.

Vårdnära servicetjänster- En möjlighet till förändring? : En kvalitativ intervjustudie / Care Services- An opportunity for change?

Äldreomsorgen är en sektor som står inför stora utmaningar på grund av det ökade antalet äldre i kombination med svårigheter vad gäller rekrytering och kompetensförsörjning. För att klara av denna utmaning har en större kommun i södra Sverige undersökt alternativa kompetenser inom området och funnit att undersköterskans kompetens kan frigöras genom att omfördela arberbetsuppgifterna vad gäller service. Genom att serviceuppgifterna istället överförs till en ny yrkesroll, så kallad Vårdnära servicetjänster, kan detta komma att lösa delar av kompetensförsörjningen. Den rådande arbetsmarknaden, som präglas av rekryteringssvårigheter, sammanfaller med att det finns personer som står långt ifrån arbetsmarknaden. I vår kvalitativa intervjustudie har vi genomfört två enskilda intervjuer med personer som är väl insatta i ämnet samt genomfört en fokusgruppsintervju för att undersöka hur yrkesverksamma, som på daglig basis arbetar med att stötta personer att hitta sin plats på arbetsmarknaden, uppfattar den nya yrkesrollen. För att analysera vårt empiriska material har vi använt oss av tre teoretiska utgångspunkter vilka är Human Relations perspektivet, begreppet kompetens samt den objektivistiska pluralismen. I resultatet framkommer generellt att yrkesrollen kan komma att bli aktuell för de personer som av olika anledningar ännu inte hittat sin plats på arbetsmarknaden. Det har även framkommit andra tydliga vinster i kombination med vissa utmaningar som behöver tas i beaktande i det fortsatta arbetet med den nya yrkesrollen. I kommunen där studien utförts är yrkesrollen i dagsläget inte verksam och därför blir det en utmaning att diskutera dess framtida funktion och införandeprocess. In order to cope with this challenge, a larger municipality in southern Sweden has examined alternative competencies in the area and found that the competence of the assistance nurse can be released by redistributing the duties regarding service. Due to the fact that service duties instead are transferred to a new profession, called Care Services, this may solve a part of providing competence. The current labor market, which is characterized by recruitment difficulties, coincides with the fact that there are people far from the labor market. In our qualitative interview study, we have conducted two individual interviews with individuals who are well aware of the subject and we have also conducted a focus group interview in order to examine how professionals, who work on a daily basis to support people find their place in the labor market, perceive the new profession. In order to analyze our empirical material we have used three theoretical starting points, which are the Human Relations perspective, the concept of competence as well as objectivity pluralism. In general, the results show that the new profession may be relevant to those persons who for various reasons have not yet found their place in the labor market. There have also been other clear profits combined with certain challenges that need to be taken into account in the future work with the new profession. In the municipality where the study was conducted, the new profession is not yet active and therefore it is challenging to discuss its future function and the implementation. Och om att (våga) se, för den kan ta sig tämligen subtila uttryck som är svåra att upptäcka om man inte är medveten om dem. O trabalho trata das situações de incerteza na técnica processual civil, analisando causas, efeitos e, principalmente, meios adequados para o tratamento dessas situações. Defende a idéia de que os litigantes não podem ter seus direitos processuais cerceados pela falta de objetividade na técnica processual, circunstância na qual deverá ser privilegiada a eficácia dos atos das partes. Nos três primeiros capítulos, é estudada a função do processo perante o direito material (aspecto positivo da instrumentalidade do processo), seu formalismo e sua flexibilidade, acentuando-se a aplicação da instrumentalidade das formas e do dever de saneamento das irregularidades processuais (aspecto negativo da instrumentalidade do processo). No capítulo quarto, são identificadas as crises de certeza no direito processual, suas fontes e os melhores meios de se evitá-las. No capítulo quinto, é justificada, à luz do direito processual vigente, a necessidade de manutenção da eficácia dos atos processuais realizados em zonas de incerteza. Por fim, nos capítulos seis e sete, o trabalho trata da fungibilidade recursal e da incerteza relativa aos pressupostos formais da ação rescisória, propondo meios de se permitir que os atos processuais realizados em zonas de incerteza produzam todos os seus efeitos, ainda que a opção dos litigantes divirja daquela adotada pelo juiz. / The present dissertation deals with the uncertainty about Brazilian civil procedure techniques, analyzing causes, effects and, chiefly, adequate means of treatment of such issues. It argues that the litigants may not have their procedural rights suppressed by the lack of objectivity on procedural law, situation in which the efficacy of their acts must be privileged. In the first three chapters, it studies the function of the procedural Law considering the substantive Law (positive aspect of procedural instrumentality), its formalism and its flexibility, enhancing the applicability of the norm of instrumentality of the forms and the judges obligation of remedying procedural irregularities (negative aspect of procedural instrumentality). In chapter four, crises of uncertainty of procedural law are identified, its sources as well as the best ways to avoid them. In chapter five, the needs of maintaining the efficacy of the parties acts in situations of uncertainty are justified considering the current procedural Law. At last, in chapters six and seven, the study addresses the rule of commingling remedies and the matter of uncertainty related to the procedural requisites of the termination action, proposing that the procedural acts performed in zones of uncertainty will produce all their effects, even if the option made by the litigants be different from that made by the judge.

Sportjournalistens två ansikten : En kvalitativ studie om sportjournalistens objektivt och subjektivt skiftande roll

Syftet med vår studie har varit att undersöka hur reportrar, krönikörer och chefer inom sportjournalistiken förhåller sig till objektivitetsidealet i deras dagliga arbete. Vårt intresse har varit att ta reda på om dessa sju sportjournalister titulerar sig som reportrar, krönikörer eller både och. I fall då dessa personer titulerar sig som både reporter och krönikör har vårt syfte varit att ta reda på om skiftet mellan dessa roller går hand i hand med det objektiva arbete, som förväntas av dem som reportrar.   I denna studie har vi samlat in vårt material med hjälp av semistrukturerade intervjuer med personer som är aktiva inom sportjournalistiken. Under våra två veckors insamlingsarbete har vi talat med sju sportjournalister och tre sportchefer på tre nationella svenska tidningar och en nationell nyhetsbyrå. Eftersom objektivitet inom sportjournalistiken i synnerhet är något som inte har undersökts i större utsträckning har vi tagit hjälp av teorier om journalistik i allmänhet för att svara på våra frågeställningar. Teorierna fokuserar på objektivitet, opartiskhet, kommersialisering och subjektivitet och genom dem har vi som avsikt att förklara skiftande roller inom sportjournalistiken.   Resultatet från vår forskning visar att varje individuell journalists förhållande till objektivitet varierar utifrån deras titulerade arbetsroll och deras arbetsplats rutiner och riktlinjer. Dock har vi ur våra intervjusvar identifierat gemensamma teman i deras åsikter, som på grund av digitaliseringens och kommersialiseringens influenser påverkar deras objektiva arbetsförmåga. De tydligaste teman eller faktorer som i denna forskning visat sig kunna avgöra graden av objektivitet i sportjournalistiken är: tidsbrist, kontroversiell grad, hejarklacksjournalistik, sociala medier och rewrites från lokaltidningar. Hur stor utsträckning dessa påverkar utformningen av de fyra tidningarnas journalistik beror i sin tur på deras ekonomiska förutsättningar och förtroenderelationer. / The purpose of our study has been to investigate how sport reporters, columnists and managers handle the journalistic ideal and term objectivity in their everyday work. Our interest has been to pinpoint whether our selected sports journalists entitle themselves as reporters, columnists or perhaps both. In the circumstances in which these persons entitle themselves as both sports reporters and columnists, our purpose is to figure out if it is possible for them to maintain the same level of objectivity, that is expected in their work as reporters.   In this study we have collected our material through the use of semi structured interviews with people whom are active in the field we know as sports journalism. During the two week interlude in which the material has been collected we have spoken to seven sport reporters and three heads of sports from tree national, Swedish newspapers and one national news agency. Since objectivity within sports journalism as a subject matter has not been explored thoroughly we have chosen to use common theories regarding journalists approach to objectivity. The theories focus in on objectivity, impartiality, commercialization and subjectivity in order to explain the shift of roles within sports journalism.   The result of our research shows that each individual journalist´s approach to objectivity tend to vary depending on their role and on their employers work procedures. However, they all have some tendencies in common, that caused by the media's digitalisation and commercialisation tend to restrict their objective ability. The most common themes or factors that have shown to determine the level of objectivity in our research are: lack of time, controversial degree, cheering journalism, social media and rewrites of local newspapers. To what extent these factors affect the journalistic formation in these four newspapers depend on their economic prerequisites and relationships of trust.

What complicates the whole issue is the essential inwardness of the conscious experience. We objectivize this inwardness per our aim to know, and thus deprive it of its essence. Thereby, very often, we lose sight of what we want to examine. This problem is related to the theme of speech as a form of communication that plays an ambivalent role here. Speech in the sense of articulated form of communication can easily become a barrier that separates human beings from other living creatures; the so-called less articulated forms of communication may, on the other hand, be an opportunity to overcome this barrier. Part of the thesis thus offers a critical reflection on the scientific research whose focus is on animal abilities, but which forgets to take into account the human element contained in the apparently scientific method. The final part of the thesis deals with modern research of a canine abilities and offers a reflection on the influence of the domestication process on what we call intelligence.
