A proposta deste trabalho é identificar as demandas apresentadas na área da infância e juventude da Comarca de Tarumirim a partir dos relatórios sociais produzidos pelo assistente social durante os anos de 2007 e 2008. Este estudo foi realizado no Fórum João de Andrade, Circunscrição dos municípios de Engenheiro Caldas, Fernandes Tourinho, Sobrália e Tarumirim. Estas demandas sociais apresentadas ao sistema judiciário guardam implicações diretas com as particularidades da migração internacional e pobreza que marcam fortemente esta região. Para este estudo procedeu-se a revisão bibliográfica acerca dos temas e questões afins, pesquisa documental e recorrência a fontes secundárias, com análise de indicadores. / This study analyzes the migration and poverty which is a particularity regarding the social issue in the microregion of Governador Valadares, State of Minas Gerais, for the comprehension of the unique challenges in the effectiveness of social rights in social spheres, which are in deep poverty. This work aims to identify the demands presented in the area of the infancy and youth of Tarumirim jurisdiction from the perspectives of social reports produced by a social worker during the years 2007 and 2008. This study was carried out in the Forum João de Andrade, Division of the municipalities of Engenheiro Caldas, Fernandes Tourinho, Sobrália and Tarumirim. These social demands that were presented to the judiciary have direct implications in the particularities concerning the international migration and poverty that strongly mark this region. For this study a bibliographical revision was done on the themes and related issues, documentary research and research of secondary sources, using analysis indicator.

Deste modo, o entendimento acerca do processo sócio-histórico, se faz necessário para a implantação de políticas sociais idealizadas inicialmente ao enfrentamento da questão social e suas multifaces, em todo este período, de reducionismo e adoção de práticas compensatórias e imediatistas ao enfrentamento das refrações da questão social na atualidade. A questão social é deste modo, vista como indissociável do sistema capitalista de produção e do consequente efeito fragmentador da identidade de classe dos trabalhadores. A questão social integra assim, condições e dimensões de elementos históricos e subjetivos, que compreendem a ação dos sujeitos na construção da história e na busca por modificar a realidade estabelecida. Por isto, a análise apresentada nesta Dissertação, discorrerá sobre os padrões de intervenção estatal nas refrações da questão social inscrita nos períodos compreendidos pelas fases históricas do capitalismo, quais sejam o liberalismo, o neoliberalismo e socialdemocracia. Além disto, são também apresentados os debates produzidos acerca desta intervenção, particularmente ao que se refere ao debate desenvolvido na contemporaneidade, tomando como referencia a existência de uma “nova questão social”. / The social question originated in the mid-nineteenth century found in the work world scenario beneficial for their development and rearrangements during the process of development of the capitalist system of production. Thus, the understanding of the socio-historical process, it is necessary for the implementation of social policies devised initially to cope with the social question and its multifaceted, throughout this period, reductionism and adoption of practices and immediate compensation to cope with the refractions social issue of today. The social question is thus seen as inseparable from the capitalist system of production and the consequent effect of fragmenting the class identity of workers. The issue thus integrates social conditions and historical dimensions and subjective elements, which include the actions of the subjects in the construction of history and the search for modifying the established reality. Therefore, the analysis presented in this thesis, will discuss the patterns of state intervention in the refractions of the social question in the periods entered the historical phases of capitalism, namely liberalism, neo-liberalism and social democracy. In addition, discussions are also presented produced about this intervention, particularly when it comes to the debate developed in the present, taking as reference the existence of a "new social question."

A análise é feita em sua relação com a fábrica da Votorantim Metais e Zinco S.A., em Igrejinha. Demonstra-se essa relação através de sua estratégia de implantação por sua proximidade com o ente público, em busca da garantia de seus interesses particulares e os de sua fração de classe. Parte-se da hipótese que tal relação estabelecida em um contexto no qual o desenvolvimento articulou-se a novos canais de representação, assim como, ao Estado, a força capaz de resguardar os interesses do capital privado. A pesquisa apontou para o fato de que a implantação da fábrica em Juiz de Fora e mais especificamente em Igrejinha deu-se, efetivamente pelas alianças entre o capital e o poder em todas as esferas federal, estadual e municipal, sendo que o último foi o responsável por criar e manter as condições favoráveis ao desenvolvimento da fábrica na região, especialmente no que concerne à infraestrutura. Outro elemento fundamental obtido através de nossa pesquisa foi à constatação de que a população do bairro de Igrejinha não tem usufruído em nenhuma medida dos bens produzidos pelos ganhos do capital no seu espaço de viver, nos últimos 30 anos. Percebemos também que a relação do poder local com o ambiente tem sido feita na defesa dos interesses do capital minimizando os significativos impactos ambientais na localidade. / This work has as its central object the discussion of social issues and the environment from the appropriation of land and environmental impacts in Juiz de Fora, Minas Gerais, from 1980 to 2010. The analysis is in its relationship with the factory and Votorantim Metais Zinco SA in Igrejinha. He demonstrates this relationship through its deployment strategy for its proximity to the public entity in pursuit of securing their interests and those of his class fraction.It starts with the assumption that such a relationship established in a context in which development was articulated in the new channels of representation, as well as the State, the force capable of protecting the interests of private capital. The research pointed to the fact that the establishment of the factory in Juiz de Fora and more specifically in Igrejinha gave up effectively by the alliances between capital and power in all federal, state and municipal levels, the latter of whom was responsible to create and maintain conditions favorable to plant in the region, especially with regard to infrastructure. Another key element obtained through our research is the fact that the population of the district has enjoyed Igrejinha not in any measure of goods produced by capital gains in your living space during the past 30 years. We also found that the ratio of local to the environment has been made in the interests of capital while minimizing significant environmental impacts in the locality.

The aim of the research was to analyze its limits, challenges and possibilities with the purpose of evaluating the performance of COMASP/SP related to political, technical and operational aspects. The study aimed to know the version of the persons involved in the study about periods and facts related to Brazilian Social Protection from a transversal look to public control and defense of citizenship. It is a qualitative research based on methodological trajectories. It was supported on tales in order to emphasize an approach to the characters feelings with autobiographic roots. The basic concepts adopted are: Public Control, Citizenship and Social subjects, based on contemporaneous authors, mainly Brazilian, with bibliographic survey in the fields of Sociology, Social Sciences and Phylosophy, documental research in personal files of the people involved in the research, Instituto Polis, PUC-SP- Nadir Kfouri Library, ESPASO, Council site, Municipality departments, etc. The field research consisted of open interviews in which where listened the narratives of five citizens, tree of them had been Social Assistance Councillors. Their life stories were woven in fighting for life in some moments in the past. They are two activists of social fóruns, a actual member of CNAS from 2012 to 2014 and the other is a member of the coordination of National Movement of Homeless.To the data analysis were applied documental and analysis techniques and content analysis of the narrated stories. The results found in the investigation have shown in the one hand , mainly the activity participation in deliberative of COMAS, due to the fact they were chosen by the users and on the other hand the weakness as a result of the established bureaucratic and institutional order that favors the technical aspect, thus highlighting the limitations of the political role to play of the Council.That is why we emphasize the importance of the debate on overcoming the social issue by the public control as power sharing and expansion of the state. It was sought to support the new knowledge by creating proposals attempting to smooth out the rough edges in the historical formulating of social protection and strengthening spaces for democratic participation as a result of the subjects experiences with an unique approach with actions in defense of the citizenship / A presente dissertação tem por objeto a participação dos usuários no controle público da Política de Assistência Social no Município de São Paulo, sobretudo na dinâmica deliberativa do Conselho Municipal de Assistência Social (Comas), no período compreendido entre os anos de 2002 a 2012. O objetivo geral da pesquisa é analisar os limites, desafios e as possibilidades presentes, tendo em vista a atuação política, técnica e operacional do Comas/SP. Objetiva-se conhecer a versão dos sujeitos sobre períodos e fatos, que estão relacionados com a proteção social brasileira, a partir do olhar transversal ao controle público e defesa da cidadania. É uma pesquisa qualitativa, que se apoia na categoria metodológica de trajetórias. Apoiados no gênero Contos, privilegiamos o realismo interior dos personagens com raízes autobiográficas. As referências conceituais básicas adotadas são: controle público, cidadania e questão social, fundamentadas em autores contemporâneos, em sua maioria brasileiros, compreendendo levantamentos bibliográficos nas áreas de Sociologia, Serviço Social e Filosofia; pesquisa documental em arquivos pessoais dos cidadãos sujeitos da pesquisa, Instituto Polis, PUC-SP Biblioteca Nadir Kfuri, Espaso, site oficial do conselho, órgãos municipais, dentre outros. A pesquisa de campo envolveu entrevistas abertas, durante as quais foram ouvidas as narrativas de cinco cidadãos, dos quais três exerceram a função de conselheiros da Assistência Social. Suas histórias de vida se entrelaçam na luta pela vida, em dado momento de suas trajetórias. São dois militantes de fóruns sociais, um membro do Conselho Nacional de Assistência Social (CNAS), na atual gestão de 2012 a 2014, e outro é membro da coordenação do Movimento Nacional da População de Rua. Para análise dos dados foram aplicadas as técnicas de análise documental e de conteúdo das trajetórias narradas. Os resultados da pesquisa demonstram, principalmente, de um lado, a relevância da participação dinâmica deliberativa do Comas, pelo fato de serem os conselheiros eleitos pela população usuária e, de outro lado, a fragilidade imposta pela ordem institucional e a burocrática, que privilegia o aspecto técnico, realçando assim as limitações do protagonismo político dos conselheiros. Dessa forma, enfatizamos a importância do debate sobre a superação da questão social pela via do controle público, enquanto partilha de poder e ampliação do Estado. In this paper the reader will become familiar with this social issue through a vast bibliographical review of the Science of Anthroposophy, based on the works of its pioneer, Rudolf Steiner, and other anthroposophers who follow his ideas. In addition, other authors here are presented as they also relate to this social issue, but who have convergent ideas from the ones found in Anthroposophy. Furthermore, a case study is presented, which was conducted by the Community Association of Monte Azul, a socially responsible organization that has its foundation on the Science of Anthroposophy. This is to provide relevant facts of this biography organizational, with emphasis on the action of the founder of this social work, Ute Craemer Else Ludovic, as well as a documentary analysis of Participatory Planning, from 2009 to 2013, with all the social and community programs of this Association, spread over three different cores covered: Monte Azul, Peinha and Horizonte Azul, and also with exposure to the vision of the future and the objectives of each program. For the composition of the case study, a research was conducted with two groups of respondents, both from Monte Azul Community Association: strategic group, of goals, and leadership group or support, of coordinators. The findings from the data allowed for a categorical thematic analysis, which shows the indicators of research for each question, as well as the correlation of indicators into categories, and also comments from the analysis. As a result, it was observed that both the ethical issue and the issue of solidarity are referenced by the attitudes and behaviors described in the case study, in the interviewees' testemonials. The conclusion is done by means of a reflection on the initial problematic proposal / Esta Tese de Doutorado buscou a compreensão para o empreender de maneira ética e solidária, sob à ótica da Ciência da Antroposofia . Para tanto, este estudo discorre sobre a questão social, por meio de uma vasta revisão bibliográfica da Ciência da Antroposofia, a partir da obra de seu precursor, Rudolf Steiner, e demais antropósofos, que seguiram suas concepções. To reach this aim we sought to establish the proper connections among the three axes that we consider of extreme importance that are: The social issue, which according to our point of view is the central element of the relation between the profession of Social Work and the reality, considering that the object of work of the social worker deals with social issues in their multiple expressions; The Social Work as a profession registered in the social and technical division of work and the social assistant in the condition of an employee that, as any other worker, has to; sell his work force to survive, The entrepreneurial social responsibility understood as a management strategy used by the enterprises that in search of social legitimization use strategies that can embody new dimensions to their businesses, in other words, the social responsibility as part of an entrepreneurial rationality to keep itself in the globalized market. So, through these axis and the individuals testimonies (managers and social workers) who develop their profession in Mato Grosso enterprises, we try to develop this study, that is, the analysis of the social worker s performance in the practices of entrepreneurial social responsibility in Mato Grosso / Esta tese tem o objetivo de analisar a atuação do assistente social nas ações de responsabilidade social desenvolvidas pelas empresas de Mato Grosso. Para alcançarmos este objetivo buscamos estabelecer as devidas conexões entre os três eixos que consideramos de importância fundamental, e que são: - A questão social que, no nosso entendimento, se constitui em elemento central da relação entre a profissão de Serviço Social e a realidade, considerando que o objeto de trabalho do assistente social é a questão social nas suas múltiplas expressões; - A profissão de Serviço Social, enquanto profissão inscrita na divisão social e técnica do trabalho e o assistente social na condição de trabalhador assalariado que, como qualquer outro trabalhador, tem que vender a sua força de trabalho para sobreviver; - a responsabilidade social empresarial entendida como estratégia de gestão utilizada pelas empresas que em busca de legitimação social lançam mão de estratégias que venham incorporar novas dimensões aos seus negócios. Understanding that occupational therapy is a profession that can direct its interest of study and involvement to the social inequalities and its problematics, and highlighting interventions and therapeutic-occupational propositions that occur with individuals who are on the margins of the social organization, this project made a proposal of research that goes back to the relationship between occupational therapy and the "social issues" in Brazil, focusing on the publications produced by researchers until March 2015, when data collection ended. The survey was conducted from the CNPq Research Groups Directory in the Lattes Platform, where occupational therapists researchers working in the occupational therapy subarea were selected in this directory. Then an assessment was held in their resumes on the same platform in order to gather all its productions in format of articles, books and / or book chapters, so that later those related to the subject studied could be selected. In addition to this source of information, all publications in this area in the two indexed Brazilian journals in the field were gathered. The aim was to bring together the production of researchers in occupational therapy with what has been brought in knowledge dissemination vehicles in the area. The data collected after the application of the inclusion criteria for the study were gathered in 112 texts of 155 different authors. The content thereof permitted to categorize and analyze what was produced in the academic area, allowing the apprehension of the theoretical foundation of the relationship between occupational therapy and social issues in Brazil. It is noteworthy that the productions on the theme intensified from the 2000s, and mostly cover the adult population. What has been proposed by social occupational therapy in Brazil and the authors linked to METUIA Project marks sharply the set of this production. Moreover, it is clear that professionals turn to the demands arising from the social question in Brazil, noting that occupational therapy has indeed tools and resources to do so. / No Brasil, onde a questão social decorrente da desigualdade estrutural de uma sociedade capitalista não levou à configuração de um Estado de Bem-Estar Social em nenhum momento da sua história e que, além disso, se convive com índices extremados de concentração da riqueza, motivou a indagação de como, nos dias atuais, essa questão social vem sendo ou não considerada pelos terapeutas ocupacionais. Entendendo que a terapia ocupacional é uma profissão que pode direcionar seu interesse de estudo e envolvimento às problemáticas e desigualdades sociais, e destacando as intervenções e proposições terapêutico-ocupacionais que ocorrem com sujeitos que se encontram à margem da organização social, fez-se a proposta de uma pesquisa que se voltasse para a relação existente entre a terapia ocupacional e a “questão social” no Brasil, tomando como foco as publicações produzidas pelos pesquisadores da área até março de 2015, quando a coleta de dados foi encerrada. O levantamento foi feito a partir do Diretório de Grupos de Pesquisa do CNPq na Plataforma Lattes, onde foram selecionados os pesquisadores terapeutas ocupacionais que atuam na subárea de terapia ocupacional nesse Diretório. Em seguida, realizou-se uma consulta em seus currículos na mesma plataforma, a fim de reunir todas as suas produções em formato de artigos, livros e/ou capítulos de livros, para que posteriormente pudessem ser selecionadas aquelas relacionadas à temática em tela. Além dessa fonte de informações, foram também buscadas todas as publicações nesse âmbito das duas revistas brasileiras indexadas da área. O intuito foi reunir a produção dos pesquisadores da terapia ocupacional com aquilo que vem sendo trazido nos veículos de divulgação do conhecimento na área. Os dados coletados, depois da aplicação dos critérios de inclusão no estudo, foram reunidos em 112 textos de 155 diferentes autores. O conteúdo dos mesmos permitiram categorizar e analisar o que foi produzido na área acadêmica, possibilitando a apreensão da fundamentação teórica da relação entre a terapia ocupacional e a questão social no Brasil. Destaca-se que as produções sobre a temática intensificaram-se a partir dos anos 2000, e majoritariamente abrangem a população adulta. Aquilo que vem sendo proposto pela terapia ocupacional social no Brasil e as autoras ligadas ao Projeto METUIA marcam de forma acentuada o conjunto dessa produção. Além disso, é possível afirmar que os profissionais se voltam para as demandas decorrentes da questão social no Brasil, apontando que a profissão apresenta sim ferramentas e recursos para tanto.

No. of bitstreams: 1 arquivototal.pdf: 953835 bytes, checksum: 0cbbfb3925df0cf3c26c78554bf719da (MD5) Previous issue date: 2013-09-24 / The present Master's Dissertation entitled Social Issues and the inflections in the professional practice of the social worker in the Promoters of Justice, which aims to analyze the repercussions of the social issues about the professional practice of the Social workers in the Prosecutors of Justice correlating these to the ethical-political project of the profession.In specific terms, it aims to comment the process of constitution of the social issues in Brazil and the consequent opening of the field socio-juridical for the profession of Social work as from the 1988 Constitution; discuss about the tools and techniques used by professionals in the work routine, and ravel their political dimension in the context of the Prosecutors of Justice. Methodologically, it is a theoretical bibliographic and documentary research. It’s based in the theoretical and methodological perspective of revisit the available literature about the theme from the study about the socio-juridical field in the reports and articles published in the I, II and III National Meeting of Social Work in the Public Ministry. The study also evidence other documents and articles published about the theme. To the reach of the objectives proposed, the theoretical research was based in the study of categories, such as: social issues, socio-juridical field, judicialization of the social issue and professional practice of the social worker.The access to the literature studied provided a greater knowledge about the theme, although it is recognized that the production of the knowledge in socio-juridical field is still scarce, and it constitutes labor market in expansion for the Social worker.The analytical considerations elaborated around the repercussions of the "social issue" about the professional practice of the Social worker in the Public Ministry requested a historical study of insertion of the profession in the socio-juridical and socio-occupational area in specific. It also required analyzing the current situation, which indicates that the societal transformations have not served to increase the opportunities for fruition and distribution of product of the collective work, thus, aggravating the expressions of the social issues. Based in studies, attested the growing institutional demand, especially in organisms of Justice by the intervention of the professional social worker, based on individualization of attendance. The materiality of the main demands within this institutional universe, attributed to the social worker occurs in attendance the victims of violence and in the inspection of social welfare entities, evidencing the character controller of the institution. In addition, this study suggests that the insertion of Social worker in this context presents the possibility that from the professional intervention in critical perspective it is possible to bring the contradictions inherent in the current production process. In conclusive terms, it is verified that the reflection of the contributions derived from the bibliographic study that indicates to increasing insertion of the judicialization of social issue in the panorama socio juridical and facing this reality, challenges are put to the critical professional practice. / A presente Dissertação de Mestrado intitula-se Questão Social e as inflexões no exercício profissional do assistente social nas Promotorias de Justiça, que objetiva analisar os rebatimentos da questão social sobre o exercício profissional dos Assistentes sociais nas Promotorias de Justiça à luz do projeto ético-político da profissão. Em termos específicos, objetiva apreender o processo de constituição da questão social no Brasil e a consequente abertura do campo sócio-jurídico para a profissão de Serviço Social a partir da Constituição Federal de 1988; problematizar acerca dos instrumentos e técnicas utilizadas pelos profissionais no cotidiano do trabalho; e desvendar a sua dimensão política no contexto das Promotorias de Justiça. Metodologicamente, trata-se de uma pesquisa teórica de corte bibliográfico e documental. Embasa-se na perspectiva teórico-metodológica de revisitar a literatura disponível sobre o tema a partir do estudo sobre o campo sóciojurídico nos relatórios e artigos publicados nos I, II e III Encontro Nacional do Serviço Social no Ministério Público. Evidencia-se ainda o estudo de outros documentos e artigos publicados sobre o tema. Para o alcance dos objetivos propostos, a pesquisa teórica fundamentou-se no estudo das categorias, como: questão social, campo sóciojurídico, judicialização da questão social e exercício profissional do assistente social. O acesso à literatura estudada possibilitou maior conhecimento acerca do tema, embora se reconheça que a produção do conhecimento na área sóciojurídica é ainda escassa, e, se constitua mercado de trabalho em expansão para o assistente social. As considerações analíticas elaboradas em torno dos rebatimentos da “questão social” sobre o exercício profissional do assistente social no âmbito do Ministério Público requisitaram um estudo histórico da inserção da profissão na área sócio-jurídica e nesse espaço sócio-ocupacional em específico. Exigiu também proceder à análise da atual conjuntura, na qual apontam que as transformações societárias não serviram para aumentar as possibilidades de usufruto e distribuição do produto do trabalho coletivo, portanto, agravando as expressões da questão social. Com base nos estudos realizados, atestou-se a crescente demanda institucional, sobretudo dos organismos de Justiça pela intervenção profissional do assistente social, pautada na individualização do atendimento. A materialidade das principais demandas dentro desse universo institucional, atribuídas ao assistente social ocorre no atendimento às vítimas de violência e na inspeção de entidades sócio-assistenciais, evidenciando o caráter fiscalizador da instituição. Ademais, este estudo aponta que a inserção do assistente social nesse âmbito apresenta a possibilidade de que a partir da intervenção profissional na perspectiva crítica é possível trazer à tona às contradições imanentes ao atual processo produtivo. Em termos conclusivos, verifica-se que a reflexão das contribuições derivadas do referido estudo bibliográfico aponta para crescente inserção da judicialização da questão social no panorama sociojurídico e frente a essa realidade, desafios são postos ao exercício profissional crítico.

We started of an analysis on the deep alterations occurred in the last decades in the world of the work, that modified the forms to manage and to organize the productive processes in result of new imperatives of the capitalist order. As strategy of exit of the crises, the system itself created measures to give continuity to its ideas, as it occurred with the process of productive reorganization. In the presence of the new arrangements of the productive sector, we verify the growth of the unemployment, degradation of the work conditions by the dismounting of the labor laws long ago conquered and expansion of the informality, characterized for the non-accomplishment of the legislation and absence of social protection. In this horizon, it had an intensification of the under-agreements and of the domiciliary work, produced for the logic of the outsourcing. This is perceivable in the Franca scene, city located in the northeast region of the state of São Paulo and it has as economic power the production of the leather masculine footwear. The accomplishment of the respective research occurs in this locus. The domiciliary work, which does not correspond to any newness in Franca, takes a new dimension with its intensification in the context of the productive reorganization. The shoe industry of Franca starts to adopt the philosophy of reduction of the costs of the work force as strategy to consolidate itself in the capitalist market, resulting in successes for the leather-shoemarker branch and provoking the transference of productive processes, as the manual sewing of the footwear, to domiciliary surrounding it, marked for the precariousness and invisibly work relationships ...(Complete abstract click electronic access below)
