Spojené státy americké jako příčina latinskoamerické integrace / The United States of America as a Cause of Latin American Integration Process

The thesis deals with the causes of emergence of the most important Latin American integration groups in a period since the end of the World War II till the present days. The set of groups consists of ALADI, CAN, SELA, OTCA, MERCOSUR, ACS-AEC, ALBA, UNASUR, CELAC, and the Pacific Alliance. The main goal of the thesis is to discover how did the power predominance of the United States contribute to the emergence of Latin American integration groups. The tested hypothesis is based on the concept of soft balancing, and assumes that the primary cause of emergence of Latin American integration groups was the fear of the power predominance of the United States. The causes of emergence are always examined from the perspective of the historical context and the founding treaty. If needed, other relevant documents are examined as well. Moreover, the thesis deals with the direct predecessors of the selected groups, too. Pursuant to 4 basic criteria, the selected integration groups were divided into 3 categories according to their relevance to represent the region of Latin America as a whole. Thanks to that, the qualitative evaluation of the causes of emergence of the groups could have been done. Le relazioni euro-mediterranee dell'energia: un'analisi economica ed istituzionale / THE EURO-MEDITERRANEAN ENERGY RELATIONS: AN ECONOMIC AND INSTITUTIONAL ANALYSIS

L'energia rappresenta un elemento fondamentale dell'architettura economica della regione euro-mediterranea. Tuttavia, le relazioni energetiche regionali non sono mai state analizzate all'interno di un comprensivo quadro analitico capace valutare il potenziale ruolo dell'energia come catalizzatore di nuove forme di cooperazione economica e politica a livello regionale. Questa tesi aspira a colmare questa lacuna della letteratura esistente, fornendo un'analisi basata sulla seguente domanda di ricerca: può un nuovo schema di relazioni energetiche euro-mediterranee rafforzare l'integrazione economica e politica della regione? Questa domanda di ricerca viene esplorata applicando gli strumenti analitici forniti da International Political Economy e funzionalismo a due casi studio rappresentanti i più importanti progetti di cooperazione energetica mai tentati nella regione: Nabucco e Desertec. Questa analisi non solo consente di trovare una risposta precisa alla suddetta domanda di ricerca, ma permette altresì di definire una serie di policy recommendations disegnate per aprire la strada ad un nuovo schema di cooperazione energetica euro-mediterranea finalizzato a rafforzare la più ampia integrazione economica e politica della regione. / Energy represents a cornerstone in the Euro-Mediterranean economic architecture. However, the regional energy relations have never been framed into a comprehensive analytical framework able to assess the actual potential role of energy in acting as a catalyst for the overall regional economic and political cooperation. This thesis aspires to fill this research gap by providing an analysis based on the following research question: could a new Euro-Mediterranean energy relations scheme strengthen the economic and political integration of the overall region? This research question is explored by applying the analytical tools provided by International Political Economy and Functionalism to two empirical case studies representing the most important energy cooperation projects ever attempted in the region: Nabucco and Desertec. This analysis not only allows to find an accurate answer to the research question, but it also permits to define a set of policy recommendations aimed at paving the way for a new Euro-Mediterranean energy cooperation scheme designed to strengthen the economic integration of the overall region.

L'intégration en Asie de l'Est - une intégration de jure à l'épreuve des puissances normatives américaine, européenne japonaise et chinoise / Regional integration in East Asia - an integration de jure in test with the american, european, japanese and chinese normative powers

Cette thèse examine les dynamiques derrière le développement vif de l’intégration régionale en Asie de l’Est depuis l’année 1997. Commencer par le constat du dépassement du système westphalien, cette thèse est motivée par une volonté postmoderne, dans le sens où on ouvre la possibilité de toute construction de l’espace politique et on insiste sur la construction sociale des phénomènes dans l’intégration régionale. Ainsi on comprend le développement régional est-asiatique en deux sens : l’intégration régionale de facto qui révèle une superposition des espaces en Asie de l’Est, et l’intégration régionale de jure qui manifeste une juxtaposition des normes dans la région est-asiatique. La première s’est surtout formée par les réseaux commerciale, ethnique, culturelle historiquement établis dans la région. Du développement plus récent, on fait spécialement valoir l’intégration dans l’industrie de l’électronique afin de montrer des chaînes de production transnationales mises en place par des firmes multinationales. La dernière constitue notre objet d’analyse principal en formulant l’hypothèse que l’intégration régionale de jure en Asie de l’Est se réalise par la concurrence normative entre les grands acteurs mondiaux, à savoir les États-Unis, l’Union européenne, le Japon et la Chine. Ceci nous amène à une conceptualisation normative dans les Relations internationales. L’enjeu de concurrence aujourd’hui est la poursuite de puissance normative qui comprend une détermination de l’espace politique et des codes de conduite au sein d’un tel espace. En utilisant des indicateurs empiriques économique et politique, on prétend anticiper une orientation de l’intégration régionale est-asiatique vers le projet d’Asie-Pacifique mené par les États-Unis. / This thesis examines the dynamics behind the vigorous development of regional integration in East Asia since 1997. Beginning with the observation of the Westphalian system overtaken by transnational activities, this thesis is motivated by a postmodern will in the sense that it opens up the possibility of any construction of political space and emphasizes the social construction of phenomena in regional integration. Thus we understand the East Asian regional development in two ways: the regional integration de facto which reveals a superposition of spaces in East Asia, and the regional integration de jure that exhibits a juxtaposition of norms in the East Asian region. The first is mainly formed by the commercial, ethnic, cultural networks historically established in the region. For the more recent development, the integration in the electronics industry is especially emphasized in order to show transnational production chains implemented by multinational corporations. The latter, as our main subject of analysis, is carried out by making the assumption that the regional integration de jure in East Asia is conducted by the competition of normative power between the major actors in the world, namely the United States, the European Union, Japan and China. This brings us to a normative conceptualization in International Relations. The issue of competition today is the pursuit of normative power which includes a determination of political space and the codes of conduct within such a space. Using empirical economic and political indicators, we claim for an orientation of regional integration in East Asia to be an Asia-Pacific project led by the United States.

Regional economic integration and development / Regionale wirtschaftliche Integration und Entwicklung: Eine theoretische und empirische Konzeptionalisierung mit besonderem Schwerpunkt auf die Ostafrikanische Staatengemeinschaft

Regionaler Wirtschaftlicher Integration (RWI) liegt ein doppelter Zielkonflikt (“trade-off“) zugrunde. Zum einen besteht dieser trade-off auf räumlicher Ebene da es sich um eine politische und ökonomische Organisationseinheit zwischen dem Lokalen und Globalen handelt. Zum anderen besteht ein trade-off da sowohl Liberalisierungsansätze innerhalb der Region als auch das Aufrechterhalten (oder gar Erweitern) von Protektionismus gegen die Außenwelt Teil von regionalen Ansätzen sind. Darüber hinaus ist RWI ein facettenreiches, polymorphes und idiosynkratisches Phänomen, das (potentiell) eine Vielzahl unterschiedlicher Politkfelder und Politikschlagrichtungen enthält. Traditionell wird RWI nach der Klassifizierung von Balassa (1961) in Präferenzabkommen (PTAs), Freihandelsabkommen (FTAs), Zollunionen (CUs) Gemeinsame Märkte (CMs), Währungsunionen (MUs) und ggf. Politische Unionen (PUs) eingeteilt und meist auch eine zeitliche Abfolge in dieser Reihenfolge unterstellt. In Wahrheit finden solche Prozesse teilweise parallel und in vielen Fällen unvollständig statt. Daher erscheint es sinnvoller, in vier verschiedene Kategorien an Politikfeld0ptionen zu unterschieden, nämlich • Präferentielle Liberalisierung von Güterhandel; • Präferentielle Liberalisierung anderer Produktionsfaktoren; • Koordinierung & Harmonisierung von Regularien und Institutionen; • Koordinierung und gemeinsame Verausgabung von öffentlichen Mitteln. Ein solch vielgestaltiges und janusköpfiges Phänomen bezieht seine Rechtfertigung aus einer großen Anzahl an unterschiedlichen theoretischen Schulen. Wir diskutieren diese Schulen in dieser Arbeit in drei separaten Kapiteln zum Neo-Klassischen Ansatz, zu Ansätzen der Politischen Ökonomie sowie zu Heterodoxen Ansätzen. Dabei lassen sich fünf Gruppen von Effekten unterscheiden. Diese sind • Allokationseffekte; • Akkumulationseffekte; • Lokationseffekte; • Levellingeffekte; • Und Gouvernanz-Effekte. Bei der Analyse von RWI sind darüber hinaus Imperfektionen zu beachten, die insbesondere in Afrika eine entscheidende Rolle spielen. Dies bezieht sich insbesondere auf die teilweise sehr schwache Implementation von beschlossenen RWI Maβnahmen, die sich z.B. im „Spaghetti Bowl“ Phänomen, politischen Widerständen auf nationaler Ebene, administrativen Schwächen und massiven Deckungslücken in den Budgets der regionalen Behörden niederschlagen. Auch die Dominanz der Informalität in der Wirtschaft wirft Fragen zur potentiellen Wirkungsmächtigkeit von RWI auf. Während solche „Papiertiger“-Phänomene grundsätzliche Fragen an der Ernsthaftigkeit der jeweiligen Regionalvorhaben aufwerfen, kann die Präsenz solcher Hürden auch Grund für Optimismus sein da die empirisch bislang beobachteten, relativ geringen Wohlfahrtseffekte zu einem substantiellen Anteil auf die geringe Implementierungstiefe zurückgeführt werden können und nicht zwangsläufig ein Beleg für die Ineffektivität von RWI per se gesehen werden muss. Mit anderen Worten, eine wirkliche empirische Überprüfung des Erfolgs oder Versagens von RWI in Entwicklungsländern könnte erst stattfinden, wenn es tatsächlich ordnungsgemäß umgesetzt würde. Der bekannteste und am umfangreichsten entwickelte Ansatz zur Analyse der Effekte von RWI ist fraglos der Neo-klassische Ansatz, der sich grundlegend und ausschlieβlich mit der auf Viner zurückgehenden Gegenüberstellung von Handelsschaffung und Handelsumlenkung. Wir zeigen, dass die neoklassischen empirischen Methoden und Resultate trotz Tausender Studien wenig robust sind und zu einem Gutteil arbiträr gewählt sind. Kleinste Änderungen in Modell-Parametern, der empirischen Strategie oder den Datenquellen führen zu stark abweichenden Resultaten. Grundsätzlich scheint Handelsumlenkung weniger stark ausgeprägt zu sein als Handelsschaffung, der Netto-Effekt für die Regionen scheint also aus dieser Perspektive in den allermeisten Fällen positiv zu sein (dies zeigen sowohl Sekundärstudien als auch eigene Berechnungen). Es gibt sowohl Gewinner als auch Verlierer innerhalb der Regionen. Allerdings scheinen diese nicht wie vom Neoklassischen Ansatz vorhergesagt, durch die anfängliche ökonomische Machtverteilung vorherbestimmt zu sein. Dennoch bleibt die axiomatische Inferiorität von RWI zwischen Entwicklungsländern gegenüber multilateraler Liberalisierung (sowie Nord-Süd Integration und unilateraler Liberalisierung) intakt, solange die Analyse auf diese Perspektive beschränkt bleibt. Dies wirft die Frage auf, warum es dann sein kann, dass Regionalintegration so weit verbreitet ist – sowohl die Analysen aus Politökonomischer Sicht als auch jene aus Heterodoxer Sicht versuchen jeweils Antwort auf dieses scheinbare Rätsel zu geben. Darüber hinaus mündet eine unvoreingenommen und holistische Analyse von Regionalintegration innerhalb des Neoklassischen Ansatzes in einer fundamentale Erkenntnis, die überraschenderweise nur selten in der Literatur diskutiert wird. Ein näherer Blick auf die jeweiligen Schätzungen offenbart, dass selbst die optimistischsten Berechnungen in Größenordnungen enden, die absolut vernachlässigbar sind im Verhältnis zu generellen Wachstumsdynamiken, da es sich bei den Effizienzgewinnen aus Allokationseffekten um Einmal-Effekte in Höhe von unter einem Prozent des BIP handelt. Dies trifft interessanterweise nicht nur auf RWI zu, sondern auch für eine mögliche allumfassende multilaterale Liberalisierung. Diese eklatante Bedeutungslosigkeit der allokationsbedingten Handelsschaffung von sowohl RWI als auch multilateraler Liberalisierung wirft in unseren Augen mehr Fragen bezüglich der Zweckdienlichkeit des Neoklassischen Ansatzes auf, als bezüglich des Entwicklungs- und Wachstumspotentials von Regionalintegration. Allerdings stellt sich die Frage, warum dieser Analyse dann ein solch großer Raum beigemessen wird. Der Hauptgrund scheint, wie in vielen anderen Bereichen der Volkswirtschaft auch, weniger der Umstand zu sein, dass die Einsicht fehlt, dass diese Analysen die Realität nur unzureichend ab- und nachbilden, sondern vielmehr, dass von vielen Autoren mehr Wert auf eine elegante, mathematisch raffinierte und zumindest scheinbar klar quantifizierte und eindeutige Ergebnisse liefernde Methode setzen wollen als auf eine, bei der die Disziplin methodisch bestenfalls in den Anfangsschuhen steckt, Datengrundlagen in substantiellem Umfang fehlen und Ungewissheiten aufgrund der Komplexität kaum abschließend überwunden werden können. An zweiter Stelle folgt in Bezug auf Popularität und Anzahl an Studien ein spieltheoretischer Ansatz der Politischen Ökonomie. Hierbei wird der Frage nachgegangen, warum Regionalintegration betrieben wird, obwohl der Neoklassische Ansatz (scheinbar) nachweist, das seine multilaterale Lösung zu präferieren wäre. Als Grund wird hierbei der Einfluss von Lobbyisten und anderen Interessengruppen angenommen. Die Diskussion widmet sich im weiteren Verlauf fast ausschließlich der Frage, ob eine solcherart zustande gekommene Regionalintegration weitere, multilaterale Liberalisierungsschritte beflügelt und behindert. Allerdings ist der Erkenntnisgewinn aus den unzähligen Studien und Modellen äußerst überschaubar. Andere wichtige Ansätze für die Analyse von RWI erhalten deutlich weniger Aufmerksamkeit in der wissenschaftlichen Diskussion, obwohl diese heterodoxen Ansätze, die den Fokus auf dynamische Effekte und Strukturwandel legen, in der öffentlichen Debatte eine nicht unbedeutende Rolle spielen. Diesen Ansätzen ist gemein, dass sie einen Fokus auf Marktversagen und Externalitäten legen. Das Triumvirat der Neuen Handelstheorie, der Neuen der Diskussionen, wobei zusätzlich einige Keynesianische Einflüsse, der Neue Institutionalismus (sowie praxisorientierte Aspekte der Öffentlichen Finanzen) und einige radikalere Ansätze mit Ökonomischen Geografie und der Neuen Endogenen Wachstumstheorie bildet hierbei den Kern Fokus auf Arbeitsmärkte und Entwicklungsfallen eine Rolle spielen. Heterodoxe, dynamische Effekte sind sehr komplex und divers und die theoretische und empirische Anwendung auf Regionalismus ist nur sehr schwach entwickelt. Einige heterodoxe Argument ändern die Resultate der Neoklassischen Theorie nur in beschränktem Umfang und zeigen sowohl Vorteile und Nachteile von regionalen und multilateralen Liberalisierungsschritten. Einige andere heterodoxe / dynamische Effekte treten entweder ausschließlich bei RWI auf oder zu einem deutlichen geringeren Maβe auch im Gefolge von Multilateralismus und Nord-Süd Integration. Einige davon haben unserer Einschätzung nach tatsächlich das Potential, die Neoklassischen Argumente zur Dominanz von multilateralen Lösungen komplett ins Gegenteil zu verkehren. Leider ist die empirische Analyse von dynamischen Effekten jedoch sehr schlecht entwickelt. Dennoch erscheinen Schätzungen aufgrund von dynamischen Modellen “sufficiently specified to suggest that the benefits behind the dynamics of integration are potentially large” (Develin & French-Davis, 1998:20). Die Komplexität der heterodoxen Effekte impliziert, dass komplizierte Entscheidungen zur Auswahl von spezifischen Maβnahmen getroffen werden müssen. Auch wenn Regionalismus dynamische Effekte auslösen kann, ist dies keineswegs ein Automatismus, der aus jeglichen regionalen Anstrengungen entspringt. Rodrik’s Kommentar zu Industriepolitik paraphrasierend, sollte daher in Zukunft weniger der Frage nachgegangen werden, ob Regionalismus unter Entwicklungsländern eine gute Politikwahl ist, sondern eher, wie Regionalismus ausgebildet werden muss, um erfolgreich Entwicklungsimpulse geben zu können.

[pt] O principal objetivo desse trabalho é avaliar os desdobramentos do desenvolvimento institucional sobre a integração energética da América do Sul. Sendo assim, e após o debate acerca das teorias neofuncionalistas, das teorias intergovernamentalistas e das teorias da governança multi-nível, bem como suas contribuições para o desenvolvimento institucional da integração energética, propõe-se uma ampliação do conceito de cooperação e segurança energéticas, avançando na lógica da infraestrutura física demandada para a criação de determinados empreendimentos, uma vez que a literatura atual foca demasiadamente na questão do petróleo e de seus derivados. Apresenta-se, ainda, dados acerca da atual infraestrutura física do subcontinente sul-americano. Ademais, discute-se os benefícios e os entraves à promoção da integração energética regional, que tem, em maior ou menor grau, relação com o arcabouço institucional relativo ao tema na América do Sul. / [en] The main objective of this work is to evaluate the consequences of institutional development on energy integration in South America. So, after discussions of neofunctionalist theories, intergovernmentalists theories and theories of multi-level governance and their contributions to the development institutional energy integration, we propose an extension of the concept of cooperation and energy security, advancing the logic of demanded physical infrastructure for the creation of certain projects since the current literature focuses excessively on the issue of oil and its derivatives. We also present data about the current physical infrastructure of the South American subcontinent. Furthermore, we discuss the benefits and barriers to the promotion of regional energy integration, which has a greater or lesser degree relation with the institutional framework relating to the theme in South America.

O trabalho, composto por dois artigos, tem como tema a dimensão social da integração regional, caracterizada pela relação entre direitos sociais e interesses comerciais, com foco no caso do Mercosul. O primeiro artigo realiza uma revisão bibliográfica, sistematizando-a em duas grandes linhas de estudo. Primeiramente, a relação entre comércio e direitos humanos, em particular o direito à saúde, e o potencial da integração regional para a sua efetivação. Em segundo lugar, as interpretações sobre a evolução institucional e conceitual da dimensão social do Mercosul. O segundo artigo apresenta os resultados do estudo empírico do caso das normas do Mercosul-Saúde, orientado pela hipótese de que, em consonância com uma suposta mudança de paradigma, as normas sanitárias teriam migrado da eliminação de barreiras ao livre comércio para a proposição de políticas integradas tendentes a dar efetividade ao direito à saúde dos cidadãos mercosulinos. / This work, consisting of two articles, has as its main theme the social dimension of regional integration, characterized by the relationship between social rights and commercial interests, focusing on the case of Mercosur. The first article conducts a review of the literature, systematizing two main lines of study. Firstly, the relationship between trade and human rights, especially the right to health, and the potential of regional integration for its effectiveness. Secondly, the interpretations of the institutional and conceptual evolution of the social dimension of Mercosur. The second article presents the results of a empirical study of Mercosur\'s health standards, based on the hypothesis that, in line with a supposed paradigm shift, they have migrated from the elimination of barriers to liberalize trade to the proposition of integrated policies to give effectiveness to the right to health of Mercosur\'s citizens.

Desafios e possibilidades jurídicas para o desenvolvimento dos transportes no Mercosul: a opção pela multimodalidade / Challenges and legal possibilities for to development of Southern Common Market transports: an option for multimodal operations

A partir da década de 1980, passou-se a adotar um regime de transporte internacional mais condizente com a redução de custos operacionais e com a facilidade de contratação. Esse misto de operação de transporte com aspectos contratuais específicos fora denominado transporte multimodal, sendo utilizado também para o fortalecimento da integração regional em transportes no âmbito de blocos econômicos regionais. A preocupação inicial de organizações internacionais tais como a CNUCED, CNUDCI, OMI, OACI e de órgão privados internacionais tais como a CCI, ATAI, CMI foi fundamental no despertar da sociedade internacional para o papel essencial dos transportes no comércio internacional, sendo protagonista de várias modificações no cenário global. No plano regional mercosulista, essa preocupação com os temas relacionados aos transportes também foi abordado por meio do estabelecimento de regras relacionadas ao transporte multimodal de cargas, seguindo o modelo convencional estabelecido na Associação Latino-Americana de Integração, com a implementação do Acordo parcial para a facilitação do transporte multimodal nos Estados-partes do Mercosul de 1994. O objetivo do presente estudo é realizar uma avaliação dos desafios e dos limites jurídicos estabelecidos atualmente para a consecução da eficiência da multimodalidade no Mercosul, tal como estabelecido desde o Acordo de 1994. Avaliaram-se as regras convencionais atuais relevantes para o estudo da regulamentação do transporte multimodal por meio da política de transporte; do regime jurídico do Acordo de Ministros de 1996, das regras CCI-CNUCED; dos regimes nacionais do transporte multimodal na Argentina, Brasil, Paraguai e Uruguai e o impacto das novas Regras de Roterdã da CNUDCI de 2009. Em seguida, passou-se à interpretação da viabilidade da aplicação da multimodalidade na conjuntura institucional atual da integração mercosulista. A relevância do presente estudo se dá por ser um instrumento de avaliação da opção pela implementação da multimodalidade no Mercosul, baseando-se em estudo de normas jurídicas sub-regionais. Como conclusão, é perceptível a falta de harmonização de regras de transporte multimodal no Mercosul, de tal maneira que a legislação mercosulista não está baseada em um regime normativo propício para a eliminação ou redução de custos da integração regional por meio da multimodalidade. / Since eighty years, economic agents have adopted an international transport regime more appropriated for operational costs reductions and facilities on contracting. This mixture of transport operation and specifics contractual aspects were named multimodal transport and were also used for strengthen regional economic integration on transports in economics regions. Some main preoccupations of international organizations e. g. UNCTAD, UNCITRAL, IMO, ICAO and international private entities e. g. ICC, IATA, IMC were fundamental to international society in playing the part of international commercial transport. In Southern Common Market regional plan this concern related to transport also was broached by establishing rules to multimodal transport as the model of Latin American Association of Integration on the Partial agreement to the facilitation of multimodal transport in Members States of Southern Common Market of 1994. The objective of this studying is to analyze challenges and legal limits established nowadays to the efficiency of multimodal transport on Southern Common Market since 1994 Agreement. It was evaluated some treaties related to multimodal transport regulation, legal regime of Ministers Agreement of 1996, ICC-UNCTAD Rules, national regimes of multimodal transport in Argentina, Brazil, Paraguay and Uruguay and the impact of new UNCITRAL Rotterdam Rules of 2009. Besides that it was evaluated the feasibility to multimodal transport in Southern Common Market integration. The main importance of this studying is to be an instrument of evaluation of the application of multimodal transport in Southern Common Market through regional legal rules. As conclusion it is perceptible the absence of harmonization on multimodal transport that prove an existence of a non propitious legal regime to eliminate or reduce regional integration costs through multimodal operations.

Traça um panorama teórico e histórico do contexto do pós-guerra, da crise da ordem internacional estabelecida em Bretton Woods, e da perspectiva de uma Nova Ordem Econômica Internacional (NOEI). Estuda o subsistema regional latino-americano, com os seus diversos esquemas de integração existentes (ALALC/ALADI, MCCA, GRAN, CARICOM, MERCOSUL). Descreve a criação do SELA, as expectativas que gerou e a natureza, propósitos, objetivos e estrutura da organização, como definidas no Convênio do Panamá (1975). Comenta e avalia alguns aspectos da atuação desta organização intergovernamental de integração regional frente aos problemas da dívida externa e crise das Malvinas, bem como perante aos novos processos de industrialização e tecnologia, com a intenção de definir melhor a utilização dos conceitos de desenvolvimento econômico e de seguridade econômica coletiva e integral. Por último, a dissertação analisa o papel do SELA na relação da América Latina com os EUA, União Européia, Japão, GATT e UNCTAD, esclarecendo a posição da organização nos marcos do diálogo Norte-Sul. Conclui com uma avaliação da história, importância e perspectivas futuras desta organização internacional. / Outlines a theoretical and historic post-war context, the crisis of the international order established at Bretton Woods, and the perspective for a New International Economic Order (NIEO). The research studies the latin american regional subsystem and its several integration arrangements (ALALC/ALADI, MCCA, GRAN, CARICOM, MERCOSUL). It focus on the foundation of the SELA, its mandate, objectives, organization and expectations generated at the time of the Panama Convention (1975). It reviews and evaluates the performance of this intergovernamental organization for the regional integration at the time of the Latin America debt crisis, and Malvinas war, as well as its stances on new industrialization and technological developments, to better define the concepts of economic development and collective and integral economic security. The research also analyses the role played by the SELA in the latin american relations with the USA, European Union, Japan, GATT and UNCTAD, under the North-South dialogue context. It concludes with an evaluation of the history, importance and futures perspectives of this international organization.

We base on the theoretical approach of Postfuncionalism, which considers classical schools, as Neofunctionalism and Liberal Intergovernamentalism, unable to respond to the new facts that are happening in the European Union, as well as their questionings. The subject leads to a discussion about the deepening of the economic block in the direction of a political union, which has been led by elections and referendums,besides the mobilization of public opinion and political parties, showing that the crisis in the regional integration is caused not only by economic problems, but also by political ones, caused by the absence of an European identity. In this debate, the elaboration of an European demos, in confrontation with national identities, constitutes a critical contestatory ingredient in Europe. / Esta dissertação analisa os descompassos ocorridos no processo de integração europeia, após a rejeição do Primeiro Tratado Constitucional em 2005 pelos eleitores da França e da Holanda, interrompendo o processo constitucional para uma União Política então em curso. Tem-se como embasamento a abordagem teórica do pós-funcionalismo, que considera escolas clássicas, como o Neofuncionalismo e o Intergovernamentalismo Liberal, incapazes de responder aos questionamentos dos novos fatos que têm ocorrido na União Europeia. O tema leva à discussão a respeito do aprofundamento do bloco econômico em direção a uma união política que tem sido conduzida por eleições e referendos, além da mobilização da opinião pública e dos partidos políticos, apontando que a crise na integração regional é provocada não somente por problemas econômicos, mas também políticos, devido à ausência de uma identidade europeia. Nesse debate, a elaboração de um demos europeu, em confronto com a identidade nacional, manifesta-se como crítico ingrediente contestatório na Europa.

The overall objective of the research was to identify the criteria for access to and coverage of welfare protection through the AMSS. The specific purpose of research is to analyze the principles of welfare protection to workers and their applicability to the Multilateral Agreement on Mercosur Social Security; identify the number of workers benefiting from the Multilateral Agreement on Social Security of Mercosur from its entry into force and; identify the coverage of welfare protection provided for in AMSS. The research is exploratory and descriptive. The data collection was carried out through bibliographic, documentary and interview research, and the results were organized and presented in three chapters, which starts of the historical struggle for welfare protection to see how this develops regionally in Mercosur and what the main advances and perspectives of this protection in the block. This research aimed to also contribute to the critical analysis of the welfare protection at the regional level and the movement of workers in Mercosur, and concludes that although there is considerable number of circulating workers, a large part still needs protection, especially due to the informality in the labor market. It was also found the need to think of an enlarged citizenship in Mercosur, which in fact universalize access and coverage to this type of social protection. / O presente trabalho aborda a proteção previdenciária aos trabalhadores do Mercosul a partir da entrada em vigor do Acordo Multilateral de Seguridade Social (AMSS) em 2005. O objetivo geral da pesquisa foi identificar os critérios para acesso e a abrangência da proteção previdenciária através do AMSS. Como objetivos específicos a pesquisa busca analisar os princípios da proteção previdenciária aos trabalhadores e sua aplicabilidade no Acordo Multilateral de Seguridade Social do Mercosul; identificar o número de trabalhadores beneficiados pelo Acordo Multilateral de Seguridade Social do Mercosul a partir de sua entrada em vigor e; identificar a cobertura da proteção previdenciária prevista no AMSS. A pesquisa é exploratória e descritiva. A coleta de dados se deu por meio da pesquisa bibliográfica, documental e entrevista, e os resultados foram organizados e apresentados em três capítulos, que parte da luta histórica pela proteção previdenciária até verificar como esta se desenvolve regionalmente no Mercosul e quais os principais avanços e perspectivas dessa proteção no bloco. Esta pesquisa buscou, ainda, contribuir com a análise crítica sobre a proteção previdenciária em âmbito regional e a circulação de trabalhadores no Mercosul, e conclui que, embora haja considerável número de trabalhadores circulando, grande parcela ainda carece de proteção, sobretudo por conta da informalidade no mercado de trabalho. Também se constatou a necessidade de se pensar em uma cidadania ampliada no Mercosul, que de fato universalize o acesso e a abrangência a esse tipo de proteção social.
