Nya rum för socialt medborgarskap : Om vetenskap och politik i "Zigenarundersökningen" - en socialmedicinsk studie av svenska romer 1962-1965

This thesis investigates Zigenarundersökningen [the Gypsy study] – a socio-medical study of Swedish Roma conducted in 1962-1965. The Study was financed by the National Labour Market Board, which sought scientific information on every adult Roma citizen in order to plan for targeted authority interventions. The socio-medical team used a number of different medical and social techniques, drawing together different kinds of data – from the molecular to the social level – and adding “objective” records from public institutions, which resulted in the creation of detailed and voluminous individual case files. On the basis of these files, the public health specialist John Takman in charge of the socio-medical examinations formulated a professional opinion on each individual and family. During the execution of the study, new scientific and social questions were articulated, resulting in that the originally limited investigation concerning only a smaller group of Roma citizens evolved into a comprehensive research project covering all people identified as Swedish Roma. In this thesis, this expansion is analysed using methodological tools from Science and Technology Studies that focus on the reflexivity between the goals of scientific actors, and the social conditions and problematisations that surround them. In this way, science and policy mutually influence each other in situated practices, which also involves the drawing of scientific boundaries that serve to establish epistemic authority.   Departing from Engin F. Isin’s theory on social citizenship, and its alterities, as constituted in contingent and contextualised social practices, and from Franca Iacovetta’s study of Canadian gatekeepers’ work in cold-war Canada, the thesis investigates how the, with time, increasing and more comprehensive activities of experts and professionals created new dimensions of citizenship. Against this background, the thesis draws the conclusion that the scientific-political examinations of problematised citizenship and citizens in Sweden in the 1960’s, while defining deviance, also defined normality. This implies, furthermore, that scientific measurements and classifications of alterity contributed to constituting those measuring and classifying – the experts and professionals – as virtuous citizens, in accordance with contemporary norms of professionalism and expertise, while the Roma were continually constructed as problematic citizens. Hence, scientific-political activities concerning Swedish Roma in the 1960’s created new spaces of social citizenship, where the contents of both normality and deviance were nuanced and (re)defined.

In 2000 when Sweden signed the Framework Convention for the Protection of National Minorities the Roma minority became one of the acknowledged national minorities in the country. It meant that the rights of the Roma mi-nority would be safeguarded and the knowledge of its history and culture would be spread. In that context, the Swedish school, with its founded as-signment of democracy, was given an important role. The education was to communicate the multicultural values of the society and to make visible the history and culture of the Roma minority. The school books used in teaching today do not meet these demands. The view of the Roma minority given in school books is often inadequate and simplified. The present study will therefore examine a different type of edu-cational material used in schools and teaching, The Swedish Educational Broadcasting Company‟s programs of history and social studies regarding the Roma minority. Starting in postcolonial theory as well as critical dis-course analysis the study examines how the picture of the Roma cultural and ethnic identity in the Swedish Educational Broadcasting Company‟s material has been displayed and possibly changed during the period of 1975 to 2013. The results show a picture of Roma which, both in form and content, con-sists of some clearly demarcated discursive categories. The obvious continui-ty of the categories gives a picture of static and invariable Roma identity. At the same time this unambiguous picture is broken both by giving the existing discourses new meaning and also adding new discourses. The complexity and nuances become more prominent and the Roma identity is integrated in common Swedish history telling. The changes in the view of Roma, given by the Swedish Educational Broadcasting Company, can mainly be explained by the change of the Swedish immigration and minority policy and, as a conse-quence of this, the change of the school‟s mission regarding knowledge communication of Sweden as a multicultural country.

In order to gain an understanding of how begging is constructed as a societal problem in the local Swedish social context, the aim of this qualitative study was to investigate a number of municipal begging bans in order to make visible societal attitudes that hide behind written language of begging discourse. The data collection method was text collection, and the material was documents in the form of three municipal begging bans (in municipal regulations). The method of analysis was critical discourse analysis (CDA), a form of textual analysis, and the analytical focus was the written discourse in its social context. The municipal begging bans that were analysed testified to a very high degree linguistically about negative societal attitudes towards begging, and the conclusions that could be drawn on the basis of the results were presented in four summarising themes. These where: disruption of public order, a vulnerability that one does not want to contribute to maintaining, ”we and them” and passivity and criminality. These societal attitudes could be summarized as not our vulnerable/poor = not our problem, and were largely hidden behind references to disruption of public order in public spaces.

Between Equality and Discrimination : A policy analysis of the EU Framework for national Roma integration strategies up to 2020

The EU Framework for National Roma Integration Strategies up to 2020, is a policy that seeks to integrate Roma in the fields of education, employment, healthcare and housing, and to combat and prevent discrimination and promote equality. The problem formulation that motivates this study is the phenomenon of discrimination that Roma population experience on the soil of European Union, funded on the principles of equality and non-discrimination. The aim of this paper is to carry out a policy analysis of the EU Framework with the goal to reveal in what ways the policy aims to combat discrimination and promote equality for Roma, the largest minority in the EU. Theoretical framework relies on the principle of equality and its influence on discrimination in the context of human rights. This research carries out a qualitative case study of Roma, in combination with policy analysis as method.  Results found, after conducted analysis, shows that the EU Framework doesn’t generate a rich concept of equality that can prevent, and combat discrimination based on racial and ethnic origin of Roma. The EU Framework doesn’t concretize various forms of discrimination towards Roma, nor address the phenomenon of anti-gypsyism as a main barrier to Roma inclusion. / EU-ramverk för nationella strategier för romsk inkludering fram till 2020 är en policy som åsyftar till att integrera Romer inom områden för utbildning, sysselsättning, hälso- och sjukvård samt bostäder. Ramverket söker att bekämpa diskriminering och främja jämställdhet. Problemformuleringen som denna studie vilar på är diskrimineringen som romer utsätts för i EU. Syftet med denna studie är att genomföra en policy analys av EU:s ramverk med målet att avslöja på vilka sätt policyn syftar till att bekämpa diskriminering av Romer och främja jämställdhet. Teorin bygger på principen om jämlikhet, vilket hjälper till att undersöka de konkreta sätten som diskriminering kan bekämpas på med rätten till jämlik behandling i mänskliga rättigheters kontext. Denna studie är en kvalitativ fallstudie av Romer i kombination med policy analys av EU:s ramverk. Resultatet visar att EU:s ramverk inte genererar en omfattande jämställdhetsprincip som är tillräcklig för att förebygga och bekämpa diskriminering av Romer. EU:s ramverk konkretiserar inte olika former av diskriminering som romer upplever i sina dagliga liv. Policyn behandlar inte heller fenomenet anti-ziganism som ett huvudhinder för inkluderingen av romer.
