Humanitära visum vid asylskäl : En kritisk analys av förutsättningarna för att införa humanitära visum i Sverige och dess påverkan på rätten att söka asyl

Humanitarian visas for asylum purposes have been widely discussed in recent years. With few alternatives at their disposal, refugees are forced to illegal and dangerous routes in their attempts to reach Europe. The aim of this study is to investigate the conditions for implementing humanitarian visas in Sweden and to clarify the consequences of Sweden's approach to humanitarian visas for third-country nationals in need of international protection. Using idea analysis as a method, the tenability of two official reports published by the Swedish Government is analyzed. By examining the assessments, an understanding of the conditions for introducing humanitarian visas in Sweden is established. In order to explore the implications of Sweden's position on the right of third country nationals to seek asylum, the study draws on a critical perspective on how migrants and refugees’ risk being subjected to violent border controls and how their legal status is subjected to various kinds of scrutiny.  Several shortcomings are identified in these reports and the conditions thus created for the introduction of humanitarian visas in Sweden. Although the need for more safe and legal routes to seek asylum and the consequences of Sweden's migration and asylum policy are highlighted, no national measures are recommended. Instead, it is recommended that Sweden should lobby for the introduction of humanitarian visas to the EU as a whole, with the overall aim of reducing the number of asylum seekers coming to Sweden in particular. Although it is commonplace for refugees to perish in search of safety, no practical measures are deemed essential to establish safe and legal routes for asylum seekers. State sovereignty thus continues to impede fundamental rights for all. Refugees and asylum seekers are severely affected by the uncertainty as to who is responsible for guaranteeing these fundamental rights. In an attempt to get these basic rights fulfilled, asylum seekers currently must resort to illegal acts at the risk of their lives. / Humanitära visum vid asylskäl har diskuterats flitigt de senaste åren. Med få alternativ till hands tvingas flyktingar ta till illegala och livsfarliga vägar i sina försök att ta sig till Europa. Syftet med studien är därför att utreda vilka förutsättningar som finns för att införa humanitära visum i Sverige samt att tydliggöra konsekvenserna av Sveriges inställning till humanitära visum för tredjelandsmedborgare som har ett internationellt skyddsbehov. Med idéanalys som metod granskas hållbarheten i två statliga offentliga utredningar. Genom att kritiskt granska de bedömningar som görs, skapas förståelse för vilka förutsättningar som finns för att införa humanitära visum i Sverige. För att utreda implikationerna som Sveriges inställning har på tredjelandsmedborgares rätt att söka asyl tar studien stöd av ett kritiskt perspektiv om hur människor på flykt riskerar att utsättas för våldsamma gränskontroller och hur deras juridiska ställning utsätts för olika typer av vågspel.  Flera brister identifieras i utredningarna och de förutsättningar som därmed ges för att införa humanitära visum i Sverige. Trots att behovet av fler säkra och lagliga vägar att söka asyl konstateras, samt att konsekvenserna av Sveriges migrations- och asylpolitik uppmärksammas, rekommenderas inte att några nationella åtgärder vidtas. I stället rekommenderas att Sverige ska framföra påtryckningar för att införa humanitära visum i EU. Ett övergripande mål är samtidigt att minska antalet asylsökande som söker sig till Sverige. Fastän det beskrivs hur människor på flykt omkommer i jakten på säkerhet, så bedöms inte nationella åtgärder vara nödvändiga för att införa säkra och lagliga vägar för asylsökande. Den statliga suveräniteten fortsätter således att utmana rätten till rättigheter för alla. Flyktingar och asylsökande drabbas framför allt av osäkerheten kring vem som är pliktbärare och oklarheter kring hur deras rättigheter ska tillförsäkras. För att försöka få sina rättigheter tillgodosedda tvingas de att ta till illegala handlingar med livet som insats.

The thesis "Evaluation of providing information to third-countries foreigners by public sector in the labor market in the Czech Republic" is primarily engaged in finding the level of information provided to third-countries foreigners in the Czech labor market, their content, distribution, institutional framework, availability, etc.. Despite the fact that the dynamics of inflow of foreign labor is greatly reduced, this process has still many problems and issues, especially in their conditions of employment. For foreigners who came to our area to find a job, they could be legitimately employed to meet the many obligations of the law. Do they receive information about these rules and responsibilities? Imigrační krize v Řecku 1990-2012 / Immigration Crisis in Greece 1990-2012

The presented thesis deals with current immigration crisis in Greece, which has not been examined in the Czech Republic so far. The macro-level analysis elaborates process of immigration to Greece with emphasis on the period 1990-2012. Causation of the immigration is clarified through historical-demographical, sociopolitical and legislative point of view. Greece was hit by immigration wave due to the process of globalization framework and the crisis is not inflicted exclusively by the Hellenic state. This is demonstrated by the elaboration of the European legislative system and the EU policy towards immigration. Contrary to this, the Hellenic failure regarding management of immigration policy is made of insufficient complexity and flexibility of national legislation and its slow development especially in 1990s. The other specific issue is rise of racism among Hellenes. Roots of xenophobia are examined by the conception of Hellenic nationality and historical-demographical method natural history, through which statistical data are put in the chronological order. The thesis is deal with Czech-Islamic marriages from the viewpoint of gender. The first part characterises the basic concepts, marriage traditions in a purely Czech society, the issue of gender in the Czech marriage, marriage traditions in a truly Islamic society, Islamic marriage, gender issues, gender issues in Czech-Islamic marriage, the ethical impact of migration, including the ethical impact of cultural migration, potential misuse of the Institute to ensure family reunification residence permit in the Czech Republic, an example of migration, with specific policy approach in France. The practical part includes a rationale for selecting the research sample, showing the chosen research methodology. Based on the interviews is confirmed by the hypothesis of the thesis that the cultural influence of gender, as a bearer of a different conception of the of man-woman gender in Islamic culture, and Czech, respectively. Czech-Islamic marriages is a significant factor in causing marital disharmony. Mutual two-way cultural knowledge, as well as the presence of tolerance, love and truth, is a prerequisite to guarantee the functional relationship. This fact is verified by the Czech-Islamic couple, in the final case report.

The Limits of Fire Support: American Finances and Firepower Restraint during the Vietnam War

Excessive unobserved firepower expenditures by Allied forces during the Vietnam War defied the traditional counterinsurgency principle that population protection should be valued more than destruction of the enemy. Many historians have pointed to this discontinuity in their arguments, but none have examined the available firepower records in detail. This study compiles and analyzes available, artillery-related U.S. and Allied archival records to test historical assertions about the balance between conventional and counterinsurgent military strategy as it changed over time. It finds that, between 1965 and 1970, the commanders of the U.S. Military Assistance Command, Vietnam (MACV), Generals William Westmoreland and Creighton Abrams, shared significant continuity of strategic and tactical thought. Both commanders tolerated U.S. Army, Marine Corps, and Allied unobserved firepower at levels inappropriate for counterinsurgency and both reduced Army harassment and interdiction fire (H&I) as a response to increasing budgetary pressure. Before 1968, the Army expended nearly 40 percent of artillery ammunition as H&I – a form of unobserved fire that sought merely to hinder enemy movement and to lower enemy morale, rather than to inflict any appreciable enemy casualties. To save money, Westmoreland reduced H&I, or “interdiction” after a semantic name change in February 1968, to just over 29 percent of ammunition expended in July 1968, the first full month of Abrams’ command. Abrams likewise pursued dollar savings with his “Five-by-Five Plan” of August 1968 that reduced Army artillery interdiction expenditures to nearly ten percent of ammunition by January 1969. Yet Abrams allowed Army interdiction to stabilize near this level until early 1970, when recurring financial pressure prompted him to virtually eliminate the practice. Meanwhile, Marines fired H&I at historically high rates into the final months of 1970 and Australian “Harassing Fire” surpassed Army and Marine Corps totals during the same period. South Vietnamese artillery also fired high rates of H&I, but Filipino and Thai artillery eschewed H&I in quiet areas of operation and Republic of Korea [ROK] forces abandoned H&I in late 1968 as a direct response to MACV’s budgetary pressure. Financial pressure, rather than strategic change, drove MACV’s unobserved firepower reductions during the Vietnam War.
