Greenspace Conservation Planning Framework for Urban Regions Based on a Forest Bird-Habitat Relationship Study and the Resilience Thinking

The research involves first conducting a "case study" of ecological data and applying the results, together with the resilience concept, to the development of a greenspace conservation planning framework for urban regions. The first part of the research investigates the relationship between forest bird abundance and the surrounding landscape characteristics, especially, forest area and its spatial configuration in urban regions at multiple scales. The results are similar for simple and multiple regression analyses across three scales. The percentage of forest cover in a landscape is positively correlated with bird abundance with some thresholds. Overall, the percentage of forest cover in the landscape, contrast-weighted forest edge density, and the similarity of land cover types to forest cover are identified as important for the conservation of the target bird species. The study points to the importance of species-specific habitat requirements even for species with similar life history traits and of maintaining some forest edges and/or edge contrast. The second part of the research involves the development of a landscape planning meta-model and its conceptual application to greenspace conservation planning, integrating the results of the first part. Administrative and planning units are recognized to exist in a nested hierarchy of neighborhood, city, and urban region, just as biodiversity can be conceived in a nested hierarchical organization of genes, populations/species, communities/ecosystems, and landscapes. Resilience thinking, especially the panarchy concept, provides a scientific basis and a metaphorical framework to develop the meta-model, integrating a proposed landscape planning "best practice" model at each planning scale. Ecological concepts such as response and functional diversity, redundancy, and connectivity across scales are identified as key concepts for conserving and increasing biodiversity and the resilience of an urban region. These concepts are then used in the meta-model to develop the greenspace conservation planning framework. Ecological processes such as pollination and dispersal, as well as social memory and bottom-up social movements---small changes collectively making a large impact at the broader scales as well as these incremental changes gaining momentum as they cascade across scales---are identified as cross-scale processes and dynamics that connect various planning scales in the meta-model.

Por esse motivo o entorno físico do local de moradia tem sido objeto de estudo em várias áreas do conhecimento. No entanto, apesar do crescente interesse nesse tema, o estudo do impacto dos atributos urbanos de uma unidade de contexto ainda é pouco desenvolvido. Como objeto de estudo temos duas Regiões Urbanas (RU) da cidade de Juiz de Fora, MG selecionadas por terem Índices de Desenvolvimento Social (IDS) semelhantes, e dados de saúde diferentes: a RU Esplanada possui baixos índices de internação, enquanto a RU Vila Furtado de Menezes, ao contrário, possui altos índices. Desta forma, a investigação avança para o campo do urbanismo a fim de se verificar se os atributos físicos das regiões urbanas poderiam indicar a diferença entre a sua saúde urbana. Portanto a intenção desta pesquisa é analisar o ambiente urbano de maneira comparativa, visando a avaliação do espaço urbano e qualidade ambiental que justifique a diferença entre os dados de saúde. Quanto aos procedimentos, este trabalho se configura como uma pesquisa de natureza descritiva e exploratória que utiliza tanto métodos qualitativos quanto quantitativos para permitir uma ampla abordagem do objeto de estudo, que se utilizou de levantamentos bibliográficos, levantamentos documentais e levantamentos físicos. O elevado número de ferramentas e análises feitas neste trabalho foram capazes de eliminar vieses e de apontar direções para a continuidade das pesquisas, já que diante da efetiva comparação dos resultados entre as ferramentas aplicadas, os dois bairros se mostraram semelhantes no que diz respeito as qualificações urbanísticas. Uma alternativa a essa questão é buscar a contribuição de outras áreas do conhecimento para possibilitar novas abordagens do objeto de estudo. / The characteristics of urban space in its environmental, social and economic, and urban planning practices can affect the welfare and health of the population. Therefore, physical surroundings of residences have been studied in various fields of knowledge. However, despite the increasing interest in this subject, the study of the impact of urban attributes of a context of unity in public health is still poorly developed. For that reason, the intent of this research is to analyze the urban environment comparatively, assessing urban space and environmental quality, and its relation to health. Two Urban Regions (RU) in the city of Juiz de Fora, MG were selected as object of this study for having Social Development Index (IDS) similar and different health data: the RU Esplanada has low commitment levels, while the RU Vila Furtado de Menezes, in contrast, has higher rates. Thus, the research advances to the urban planning field in order to verify whether the physical attributes of urban areas can indicate the difference between urban health. As for the procedures, this work is configured as a descriptive and exploratory research using both qualitative and quantitative methods to allow a broader approach to the object of study. Literature surveys, documentary surveys and physical surveys were used. The high number of tools and analyzes in this study were able to eliminate bias and have pointed directions for further studies. Comparing the results among the tools applied, the two neighborhoods were similar regarding the urbanistic qualifications. An alternative to this is to seek in a multidisciplinary way, contributions of other areas of knowledge and insights in support for new research directions. The indicative results from such studies can guide efforts to intervene in the environment where people live, in order to promote behavioral changes that improve the quality of life and health.

Potentials of Polycentric Urban Regions in British Columbia, Canada

British Columbia is characterized by a relatively hierarchical urban system. This study aims to identify areas of potential for the development of Polycentric Urban Regions (PURs) to provide a counterweight to the dominant urban core and to develop higher functions in peripheral areas to increase their long-term viability. Three methods are employed to assess the spatial-functional and political-institutional dimensions of organizing capacity for the development of PURs: spatial analysis to determine proximity between population centres by driving time and distance; Pareto analysis to measure the existing degree of polycentricity in regional districts; and a survey of regional planners to assess their knowledge, current planning activities and attitudes towards polycentricity. Eleven areas with potential for PUR development were identified, which each have unique spatial and political challenges and opportunities. In general, many areas have good spatial conditions, but differences in the role of the regional district as a planning coordinator will make a common approach to PUR development challenging. In future studies of these regions, it is recommended to focus on the outcomes of PUR development and the benefits that could be realized in each region according to more specific local conditions.

Regiões urbanas homogêneas e oferta de transportes / Homogeneous urban regions and transportation supply

O objetivo deste trabalho é identificar regiões urbanas homogêneas por meio da aplicação de duas vertentes da análise espacial: a estatística espacial e uma estratégia de modelagem espacial baseada na comparação de informações oriundas de diferentes entidades espaciais, em níveis diversos de informação. Um método baseado em fluxos de viagens seria a melhor alternativa para o problema em questão, mas não há dados disponíveis para sua aplicação no Brasil. Em virtude disso, o método aqui apresentado identifica regiões que podem ser consideradas como uniformes em relação a uma variável a partir de técnicas de análise exploratória de dados espaciais, como por exemplo, o gráfico e o mapa de Moran. Em um estudo de caso para o estado de São Paulo, analisando-se as distribuições espaciais dos valores da densidade populacional por meio de sua representação em mapas temáticos classificados segundo os quadrantes do gráfico de Moran (ou box map), esse indicador permite caracterizar razoavelmente bem as regiões urbanas homogêneas existentes (inclusive as oficiais). Entretanto, ao tentar representar o seu comportamento em uma análise temporal por meio de modelos, o indicador populacional não foi capaz de descrever esse comportamento e, conseqüentemente, não serviu para elaborar estratégias de previsão para o futuro. Por outro lado, ao combinar essas informações com um indicador que representa a oferta de transportes, os resultados obtidos permitiram observar o alto desempenho dos modelos, dada a forte influência recíproca entre uso e ocupação do solo e oferta de transportes. Ao permitir a identificação de padrões e a projeção de tendências, este tipo de análise pode ser útil para o planejamento urbano e regional, tanto no contexto estudado como em uma visão mais abrangente. / The objective of this work is to identify homogeneous urban regions through the application of two branches of spatial analysis: spatial statistics and a modeling strategy based on the comparison of information from different spatial entities and at distinct levels. A commuting-based approach would be the best alternative in that case, but there is no data available for its application in Brazil. Thus, the method presented here identifies uniform regions regarding a particular variable through exploratory spatial data analysis techniques, such as the Moran scatter plot and box maps. In a case study carried out in the state of São Paulo, in which the spatial distribution of the values of population density was analyzed through the representation in box maps, a reasonable identification of the existing homogeneous urban regions (including the official ones) was performed. However, the models based only on the population density distribution did not perform well for analyses through time and therefore they were not adequate for forecasting strategies. In contrast, when combining population density information with an indicator of transportation supply the performance of the models was noticeably improved, what was likely caused by the strong reciprocal influence between land use and transportation supply. As a conclusion, the method developed in this work shall be useful for urban and regional planning at different scales, given its potential for patterns recognition and trends forecasting.

Movilidad transfronteriza de trabajadores entre Galicia y el norte de Portugal / Cross-border mobility of workers between Galicia and north of Portugal

In this paper we deal with cross-border flows of people within the Euroregion Galicia-North of Portugal, paying particular attention to those led by workers. Based on data for daily mobility between the places of residence and work (commuters), it can be defined, within this territory, the so-called Polycentric Urban Regions (PUR) of Vigo and Porto. These regions should constitute significant referents of cross-border mobility, whose importance we begin to realize by estimating the movement of passengers across border crossings linking the south of Galicia and the north of Portugal. In this context, given the non-existence of official statistics, the reports prepared by the Eures Galicia/Região Norte office provide relevant information about the flow of cross-border workers in the area, which we have complemented by conducting two surveys directed, respectively, to involved workers and companies, and data from a recent study on labour mobility in the Euroregion. The evidence demonstrates the quantitative importance achieved in the territory analyzed by this interesting phenomenon of cross-border work and allows a description of its characteristics that shows the difficulties faced by the process of construction of a European labor market. / En este trabajo, nos ocupamos de los flujos transfronterizos de personas en el seno de la eurorregión Galicia-Norte de Portugal. En este marco, se prestará especial atención a aquellos protagonizados por trabajadores. Dentro del territorio analizado, se pueden definir —a partir de los datos relativos a la movilidad diaria casa-trabajo (commuters)— las denominadas regiones urbanas policéntricas (RUP) de Vigo y Porto. Estas deberían constituir referentes significativos de una movilidad transfronteriza, cuya importancia empezamos a calibrar estimando el movimiento de pasajeros en los pasos fronterizos que unen el sur de Galicia y el norte de Portugal. En este contexto, dada la inexistencia de estadísticas oficiales, los informes elaborados por la oficina Eures Galicia/Região Norte proporcionan información relevante sobre el flujo de trabajadores transfronterizos en la zona. Ello lo hemos complementado mediante dos elementos: la realización de sendas encuestas dirigidas respectivamente a trabajadores y empresas implicadas, y los datos proporcionados por un reciente estudio sobre la movilidad laboral en la eurorregión. La evidencia obtenida demuestra la importancia cuantitativa alcanzada en el territorio analizado por este interesante fenómeno del trabajo transfronterizo. Además, esta permite realizar una caracterización del mismo, que pone de manifiesto algunas dificultades a las que se enfrenta el proceso de construcción de un mercado de trabajo europeo.

Climate change adaptation processes : Regional and sectoral stakeholder perspectives / Anpassningsprocesser inför klimatförändringar : Regionala och sektoriella intressentperspektiv

This thesis analyses how societal adaptation processes in public and private sectors at the regional to local level in Sweden are enacted. The thesis pays particular attention to critical factors that constrain or enable adaptation by focussing on: who are the stakeholders, how do different stakeholders perceive their capacity to adapt, and the role of stakeholder interaction in facilitating adaptation processes A combination of two analytical perspectives is used where one is based on key concepts within adaptation literature, and the other draws on boundary crossing and transdisciplinary knowledge production (stakeholders, adaptive capacity, and science-based stakeholder dialogues). The study is conducted within the scope of two overall case studies of local adaptation processes within an urban region, and a land-use based sector, the private forestry sector. The cases are setting the scene for the collection of empirical material which is achieved through qualitative methods, primarily focus groups discussions with local and regional, public and private stakeholders with an interest in, and responsibility for adaptation. The focus groups meetings are organized as a series of meetings to which different participatory techniques are applied. The study also builds on a comprehensive stakeholder mapping. First, the results suggest a systematic method for identifying stakeholders in adaptation research, policy, and planning applicable in both sectors and regions that combines top-down knowledge with experience and knowledge based on bottom-up processes. Second, the analysis of perceived adaptive capacities reveal several facilitating and constraining factors that relates both to the characteristics of climate risks, experience of climate variability and extreme weather events, and responsibility- and decision-making structures. Third, the analysis of the interaction between local experts and scientists show that there is potential for the boundary spanning function of science-based stakeholder dialogues in facilitating adaptation through stimulating questions and sharing different knowledge bases and experiences among the participants. However further attention needs to be taken to the institutional environment and the role of so called anchoring devices that help local experts to contextualise, discus and thus anchor scientific knowledge in their own decision-making context. In conclusion, there are both commonalities between adaptation processes in the two case studies and some marked differences, e.g., regarding the concept of adaptation, what type of adaptation actions that are identified, the perceived opportunities for adaptation and degree of complexity. / Denna avhandling analyserar hur klimatanpassningsprocesser inom privata och offentliga sektorer på regional till lokal nivå i Sverige initieras, utvecklas och genomförs. Avhandlingen ägnar särskild uppmärksamhet åt identifiering av vilka intressenter (”stakeholders”) som är involverade i att underlätta och genomföra anpassning, uppfattningar om anpassningsförmåga samt vilken roll interaktion mellan olika intressenter kan ha för att underlätta anpassning. En kombination av två analytiska perspektiv används som bygger på tidigare forskning om klimatanpassningsprocesser samt transdisciplinär kunskapsproduktion. Studien genomförs inom ramen för två övergripande fallstudier av anpassningsprocesser i en urban region samt den privata skogssektorn. Fallstudierna utgör grunden för insamlingen av det empiriska materialet som bygger på kvalitativa metoder. Den främsta metoden är fokusgruppsdiskussioner med lokala och regionala, privata och offentliga aktörer med intresse av, eller ansvar för klimatanpassning. Fokusgrupperna organiseras som en serie möten där olika deltagandetekniker tillämpas. Studien bygger också på en omfattande intressentkartläggning. I avhandlingen utvecklas och ges förslag på en stegvis metod för att identifiera intressenter för anpassningsprocesser som kan användas inom forskning och praktik. Studien analyserar också hur olika intressentgrupper upplever förmågan att hantera klimatförändringar. Ett antal möjliggörande och begränsande faktorer identifieras så som karaktären på de upplevda klimatriskerna, erfarenhet av klimatvariationer och extrema väderhändelser, samt ansvar- och beslutsstrukturer. Slutligen, analyseras om och i så fall hur interaktionen mellan lokala experter och forskare som deltar i intressantdialoger (”science-based stakeholder dialogues”) kan underlätta anpassning. Resultaten visar att det finns potential genom att deltagarna ges möjlighet att ställa frågor tillvarandra och dela med sig av sina olika kunskapsbaser och erfarenheter, samt utforska olika anpassningsalternativ. Däremot behövs vidare studier för att undersöka betydelsen av det institutionella sammanhanget samt hur olika verktyg (”anchoring devices”) kan bidra när det gäller att förankra och omsätta kunskap om klimatförändringar i olika beslutskontexter. Avslutningsvis visar denna studie på att det finns både likheter och skillnader i hur anpassningsprocesser kommer till uttryck bland de olika aktörsgrupperna inom fallstudierna, t.ex. när det gäller hur begreppet anpassning används, vilken typ av anpassning som identifieras, upplevda möjligheter för anpassning samt graden av komplexitet.

Verdichtungsräume im internationalen Regionenwettbewerb am Beispiel produktionsorientierter Dienstleistungen in den Stadtregionen Stuttgart und Leipzig

Die jüngste Vergangenheit und Gegenwart ist durch eine auffällige Dominanz des Marktes gekennzeichnet, politische Systeme werden ebenso tangiert wie Räume. Standortalternativen von Betrieben erweitern sich, Standortqualitäten werden neu bewertet. Dies ist grundsätzlich nichts Neues, doch unterscheidet sich das Ausmaß u.die Geschwindigkeit dieser Ent-wicklung sehr von jener der Vergangenheit. Dieser Prozess wird als Globalisierung bezeichnet. Immobile Regionen sind in einen Wettbewerb um mobile wirtschaftliche Akteure u. mobiles Humankapital getreten. Mithilfe von fünf als relevant unterstellten Standortfaktoren ? Regionale Netzwerkfähigkeit; Markt- und Kundenorientierung; Innovation und Humankapital; Verkehrsinfrastruktur und weiche Standortfaktoren - werden die regionalen Standortqualitäten am Beispiel der Rolle der produktionsorientierten Dienstleister, d.h. der eigentlichen Produktion vor- bzw. nachgelagerten, aber auch der sie begleitenden Leistungen, untersucht. Von ihnen wird erwartet, dass sie bei der Umgestaltung der Wirtschaftsstrukturen und für eine Rationalisierung sowie einer daraus folgenden Steigerung der Wertschöpfung ein hohes Gewicht haben. Verarbeitendes Gewerbe und produktionsorientierte Dienstleiter bilden eine symbiotische Beziehung. Die Globalisierung trifft in West- und in Ostdeutschland auf sehr verschiedene Strukturen von Wirtschaft und Gesellschaft. Diese Verschiedenheit lässt unterschiedliche Anpassungs-prozesse erwarten. Produktionsorientierte Dienstleister suchen häufig eine räumliche Nähe zum verarbeitenden Gewerbe. In der Region Leipzig fehlt die Nachfrage nach produktionsorientierten Dienstleistungen als Folge eines zu geringen Besatzes im verarbeitenden Gewerbe. In der Region Stuttgart wird insgesamt mit einer steigenden Nachfrage nach Dienstleistungen gerechnet. Dies basiert auf einer weiteren Konzentration auf betriebliche Kernkompetenzen und einer damit verbundenen Spezialisierung bzw. Rationalisierung, insbesondere von Betrieben des sekundären Sektors, welchem Outsourcing-Potenzial unterstellt wird. Stadt/Umland. Der Beitrag des suburbanen Raumes für die Entwicklung der Region Leipzig wird heute positiv bewertet. Die Phase der egoistischen kommunalen Ansiedlungspolitik konnte durch die Eingemeindung von Umlandgemeinden zur Stadt Leipzig gebremst werden. Die Suburbanisierung in der Region Stuttgart dauert bereits einige Jahrzehnte und traf auf bestehende Siedlungsstrukturen. Sie sind meist längst suburban geprägt. Die Umland-kommunen unterscheiden sich dadurch von jenen des suburbanen Raumes in der Region Leipzig. Regionale Clusterbildung. Die Ansprüche des globalen Marktes bieten Chancen aber auch Risiken. Neben einer Globalisierungsstrategie muss aber, mindestens gleichrangig, jene der Regionalisierung verfolgt werden. Regionale Standortqualitäten werden aufgewertet. Regionale Cluster sind dann wettbewerbsfähig, wenn die zu erbringenden Leistungen, meist als Ergebnis einer Vernetzung von Resultaten aus Forschung und Entwicklung unterschiedlicher wissenschaftlicher Disziplinen, im globalen Maßstab wettbewerbsfähig sind. Dazu bedarf es: - einer Stärkung der Raumentwicklung - einer regionalen flexiblen Wirtschaftsstruktur (Wirtschaftscluster) regionaler Kreisläufe - Imagebildung durch weiche Standortqualitäten - Qualifizierung regionalen Humankapitals - (über-)regionalen Kooperationen - persönlicher Beziehungen zwischen regionalen Akteuren - Aufbau einer leistungsfähigen Forschungs- und Entwicklungsstrategie und der Umsetzung der Ergebnisse in der Region In der Region Leipzig wird es in erster Linie darum gehen, die Ergebnisse aus Forschung und Entwicklung in regionale Nachfrage, insbesondere durch das verarbeitende Gewerbe und in Arbeitsplätze aller Qualifikationsniveaus, umzusetzen. Alternatives for company locations extend, qualities for a location are newly revised and valued. This is basically not new, but the extent and the speed of this development differ a lot compared to the past. This process is called globalization. Consequently immobile regions have entered into competition for mobile economic players and mobile human capital. By means of five factors, which we assume to be relevant for selecting a company location, - regional network ability, market and customer orientation, innovation and human capital, infrastructure for transport and communication, "soft" location factors - the regionally relevant qualities for a location are investigated, illustrated by the role of the production orientated service industry, i.e. services which are necessary before or after and during production respectively. We expect them to have a major impact on the change of the economic structures and the rationalization as well as for the resulting increase of the value added. The processing industry and the production orientated service industry have a symbiotic relationship. Globalization meets very different economic and social structures in West and East Germany. Because of this difference we can expect different processes in adapting to these circumstances. The production orientated service industry frequently searches the local proximity to the processing branch of industry. As a result of the low presence of the processing industry in the region of Leipzig the demand for the production orientated service industry is missing here. In contrast an increasing demand for the service industry is expected in the region of Stuttgart. This assumption is also based on a further concentration on company core power and thus a specialization and rationalization respectively, especially for companies of the secondary sector granting that there is outsourcing potential. Town/region. The advantages of the suburban area around Leipzg such as regional common interests give a chance for further development and are more strongly perceived after a phase of an egoistic settlement policy in communities. The suburbanization in the region of Stuttgart has already lasted for some decades and met with existing settlement structures. The communities surrounding Stuttgart are suburban by definition. In fact they have mostly had an urban character for a long time. Thus the surrounding communities mostly differ from those of the suburban area in the region of Leipzig. Regional clusters. The claim of a global market power can offer chances but also risks. Besides a strategy for globalization there must be one for regionalization pursued at least of equal importance. Regional qualities for a location are revalued and upgraded despite or just because of globalization. Regional clusters will be competitive, if their goods and services achieved as a result of networks of research and development of various scientific disciplines are competitive according to the global standard - irrespective of the destination of demand. Requirements needed: - strengthening of the development planning - regional and flexible economic structure (cluster) - regional circulatory flows - building image by "soft" location factors - qualifying human capital within the region - regional and national cooperations - personal relationships between the regional players - set up of an efficient research and developmant strategy and performance of the results in the region The crucial point for the region of Leipzig is to implement the results of research and development into regional demand, especially by the processing industry, and into jobs of all levels of qualification. The focus for the region of Stuttgart lies in restructuring old industries according to the global demand and thus ensuring the economic clusters.

<p>European cities of today are under the challenge to find ways to stay competitive and flourish in a rapidly changing world, where the old patterns of centrality and periphery not necessarily holds true. New and improved communication networks, a changed political geography in Europe, and the globalisation of not only the financial and industrial markets but also to a certain extent the globalisation of people, have all led to great challenges for cities and regions.</p><p>In a changed spatial reality the classic monocentric models are challenged by newer models of urbanisation. The polycentric urban region is one such model which has been used to describe urban regions like the Randstad in the Netherlands and the Rhein-Ruhr region in Germany. Regions which lack the single dominant central city of the monocentric models of old, and instead shows a high degree of more equal-sized and sometimes more specialised cities in regional cooperation. The polycentric urban region is in that aspect a possible model for how other urbanised regions in Europe may act to be able to position themselves as attractive urban regions and regional hubs in the European urban network.</p><p>Polycentric urban regions are not a universal solution, though. For such regions to work there are a number of prerequisites to be filled, something that makes it a possible future for regions like Haute-Normandie in France, where the two cities of Le Havre and Rouen have the possibility to form one urban region and already show signs of heading in that direction, while a region like Dolnośląskie in Poland – where the city of Wrocław is the dominant city in what makes for a more classic monocentric region – has much less opportunity to use a polycentric strategy on the regional level to become competitive. On the other hand such a city and region can instead benefit from the fact that Poland is to a high degree a polycentric nation, and as one of the larger cities in such an environment, Wrocław has the opportunity to position itself as a hub in the European urban network in a way that Le Havre and Rouen cannot, due to their physical location close to the giant European urban region of Paris.</p> / <p>Dagens europeiska städer står inför en utmaning att finna sätt att förbli konkurrenskraftiga och framgångsrika i en snabbt föränderlig värld, där de gamla mönstren vad gäller centralitet och periferi inte längre nödvändigtvis gäller.
