O espaço urbano no Brasil se configura como locus de desigualdades, sendo ao mesmo tempo resultado e palco das dinâmicas socioambientais e econômicas e da expressão política que assume a correlação de forças emanadas dos diversos agentes envolvidos em sua produção e reprodução. Durante o principal período de urbanização brasileiro, a expansão de nossas cidades ocorreu praticamente sem a regulação do Poder Público quanto ao parcelamento do solo, cabendo aos loteadores a definição de vetores de crescimento das cidades, numa perspectiva especulativa de retorno de investimentos a partir da provisão de infraestrutura, essa sim, feita pelo Estado. O objeto desta tese é o processo de elaboração e tramitação do Projeto de Lei 3.057/2000, chamado de projeto de Lei de Responsabilidade Territorial Urbana, que trata da revisão da lei de parcelamento do solo urbano vigente, tendo um capítulo específico sobre o que denomina de \"regularizaç~o fundi|ria urbana sustent|vel\". A tramitaç~o do PL 3.057/2000 teve início pela proposta de alteração pontual de um dos artigos da atual lei nacional de parcelamento do solo, a Lei Lehmann, com o intuito de facilitar a regularização de loteamentos de interesse social. A este projeto foram apensados outros, ampliando seu escopo e atraindo para o processo de discussão variados grupos de interesses. Ao compatibilizar num instrumento normativo único as regras de parcelamento do solo urbano e de regularização fundiária sustentável, o Projeto de Lei reúne campos distintos de intervenção no urbano. A hipótese de pesquisa é que a constituição da arena pública, constituída pelos debates e audiências públicas sobre o projeto, foi determinante para seu processo de elaboração e tramitação. / The urban area in Brazil is shaped as a locus of inequalities, while being the result and the stage of the socio-environmental and economic dynamics and the political expression that takes the correlation of forces emanating from the various agents involved in its production and reproduction. During the main period of Brazilian urbanization, the expansion of our cities took place practically without the regulation of the Government as to the division of the land, with the land holders being responsible for the definition of vectors of the growth of cities, on a speculative perspective of return on investments from the provision of infrastructure, this one indeed, promoted by the state. The object of this thesis is the drafting and processing of the bill 3057/2000 , called Bill of Urban Territorial Responsibility, which deals with the revision of the law of division of urban land in force, with a specific section on what it terms \"sustainable urban land regularization\". The processing of the bill 3057/2000 was initiated by the proposed minor amendments to the articles of the current national law of land division, the Lehmann Law, in order to facilitate the settlement of social housing developments. Others were joined to this project, expanding its scope and attracting to the discussion process various interest groups. On reconciling the rules of urban land division and sustainable land regularization in a single normative instrument, the Bill brings together different fields of intervention in urban areas. The research hypothesis is that the constitution of the public arena, comprising the debates and public hearings on the project, was crucial to its drafting and processing.

A narrativa sociológica que tentei construir sobre a Termomecanica (TM) partiu de uma retomada dos vários tons que compuseram a experiência de classe dos peões do ABC e a identidade operária combativa que daí resultou. Em seguida, me enveredei na desmontagem da teia simbólica do discurso paternalista que o patrão (Salvador Arena) articulou com vistas a bloquear o desenvolvimento de uma consciência de classe rebelde nos operários de sua fábrica, formatando-lhes, ao contrário, uma identidade resignada, leal ao patrão e à empresa. Após, procurei destacar como, apesar das estratégias de esterilização sindical empreendidas por Salvador Arena, o conflito fabril sempre foi latente. Neste ponto, a ideia foi dar voz àqueles que são cotidianamente obrigados a se calar, conferindo destaque à operários desconhecidos cujas vidas foram indelevelmente marcadas pela TM e por Salvador Arena. Por fim, tentei recuperar as tradições sociais que, num quadro socioeconômico e histórico específico, desembocaram no processo produtivo da Termomecanica e engendraram por meio da referida dominação simbólica paternalista o notável envolvimento do grupo operário, isto é, criaram o fator decisivo que permitiu à TM se colocar de forma singular diante dos concorrentes, dos demais empresários industriais e do Estado. / The sociological narrative about the Termomecanica factory (TM) that I tried to build were started with a reflection about the various aspects of the working class experience in the ABC and about the combative identity that was resulted of this experience. Afterwards, I aimed dismantling the web of symbolic ties which constitutes the patronizing speech of its founder (Salvador Arena), developed in order to hinder the establishment of a rebellious working class consciousness among his factorys workers, being able to create a subdued workers identity, loyal to their boss and company. Later, I tried to highlight the fact that the labor conflict has always been latent, in spite of Salvador Arenas strategies to make the trade unions impotent. At that point, my intention was to acknowledge the ones forcefully silenced, especially the anonymous workers who had TM and Salvador Arena printed in their lives. Finally, I tried to recover the social traditions that in a specific historical and socio-economic panorama culminate in Termomecanicas production process and engender through the patronizing symbolic domination mentioned above the remarkable workers\' engagement, creating a decisive factor to make the Salvador Arena\'s factory a case unique faced with the competitors, the others enterprises and the State.

A presente dissertação objetiva investigar, relatar e analisar as ações culturais e artísticas promovidas pelo grupo de teatro Dolores Boca Aberta Mecatrônica De Artes. A pesquisa mostra, por meio do relato pessoal de um dos integrantes do grupo, como o coletivo organiza sua estrutura de funcionamento. Aqui são apontados conceitos estruturantes para a filosofia do grupo, como as ideias de Teatro Mutirão e Trabalhador-Artista, além de um levantamento pedagógico de como se deram a construção e apresentação da terceira encenação do grupo, Sombras Dançam Neste Incêndio - Peça Curta em Dois Atos. Dentro das análises, destaca-se a experiência da construção de um teatro feito de árvores, preparado coletivamente pelos próprios espectadores junto com os atores do grupo, o qual chamamos de Arena Arbórea. A perspectiva do trabalho do grupo Dolores Boca Aberta aponta para questões acerca de organização social, debate político, arte e resistência, agitação e propaganda e discussão de modos de produção. / This thesis aims to investigate, report and analyze the cultural or artistic activities promoted by the Dolores Boca Aberta Mecatrônica de Artes Theater Group. The research shows, through the personal report of one of the members, how the group organizes its own operating structure. Some of the structuring concepts of the group\'s philosophy are described and discussed, as well as the ideas of the Task Force theater artistic-workers and a pedagogical survey of the construction and presentation of the third production of the group, \"Shadows dance within this fire - a short play in two acts\". Within the analysis we highlight the experience of the construction of a theatrical space surrounded by trees and called Arboreal Arena, which is collectively prepared by spectators and by the actors of the group. The perspective of the group\'s work points out to questions about social organization, political debate, art and resistance, agitation and propaganda, and the discussion about the means of production.

Augusto Boal teve um importante papel como professor de dramaturgia, nas décadas de 50 e 60 tanto no Teatro de Arena, no qual fundou o Seminário de Dramaturgia e o Laboratório de Atuação, como na Escola de Arte Dramática (EAD). Ele integra o quadro de professores da escola a partir de 1960, ano em que Alfredo Mesquita, fundador e diretor da escola, abre o curso de Dramaturgia e Crítica, até a incorporação da escola pela USP, em 1968. Na EAD, Boal estabelece uma didática inovadora - como já havia ocorrido no Arena, com o ineditismo da pesquisa laboratorial que instituiu por lá após retornar dos Estados Unidos, onde estudou em Columbia - que consistia em ministrar aulas práticas e teóricas e incluir a vida cultural da cidade na sala de aula. O presente trabalho se baseia em anotações das aulas de Boal, material inédito que nos foi cedido pelo dramaturgo Lauro César Muniz. Analisa e reflete sua prática didática em contraste com demais escritos de Boal, principalmente o livro Teatro do Oprimido, no qual ele faz uma espécie de síntese das aulas ministradas na EAD. Utilizamos também, aulas da década de 60, contidas no Arquivo Augusto Boal. Do entrecruzamento e análise desse material surge o retrato de um artista ligado a seu tempo, trabalhando no trânsito entre prática política, didática e artística, tendo sempre a dramaturgia como mediadora. / Augusto Boal played an importante role as a drama teacher in the Fifties and Sixties decades in Arena Theather in which he founded the Dramaturgy Seminary and the Acting Laboratory as in the School of Dramatic Art. He integrated the School Teacher\'s board from 1960 the year in which Alfredo Mesquita, founder and director of the school, opened the course of Dramaturgy and Critique, until the incorporation of the school by University of São Paulo in 1968. In EAD, Boal established an innovative didactic - as had already occured in the Arena with the inedition of the laboratory research that he had instituted there after returning from the US where he attended Columbia University. The didactic consisted in teaching practical and theorical lessons and including the cultural life of the city in the classroom. The present paper is based on Boal\'s classes notes, which are an unprecedented material that was given us by playwriter Lauro Cesar Muniz. These notes analysed and reflected Boal\'s didactic practice in contrast with other Boal\'s writings, mainly the book Theater of the Oppressed, in which he did a sort of synthesis of the classes he taught at EAD. We also used classes for the Sixties decade from Augusto Boal\'s archives. From the intercrossing and analyses of this material arose the portrait of an artist connected to his time, a transient between political, didactic and artistic practices always having the playwrite as a mediator.

O ator do Teatro de Arena no cinema novo / The Teatro de Arena Actor in Brazil\'s Cinema Novo

Esta pesquisa aborda a influência de métodos e técnicas da interpretação do ator no contexto do cinema brasileiro moderno, quando o trabalho, o estilo e os métodos de interpretação do Teatro de Arena encontraram seu desdobramento no estilo de interpretação de atores, em filmes precursores e clássicos do Cinema Novo. Para isso vamos identificar quais as influências técnicas desta interpretação, como o sistema de Stanislavski, o método do Actors Studio, o efeito de distanciamento de Bertold Brecht. Na análise de cenas e sequências de filmes focalizo no trabalho dos atores a interação com a estética, a câmera e a montagem, para a compreensão destas influências. Assim analiso o desempenho de Gianfrancesco Guarnieri no filme O Grande Momento de Roberto Santos, 1958; Nélson Xavier no filme Os Fuzis de Ruy Guerra, 1963; Paulo José em O Padre e a Moça de Joaquim Pedro de Andrade, 1965; Othon Bastos no filme Deus e o Diabo na Terra do Sol de Glauber Rocha, 1963, único não-representante do Teatro de Arena, mas que consolidou sua carreira de teatro na Bahia e mais tarde no Grupo de Teatro Oficina em São Paulo. Estes atores fazem parte do florescimento de uma nova abordagem de interpretação teatral, influenciados pelo estudo das técnicas e na ênfase em retratar o homem brasileiro deste momento sociopolítico e cultural. Os cineastas do Cinema Novo, que buscavam estéticas alternativas e novas formas de diálogo com a realidade brasileira, vão encontrar nestes intérpretes as parcerias para a realização de seus filmes. Sendo assim, esta pesquisa busca um aporte original à questão, e parte da experiência do teatro para fazer a análise do trabalho do ator brasileiro no cinema, levando em conta as diferenças de técnica e de condições do trabalho, mas pensando tais diferenças como o lugar de um mútuo aprendizado que evidencia muito bem tudo o quanto há de comum entre o teatro e o cinema. / This study addresses the influence of acting methods and interpretation techniques in the context of modern Brazilian cinema, when the work, style and interpretation methods of the Teatro de Arena were prominent in the styles of actors\' interpretations in the classic Cinema Novo films and their precursors. The technical influences of interpretation will be identified, such as Stanislavksi\'s system, the Actors Studio method, and Bertold Brecht\'s estrangement effect. In the analysis of film scenes and sequences, I focus on the actors and their interaction with the esthetics, the camera, and the set, to better understand these influences. Thus, I analyze the performance of Gianfrancesco Guarnieri in Roberto Santos\' 1958 film The Grand Moment; Nélson Xavier in Ruy Guerra\'s 1963 film The Guns; Paulo José in Joaquim Pedro de Andrade\'s 1965 film The Priest and the Girl; and Othon Bastos in Glauber Rocha\'s 1963 film Black God, White Devil. Othon Bastos, the only actor not representative of the Teatro de Arena, spent his formative theatrical years in the state of Bahia and later in the Grupo de Teatro Oficina in the city of São Paulo. These actors represent the flourishing of a new approach to theatrical interpretation, influenced by the study of techniques and by the emphasis on portraying Brazilians in their social, political and cultural context. The Cinema Novo filmmakers, seeking alternative esthetics and new ways to engage the Brazilian reality, find in these actors the partners they need to make their works. Thus, this study seeks to make an original contribution to the question, analyzing the work of Brazilian actors in cinema based on experience in the theater, taking into account the differences in technique and working conditions, but thinking of these differences as providing space for mutual learning, clearly demonstrating the extent of commonalities between theatre and cinema.

Skolan som arena för information kring missbruksproblematik för elever i årskurs åtta : en interventionsstudie

Bakgrund; I Sverige fanns år 2009, enligt Statens Folkhälsoinstitut (FHI) ca 385 000 barn med åtminstone en förälder som uppfyllde kraven för riskbruk eller missbruk av alkohol eller narkotika. Således fanns det uppskattningsvis fyra till fem elever i varje skolklass där barnen var under 18 år, som var drabbade. Syfte 1; Att undersöka hur elever i årskurs 8 såg på skolan som en           hälsofrämjande arena för att bredriva information om missbruk. Syfte 2; Att undersöka om en intervention med föreläsningar om   missbruksproblematik, samt information om hjälpinstanser för barn och ungdomar som växte upp i en missbruksmiljö kunde öka kunskapen hos eleverna inom dessa områden.  Metod: Målgruppen var två klasser i årskurs åtta på en högstadieskola i Halmstad, Sverige. För att besvara syftet gjordes en interventionsstudie som baserades på tidigare publicerat material inom området missbruk. Interventionen bestod av två likadana föreläsningar om missbruk för två olika klasser. Instrumenten som användes för att mäta kunskapsökningen hos eleverna, var två egenhändigt komponerade enkäter. Resultat: Resultatet kring elevernas syn på skolans roll som hälsofrämjande arena för att informera om missbruk visade att eleverna tyckte att skolan var en bra arena för att bedriva missbruksinformation på, helst av personal med erfarenhet inom området, och att mer information om missbruk behövdes i skolan. Kunskapsnivåerna hos eleverna presenterades i fyra olika kategorier: vad som kunde missbrukas, kunskap kring omfattningen av hur många barn och ungdomar som växte upp med missbrukande föräldrar, konsekvenser av detta samt vilka hjälpinstanser man kunde vända sig till om man som barn och ungdom växte upp i hem där missbruk förekom. Kunskapsläget ökade i samtliga kategorier. Implikation: Eftersom interventionen gav ett positivt resultat gällande kunskapsökningen kring missbruk i den undersökta skolan samt att utökad missbruksinformation i skolan efterfrågades av eleverna, finns goda möjligheter att överföra interventionen till andra skolor. En potentiell spridning av information om missbruk till andra arenor utöver skolan, såsom fritidsgårdar, var önskad av eleverna, och är således möjlig. Eleverna uttryckte även ett behov av att utveckla ett samarbete mellan skolan och hjälpinstanser som arbetar med missbruksfrågor, något som kan vara en viktig fråga för framtiden. / Background; According to the Public Health Institute, in the year 2009, approximately (FHI) 385 000 children under 18 years of age grew up with at least one parent who suffered from alcohol- or drug addiction. Therefore approximately four or five students in every class were affected.    Aim 1: To examine how students in eight grade viewed the school as an health promoting arena, appropriate to carry out information about addiction.   Aim 2; To examine whether an intervention with lectures and information about help organisations for children and adolescents who grew up in environments where addiction occured, could increase the knowledge of the students within these issues.   Method: The target audient were two eight grade classes in a junior high school inHalmstad,Sweden. To answer the aim of this study, an intervention based on earlier published material in the field of addiction, was made. The intervention contained the same lecture about addiction, for two different classes. The instruments being used to measure the improvement of the student’s knowledge were two own-compositioned surveys.   Results: The results showed that the students considered school to be a good arena to receive information about addiction, preferably by people with experience within the addiction field, and that more information about addiction were needed in school. The   levels of knowledge of the students were presented in four different categories; what could be abused, knowledge about the extent of how many children of school age that were affected by growing up with parents with substance abuse problems, consequences from growing up under these circumstances and also where to seek help if you as a child or adolescent were in need of it. The knowledge of the students increased in all of these categories.   Implication: Because the intervention showed positive results regarding the increase of knowledge in the field of addiction and that extended information about addiction in school was requested by the students in the examined school, the possibilities to transfer the intervention to other schools are good. A potential distribution of information about addiction to other arenas, such as youth recreation centers, outside the school was requested by the students, and is therefore possible. The students also expressed a need for a development of a collaboration between school and help organisations who work in the field of addiction, which can be an important issue for the future.

Aktivt Pansar : Att nå verkan med dagens vapensystem i morgondagens pansar

Då dagens vapensystem blir allt effektivare med högre penetration och större verkan är det inte längre möjligt att endast lägga på mer pansar för att få tillräckligt skydd. Fordonen blir för tunga och rörligheten påverkas negativt i allt för stor grad, därför börjar nu system för aktivt skydd slå sig in på marknaden. Dessa system söker aktivt av fordonets omgivning och skjuter ner inkommande hot såsom raketer och robotar och finns redan implementerade i en rad länder i vårt närområde. Infanteriets huvudbeväpning, som mot bepansrade hot traditionellt sett varit just robotar, raketer och granater, är i många fall verkanslös i mötet med aktivt pansar. Uppsatsen undersöker vilka möjligheter som finns att med den utrustning som dagens svenska försvarsmakt är utrustad med nå verkan i mål som är skyddade av aktivt pansar. En slutsats är att de granskade systemen alla saknar förmåga att skydda fordonet från hot som kommer rakt ovanifrån, detta medför att STRIX är fullt fungerande mot ett fordon skyddat av aktivt pansar. / Since today's weapons systems are becoming more efficient with higher penetration and greater efficacy, it is no longer possible to only put on more armor to get adequate protection. The vehicles become too heavy and mobility is adversely affected to an excessive degree, because of this systems for active protection are now breaking into the market. These systems are actively scanning the vehicle's surroundings and shoot down incoming threats such as rockets and robots and are already implemented in a number of countries in our region. The infantry's main armament against armored units, which traditionally have been just missiles, rockets and grenades are in many cases useless meeting with active protection systems. The paper examines the possibilities of reaching effect in targets equipped with active armor using the equipment available to the Swedish armed forces today. The existing active protection systems Trophy, Iron Curtain and Arena have been chosen as example systems. The weapons systems examined are STRIX , Rb56 , Pskott m/86 , Grg m/86 and Fordonsmina 14. One conclusion is that the audited systems all lack the ability to protect the vehicle from threats that come from directly above; this means that STRIX is fully functional to a vehicle protected by an active protection system.

Planning in the 'New Reality' : Strategic Elements and Approaches in Swedish Municipalities

Central to this dissertation is a discourse in contemporary Swedish planning practice referred to as the ‘new reality’. The name of this discourse reflects the notion that planning practice interprets the conditions of today as differing from those which occurred previously. The urban landscape is perceived as increasingly complex, dynamic, and competitive, where strategic alliances must be built between municipalities and private and public actors at different levels. Both the influence of private actors and such factors as climate effects contribute to that much of what may happen in the future being experienced as uncertain and unpredictable. In this context of complexity, uncertainty, and governance, municipalities must find a way to manage planning tasks connected to the social, environmental, and economic dimensions of sustainability, tasks that may be at the same time interdependent and contradictory. The social and environmental dimensions of sustainability provide the municipality with a spectrum of tasks that range from local welfare tasks to national and global environmental and climate concerns, the time span ranges between short-term and long-term, and the degree of concreteness ranges from the specific to the vague. Furthermore, tasks connected to the wellbeing and safety concern not only the own citizens but also humankind in general, and both today and in the future. Tasks of economic sustainability are, in the ‘new reality’ discourse, closely connected to growth. As growth is regarded as desirable, the assumed situation of competition between cities, municipalities, regions and nations means that it is considered important to find ways to be attractive to both the market and to new potential citizens. That notwithstanding, municipalities must also handle the effects from growth. The starting point of the dissertation is that it is easier to make good decisions (short-term, emergent) based on previous decisions (long-term, structure), in order to make gains in terms of social, environmental and economic sustainability, but also to bring efficiency gains in development decisions. Legislation assumes that the comprehensive plan serves such a function – it should both constitute political decisions for future development, and a planning data that allows holistic assessments. However, today, in many municipalities, it does not function as such. With reference to recently revised planning legislation’s intention to strengthen the strategic role of the comprehensive plan, this dissertation elaborates upon a development of the comprehensive plan based on a strategic perspective. The dissertation contributes to knowledge by outlining a way in which comprehensive planning could be developed based on a strategic perspective, that could provide municipalities with a possibility for an active role in development within the conditions of the ‘new reality’ discourse. It does so by visualising the use of strategic elements and approaches in Swedish municipalities’ work with planning and development; the application of elements such as strategic contextual awareness, strategic selectiveness, strategic responsiveness, and strategic governance. Furthermore, as the design of the comprehensive planning process is discussed from the perspective of forums-arenas-courts (Healey, 1997; Bryson 2004), the view of what in fact is planning is expanded, thereby including formal as well as informal, visible as well as invisible, processes and decisions on different levels and with difference degrees of concreteness, that influence development.
