Previous issue date: 2016-03-18 / O presente estudo discute a quest?o dos prazos nos processos de compras no ?mbito da Administra??o P?blica Federal. Seu principal objetivo ? analisar os fatores que influenciaram, preponderantemente, na execu??o das subfases do preg?o eletr?nico na BANT, no ano de 2014, quanto ao atendimento ao princ?pio da celeridade. A pesquisa ? do tipo descritiva, uma vez que identifica e analisa os fatores que influenciaram nos prazos das compras, por meio da observa??o direta e de entrevistas. Com base no referencial te?rico, a fun??o compras, estabelece quatro dimens?es de an?lise: ?Legisla??o e processos de compras?, ?Estrutura e Organiza??o do setor de compras?, ?Sistemas de compras? e ?Recursos humanos do setor de compras?. As an?lises demonstraram que, diferentemente do que ocorre no ?mbito privado, o setor de compras p?blico n?o alcan?ou um status estrat?gico dentro das organiza??es, o que traz consequ?ncias prejudiciais ? celeridade das compras. Com isso,verificou que h? a necessidade de uma maior participa??o do pessoal do setor de compras e dos pregoeiros na formula??o das estrat?gias de aquisi??o da organiza??o e que esses elementos de compras apresentam, em suas atitudes, um perfil h?brido, proativo quanto ?s especifica??es dos itens, mas reativo em rela??o ? necessidade de compras de car?ter de urg?ncia, fruto da car?ncia de um melhor planejamento, o que sobrecarrega o trabalho do setor. A observa??o desses aspectos estrat?gicos da fun??o compras na BANT influenciou na constata??o de que a car?ncia de pessoal e de investimentos em qualifica??o somados ao excesso de rigor e formalismo da legisla??o, entre outros fatores, contribu?ram, preponderantemente, para a falta de celeridade dos processos. Por fim, este estudo traz sugest?es para o aumento da celeridade das compras da BANT. / This study discusses the issue of deadlines in the purchasing process within the Federal Public Administration. Your main goal is to analyze the main factors that influenced, mainly in the implementation of sub-phases of electronic trading in BANT, in 2014, as service to the principle of celerity. The research is descriptive since they were identified and analyzed the factors that influenced in terms of purchases, through direct observation and interviews. Based on the theoretical framework, the purchasing function, four dimensions of analysis were established: "Legislation and procurement processes", "Structure and Organization of the purchasing department", "purchasing systems" and "Human Resources of the purchasing department." Analysis showed that, unlike what happens in the private sector, the public procurement sector has not reached a strategic status within organizations, which brings harmful consequences to the speed of the purchases. It was found that there is a need for greater involvement of the purchasing department staff and criers in the formulation of the organization's purchasing strategies and that these purchases elements present, about their attitudes, a hybrid profile, proactive regarding specifications of the items, but reactive in relation to the need to urgently purchase, due to the lack of a better plan, which overloads the work of the sector. The observation of these strategic aspects of the procurement function in BANT influenced the finding that the lack of staff and expertise in investments plus the lack of rigor and formality of legislation, among other factors, contributed mainly to the lack of speed of processes.

Previous issue date: 2016-04-19 / O setor p?blico Brasileiro presenciou uma importante transforma??o no in?cio dos anos 90, a reforma administrativa, fruto do panorama mundial de crise e de reformas do Estado, classificou-se esta reforma administrativa, como uma reforma gerencial, pois apresentou consigo ferramentas gerenciais advindas da gest?o privada, uma destas ferramentas presentes neste movimento reformador foi a governan?a. Apesar do termo governan?a est? circundado de defini??es m?ltiplas, neste trabalho o termo ser? apoiado no sentido da governan?a corporativa, que diz respeito ? princ?pios que d?o o controle e legitimidade as partes interessadas nas organiza??es p?blicas. Neste enredo, o presente trabalho teve como objetivo geral proceder em uma an?lise dos mecanismos de governan?a dispostos pelo TCU, em seu manual? Governan?a P?blica: referencial b?sico de governan?a aplic?vel a ?rg?o e entidades da administra??o p?blica e a??es indutoras de melhoria? nas IFES no estado da Para?ba. Para alcan?ar este objetivo, foi executada uma pesquisa documental, bibliogr?fica e de campo. O universo da pesquisa foi ?s IFES situadas na para?ba: UFPB e IFPB sendo estas localizadas em Jo?o Pessoa. Obteve-se 54 question?rios respondidos pelos gestores das institui??es 26 (IFPB) e 28 (UFPB), contendo dez itens referente as pr?ticas de governan?a contidas no manual do TCU. Foram encontrados instrumentos que se referem as pr?ticas de governan?a p?blica adotadas pelo manual do TCU, entretanto, os instrumentos achados correspondem a itens de pequena magnitude, com rela??o ao que se pretende obter na implanta??o de um sistema de governan?a para institui??es p?blicas, dentre as quais, nove pr?ticas tiveram instrumentos identificados, todos em est?gio inicial, at? por vezes desconhecido. / administrative reform, due to the global panorama of crisis and state reforms, ranked this

governance. Although the term governance is surrounded by multiple definitions, this paper the
term will be supported in the direction of corporate governance, regarding the principles that
control and legitimacy stakeholders in public organizations. In this scenario, this study aimed
to carry on an analysis of governance mechanisms set by TCU in its manual "Public
Governance: basic framework of governance applicable to agency and public entities and
inducing actions of improvement" in IFES in state of Paraiba. To achieve this goal, a
documental research was performed, bibliographic and field. The universe of the research was
to IFES located in Para?ba: UFPB and IFPB these being located in Jo?o Pessoa. Obtained 54
questionnaires answered by the managers of the institutions 26 (IFPB) and 28 (UFPB)
containing ten items related governance practices contained in TCU's manual. instruments
have been found that relate to public governance practices adopted by the TCU manual,
however, the findings instruments correspond to small scale items, with respect to what is
sought in the implementation of a governance system for public institutions, among which nine
practices were identified instruments, all at an early stage, sometimes even unknown.

But to which extent the traditional theoretical approaches concerning the knowledge management present convergent solutions to those of the State? In which context is it possible to understand the marketing strategy appropriation of knowledge management by the State? The present study has the purpose of investigating the theoretical approach adjustment for knowledge management related to the theoretical principles of the State. It has a theoretical character and will be developed through bibliographical research for the hard nucleus of knowledge management, as defined in the categories of Thomas Kuhm???s science. It will also try to identify the contrast in the proposals defined in the nucleus with the State idea defined by Sociology. Previous issue date: 2011 / Funda????o Jo??o Pinheiro / A Constitui????o Federal de 1988 promoveu expressivas mudan??as nas formas de gest??o das organiza????es p??blicas. Aos munic??pios brasileiros concedeu a autonomia, o que lhes assegurou importante centralidade e protagonismo na vida p??blica. Assim, a participa????o dos munic??pios na provis??o de bens e servi??os p??blicos vem aumentando, ora com a devida compensa????o financeira pelos n??veis superiores de governo ou, ent??o, simplesmente, assumindo o papel que legalmente deveria ser assumido pelos governos estaduais e o federal. Diante desse quadro, os desafios enfrentados pelos munic??pios, nas ??reas social, financeira e pol??tica v??m exigindo das gest??es atua????o eficiente com a finalidade de propiciar qualidade de vida adequada aos seus cidad??os. Enfrentar estes desafios em munic??pios onde ainda predominam pr??ticas patrimonialistas e burocr??ticas, algumas vezes combinadas com uma gest??o gerencial, torna ainda maior o desafio das administra????es p??blicas, em especial no caso de munic??pios de pequeno porte. Neste contexto, buscou-se analisar, neste trabalho, a gest??o p??blica em munic??pios de pequeno porte do sul de Minas Gerais, com base no uso de instrumentos compuls??rios de gest??o e de planejamento, bem como identificar as dificuldades apontadas pelos gestores municipais em adotar o modelo gerencial. As an??lises foram realizadas a partir de um conjunto de informa????es dispon??veis na literatura, nas publica????es do IBGE e em dados do Tribunal de Contas do Estado, complementadas por pesquisa direta em 16 munic??pios de pequeno porte localizados na regi??o sul de Minas. A matriz anal??tica utilizada para identificar e analisar as diferen??as de modelos de gest??o, burocr??tica e gerencial, foi constru??da a partir das duas dimens??es de atua????o da administra????o p??blica que caracterizam o modelo gerencial: institucional-administrativa e econ??mico-financeira. Na dimens??o institucional-administrativa, a an??lise mostrou a exist??ncia de defasagem no uso dos instrumentos de gest??o urbana e o desinteresse dos agentes p??blicos, em especial os eleitos, na aplica????o dos mesmos. As ferramentas de planejamento, como o Plano Diretor e o PPA, s?? s??o elaboradas devido ??s exig??ncias legais. Na dimens??o econ??mico-financeira, cujos condicionantes tratados neste trabalho foram o cumprimento dos limites m??ximo de gastos com pessoal e m??nimo nas ??reas de sa??de e educa????o, as evid??ncias, tanto emp??ricas quanto documentais, apontam que os gastos s??o mantidos dentro dos limites estabelecidos pela LRF. As evid??ncias apontadas pelo presente estudo, considerando seus limites, sugerem que ainda sobrevivem na gest??o dos munic??pios modelos distintos de administra????o p??blica, com predomin??ncia do patrimonialismo e da burocracia. Notaram-se, tamb??m, tentativas de incorpora????o de pr??ticas do modelo gerencial, induzidas por meio de leis e normas emanadas por inst??ncias superiores de governo. Prevalece, no entanto, nos munic??pios de pequeno porte estudados, um cen??rio no qual os agentes pol??ticos implementam estrat??gias de manuten????o dos espa??os pol??ticos com objetivos puramente eleitoreiros. Por fim, conclui-se, com base nas evid??ncias observadas ao longo do estudo, que a conviv??ncia do patrimonialismo, da burocracia e das incipientes pr??ticas gerenciais t??m reflexos, de maneira clara, na baixa efici??ncia e efic??cia das administra????es p??blicas municipais brasileiras, notadamente, em sua maioria, nos munic??pios de pequeno porte, que s??o os mais carentes e dependentes. / The Constitution of 1988 provided significant changes in ways of management public organizations. Granted to municipalities autonomy, which assured them important centrality and prominence in public life. Thus, the participation of municipalities in the provision of goods and public services is increasing, sometimes with proper financial compensation for higher levels of government, or else simply assuming the role that legally should be taken by the state and federal governments. Given this situation, the challenges faced by municipalities in the social, financial and political areas have been demanding from administrations effective actions m order to provide adequate quality of life for its citizens. Facing these challenges in municipalities where patrimonial and bureaucratic practices still prevail, sometimes combined with a managerial organization increase the challenge of governments, especially in the case of small towns. In this context, we have analyzed in this work, the public management m small towns m southern Minas G??rais, based on the usage of mandatory instruments of management and planning, as well as identifying the difficulties indicated by the municipal managers to adopt the management model. Analyses were performed from a set of information available m the literature, publications and data from the IBGE's and Accounts Court of State, supplemented by direct research at 16 small towns located in southern Minas G??rais. The analytical matrix used to identify and analyze differences in managerial models (bureaucratic and management) was built from two dimensions of performance of public administration that characterize the managerial model: the institutional-administrative, and economic-financial. In dimension institutional-administrative, the analysis show the existence of a gap in the use of instruments of urban governance and the disinterest of public staff especially those elected, in their application. The planning tools such as the Master Plan and the PPA are produced only due to legal requirements. In the economic-financial dimension, winch constraints are treated in this work, was the fulfillment of the ceiling on personnel expenses and minimum areas of health and education, evidences, as empirical and documentary, show that expenditures are kept within the limits set by the FRL. The evidences presented by this study, considering their limitations, suggest that still survive in municipal management models distinct of public administration, with predominance of patronage and bureaucracy. It was noted, too, attempts to incorporate practice of management model, induced by laws and norms issued by higher authorities of government. Prevails, however, in the small municipalities studied, a scenario where public agents implement political strategies of maintaining purely political spaces with electioneering goals. Finally, we conclude, based on evidence observed during the study, the coexistence of patronage, bureaucracy and the incipient management practices clearly reflect in the the low efficiency and effectiveness of Brazil's municipal goverments, mainly, mostly in the small municipalities wich are most needy and dependents. / Governo e Pol??tica

Previous issue date: 2008 / Funda????o Jo??o Pinheiro / O objetivo desta tese ?? investigar os efeitos da Emenda Constitucional n. 29, de 2000 (EC n.29) nas decis??es alocativas dos governadores estaduais relativas aos gastos com sa??de, buscando identificar os seus condicionantes. Dois argumentos anal??ticos principais guiaram a an??lise. O primeiro foi o de que as institui????es, entendidas como regras formais, orientam o c??lculo e a intera????o dos atores. O segundo foi o de que, para investigar seus impactos ?? preciso considerar a import??ncia da ag??ncia humana e que as escolhas refletem a intera????o entre institui????es e condi????es. De fato, ap??s a aprova????o da Emenda a grande maioria dos estados aumentou o percentual da receita aplicada na sa??de, diferentemente do que se observou no per??odo imediatamente anterior. Constatou-se, tamb??m, que o comportamento dos estados variou significativamente. Essa variabilidade das respostas dos governadores instigou a investiga????o dos poss??veis condicionantes de seus comportamentos
Mesmo reconhecendo que a rela????o condicionantes???tomada de decis??es seja extremamente complexa, o pressuposto foi o de que, a partir da associa????o entre vari??veis capazes de refletir a diversidade dos estados brasileiros nos aspectos pol??tico, econ??mico e social e as respostas dos governadores em termos do gasto com sa??de, fosse poss??vel responder ?? indaga????o principal proposta. Os resultados do modelo ajustado mostraram que a vari??vel indicadora emenda para a aprova????o da EC n. 29 mostrou-se altamente significativa, confirmando que a sua aprova????o induziu os governadores a elevarem o percentual da receita aplicado na sa??de. Entre as vari??veis de contexto, apenas a receita l??quida per capita e o perfil ideol??gico do partido do governador mostraram-se significativas. No entanto, os resultados encontrados permitem afirmar que tais vari??veis condicionam apenas marginalmente o efeito substantivo da Emenda nos estados. O que se pode concluir ?? que a introdu????o de uma regra como a EC n.29 foi capaz de induzir os governadores a adotarem comportamentos independentemente das vari??veis de contexto aqui consideradas. Ainda que as vari??veis selecionadas possam compor o contexto das escolhas, as suas influ??ncias, mediadas pelos mais diversos interesses e circunst??ncias, n??o puderam ser captadas numa abordagem dessa natureza.
O estudo buscou chamar a aten????o ainda para o fato de que, ao mesmo tempo em que induziu o aumento dos gastos com sa??de, a EC n.29 passou a estimular outros jogos envolvendo disputas relacionadas ao conceito de ???a????es e servi??os de sa??de??? e quanto ?? base de c??lculo para a defini????o da participa????o da Uni??o. Nesse sentido, o estudo confirmou a pertin??ncia do argumento neo-nstitucionalista de que as institui????es n??o podem ser consideradas apenas como ???coer????es herdadas??? e, portanto, ex??genas ao processo pol??tico, mas que atores racionais tendem a buscar participar da elabora????o/altera????o das regras, de modo a favorecer suas escolhas. A investiga????o tamb??m lan??ou luzes sobre os desafios postos ao compartilhamento de responsabilidades pela engenharia federativa. Embora a Emenda tenha sido, de certa forma, bem sucedida no sentido de impor uma dada dire????o aos gastos com a sa??de, constatou-se que alguns estados reduziram o percentual da receita aplicado na sa??de quando deveriam t??-lo aumentado e que poucos estados conseguiram atingir o percentual m??nimo de 12% em 2004, conforme estipulado. Portanto, ainda que a a????o coletiva em pa??ses federativos possa ser favorecida por meio de regras, seus efeitos plenos podem ser retardados ou, mesmo, n??o serem atingidos caso o consenso em torno delas mostre-se fr??gil. No caso da EC n.29, essa fragilidade manifesta-se nos percal??os enfrentados pela sua regulamenta????o e implementa????o. / The purpose of this thesis is to investigate the effects of Constitutional Amendment 29 (EC n.29), of 2000, on the decisions of state governors related to the allocation of funds for the health sector, aiming at identifying its conditioning factors.
Two main analytical arguments guided the analysis. The first: institutions, understood as formal rules, orientate the calculations and the interaction of actors. The second: in order to investigate its impacts, it is necessary to consider the importance of human agency and that choices reflect the interaction between institutions and conditions.
In fact, after the passing of Amendment 29, the great majority of the states increased their revenue percentage invested in the health sector, differently from what was seen in the previous period. It was also a fact that the behavior of the states significantly varied. Such variability regarding the governors?? responses instigated the investigation into the possible factors that condition their behavior.
Even recognizing that the relation between conditioning factors and decision-making is extremely complex, the assumption was that, based on the association between variables capable of reflecting the diversity of Brazilian states concerning political, economical and social aspects and the governors?? responses regarding expenditures on health, it would be possible to answer the main proposed question.
The results of the adjusted model showed that the variable amendment indicating the passing of EC n.29 was highly significant, confirming that its passing induced governors to raise the revenue percentage invested in the health sector. Among context-related variables, just the net per capita revenue and the ideological profile of the governor??s party were significant. However, the overall results allow to state that such variables only marginally condition the substantial effect of the Amendment on the states. What can be concluded is that the introduction of a rule such as EC n.29 was capable of inducing governors to adopt behaviors despite the context-related variables considered herein. Although the selected variables may compose the context of choice, their influences, mediated by all sorts of interests and circumstances, could not be captured in such an approach.
The study also attempted to call attention to the fact that, while inducing the increase in the expenditures on health, EC n.29 started to stimulate other games involving disputes related to the concept of ???health actions and services??? and concerning the calculation basis that define the participation of the federal entity. In this regard, the present study confirmed the pertinence of the neo-institutionalism argument which states that institutions can not be considered only as ???inherited coercions??? and, thus, exogenous to the political process, but that rational actors tend to seek the participation in the elaboration/alteration of rules, so as to favor their choices. The investigation brought light as well to the challenges of responsibility sharing set by federative engineering. Although the Amendment was, in a way, well-succeeded in the sense that it imposed a certain direction to expenditures on health, it was possible to see that some states reduced the revenue percentage invested in the health sector when it should have been increased, and that only a few states managed to reach the established minimum of 12% in 2004. Therefore, even though collective actions in federative countries can be favored by means of rules, their full effects may be delayed or even not be reached if consensus on them turns out to be fragile. In case of EC n.29, such fragility is manifested by the drawbacks faced in its regulation and implementation. / Governo e Pol??tica

The proposal of those policies in Brazil is typical from the 50s and 60s as a form of state
intervention, especially in the private sector. With the end of the Welfare State model, and the
beginning of the Democratic State, public policies lose their interventionist nature that is
replaced by actions directed to the individuals. These public policies proposals go through
legal regulation and control of government agencies as a way to mediate the application and
scope of the proposed objectives. The Public policies especially in the public management
reform come to be ruled by guiding principles as a way of achieving efficiency and better use
of public resources. In the education field, the public policy has the objective of achieving
indicators that are set by international organizations from global studies, and thus establishes
agreements and commitments stipulating desirable goals. In this perspective, in recent years
on the education field precisely on the school dropout index. Minas Gerais, guided by several
studies that pointed the causes of the increasing in the dropout rate, has initiated the adoption
of measures to reduce this indicator, among those measures, the state of Minas Gerais
implemented as policy the Youth Savings Program (PPJ) to promote the reducing of the
dropout rate. For recognizing the importance of educational policies and the need to
demonstrate the effect that these policies have on the education, this study sought to
understand if the PPJ program has influenced in reducing the dropout rate in high school in
the city of Te?filo Otoni, in the schools attended by the PPJ program.

The qualitative and quantitative methodology used consisted of a case study with data collection conducted through document analysis, participant observation and questionnaire application. As result, the professional academic profile of the FACSAE professors was delineated and skills required for management positions were raised; even restricted to a set of attributes perceived as ideal, it is important to know the real demands for the development of people and qualification for a managerial function, especially the knowledge of administrative and legal framework of UFVJM and its units, processes and work routines; for the skills of stimulating and promoting teamwork and maintain good interpersonal relationships; for attitudes such as ethics, relationship and cooperation. Such results point out to planning a management training program in educational institutions that would address topics such as Public Management and Budget, Legislation, Ethics and Interpersonal Relations. It is hoped that the present discussion contributes to the development of management competencies within the universities, in order to increase the quality and efficiency of the provided services.

Previous issue date: 2016 / Os dados do INEP mostram que do total de alunos com Necessidades Educacionais Especiais matriculados no ensino regular em 2013, isto ?, 648.921 alunos, 6,6% estavam na educa??o infantil, 77,8% no ensino fundamental, 7,2% no ensino m?dio, 7,8% na educa??o de jovens e adultos e 0,3% na educa??o profissional. Estes dados revelam o acesso limitado deste p?blico ? educa??o profissional e a poss?vel exist?ncia de barreiras para sua perman?ncia. Partindo desta realidade, esta pesquisa teve como objetivo geral compreender a pol?tica de inclus?o das Pessoas com Necessidades Educacionais Especiais em um campus do Instituto Federal do Norte de Minas Gerais. Buscou-se analisar as legisla??es investigando as a??es e condi??es de execu??o das pol?ticas p?blicas destinadas ?s Pessoas com Necessidades Educacionais Especiais no campus pesquisado, avaliar as a??es de inclus?o adotadas na institui??o na perspectiva discente e investigar os impactos do trabalho do NAPNE na institui??o a partir da avalia??o docente. Para este estudo, realizou-se uma pesquisa qualitativa, na modalidade estudo de caso. Entrevistou-se cinco docentes e cinco profissionais do NAPNE e aplicou-se question?rios aos quatro discentes com Necessidades Educacionais Especiais na unidade selecionada. Os dados levantados foram tratados atrav?s da an?lise de conte?do e indicaram o descompasso entre as a??es previstas nas legisla??es e no PDI e as condi??es de execu??o delas; a avalia??o das a??es na perspectiva dos discentes indicaram avan?os na inclus?o das Pessoas com Necessidades Educacionais Especiais como sistema de cotas, divulga??o e realiza??o de processos seletivos e vestibulares acess?veis, mas apontaram a escassez de a??es e servi?os para a perman?ncia ap?s o ingresso, insufici?ncia na forma??o inicial e continuada dos profissionais em educa??o inclusiva, entre outros. Programa de P?s-Gradua??o em Educa??o, Universidade Federal dos Vales do Jequitinhonha e Mucuri, 2016. / INEP (National Institute of Educational Studies and Research) data show that from the total number of students with Special Educational Needs enrolled in regular education in 2013, it means, 648,921 students, 6.6% were in kindergarten, 77.8% in elementary school, 7.2% in high school, 7.8% in Youth and adult education and 0.3% in professional education. These data reveal the limited access of this public to the professional education and the possible existence of barriers to its permanence. Starting from this reality, this research had as a general goal to understand the policy of inclusion of People with Special Educational Needs in a Federal Institute of the North of Minas Gerais campus. The aim was to analyze the laws investigating the actions and conditions of execution of public policies destined for People with Special Educational Needs on the researched campus, to evaluate the inclusion actions adopted at the institution in the student perspective and to investigate the NAPNE's work impacts on the institution from the teacher evaluation. For this study, a qualitative research was made in study modality case. Five teachers and five NAPNE (Nucleus of assistance to people with special needs-NAPSN) professionals were interviewed and questionnaires were applied to the four students with Special Educational Needs in the selected unit. The collected data were treated through content analysis and indicated the mismatch between the actions foreseen in the legislations and in the PDI(Institutional development plan-IDP) and the conduct of their execution; the evaluation of actions from the students perspective indicated advances in the inclusion of People with Special Educational Needs as a quota system, disclosure and realization of accessible selective and entrance exam processes, but pointed to the actions and services scarcity for the post-stay joining, insufficiency in initial and continuing training of professionals in inclusive education, among others. On the other hand the evaluation of teachers on the impacts of NAPNE work showed that this nucleus has an indispensable role in the institution, but it indicated lack of infrastructure, lack of training, inadequate working conditions and other factors wich limit the nucleus performance. It was concluded that only those students who adapt to the existing conditions can remain, that denotes conditions of integration to the inclusion detriment. It is evident that it is necessary to break down the found several barriers so that the public in question can be included.
