Seguran?a P?blica sob estes moldes? As limita??es militaristas da Constitui??o permitiram a crescente militariza??o dos ?rg?os policiais, cultura organizacional e pr?ticas institucionais autorit?rias. Subjacente a isto, os problemas vinculados as dificuldades de efetiva??o do Direito ? Seguran?a P?blica, as greves das pol?cias militares, o ciclo incompleto de pol?tica passaram a exigir do sistema jur?dico-constitucional respostas adequadas. Utilizando-se do m?todo dial?gico e uma abordagem interdisciplinar da tem?tica, e teoricamente fundamentado na supera??o do juspositivismo constitucional normativista. Constatou-se que a legisla??o infraconstitucional constru?da foi insuficiente para suprir as lacunas sist?micas da norma constitucional, ao procurar a cria??o de um sistema ?nico de seguran?a p?blica sem dar devida amplitude ao princ?pio federativo e ampliar a autonomia dos estados federados, e nem mesmo conceder um status jur?dico democr?tico aos policiais militares. Os limites jur?dicos formais impostos pelo texto constitucional constru?ram um anacronismo jur?dico, as pol?cias militares. Assim, uma leitura democr?tica das institui??es policiais militares torna inconceb?vel a sua exist?ncia no ambiente normativo constitucional. Desse modo, reformar a Constitui??o com o objetivo de desmilitarizar as pol?cias e realizar um redesenho normativo do sistema de seguran?a p?blica ? fundamental para democracia constitucional brasileira / The normative construction of the public security system in the Constituent Assembly of 1987-1988 preserved paradoxical normative space, the military police linked to the Army with a restrictive legal statute of the police offices citizenship through a hierarchical and disciplinary model that is anachronistic. This research originates from the following problem: How is it possible to tailor the constitutional system of public safety, specifically the Military Police, according to the democratic paradigms constructed by the Constituent from 1988 and carry the right to public safety under these molds? The militarists limitations of the Constitution allowed the growing militarization of police departments, organizational culture and authoritarian institutional practices. Underlying this, the problems related to difficulties in realization of Right to Public Safety, the strikes of the military police, the incomplete policy cycle started demanding from the constitutional-legal system appropriate responses. Utilizing the dialogical method and an interdisciplinary approach to the subject, and theoretically grounded in overcoming of the constitutional normativist juspositivism.It was found that the constructed infraconstitutional legislation was insufficient to supply the systemic shortcomings of constitutional law, when looking to create a single system of public security without giving due scope to the federal principle and expand the autonomy the Federated States, and even grant democratic legal status to the military police. Formal legal limits imposed by the Constitution constructed a legal anachronism, the military police. Thus, a democratic reading of military police institutions becomes inconceivable its existence in the constitutional regulatory environment. Thus, reform the Constitution in order to demilitarize the police and conduct a normative redesign of the public security system is fundamental to Brazilian constitutional democracy

A Constitui??o Federal de 1988, ao inserir a Dignidade da Pessoa Humana como princ?pio fundamental da Rep?blica, regente de todo o ordenamento jur?dico, buscou a efetiva??o dos direitos fundamentais, por meio da prote??o da honra e imagem do indiv?duo, e garantindo a repara??o pelos danos morais e materiais decorrentes de sua viola??o. Nesse sentido, f?cil concluir que a pr?tica da viol?ncia moral viola os direitos fundamentais dos indiv?duos, notadamente os direitos de personalidade do trabalhador. O presente trabalho visou, pois, analisar o fen?meno do ass?dio moral no ?mbito laboral, com ?nfase para o ass?dio praticado no setor p?blico, bem como a possibilidade de responsabiliza??o estatal pelo ass?dio praticado por seus agentes. A partir de uma metodologia te?rico-descritiva, pretendeu ainda o trabalho estudar as normas constitucionais, infraconstitucionais e internacionais que protegem o trabalhador contra tal pr?tica, enfatizando nos direitos fundamentais violados. Com esta pesquisa, foi poss?vel constatar que doutrina e jurisprud?ncia convergem quanto ? possibilidade de responsabiliza??o objetiva estatal pelos danos causados pelos seus agentes assediadores, n?o olvidando a possibilidade de a??o regressiva contra o agente causador direto do dano, bem como sua responsabiliza??o penal e administrativa. / The social and economic changes of the last decades have enhanced the dehumanization of labor relations and the deterioration of the work environment, by the adoption of management models that foster competitiveness and maximum productivity, making it susceptible to the practice of workplace bullying. Also called mobbing, bullying can occur through actions, omissions, gestures, words, writings, always with the intention of attacking the self-esteem of the victim and destroy it psychologically. In the public sector, where relations based on hierarchy prevail, and where the functional stability makes it difficult to punish the aggressor, bullying reaches more serious connotations, with severe consequences to the victim. The Federal Constitution of 1988, by inserting the Human Dignity as a fundamental principle of the Republic, the ruler of the entire legal system, sought the enforcement of fundamental rights, through the protection of honor and image of the individual, and ensuring reparation for moral and material damage resulting from its violation. Therefore, easy to conclude that the practice of moral violence violates fundamental rights of individuals, notably the employee's personality rights. This paper therefore seeked to analyze the phenomenon of bullying in the workplace, with emphasis on the harassment practiced in the public sector as well as the possibility of state liability for harassment committed by its agents. From a theoretical and descriptive methodology, this work intended to study the constitutional, infra and international rules that protect workers against this practice, emphasizing on the fundamental rights violated. With this research, it was found that doctrine and jurisprudence converge to the possibility of state objective liability for damage caused by its agents harassers, not forgetting the possibility of regressive action against the responsible agent, as well as its criminal and administrative accountability.

Nesse sentido, foram organizadas tr?s categorias de an?lise, cujos t?tulos foram guiados de acordo com os objetivos do estudo, a saber: ?A Forma??o Institucional de Sanitaristas?; ?Elementos que contribuem para a forma??o Sanitarista? e ?Caminhos poss?veis na forma??o Sanitarista?. Recomenda-se tamb?m mais estudos sejam realizados nesta ?rea, principalmente uma avalia??o mais criteriosa das gradua??es em Sa?de Coletiva, que ? uma quest?o atual e relativamente nova sobre a forma??o na ?rea. / The public health is a project that struggles for a fair, resolutive and democratic health and that aims to help the collective and social bodies starting from their real needs, being totally involved with inequality and social determination issues. Thus, it is of fundamental importance to form a professional commited to this project. This current study aims to understand the perception of teachers/militants of Public Health about the graduation of Healthcare professionals. Therefore, we look forward answering the following question: Which elements are relevant to the formation of the sanitarian professional? This is a field research, descriptive and exploratory, with a qualitative approach. For data collection, we used a semi-structured interview technique with veteran professionals as sanitarians and teachers of Public Health area. The data were analyzed based on the technique of thematic analysis of subject. This technique consists in structuring the text in units, in categories according analogic reunification. In this sense, were organized three analysis categories, whose titles were guided according to the study objectives, namely: "The Institutional Formation of Sanitarians"; "Elements that contribute to the Sanitarian formation " and "Possible Paths in Sanitarian Formation". Four main elements of sanitarian formation were emphasized: technical capacity to develop a sanitation work, based on three conceptual pillars of Public Health; Framework, foundation and support on Social Sciences, in the social concepts of health; Life history of the student, implication of this with the Public Health object; Field operation, in the territory, directly integrated to the service and the health system. The intervieweds imagine a path to the sanitarian formation: the Public Health should be well explored in its theory and practice in graduation, in any health area and obviously in the graduation of Public Health; the Lato Sensu courses, especially residency, would need a theoretical upgrading, given the creation of undergraduate courses on the area; the Stricto Sensu courses, while forming researchers and teachers in the area, should develop productions involved with the health system and the object of Public Health, in order to bring an effective return, in terms of applicability, in the health system. It is suggested that such a path should be complementary, in a sense of adding knowledge as it travels through graduation, postgraduation Lato Sensu and post-graduation Stricto Sensu. The idea, in general, is that the graduate-residence set / specialization-mastering / PhD compose a linear formation, ascending and complementary. To follow all this process effectively, it is necessary, and urgent, to think of regulation strategies of the formating procedures. It is also recommended that more studies are conducted in this area, specially a more careful evaluation of the undergraduate courses in Public Health, which is a current and relatively new issue on formation in the area.

Os resultados da an?lise revelam que a Tribuna do Norte, embora tenha adotado modelos mais liberais da imprensa norte-americana, permaneceu, durante esse recorte, contemporizando com padr?es conservadores e autorit?rios dos velhos impressos potiguares. Quanto ? pr?tica pol?tica, apesar dos interesses mercadol?gicos diversos, foi elemento importante na trajet?ria desse jornalismo amb?guo, inclusive influenciando, de maneira significativa, as confec??es da not?cia de crime. / The study aims to analyze the crime of the advertising process in the post-World War II period in Brazil, considering the Tribuna do Norte newspaper as one of the main vectors of this production in the public sphere of Rio Grande do Norte. The theoretical discussion is based on sociologists J?rgen Habermas and John Thompson, among others, that bring ideas about the relationship between the press and the public space. Our research in the journal is during the period from 1950, the year of the creation of this press, to 1970, in the context of AI-5 law. This period is considered the consolidation of this periodic in the populist context of Alu?zio Alves, as well as the articulation with political changes after and before military coup in 1964. The publicity of crime is showed as a historical building, involving journalistic procedures, subjects and spaces. The publicity is related to commercial and political questions when some facts turned into a public event. In this sense, this research focuses on the publicity in its political dimensions. Related to the methodology, it is an empirical and qualitative study, based on literature, with a descriptive and interpretative approach, according to historian T?nia de Luca. The corpus of analyze is composed by notes, titles, news, reports, advertisements, image texts, among another textual genres. The chapters present a study about the building and changes of the populist journalism; the publicity of crime in democratic times; besides the military coup in 1964 and the changes of publicity of crime. The results of analyzes show that Tribuna do Norte, although has adopted more liberal pattern from North American presses, during the analyzed period has yet conservative and authoritative patterns from old potiguar presses. In this period, the political practice, in spite of diverse commercial interests, was an important element in the trajectory of this ambiguous journalism that has influencing, in a significant way, the production of news of crime.

Neste sentido, foram utilizadas as seguintes fontes: Relat?rios dos Presidentes de Prov?ncia do Rio Grande do Norte, correspond?ncia ativa dos Presidentes de Prov?ncia do Rio Grande do Norte para a C?mara Municipal da Cidade do Natal; Atas das sess?es da institui??o camar?ria, C?digos de Posturas; documentos da Inspetoria da Sa?de P?blica, jornais (Correio Natalense, Liberdade e O Conservador) e as Legisla??es Imperiais (Constitui??o de 1824 e o Decreto da Junta Central de Higiene). Compondo a metodologia, para o tratamento e an?lise das fontes, foram utilizados: a leitura e transcri??o paleogr?fica, classifica??o das tem?ticas encontradas na documenta??o, cruzamento das informa??es obtidas na documenta??o, a historicidade e condi??es de produ??o das fontes hemerogr?ficas, produ??o de tabela e estudos comparativos relacionados a outras realidades provinciais do Imp?rio. / This research focuses on the effort to understand how medical and sanitizing knowledge along with taken measures were capable of carry out transformations in the public space the city of Natal in the period ranging from 1850 to 1889, as far as public health is concerned. In order to address this issue, three aspects will be taken into consideration: the medical and pharmacist practice, the inspection of foodstuff and urban planning of the city of Natal. In this sense, we use the following sources: Reports of Presidents of the Province of Rio Grande do Norte, active mail between the Presidents of the Province of Rio Grande do Norte and the Council of the city of Natal; minutes of the meetings held by Natal?s Council; stance codes; the documents of Public Health Inspection, newspapers (Correio Natalense, Liberdade and O Conservador) and the Imperial Laws (Constitution of 1824 and the Decree of the Central Departament of Hygiene). As a methodology for the treatment and analysis of the sources, we used paleographic reading and transcription, classification of the facts found in the documentation, crossing information obtained in the documentation with the historicity and conditions of production of the newspaper sources, table production and comparative studies related to other provincial scenarios in the Empire.

Com vistas ao fortalecimento da AB frente ? amplia??o das a??es das equipes de sa?de da fam?lia, o NASF se apresenta como uma potente estrat?gia de qualifica??o e apoio no SUS. / The National Police for Basic Care (PNAB), regulated by ordinance n?2488 from October 2011, restates the Family Health Strategy (ESF) as a priority to the expansion, consolidation and qualification of basic attention to health matters in Brazil. In order to bring it about, city counsellors along with other federal entities ought to ordinate their work process deepening principals, directions and fundaments of Basic Care (AB). Besides ESF, the new PNAB expatiates on the Family Health Support Centres (NASF), reaffirming their role on broadening the scope of basic care actions and their improvements, ratifying their ability to share knowledge and support Basic Care professionals. All this considered, the purpose of this work is to investigate how NASF is currently structured in Jo?o Pessoa and what has been achieved by it on what concerns to mental health. Its main objectives are to analyse the practices of mental health professionals that are part of NASF teams and if they differ from what has been developed by the other members of the teams; to discuss the articulation of NASF in managing mental health measures on what concerns to internal organisatio n and to the city health network; to identify strategies used to organise such measures on mental health in Basic Care. To reach such goals, individual interviews have taken place two city health managers and four of NASF professionals that participated on the Mental Health Office as representatives of their sanitary districts. Also a focal group formed by various supporters of NASF was created, contemplating the diversity of professional categories involved with the teams and sanitary districts. It was possible to identify in NASF, in Jo?o Pessoa, an organisation based by the matrix support in which both management and basic care demands reflect a series of actions developed alongside with ESF. Amongst such actions, matrixing, home visits and the Singular Therapeutic Project (PTS) stand out. These activities have been discussed on the focal group and integrate the daily work of all NASF supporters despite their professional categories. NASF presents itself as a powerful strategy to SUS proper qualification and support to strengthen Basic Care and broaden family health teams?actions.

A an?lise indica que a estrat?gia de descentraliza??o adotada no modelo de gest?o p?blica transfere as responsabilidades e assun??o do PNBE, eximindo os atores do planejamento de a??es que garantam a efici?ncia e efic?cia da implementa??o da pol?tica de leitura em n?veis nacional e municipal. O qualificado acervo distribu?do pelo MEC chega a todos os Centros de Educa??o Infantil independente da vontade ou da a??o dos professores, poucos o conhecem, visto que n?o t?m informa??o sobre o PNBE, tampouco recebem forma??o espec?fica de maneira a articul?-lo ? pr?tica de leitura com as crian?as da Educa??o Infantil. Os projetos de leitura implementados pela iniciativa privada na Educa??o Infantil de Natal se sobrep?e ao PNBE, tornando-o invis?vel. Os espa?os de leitura dispon?veis para essa etapa de escolariza??o se resumem a cantinhos de leitura. Em alguns Centros Infantis, os livros permanecem guardados nas caixas ou trancados em arm?rio fora de uso por professores e estudantes. Assim, o cuidado com a aquisi??o, a sele??o do acervo, a preocupa??o com a oferta da leitura e do livro para esse n?vel de educa??o se perdem em volumes de caixas fechadas, professores alijados do processo e crian?as sem o encantamento da leitura e do livro. Nesse contexto, este trabalho chama aten??o para o quanto ainda se precisa investigar com o objetivo de compreender as perspectivas, tens?es e desafios sobre as pol?ticas p?blicas de promo??o da leitura no nosso pa?s. Espera-se que a pesquisa possa contribuir para melhorar o modelo de gerenciamento do Programa Nacional Biblioteca da Escola - PNBE garantindo a democratiza??o da leitura e, por conseguinte, a forma??o do leitor na Educa??o Infantil. / This study aims to investigate the process of implementation of Programa Nacional Biblioteca da Escola, PNBE, and the reader's training on Childhood Education level in Natal. The promotion of literary reading is the opportunity of inclusion in a world that is connected to citizenship, to human rights and social justice, because the reading is the way which gives meaning to the life and, therefore, it is a right for everybody. The study is characterized as a qualitative research with evaluative approach. The methodological procedure that constitutes this corpus took place in three stages: the first one was about the analysis of laws and documents of national public policies for the reading promotion; questionnaires were applied by Managing Committee - Natal/RN to CMEIs and the available websites from MEC that provide distribution of the acquis; in the second stage, we adopted the semi-structured interview as a methodological procedure elaborated with open questions that focus on the program management and to the acquis of PNBE; and in the third step we visited the 21 centers of childhood education in Natal for interviewing and to do the exploratory observation in places of reading. The Informant actors in this research are: the advisors of SME - Natal and FNDE, managers and teachers in Municipal Childhood Education Centers who totalize 30 informants. This theoretical and methodological framework follows the studies of Amarilha (1993; 1994; 2002; 2006; 2010; 2012), Bardin (2001), Bogdan; Biklen (1994), Castro (2007; 2008; 2012), Demo (2000; 2006; 2008), Fischer (2006), Moreira; Caleffe (2008), Paiva (2008; 2012), Secchi (2010; 2012), Soares (2003; 2008) and Zilberman (2001; 2003; 2008). The analysis indicates that decentralization strategy which is adopted in public management model will transfer responsibilities and assumption of the PNBE, exempting the actors to planning actions ensuring the efficiency and efficacy implementation on reading policy to national and municipal levels. The qualified acquis that is distributed by MEC reaches every Childhood Education center and does not depend on teacher's desire or it action, only a few of them know about it and they do not have information about the PNBE, neither receive specific training in order to articulate it to the practice of reading with children from Childhood Education. The reading project implemented by private education system in Natal overlaps the PNBE, making it invisible. The reading places that are available for that schooling stage are summarized to the reading corners. In some CMEI, books remain stored in boxes or they are locked in the closet, out of use to the teachers and students. Thus, care for the acquisition, selecting acquis, and a preoccupation to the supply of the reading and books for this education level are lost into volumes of closed boxes, teachers are jettisoned to this process and children do not have any enchantment to the reading or books. In this context, this paper draws attention to how much we should still investigate in order to understanding the perspectives, stresses and challenges from public policies for the reading promotion in our country. We hope that the research will help to improve the management model of the PNBE, ensuring the reading democratization and therefore the reader's training in early Childhood Education.

Nesse sentido, atualmente, os servi?os de nefrologia t?m buscado qualidade por uma necessidade t?cnica e social. Frente a estas inova??es e na busca pela qualidade, elaborou-se como objetivo geral: desenvolver um protocolo de avalia??o de qualidade para o servi?o de di?lise do Hospital Universit?rio Onofre Lopes. Trata-se de um projeto de interven??o efetivado atrav?s de uma pesquisa-a??o, que consistiu em 4 passos. Inicialmente foi identificado, atrav?s de uma pesquisa bibliogr?fica na literatura cient?fica, quais indicadores de qualidade seriam aplic?veis a uma unidade de di?lise sendo selecionados os seguintes: Taxa de infec??o no local de acesso para hemodi?lise, Controle microbiol?gico da ?gua empregada para hemodi?lise e ?ndice de Satisfa??o dos Usu?rios. Atrav?s da reflex?o cr?tica sobre a tem?tica pesquisada na etapa anterior, elaborou-se tr?s instrumentos de coleta de dados, do tipo formul?rio de entrevista, aplicados entre os meses de Outubro e Novembro de 2015, ap?s aprova??o do projeto de pesquisa pelo Comit? de ?tica em Pesquisa, sob o parecer 1.202.732, com Certificado de Apresenta??o para Aprecia??o ?tica no 45362615.6.0000.5292. Para complementar as informa??es obtidas, tamb?m fez-se uso da t?cnica de pesquisa documental. Os resultados foram organizados em gr?ficos e tabelas e analisados segundo abordagem qualitativa e t?cnica explorat?ria. Em seguida, foi realizada uma an?lise reflexiva dos dados obtidos e o diagn?stico da realidade estudada foi tra?ado e confrontado com a literatura pertinente. Os dados produzidos nesse estudo revelaram que a Unidade de Di?lise do HUOL est? aqu?m do desej?vel, haja vista que algumas fragilidades foram identificadas em sua estrutura. Diante desta constata??o foram propostas, a t?tulo de contribui??o e objetivando nortear o desenvolvimento de a??es futuras, sugest?es de melhoria que deveriam ser implementadas e acompanhadas para que fosse assegurada a supera??o dessas dificuldades encontradas, permitindo uma reestrutura??o organizacional adequada, e resultando numa melhoria do servi?o p?blico ofertado. Concluiu-se que para que os resultados da terap?utica de hemodi?lise sejam alcan?ados e positivos, faz-se necess?rio ter estrutura f?sica e infraestrutura adequada, equipe multiprofissional especializada, treinada e em quantitativo suficiente, processos bem desenhados para que os profissionais tenham padr?es a serem seguidos diminuindo a chance de errarem, al?m de um sistema de gerenciamento de risco para detectar e controlar situa??es que coloquem em risco a seguran?a do paciente. / Over the years there has been a broader definition of the term health. At the same time it was found also an evolution of the concept of health care which in turn has led to changes in the approach to delivery of health services and hence in its management. In this regard, currently the nephrology services have been searching for quality technical and social need. In view of these innovations and the quest for quality, it elaborated the general objective: to develop a quality assessment protocol for dialysis service Onofre Lopes University Hospital. It is an intervention project effected through an action research, which consisted of 4 steps. Initially was identified through a literature search in scientific literature, which quality indicators would apply to a dialysis unit being selected as follows: infection rate in hemodialysis access site, microbiological control of water used for hemodialysis and Index User satisfaction. Through critical reflection on the theme researched in the previous step, it was drawn up three data collection instruments, interview form type, applied between the months of October and November 2015. In addition to the information obtained, also made up of the use of information retrieval technique. The results were organized in graphs and tables and analyzed using qualitative and exploratory technical approach. Then a reflective analysis of the data obtained and the diagnosis of reality studied was traced and confronted with the literature was performed. The data produced in this study revealed that the Dialysis Unit of HUOL is much to be desired, considering that some weaknesses have been identified in its structure. Faced with this finding have been proposed, as a contribution and aiming to guide the development of future actions, suggestions for improvement that should be implemented and monitored to be assured overcoming these difficulties, allowing an appropriate organizational restructuring, and resulting in improved service public offered. It was concluded that for hemodialysis treatment results are achieved and positive, it is necessary to have physical structure and adequate infrastructure, multidisciplinary team specialized, trained and in sufficient quantity, well designed processes for professionals to have standards to be followed decreasing the chance to err, and a risk management system to detect and control situations that endanger patient safety.
