Cunha, Filipe Brum January 2012 (has links)
Immigration to the United States became a major global phenomena during the twentieth cen-tury. Some factors, however, could be indicating that, especially since the 2008 economic crisis, migration flows to the North American country could be slowing. This paper analyses this recent flow of immigration to the United States in light of the history of immigration pol-icies adopted in the country, based on the assumption that the apparent reduction in immigra-tion to the United States is a temporary issue. Initially, we analyze the history of immigration to the Unites States since the country's first immigrants until the 1970s, in which we focus on the main historical events of this phase and its influence on immigration, especially migration policies adopted in this period. Next, we analyze how migration flows rose sharply at the end of the twentieth century. We debate the reasons that took to this increase and the way the United States dealt with the subject. Finally, we discuss some factors of the 2000s which could be causing a reduction in the immigration rates in the United States. They are the 2008 economic crisis; the enforcement in the security of the American border with Mexico; the migration policies of the late 2000s (particularly Barack Obama's proposed migration system reform and the SB 1070 law of the U. S. state of Arizona); and the internal condition of some of the migrants' countries of origin (Mexico, Central America and the Caribbean, Brazil and some Asian countries) and the way they affect immigration from nationals of these countries to the United States. The analysis indicates that, though there has been a reduction in migra-tion flows compared to the 1990s, the slight downward trend shown by the end of the 2000s does not configure a permanent process, but rather is part of the tradition of immigration to the United States to present different flows of rises and falls of migrations throughout its his-tory.

Lang, Júlio César January 2016 (has links)
The borders are increasingly more present in the political agenda, speeches and news. In the meantime, the flows of financial capitals, information, products, people and vehicles between the state of Rio Grande do Sul/Brazil and Argentina offer a rich picture for academic research. The work is meant to understand the unfolding of safety, of defense and foreign trade in the city of Uruguaiana. This work questions how the control, circulation and urban structure safety systems are organized in a strategic city in the South border of Brazil, emphasizing the case of Uruguaiana’s territory. The city is located in a prime commercial location, in a triple border. It benefits from an equidistant distance from the cities of Assunção, Buenos Aires, Montevidéu and Porto Alegre. It is constituted as an important crossing corridor of goods up to Santiago and São Paulo, significant South American urban centers. In 2015, it had a transit of more than 126 thousand trucks, 2,3 million tons and US$ 8,5 billion. 1,1 million people crossed Getúlio Vargas – Agustín Pedro Justo International Bridge. The study included bibliographic research, secondary data collect and site visit (in which primary data were gathered and interviews were conducted). The interlocution with federal agencies (such as Brazil’s Federal Income Taxes and the Federal Police Department) was important for obtaining knowledge about the border reality and for gathering statistical data. Cultural and territorial differences, lack of continuity from government policies, constant changes in legislations and economic fluctuations are some of the factors that bring forth this border complexity.

Sur les routes de l'exil syrien : récits de vie et parcours migratoires des réfugiés de Deir Mqaren / On the roads of exile : narratives and migratory journeys of the Syrian refugees from Deir Mqaren

Lagarde, David 03 July 2018 (has links)
In adopting a qualitative and multidisciplinary approach, based on the longitudinal study of the Deir Mqaren’s inhabitants’ circulations – a Syrian village located between Damascus and the Lebanese border – this thesis questions the “reticular” dimension of human mobility. Through refugees’ narratives and the analysis of their migration journeys to Jordan and Germany, its aims to understand the mechanics of refugee flows from Syria. Thus, this research invites the reader to move his focus towards networks of places and actors often considered as being marginal, despite the fact that they form the “backbone” of the roads of exile liking Syria to the rest of the world. By placing the focal point on individuals’ conditions of movement, the intention of this study is to both highlight the continuum existing between pre-conflict economic migration and the logic of the current refugee movements; and show in a tangible way the evolution of the relational mechanisms allowing exiles to access resources (such as information, mobility, housing, employment) despite the structural constraints they are constantly facing on their way towards safe destinations. The graphic representations developed in the framework of this thesis aim to better reflect the mobile, unstable and particularly labile nature of these socio-spatial dynamics.

Santos, Thais Leobeth dos January 2018 (has links)
The present study starts from the context of importance of the local media located in frontier municipalities and of the rural agenda as a fundamental theme to the frontier spaces of the Brazilian south. The interest is focused on the way in which the rural sector, especially with regard to the economic character currently geared to agribusiness, is approached in the newspapers A Plateia e Cidade, Sant'Ana do Livramento and Uruguaiana, respectively. These municipalities are characterized as important economic poles of agricultural production and routes of circulation and contact of Brazil and Rio Grande do Sul with Mercosur, especially with Uruguay and Argentina. It seeks to understand how the local print media reports the rural, mainly considering the economic aspects shared with neighboring countries of Brazil, Uruguay and Argentina. The focus is on spatial scales of occurrence of rural events, the presence of neighboring countries and nationalities in journalistic texts, and the approaches that characterize news about the theme. The period includes seven exhibitions and agricultural fairs distributed among the three countries, starting from the 40th edition of the International Exhibition of Animals, Machinery, Implements and Agricultural Products (Expointer), held in Esteio, metropolitan region of Porto Alegre, in the Rio Grande do Sul, between August 26 and September 3, 2017. Events of this nature mobilize the municipalities of the border and are also spaces of interaction between countries included in the interests of the study. In methodological terms, the dissertation is set up in a Case Study, for which the Bibliographic Research, the Exploratory Research and the Content Analysis were used. The analysis points to the rural theme with a predominantly economic approach, followed by cultural practices and rural tourism. The characteristics of the newspapers are similar in relation to the local delimitation, but different in relation to the border approach and neighboring countries, Uruguay and Argentina.

International mobility and education inequality among Brazilian undergraduate students

Dias Lopes, Alice January 2018 (has links)
In the last fifteen years, the Brazilian government has implemented educational policies intended to expand access to higher education for students from disadvantaged socioeconomic backgrounds. At the same time, research has observed the increase in the demand for international mobility of students from middle and upper classes. This PhD thesis aimed to understand the e↵ect of international mobility among Brazilian undergraduate students on educational inequality by examining the Science Without Borders (SWB) programme. This programme was established in July 2011 by the Brazilian Federal Government with the aim to promote the expansion and the internationalisation of science and technology, and increase Brazilian competitiveness through international exchange and mobility. The programme distributed 101,000 scholarships between 2011 and 2015 for undergraduate and graduate Brazilian students to study in a foreign university. The thesis draws on research on educational inequalities and international mobility. The research on education inequalities showed that in many developed countries, after the expansion of education, students from privileged socioeconomic backgrounds seek to maintain their education advantage through distinctive educational trajectories. The international mobility research also indicated that students from more advantageous socioeconomic backgrounds are more likely to pursue international mobility as a strategy for maintaining their privilege. However, international mobility programmes that o↵er financial bursary attract students from lower socioeconomic backgrounds as well. Hence, this research examined whether international mobility programmes which o↵er scholarships may operate as a mechanism for opening up opportunities in the education system. The dataset used for the study was created thanks to the collaboration of three di↵erent intuitions: the two funding bodies of the SWB programme and the National Institute for Educational Studies and Research (INEP). The negotiations to access the data lasted around a year and a half, and was only agreed after the anonymity of the students were guaranteed. INEP merged data from the High School National Exam (ENEM) datasets with the information provided by the two funding bodies to identify students who attended the SWB programme between 2011 and 2014. Probit regression models were used to examine the association between students’ socioeconomic backgrounds and the likelihood of participating in the SWB programme. The models showed that students with parents with higher levels of education and higher income were more likely to receive a SWB scholarship. In other words, there was inequality in access to the programme. Therefore, the financial bursary o↵ered by the Brazilian government did not eliminate the e↵ect of students’ socioeconomic characteristics on access to this programme. Multilevel models were used to analyse the association between students’ socioeconomic background and prestige of the foreign university attended. The models demonstrated that there was also inequality within the SWB programme: students from more advantageous socioeconomic background tended to study in more prestigious universities. These results corroborate the results from the international mobility literature and suggest that students from privileged socioeconomic backgrounds might pursue international mobility to maintain educational advantages. These results have important implications for educational policies in Brazil. In addition to the e↵ort to expand access to higher education, the government should also assure that inequalities are not being transferred to other areas, such as in the case of international mobility.

This Master’s thesis is about the Science without Borders Program (CsF), a program created by the Brazilian Federal Government to “consolidate, expand and internationalize Brazilian science, technology, innovation and competitiveness by means of interchange and international mobility” (BRAZIL, 2014). The objective of this research is to analyze the conception and implementation of CsF within the internationalizing policies of Brazilian higher education. This is an exploratory qualitative study, using semi-structured interviews of 3 representatives of the institutions that created and now manage CsF. Data analysis focuses on CsF idealization, creation, objectives, foments and adaptations, according to the perspective of internationalizing policies of higher education. The following categories were analyzed, through the lens of the dialectical method: conception, encompassing idealization and creation; and implementation, encompassing characteristics and perspectives. The research shows that the internationalizing policies of higher education in Brazil, according to data from CsF, tend to neglect mutual solidarity so as to reinforce the current political and economical model.
