The relation between career anchors, occupational types and job satisfaction of midcareer employees

The study was designed to provide further empirical data on the career anchor construct. An individual in todays times is likely to make more than one career choice. If the career anchor construct can be used to accurately predict a person environment fit, the construct could prove useful as a diagnostic tool for midcareer individuals. In the study, 300 midcareer employees (managerial and non-managerial) completed questionnaires etermining their dominant career anchor, domi.nant perception of occupational type and levels of general, intrinsic and extrinsic job satisfaction. Specific aims of the study were, firstly, to determine whether in midcareer there is a relation between career anchor and occupational type (For the purposes of the study, occupational type was measured in terms of the individuals perception of the main aspect that dominates his occupation) and secondly, to determine whether there is a difference in general, intrinsic and extrinsic job satisfaction between midcareer employees with a fit between career anchor and occupational type and midcareer employees with no such fit. Results of the study indicated a significant relation between career anchor and occupational type for the total sample as well as for the managerial and the non-managerial groups, for almost all of the eight career anchors. A significantly higher level of general and intrinsic job satisfaction was found for the fit group than for the non-fit group, however no such difference was found in extrinsic job satisfaction. No significant differences were found between the managerial and non­ managerial groups. On the basis of the results the conclusion can be made that the career anchor construct can be used effectively to assist midcareer managers and non-managers to make career choices. Career choices based on a fit between career anchor and occupational type are likely to yield a higher level ofeneral and intrinsic job satisfaction. / Industrial and Organisational Psychology / MCom (Industrial Psychology)

Provision of guidance and counselling services in the schools in the Transkei sub-region of the Eastern Cape

The purpose of the study was to find out about provision of guidance and counselling in the schools in the Transkei sub-region of the Eastern Cape. Guidance and counselling services are crucial to the success of lifelong learning policies, providing assistance and advice to learners so that they make better informed and future educational and career choices suitable for them. Through guidance and counseling services, students develop a clear understanding of self, their attitudes, abilities, interests, ambitions, resources and limitations from career counselling. They are also guided into various entrepreneurial activities, training, advancement and other benefits for sustainable self-reliance and self-worth. Students are able to achieve and live fulfilled lives and contribute meaningfully to the development of their country in all spheres of life once they receive appropriate guidance and counselling services. Guidance and counseling services look at the holistic development of the learner by taking into account the psycho-social, intellectual, emotional and physical development aspects of the learner within the context of the learner’s environment. The provision of guidance and counselling programmes and services is the shared responsibility of all school staff. A team approach should be employed, wherein all staff members have specified roles to play. School counsellors play a key role in planning and implementing programmes and service. Guidance and counselling programmes and services are systematically planned to meet the needs of all learners and are infused into the daily activities of schools. Using a quantitative research design, the research sample included Department of Education (DoE) Officials and teachers in seven districts in the Transkei sub-region of the Eastern Cape. Questionnaires were used to collect data. Descriptive statistics in were used to analyse the provision of guidance and counselling in the schools in the Transkei sub-region of the Eastern Cape. "Here to stay ... so ... deal with it" : experiences and perceptions of Black British African Caribbean people about nursing careers

There is a noticeable absence of studies reflecting the personal views and experiences of black British African Caribbean (BBAC) people as students and clinical participants in UK nursing careers. Previous research about their nursing career choices has always been reported as part of other mixed BME cohorts and migrant groups. Indications in the literature suggest that they were being actively discouraged by their families from choosing nursing as a career, because of their parents’ and grandparents’ negative experiences as migrant workers in the NHS, leading to very low or non-participation in the profession. This study set out to address this gap by giving them a distinct voice, independent of other cohorts. It explored the factors which influence their decision and their experiences, throughout a variety of life stages, from school through to university and into clinical practice. This was to identify whether the findings from earlier research are still relevant from their perspectives rather than that of their parents. Participants and schools in the study were recruited by purposive sampling, and data was collected in three phases, a pilot study phase, a survey phase and an interview phase. A quantitative and qualitative interpretive approach were adopted underpinned by a mixed methods design. Descriptive statistical analysis of the survey and qualitative content analysis (QCA) of the interview transcripts were utilised to enable interrogation of the data. Findings are discussed within the context of available empirical evidence, related policy perspectives and theoretical underpinnings. Four main themes emerged from the study, as specific influencing factors on their experiences. These are: careers advice and choice for nursing, support, discrimination/racism and personal resilience. The findings reveal that BBAC people receive little or no careers advice about nursing at any of their life stages. Consequently, they make uninformed decisions about modern nursing careers, leaving a gap in their knowledge. However, they are not discouraged from choosing nursing as a career, by their families. When they choose a nursing career, they are fully supported and encouraged by their parents and families, in order to survive as students and clinical practitioners. However, institutional support as students and practitioners is weak and very poor. Despite this, they do not intend to actively discourage their own children from making nursing a career choice. Racism, discrimination and racialisation remain core factors influencing their social, educational and other lived experiences, despite numerous equality legislation and implementation. These have a continuous negative impact on them as visible minority students and practitioners in the NHS. They respond to these negative experiences by developing personal resilience aided by strong social and cultural support provided by their families and community. These findings make a unique contribution to the knowledge base by giving BBAC participants their own distinct voice. This was achieved through listening to them at varied points in their life stages, from school through to university and as eventual professionals in nursing. This is important new knowledge, which has ensured a clear recognition of their personal perspectives, in their own voices. These insightful new observations are necessary to build a specific knowledge base about them and are very positive for future participation of BBAC people in nursing careers and the NHS. An adapted model for inclusive participation is proposed, based on the findings of the research.

This diploma thesis deals with the educational needs of primary school teachers in concrete forms and areas of further education in specific stages of their careers. The first part is gradually devoted to theoretical knowledge about further education of teachers, its forms and areas and careers of teachers. The ending of this part is dedicated to further education of teachers abroad and the role school management has in the management of further education. The aim of the second part of the thesis, which is the research part, was to obtain the data neccesary to determinine the educational needs of primary school teachers throughout their careers. An questionnaire was used for this with an interview serving as a complimentary method. The conclusion summarizes the results of the research and it presents teachers' preferences in forms and areas of further education in certain stages of their careers.

Les stéréotypes nationaux dans le cadre de l'intégration européenne : le cas des travailleurs polonais en France / National stereotypes in the context of European integration : a case study of Polish workers in France

La politique d’intégration de l’Union européenne offre de nouvelles possibilités aux travailleurs migrant dans le marché interne. Néanmoins, et malgré toutes les stratégies européennes, des entraves à l’intégration semblent persister. Comment peut-on repenser l’intégration à l’heure de la crise de légitimité de l’Europe ? Derrière ces défis nous retrouvons la manière dont les uns perçoivent les autres. Le stéréotype, largement médiatisé du « plombier polonais » nous en donne ici un exemple. Ce symbole du dumping social est apparu en France en 2005 à la veille du référendum sur le traité constitutionnel européen. Il incarnait l’angoisse de la société occidentale devant le flux migratoire de l’Europe de l’Est menaçant les postes de travail. Dès lors, nous pouvons nous poser la question suivante : qui est ce travailleur immigré ? Ce stéréotype affecte-t-il l’intégration des travailleurs européens en France aujourd’hui ? Nous nous focaliserons sur les obstacles à l’intégration européenne. L’objet de cette recherche consiste en particulier à étudier les représentations sociales et leurs impacts sur les pratiques sociales, ce qui distingue notre recherche d’autres études sur la migration et l’intégration. Nous proposons dans notre démarche de nous placer du point de vue de l’individu. Notre attention se porte sur les immigrés polonais en France employés dans les métiers peu qualifiés et leur expérience migratoire face aux stéréotypes. Nous saisirons les éventuels stéréotypes présents chez les clients, les collègues ou les employeurs français en examinant le discours et le vécu de l’immigré polonais. Puis, à travers les représentations sociales nous souhaitons identifier les conséquences des politiques de l’Union européenne sur le monde du travail. Ainsi, notre recherche implique trois dimensions afin de comprendre l’univers des représentations étudiées et leur impact sur l’intégration : le travailleur polonais vis-à-vis du milieu polonais en France, le travailleur polonais vis-à-vis de la société française et le travailleur polonais vis-à-vis de l’Union européenne. Cette analyse relève deux points capitaux : l’ouverture du marché et des frontières a provoqué un changement de conscience des Polonais en œuvrant à l’émergence d’un sentiment d’égalité et de liberté ; la possibilité d’un choix permet à l’immigré de construire un projet pour l’avenir, en France ou en Pologne, qui détermine la motivation à s’adapter et à s’intégrer à la société hôte. / The European Union integration policy offers new opportunities for its citizens in the community labour market. Nevertheless, despite all EU strategies to achieve it, resistance to European integration is inevitable. It is important to ask the question of whether or not problems concerning EU integration can be solved during current crises in Europe. One of the most important reasons for resistance to integration may be due to the way different EU member state populations perceive one another in a social context. The stereotype of the "Polish plumber", one that was widely propagated by the French media, gives us one such example. This symbol of social dumping appeared first in France in 2005, just before the referendum on EU Constitution. Behind this depiction, is the western EU’s anxiety of mass immigration from EU Central and Eastern European member states. Here it is important to closely examine the European immigrants and whether or not the societal portrayal of them has had an effect on their societal integration in France today. We focus on the obstacles of the European integration. The purpose of this research is particularly to study social representations and their impact on social practices, which distinguish our analysis from other migration and integration studies. The worker’s own perception of himself within French society should be taken into consideration as a response to the supranational structure of the European Union. The focus of this research will be placed on Polish immigrants in France who are entirely employed in low-skilled labour and the stereotypes they currently face. The stereotypes of Polish workers in France are then tabled and analysed in order to better understand the impact certain stereotypes and depictions have on the process of integration into French society. This research will also identify the societal consequences that certain EU policies have had as well on integration. The research involves three different approaches in order to understand the power of social representations and their impact on the integration process: a Polish worker and the Polish social circle in France, a Polish worker and the French society and a Polish worker and the European Union. Our analysis identifies two crucial points: the European market and the borders opening caused the Polish workers’ consciousness changing towards the emergence of a sense of equality and freedom; the possibility of choice allows the Polish immigrant to construct a project for the future, in France or in Poland, which determines the motivation to adapt and to integrate into the host society.

Parcours migratoires et scolaires d'enfants arméniens à Valence durant l'entre-deux-guerres / .

Lancés sur les routes de l’exil, suite au génocide de 1915 perpétré par le gouvernement JeuneTurc, les réfugiés arméniens sont à la recherche d’un territoire susceptible de les accueillir.Après un exode qui a duré plusieurs années, et qui les a conduits dans les pays de la péninsule balkanique et dans tout le Proche-Orient, certains font le choix de la France. C’est en 1922 ou 1923 (selon les sources) que les premiers réfugiés arrivent à Valence. D’autres leur emboîtent le pas les années suivantes. Mon étude tente de mettre en évidence les parcours migratoiresdes familles arméniennes valentinoises et des enfants scolarisés, depuis leurs lieux d’origine jusqu’à Valence. Plusieurs vagues migratoires, plus ou moins longues selon la durée de déplacements des populations, et parfois simultanées ou enchevêtrées, se succèdent. Très souvent, l’itinéraire, qui a conduit les familles arméniennes dans la cité drômoise, n’a pas été direct depuis leur débarquement à Marseille, mais jalonné d’étapes, qui sont autant de marqueurs des situations socio-économiques rencontrées avant leur installation à Valence, parfois définitive pour de nombreuses familles. Mon étude tente également de faire apparaîtreles différents parcours scolaires effectués au sein de l’école française. Dès les premières arrivées, les enfants entrent à l’école primaire et suivent des parcours variés, même si, pour les premiers arrivants, la préoccupation au sortir de la scolarité obligatoire reste l’obtention immédiate d’un emploi. Les parcours au sein d’un enseignement organisé en deux filièresprincipales et socialement inégalitaires ne sont pas simples et des difficultés diverses se dressent, amenant certains à abandonner soit leurs études secondaires, soit à se maintenir au sein de l’école primaire. Le système scolaire accueille ces enfants et l’enjeu linguistique passe au premier plan. D’autres élèves y mènent un parcours brillant. Sous l’influence de lasituation socioéconomique locale, les familles arméniennes opèrent des choix pour leurs enfants et des comportements se dessinent. Si pour certaines, le système scolaire doit permettre une émancipation et l’apprentissage d’un métier, au travers des professions d’ouvriers qualifiés ou de techniciens mais aussi d’emplois de bureau, pour d’autres, la reprise d’une affaire commerciale familiale ou l’apprentissage d’une profession artisanale s’impose. Le passage par l’école obligatoire permet d’atteindre un niveau linguistique plus sûr, mais aussi une qualification plus importante, qui enrichit l’affaire familiale. La destinée familiale a très souvent tracé un avenir scolaire aux enfants de la seconde génération, revu à l’âge adulte avec de nouvelles opportunités professionnelles. / Launched on the exile roads, after the 1915 genocide caused by the Jeune-Turc government, the Armenian refugees were in search of a territory open to welcome them. After an exodus which lasted several years and led them into the Balkan States and the whole Near East, some of them made the choice of France. The first refugees turned up in Valence in 1922 or 1923 (itdepends on the pieces of information). Others followed a few years later. My study attempts to show the Armenian families and children’s geographical routes, from their places of origin to Valence. Several more or less varied waves of immigrants occurred. Very often, the trip from Marseille to the “Cité drômoise” was not straight. The different stages of their French itinerary appear as markers of their varied social and economic conditions before their arrival in Valence. My contribution will also attempt to show the different school careers they made in French schools. As soon as the first arrived, children were sent to primary school and had varied school careers, even if labor remained a priority at the end of their compulsory education. The school careers in the two main educational profiles- socially unequal- were not simple and many pupils had difficulties in completing their primary or secondary schooling. The French school welcomed these foreign pupils and the acquisition of the French language was the most important issue. Other pupils had outstanding courses. Affected by the local socio-economic circumstances, the Armenian families made choices for their children. For some of them, school had to promote the learning of a trade, as skilled labourers, technicians or office workers. Others expected their children to continue the family business. Compulsory schooling promoted the acquisition of the French language but also increased the qualification levels. The Armenians wanted a future for their children and resigned themselves to the choices of their parents. After their teenage years, their professions changed and the families’ destinies advanced with new career opportunities.

Cette thèse s’appuie sur une approche empirique et épistémologique qualitative basée sur des entretiens semi-directifs, un questionnaire auto-administré et une observation ethnographique. Elle est construite à partir de l’analyse des rapports sociaux de genre dans les représentations des femmes au sein des Églises pentecôtistes congolaises. En interrogeant différentes trajectoires de vie, d’engagement et de vocation pastorale et/ou épiscopale des femmes, elle cherche à comprendre comment articuler à la fois la dimension genrée et le désir des femmes d’exercer une profession historiquement conjuguée au masculin dont l’accès leur avait été longtemps fermé. Si, dans l’économie du temps qui court, être pasteur dans cette religion d’éveil apparaît comme un ascenseur social ou une élévation qui nourrissent l’ambition à l’acquisition de la prospérité matérielle et spirituelle, le pastorat exercé au féminin pose une série d’interrogations : comment interpréter la facilité avec laquelle on devient pasteur en République Démocratique du Congo ? De quelle manière définir le rôle actuel des femmes qui exercent le métier de pasteur ou d’évêque ? Comment penser la tension permanente entre la visibilité du travail des femmes à travers l’exercice de la profession religieuse au sein du pentecôtisme et la prégnance des stéréotypes liés à leur supposée subalternation ou à l’incompatibilité du corps féminin à des fonctions de direction restées longtemps le pré carré des clercs masculins ? Comment conjuguent-elles foi, féminité, leadership et compétences professionnelles face aux défis actuels de la société en mutation ? Comment se définissent les rôles de pasteurs ou d’évêques lorsqu’ils se déclinent au féminin ? La fonction hiératique se modifie-t-elle dans ce cas de figure ? Quelles sont les nouvelles dimensions de l’exercice de la profession religieuse ? Sont-elles sociales, familiales, se réfèrent-elles à l’intimité personnelle ou à une nouvelle dimension du sacré ? Autant de questions auxquelles tente de répondre cette réflexion qui, par ailleurs, montre de nouvelles dimensions de l’exercice de la profession religieuse par le biais des femmes et apporte de nouvelles indications sur les changements religieux qui se sont opérés ces dernières années en Afrique noire en général et en RD Congo en particulier. / This PhD is based on a qualitative, empirical and epistemological approach relied on interviews, self-administered questionnaire and ethnographic observation. The analysis of gender relationships and representations of female pastoral labor in the Pentecostal churches is the main topic of this research. We are looking for life stories items and commitment in a pastoral or episcopal female vocation inasmuch to understand gendered dimension and the motives of the young ladies to look for such a well known male profession for which they have been banned for centuries. This religion of the Reborn seems to give an opportunity for climbing the social ladder and awakens the desire for material goods and spiritual prosperity. Many questions are at stake with the female pastoral vocation. How to interpret the ease with which one becomes a pastor (how shall we figure out) the fact that it is very easy to become a pastor in the Democratic Republic of Congo ? How to define the current female role of pastors or bishops ? How to understand the permanent tension between the female vocation, the social stereotypes and the linked body alienation ? Although, they must have leadership roles that have always been the privilege of the male clerics ? Facing the current challenges of a changing society, how do they combine faith, femininity, leadership and professional skills ? What are the roles of pastors and bishops when they belong to the female sex ? Does the hieratic function change in this case ? What are the new dimensions of the religious profession practice ? Are they more concerned with social or family issues ? Do they refer to personal intimacy or to a new dimension of the sacred ? This PhD is trying to answer all these questions. It shows moreover new faces of the religious profession practice through the coming out of female pastors and bishops. It provides new indications regarding the religious changes that have taken place in recent years in Sub- Saharan Africa in general and in DR Congo in particular.

The research evolution and consequent preparation of this essay have enlarged the perspective, because the contact with such professionals in a second interview has enabled to find out several kinds of career, and even some professionals who were unemployed at that time. In an objective way such trajectories, which were shot between the period comprised 2000 and 2004 started to be understood, and articulated to the changes in work relations resulting from the coming of the informational society, fruit of deep and intensive transformations roughly caused by the information technology and globalization in a capitalism under restructuring. In Brazil such impacts are not so much different from those occurred in other countries, and on basis of the careers reviewed it has been seen that the globalization has managed to spread out the modern career model, which is marked by instability, discontinuity and horizontality. Professionals with global careers in multinational companies, professionals with no space in such companies, as well as consultants and small businessmen, some of them happy and others deeply unsure and dissatisfied build the realities found in the analyzed trajectories from a few subject matters deemed to be critical factors for the success in the career: educational trajectory and experience in changing situations. Personal influences reviewed have also been considered by means of the subject matter coaches and guides. And the concept of Career Anchors suggests that self-knowledge and self-concept of professional motivations and trends can be obtained by means of the diversification and variety of professional experiences. For such professionals, identifying their career anchors may have been the key for their personal satisfaction and psychological success. In an unequal society marked by the chasm between an elite which got school graduation and has good jobs, and a mass with no access to formal employment and income conditions, it seems to be a privilege available to a few only. These two questions can be more deeply studied and require future research / O objetivo inicial deste trabalho era discutir o tema carreira no contexto organizacional, pois a pesquisa original foi realizada envolvendo 34 executivos empregados em 12 empresas nacionais e multinacionais. A evolução da pesquisa e a elaboração desta dissertação ampliaram esta perspectiva, pois o contato com estes profissionais, em uma segunda entrevista, encontrou diversos tipos de carreira, e até alguns profissionais momentaneamente desempregados. De modo que o objetivo passou a ser entender estas trajetórias, fotografadas entre 2000 e 2004, articulando-as às transformações das relações de trabalho decorrentes do advento da sociedade informacional, fruto das profundas e intensas transformações produzidas, grosso modo, pela tecnologia da informação e a globalização em um capitalismo que se reestrutura. Estes impactos, no Brasil, não diferem muito daqueles ocorridos em outros países e revela, por meio das carreiras analisadas, que a globalização tratou de difundir o modelo de carreira moderno que é marcado pela instabilidade, descontinuidade e horizontalidade. Profissionais com carreiras globais em empresas multinacionais, profissionais sem espaço nestas empresas, bem como consultores e pequenos empresários, alguns felizes e outros profundamente inseguros e insatisfeitos, são as realidades encontradas nas trajetórias analisadas a partir de alguns temas considerados fatores críticos de sucesso em carreira: trajetória educacional e vivência de situações de mudança. As influências pessoais nas carreiras analisadas também foram consideradas através do tema coaches e mentores. E o conceito de Âncoras de Carreira sugere que um autoconhecimento e autoconceito das motivações e inclinações profissionais podem ser obtidos por meio da diversificação e variedade de experiências profissionais. Identificar suas âncoras de carreira, para estes profissionais, pode ter sido a chave da satisfação pessoal e sucesso psicológico. Em uma sociedade desigual, marcada por um abismo entre uma elite escolarizada e bem empregada, e uma massa sem acesso a condições formais de emprego e renda, parece ser um privilégio disponível a poucos. Many agreed that the managerial model would be a feasible way to increase the efficiency of the public organizations, but would the civil servants be willing to adopt its practices and underlying values and behaviours? Would they recognize the value of the rewards offered by these new careers? And still, would they abdicate from the traditional rewards that were conquered after decades in a bureaucratic career? These questions lead us to the discussion of the implications of the needs and values of civil servants in the implementation of managerial practices. One way of understanding this relationship is through the study of the career anchors and how they relate to the organizational career management model. For such, a case study at the Brazilian Court of Auditors Tribunal de Contas da União (TCU) was conducted, with the objective of deepening the comprehension of the implications of civil servants career anchors in the implementation of managerial practices. The result of the survey identified that the intention of adopting these practices will have to face three main obstacles. The first refers to the incompatibility between the desire of overcoming a bureaucratic model and the presence of a career management model that, fundamentally, satisfies the needs of typical bureaucratic individuals. This obstacle suggests the need for interventions in the career management model characteristics, so to reward managerial behaviours and not only those associated with security. The second obstacle refers to the apparent incompatibility between the behaviours and values advocated by the managerial model and the career anchors of TCU s civil servants. The overcoming of this obstacle will require some degree of integration between TCU s need to implement these practices and the needs and values of it s civil servants. The third obstacle is in the incompatibility between the civil servants career anchors and the rewards emphasized by the current career management model. This obstacle suggests the presence of a perception of career stagnation among the civil servants, what could impact upcoming intervention initiatives in TCU s career management model. The understanding of these obstacles can contribute to the discussion about the construction of these new careers and the role of the civil servants in the context of the modernization of the public civil sector / Ao serem propostos os princípios do modelo de administração gerencial pouco se aprofundou sobre as necessidades e valores dos servidores públicos. Muitos concordaram que a administração gerencial seria um caminho viável para o aumento da eficiência e eficácia das organizações públicas, mas estariam os servidores dispostos a adotarem estas práticas, valores e comportamentos subjacentes? Reconheceriam eles o valor das recompensas que seriam oferecidas por estas novas carreiras? E ainda, estariam eles dispostos a abrir mão de recompensas tradicionais conquistadas após décadas em uma carreira burocrática? Estas questões nos levam à reflexão sobre as implicações das necessidades e valores presentes entre servidores públicos para a implementação de práticas gerenciais. Uma forma de compreendermos esta relação é por meio do estudo das âncoras de carreira e como elas se articulam com o modelo de gestão de carreiras. Para tal, foi realizado um estudo de caso no Tribunal de Contas da União (TCU) com o objetivo de aprofundarmos o estudo das implicações das âncoras de carreira dos servidores no contexto de implementação de práticas do modelo gerencial. Como conclusão da pesquisa foi identificado que a intenção de adotar estas práticas deverá enfrentar três obstáculos. O primeiro refere-se à incompatibilidade entre o desejo de superação de um modelo burocrático e a presença de um modelo de gestão de carreiras que, fundamentalmente, enfoca a satisfação das necessidades de indivíduos típicos de um modelo burocrático. Este obstáculo sugere a necessidade de que sejam efetivadas intervenções nas características do modelo de gestão de carreiras, de forma a recompensar comportamentos mais gerenciais e não somente associados à segurança. O segundo obstáculo refere-se à aparente incompatibilidade entre os comportamentos e valores preconizados pelo modelo de administração gerencial e as âncoras de carreira dos servidores. A superação deste obstáculo irá requerer algum grau de integração entre a necessidade do TCU em implementar estas práticas e as necessidades e valores dos servidores. O terceiro obstáculo está na incompatibilidade entre as âncoras de carreira dos servidores e as recompensas enfatizadas pelo modelo de gestão de carreiras. Este obstáculo sugere a presença de uma percepção de estagnação na carreira, podendo dificultar iniciativas de intervenção no modelo de gestão de carreiras do TCU. A compreensão destes obstáculos pode abrir caminhos para a reflexão sobre a construção destas novas carreiras e o papel dos servidores no contexto da modernização do setor público

It examines the consequences of relegating one of the entities of the symmetric Federation The County to ostracism, advocating for the need of safeguarding this entity s constitutional autonomy and competence. In order to achieve its main purpose, this research approaches issues such as May an essential guarantee not integrate the constitutional text? Does the person of public law have essential rights? Can a federated entity prescind from the professional who pursues a State function or even delegate it through outsourcing (a function considered essential to Justice)? Does the interpretation under the terms of the Constitution in force manage to remedy the raised failure? The task of clearing the issues proposed in the course of the work aims to serve, in the academic sphere, the purpose of dealing scientifically with constitutional issues with practical effects, to avoid that the statutory procedure of the political phenomenon is not named and reduced to a sheet of paper (LASSALLE, 1946). The citizen, the great achievements reported in History (such as constitutionalism), social and State dynamics and the progress among federated entities can not allow this digression. It is intended, through this study, to contribute to the scientific research in the form of constitution and administration with a reflex for a concrete application in social and political sphere / O presente estudo tem por escopo analisar o artigo 132 da Constituição Federal de 1988, quanto à não inclusão expressa dos Procuradores do Município no rol das carreiras públicas e seus reflexos sob a égide do princípio da isonomia. Examina as consequências dessa desigualação federativa com referência ao Município. Propugna pela necessidade de se resguardar a autonomia e a competência constitucionais desse ente. Para a consecução de seu objetivo maior, esta pesquisa aborda questões como: Possui a pessoa de direito público direitos fundamentais? Um ente federado pode prescindir do profissional que exerce uma função de Estado ou até mesmo delegá-la por meio da terceirização (uma função considerada essencial à Justiça)? A interpretação, nos termos da Constituição em vigor, consegue sanar o silêncio do legislador no texto do artigo 132 da Constituição Federal ora suscitado? A tarefa de elucidar as questões propostas no curso do trabalho pretende cumprir, na esfera acadêmica, o objetivo de aprimorar cientificamente questões de ordem constitucional com efeitos práticos, contribuindo para que o estatuto jurídico do fenômeno político não seja conceituado e reduzido a uma folha de papel (LASSALLE, 1946). Não há como permitir uma interpretação diferente da sistemática. Não porque há falar no caso em apreço em falha ou lacuna do texto constitucional. Os princípios da isonomia e da segurança jurídica imantam toda a Constituição Federal vigente.
