application of pilot research, where we enclose differentiated professions and social
level, but related, whenever possible, the agricultural area and the soy culture, we
still search, by means of half-structuralized interviews and carried through in loco the
deepening of this knowledge / Este estudo focaliza famílias de imigrantes brasileiros que saíram do Brasil a partir
dos anos de 1970, com destino específico a um país fronteiriço - o Paraguai. Esses
brasileiros, que às vezes são chamados de brasiguaios ou como se auto-intitulam e
são realmente conhecidos no Paraguai, são indivíduos que iniciaram o processo
migratório naquele período e que ali permanecem até os dias de hoje, encontrandose
alguns na terceira geração, dedicando-se ao trabalho rural e à cultura da soja nas
regiões do Alto Paraná, Canindeyú e Tapúa, locais de maior concentração de
brasileiros imigrantes. Com o objetivo de ampliar o conhecimento sobre o modus
vivendi desses brasileiros e das gerações que se sucederam, uma vez que o
processo migratório intensificou-se ao longo dos últimos anos, analisa-se como
ocorreu a sua formação familiar, a adaptação aos costumes e à cultura local. A
problemática do Mercosul e da globalização na América Latina é discutida na
medida em que ajuda a esclarecer as formas de interação entre governos e políticas
de imigração na América Latina e no Mercosul e, mais especificamente, no
relacionamento Brasil-Paraguai. A metodologia aplicada na pesquisa de campo
utiliza a trajetória da história de vida desses imigrantes, revelada com a aplicação de
pesquisa-piloto, onde encontramos profissionais de níveis sociais diferenciados, mas
relacionados geralmente, à área rural e ligados pela cultura da soja. Buscamos,

[pt] A dissertação analisa de forma crítica parte da literatura de segurança internacional que advoga pela ampliação da agenda do campo, evidenciando as consequências éticas e políticas de se adotar a lógica da securitização em análises sobre questões sociais. Para tanto, são abordadas as contribuições da Escola de Copenhague às análises sobre a política de controle de fronteiras da União Europeia (UE). Este estudo tem como linha condutora as diferentes visões sobre a criação da Frontex, agência que, apesar das acusações de desrespeito aos direitos dos imigrantes, tornou-se a principal produtora de conhecimento acerca dos riscos às fronteiras europeias. Por fim, é abordada a contribuição do campo da Sociologia Política Internacional para os estudos de segurança, especialmente os trabalhos de Didier Bigo e Jef Huysmans. Esta perspectiva realça os principais problemas da ampliação da agenda de segurança e seu impacto no Estado liberal, demonstrando que há uma modificação drástica nas formas de governança, com restrições à liberdade individual em prol de um suposto aumento de proteção. Deste modo, o objeto desta dissertação é tanto a literatura da Escola de Copenhague, compreendendo suas limitações práticas e silêncios políticos, quanto a própria Frontex, cujas operações são evidências empíricas dos argumentos de Bigo e Huysmans. / [en] This dissertation criticizes part of the literature on international security that advocates for the expansion of the agenda of the field, evidencing the ethical and political consequences of adopting the securitisation perspective while analysing social issues. In this sense, the theoretical contributions of the Copenhagen School to the interpretations of the European Union (EU) policy of boarder control are addressed. This work has as its conductive line the different visions on the creation of the Frontex, an agency that, depite being accused of disrespecting the rights of immigrants, became the main producer of knowledge on the risks to European boarders. Finally, the contribution of the International Political Sociology field to security studies is addressed, mainly through the work of Didier Bigo and Jef Huysmans. This perspective highlights the main problems of widening the security agenda and its impact in the Liberal State, demonstrating that there is a drastic change in the forms of governance, with restrictions to individual freedoms on behalf of an alleged increase in protection. Thereby, the object of this dissertation is both the Copenhagen School literature, understanding its practical limitations and political silences, and Frontex itself, whose operations are empirical evidences of Bigos and Hyusmans s arguments.

[pt] A pesquisa de mestrado intitulada Fazendo a América investiga, de forma teórica e ficcional, o potencial criativo que o exílio enquanto instância subjetiva - não apenas geográfica - desperta no indivíduo. A dissertação entretece discussão teórica à escrita de autoficção, com a apresentação de uma novela sobre uma família com quatro gerações de imigrantes e suas histórias. O formato ficcional permite pensar o exílio, sua potência e seus desdobramentos através da própria escrita, e explorar a sensação de identidade fragmentária e de alteridade geradas tanto pelo exílio geográfico como por diferentes exílios interiores e sociais patentes na contemporaneidade - entre eles o do escritor, que trafega entre o mundo real e o do papel. Partindo da visão flusseriana do exilado não como vítima, mas como vanguarda, Fazendo a América joga luz sobre a ideia de libertação vertiginosa (FLUSSER, 2007) que a força desestabilizadora (SAID, 2006) do exílio carrega, e conclui que as fendas subjetivas abertas pelo exílio são também espaços de potência e fertilidade para a criação artística. / [en] The master s research entitled Making America investigates, in a theoretical and fictional way, the creative potential that the exile as a subjective instance - not just as a geographic one - awakens in the individual. The dissertation intertwines theoretical discussion with the writing of self-fiction, with the presentation of a novel about a family with four generations of immigrants and their stories. The fictional format allows one to think of exile, its power and its unfolding through writing itself, and to explore the sense of fragmentary identity and alterity generated both by geographical exile and by different inner and social exiles evident in contemporaneity - among them that of the writer, who travels between the real and the paper worlds. Making America emphasizes the idea of vertiginous liberation (FLUSSER, 2007) that the destabilizing force (SAID, 2006) of the exile carries with it, and concludes that the subjective gaps opened by exile are also spaces of power and fertility for artistic creation.

[pt] Este estudo investiga as relações, as disputas e os debates no Reino Unido
entre partidos de esquerda (Labour), direita (Tories) e extrema-direita (UKIP)
durante o referendo do Brexit, entre dezembro de 2015 e julho de 2016. Com base
na leitura de jornais, artigos na internet, discursos, programas partidários e leis
britânicas, o trabalho destacou a centralidade dos temas da imigração e da
construção das identidades nacionais no referendo. O estudo desenvolve dois
argumentos principais. O primeiro argumento afirma que os partidos britânicos não
atuaram de modo isolado ou autônomo, mas constituíram e responderam a um
sistema geral da ação política. Isso implica ver a atuação da extrema-direita como
parte dos atores políticos partidários que se influenciaram de forma mútua e
permanente. O segundo argumento defende que a votação marcou a estruturação
dos espaços políticos no Reino Unido por meio de duas lógicas contraditórias:
complexificação e simplificação. Por um lado, o Brexit representou um excedente

lado, o boletim de votação do dia 23 de junho de 2016 comportava somente duas

políticas por hegemonia na construção da coletividade nacional britânica. / [en] This study investigates the relations, disputes and debates in the United
Kingdom between left-wing (Labour), right-wing (Tories) and radical right (UKIP)
parties during the Brexit referendum, between December 2015 and July 2016.
Based on the reading of newspapers, articles on the internet, speeches, party
manifestos and British laws, the work highlighted the centrality of the themes of
immigration and the construction of national identities in the referendum. The study
builds two main arguments. The first argument states that British parties did not act
in isolation or autonomously, but constituted and responded to a general system of
political action. This implies seeing the performance of the radical right as part of
the party political actors who influenced each other mutually and permanently. The
second argument argues that the voting marked the structuring of political spaces
in the United Kingdom through two contradictory logics: complexification and
simplification. On one hand, Brexit represented an excess of meaning, leading
disputes to increasingly unlikely places. On the other hand, the ballot paper on June
23rd 2016 carried only two options: Leave or Remain, that is, leave or stay in
the European Union. In this sense, the referendum announced a difficult promise,
so that the discussions overflowed the very frame of the vote. Through a game
between excess and lack, completeness and incompleteness, meaning and
contradiction, the event functioned as a privileged space for political disputes for
hegemony in building British national collectivity.

[pt] O atual estudo investigou quais categorias formais e sociais estariam envolvidas no processo migratório recente de imigrantes senegaleses em Porto Alegre. O objetivo é demonstrar a dificuldade de se definir um imigrante de maneira homogênea, visto que há fatores sociais, culturais e jurídicos em jogo. Baseando-se em extenso trabalho de campo junto à comunidade, a tese trata de temas como o perfil dos imigrantes, razões de saída do Senegal, projeto migratório, escolha do Brasil como destino, inserção no mercado de trabalho brasileiro, além de questões de moradia, associativismo civil e religião. Conclui que diversas categorias estão envolvidas no processo migratório para além das relevantes questões políticas, humanitárias e econômicas. Os novos fluxos Sul-Sul diferenciam-se daqueles tradicionalmente destinados ao Brasil. A chegada de imigrantes negros, senegaleses e muçulmanos, traz à tona antigos preconceitos e
estigmas vinculados ao imaginário brasileiro e novas possibilidades para refletir, por exemplo, sobre a noção de uma cultura de emigração em tempos de globalização. O estudo de caso aqui apresentado permite perceber de que maneira os diversos fluxos de imigrantes merecem atenção em suas realidades migratórios específicas, visto que há categorias sociais e formais envolvidas no process dependendo de quem é, de onde vem e para onde vai. / [en] The current study investigates formal and social categories involved in the recent migration process of Senegalese migrants in Porto Alegre. The objective is to demonstrate the difficulty of defining a migrant in a homogeneous way, since there are social, cultural and legal factors at stake. Based on extensive fieldwork
with the community, the thesis deals with topics such as: migrant s profile, reasons for leaving Senegal, migration project, chosing Brazil as a destination, insertion in the Brazilian labor market, housing issues, civil associations and religion. Concludes that a number of categories are involved in the migration process beyond political, humanitarian and economic issues. The new South to South migration flows to Brazil differ from those traditionally historical ones. The arrival of black, Senegalese and Muslim migrants brings to the fore old prejudices and stigmas linked to the Brazilian imagination and therefore new possibilities for reflection, like the notion of a culture of emigration in times of globalization. The case study allows us to understand how the different migration flows deserve attention in their specific migration realities, since there are social and formal categories involved in the process depending on who they are, where they come from and where they are going.

Guided by the filmmaker s narratives, mise-enscène, and cinematic production style, the intention is to reflect on and stress questions related to coloniality that have penetrated Portugal and the European
continent in the 21st century. With a body of work focussed on Fontainhas, a Lisbon neighborhood of Cape Verdean immigrants demolished by the Portuguese state, this study aims to understand the aesthetic and political work of two films that accompanied this process: In Vanda s Room (2000) and Colossal Youth
(2006), in addition to the film completed after the demolition of Fontainhas: Horse Money (2014). These films point out the phantasmagorias of the colonial processes, seeking, as a result, to bring forth the characters as central agents in the fabling process of the real events noted.

de que tal concessão contribuísse para a incorporação ampla desse segmento social
na vida política dessas comunidades em âmbito nacional, estadual e local. Para tal,
dispõe-se a averiguar as condições fáticas e jurídicas que permeiam os diferentes
níveis de restrição ao direito de voto para estrangeiros residentes e nãonaturalizados,
nos territórios da Argentina e do Brasil, fere per si a consolidação
dos direitos humanos nesses ordenamentos e se ainda, consequentemente, isso
impediria o exercício pleno dos demais direitos fundamentais desses indivíduos. Na
busca por tais informações, serão estudados os argumentos de viés teórico no que
diz respeito às possibilidades de contemplar os estrangeiros não-naturalizados, com
a participação cidadã na sociedade através do direito de voto, a partir de uma revisão
de literatura acerca da teoria da cidadania pós-nacional, preocupando-se em
explicar como a expansão da participação política beneficia os imigrantes, bem
como a comunidade receptora, através da consolidação dos direitos humanos. A
dissertação utilizará o método dedutivo, através de pesquisa descritiva da
bibliografia e análise de dados serão os principais instrumentos de investigação,
objetivando compreender o significado dos aspectos inerentes à cidadania, à
participação política e à soberania nacional. / [en] In this brief analysis, an analytical and descriptive research bias will be
used to reflect on the exercise of active suffrage, the granting of the right to vote,
as a dimension of citizenship, essential for the consolidation of the fundamental
rights of resident foreigners, specifically in the cases of the Brazilian and Argentine
legal systems, and what would be the real possibilities for such a concession to
contribute to the broad incorporation of this social segment into the political life of
these communities at the national, state and local levels. To this end, it intends to
investigate the factual and legal conditions that permeate the different levels of
restriction on the right to vote for resident and non-naturalized foreigners in the
territories of Argentina and Brazil, which in itself undermines the consolidation of
human rights in these legal systems. and whether, consequently, this would prevent
the full exercise of the other fundamental rights of these individuals. In the search
for such information, the theoretical bias arguments will be studied concerning the
possibilities of contemplating non-naturalized foreigners, with citizen participation
in society through the right to vote, from a literature review on the theory of postnational
citizenship, concerned with explaining how the expansion of political
participation benefits immigrants, as well as the host community, through the
consolidation of human rights. The dissertation will use the deductive method,
through descriptive research of the bibliography and data analysis will be the main
instruments of investigation, aiming to understand the meaning of the inherent
aspects of citizenship, political participation, and national sovereignty.

[pt] Diversos processos nos últimos vinte e cinco anos vêm transformando o entendimento das fronteiras e da mobilidade internacional, com um número cada vez maior de pessoas que se deslocam e de fronteiras que se multiplicam para além dos limites territoriais de cada estado. Ao lado desses processos, que alteram a velocidade do movimento, criam novos caminhos para a circulação e oferecem novas formas de vigilância e bloqueio dos indivíduos, a interpretação das fronteiras começa a ser redefinida buscando dar conta desses novos processos, tanto para facilita-los quanto para proibi-los. Seguindo essas transformações no entendimento das fronteiras e com um histórico de constantes inovações nas políticas migratórias, a Austrália em 2013 adotou a Operation Sovereign Borders, uma operação que abarca diversas dessas transformações. A Operation Sovereign Borders criou e institucionalizou novas práticas de controle da imigração, sendo permeada por uma racionalidade específica do medo da invasão e apoiada em extensas e controversas inovações legislativas. O presente trabalho apresenta as diferentes transformações das fronteiras e suas interpretações, explorando para isso o caso australiano, seu campo de controle de imigração e fronteiras, os atores desse campo, sua legislação, racionalidade e práticas. / [en] Different processes in the last twenty-five years have transformed the understanding of borders and international mobility, with an increasing number of people on the move and borders that multiply beyond the territorial limits of the state. Alongside these processes that alter the speed of movement, create new pathways for circulation and offer new forms of surveillance and blocking of individuals, the interpretation of borders is being redefined seeking to account for these new processes, both to facilitate them and to prohibit them. Following these changes in the understanding of borders and with a history of constant innovations in immigration policies, Australia in 2013 adopted the Operation Sovereign Borders, an operation that encompasses several of these transformations in seeking greater control and by using more violence against asylum seekers. The Operation Sovereign Borders created and institutionalized new immigration control practices, being permeated by a specific rationality of the fear of invasion and supported by extensive and controversial legislative innovations. This dissertation presents the transformations of borders and their interpretations, exploring the Australian case, its field of migration and border control, the actors in this field, its legislative structure, its rationality and practices.
